The Narragansett Bay Commission (NBC) is a regional sewer authority that serves ten communities in the Providence, Rhode Island metropolitan area. From 1992 to 1999, the NBC developed a comprehensive facilities plan to abate Combined Sewer Overflow (CSO) pollution in the Upper Narragansett Bay. The plan underwent many major evolutions during this period, most notably the addition of a stakeholder?s process by which NBC demonstrated a site-specific plan to control the pollutants and meet water quality standards. The favored solution consisted of deep tunnel storage with treatment at existing wastewater facilities that had been recently upgraded. In 1999, a final plan was accepted which included two tunnels, five CSO interceptors, twelve sewer separation projects, a wetland facility, and a wastewater treatment facility upgrade. The program is to be constructed over 20 years in three sequential phases (Figure 1). Phase I of the program includes a 4,963 m (16,284 ft) long, 7.9 m (26 ft) diameter, 70.1 m (230 ft) deep storage tunnel; seven drop shafts with connecting adits; ancillary facilities; and a pump station. Construction of Phase I began in 2001 and is expected to be operational by October 2008. This paper focuses on design and construction of the Fields Point Tunnel Pump Station (FPTPS)located at the south end of the main spine tunnel. A189 Ml/day (50 MGD) pump station is required to lift CSO flows from the tunnel to the Fields Point Wastewater Treatment Facility (FPWWTF). The pumps are to be housed in a 35.6 m × 18.6 m ×20.7 m (117 ft × 61 ft × 68 ft), 91.4 m (300 ft) deep cavern excavated in a complex meta-sedimentary rock of the Rhode Island Formation, and connected to the surface by 9.7 m (32 ft) and 3.4 m (11 ft) diameter shafts. Factors which influenced selection of the size, configuration and location of facilities included the preferred arrangement of pumps, critical aspects of site geology, and estimated cost. Technical and value engineering reviews also affected the final design. Following Notice to Proceed (NTP), concerns were raised by the contractor regarding constructability and design. Additional geotechnical investigation and independent engineering review were employed to validate the design assumptions. The cavern was successfully excavated and sup-ported in rock, completed on schedule and within budget in 2005. In 1992 the NBC retained Louis Berger Group (LBG) as Program Manager (PM) for the CSO Abatement Program. LBG thereafter formed a design team including: Jacobs Engineering Group(JEG) as the designer for underground structures and near surface collection facilities; Black and Veatch(B&V) to design the pumping system and associated facilities; Haley and Aldrich (H&A) to oversee the geotechnical program; and Malcolm Pirnie to design the system-wide instrumentation and control system. Construction management, resident engineering, and inspection services were provided by the joint venture Gilbane/Jacobs Associates (G/J).

Editor's note: This is the first of two articles on maintenance. Part two, "Effective maintenance downsizing techniques," will appear in the October issue of MINING ENGINEERING. Most mine managers are aware that the cost of maintenance rarely goes down unless work is done less often and with fewer people. Fewer people translates into downsizing and seldom means making maintenance more efficient. Even so, mines that have struggled unsuccessfully to improve maintenance and are now pressed to reduce maintenance costs may opt for downsizing. On the other hand, mines with an immediate need to reduce costs may be forced to downsize because they cannot wait for needed improvements to take effect. This can be bad news for maintenance. In any case, the mine must downsize correctly to ensure effective maintenance is sustained.

Biological treatment of metals-impacted water using sulfate reduction is a viable means of treatment that has been applied in pilot and full scale at numerous projects. One of the fundamental challenges with this type of treatment is the selection of an appropriate substrate to support the sulfate reduction process long-term. The substrate degradation products provide a carbon source and an electron donor for metabolism by sulfate-reducing bacteria and consequently organic characteristics are critical; however, the physical attributes of the substrate are equally critical to an efficient and optimized substrate mix. This paper explores the affect of particle size (a.k.a. grain size) of several substrate mixes on the treatment efficiency of sulfate reducing treatment systems. Substrate selection can be separated into two phases of evaluation, the primary selection phase and the secondary optimization phase. The primary selection phase considers such fundamental attributes as source availability, economics, bioavailability and longevity. These fundamental activities are conducted in order to identify potential candidate ingredients of the substrate mix which are regionally available, economically viable and consistent with the biogeochemical aspects of the project. Recent work has been conducted in the development of testing protocol for organic substrates to quantify bioavailability (Martinez Hernandez et al. 2010, Place et al. 2006) as part of the primary selection phase. Once the substrate ingredients have been selected based on the primary criteria, the mixture of these ingredients is then developed based on an optimization process, including consideration of the substrate ingredient?s particle size distribution.

Over the next several years, the storage capacity of the Metropolitan Water Reclamation District of Greater Chicago?s Tunnel and Reservoir Plan will be increased by 14.8 billion gallons through the addition of two large off-line reservoirs: the McCook and Thornton Reservoirs. The Thornton Reservoir will be constructed at the terminus of Calumet TARP System. The constructed TARP system will be connected to the Thornton Reservoir via connecting tunnels and gates systems. The connecting tunnels will comprise of: an upgradient transition tunnel, steel lined bifurcated tunnel for conveyance and control of flow, downdradient transition tunnel, and energy diffuser at tunnel portal. A large, approximately 250-foot-long, 69-foot-wide, and 40-foot-high, rock cavern will be excavated at an average depth of 320 feet to house the bifurcated tunnel system and associated six large control gates, each 12.5-ft by 28-ft wheel gate. Presented in this article are discussions about the TARP system, the Connecting Tunnels and gates Project, regional rock conditions, evaluation of reservoir?s wall stability for evaluation of tunnel penetration, and design challenges facing during design of the: rock cavern hosting the bifurcated tunnel system and gates and associated tunnels and shaft.

The Beacon Hill Station and Tunnels portion of the Sound Transit Central Link Project consists of one mile of twin rapid transit tunnels, an underground station, portals and ancillary works constructed in an urban environment. Presently under construction, the station will set a number of North American firsts including deepest soft ground excavation carried out using the Sequential Excavation Method (SEM).Located in highly variable glacial soil deposits ranging from soft, water bearing sands to stiff, slickensided clays, the station complex and running tunnels proved to be technically challenging during design. Meeting these challenges necessitated an extensive geotechnical investigation, a trial shaft, and state-of-the-art numerical analyses to develop ground conditioning, pre-support, excavation support and structural design. A comprehensive risk identification and mitigation program, and innovative procurement strategy were incorporated into the design and contract bid documents.

A pond rehabilitation and environmental education project were proposed by Cleveland-Cliffs Michigan Operations (CCMO) and approved by the Michigan Department of Environmental Quality (MDEQ) and the United States Environmental Protection Agency (USEPA) as partial fulfillment of conditions for a stream mitigation permit. The goals of the project were the rehabilitation of a pond on a tributary of a local trout stream, enhancement of public access and appreciation, and the initiation of a site-based environmental educational curriculum. Cleveland-Cliffs undertook a suite of actions to rehabilitate a pond created by a previous mining operation in 1912 and make accessible to local schools the aquatic and riparian ecosystems. Cleveland-Cliffs partnered with the local governmental unit and two local school districts. The rehabilitated pond and riparian zone provide an accessible natural area that local residents can use for such activities as hiking, biking, walking, fishing and nature study. Vegetative enhancement includes the planting of native shrubs, wildflowers and showy herbaceous plants in the pond, on the riparian fringe and the surrounding area. An interpretive trail was developed around the pond with signs created by a local master watercolor artist. Local schools built and installed picnic tables, benches and a kiosk. Cleveland-Cliffs created pond lesson plans tied to the Michigan Curriculum Framework, developed inexpensive teaching kits and hosted a workshop for teachers from nine local schools. Classes regularly utilize the pond during the school year conducting environmental studies. Nesting boxes, wildflower gardens, bat houses, frog deformity surveys and water quality studies are a few of the activities that classes have conducted at the pond.

Doyon mine, Quebec, Canada evaluates the possibility of desulphurizing their tailings to produce material to be used in as cover over the acid generating tailings disposal site. Laboratory tests were conducted and showed that a single-layer cover made of desulphurized tailings placed over reactive tailings can prevent the generation of acid mine drainage. Modelling with the software Vadose/W was undertaken to optimize the design parameters, namely cover thickness, water table position, and residual sulphide content of desulphurized tailings following laboratory work. It was found that the optimal configuration includes a 1 m desulphurized tailings cover containing 0.8%S, with the water table kept at the interface between the reactive tailings and the cover. To maintain the cover performance to reduce oxygen flux towards acid-generating tailings even in the event of a long dry period, a sand layer is suggested to protect the cover from excessive evaporation. It is possible to reach the environmental objective chosen for Doyon mine (10 mol/m2/year) with the protective sand layer, even in extremely dry conditions.

Unlike the first predicted deep-sea mining (DSM) boom 35 years, the public response to the re-emergent possibility of DSM is this time round is not entirely optimistic, with serious economic, social, and environmental concerns being voiced. In the intervening years, the troubling notion of the ‘resource curse’ has been popularized, whereby the economies of developing nations rich in natural resources (agriculture, minerals, and fuels), paradoxically appear to fare more poorly than their brethren who have fewer such resources. There have been a variety of explanations and counter-arguments regarding why the resource curse occurs, including how it can be ‘escaped’, and even some disagreement on whether it in fact does occur. Nevertheless, many commentators appear to agree that that the quality of governance is strongly implicated in the socioeconomic success, or failure, of these resource-dependent nations, and could indeed be the deciding factor. Unlike nations with diversified economies, the majority of the income from natural resource economies, in the form of royalties and rents, flows through national government; hence, good governance and fiscal management is of particular concern.

PolyMet Mining is developing the NorthMet property near Duluth, Minnesota. Laboratory investigations had led to the development of the PLATSOL process to dissolve in one step the base metals (copper and nickel) as well as the gold and PGM’s. To complete the pre-feasibility study, a fully integrated ten-day pilot plant trial was undertaken, comprising of: high temperature (>220ºC) pressure oxidation in the presence of 5-10 g/L chloride (the PLATSOL process), followed by solid/liquid separation, gold plus PGM’s recovery from solution, conventional Cu SX/EW and recycling of the copper raffinate to the autoclave. The concentrate tested was a NorthMet bulk flotation concentrate assaying 14.7% Cu, 3.05% Ni, 0.14% Co, 26.7% S, 1.4 g/t Au, 2.2 g/t Pt and 9.9 g/t Pd. Laboratory results were fully confirmed and with minor adjustments of the laboratory PLATSOL® conditions, the following leach extractions were obtained during the pilot plant trial: Cu 99.6%, Ni 98.9%, Co 96%, Pd 94.6%, Pt 96% and Au 89.4%.

In 2005, NIOSH and Badger Mining Corporation entered a partnership to implement ergonomic interventions, including a systematic process, to address exposures to risk factors that may result in musculoskeletal disorders or other types of injuries/illnesses. As a result of this partnership, an ergonomics process was integrated with the existing safety and health program to promote an on-going application of ergonomic principles, and over 40 task-specific interventions were implemented during the first year of the process. This paper presents details of the process integration, and several examples of task-specific interventions that reduced exposures to risk factors.

Recovery of rare earth elements (REE) from coal-related resources has recently received significant interest due to supply concerns and their key roles in critical industries and defense-related technologies. An integrated flowsheet consisting of sorting, crushing/grinding, physical separation, acid leaching, solvent extraction, and selective precipitation was designed to achieve continuous production of rare earth products from various coal-related resources such as coarse refuse and acid mine drainage. A pilot plant was constructed that enabled continuous testing of the circuitry on a range of different coal-based feedstocks. Despite achieving significant success in producing high-grade rare earth oxide products, low REE recovery values and high operational costs necessitated a re-evaluation of the process flowsheet. This article describes the circuitry improvements that were based on both laboratory and pilot plant test results. Roasting as a pre-leach treatment was found to significantly improve the leaching rate and overall REE recovery values. After roasting West Kentucky No. 13 and Fire Clay coal refuse materials at 600 °C, REE recovery increased by 60 and 40 absolute percentage points, respectively. Rare earth concentration in the pregnant leachate solution (PLS) was increased to around 700 ppm prior to solvent extraction using a staged precipitation method. REEs in the precipitate were re-dissolved, purified, and extracted from the PLS using solvent extraction and selective precipitation to values of around 80%. As a result of the improvements, chemical consumption in the acid leaching and solvent extraction processes was significantly reduced. A techno-economical assessment of the improved flowsheet indicated significant commercialization potential.

INTRODUCTION With only about 30% of Japan's entire population served by sewer systems at the end of 1980, extensive sewerage construction programs have been implemented. As major sewer networks in large cities are near completion, construction of smaller sewer networks in less populated areas and branch sewers in urban areas is on the rise, where a demand for sewer tunnels of 600mm to 1500mm diameter is very heavy. The pipe jacking technique, usually employed to excavate such small diameter tunnels, therefore has become the subject of further technological development and sophistication to cope with the increasing volume of construction. At the 1979 RETC, the state of the art on the slurry shield tunneling method at that time was reported. This paper is a follow up to the last paper and discusses a newly developed boulder crushing equipment and automatic pipe jacking system for the slurry shield method and their application. Such technological advancement as high-degree mechanization and automation will significantly improve tunneling operations in response to the aging society to come. Through application of the technique on so called factory automation, this is a step towards field automation for the construction industry.

Introduction It is estimated that nearly 40% of all the gold ever mined in free world countries has been produced by South African operations. There is concern that this immense productive capacity will soon decline. Such a decline could reduce world gold supply and lessen the ability of market economy countries (MEC) to exert the major influence upon the world gold market. This paper addresses three general issues concerning South African gold production: • How much gold remains to be recovered from the demonstrated resources of the 44 evaluated South African mines; • How long can production at current levels continue; and • What will be its cost. Table 1 provides production data on the world's 10 largest producers for the years 1971, 1981, and 1983. As shown, South African gold production declined significantly from 1971 through 1981. As of 1981, annual South African gold production had dropped by more than 311 t (10 million oz) in 10 years. Despite this, its mines still produced 656 t (21 million oz) that year, about half the world total. From 1981 through 1983, this trend was reversed. Annual South African gold production increased by more than 21.8 t (700,000 oz). The trend reversal was also evident in the US, Canada, and Australia. This illustrates the general, inverse relationship between gold price and gold production. In South Africa especially, as gold prices increased substantially during the 1970s, the average grade of ore mined (pay limit) was lowered as new, lower grade areas and materials were exploited. Gold production declined in volume. But gold revenues increased, and the lives of the operations were extended. The 1981-83 period was one of declining (US dollar-based, average annual) gold prices that resulted in increasing South African production as average ore grades were raised. South Africa currently accounts for 50% of world production (Fig. 1). Figure 2 illustrates South Africa's contribution to total MEC production in 1971 and 1983. Although South Africa's relative share of production has declined, it still represents the single most important source of new gold supply. In 1983, it supplied more than 65% of total MEC production. South Africa currently produces more than twice as much gold as the Soviet Union (ranked second in world production), and 11 times more gold than the US (ranked fourth in world production). A selective extraction and separation of zirconium by solvent extraction with 1-octanol is proposed. The process is based on the dissolution of the metal basic carbonates in hydrochloric acid in the presence of potassium fluoride, using 1-octanol as extractant. The effect of several process parameters, including hydrochloric acid and potassium fluoride concentrations, reaction time, and phase ratio between the aqueous and the organic phase was investigated. Zirconium is enriched in the organic phase. The best extraction and separation results were obtained with the basic carbonate dissolved in 10% hydrochloric acid and 1.5 M potassium fluoride. The optimum reaction time was 15 min with an organic to aqueous phase ratio of 2:1. Based on the selectivity of zirconium over hafnium in the organic phase, a McCabe-Thiele diagram was constructed. A near complete stripping of zirconium from the organic phase was achieved using a 3 M sulphuric acid solution. Additional studies are required in order to determine the reaction mechanism and the chemical speciation of the current investigation.

The use of column flotation was considered for the ?reverse flotation? of iron ore, where the gangue (quartz) was recovered in the froth product. This use of the froth for carrying the gangue mineral rather than carrying the valuable concentrate significantly changes the operational requirements of the column. The objective of this work was to determine which of several column flotation technologies would be most suitable for this type of flotation operation. Studies were carried out using both the Jameson column and the Deister column. Comparative results are presented that show the capabilities of both column types in this application relative to conventional Wemco flotation cells. Columns were demonstrated to have grade-recovery performance superior to what could be achieved with conventional cells. Two-stage flotation with the columns could produce a concentrate that was up to 70.2% Fe at 87.5% iron recovery, compared to 70.4% Fe at only 77.7% iron recovery for four stages of flotation in conventional cells. It was shown to be particularly important to operate the columns to recover a maximum of the quartz gangue into the froth. It was noted that there are often problems in scale-up of laboratory columns to plant scale, because the increase in height and the decrease in the ratio of height to diameter at the larger scale allows more axial mixing and bubble coalescence, both of which degrade the column performance. Horizontal baffling was shown to improve column performance by reducing axial mixing and breaking up large bubbles, and so the use of such baffles in the reverse flotation application was investigated.

Due to increased production of fine coal during mining during this century and inefficient fine coal recovery technologies, a vast reserve of high quality coal currently exists in refuse ponds. A novel fine coal circuit consisting of a hindered-bed classifier, an enhanced gravity concentrator and a flotation column has been evaluated for the recovery of fine coal from refuse ponds. The treatment of a pond derived from Pittsburgh No. 8 seam coal resulted in the production of a premium fuel containing less than 5% ash and a calorific value of about 30,173kJ/kg with 60% mass yield. The results from the treatment of two refuse pond materials will be presented in this publication.

During the 1980s, a revolution has been taking place in industrial minerals marketing. Transportation deregulation and a handful of creative marketing and distribution managers have completely changed the rules for marketing many industrial minerals. Minerals are being transported much farther than in prior decades and at much less cost. Bulk and package terminals are becoming increasingly common as a means to take advantage of freight rate savings and to provide enhanced service to faraway customers. Water and rail transportation are being used increasingly to penetrate markets considered unreachable just a few years ago. No longer do the textbook rules of thumb for industrial minerals marketing apply. This author recalls three of those rules he was taught in mineral economics graduate school in the 1970s. As recorded in class notes: • construction aggregates are seldom shipped more than 32 km (20 miles) from the quarry; • cement is sold within 240 km (150 miles) of the mill; and • industrial sand is sold regionally - it is freight constrained to a market radius of no more than 320 to 400 km (200 to 250 miles) from the plant. And yet, the author looks up in 1989 and observes overland movements of aggregates of many hundred miles, overland movements of cement and industrial sand of 1600 km (1000 miles) or more, and water movements of both aggregates and cement into the United States from sources halfway around the world. Truly, industrial minerals are in the midst of a marketing revolution. The companies that have led this revolution have enjoyed considerable financial success in the 1980s. They have enhanced their profitability by increasing market share, capacity utilization, and average selling prices by taking product to remote markets where premium prices are available. They have consistently outperformed their competition, many of whom remain unaware that the marketing revolution going on around them is actually a transportation/distribution revolution. The successful industrial minerals company of the next 10 to 15 years must participate in the transportation revolution as it continues to evolve. INTRODUCTION The level of analysis for the selection of extraction practices and equipment for surface mining differs significantly from that found in underground mining. In underground mines, manufacturers establish the operating ranges of the equipment, such as continuous miners, loaders, and boring machines, based upon required clearances. Even in conventional mining, the drilling and blasting operation is usually based upon experience. The selection of extraction methods and equipment for surface mining is more complex. Since the equipment is not as confined as in deep mining, and the topography tends to be highly variable over the limits of the mining property, primary extraction equipment must be sized according to reach and capacity. Further, due to the depositional characteristics of the over- burden, drilling and blasting patterns must be well- designed to provide proper fragmentation. The following sections provide a general outline for the selection of surface excavation practices and equipment. The topics covered include drilling and blasting and the selection of both primary extraction equipment (draglines and stripping shovels) and secondary extraction equipment (bulldozers, scrapers, and front-end loaders). EXCAVATION FUNDAMENTALS Before discussing surface excavation, a few concepts need to be defined. A bank cubic yard of material is equal to one cubic yard as it lies in its natural or undisturbed state. A loose cubic yard is that portion of a bank yard that after being disturbed has expanded to measure one cubic yard. Swell is the volume increase of a material when it is removed from the natural state. Finally, load factor is the percentage decrease in the density of a material from its natural state to a loose state. Table 1 summarizes these concepts for various materials. When the amount of overburden to be removed to meet a predetermined production rate is established, a suitable bucket size for the primary stripping equipment must be calculated. The following equation can be used: NBSIZE = TBC/[(OF) (BF)] (1) where NBSIZE is the actual bucket capacity after considering the swell percentage, the bucket fill factor, and the operating efficiency; TBC is the theoretical bucket capacity (TBC = COB/NTCPM); OF is the operating efficiency; BF is the bucket fill factor; COB is the cubic yards of overburden to be removed; NTCPM is the number of theoretical cycles per month [NTCPM = (SMH) (3600)/(CT)]; SMH is the scheduled monthly hours; and CT is the cycle time in seconds. FRAGMENTATION PROCEDURES Drilling Where the strength of overburden material is such that blasting is required prior to excavation, drilling is conducted before using explosives. Two methods of drilling are found in mining-percussion and rotary. Penetration of overburden by percussion drilling is carried out by successive impacts of the bit into the rock. Emphasis in this section will be placed on rotary drilling, because for surface mining it is the most versatile form of overburden penetration. Rotary drilling is conducted by rotating a rigid string of tubular rods to which a rock-cutting bit is attached. The drilling energy is supplied by rotation as well as thrust and the cutting action consists of abrasion, scraping, spalling, or chipping. The size range for rotary-drilled blastholes is from 4 in. to 15 in., with 9 in. and 12 in. being common sizes. There are two types of bits used for rotary drilling-drag and rolling cutter. Drag bits are applicable in soft to medium-soft shales or their equivalents. Since their effectiveness is dependent upon a successful scraping action, drilling thrust is lower for drag bits than for rolling cutter bits; the opposite is true for torque requirements. The bits are usually fitted with replace- able tungsten-carbide cutters. Rolling cutter bits, though available in a two-cone configuration, are usually of the three-cone style (Table 2). Alkaline rock-related precious metal deposits include: • orthomagmatic platinum group elements (PGE) ± gold (Au); • porphyry copper-silver-gold (Cu-Ag-Au, ±PGE); • epithermal Au-only, and Au-Ag-base metals; • submarine exhalative Kuroko-, Cyprus-, seamount- and Yellowjacket-type deposits; and • enigmatic deposits akin to Olympic Dam. Coeval epithermal deposits related to porphyry deposits suggest the two types represent separate immiscible fluids evolved in oxidized, CO2-rich alkaline magma chambers. Alkaline rock provinces develop above mantle hot-spots, but crustal structures control the final distribution of magmas and ore fluids. Prospecting guides for alkaline rock-related precious metal deposits include the presence of evolved alkaline rocks, pervasive K-metasomatic, redox and carbonatic alteration and low level Au (±Te, etc.) anomalies. Although alkaline igneous rocks crop out in less than 1 % of the area of the North American Cordillera and craton, alkaline rock-related ore deposits have produced nearly 13% of the total United States and Canadian lode gold production. Large (31-t or 1 million-oz) deposits are common (Fig. 1), and additional deposits and reserves are being discovered. New genetic models are evolving, making alkaline rock-related precious metal prospects attractive exploration targets.
