The prestressed concrete industry in particular, and the precast concrete industry to some extent, are rank newcomers to the concrete construction field compared to the cement, ready-mixed or concrete masonry industries. This young industry reflects its youth and vigor in its enthusiasm, optimism and the belief that it can reach any goal it chooses to set -- and it is setting its sights high. The prestressed and precast concrete industry fully expects to become the major structural and architectural material by the 1980's. Before exploring how the industry expects to reach this goal, a brief look at the origins and the growth of the industry may be useful in an evaluation of the feasibility of this goal. It was always recognized that concrete, strong and efficient for supporting loads which cause compression, was weak and inefficient when used to carry loads which induce tension. Thus the reason for reinforced concrete in which the concrete efficiently carries the compression in a flexural member while low grade steel bars reinforce the concrete in the areas 'of tensile stress. (Fig. 1). The steel being relatively inexpensive, can passively, but quite effectively carry tensile force while the concrete carries compression. The concrete in contact with the reinforcing also protects the steel from corrosion and acts as insulation to provide a superior "built-in" fire resistance. The major disadvantage of reinforced concrete relative to its main competitor, steel, is its weight in relation to its load-carrying capacity. I have been asked by the Society of Mining Engineers to present a paper on Inco Limited's Indonesian nickel project as a case study in the financing of large overseas mining projects. I welcome this opportunity It is a story worth telling not only because the project itself represents a significant human achievement but also because there are certain important lessons that can be derived from our experience in financing the project. The paper will be divided into four sections: (i) a brief history of the project, (ii) a critical appraisal of the project's financing plan in terms of the goals that we sought to achieve, (iii) some comments on certain factors underlying the relative success of the financing plan, and (iv) the contributions that the engineering staffs must make to a successful financing plan. The paper will not present a technical assessment of the project since Inco Limited has been asked to submit a series of papers on this subject at the International Laterite Symposium as part of the 108th Annual Meeting of the AIME in February 1979.

In the exploitation of porphyry-type deposits, the quality of the ore is mostly defined according to its grade. Besides the simplest distinction, ore-waste, several grade categories may exist and they correspond to the different ways in which the ore is further processed. At the time of mining the selection of the different categories is done from extensive information available from blast holes. But planning has to be done before this information is available and it is necessary for the geologist to forecast, from exploration and development data alone, the possible outcome of the selection done later on a block, a level, or the whole deposit and ultimately predict the ore reserves and value of the deposit. A good statement of this problem has been presented at the 1976 AIME annual meeting by Williamson and Hueller (1976). They have shown that, if the cut-off values are directly applied to the estimated grade of blocks, a gross overestimation of the recovered tonnage of ore (14%) will occur. This problem, now termed "the vanishing tons problem" (DaVid, 1977) seems to be common in many open-pit operations and it has been explained several times (DaVid, 1972; Huijbregts, 1975). In order to solve it l.Jilliamson and Mueller proposed a solution based on compiling masses and masses of blast hole data available from mined-out portions of the deposit. They derived empirical correction factors which provide for every block, given its estimated grade, the expected tonnage and average -grade of each category of material within that block. The purpose of our work is to repeat the same exercise but ignoring the blast holes data i.e. we want to derive the correction factors from the only DOH data. Doing this, we are more in the real conditions where the valuation of the mine and are reserve analysis has to be made before production actually starts. Clinkers are the result of a seam of coal catching fire and burning the surrounding rocks. The fires caused the surrounding rocks to be baked at high temperatures, removing organic material and partially forming glass. These rocks become hard, orange, and brick like, forming clinker. The purpose of the study is to determine their potential to contain economic levels of critical minerals, including Rare Earth Elements. Some clinkers contain over 200 ppm total REE.

The mining industry generates an estimated 2.3 billion tons of solid waste each year and the total accumulated mineral resource solid waste at both active and inactive mine sites, approaches 30 billion tons. Five industries generate 85 percent of mine solid waste: copper, phosphate, iron, uranium, and coal. Over the past several years, the Federal government has shown increasing interest in the proper disposal of solid wastes generated by the mining industry. Three new pieces of federal legislation have been passed recently beginning with the most comprehensive regulatory authorization passed in 1976, the Resource Conservation and Recovery Act (RCRA) which has been amended to the Solid Waste Disposal Act Amendments of 1980. RCRA is implemented and enforced by the Environmental Protection Agency (EPA) and intended to control municipal and industrial solid wastes. Next came the passage of the Surface Mining Control and Reclamation Act (SMCRA) of 1977 which is implemented and enforced by the Department of Interior to control coal surface mining and the surface effects of underground coal mining, and finally, the recent Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978 implemented by EPA and enforced by the Nuclear Regulatory Commission (NRC) to control uranium mill tailings disposal.

Careful consideration is given to the type of cleaning equipment and control sys- teas to be used when selecting circuits for wash-ing fine coal (28M x 0 size fraction). However, the desliming, declaying and sizing procedures required to ensure efficient operation normally are not evaluated in sufficient detail resulting in disappointing system performance. This paper details desliming and dewatering circuit design which is extremely effective based on recent test data. The circuit maintains control of the 28M x 0 (declayed) size fraction with minimal misplaced material and maximized circuit efficiency. A discussion of circuit design parameters and control systems, as well as results from the testing program, are included in this text.

The Wild Dog vein gold deposit in East New Britain Province, Papua New Guinea, forms part of a recently discovered 26 km zone of auriferous quartz vein mineralisation. The deposit, which was discovered in July 1983, has no silt anomaly, and a panned concentrate anomaly and float train restricted to within 500 m and 800 m respectively, of the discovery outcrop. Discovery of the Wild Dog deposit was a result of the methodical followup of regional panning which, as followup progressed, was replaced in importance by float sampling. Of the sampling methods used during the exploration leading to discovery, panning and float followup provided immediate indications of the presence of mineralisation. This high degree of spontaneity of followup is not provided by geochemical techniques, and has obvious advantages in high cost exploration for precious metal deposits in remote locations.

With the advancement of industrial science and technology, more and more catalysts are used. The spent catalysts produced are solid waste products, which cause environmental pollution if they are not treated. At the same time, the spent catalysts contain some precious metals such as platinum in concentrations that are often higher than in their ore resources. Therefore, the recovery of valuable metals in spent catalysts is a hot research topic at present. However, due to the complex structure of the spent catalysts, dealing with them is a lengthy process. The first step of recovery, enrichment of the spent catalyst, becomes particularly important. In this paper, a pressure solution method is investigated for this purpose, in which the alumina carrier is dissolved and platinum is enriched in the leaching residue.

High-angle in-pit conveying is an idea that is being seriously studied by a number of important mining companies in North America. Its application in coal, iron ore, and copper mining is expected to reduce mine operating costs considerably compared with the conventional discontinuous methods, such as truck haulage, which are fuel, labor, and maintenance intensive. Therefore, a mine introducing high-angle in-pit conveyors will gain a competitive advantage over mines which continue to use conventional haulage. While the capital outlay for in-pit conveyor systems obviously varies depending on pit depth, the angle of incline, and the capacity required, it generally will not exceed that of truck haulage when all Factors are taken into consideration. These factors include the cost of excavation, as measured in relation to the volume of minerals mined, the cost of building truck ramps and roads, and the capital outlay for the trucks and maintenance facilities. In many cases, in Fact, the capital outlay will be less than for truck haulage. This cost advantage will best be realized by new mines, whereas in existing producing mines the switch from truck haulage may involve the abandonment of a substantial capital asset.

Pluor Utah has been closely associated with the engineering and construction of earth bottom thickeners for porphyry copper operations, for the counter-current decantation circuit of a gold cyanide plant and similar applications in mineral processing. During the past 13 years, some 18 of these thickeners have entered service and the bottoms have proved to be watertight structures with no particular problems encountered. In the course of this work, technological advances have been realized in the procedures for engineering and construction of these units to assure watertight basins and achieve all possible economies in construction. This paper describes the successful application of engineering and construction techniques for a number of these thickeners.

A short review of the current practice and recent developments is followed by a description of a newly developed approach for the solution of the optimum ultimate pit limit problem. The new approach utilizes the network modeling of the problem for solution by maximum flow algorithm. The latest developments in the implementation of maximum flow algorithm present significant time and memory savings as compared to initial development due to Ford and Fulkerson. Results of a series of computational tests are presented to demonstrate how this approach performs as compared to the well-known Lerchs Grossman algorithm. It is also shown that the solution by the new method will automatically include several optimal solutions based on predetermined number of benches to be included in the analysis.

The Phelps Dodge Corporation's Morenci Concentrator includes facilities for coarse crushing, fine crushing, grinding, flotation, tailing, disposal, concentrate filtering, and drying. The Morenci Concentrator daily throughput is in excess of 60, 000 tons. The ore milled is mainly a medium-hard monzonite porphyry in which the principal sulfide minerals are chalcocite and pyrite. The ore is transported by rail from the Open Pit Mine to the primary crushing plant located at the concentrator site. Ore is side-dumped from 80¬ton railroad cars into a sixty-inch gyratory crusher. The ore is then conveyed to a. 12, 000 ton coarse ore storage bin. Fine crushing is accomplished by four parallel lines of conventionally stacked crushers in open circuit. Each unit consists of one seven-foot standard cone followed by two seven-foot shortheads. Ti% product of the fine crushing plant is distributed by two tripper cars across a fine ore storage bin. The crushed ore is then fed by variable speed belt feeders into thirty parallel, single stage, closed circuit grinding units. Each of the 30 grinding units consists of one 6' x 23' conditioning drum, one 10' x 10' ha l mill and two 54" duplex spiral classifiers as principal equipment. The dry ore is fed into the conditioning drum with water to dilute the ore to a slurry of approximately 78% solids by weight. An aqueous solution of ammonium sulfide is also added to the conditioning drum. The ammonium sulfide primarily acts as a sulfidizing agent. The ore slurry containing the naturally occurring sulfide copper minerals and the sulfidized copper minerals discharges into the feed scoop box of the ball mill, where milk of lime, collector and-.dilution water are added. The ball mill product slurry is gravity fed: to the classifier pool where water is added to obtain the desired classifier overflow product

Jim Walter Resources, Inc. operates four underground coal mines in Alabama. In 1986, during longwall recovery operations, sparks from a torch ignited methane that migrated onto the face after a roof fall. The fire quickly spread to the gob at the tailgate end of the longwall. The fire was successfully "area" sealed and mining operations resumed after five weeks. However, several problems were encountered during this process. This paper describes the events following the fire, methods used to control the situation, problems encountered, and steps taken to ensure preparedness for any future occurrences of this type.

In 1976, a decision was made to install a conveying system to transport ore 10.3 km (6.4 miles) from the new Eisenhower Partnership Mine to Twin Buttes. The system, supplied and installed by Cable Belt Limited, of England, represents a radical departure from conventional conveyor systems. The driving tension is applied through two endless wire ropes while the belt acts only as the carrying medium. Features of the system are a single 2240 kw (3000 hp) drive and a 60° angle bend. Construction was completed in two years. Full production was attained after several months' operation.

Characterizing the abrasiveness of soil/rock and the allowable wear of hard-facing products in various conditions is a critical factor in selection of the best material for certain applications related to drilling and excavation in mining and construction industries. The Soil Abrasion Index test machine at Colorado School of Mines (CSM) is one of the recently developed unique systems capable of testing soil/crushed rock abrasion under various conditions, such as dry, wet, and saturated settings. It is also capable of testing the performance of various types of hard-facing materials in a given geo-material. This paper studies the wear properties of different hard-facing materials in various crushed rocks from a surface mining operation in the iron range region of the USA. The hard-facing materials include regular and hardened steels and six different specialized hard facings, based on chromium carbide. The soil/rock include a standard sand and two rock samples from the surface mine. Fourteen abrasion tests were conducted, where the weight loss of each hard-facing material was measured over timespans up to 1 h of testing. The results show the distinct performance differences between the steels with 17 HRC and 43 HRC hardness and the hard-facing products for this application. The results show the possibility to evaluate the abrasiveness of different rocks at a mine or construction site and the performance of various hard facings in similar working conditions. This is a practical solution for selection of the cutting tool or reinforcement of bucket lips and truck beds for comparison of relative wear life between different wear-resistant materials.

The limited lifespan, ever-growing demand, and significant lithium and cobalt content are responsible factors for the immediate recycling of discarded lithium-ion batteries. Discharged batteries were dismantled, segregated, and size reduced to recover cathode and anode material. The active cathode material comprises LiCoO2 (65.8%) and LiMn2O4 (34.2%) and was carbothermal reduced with recovered graphite in a microwave furnace followed by water leaching and magnetic separation. A Box Behnken statistical experimental design is used for process optimization. Both cobalt and manganese report to magnetic fraction, whereas graphite and lithium carbonate report to non-magnetic fraction and solution crystal respectively. The final product comprises of cobalt 73% and manganese of 14% with process yield of 36% and saturation magnetization of 76 emu/g.
