A minitest of the new potassium chloride-potassium carbonate two-stage in situ uranium leach process has been carried out at the Intercontinental Energy Corporation (IEC) Zamzow project site in South Texas. Substantial quantities of high concentration uranium were produced indicating the viability of the leach solution. The test results yield information regarding the reservoir dispersivity, the average cation-exchange capacity of the formation, and the distribution coefficients describing carion-exchange reactions. The test a1 so indicates permeability anisotropy and the existence of disturbed flow fields. The research was partially funded by the U.S. Bureau of Mines.

Installation of initial tunnel support is often the most uncertain element of work in the design of, and a contractor bidding on, construction of a rock tunnel. The risks the construction contractor and owner assume are delineated to a great extent in the technical specifications portion of the contract documents. It is intended that this paper identify current practices for specifying initial tunnel support and the impacts each case has on the assignment of risks associated with providing the initial tunnel support. Examples of recently completed tunnel designs are given.

"Seafloor mining provides significant potential economic benefits for many Pacific nations that may be "land poor" but "coastline rich," meaning they have the potential to utilize and profit from the mineral wealth within their Exclusive Economic Zones that extend 200 nautical miles (360 km) out from their coastlines. The Independent State of Papua New Guinea (the State) recognizes this tremendous opportunity and is taking a leadership role in this emerging industry by becoming a 15% partner in Solwara 1 (with an option to increase their investment to 30%).The Solwara 1 Project has been gaining momentum since Nautilus Minerals and the State signed an Agreement on April 24. This new agreement with the State in which they have staked a minimum 15% interest as a meaningful partner, underscores the State’s continued and widespread support for the Project. Signing of this Agreement was a historical occasion and a milestone achievement for Nautilus Minerals and the people of PNG.The machinery being built for the Solwara 1 Project is taking shape. The Seafloor Production Tools are now over 90 percent complete. Assembly of the biggest tool, the Bulk Cutter, was completed in April this year and assembly work on the Collecting Machine and the Auxiliary Cutter commenced in May and June this year respectively. The Riser and Lifting system, which will be used to transfer the mined material from the seafloor to the surface within an enclosed system, is over 50 percent complete. The critical path for the Solwara Project is to secure a suitable vessel arrangement. Nautilus aims to have this completed by the end of this year."

Tracer gases are an effective method for assessment of mine ventilation systems, but their dispersion characteristics can differ substantially as ventilation parameters, such as flow path and velocity, vary. This research utilizes Computational Fluid Dynamics (CFD) to model a simplified full scale model mine, details a sensitivity study examining mesh size for an underground coal mine simulation, and examines gas dispersion parameters to determine the optimal model methods for simulation of tracer gases in underground coal mines. These models can be used to determine how a given tracer gas profile might be generated in a mine or areas of a mine that are not accessible, for example, immediately following a mine disaster. Accurate simulation scenarios can allow for the remote determination of the status of the ventilation network, but the sensitivity of the simulation at mine scale must be carefully examined.

DESCRIPTION OF PROJECT Geographic Setting The Kops II plant is a pumped storage scheme of the hydroelectric power producer ‘Vorarlberger Illwerke AG’ which is currently under construction in the Austrian Province of Vorarlberg. The plant is located at the end of the Montafon valley and will be fed with water coming from the Silvretta mountain range (Figure 1) Description of Plant The Kops II plant shall be operated as a pumped storage plant with three highly flexible and quickly controllable power generating units. Each unit shall have a capacity of 150 MW and shall be equipped for both turbine operation and pump operation. The Kops II plant uses the existing Kops Lake as upper storage reservoir and the existing Rifa balancing reservoir as lower storage reservoir. All major plant components of the Kops II scheme are located below ground. Total investment costs areapprox. 360 million Euro. Construction Lots The construction works for the Kops II plant, which were subdivided into three lots, were launched in September 2004. It is planned that the first power generating unit shall go on line in the year 2007. The completion of the overall project and the operation start-up of the second and third unit are envisaged for the year 2008. Lot 1—Pressure Tunnel. The 5.5-km-long pressure tunnel forms the connection between the Kops Lake and the beginning of the pressure shaft. The tunnel was excavated by the use of a double-shield TBM. Lot 2—Pressure Shaft and Surge Chamber. The approx. 1.1-km-long pressure shaft was excavated by TBM, advancing from bottom to top. Featuring an inclination of80%, the pressure shaft overcomes a difference in height of approx. 700 m. Lot 3—Power House Cavern and Tailrace Structure. The power house cavern, which is being built approx. 150 m inside the mountain, forms the core of this plant. The power house is designed to accommodate three power generating units, and the transformer cavern is forseen to accommodate three transformer units. The tailrace structure serves the purpose of conveying the water to the lower storage reservoir during turbine operation and as water intake during pump operation (Figure 2).

The slurry wall technique has undergone an evolution from its invention to its today’s status. In the early stages slurry walls were built with cable grab, later on with much stronger hydraulic grab and last but not least with the use of the cutter technique. The cutter allows thick walls with high verticality to extreme depths through hard soil and rock formations. With the rising demand of the construction of watertight diaphragm walls different joint systems have been developed. In addition to the rapid development of excavation systems it was necessary to improve slurry treatment and desanding plants, especially in conjunction with high performance trench cutters. Deep mixing methods can be used economically for the construction of cut-off or excavation support walls where other systems such as traditional soldier beams and lagging walls would yield unsatisfactory performance, where the installation of vibrated or driven sheet piles could cause vibration induced settlements and where concrete diaphragm walls would be time consuming and expensive. The new CSM method can largely replace the more conventional single or multiple auger methods of soil mixing or jet grouting. The cutter tool is similar to a cutter used in diaphragm walls or cut-off walls and is operated with a Kelly mounted on a drilling rig or rope suspended on a crane jib or mast of a base carrier. With this system much deeper walls can be installed and even hard soil layers can be penetrated.

Underground or In-situ Coal Gasification (UCG or UICG), though not a new concept, is now attracting considerable global attention as a viable process to provide a "clean" and economic fuel from coal. Applying improved UICG technology to gasify deep, thin, and low-grade coal seams could vastly increase the amount of exploitable reserves. However, it is imperative that further development of this technology is based on integrating UCG practices and potential environmental impacts with accepted sustainability frameworks and processes. This paper evaluates the potential of UCG to conform to frameworks such as MMSD (Mining, Minerals and Sustainable Development), Natural Step and Green Engineering, in order to define its "sustainable" potential. The paper also discusses the potential contributions of UCG to sustainability during its design, operation, closure, and post-closure phases.

Building indicators that respond to all stakeholders' needs is a time-consuming and complex exercise, with certain questions still unsolved. The aim of the current three-year research project, carried out in partnership between BRGM’s Mineral Resources Division and C3ED, is to propose a top-down / bottom-up indicators building methodology that combines conception and coordination methods and a participative approach. The tool-design phase is based partly on a comparative analysis of existing international initiatives according to different criteria (objective, observation scale, framework, etc.). The study of two African mining projects will provide the opportunity to confront the conceptual aspects with reality in the field. Careful consideration of the participants’ suggestions will result in a set of indicators that can be easily understood and adopted by all stakeholders. The final objective is to measure the impact of a mining site on a local, regional and national sustainable development frame, throughout the full life cycle of a mine.

Longwall mining has existed in Utah for more than half a century. Much of this mining occurred at depths of cover that significantly exceed those encountered by most other U.S. longwall operations. Deep cover causes high ground stress, which can combine with geology to create a coal burst hazard. Nearly every longwall mine operating within the Utah’s Book Cliffs coalfield has been affected by coal bursts.

The Pittsburgh Research Laboratory (PRL)1 of the National Institute for Occupational Safety and Health (NIOSH) in collaboration with the Mine Safety and Health Administration (MSHA) Technical Support Center has devised a prototype hand-held instrument which can provide a direct assessment of the potential explosibility of a coal and rock dust mixture. Current Federal regulations require that rock dust be applied in all underground areas of a coal mine to mitigate the propagation of a coal dust explosion. To determine compliance with the Federal regulation, mine inspectors collect dust samples from sections of underground coal mines for an MSHA laboratory analysis of incombustible content. However, the laboratory analysis may not be completed for more than a week or two, during which time the mine area from which samples are taken may be inadequately protected. The operation of the Coal Dust Explosibility Meter (CDEM) is based on the difference in optical reflectance between light rock dust and dark coal dust. For a given coal volatility, the optical reflectance of such mixtures is relatively constant at the limit of explosibility, independent of the coal dust particle size. The CDEM is not intended to replace the current MSHA laboratory analysis of coal mine dust samples for incombustible content, but to serve as a supplemental device for enhancing mine safety through improved rock dusting practices.

Since 1985, the Sunshine Mining Company has used a patented nitric-sulfuric acid pressure leaching system for production of silver and copper from a refractory sulfide ore body. To better understand this novel process, a program of lab scale testing was undertaken to quantify the effect of system variables on silver recovery. Some of the factors studied include temperature, agitation, acidity, vessel pressure, particle size, percent solids and oxidizer amount. In turn, this knowledge will be applied in actual plant practice to upgrade reaction time, increase concentrate throughput, raise silver recovery and lower reagent costs. A discussion of plant process changes resulting from lab scale testing is included.

Coal refuse slurries stored in tailings impoundments can potentially lead to environmental concerns such as effluent seepage, property devaluation, and in extreme cases, dam failures. Pressure filtration offers an opportunity to reduce the impoundment requirements by providing significantly drier solids. A full-factorial design was used to study the effects of temperature and pH on dewatering a refuse slurry obtained from a coal preparation facility in Pennsylvania, USA. The experimental results indicated a strong effect of temperature on cake moisture as the cake moisture after about 2800 s was 22% at 43 °C and only 36% at 10 °C for tests conducted at pH 3. ANOVA results confirmed the statistical significance of pH, temperature, and their interaction effect. Also, the results showed no significant differences between the tests conducted near neutral and alkaline pH values at low and ambient temperatures. On the other hand, Tukey's test indicated higher reductions in cake moisture at higher temperatures for lower pH values. This study affirms the need to monitor and control the pressure filtration process as throughput could significantly vary with changes in temperature and slurry conditions.

INTRODUCTION Soft, near normally consolidated clays generally provide ideal conditions for tunneling using Earth Pressure Balance (EPB) shields. It is easy to turn the clay into a low permeability, viscous spoil that can be pressurized to maintain the required face pres-sure. Despite this, there are records of relatively large, and often quite variable, surface settlements over EPB driven tunnels in soft clay. To understand this variation it is necessary to identify the various factors that contribute to settlement. Tunnels in soft clay are ideal for study these effects in the field, as an unsupported void will close almost immediately, due to the low shear strength of the soil. In the short term, deformation in a soft clay will occur at constant volume, so short term surface settlements can be related to movements at tunnel level. In this paper, data will be used from EPB driven tunnels in Singapore marine clay. In all of the cases discussed the lining consisted of precast concreted segmental rings erected in the tail of the shield. The marine clay in Singapore has been studied, among others, by Tanaka et al.(2001). The clay typically has a plasticity index of 40 to 60, and the undrained shear strength (SU ) can be derived from: SU = 0.22 svo' where svo' is the current vertical effective stress. Figure 1 shows a summary of undrained strength/depth plots used for design on two sections of Singapore’s North East Line. The stability of a tunnel in clay can be assessed by comparing the stability number (N) of the tunnel with the stability number at total collapse (NTC). The stability number can be calculated from the equation: N = (?Z + q – Pt)/SU where: ? = the average unit weight of the ground above the springline of the tunnel Z = the depth to the springline of the tunnel from the ground surface q = the surcharge Pt = the support pressure within the tunnel The stability number at total collapse depends on the size, geometry and depth of the tunnel, and typically ranges between 5 and 9. Charts for assessing the number at total collapse are provided in Kimura and Mair (1981), based on the testing of model tunnels in a geotechnical centrifuge. Background Population growth and increasingly stringent regulatory controls on water quality across North America have resulted in municipal governments investing heavily in infrastructure to control what are known as Combined Sewer Overflows (CSOs).These are events which occur when combined sewers exceed their conveyance capacity during periods of heavy rainfall or snowmelt. The city of Atlanta, Georgia is one such municipality; with a population of over450,000 within city limits and a sewer system servicing 1.2 million including adjacent jurisdictions, the City of Atlanta has a Combined Sewer System (CSS) encompassing approximately 15% of its total 3,540 km (2,200 miles) of sewers. Atlanta’s CSO discharges to local watercourses began to draw fire from environmental groups in the1980s. As a result, in the early 1990s, the City constructed a series of CSO control facilities which provided screening and chlorination at seven CSO discharge points across the CSS watershed. Unfortunately, these facilities were not capable of handling all of the overflows generated due to heavy storm events; frequently, untreated water was bypassed around the treatment facilities. The federal Environmental Protection Agency (EPA) deemed that water quality standards were being violated by these discharges, and a suit was brought against the City to force a higher standard of compliance. As a result, the City entered into a federal Consent Decree which would bring CSOs into compliance with federal standards by 2007. A critical component of this plan was the design and construction of the West Area CSO Tunnels and Pumping Station. In February 2003 the City’s Department of Watershed Management retained the services of Jordan Jones & Goulding/Hatch Mott MacDonald/Delon Hampton Associates (JDH Joint Venture) to design and provide construction management ser-vices for the project, which was designed to capture combined sewage from three of the City’s existing CSO facilities on the northern end of the CSS watershed. The design consisted of two connected tunnels which would convey the wastewater originating from the North Avenue, Clear Creek, and Tanyard Creek CSO facilities to a submersible wet well pumping station located at the R.M. Clayton Water Reclamation Center (WRC). Since the majority of the effluent stream consisted of storm water, the City elected to design and construct a separate treatment plant. This plant was designed under a separate contract, and is currently under construction.

global mining boom and in-creased demand for iron ore has lead to a resurgence in the mining industry in Minnesota. At the combined 81st Annual Minnesota Section of SME Meeting and 69th Annual University of Minnesota Mining Symposium, April 15-16 in Duluth, MN, this resurgence was the hot topic as new mining projects were featured in the keynote session. The meeting attracted more than 400 mining industry professionals, including engineers, executives, mining managers and suppliers from around the world. This year?s theme was ?New Ventures in Mining.? The meeting included concurrent technical papers sessions, a keynote session that featured three distinguished speakers and a panel discussion that provided updates on new mining developments in the state. The Minnesota Section of SME technical papers were presented in concurrent sessions, one on mining and one on mineral processing. The mining session included papers on drilling, ore blending, slope stabilization, dust control and operations management. The mineral processing session included papers on plant-control technology, ball mills, pellet strength and fans. Also offered was an SME short course titled ?Simulation based pellet induration optimization.? The Minnesota Section of SME held its annual business meeting during the conference. The 69th Annual University of Minnesota Mining Symposium technical sessions were held on April 15 and also consisted of concurrent sessions on mining and mineral processing. Mining session topics included logistics management, real-time performance measurement, uses for taconite aggregate and environmental issues. The mineral processing session included papers on ore liberation characteristics, zeta potential studies, induration modeling, fuel optimization and conveyor belts. The combined conference included a tradeshow with more than 80 booth spaces featuring vendors offering products and services to Minnesota?s booming mining industry. More than 900 people, including conference registrants and special invited guests of the vendors, at-tended the tradeshow opening reception. This was the largest trade show in many years ? an indication of the vitality of the mining industry in Minnesota.

There are three principle lines of evidence that indicate the clay minerals found in the Goathill North (GHN) rock pile at the Molycorp mine are predominantly a product of hydrothermal alteration, not weathering. The unweathered drill core and samples from GHN have similar types and abundances of clay-mineral groups based on XRD analysis. Chemical analyses from the electron microprobe reveal similar chemical compositions for the hydrothermal alteration clays in drill-core samples and clays found in the rock pile. Textural evidence gathered from petrographic and microprobe examination also suggests a hydrothermal origin for clay minerals.

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Nonfuel minerals Major metals Raw steel production-a major con¬sumer of many minerals-rose 14% to 92 Mt (102 million st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. Voluntary Restraint Agreements with 21 steel exporting nations limited im¬port penetration to about 20% of the domestic market. The mining industry has searched for a message that will resonate with the public while focusing on the industry’s positive contributions to society. So far, environmental groups remain unconvinced and the public is still largely uninformed. In the authors’ opinion, a number of recent events and experiences have converged to help shape a more effective public communication on mining’s important role. This article presents a perspective on coal’s role in sustaining society by anchoring the message in a transparent way, including a material flow analysis, that links coal’s impacts across a range of social and environmental aspects. Past and continuing image problems In her 1994 paper, Nancy Bingham, with Caterpillar, outlined what the public thought about mining. Based on extensive interviews, the following results were found: • The public believed mining harms the environment. • The public believed mining harms people in nearby communities. • The public believed mining exploits workers. • The public believed mining has little personal benefit to the individual.

The results of laboratory characterization of tailpipe emissions for three “clean” engines that meet U.S. EPA Tier 4 final emissions standards were used to assess the viability and effectiveness of repowering existing engines and powering new mobile equipment with those engines as a control strategy for reducing exposure of underground miners to diesel aerosol and criteria gases. The evaluated engines were representative of those that achieve the emission standards through implementation of various in-cylinder emissions control strategies, use of crankcase filtration, and use of three types of exhaust aftertreatment systems: (1) diesel oxidation catalytic converter (DOC), (2) combination of DOC and the full-flow wall flow monolith diesel particulate filter (DPF), or (3) combination of DOC, diesel exhaust fluid (DEF) based selective catalytic reduction (SCR) system, and ammonia slip catalyst (ASC). The study showed that the highest reductions in concentrations of diesel aerosols in underground workings, in terms of both mass and number, could be achieved if the engines, preferably in all power classes, are fitted with viable DPF systems. The use of U.S. EPA Tier 4 final engines equipped with DOC and DOC/SCR/ASC systems could help operators to considerably reduce mass, but not number concentrations of aerosols. The emissions of two of the evaluated engines, one equipped with DOC and the other equipped with DOC/DPF systems, were characterized by substantial secondary NO2 emissions that would limit the viability of those engines for underground mining applications. It appears that the catalyst formulations used in the exhaust aftertreatment systems of the “clean” engines marketed to the underground mining industry need to be formulated to minimize the potential for generation of secondary NO2 emissions. The results indicate that the engines fitted with viable SCR/ASC systems present a low-NO2 alternative. All three “clean” engines were found to have low CO output. Therefore, due to nuances associated with the use of diesel-powered mobile equipment in underground mines, special attention needs to be paid to the selection and potentially optimization of “clean” engines for underground mining applications.

Diesel particulate matter (DPM) has been classified as a carcinogen to humans by the International Agency for Research on Cancer. As a result of its potential carcinogenic nature, DPM exposure is regulated by the Mine Safety and Health Administration. Currently, diesel emissions in the workplace are monitored by collecting the aerosol onto filters, which are then sent to a laboratory for thermal-optical analysis using the NIOSH method 5040. This process can take days or even weeks, and workers can potentially be exposed to excessive levels of DPM before the problem is identified. Moreover, the delay involved in getting the loaded filter to the lab inevitably means the loss of some of the more volatile organic carbon. To remedy this delay, researchers from the National Institute for Occupational Safety and Health are seeking to develop a field-portable, real-time method for measuring elemental and organic carbons in DPM aerosols. In the current study, the use of mid-infrared spectrometry was investigated. It is believed that mid-infrared spectroscopy is more suitable for use in a real-time field-portable device than thermo-optical analysis methods. This article presents a method for measuring organic carbon (OC) and elemental carbon (EC) in DPM for a broad range of OC/EC ratios. The method has been successfully applied to laboratory-generated and mine samples.
