Introduction The February and April 1984 issues of MINING ENGINEERING have already provided introduction to the long-range planning efforts of the Society of Mining Engineers (SME). These efforts are intended to provide the basis for effectively maintaining and improving the Society in the face of the changes that are besetting the mineral industry. This requires that SME recognize what changes are occurring and determine how these will impact the membership. Then a plan must be developed and implemented so that the Society successfully meets the challenges of the next decade. The Board of Directors has charged the Long Range Planning Commission with the responsibility for meeting these goals. This article provides a summary of the work done by the Management and Organization Committee of the Long-Range Planning Commission. This committee's task was to analyze the Society's current organizational structure and management process. Then a set of recommended improvements was to be developed. In doing this, the Committee has been careful to operate under that popular axiom, "If it ain't broke, don't fix it." Thus, changes were not proposed simply for the sake of change, but only where the present system appeared to be less effective than desired. Bases For Action The Committee began by establishing a set of premises about SME and its membership. These premises provided the bases for subsequent actions and recommendations by the Committee. Highlights from the premises included: • The Society should be run on a business-like basis. However, its "business" is that of a not-for-profit scientific, technical, and educational public institution. SME enables professionals involved in or associated with the mineral industry to serve the public purpose of benefitting mankind. • The Society operates as a national (US) organization with transnational (worldwide) interests. It recognizes its obligation to make its goods and services available to minerals professionals throughout the world. In addition, the Society recognizes its obligation to translate technology for the "lay" public, who then also become users of its goods and services. • The Society's Board of Directors is the policy-making body of SME and has final approval of all programs. These responsibilities will become greater when the Society becomes a separate corporation. • At present, the Society provides the following goods and services: publications, meetings/programming/short courses, academic education support, information dissemination - internal and external, and individual member services. • Planning is an ongoing process. It is best performed on a decentralized basis. That is, each major service category should have a responsible group authorized to conduct planning for that category, subject to the Society's master plan and the Board's approval. • The Society is privileged to have highly qualified and motivated members who volunteer their time and efforts on behalf of the Society. The best of these volunteers should rise to the highest positions of leadership - the Presidency of the Society and Institute (AIME). • The Sooiety is strongly committed to the protection and promotion of the history, traditions, and identity of AIME and the use of AIME as the unifying forum for the Constituent Societies. Identification of Potential Problems Once the premises about the Society and its membership were well in hand, the committee began examining the many facets of SME's organizational structure and management process. This was done in order to identify problems or potential problems in these areas. After considerable review and discussion, 10 areas of potential concern were called out for more detailed study and possible recommendations for improvement. These 10 areas include: • A lack of continuity at the Board level and among officers due to the established turnover policy. • A series of subboards that serve, by practice, to diffuse management authority and accountability, rather than enhance it. • A question as to whether the dissemination of information has been adequately planned, organized, and staffed. • An apparent illogical divisional organization. Two divisions are discipline oriented and two are commodity oriented. • A regional organization that does not adequately fulfill its purposes. • Uncertainties about the per-

Central Alaska contains a wide variety of pre-, syn-, and post -accretionary mineral deposits that are related to the growth and evolution of the north-west North American continental margin. Withinpre-accretionary terranes, the Devonian-Carboniferous, carbonate platform-hosted MVT zinc-lead deposits of the Kandik and Reef Ridge districts in central Alaska, and the Devonian-Mississippian volcanogenic massive sulfide (VMS) polymetallic deposits of the Bonnifield, and Delta mineral belts of eastern Interior Alaska have received the most exploration interest to date. Syn-accretionary rift related, mafic and ultramafic sill swarms and zoned plutons of the Kluane-Nikolai igneous belt are currently being explored for Ni-Cu-Co-PGE deposits. Syn-accretionary granitoid complexes in the PurcellMountains, Illinois Creek, and Sitylemenkat areas have been explored for uranium-REE-gold, and tin-silver mineralization respectivelyPost-accretionary granitoid intrusions and associated volcanic fields that range in age from mid-Cretaceous to early Tertiary contain significant gold-silver-polymetallic resources in the East Central Alaska, Hogatza, and Kuskokwim Mineral belts. Collectively the three main post-accretionary plutonic/volcanic belts of central Alaska are part of the Tintina Gold Province, where exploration since 1990has identified about 848 tonnes gold.

Giant gold deposits are considered products of crustal-scale systems. Reduced fluids stored in mid to lower crustal reservoirs were discharged into mid to upper crustal sites of deposition. Elements of the architecture include crustal-scale structures, reduced packages of rock and regional seals. Gas-rich aqueous fluids were common but non-aqueous fluids may have been significant in the deeper parts of the systems. Fluid fluxes in over pressured domains were maintained by porosity waves. Abnormal heat input from the mantle may not be required once the systems were perturbed. Fluid-mixing and hypogene enrichment were probably the most significant precipitation processes.

During the 1990’s several copper heap leach facilities treating crushed and agglomerated oxide and sulfide ore were constructed in South America. The majority of these facilities have been in operation for at least three years, during which time the operators have been able to monitor the performance of the heaps. The basis for the paper is a compilation of these operators’ experiences, leading to a discussion of the lessons learned over the past decade. Several key geotechnical issues are examined, focusing upon the integrity of the ore, drainage material and pipe network, along with the success of any inter-lift liners.

An Atomic force microscope (AFM) was used to measure the surface forces between hydrophobic silica surfaces. The measurements were conducted in the presence and absence of Cu(II)species in solution to study the effects of the cation adsorption on the hydrophobic force. The results obtained in the absence of the Cu (II)species showed that the hydrophobic force does not change with pH, while the electrostatic repulsive force changes substantially with pH. In the presence of the Cu(II) species, the hydrophobic force begins to decrease at a pH where Cu2+ions are hydrolyzed, indicating that the first hydrolysis product (i.e., CuOH+ions) are the species adsorbing on the surface of the hydrophobic silica. The results of the surface force measurements were used to develop a model for the adsorption of the hydrolysis product of Cu(II) species on the hydrophobic silica.

Nowadays, stakeholders have a strong say to the enforcement of best practices by mining and quarrying companies. In most cases there is a direct relationship between sustainable development principles and best practices. Mining companies try to apply best practices in order to sustain their operation without lost time and effort to litigation, and other obstacles. However, when and where there is a lack of state or regional mineral policy, or when the mineral policy is fragmented and touching on conflicting laws, mining operations may be subject to additional administrative hassles, and, thus, operators feel threatened and tend to apply best practices loosely. This paper argues that the only way that mining and minerals operations can be a source of development is to ensure that they are working within the framework of sustainable development. Furthermore, in order to follow the paradigm of sustainable development they would need to be guided by a regional, national or even transnational (i.e. European) minerals policy.

Introduction The South African Witwatersrand is the world's largest gold-bearing province and gold producing district. But the production capacity of the very big mines (Vaal Reef, Driefontein Cons., Western Holdings, Western Deep Levels, and others) is not as large as that of the Soviet Union's Muruntau gold mine. The Muruntau gold-bearing ore body was discovered in 1956-57, and has been in operation since that time. In the early 1970s, this mine produced 70 to 80 t/a (2.3 to 2.6 million oz per year) of gold. Within the last few years it has become the world's largest producing gold mine. Russian authors do not publish ore reserve or rate of production data. But it is very likely that the Muruntau mining complex, which involves several ore bodies, is currently producing about 143 t/a (4.6 million oz per year) of gold. The human element in large measure dictates success in contracting relationships. Because of our professional backgrounds, we view contracts primarily as either engineers, contractors or owners. A beneficial contractual environment--one in which decisions, risks and benefits are shared--demands equal consideration of all three points of view. Most of the older cities in the United States, for example, suffer from bad contracts--generalized, patched-together documents that represent an accumulation of modifications originally written to compensate for specific situations that have occurred over the years. Because such documents lack coherence, they often present conflicting instructions which lead to defensive, ultimately destructive attitudes among the parties involved in the day-to-day administration of the project. Good contract development begins with a strong central philosophy to which the details of the contract can be related. First, the owner should establish a comprehensive philosophy in which risks between the parties are identified. Following this, a specific contract document can be written to satisfy this established philosophy. The contrast between two opposed contractual situations, NYC Water Tunnel Number Three and the Seabrook Nuclear Power Plant Cooling Water Tunnels, illustrates how comprehensive, well-written contracts--contracts which share both risks and benefits--provide the basis for achieving quality construction that will reward engineer, contractor and owner.

Mining at Hudson Bay Mining & Smelting's Snow Lake Division is now in the mature stage of the mines' lives. These base metal copper-zinc mines have been operating for more than 30 years. Stopes had small pillars called "crown pillars" left between them. These pillars range up to 100 m (330 ft) long by 40 m (130 ft) wide and 15 m (50 ft) thick. Hudson Bay have been successful in removing these pillars by using cable slings, electric scoops, longhole mining and diesel load-haul-dump equipment. The different shapes and sizes of these pillars has required that many innovative techniques be tried in order to find acceptable economic mining methods. An overview of the different methods will be outlined. Background Hudson Bay Mining & Smelting's Snow Lake Division is located in Manitoba some 800 km (500 miles) north of Winnipeg and 200 km (125 miles) by road from the Hudson Bay smelter complex located in Flin Flon, Manitoba (Fig. I). There are currently three producing underground mines and one open pit operating at the Snow Lake Division, producing copper and zinc concentrates. Pillar recovery is intensive and vital to continued production of these mature mines. The crown pillars are producing more than 50% of the current mine production. This figure will increase in the future. The two mines at which crown pillar recovery is taking place and that will be discussed are the 400 t/d (440 stpd) Rod Mine and the 1000 t/d (1100 stpd) Stall Lake Mine, both five-day-a-week producers. Crown pillar mining has been applied for some time at these mines. However, it was only recently that the crown pillars became vital to production. This has necessitated a number of innovative techniques to recover them.

The geoscience matrix method has proven useful for valuing metallic mineral properties lacking delineated mineral resources or reserves. However, the method explicitly excludes commodity markets from the factors considered; marketability is assumed. When valuing industrial mineral properties, marketability cannot be assumed, it must considered. Market considerations may also significantly affect the standard weightings of geoscience matrix parameters such as the proximity to known deposits. In some cases, such proximity is desirable but in many cases it is undesirable. Application of the geoscience matrix method to industrial mineral properties therefore requires thoughtful, market-related adjustments to the basic geoscience matrix methodology.

Health and safety issues are a very important aspect of mining activities. Although the application of scientific research and current technology shields workers from many dangerous aspects of mining, accidents do happen. Many companies and institutions worldwide have committed to a continuous effort to minimize such occurrences. In this study, the health and safety data pertaining to the Greek mining and quarrying industry for the last 3 decades are presented and critically evaluated with respect to number of workers, annual production, etc. Appropriate indices are also calculated regarding the incidence and frequency of accidents. Health and safety issues specific to mining in Greek are also discussed.

Big Creek Tunnel 2, constructed in 1912, is located in the Sierra Nevada Mountains of California, east of Fresno. It is horseshoe and circular shaped with a 3.6m (12ft) diameter and extends 6.6km (4.1mi). Historically, tunnel performance suffers from highly jointed rock and low cover. In 2003, leaks were observed surfacing through outcrops of highly jointed graniodiorite, and subsequently investigated by visual inspection, joint mapping, ground penetrating radar, and a water-tracing survey. Several grouting targets were identified as a result of these investigations. Cement grouting was used to fill void spaces, broken rock and open joints expected to exist behind the concrete and steel liners. Project work consisted of grout hole drilling through the existing concrete liners, and grout placement through squeeze packers supplied by standard grout hose and portable grout plants. Grout pressures were typically 20?30 psi. Grouting was completed in 16 days with a total of 1,550 sacks of Type II/III grout placed at the three likely leak source areas. No grout was observed exiting the tunnel and the leak was stopped.

The U. S. Department of Interior, Bureau of Mines (Bureau) is developing a hydrologic monitoring system for in situ leaching operations. A working prototype of this system was installed and tested at the Cyprus Casa Grande copper mine. Requirements specific to in situ leaching operations were identified by researchers. The system has been a useful tool for researchers and for mine personnel. Observations of the hydrologic monitoring system, including details of the development process, the design of the system, and the software developed at the Bureau have resulted in new ideas for an enhanced design of the system.

"This presentation aims to serve as a primer on conservation, research and regulatory organizations interested in the environmental impact of deep-sea mining. It will also consider a recent, early-stage proposal for an experimental SMS mining operation aimed at increasing our understanding of mining impacts and ecosystem recovery.Over the past 5 years, as deep-sea mining has been moving closer to reality, it has attracted growing attention from deep-sea biologists, conservation groups and operators of deep-sea research vehicles and observing systems. Several new international research organizations have emerged that have a direct interest in deep-sea biodiversity conservation, and the environmental impact of ocean mining. These include INDEEP, which evolved from the 10-year Census of Marine Life program, the Deep Ocean Stewardship Initiative that has recently hosted several high profile international meetings, and the VentBase forum of academics, industry and regulators that aims to develop environmental best practices and informational documents for all stakeholders involved in Seafloor Massive Sulphide (SMS) mining. InterRidge, currently hosted by China, represents a decades old partnership of deep-sea biologists and economic geologists who discovered the more than 100 known hydrothermal vent fields and SMS deposits on midocean ridges and in other settings of seafloor volcanism. In 2012 InterRidge formed an industry liaison group to examine how the mid-ocean ridge researcher community could contribute to the development of environmentally responsible practices for the exploration and exploitation of SMS deposits. While initial meetings with industry were promising, InterRidge members are currently debating the relative merits of sharing exploration know-how and understanding of vent ecosystems with industry, against the need to maintain their independence as stewards of deep-sea ecosystems."

Mining is a complex and intensive industry. Extracting raw material with different shapes, sizes, chemistry from the earth?s crust and transform them into a standardized and high quality final product is a big processing challenge - which involves energy and control on large scales. Not only is the physical work challenging, the mining industry today is facing unprecedented challenges: Decline of mineral grade and reserves, cost escalation for new developments and modernization, regulations, safety, lack of skilled people, and market uncertainty are the new constant. It is clear that process control and management of electrical power will be of increasing importance to the recovery rates the mine will achieve. The objective of this paper is to provide a quick vision about future trends and evolutions in technology related to these fields and their impact on Electrical Safety and Control of the mineral recovery. The paper will cover trends in safety, energy management and efficiency, communications of data, control room evolutions, plant integration, other control technologies, and we will examine how these technologies provide information and the benefits of aligned reporting systems to address current industry challenges. More than just the trends or breakthrough concepts, current technologies are available today that can be applied in the mineral recovery operations now to help overcome anticipated future challenges will be presented later in this document. Finally, a brief discussion to look at some real tools to help make real time changes to the process while maximizing recovery and optimizing cost.

Recently developed clay deposits that will impact regional and world markets are described. These deposits, their location, geology, and physical properties are delineated. Kaolins from the State of Para in Brazil and from Ukraine; bentonites from Argentina and India; and palygorskite and sepiolite from China are world class deposits that when processed using modem technology will produce excellent products. Other deposits that may affect regional markets are kaolins from China, Australia and Indonesia; bentonites from Georgia (formerly USSR) and China; and palygorskite from India and Ukraine. New ball clay deposits that will affect regional markets are in China and Indonesia.

Introduction The most commonly used ground control design in coal mining is the determination of pillar size by various pillar strength formulae for mine layout (Bieniawski, 1983; Holland, 1973; Hustrulid, 1976; Obert and Duvall 1967; Wilson and Ashwin, 1972). However, there have been few documented case histories concerning the validity of those strength formulae. Recently there are indications that those strength formulae tend to overdesign considerably. From a safety point of view, there is nothing wrong with overdesign. But an overdesign with large chain pillars reduces the flexibility of machine movement and decreases production. It also reduces coal recovery and, thus, shortens the reserve's life. This is especially true for small operators who own a limited reserve. Those small mines, through past practices or out of necessity, experiment with smaller pillars than those predicted by the strength formulae. Conclusive ev¬idence has been collected that points to the need of a new concept of coal pillar design. Two case studies will be cited to illustrate this point. 3-D US pillar strength formulae Figure 1 shows a sectional layout of a one-unit mine. The seam was about 1.3 m (50 in.) thick with a uniform cover of 64 m (210 ft). A house was located near the center of the section. The homeowner demanded that no surface subsidence and domestic well dewatering should ever be allowed as a result of underground room-and-pillar mining. Physical properties - strength and Young's modulus - of the rock strata including coal were obtained by testing small samples in the laboratory. The uniaxial compressive strength of the coal was 3660 kPa (823 psi). Using various pillar strength formulae, the homeowner recommended that square chain pillars be at least 11 m (35 ft) wide. The coal company, however, desired to pursue optimum coal recovery in the safest and most economical manner. They engaged in three-dimensional finite element analysis of the section taking into account the complete stratigraphic sequence of the overburden. Results indicated that the section can be developed by 5.5 m (18 ft) wide entries at 21 m (70 ft) center-to-center. In retreat, the pillars can be splitted along both centerlines leaving a stump pillar of 5.5 m (18 ft) square at each of the four corners. When plotted as head vs. volume, fan curves start high and decrease in head with increasing volume while mine head curves start low and rise with increasing volume. Their intersection is the system operating point. But wait a minute: Isn't head loss a negative number, a debit? And isn't fan head an energy addition, a credit? This, as every ventilation instructor knows, is often a stumbling block to student or audience comprehension. It is possible to use the intuitively correct curves - pressure losses as negative values and energy additions as positive values-and still obtain the correct operating point: adding the two curves produces a third curve that intersects the x-axis at the operating point, the point at which the fan energy input exactly matches air circulation energy loss. Using this technique also makes it easier to account for outside influences on the system, such as natural ventilating pressure; with the standard approach it is quite easy to add or subtract such influences to the wrong curve. This approach can be extended to the graphical solution of any series/parallel circuit or ventilation network. The results are the same, and the approach is logically consistent and less confusing.

This contribution focuses on the role of stress analysis for mine planning and the selection of suitable computer programs for the task with special emphasis on coal mine pillars. In this regard, barrier pillars that defend a set of five main entries at the Crandall Canyon coal mine in central Utah were formed during extensive longwall mining north and south of these main entries. Numerical analysis for ground control guided the mine planning and permitting. Retreat mining of pillars led to disastrous events August 6 and 16, 2007, with the loss of nine lives. A most difficult lesson taught by the Crandall Canyon tragedy is the need for education in the selection and use of computer programs for pillar design. Much of this contribution is taken from a report prepared for the Mine Safety and Health Administration (Gates, et al, 2008). Details appear in Appendix Q of the report (Pariseau, 2008). The Crandall Canyon mine is about 16 miles west of Huntington, Utah, in the Wasatch Plateau coal field. Geology of the Wasatch Plateau is described by Doelling (1972) as gently dipping Cretaceous sandstones, mudstones, coal seams, and shales. Joint systems are present in strata above and below coal seams where cleat systems are present as described by Hucka (1991). Several major fault systems transect the field and form grabens with 450- 760 m of drop. One such structure is Joes Valley fault that crosses the Crandall Canyon mine. Mines in the Wasatch Plateau are generally developed from outcrops in steep canyon walls. Overburden increases rapidly as mining progresses into the plateau; mining depth varies with topography between 450 and 600 m in the region of interest. A stratigraphic column derived from a borehole into the mine is shown in Figure 1. There are 11 layers in the column.

In processing coal, the low concentrate value requires high capacity production and sharp classification/separation techniques to reduce specific production costs. The allflux separator meets these criteria with a unique two-stage design. Through a combination of rising current and fluidized bed technologies, the allflux has extended the state of the art by expanding the particle size range that can be efficiently processed. Using concepts that have proven successful in processing concrete sands, small-scale industrial testing with coal feed stocks looks very promising. Attractive applications for the allflux are projected in fine coal recovery from old settling ponds or as a retrofit in existing fines circuits.
