This circular presents results of a survey conducted by the Bureau of Mines to ascertain the extent to which dust-control practices are employed in the coal-mining industry. This survey was initiated because of increasing realization of the possible harmful effects of the inhalation of dust upon the health of coal-mine workers and the advent, during recent years, of new types of mining machinery and new mining methods that may have a direct effect upon the extent of exposure to airborne dust experienced by persons mining coal. Anthracite Mines The survey covered 169 anthracite mines that were operating from November 1, 1953, to July 1, 1954. It showed that large mines employing more than 100 men were doing most to control dust produced during mining.

The spillage that accumulates under conveyor belt lines presents a possible fire and explosion hazard fomiinqjetsoruiel, especially to those who must clean up the spillage. The U.S. Bureau of Mines conducted research to reduce this hazard by identifying and investigating the parameters affecting the efficiency of conveyor belt cleaning. The amount of material carried back under the conveyor and the wear rates of metal cleaning blades decreased with increasing blade-to-belt pressure to a limiting value, after which the carryback and wear rates remained essentially constant. The optimum blade-to-belt pressure was found to be 11 to 14 psi for the research conveyor system. Greater pressures increased the blade-belt friction without improving either cleaning or blade life. The modes of blade wear were three-body abrasion and slurry erosion caused by the sand-lime test mixture. Wear rates were reduced by increasing the metal hardness, opti-mizing the pressure, and removing conveyor belt imperfections. Corrosion was not observed to affect the wear of various steels in tests of less than 34 h. The results of this study should allow mine operators to run their conveyors under conditions that will maximize cleaning and minimize equipment wear.

The three major objectives of this contract were (1) to survey underground diesel-powered mining machinery to determine noise exposure problems, (2) to recommend noise control techniques, and (3) to develop a technique for predicting underground sound levels from surface sound power measurements. The objectives were achieved. The contractor developed information on the severity of the noise problem caused by diesel engines underground and pinpointed the equipment causing the problems. He recommended a number of corrective techniques that can provide relief until long-term solutions are found. A procedure for predicting underground noise levels from above-ground measurements of the machine noise was found valid for several cases tested.

In recent years, thermodynamic data have been used to a greater degree than ever by the chemical and metallurgical engineer as a means of predicting and controlling chemical reactions. To satisfy the spiraling demand for basic physical data needed for the calculations, the Bureau of Mines is studying the heat capacities of a variety of chemical compounds at high and low temperatures. This paper is one of a series presenting such data. The heat capacities of two alkaline earth compounds, strontium bromide and strontium nitrate, were measured in a temperature range of 60° to 300° K. in an adiabatic calorimeter and at temperatures of 300° to about 1,200° K. in a Bunsen ice calorimeter. The construction and operation of the calorimeters are discussed in other reports.3 4 The heat-capacity data presented in this report were extrapolated to 0° K., and smooth values of heat capacity, entropy, enthalpy function, and free-energy function were calculated and tabulated at even 10-degree intervals. The enthalpy data were fitted with algebraic equations by applying the method of least squares; calculations a£ heat-capacity values, entropy, enthalpy function, and free-energy function were made at even 50-degree intervals. The heat and entropy of fusion of strontium bromide were calculated from the enthalpy measurements.

The 53 countries that constituted Africa in 1990 accounted for a significant portion of total world output of a number of mineral commodities. Among the most significant to be produced in Africa were andalusite, antimony, asbestos, bauxite, chromite, coal, cobalt, copper, diamond, fluorspar, gold, lithium minerals, manganese, phosphate, platinum-group metals, the titanium minerals-ilmenite and rutile, vanadium, vermiculite, uranium, and zircon. Several of these, chromite, cobalt, diamond, and manganese, were not produced in the United States. Despite the underdevelopment of much of Africa, mineral raw materials playa very important part in the national economies of many of its countries. In many cases, the production of minerals is the dominant economic activity in the country, often having the largest and most sophisticated work force. In several countries, one or two mineral commodities are dominant in a weakly diversified economy. Among these are petroleum and diamonds in Angola, petroleum in the Congo, gold in Ghana, bauxite in Guinea, uranium in Niger, phosphate in Senegal and Togo, and copper and cobalt in Zaire and Zambia.

This evaluation of the sulfurous acid process for the production of metallurgical-grade alumina is the first of a series concerning various known methods of extracting alumina from low-grade aluminous materials and was undertaken to permit comparison with other processes. In the process with which this Bureau of Mines report is concerned, calcined clay is leached under pressure with 20 percent sulfurous acid and then filtered to remove a siliceous residue. The aluminum sulfite remaining in the filtrate is precipitated as a monobasic sulfite which, together with iron sulfite, is then decomposed under pressure to form a crude alumina hydrate and iron oxide. This intermediate product is purified in a modified Bayer process to yield alumina suitable for electrolytic reduction to aluminum. A study estimate (16)3 is used for these evaluations. The capital cost, not including land, is estimated at $95,701,600 on a Marshall and Stevens index basis of 240.0 for a plant producing 1,000 tons a day of alumina or 350,000 tons a year. The annual operating cost for this size plant is estimated at $22,831,100 or $65.23 per ton of alumina using clay at $1 per ton. Depreciation and local taxes are included in the estimate, but profit and Federal taxes are not considered.

Southeastern reserves of titanium ores are large, widespread, and ample for anticipated demand. The leading titanium industries are mining and beneficiating sand deposits, principally in Florida, and manufacturing titanium pigments. Most of the mineral output is consumed by the producers themselves. In 1962, 20 percent of the national pigment capacity was in the Southeast.

The overall purpose of this study was to develop and evaluate, in the laboratory, instrumentation and procedures which might allow for the use of physical measurements of earmuff attenuation which would yield results equivalent to those obtained from psychophysical measures of attenuation. The ultimate goal was to evaluate techniques which might subsequently prove feasible for physical measurement of earmuff attenuation in the field. Current instruments were modified to have a response similar to differrences observed in earmuff attenuation as observed in Volume 1 of the current contract. Mining noise spectra were selected and presented to a single subject seated in a diffuse noise field. The subject wore one of the muffs evaluated in the earlier study and was also fitted with two physical sound measurement systems. A linear system measured the "outside" noise level and a linear system plus "correction" filter measured the "in-side" noise level. These measurements indicated that, under the procedures presented in this report, a laboratory method for measuring earmuff attenuation is feasible and yields results comparable to an extensive psycho-physical procedure.

Field measurements utilizing a seat pad accelerometer were made on 25 underground coal mining machines in order to quantify the vibration levels experienced by the operators. Those data were combined with information on the statistics of the operating times of those machines in order to compare the operator's vibration exposure to the criteria in ISO 2631, "A Guide for the Evaluation of Human Exposure to Whole Body vibration." The comparison showed that about 30% to 40" of all underground coal mining machine operators can be expected to be exposed to vibration exceeding the fatigue decreased proficiency criterion, whereas only 10 to 15% would be expected to experience vibration exceeding the exposure limit. The primary sources of the exposure are shuttle cars and possibly scoop trams. Detailed exposure statistics are presented and the implications of the results are discussed.

The Bureau of Mines is involved in research directed toward the utilization of municipal solid waste. One of the primary objectives is the recycling of the magnetic fraction of municipal solid waste (raw refuse). This is consistent with one of the Bureau's goals, which is to minimize the requirements for mineral commodities by maximizing metals recovery from secondary domestic resources, In this investigation, cupola trials were made using combinations of refuse scrap with shredded automobile scrap under basic and acid slag practices. Furnace operating information and the behavior of alloying and tramp elements was obtained. The research showed that it is possible to utilize up to 60 percent refuse scrap in the cupola under basic practice and 30 percent under acid practice, Aluminum in refuse scrap, present in bimetallic cans, increased the recoveries of silicon and manganese charged to the cupola. Increased use of refuse scrap provided iron of lower sulfur. The alumina resulting from oxidation increased the slag volume. The aluminum and tin contents of the iron increased with increasing levels of refuse scrap in the charge. Lead was not a problem with respect to contamination of the iron. In basic practice, operation of the cupola was satisfactory since all slags were adequately fluid. In acid practice, operation became troublesome above the 45-percent level. Under both practices, the cupola iron melting rate decreased. Particulates in scrubber water and stack condensate samples contained lead, zinc, and tin, and the dust load increased. The tensile and transverse strengths of the iron produced under both practices are reported.

To improve rock-burst control in deep vein mining, a field demonstration has been carried out by the Bureau of Mines to test a new rock-burst control concept--rock preconditioning in advance of mining. The procedure is to fracture the major rock-burst-prone zone during the development of each level before production mining. This allows initial mining to begin in a preconditioned zone and later mining from the level below to end in a prefractured or preconditioned pillar zone that is relatively burst-free. This full-scale field demonstration was carried out On the 7700 level of the Hecla Mining Co.'s Star-Morning mine. An expected burst-prone zone along the main vein between 7 and 10 crosscuts, some 250 feet long by 40 feet above and below the level, was preconditioned by blasting a fanlike ring of drilled holes from each crosscut. The drill holes, up to 100 feet long and 4 inches in diameter, were loaded with high explosives and shot. About 4,550 feet of drilling and 9,000 pounds of explosives were involved in the effort. Comparison of preshot and postshot data from monitoring instrumentation indicated that the blasting did fracture the rock in the planned zone and did result in an immediate stress decrease and softening of rock. The field data compared favorably with predicted results from a finite-element computer model simulation of the destressing. Based on observations made during mining and on the data from the Hecla rock-burst monitoring system, there is no doubt that this preconditioning in advance of mining demonstration resulted in much-improved rock-burst control during first-floor mining. It was also concluded that preconditioning the vein was more effective than preconditioning the wall rock.

The U.S. Bureau of Mines began a five-year study of the 7.0 million acre Ketchikan Mining District during 1990. This study is part of the Bureau's ongoing statewide mining district evaluation program. The study area was subdivided and then prioritized by mineral potential into work units. Bureau field work in 1990 focused on the southern portion of Prince of Wales Island and vicinity. Extensive mineral resources have been mined historically in the area and are presently being evaluated by private industry. Information in this report is based on an extensive literature search and Bureau field work. Over 150 mines, prospects, and mineral occurrences were visited in 1990; an aggregate of 1,300 rock, placer, and limestone samples were taken; and nearly 3 miles of underground workings were mapped. Many prospects, some untouched for more than 80 years, were mapped and sampled. High metal values at several prospects were confirmed by Bureau sampling. Reconnaissance sampling along logging roads on Southern Prince of Wales Island revealed mineralized areas not previously recorded. Follow-up work at many locations is planned for the 1991 season.

[A system of analysis for sulfur groups in petroleum distillates has been developed as one phase of the Bureau-of Mines investigation of the more economic utilization of the so-called "black oils" of Wyoming. This problem is being studied by the Bureau of Mines under a cooperative agreement with the University of Wyoming at the Bureau's Petroleum Experiment Station , Laramie, Wyo. Wyoming black oils have high sulfur and asphalt content and usually yield only small percentages of straight-run gasoline. A more detailed description of the properties of black oils has been given in a previous publication (3)3/. The preparation and properties of asphalts from those oils have been described (1, 2), and the effect of thermal cracking and the use of ordinary methods of treating wore discussed in one Bureau publication (4), Although these studies gave considerable insight into the properties and characteristics of black- oils; it was thought t that a more fundamental attack would assist-materially in, the problem of sulfur removal.]

This report describes the results of a study to determine which types of, and to what extent, mining wastes can contaminate groundwater through leaching of acid-forming or potentially toxic constituents. The primary focus of this study was on coal mining wastes, especially overburden spoils and preparation plant refuse. In addition, the potential for contamination by leachates from clean coal stockpiles was also examined. The study approach included investigation of (a) the amounts and geographic locations of mining wastes in the United States; (b) the chemical character of mining wastes, especially with regard to potentially acid-firming or toxic constituents; and (c) the extent to which acid and/or toxic components are leached from mining wastes by rainwater. To evaluate the leachability of coal wastes, a laboratory waste leaching method was developed during this study to specifically simulate the leaching process over a long-term. Waste samples collected during this study were also leached by the EPA extraction procedure and ASTM waste leaching method. Results of the three leach test methods were compared to evaluate their relative capabilities to predict the leachability of mining wastes.

"INTRODUCTION In a previous reports results were given of a manhole investigation carried out over a period from June,- 1929, to July, 1930, in cooperation with the Edison Electric Illuminating Co. of Boston, Mass., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by this company. Considerable time was spent in this initial investigation in developing a suitable detector for determining the range of explosibility of the gases found in manholes. About 17,000 tests have been made with the detector since the investigation was started and its utility has been verified and its accuracy checked, by having complete analyses made of such samples that showed combustibles present equal to or above 25 per cent of the lower explosive limit, and those found deficient in oxygen.The initial investigation made in 1929 and 1930 demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.COOPERATIVE INVESTIGATI0N DURING 1931The investigation carried out during the year 1931 has been along lines similar to that conducted during 1929 and 1930. In the present investigation the Edison Electric Illuminating Cc. of Boston and the Boston Consolidated Gas Co., have cooperated with the Bureau of lanes. The Boston Consolidated Gas Co. serves a major part of the territory under discussion with gas, but the tests covered the Edison territory irrespective of the gam company furnishing manufactured gas. A test crew consisting of two men, one an employee of the Consolidated Gas Co. and one an employee of the Edison Electric Illuminating Co., has been continuously employed during the year in the testing of games in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin vice president of the Consolidated Gas Co.As in the previous investigation, all manhole tests were given test numbers. The test data sheets on which the information regarding the tests were recorded were prepared in triplicate, one copy going to the Edison Company, one going to the Gas company, and the third to the Bureau of Mines at Pittsburgh. These test data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record pf each manhole tested was immediately available. Simulation continues to hold the spotlight among the Operations Research applications in the operational side of mining. One reason for this is the need to solve the many waiting line and storage problems common to the industry. A second reason for using simulation is the central requirement of retrospect testing. Acceptance of a model by management is more likely to depend on its tested performance rather than on the underlying validity aspects of the model itself. Mathematics have not been and may not be developed that will allow all desired system elements to be considered simultaneously. It is in this realm that simulation bridges the gap between theory and useful design procedures. One of the earliest published accounts of simulation at work in the coal industry is demonstrated by the application cf Monte Carlo methods to explore changes in future operating policies for an existing track system (Manula, 1963). By modifying certain control parameters, revision in design changes were evaluated in the computer rather than in the actual production section. A second application which has found wide use in practice is the VFI-OCR Face Simulator (Prelaz et al., 1968). The model developed here has the purpose of allowing the comparison of methods for room-and-pillar face operations end observing their effect on mining prior to actual installation. Proposed changes are tried in the model and the best of these are selected as a guide for better mire management: IBM's own simulation package, the System 360 General Purpose Simulator, has experienced heavy use in solving similar problems and other steady-state situations.
