This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. [During the past several years a great deal of discussion has centered around the question of the permissible limit of sulphur content in fuels for automotive and aviation motors. Under certain conditions of operation, sulphur in motor fuels causes the formation of corrosive substances which attach bearings, wrist pins, and other parts of engines. On the other hand, in making gas¬oline from certain stocks, the gasoline fraction normally contains a relatively large proportion of sulphur compounds. By the generally used processes of reducing the sulphur content, a significant part of the gasoline fraction is lost as motor fuel, and added expenses are entailed for chemicals, labor, and other process costs. This condition has been an economic burden to some refiners of high-sulphur crudes. In some instances the treating losses have been rather severe and the treating costs relatively high, but the data presented in this paper indicate that the reduction of sulphur content of motor fuel is a problem to a relatively small number of refiners and of little or no concern to the remainder; in fact, more then 90 per cent of the 153 samples analyzed passed the Federal specification requirement, which limits the sulphur content to 0.10 -nor cent. 3 This report is based upon the results of an examination for sulphur content, Doctor test, copper strip corrosion, and color of the samples collected during January, 1930, for the twenty-first semiannual gasoline survey of the Bureau of Mines. This guide considers only nine of the many wire rope terminations used in the mining industry so use of the information presented for terminations not specifically addressed can be done, but with some risk. The nine terminations considered are: Flemish Loop with Steel Sleeve & Thimble, Flemish Loop with Steel Sleeve, Wedge Socket, Swaged Socket, Turn Back Loop with Aluminum Sleeve & Thimble, Thimble Splice with Four Tucks, V-Bolt Clip with Thimble, Zinc Poured Socket, and Epoxy Resin Poured Socket. The guide uses pull test data, axial fatigue test data, and data on sensitivity to poor workmanship, to rank the nine terminations with respect to these performance measures. A selection procedure is suggested and illustrated with an example. Failure data is used to identify the common modes of failure of each termination and so help the inspector direct his attention to the likely location for a failure and describe what he should be looking for. The data on which this guide is based is included so that as new data becomes available, the ranking order can be adjusted accordingly.

Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio's 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio's 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

"Platelet activating factor (PAF) can be released from pneumocytes following exposure to occupational dust (Am. Rev. Respir. Dis. 135:83, 1987). In addition, PAF has been shown to induce pulmonary inflammation, edema, and bronchoconstriction (Hosp. Prac. 19, 67, 1983). This investigation reports the effects of PAF on the properties of three types of cells found in the lung. PAF (1-100, K1/2 = 2.5 pH) caused depolarization of neutrophils as well as generation of chemiluminescence and secretion of hydrogen peroxide. These responses were dependent on the presence of extracellular sodium. However, PAF did not alter oxygen consumption of neutrophils. Although PAF (10 uM) caused depolarization of alveolar macrophages, no stimulation of chemiluminestence, superoxide secretion, or oxygen consumption was observed. However, PAF (10 uM). did potentiate chemiluminescence and superoxide secretion in response to zymosan (2 mg/ml) by 55% and 36%, respectively. In addition, PAF (10-90 uM) caused aggregation of alveolar macrophages. PAF (2-10 uM) also caused depolarization of type II cells, but did not affect membrane integrity or oxygen consumption. However, PAF (10-18 PM) enhanced the activities of two distinct forms of cytochrome P-450 in type II cells and caused aggregation of type II cells at PAF doses above 18 uM. These data indicate that PAF can affect the secretory activity of pulmonary phagocytes and the ability• of type II cells to detoxify foreign compounds (Bureau of Mines Grant - G1175142).INTRODUCTIONPlatelet activating factor (PAF) is a glycerophospholipid (1-0-alkyl-2-acetylsn-glycerol-3-phosphoryl choline) which has been shown to Mediate a broad range of biological activities (1-3). Its pulmonary actions include contraction of pulmonary tissue (4), secretion of leukotrienes from leukocytes (5), airway constriction (6), pulmonary edema (7), and enhanced migration of neutrophils into the airspaces of the lungs (8,9).PAF can be released from several different cell types, such as, basophils, neutrophils and alveolar macrophages, in response to a variety of particulates or membrane stimulants which include zymosan, calcium ionophore, phorbol esters, chemotactic agents, and endotoxin (10-13). Therefore, PAP may play an important role in the development of pneumoconioses by mediating pulmonary responses of lung cells to a variety of occupational dusts. To investigate this possibility, we determined the effects of PAF on several physiological parameters of neutrophils, alveolar macrophages, and alveolar type II epithelial cells."

This paper is a tabular compilation of data contained in a series of information circulars dealing with mining methods and costs at a large number of mines in the United States and some foreign countries. There circulars have been published from time to time during the years 1929 to 1934 inclusive. From time to time, as enough data became available in these circulars, other circulars and. bulletins have been published in which the data bearing upon different phases of nine operation were summarized, discussed, and analyzed. The present paper is a compilation of data on costs of drifting and crosscutting contained in earlier circulars, .designed to assemble this information in a convenient form for reference without attempting lengthy discussion of details of drifting and crosscutting practice. For such details the reader is referred to the circulars on individual mines.

[In studying coarse sand flotation3/ the question of the relation between fineness of grinding and mill capacity logically arose. Everyone familiar with present fine-grinding practice knows that the capacity of a ball mill or similar mill is determined, among other things, by the fineness of the finished product. Undoubtedly a great many mining companies must have a good deal of data directly bearing on this point, yet no quantitative relationship between ball-will capacity and fineness of finished product has been established. The experimental study presented here is an effort to establish this relationship in a semiquantitative way. The subject is a tremendously large one and grows in complexity as the study becomes more searching. In this work the power consumed by the mill in the various experiments was not determined end neither vas the steel consumption measured; mill capacity only was considered.]

This paper, describing the mining practices and methods at the Black Rock mine, is one of a series of similar papers on mining methods in the various mines of the United States being prepared by the Bureau of Mines. The Black Rock mine is located in the northeast corner of the Butte district, about 3 miles from the center of the town of Butte, and is owned and operated by the Butte & Superior Mining Co.

"This paper is the outcome of thorough investigation into the value of the previous methods used for deriving production decline curves. It is highly important that methods be employed that are fundamentally sound and also practicably applicable. Six methods commonly used were studied. Some of these were found to be fundamentally in error; some save reliable curves but involved much work and time in the preparation; others gave reliable curves with less time and effort.It was found that of the methods previously employed the ""family curve"" method described in Bull. 134 Amer. Inst. Feb. 1918, pp. 499-500 by Lewis and Beal, was probably the most satisfactory. The now method given in this paper ploys the same principles as the ""family curve"" method, but is mathematical instead of graphical,The engineer and the oil man should carefully boar in mind both the use and the limitations of the average production curve such as is derived by the ""family curve"" method or other methods mentioned. Estimations of future productions or of underground oil reserves of a particular tract or well should be made from the production records of the tract or the well itself wherever such records are satisfactory. The use of the average curve of a district or field should be applied only to those properties or wells where there are not sufficient data to construct individual or tract production records, or where the productive life so short that a satisfactory individual record can not be obtained."

Leonardite , a naturally occurring , partially oxidized form of lignite with a high content of humic acids , was investigated as a binder for iron ore pellets . Although insoluble in original condition , leonardite forms watersoluble salts with good binding properties when treated with certain alkalis such as sodium hydroxide . Soluble leonardite imparts excellent dry strength to pellets , but green strength is somewhat lower than that obtainable with bentonite . However , green strength can be improved by adding a small amount of calcium hydroxide to the leonardite - concentrate mixture . Leonardite binders were used successfully on three of the four different concentrates tested .

IN a Nation-wide appraisal of coking-coal reserves and of the feasibility of expanding them by upgrading marginal coals, it is natural that the Pittsburgh region of Pennsylvania should be considered first. Here, where the American iron and steel industry started, the Pittsburgh coal bed is of paramount importance. The use of coke in iron blast furnaces is said to have begun with the discovery that good blast-furnace fuel could readily be made by a simple method of coking Pittsburgh coal. To the present time, the prosperity of the steel industry has depended largely on utilization of this great coal reserve and the cheap transportation afforded by the Monongahela River system. OBJECT AND SCOPE OF INVESTIGATION The initial project in the study of upgrading marginal coking coals was laid out in this area, which contains large reserves of Pittsburgh coal contiguous to the Monongahela and its navigable tributaries. Much of the Pittsburgh coal remaining here is known to have a high sulfur content. The problem of reducing the sulfur to meet metallurgical requirements already has received much attention, and it is considered to be one of the most difficult technologic problems in the field of coal washing.

The feasibility of building a calibrator for the DuPont D-100 audio dosimeter is discussed. The desired specifications are used as guidelines but the possibility of their relaxation is also considered. Commercially available equipment is surveyed and found to not satisfy the guidelines. Several alternate concepts are investigated, and recommendations for further work are presented.

SULFUR poisoning of iron catalysts in the Fischer-Tropsch synthesis was investigated at the Bureau of Mines, because synthesis gas produced from coal contains sulfur compounds. Tests of two typical iron catalysts with synthesis gas containing known concentrations of H2S were made to determine catalyst life as a function of sulfur concentration to ascertain the type of gas purification required. Fixed beds of activated steel turnings and a fused iron oxide catalyst were investigated in sulfur poisoning tests at 21.4 atmospheres with IH2+100 gas containing 6.9, 23, or 69 mg S as H2S per cubic meter (0.3, 1.0, and 3.0 gr per 100 cu. ft.). In tests of reduced catalysts at constant temperatures, more than 80 percent of the activity was lost when 0.5 mg S/g Fe was introduced. Poisoning of nitrided or carbided fused iron oxide catalysts to a given extent required more than twice as much sulfur than for the corresponding reduced catalyst. When the synthesis temperature was increased to compensate for loss in activity, tests of the fused iron oxide catalysts at constant productivity could be continued for 19 to 98 days. The tests were terminated by clogging of the reactor, presumably caused by carbon deposition. One objective of the present work was to determine if synthesis gas, purified by the Bureau of Mines' hot-potassium carbonate process for removing H2S, OOS, and CO2, is suitable for synthesis on iron catalysts. The sulfur content of the gas purified by tills process is in the range of concentrations used in the present work. In constant-productivity tests of nitrided fused iron oxide catalysts with synthesis gas containing 6.9 mg S/m3, catalyst lives are nearly long enough for serious consideration of tills mode of operation. However, factors relating to selectivity and stability of the catalyst indicate that this type of operation is impractical for a commercial process. On this basis additional gas purification, such as iron oxide boxes following a hot potassium carbonate scrubber, is desirable.

This paper , which describes the mining methods and practices at the Hayden Creek lead mine of St. Joseph Lead Co. in southeast Missouri , is one of a series being prepared by the Bureau of Mines on mining methods , practices , and costs in various mining districts of the United States . The Hayden Creek mine is in the W 1/2 sec . 7 , T. 36 N. , R. 4 E. , St. Francois County , Mo. , about 1 mile southwest of the town of Frankclay ( fig . 1) . The mine is on the west edge of the mining district known as the Lead Belt . However , neither the ore body nor the underground workings are connected with those of any other mine in the district . In contrast with most operations in the district , underground haulage is entirely trackless , and nearly complete delineation of the large , well -defined ore body by drilling permitted comprehensive planning of development and mining in advance of shaft sinking . The ore differs in character and occurrence from that of the main ore deposits in the Lead Belt in that the lead mineral , galena , occurs in the dolomitic matrix enclosing granite boulders instead of in dolomite limestone .

The Bureau of Mines has empirically determined ignition probability versus current for resistive circuits in an 8.3% methane-air atmosphere. Simple ignition probability, defined as the number of ignitions divided by the total number of sparks, was determined, and the corresponding currents were recorded. The experiment was designed to minimize the probability of not observing an ignition that should occur during a series of tests. For resistive circuits in 8.3% methane-air mixtures, the experimental results indicate that ignition was not achieved below 2,000 rnA at 20 V dc, 350 rnA at 30 V dc, 150 rnA at 40 V dc, and 175 rnA at 50 V dc. The simple probability of ignition corresponding to these currents is esti-mated to be, respectively, 1.0 x 10-6, 1.7 x 10-7, 3.0 x 10-7, and 1.0 x 10-5 The ignition mechanism seems to break down below this point, implying that a threshold current value exists below which spark ignition does not occur.

This Bureau of Mines report discusses tests conducted with four different catalytic reactor designs to determine the influences of exhaust treatment systems on emissions from diesel engines. Although there was significant differences in oxidation efficiencies at light to intermediate engine loads, all four catalysts were very effective in reducing emissions at heavy loads. Compositional determinations included carbon monoxide, carbon dioxide, unburned hydrocarbons, oxides of nitrogen, aldehydes, sulfur dioxide, sulfates, and particulate loading. Particulate size, exhaust odor intensity, and the character of the unburned hydrocarbon component were also determined.

Several promising systems for selectively oxidizing the iron in an iron-tin alloy commonly called "hardhead" were investigated in a research project conducted to devise a method for recovering tin from this troublesome alloy. A satisfactory oxidation method was developed and tested successfully on melts of 2,000 grams. Molten hardhead (near 1,080° C.) was blown with air to oxidize iron and leave tin in the reduced state. Recovery of available tin was 96 to 98 percent. Tin products contained 2 to 0.1 percent iron which was reduced to 0.06 percent by filtration at 250° C. Iron oxide formed during oxidation was absorbed by a fluid flux cover composed of 43 percent silica, 17 percent burned limestone, and 40 percent fused borax. Less successful but nevertheless promising results were obtained with mixtures of steam and hydrogen which were sufficiently selective at temperatures between 600° and 950° C. but did not result in complete oxidation of iron. Carbon dioxide-carbon monoxide mixtures also oxidized iron selectively but incompletely. Both stern and carbon dioxide systems produced sufficiently encouraging results to additional research on these systems.

The objective of this program was the development, design, and fabrication of six personal-sized completely self-contained dust monitors capable of real-time as well as time-averaged monitoring of the concentration of respirable particles in coal mines, in the range of 0.1 to 100 mg/m3. The operation of these monitors is based on light scattering and passive air sampling. The design stressed overall miniaturization, ruggedness, simplicity and versatility. These instruments incorporate a single-chip CMOS microprocessor to perform all signal processing, data display and storage, and timing functions. The overall dimensions of these devices are, approximately, 10 by 10 by 5 cm.

"The electrical section of the Bureau of Mines has obtained copies of all available State safety rules and regulations in order to make a study of those portions of the codes relating to electrical equipment. While it has been found almost impossible to compare the several codes as a whole, comparison of those regulations dealing with a single subject has proved both interesting and instructive.Sixteen states have rules or enactments having reference to telephones and the present paper covers a compilation of these references. It is believed that data of this kind will be of service to commissions or other bodies contemplating the revision of existing codes.The compilation taken from the various codes follows: State Rules and Regulations.California.Sec. 5 (Par. c) Telephone communication shall be maintained between a co-operative station and each mine which it supplies. This report documents the status of a laser-based underground guidance system for tracking and controlling the movements of underground mobile mining equipment. This research is part of a multiple project effort at the U.S. Bureau of Mines to increase mine safety and efficiency by developing technology for computer-assisted mining. Guidance systems, which can track and control the movements of underground mining equipment, are essential during computer-assisted mining operations. A continuous mining machine at the Bureau's surface test facility served as the test-bed for initial development and experimentation of this guidance system. Subsequently, a continuous mining machine in an underground mine served as the platform for in-mine experimentation. The first section of this report includes details of the laser sensors, communication network, and computer hardware. The next section includes experimental results, which show the system capable of accurately tracking and controlling the tram maneuvers of a continuous miner underground. The final section discusses conclusions and recommendations.
