Objective The Roof Monitoring Safety System (RMSS) introduced in late 1997 has been modified to improve durability and simplify the measurement of roof or rib movement. Greater knowledge about the stability of roof and rib rock is expected to result in safer conditions for the mine worker. Developing safety tools and methods is part of NIOSH’s mission to prevent work-related injuries and deaths. A mining operation with a proactive approach to control ground conditions is in a better position to make essential decisions related to mine development and take remedial actions in the event of roof or rib falls. Background Falls of roof and rib rock are responsible for a high number of mining injuries and fatalities. Visual inspections and the sound of breaking or cracking rock are often relied upon to indicate unstable roof conditions. In some mines, roof bolt holes are checked for separations or gaps with a scratch tool; this provides further information about the stability of the roof. Monitors such as the RMSS can confirm roof movement that was surmised only by eye or ear, or potentially detect movement that was missed by these means. An added safety feature of the RMSS is the capability of locating the measurement station at a distance from where the monitor is placed in the roof. Stone and other industrial minerals are the basic raw materials used in construction. Continuing economic growth and highway building in particular have resulted in record demand for stone. This high demand, coupled with increasing constraints on surface mining, have caused many new .stone mines to be developed underground. These new mines in many cases will be employing new and inexperienced miners who may not have the ability to recognize unstable ground conditions using just sight and sound. From the initial introduction of the RMSS, it was anticipated that improvements and modifications would occur. We correctly assumed that, once miners and operators were exposed to the monitor. suggestions would evolve. In one case, the RMSS was used to determine if an impact hammer used on a mechanical scaler was causing or increasing instability of roof rock. The test showed little or no movement resulted from this method of scaling under the particular conditions at this mine. In another instance, an operator needed to monitor the stability of a haulageway in a benched area that had very high ceilings. The RMSS requires a 2-in-diam hole for installation; however, only roof bolt holes of a smaller diameter were available, and it was impossible to drill new holes at that height. The operator attached a 2-in collar at the roof line and was able to install the RMSS. These examples illustrate the potential for further enhancements of this tool. NIOSH continues to seek additional candidate sites for use of the RMSS. As usage increases, we anticipate further refinements and additional applications. How It Works The new RMSS, cable, and read-out box are shown in figure l. The read-out box has a green light that stays lit until battery replacement is needed. The red light is set to conic on to indicate movement. The red light can he adjusted for increments of movement as low as .010 inches. The RMSS red light should not be considered as a primary or only means of determining the stability of roof or rib. It is intended to serve as a supplement to existing methods or procedures for determining stability. An overview of the RMSS components is shown in figure 2. Movement of rock layers within the mine roof is measured relative to a fixed-point calibration at the monitor housing. The housing contains a potentiometer, roller switch, plastic rack, and spur gear. Movements are detected by the transfer of electromotive forces

"The Avon mica district of Latah County, Idaho, is situated on a heavily forested spur of the Thatuna Range at an average altitude of 4,000 feet. The nearest rail connection is at Avon, a small farming settlement 7 miles to the south. The main supply point is Moscow, Idaho, which is 35 miles by graveled and graded county roads from Avon.Discovery of mica-bearing pegmatites in 1885 was followed in 1888 by exploitation of several outcrop deposits. Although factual data are unavailable, past production appears to have been well in excess of $100,000. Recent production (September 191 to April 1945) amounted to 65,824.78 pounds of trimmed sheet mica and 33,294.17 pounds of punch mica having a total gross value of $434,298.The several properties of the district are variously owned by estates, individuals, and the State. When active, all wore under lease or sublease to individual operators.The deposits are in an area of pre-Cambrian schists adjacent to a small granitic outlier of the Idaho batholith. The pegmatites are nearly concordant in dip and strike to the foliation of the enclosing schists. The more persistent bodies are usually tabular, lenticular, or pegmatite. Individual dikes range in length from 10 feet or less to 300 feet.The recoverable crude mica content of the pegmatites ranges downward from a maximum of 115 pounds per ton of pegmatite mined. Material discarded in rifting and trimming operations further reduces recovery to a maximum of 5 pounds per ton -of pegmatite mined. The average recoverable sheet content of the 'recently operated .deposit is estimated at 2 pounds per ton of pegmatite -mined. Available data indicate that about 21 percent of the district's recent production of trimmed sheet mica has been ""Group A"" material suitable for exacting condenser requirements. A few of the dikes contain local concentrations of beryl.Reserves of the three known major deposits of the district are estimated at about 600 to 1,000 tons of combined ""indicated"" and ""inferred"" crude block mica. One of these deposits is inferred to contain between 150 and 450 tons of beryl.It is believed that those mica reserves are minable only under a cost-market price ratio similar to that established during 1943 and 1944. A small part of the reserves can be ""high-graded"" under the present price structure. Profitable recovery of the beryl would require a market price four to five times that paid in 1944.Preliminary examination of the Avon mica district was made by the Bureau of Mines in the summer and fall of 1942. A study of the Muscovite mine and a brief reconnaissance of the surrounding district led the Bureau to recommend that the district be explored by angle-dozer trenching."

This paper dealing with the mining methods used in producing iron ore from an underground operation located in the central-western part of the Mesabi Range in Minnesota is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts in the United States. The mine here discussed was laid out in accordance with a plan adapted to a rather unusual type of ore body, the nature of which is such that the mining method necessarily differs in certain respects from the method used at most of the mines in this district. A description of it may therefore be of interest.

"The health, comfort, and efficiency of men engaged in the mining industry may be impaired, in some instances very seriously, by abnormal physical conditions of the mine air or by variations in its composition. This is true in some of sheet metal mines of the West where high temperatures with varying humidities are encountered. Physiological studies have been made in some of these mines showing the effects of various temperatures end humidities. As it is difficult to carry out studies on many controlled temperatures, it was thought best to make the experiments in a laboratory and apply the results to the industry insofar as practicableThe effects of moderately high temperatures and humidities are more difficult to measure perhaps than the extreme conditions, but may be predisposing causes of fatigue, discomfort and disease, A cooperative study of the physioloical effects of heat and humidity is being conducted by the Bureau of Mines and the U. S. Public Health Service cooperative with the American Society of Heating and Ventilating Engineers, in the Research Laboratory of the Bureau of Mines at Pittsburgh, Pa."

A study of the records on file in the Bureau of Mines reveals that moray fire in coal mines have been started by electrical equipment or circuits. There the fires were of undetermined origin, electricity often was Strongly suspected as the probable cause. While it is unfortunate that positive evidence as to the cause is so often lost in the general destruction resulting from fires, there are many lessons to be learned from fire s in which the origin was definitely established as electrical. For modern high-speed methods of producing coal, electrically operated machinery has become virtually indispensable underground. With increases in the amount of equipment it has not always been necessary to increase the number of circuits in the mine where direct current is mainly used, but it has been necessary to increase the carrying capacity of these circuits. For example, lends such as heavy-haulage units drawing 1,000 amperes or more have brought boat the introduction of 6/0 and "No. 9 section" trolley wires. This has not made the task of fire prevention any easier, for it has meant that circuit breakers s must be set so high that partial short circuits fail to open them, therefore an arc of considerable proportions can be maintained without causing the, beaker to open. Thus, if as fall of roof brought a trolley wire down against a loaded car of coal, an arc might be struck that would ignite they cowl without opening the circuit breaker.

More or less unconsciously and from sheer force of habit human beings do many things they probably would not do if the possible consequences of their acts were fully recognized and appreciated. Such carelessness ordinarily could be condoned if human life were not at stake, but it is difficult to understand why intelligent men engaged in the hazardous occupation of mining indulge with the utmost indifference in some habit or continue some custom in violation of State leas and company regulations and under circumstances that may jeopardize not only their own lives but those of scores, even of hundreds, of their fellow workers as well. The old adage that stolen sweets are the best may or nay not have some foundation, but when applied to the practice of smoking surreptitiously in a coal mine, more especially a gassy mine, it is without even remote justification. Although a relatively harmless habit in the proper environment, smoking has been the cause or suspected cause of many gas explosions and black-powder ignitions and has resulted in numerous instances of bodily injury, loss of life, and destruction of property. Likewise, many fires in both coal and metal nines, causing loss of life, have been started by smoking.

"The increase in tunneling operations that requires working under pressures greater than that of ordinary atmosphere has raised the question of the use and possible limitations of respiratory protective devices under such unusual conditions. As little, if any, information is available, there is need for a comprehensive study of this subject before specific recommendations can be made. In the absence of such data it seems desirable to make a few preliminary observations regarding the problems associated with wearing respiratory protective devices under increased air pressures.Two distinct problems must be considered--the mechanics of the apparatus used under such conditions and the physiological effects of increased pressures on wearers of respiratory apparatus. "Introduction;As in the case of TNT previously presented*, this report presents the results of an investigation to discover the safest and best way of utilizing picric acid for industrial blasting purposes. It describes the physical and chemical properties of this explosive, gives precautions to be observed in handling, packing, preparation of cartridges, and holes, presents the results of field tests in blasting stumps and bowlders, and compares the results with those obtained from dynamite.The investigations reported herein were undertaken and this paper has been prepared, solely to aid in the salvage of the surplus picric acid accumulated for war uses and released by the declaration of the armistice. No funds were available nor have any been appropriated with which to defray the expense of converting this picric acid into any other form or to prepare any explosive mixture from it. The sole problem was to find appropriate uses for this military picric acid in existing needs and to show that it can be efficiently used in carrying out essential civil projects.It is not intended by this publication to promote the use of picric acid as an industrial explosive further than is necessary for the proper utilization of this surplus. On the contrary, the authors believe that picric acid by itself is unlikely to come into general use as an industrial explosive, chiefly because of its cost but also as shown by the clouds of smoke it emits on explosion and the nature of the reactions it undergoes because we do not obtain from it its highest efficiency. As demonstrated in its previous use in Joveite, better results and higher efficiencies may be obtained by mixing picric acid in proper proportions with sodium nitrate or ammonium nitrate, to more completely oxidize the picric acid, and another nitrosubstitution compound, such as nitronaphthalenes, with which do desensitize and waterproof the composition formed. By such admixture not only may the energy resident in the picric acid, be more fully utilized but the cost of the resulting blasting explosive should be much less than that of picric acid."

"INTRODUCTION There are presented in this report the results of limited studies by the Bureau of Mines of the firedamp safety of some powder-powered tools proposed for use underground in coal mines. Develop and demonstrate a lightweight material that has low thermal conductivity and that would be suitable for placement using shotcrete methods. This material could be applied in deep, hot mines where mine drifts must be insulated. Its use would decrease mine refrigeration needs and reduce energy costs.

During 1999, there were six fatalities in surface mines involving haulage equipment colliding with a smaller vehicle or person, or backing over the edge of a dump point. All of these fatalities can be attributed to the extensive blind areas around large haulage equipment. Researchers at NIOSH are investigating various technologies that can be used to monitor these blind areas and provide information on nearby obstacles to an operator. So far, the technologies listed below have been tested on dump trucks used in surface mining. The selection of these systems was based on their ability to handle the tough environmental conditions found in mining operations and how well they detected obstacles out to 40 or 50 feet beyond the rear of large dump trucks. Some of the manufacturers of available collision warning and camera systems are also listed.

Background Carbon monoxide (CO) is an odorless, colorless gas that can cause illness and death by asphyxiation. Although the toxicity of CO is understood, CO exposure can occur from unrecognized sources. On April 2, 2000, a couple and their newborn infant were poisoned by CO migrating through the ground from blasting at a nearby coal strip mine into their home near Kittanning, Armstrong County, PA. They were treated at the hospital and diagnosed with CO poisoning. The infant had a carboxyhemoglobin level of 31%, the father 28%, and the mother 17%. Carboxyhemoglobin is the compound formed in the blood when CO is breathed. Persons not exposed to CO have carboxyhemoglobin levels of 0.3%-0.7%, and cigarette smokers have levels of up to 9%. Following release from the hospital, the family installed a CO detector in the basement of their home with the help of the local fire department. This Technology News briefly describes this incident to help increase awareness of the problem. It is discussed in more detail by Eltschlager et al. [2001]. Figure 1 shows the coal strip mine believed to have generated the CO. The initial suspect for the source of the CO was the furnace in the house. Only later did it become apparent that blasting at the nearby strip mine might be the culprit. A State investigation concluded that CO had migrated approximately 500ft from the blast, through the ground, and into the home. Figure 2 shows the locations and order of blasts at the mine. Initially, the mine did not plan to blast. Overburden generally consisted of weathered shale that could be dug without blasting. However, the mine decided to blast when hard sandstone that could not be dug out was encountered within 3 ft of the coal top. The blasting was intended to break up the sandstone. Blasting was done using bulk ammonium nitrate-fuel oil (ANFO) in 6.25-in holes 25-30 ft deep on a 16-ft by 16-ft pattern, with charge weights ranging from 17 to 170 lb. The closest blast to the home was 430 ft on April 17, 2000. The distance from the home to the blast area on the day when CO was first reported (March 31, 2000) was 500 ft. Twenty blasts were detonated at the mine between March 7, 2000, and April 20,2000. The blaster was careful to prevent fly rock since another home was only 150 ft away and a garage was 50 ft away. The quantity of explosive used in the blasts was sufficient to break the sandstone, but was less than would normally be used to blast overburden. The holes were typically one-third explosive and two-thirds stemming, with powder factors averaging 0.43 lb/yd3. Additionally, the muck was not immediately excavated after each blast. The heavy confinement on the explosive acted to prevent the typical release of blasting fumes into the atmosphere. Instances of CO migrating from blasts into homes have occurred before, but generally the distances involved were under 150 ft. It is believed that the blast design contributed to the confinement of CO in the ground, and discontinuities in the ground strata facilitated migration toward the residence. Upon inspection of the blast pitwall, a regular system of joints was observed. These joints are oriented roughly from the blast pit toward the house (figures 3-4).Blast-generated CO appears to have been driven into the joint system, displacing the air. When the joint system was saturated, the next succeeding blast pushed the CO into an uncased well next to the house (a high level of CO has been measured in the well shortly after a blast). From there, the CO entered the French drain system and then the basement of the house. The joints are vertical cracks through rock layers that occur on a regular spacing (figure 3). They are most common near valley slopes and are caused when valley walls converge as the stream cuts down through the rock layers. Often called hill seams, they roughly parallel the valley walls, but can curve and split, creating a pathway for gas movement (figure 5). These fractures are often encountered when underground mining proceeds close to outcrop. The system of fractures at the Kittanning blast pit was well developed and provided a path for transmission of CO both through the sandstone and up and through the overlying shales. Blasting engineers should be able to distinguish naturally occurring fractures from blast fractures and note the frequency, development, and orientation of the hill seams and their proximity to occupied houses. This is one of a series of papers dealing with mining methods and costs prepared under the sponsorship of end in cooperation with the United States Bureau of Mines. The mining methods described in this paper are those used in one of the large mines producing fluorspar in the Kentucky-Illinois fluorspar field, located in southern Illinois and western Kentucky on the Ohio River. The occurrence of ore and the methods of wining are similar to those in other mines in the district; therefore information regarding methods and the results obtained should be of interest. Improvements in methods have been made as experience developed the need of them. The trine is situated at Rosiclare, Ill., on the Illinois Central Railroad, and shipments are also made b r barge on the Ohio River.

The Bureau of Mines and many member companies of the Industrial Sand Association have been working in several areas to reduce personal exposure to respirable dust. Areas investigated include ventilation, modification of hardware, moisture addition to the product, and improved housekeeping practices. Ventilation systems have been devised and shown to contain 100 pct of a tracer gas released within the hood. An industrial clean air island has been developed and shown to reduce dust levels 90 pct at the opera- tor's position, Modification of hardware on a bag filling machine has been demonstrated to reduce dust 83 pct at the machine operator's lapel. This particular development has been termed a significant advancement in the state-of-the-art of bag filling by industry representatives. Addition of moisture to dried product materials has been tested with results showing dust reductions of 90 pct are possible!, Control of the moisture addition method still needs refinement and costs may be prohibitive. Dust sampling results clearly show the benefits of housekeeping practices such as building cleaning and vacuum sweeping. Rotation of work schedules is also effective for reducing personal exposure.
