A recent report evaluating silica exposure levels in the metal/nonmetal mining industry noted that bag packaging and loading are some of the occupations at the greatest risk. In addition to dust problems, the bag-stacking process is labor intensive, making lost-time injuries common due to back fatigue and strains. During the bag-stacking process, a significant amount of dust can be generated, mainly from product on the outside of the bags and from dust escaping the bag valve upon impact of the bag on the pallet. In an effort to address dust-exposure and back-fatigue issues, Malvern Minerals Co., Hot Springs, Ark., made two major improvements to its ground silica stacking facility. First, the company purchased a semi-automated bag palletizing system (Figure 1). With this system, the bag stacker does not lift the bags, but slides them across a metal table. Small jets of air exit through perforations in the table top (similar to an air hockey game), allowing workers to more easily slide each bag into the proper position. After each layer of bags is completed, the table slides open, and the entire layer of bags is loaded onto an underlying pallet. The table then closes, readying it for another layer of bags. After the entire pallet is loaded, the unit delivers the pallet to a shrink wrap and forklift pick-up area. In addition to this semi-automated palletizing unit, Malvern Minerals purchased an Overhead Air Supply Island System (OASIS) to lower the bag stacker's dust exposure. The OASIS takes outside air, directs it through MEASURING RESPIRABLE DUST The bag stacker's respirable dust exposure was monitored using a RAM-1 instantaneous dust monitor to evaluate the impact of the various changes on the palletizing process and dust-control equipment. The bag stacker wore a vest that held the 10-mm Dorr-Oliver cyclone, which classifies the respirable portion of dust. Flexible tygon tubing was used to connect the cyclone to the RAM-1 dust unit, allowing the bag stacker to perform the palletizing process with minimal interference. The RAM-1 measures respirable dust concentrations by light scattering with a sensing chamber. This device closely simulates gravimetric measurements when calibrated for a specific dust. This instrument is ideal for comparative evaluations, as was the case in this study. Since the RAM-1 is not an MSHA-approved instru¬ment for dust compliance sampling, the dust concen¬trations listed in this article should be used as a com¬parative value of respirable dust concentration and not to determine actual dust concentrations from a com¬pliance standpoint.

"Carbon monoxide is a gas slightly lighter than air, with which it diffuses readily to make a homogeneous mixture. It will burn and has a wide explosive range, that is, an explosion is possible when the air contains from 15 to 73 per cent of the gas3. This explosive range is about the same as that for hydrogen and over nine times As Tide as that for marsh gas (methane). Like air, it has neither color nor taste and has no odor in concentrations usually encountered, therefore it cannot be detected by the ordinary senses with which men are endowed. It is produced by burning carbon containing fuels, no coal, wood, gasoline, etc., whenever not enough air or oxygen is supplied to burn and oxidize the fuel completely.The human race has probably been exposed to this gas since men first began using fires in confined or sheltered places. The poisoning as usually encountered is an acute condition resulting from breathing atmospheres con¬taining this gas. A number of eases described in the ancient literature Indicate that carbon monoxide was a frequent cause of death by accident, suicide and is a means of punishment or torture. A quotation by Lewin from Aristotle who lived in 384-322 B.C., states that ""animals collapse from harmful odors as men gets a severe headache and often dies through charcoal vapors"". The Roman knew that smoke was poisonous, and used the greenest most smoke-producing wood to put persons to death. The occurrence of carbon monoxide increased in frequency through the years until at the present time it is found in the home as well as in many industries. The following table gives the approximate percentage of carbon monoxide found in gases from various sources of poisoning.4"

Among the more recent developments for breaking coal in mines is the Airdox system, in which high-pressure compressed air is conducted to the points of application by means of heavy-duty steel and copper tubing. Stray electric currents can be detected on y of the compressed-air lines, and evidence of such currents is rev led, by arcs and sparks when contact is made between the tubing and mine track or other equipment forming a current path with the track. Explosive gas is liberated in many coal mines; therefore, from the standpoint of safety, it is desirable to eliminate all possible sources of gas ignition, including stray electric currents. The purpose of this report is to reveal the source, magnitude, and possible methods of controlling stray currents in compressed-air lines that are used in connection with Airdox systems. Stray electric currents have been studied in most coal-mining localities in the United. States where Airdox equipment is used. The information given in this report is based on the find of these studies.

The Bureau of Mines conducted laboratory tests to determine the effects on the physical properties of coarse coal waste of adding large amounts of fine coal waste. Maximum laboratory dry density, optimum moisture content, shear strength, and permeability tests were conducted on samples that contained 18 to 60 pct minus No.4 (U.S. Standard sieve size) coal waste. For the nonslaky materials, maximum laboratory densities were highest and permeabilities lowest when the samples contained between 30 and 40 pct minus No.4. Shear strength increased rapidly when the proportion of minus No. 4 was increased from 20 to 40 pct, but then increased only slightly or leveled off when the minus No. 4 was increased to 60 pct. Optimum moisture content and permeability were the physical properties most affected by the addition of fines. Optimum moisture content increased as much as 3 pct, and permeabilities decreased up to three orders of magnitude. Slaky coal waste material had physical property reactions to the addition of fines substantially different from those of nonslaky material.

In 1876 cassiterite was identified in the placer gold from the northern Black Hills, and such a mixture could have come only from Nigger Hill or one of the streams draining the hill, because in no other part of the northern hills have cassiterite and gold been found together. Nigger Hill is in western Lawrence County, South Dakota, and on it is the little camp of Tinton. The Wyoming line runs along the west side of the hill and crosses the ridge which is the hill's continuation about miles north-northwest of Tinton.

Standard metering of electric arc furnaces usually uses root mean square (RMS) or true root mean square (TRMS) measurements for determining power. Only sinusoidal signals are accurately described by RMS meters, and dc or high-frequency components normally are lost in standard TRMS metering. This can lead to inaccuracies when electrical signals are not sinusoidal, contain dc components, or include fast risetime perturbations, as is the case with the electric signals from an electric arc furnace. Electric arc furnace electrical waveforms, observed in research carried out by the U.S. Bureau of Mines, show high-frequency components and significant deviations from sinusoids. These perturbations and distortions make metering difficult for standard power meters. The inaccuracies in metering can cause further problems if those sensors are used in control systems. For control strategies requiring rapid response, any averaging scheme loses information that can be used in control decisions. In order to obtain better signals for both monitoring and control, a study of instantaneous, RMS, and TRMS power monitoring devices was conducted. From this study it was concluded that precision integrated circuits should be used to obtain instantaneous power with a bandwidth of at least 25 kHz. The information from these devices is more representative than that of standard meters and can be used in predictive control.

The U.S. Bureau of Mines (USBM) has developed a computer-assisted Ground Control Management System (GCMS) for near realtime evaluation of underground coal mine ground conditions. The GCMS combines existing mine-monitoring system and sensor technology with automated computer analysis techniques to enhance the acquisition, analysis, and display of geostructural data. The GCMS, which combines mine structure data with other information, such as geologic conditions and mine layout, has provided information on mining-induced stress transfer and pressure buildup associated with several ground control events. The GCMS collects and analyzes shield-leg pressure, ground pressure, and strata movement data to evaluate the structural behavior of an active Western U.S. Iongwall coal mine. Field data are transmitted over a dedicated phone line to the USBM Denver Research Center (DRC) mine monitoring laboratory, 240 km (150 miles) from the mine site. Real-time collection, processing, and analysis of mine structure and shield pressure information has proved to be an effective method for near-face ground conditions while mining progresses. The GCMS provides the mine operator with information to rapidly identify and manage potentially hazardous ground conditions while mining is in progress.

This study was performed for the U.S. Bureau of Mines. An existing computer simulation of a dragline was modified to simulate a dragline dumping into the hopper portion of a cross-pit conveyor system. This revised computer model was then used to study four proposed cross-pit conveyor systems. Parameters such as dragline position, hopper position, and digging procedure were varied to maximize the dragline production. This performance was compared with the conventional side-casting spoil method. I t was concluded that the cross-pit conveyor systems were competitive with the conventional side-casting technique.

Although the hysteria. with regard to silicosis end other occupational diseases seems largely to haws passed, and more careful sober consideration is being given this subject, it would be very poor policy for any employer to take the stand that the storm has blown over and that he can safely relax and revert to the status of 5, 10, or more years ago in such matters. The real fact is that occupational-disease compensation is nor in its infancy and can be expected to grow by leaps and bounds. At present, while 46 States of the Union3/ and the District of Columbia have compensation acts, only the following have some fern of occupational-disease legislation: California, Delaware, Connecticut, District of Columbia, Illinois, India a, Kentucky, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, New Jersey, New York, North Carolina, North Dakota, Ohio, Pennsylvania, Rode Island, Washington, West Virginia, and Wisconsin. Silicosis appears to be compensable under those acts in California, Connecticut, District of Columbia, Illinois, Kentucky, Massachusetts, Missouri, New York, North Carolina, North Dakota, Ohio, Pennsylvania, West Virginia, and Wisconsin; possibly it may be interpreted as compensable in others. Occupational-disease legislation (largely relating to silicosis) has seen under consideration in some form relatively recently in Arkansas, California, Delaware, Idaho, Maryland, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and. Washington at least. It will be surprising if comparatively broad or inclusive occupational-disease legislation will not be on the statute books of nearly every State in the Union within the next 5 years. With this situation confronting him, the far-sighted industrialist who has the best interests of his organization at heart will immediately begin to "put his house in order," if he has not already done so, by studying possible occupational-disease hazards to his employees; moreover, he will promptly apply all known remedial measures or will attempt to devise such measures if none of those already devised seem to apply to his establishment.

Nether or not many of these proposed projects have merit can be determined only by an actual operating demonstration.Generally speaking, the potash industry of the United States has been hardly more than marking time since the armistice. This is, largely due to the fact that the consumers of potash have been expecting that heavy shipments of foreign potash to the United States would be resumed soon at somewhere near the pre-war prices, and they have not been buying domestic potash at present prices for many months. The result has been that domestic producers have been unable to sell their product at even cost and many producers of potash have been obliged to close down. Thu Nebraska lake plants were closed down in February. The California saline plants were operating at below capacity, and the only large alunite plant is closed down. Even the cement plants have little or no inducements to recover the potash being lost in their waste gases, and the production is very small at present."

A method is being developed by the Federal Bureau of Mines for recovering lead metal from galena without the generation of SO2. Lead chloride is obtained by leaching lead concentrate at a temperature of approximately 100° C with FeCl3 solution: PbS + 2FeCl. " PbC1 2 + 2FeC1 2 + S. Electrolysis of the PbCI 2 product in a fused-salt bath results in deposition of molten lead metal at the cathode and evolution of chlorine at the anode. The chlorine can then be absorbed in the spent leach solution to regenerate FeCl3 for recycling. Optimum electrolyte composition was a PbC12-LiCl eutectic containing 7.6 wt-pct LiCl. The PbCl2-NaCl eutectic also proved satisfactory. Electrolysis in the PbCl2-LiCl bath at 450° C yielded 99 pct current efficiency at a current density of 5 amp/in2 with an energy requirement of only 0.24 kW-hr/lb metal produced. This compares with 98 pct current effi¬ciency and 0.26 kW-hr/lb metal produced for the PbCI2-NaCI bath. A typical lead deposit contained less than 100 ppm total detectable metallic impurities. At the low temperature employed for electrolysis, there was essentially no vaporization of Pb or FbC12.

The U.S. Bureau of Mines investigated the availability of platinum, palladium, and rhodium from 16 deposits in four market economy countries (MEC's). Major recoverable products include 164 Moz of platinum, 80 Moz of palladium, 13 Moz of rhodium, 24 Moz of ruthenium, 4 Moz of Iridium, 2 Moz of Osmium, and 10 Moz of gold. The 12 deposits in the Republic of South Africa are estimated to account for 96.7 pct of total recoverable platinum. The base-case scenario estimates the long-term cost of production including recovery of capital, but provides no return on the investment or O-pct discounted cash-flow rate of return (DCFROR). The total production costs in January 1990 U.S. dollars ranged from $325/oz to $1,288/oz of platinum compared to an average January 1990 price of $492/oz. Approximately 83 pct of total recoverable platinum was economic at a cost level of $4S0/oz or less. At the IS-pct DCFROR, only 26 pct of total recoverable platinum was economic. For platinum-group metals (PGM), attention has been focused on the ratios of the three primary metals: platinum, palladium, and rhodium. Sensitivity analyses were performed to determine the impact long-term rhodium price increases could have on the total cost of production for platinum and palladium.

Objective As mines become safer and disasters fewer, a time may come when no employees in the mining industry have any practical experience in managing a mine emergency. To fill an emerging gap in mine emergency response training, a multidisciplinary team of researchers and computer programmers from the NIOSH Pittsburgh Research Laboratory has developed an intervention for mining personnel who would be in leadership positions in the command center during emergencies. It is called MERITS, a computer-based emergency simulation exercise. MERITS is short for "Mine Emergency Response Interactive Training Simulation." It provides trainees an opportunity to gain command center experience during a simulated underground coal mine emergency. MERITS allows trainees to practice information gathering, situation assessment, decision-making, and coordination skills without risk to personnel or property. Individuals representing mine emergency response personnel, various State safety officials, and private mine management from three States have participated in MERITS training. What Is MERITS? MERITS is an extension of previous work that compiled a knowledge base relevant to mine disaster management via interviews, analysis of literature, reviews of past events, and observations of mock mine disasters. Findings from prior research found a need for an alternative method of command center training. This new computer simulation is being used to train emergency command center personnel to effectively manage an underground mine fire. Modeled after training simulations developed for other industries (e.g., to address nuclear accidents, chemical spills, evacuations, etc.), MERITS simulates underground and surface events related to the disaster. It exposes the user to events that typically occur during a mine emergency, such as lack of information and miscommunication. It also presents trainees with issues that must be addressed, such as making provisions for briefing news media and victims' families, ordering needed supplies, interfacing with Government enforcement agencies, and housing mine rescue teams. The outcome of the scenario is determined by the users' decisions and their emergency response plans. Field Results Field testing of MERITS was conducted with eight full-day training sessions at four different locations in Colorado, Pennsylvania, and West Virginia. These field tests benefited from the knowledge and experience of State of Pennsylvania inspection officials, representatives of the United Mine Workers of America(UMWA), and private mine management who served as trainees for the MERITS training sessions. Trainees self-reported an average of20 years of work experience in the mining industry. All trainees had participated in Mine Emergency Response Development (MERD) training exercises, and many had been involved in real mine emergencies. Trainee evaluation of the MERITS program is summarized below: •Twenty-six of the 27 trainees believed that the MERITS simulation helped them know how to prepare for a real emergency. •Twenty-five of the 27 trainees believed that the storyline for the MERITS simulation was either "very realistic" or "realistic." •All 27 trainees believed that the MERITS simulation helped them learn how to better handle a real emergency. •None of the 27 trainees stated that they were bored during the simulation. After the initial field tests, MERITS was refined and retested during training sessions for individuals from State agencies, the UMWA, and private industry. Mining personnel from underground coal and underground stone mines participated and responded positively to the learning experience. The water situation in Nevada mineral and related industries is described in this report. It contains information on the sources and adequacy of supply to current operators, requirements and uses, quality and costs, geography, hydrography, precipitation and evaporation characteristics, and Nevada water laws. Also, information is given on the water requirements of one public utility powerplant, and the source and consumption of water in four major cities. Water distribution at 24 operations is shown on schematic waterflow diagrams. The mineral industries of Nevada in 1962 used 8.6 billion gallons of nee' water and reused 3.8 billion gallons for a total usage of 12.4 billion gal¬lons. The copper industry was the major water user. The 1962 value of all mineral production in Nevada was $85.5 million. The large amount of water required to maintain this high production is obtained principally from ground-water sources in alluvial valleys and the permeable rock formations of some mountain ranges. Some water is also obtained from perennial streams and springs. Sources of water utilized by existing industry ore near most mineral industry operations; however, seven companies are forced to pipe water distances ranging from 2 to 8 miles. Although water supplies of presently operating companies are adequate at most operations, several companies resort to large-scale reuse of water as a matter of conservation and economics. Acquisition of water by new operators is possible but takes considerable negotiation. Water rights, surface and underground, are controlled by the State. The quality of the water is satisfactory for most purposes. Analyses of 19 samples, listed in the appendix, show the range in water quality at various plants throughout the State. Costs of delivering new water to current operations range from 2 to 26 cents per 1,000 gallons with an average of 10 cents per 1,000 gallons for power and maintenance. No firm costs for recirculating water were available; estimated costs range from 1.5 to 2.5 cents per 1,000 gallons. The mineral-product value of the entire Nevada mineral industry in 1962 was equivalent to $10 per 1,000 gallons of new water and $26 per 1,000 gallons consumed. Projection of the 1962 water requirements of the Nevada mineral industry indicates that the demand for new water will increase from 8.6 billion gallons in 1962 to 11.9 billion gallons in 1980, a 43-percent increase. Water requirements ill the year 2000 are estimated as 14.8 billion gallons, an increase over 1962 water demand of 78-percent.
