The Bureau of Mines, in cooperation with the Federal, State, and local health services, and the mining companies, and miners? organizations, has for several years been carrying on sanitary surveys of mining districts in various states, with the purpose of collecting information on good and poor practices in mine sanitation, construction of approved wash-houses and change houses, the measures being taken to combat preventable diseases, the essential features of good houses for mining towns, and other conditions affecting the health and efficiency of miners and their families. The knowledge thus gained is disseminated for the common benefit of the mining industry. The sanitary conditions in the coal-mining districts of Alabama, as found by a recent survey made by the writer, are presented in this report. In addition to the towns on which this report is chiefly based, at least twice as many were visited where no details :were taken, but their general conditions are taken into consideration in summing conditions in the coal districts.

Water pollution has been an integral part of most mining operations in the past. Most mine planners had designed their mining operations with little or no regard for prevention of water pollution. The main planning element was always the economics of mineral recovery. Quite often the cheapest means of mineral recovery resulted in the largest water pollution problems. Recent water pollution laws have introduced a new economic element - water pollution control costs - to be considered in mine planning. Water pollution control costs can be extremely high. Foresighted planning can minimize these costs and provide better water pollution control. Effective pollution control preplanning can eliminate pollution from active mines and minimize pollution that may occur after completion of mining. Presently available technology can practically eliminate water pollution by treatment of the mine water. Use of water treatment during mining has no effect on the levels of water pollution after treatment ceases and the mine is abandoned. Therefore, this section of the report deals with preplanning to reduce water pollution, both present and future, by using at-source control techniques. Proper planning of mining and pollution control techniques should follow the concept of a complete, comprehensive reclamation plan. This plan should have control measures designed for all phases of mining from initiation through completion. Preplanning involves acquiring complete information concerning the future mine site, defining the reasons why mining could cause pollution from the site, and determination of available techniques to prevent or minimize formation or transportation of pollutants. Location of haulage and access roads and other mine related facilities should be included in preplanning for water pollution control. There are several well-recognized procedures for controlling exposure to hazardous atmospheres in industry. They include (a) substitution of less toxic material, (b) enclosure of processes, (c) wet methods, (d) local exhaust, (e) general ventilation, and (f) use of respiratory protective devices. In addition to their employment as a control measure in occupational exposures, respiratory protective devices also are essential in emergencies that may arise from failure or improper use of other control equipment. Respiratory protective devices usually are employed to supplement other methods of control, as temporary expedients, or when other methods are not readily applicable or practicable. It seems reasonable to assume, however, that where respirators are used consideration has been given to the factors involved and that the devices can provide satisfactory protection if used properly. Their use should not be arrived at simply by a process of elimination of other methods that are more difficult to apply.

From evidence made available during the investigation, it was concluded that the first of a series of explosions occurred at 1:15 to 1:20 p.m. September 21, 1951, in an underground vault that housed pressure regulators on the gas-distribution lines that served Brighten. This explosion damaged the pressure regulators and permitted high-pressure gas to enter the distributing mains and individual-service lines. As a part of the gas-distribution system was not provided with means for protection against such excessive pressures, gas gained access to the interiors of many residences in this area and caused a series of disastrous explosions and fires, which took place during a period of approximately 2 hours after the initial explosion in the pressure-regulator vault. Two persons were killed in the first explosion in a residence, and a third person died of a heart attack attributed to the excitement that prevailed during the explosions and fires, Twenty-three persons were listed as injured. Forty-one residences were either destroyed or damaged - 11 by explosion and the remainder by fires, which developed as a result of gas leakage into residences. Fifteen residences were listed as "completely down" or "gutted." Unofficial estimates of property damage ranged from $1,000,000 to $1,500,000. In view of observations made and information obtained during the investigation, recommendations are presented in this report relative to the natural-gas distribution system in Brighton, which may be helpful in the prevention of similar accidents in this and other communities.

The linear expansion of high-purity oxides of yttrium, cerium, samarium, europium, and dysprosium was determined by the interferometric method for the temperature range 25° to 1,000° C. Single-crystal magnesium oxide and single-crystal aluminum oxide were used as reference materials. The bulk density and crystal form of the nonreference materials also were determined. The coefficients of linear expansion in the range 25° to 1,000° C were found to be 8.10 x 10-6 for yttria, 12.10 x 10-6 for ceria, 10.81 x 10'6 for samaria (monoclinic), 10.35 x 10-6 for europia (monoclinic), and 8.13 x 10-6 for dysprosia, each given in centimeters per centimeter per degree Centigrade. A detailed investigation of the interferometric technique for measuring thermal expansion in this temperature range was made. The interferometer was found to be a precise tool but only when adequate precautions were taken. These precautions are described.

"When a metal-mining company takes out a workmen's compensation insurance policy, it does so to relieve itself of its uncertain and variable financial liability under laps requiring payment to employees for lost-time accidents, there-by passing the liability or to the insuring agency. For this service, or rather for the assumption of the risk, the insuring agency charges the mining company a price, or in insurance parlance, ""a premium"".The insuring agency depends upon a volume and variety of business to average the losses incurred by its individual policy holders, and determines its price to cover losses that are suffered and its cost of doing business.It is generally known that all types of insurance are founded on the theory of probability applied to large groups of risks, Workmen's compensation insurance is no exception, and the average price paid therefor must be based on the frequency and severity of accidents in the particular industry or branch of industry under consideration. The frequency and severity rates are determined by statistics, which, of course, unless standardized, kept carefully and consistently, and analyzed properly, are liable to be inaccurate and misleadingThe importance of large groups in arriving at an average price for insurance service can not be overestimated, For example the writer knows of one small group of some twenty metal-mining companies whose losses during the past two years exceeded their premium charge by 54%. Not a single individual company during the two years kept its losses below the premium rate. For several years the group as a whole has persistently exceeded its premium rate, Such risks are not profitable to the insuring agencies and can only be carried where a large volume of good risks will balance the poor risks, but in order to conform to good insurance ethics the premium rate must be based on averages for the industry as a whole, and kept sufficiently low to induce operators to sell their risks."

This report deals with information regarding a new Medium Frequency (MF) Wireless Communication System for underground mines. This new telecommunication system works on low loss electromagnetic wave propagation modes which allow it to provide quality radio communications almost anywhere in a mine. Tests show the MF system can provide improved safety and managerial control, increased productivity, better organizational team-work and reduced maintenance cost; furthermore, MF's unique design allows for easy installation at a minimum cost. This paper covers the following: 1) MF design plan, 2) Overview of mine radio communications systems, 3) Preparations needed for designing an MF system, 4) MF equipment, 5) MF installation, 6) MF design considerations, 7) MF design specifica¬tions, and 8) Recommendations dealing with MF system. Experiments in four mines are illustrated to demonstrate the success and via¬bility of the MF system. The mines range from small (500 tons/day) to large (67,000 tons/day) capacity and represent several different mining methods. The MF Wireless Communication System represents an advancement in mining communication and the groundwork for other advanced mine systems.

Rock masses of the primary copper ore at the El Teniente Mine are very competent and massive. The rock mass contains almost no open discontinuities. Nevertheless, there is a high frequency network of small discontinuities coupled with widely spaced faults. A data collection campaign designed to characterize the rock structure was recently implemented. The results show that conventional analysis in terms of discontinuity frequency does not predict differences between two studied sectors. However, when an empirical definition of a weak discontinuity is applied, appreciable differences between the two sectors appear in terms of discontinuity frequency and predicted in situ block size distributions. These differences are in accordance with actual observations at the mine site. Due to the geological features of the primary copper ore, rock mass classification schemes cannot be readily applied to characterize these rock masses.

MSA Research Corporation, Division of Mine Safety Appliances Company, was awarded a contract to conduct a survey of past and present methods used to control respirable dust in noncoal mines and ore processing mills. The survey covered information reported in mining journals, and U.S. Bureau of Mines Circulars, dust inspection reports, on-site evaluation of dust control methods and systems, and contact with manufacturers of dust control equipment. Both surface and underground mining operations were visited. Fifty mines and 51 processing plants were included in the survey. Multiple-seam interactions are a major ground control hazard in many U.S. underground coal mines. In some U.S. coalfields, particularly in central Appalachia and the West, the majority of today’s mines are operating above and/or beneath previously mined seams. The effects of multiple-seam interactions can include roof falls, rib spalling, and floor heave. These can seriously disrupt mining operations and threaten the safety of miners. In early 2006, a West Virginia coal miner was killed by rib roll that occurred in a high-stress zone beneath a remnant structure in an overlying mine. Fortunately, not every multiple-seam situation results in hazardous conditions. Indeed, the vast majority do not. For the past several years, the National Institute for Occupational Safety and Health has been conducting research to develop better techniques for predicting the location and severity of multiple-seam interactions. During this investigation, more than 50 mines were visited across the U.S. coalfields. Nearly 300 case histories were collected and analyzed using multivariate statistical techniques. The study also employed the numerical model LaM2D to estimate the multiple-seam stress, the Analysis of Longwall Pillar Stability (ALPS) and the Analysis of Retreat Mining Pillar Stability (ARMPS) programs to determine pillar stability factors (SFs), and the Coal Mine Roof Rating to measure roof quality. The study focused on the two most common types of multiple-seam interactions: • Undermining, where stress concentrations caused by previous full extraction in an overlying seam is the main concern; and • Overmining, where previous full extraction in an underlying seam can result in stress concentrations and rock damage from subsidence. The study confirmed that overmining is much more difficult than undermining, and isolated remnant pillars cause more problems than gob-solid boundaries. For the first time, however, it was possible to quantify these effects in terms of the equivalent thickness of interburden needed to compensate for them. The study also found that pillar design is a critical component of multiple-seam mine planning. Many of the failed cases involved pillars whose SF seemed inadequate once the multiple-seam stresses were accounted for. Weaker roof was also found to significantly increase the risk of multiple-seam interactions. The most important result of the study is an equation that predicts the critical thickness of the interburden required to minimize the likelihood of a multiple-seam interaction. This equation was incorporated into a step-by-step methodology that allows mine planners to evaluate each potential interaction and take steps to reduce the risk of ground control failure. Such measures could include installing cable bolts or other supplemental support, increasing the pillar size, or changing the mine layout to avoid the remnant structure entirely. These Proceedings also contain several previously published papers that cover other facets of multiple-seam mining research. Two papers describe the LaModel family of software developed by Professor Keith A. Heasley of West Virginia University. The LaModel programs were designed for calculating the stresses and displacements in coal mines or other thin, tabular seams in layered media. The original three-dimensional version of LaModel is essential for detailed analyses of complex multiple-seam scenarios. LaM2D, by contrast, implements a simplified two-dimensional model that is suitable for quick approximations of the multiple-seam stresses and strains. Three additional papers in these Proceedings describe the extensive multiple-seam experience of the Harris Mine, examples of extreme multiple-seam mining from the central Appalachian coalfields, and longwall mine experiences in Pennsylvania, West Virginia, and Utah. The final paper reports on a numerical modeling study that provided some insight into the mechanics of multiple-seam mining.

Objective: The Roof Monitoring Safety System (RMSS) provides a first step in roof behavior awareness. By understanding and measuring roof movement in an underground mine, the potential for injuries or fatalities to mine workers from fall of ground can be lessened. Also, officials at an underground mine with a history of data on roof movement are better prepared to make a decision on remedial actions if falls of ground become a problem. The RMSS provides a safer, simple, and inexpensive means for measuring roof movement.

Information Circular (IC) 9453 Roof falls continue to be the greatest single safety hazard faced by underground coal miners. During1996-99, 44 coal miners lost their lives in rock falls and nearly 2,400 were injured. In addition, nearly 6,000 non injury roof collapses were reported. Roof supports are installed to protect the miners, but support system failures contributed to most of these incidents. Reducing the terrible toll taken by ground falls continues to be a major goal of research by the National Institute for Occupational Safety and Health (NIOSH).During 2000-01, NIOSH conducted a series of open industry briefings on New Technology for Coal Mine Roof Support in Norton, VA, Charleston, WV, Evansville, IN, Tuscaloosa, AL, Price, UT, Glenwood Springs, CO, and Washington, PA. Drawing on many years of research undertaken by the NIOSH Pittsburgh and Spokane Research Laboratories, the proceedings describe what types of coal mine roof support are available, how they work, and when they should be used. The major subjects covered include roof bolts, standing roof supports, cable supports, and longwall shields. Some special topics are also addressed, including an analysis of roof fall accident statistics, techniques for better skin control, and material handling considerations. The proceedings volume also contains information on several important new technologies, which are described for the first time, e.g., guidelines for selecting roof bolt

Introduction The Coal Mine Roof Rating (CMRR) is a roof classification system. It was first introduced to the mining community in 1994.The CMRR filled a longstanding need to quantify geologic description of coal measure rocks into an engineering value that could be used for mine design. It has now been written to a user-friendly visual basic code that can be run on any PC with a Windows operating system. Background Rocks that form the roof of coal mines can vary widely and quickly in composition, extent, and defects. This results in an equally broad range of rock properties that can substantially affect the ability of the rock mass to form a stable mine roof. The CMRR was designed to evaluate the properties of the coal mine roof rock mass that contribute to its weakness and convert them into a relative strength rating from 0 to 100. These properties include the cohesion and frequency of discontinuities like bedding, slips, shears, and joints; uniaxial compressive strength (UCS); and moisture sensitivity. With simple lab and field tests and observation, the CMRR can be calculated by technical and operating personnel with a minimum of training. The CMRR has been widely accepted in both U.S. and international coalfields. As a result, a number of roof control applications have been found for the CMRR. It is currently used as an input component in the Analysis of Longwall Pillar Stability(ALPS) program, which is used to design longwall chain pillars. Incan be used as a criterion for determining the appropriate width of mine entries. It has also been used to indicate the appropriate length of cut in weak ground. The CMRR can be used as a strength parameter to characterize inter burden between mined seams in the numerical modeling of subsidence effects. In any area where an estimation of coal measure rock mass strength is required, the CMRR can be adapted to fill this need. How It Works Originally designed to be used with underground exposures, the CMRR can also be calculated from core. The chisel test for bedding cohesion and the ballpeen hammer test for UCS are inappropriate for core. These tests have been replaced by point load testing both axially and diametrally. Two other measures that are common to standard core logging—Rock Quality Designation (RQD) and fracture spacing—are also used to estimate rock weakness. With these easily obtained parameters, the CMRR can be calculated from core and used in the mine planning and exploration phase. The input screens allow calculation of the CMRR for both underground exposure and core. The CMRR is reported both as a “dry" value and as a groundwater-adjusted value for moisture-sensitive rocks. There is a graphical output report featuring a lithologic column with annotated unit ratings and a roof bolt symbol representing the height of the bolted horizon. Another important feature is an AutoCAD interface. This feature allows the export of located CMRR data directly to an AutoCAD layer in XYZ form. In this way, drill hole data can be inserted directly to a base map.

Each winter brings its toll of deaths and serious accidents from the deadly gas, carbon monoxide. Newspapers carry warnings to the public of the dangers of this gas, and frequent now items retort the finding of persons dead or unconscious from the effects of carbon monoxide, yet these accidents continue. Either those warnings are not read, or they are unheeded by people who feel that "It can't happen to me." It can happen to you - carbon monoxide is no respecter of persons, as evidenced by items appearing daily in newspapers all over the country. Carbon monoxide has been a threat to human safety as long as man has used fire to keep himself warm and to cook his food. The burning of any fuel that contains carbon may produce carbon monoxide. This is true of solid fuels such as coal, coke, and wood; of liquid fuels such as oil, gasoline, and kerosene, and of gaseous fuels such as natural or manufactured gas. In the process of combustion the carbon in the fuel unites the chemically with tat oxygen of the air to form carbon dioxide (CO2), however, if the supply of air is not adequate, combustion is incomplete and carbon monoxide (CO) will be formed.

This paper describing the minim, methods at the mine of the Consolidated Cortez Silver Mines, Cortez, Nevada, is one of a series of similar papers being prepared by the Bureau of Mines on mining practices and costs in the various mining districts of the United States. The Cortez district is situated on the southwest slope of Mt. Tenabo of the Cortez Range, near the middle of the boundary line between Eureka and Lander Counties (fig. 1). The camp of Cortez is 36 miles south of Beowawe, the nearest station on the Southern Pacific and Western Pacific Railroads. Mt. Tenabo, which is the highest summit of the south end of the Cortez mange, has an elevation of 9,240 feet; Cortez is about 6,280 feet above sea level. The Consolidated Cortez Silver Mines is the only company operating in the district at the present time and employs about 60 men. The daily production of l25 tons of silver-lead ore is concentrated in the company's mill of 150 tons capacity. The concentrate is hauled to Beowawe by automobile trucks for shipment to a reduction plant in Salt Lake Valley, Utah.
