"When a metal-mining company takes out a workmen's compensation insurance policy, it does so to relieve itself of its uncertain and variable financial liability under laps requiring payment to employees for lost-time accidents, there-by passing the liability or to the insuring agency. For this service, or rather for the assumption of the risk, the insuring agency charges the mining company a price, or in insurance parlance, ""a premium"".The insuring agency depends upon a volume and variety of business to average the losses incurred by its individual policy holders, and determines its price to cover losses that are suffered and its cost of doing business.It is generally known that all types of insurance are founded on the theory of probability applied to large groups of risks, Workmen's compensation insurance is no exception, and the average price paid therefor must be based on the frequency and severity of accidents in the particular industry or branch of industry under consideration. The frequency and severity rates are determined by statistics, which, of course, unless standardized, kept carefully and consistently, and analyzed properly, are liable to be inaccurate and misleadingThe importance of large groups in arriving at an average price for insurance service can not be overestimated, For example the writer knows of one small group of some twenty metal-mining companies whose losses during the past two years exceeded their premium charge by 54%. Not a single individual company during the two years kept its losses below the premium rate. For several years the group as a whole has persistently exceeded its premium rate, Such risks are not profitable to the insuring agencies and can only be carried where a large volume of good risks will balance the poor risks, but in order to conform to good insurance ethics the premium rate must be based on averages for the industry as a whole, and kept sufficiently low to induce operators to sell their risks."

The Bureau of Mines investigated the effect of gamma radiation on reactions between Pennsylvania anthracite and fluorine and chlorine. In the tests with fluorine about 90 percent of the coal reacted at 350° C to form volatile products whether or not irradiation was employed. Up to 0.8 ml of liquid products per gram of anthracite was collected. Among the 25 com-pounds indicated by gas chromatography, fluoroform and l,l-difluoroethylene were tentatively identified from their relative retention times and perfluoro-cyclopentane from its infrared spectrum. In addition, a clear, hard, wax, probably a fluorocarbon, was formed at 45° C in both the presence and absence of radiation. With chlorine there was no significant difference due to radiation, and preliminary tests indicated that the chlorine reacted more with the organic matter of anthracite at 200° C than with inorganic matter. At 400° C the results were inconclusive because of excessive corrosion in the reaction vessel.

Water pollution has been an integral part of most mining operations in the past. Most mine planners had designed their mining operations with little or no regard for prevention of water pollution. The main planning element was always the economics of mineral recovery. Quite often the cheapest means of mineral recovery resulted in the largest water pollution problems. Recent water pollution laws have introduced a new economic element - water pollution control costs - to be considered in mine planning. Water pollution control costs can be extremely high. Foresighted planning can minimize these costs and provide better water pollution control. Effective pollution control preplanning can eliminate pollution from active mines and minimize pollution that may occur after completion of mining. Presently available technology can practically eliminate water pollution by treatment of the mine water. Use of water treatment during mining has no effect on the levels of water pollution after treatment ceases and the mine is abandoned. Therefore, this section of the report deals with preplanning to reduce water pollution, both present and future, by using at-source control techniques. Proper planning of mining and pollution control techniques should follow the concept of a complete, comprehensive reclamation plan. This plan should have control measures designed for all phases of mining from initiation through completion. Preplanning involves acquiring complete information concerning the future mine site, defining the reasons why mining could cause pollution from the site, and determination of available techniques to prevent or minimize formation or transportation of pollutants. Location of haulage and access roads and other mine related facilities should be included in preplanning for water pollution control. The temperature dependency of the low-density viscosity coefficients, ?°T, of helium and of nitrogen, 100° to 1,000° K, is correlated with empirical equations, and the temperature and composition dependencies of the low-density viscosity coefficients, ?°T, of helium-nitrogen mixtures are correlated with the Chapman-Enskog expressions by using the Lennard-Jones (6:12) potential function. The residual viscosity, ?T,P - ?°T (the difference between the viscosity of a compressed gas and the dilute gas at a given temperature), was found to be a function of the thermal pressure coefficient, (?P/?T)V, and two parameters, a and 1, which are characteristic of gas composition. The equation ?T, P = ?°T + a [(?P/?T)V]ß represented 1,340 higher pressure experimental viscosity values with a mean absolute deviation of 0.86 percent, and this equation was used to compute viscosities of the gaseous helium-nitrogen system for a range of temperatures and pressures including those encountered in Bureau of Mines helium purification processes and in a crude-helium conservation gas reservoir. Tabular viscosities for helium, nitrogen, and 13 helium-nitrogen mixtures are presented for 110 temperatures, 133° to 740' K, and 49 pressures in the range 1 to 240 atmospheres. The accuracy of the tabulated viscosities varies because correlation parameters were obtained from experimental data of unequal reliability. It is estimated that uncertainties in the computed viscosity values are ±5 percent for the region 325° to 740° K, ±2 percent for the region 183° to 325° K, and ±5 percent for temperatures below 183° K. The latter uncertainty may rise to y10 percent as critical conditions are approached.

MSA Research Corporation, Division of Mine Safety Appliances Company, was awarded a contract to conduct a survey of past and present methods used to control respirable dust in noncoal mines and ore processing mills. The survey covered information reported in mining journals, and U.S. Bureau of Mines Circulars, dust inspection reports, on-site evaluation of dust control methods and systems, and contact with manufacturers of dust control equipment. Both surface and underground mining operations were visited. Fifty mines and 51 processing plants were included in the survey. Each winter brings its toll of deaths and serious accidents from the deadly gas, carbon monoxide. Newspapers carry warnings to the public of the dangers of this gas, and frequent now items retort the finding of persons dead or unconscious from the effects of carbon monoxide, yet these accidents continue. Either those warnings are not read, or they are unheeded by people who feel that "It can't happen to me." It can happen to you - carbon monoxide is no respecter of persons, as evidenced by items appearing daily in newspapers all over the country. Carbon monoxide has been a threat to human safety as long as man has used fire to keep himself warm and to cook his food. The burning of any fuel that contains carbon may produce carbon monoxide. This is true of solid fuels such as coal, coke, and wood; of liquid fuels such as oil, gasoline, and kerosene, and of gaseous fuels such as natural or manufactured gas. In the process of combustion the carbon in the fuel unites the chemically with tat oxygen of the air to form carbon dioxide (CO2), however, if the supply of air is not adequate, combustion is incomplete and carbon monoxide (CO) will be formed.

To develop effective noise controls for continuous min-ing machines (CMMs) to reduce worker noise exposure. Background Noise-induced hearing loss (NIHL) is an occupational illness caused by chronic exposure to excessive sound levels. For underground coal mine workers, NIHL continues to be a serious health issue. Analysis of hearing loss data suggests that by retirement age, 70%?90% of U.S. coal mine workers will have a hearing impairment. Operated in the confined spaces of underground mines, large industrial mining equipment often produces sound levels that can be harmful to workers. Of all equipment used in underground coal mining operations, CMMs account for the most noise overexposures. To reduce the occurrence of noise over-exposures, engineering noise controls must be developed for the CMM.

This report deals with information regarding a new Medium Frequency (MF) Wireless Communication System for underground mines. This new telecommunication system works on low loss electromagnetic wave propagation modes which allow it to provide quality radio communications almost anywhere in a mine. Tests show the MF system can provide improved safety and managerial control, increased productivity, better organizational team-work and reduced maintenance cost; furthermore, MF's unique design allows for easy installation at a minimum cost. This paper covers the following: 1) MF design plan, 2) Overview of mine radio communications systems, 3) Preparations needed for designing an MF system, 4) MF equipment, 5) MF installation, 6) MF design considerations, 7) MF design specifica¬tions, and 8) Recommendations dealing with MF system. Experiments in four mines are illustrated to demonstrate the success and via¬bility of the MF system. The mines range from small (500 tons/day) to large (67,000 tons/day) capacity and represent several different mining methods. The MF Wireless Communication System represents an advancement in mining communication and the groundwork for other advanced mine systems.

This paper describing the minim, methods at the mine of the Consolidated Cortez Silver Mines, Cortez, Nevada, is one of a series of similar papers being prepared by the Bureau of Mines on mining practices and costs in the various mining districts of the United States. The Cortez district is situated on the southwest slope of Mt. Tenabo of the Cortez Range, near the middle of the boundary line between Eureka and Lander Counties (fig. 1). The camp of Cortez is 36 miles south of Beowawe, the nearest station on the Southern Pacific and Western Pacific Railroads. Mt. Tenabo, which is the highest summit of the south end of the Cortez mange, has an elevation of 9,240 feet; Cortez is about 6,280 feet above sea level. The Consolidated Cortez Silver Mines is the only company operating in the district at the present time and employs about 60 men. The daily production of l25 tons of silver-lead ore is concentrated in the company's mill of 150 tons capacity. The concentrate is hauled to Beowawe by automobile trucks for shipment to a reduction plant in Salt Lake Valley, Utah.

"During recent months much criticism as to the efficiency of mine labor has been heard from various, sections of the country. No doubt much of this criticism has been well founded. The present lack of efficiency and of stability is due primarily to a spirit of restlessness and partial irresponsibility engendered during the transition from war conditions to peace time conditions. This spirit or unrest not only among the laboring classes but in every branch of the human family following a period of intense nervous tension in a nation appears to be a natural sequence of war and beyond the control of man. This condition will gradually disappear, and the majority of our people will again assume their natural order of living, but labor will for a considerable period be sensitive to these influences, whether they be exerted for good or for evil. Employers of labor should take cognizance of this fact and bend every effort towards the development of measures that promote efficiency and permanence of the working force.Labor efficiency depends upon many and varied factors. Some of these factors as applied to mine labor are briefly enumerated in the following paragraph:Selection and Placement of Manpower:In the selection of men the two main considerations are physical ability and adaptability. The laws of mechanics should be applied in the selection of men as in the selection of machinery. If a machine is required for a certain class of work, the type of machine known to be mechanically fit for such work is selected. Likewise, men should be selected with regard to their physical and temperamental fitness for the kind of work expected of them."

Rock masses of the primary copper ore at the El Teniente Mine are very competent and massive. The rock mass contains almost no open discontinuities. Nevertheless, there is a high frequency network of small discontinuities coupled with widely spaced faults. A data collection campaign designed to characterize the rock structure was recently implemented. The results show that conventional analysis in terms of discontinuity frequency does not predict differences between two studied sectors. However, when an empirical definition of a weak discontinuity is applied, appreciable differences between the two sectors appear in terms of discontinuity frequency and predicted in situ block size distributions. These differences are in accordance with actual observations at the mine site. Due to the geological features of the primary copper ore, rock mass classification schemes cannot be readily applied to characterize these rock masses.

Multiple-seam interactions are a major ground control hazard in many U.S. underground coal mines. In some U.S. coalfields, particularly in central Appalachia and the West, the majority of today’s mines are operating above and/or beneath previously mined seams. The effects of multiple-seam interactions can include roof falls, rib spalling, and floor heave. These can seriously disrupt mining operations and threaten the safety of miners. In early 2006, a West Virginia coal miner was killed by rib roll that occurred in a high-stress zone beneath a remnant structure in an overlying mine. Fortunately, not every multiple-seam situation results in hazardous conditions. Indeed, the vast majority do not. For the past several years, the National Institute for Occupational Safety and Health has been conducting research to develop better techniques for predicting the location and severity of multiple-seam interactions. During this investigation, more than 50 mines were visited across the U.S. coalfields. Nearly 300 case histories were collected and analyzed using multivariate statistical techniques. The study also employed the numerical model LaM2D to estimate the multiple-seam stress, the Analysis of Longwall Pillar Stability (ALPS) and the Analysis of Retreat Mining Pillar Stability (ARMPS) programs to determine pillar stability factors (SFs), and the Coal Mine Roof Rating to measure roof quality. The study focused on the two most common types of multiple-seam interactions: • Undermining, where stress concentrations caused by previous full extraction in an overlying seam is the main concern; and • Overmining, where previous full extraction in an underlying seam can result in stress concentrations and rock damage from subsidence. The study confirmed that overmining is much more difficult than undermining, and isolated remnant pillars cause more problems than gob-solid boundaries. For the first time, however, it was possible to quantify these effects in terms of the equivalent thickness of interburden needed to compensate for them. The study also found that pillar design is a critical component of multiple-seam mine planning. Many of the failed cases involved pillars whose SF seemed inadequate once the multiple-seam stresses were accounted for. Weaker roof was also found to significantly increase the risk of multiple-seam interactions. The most important result of the study is an equation that predicts the critical thickness of the interburden required to minimize the likelihood of a multiple-seam interaction. This equation was incorporated into a step-by-step methodology that allows mine planners to evaluate each potential interaction and take steps to reduce the risk of ground control failure. Such measures could include installing cable bolts or other supplemental support, increasing the pillar size, or changing the mine layout to avoid the remnant structure entirely. These Proceedings also contain several previously published papers that cover other facets of multiple-seam mining research. Two papers describe the LaModel family of software developed by Professor Keith A. Heasley of West Virginia University. The LaModel programs were designed for calculating the stresses and displacements in coal mines or other thin, tabular seams in layered media. The original three-dimensional version of LaModel is essential for detailed analyses of complex multiple-seam scenarios. LaM2D, by contrast, implements a simplified two-dimensional model that is suitable for quick approximations of the multiple-seam stresses and strains. Three additional papers in these Proceedings describe the extensive multiple-seam experience of the Harris Mine, examples of extreme multiple-seam mining from the central Appalachian coalfields, and longwall mine experiences in Pennsylvania, West Virginia, and Utah. The final paper reports on a numerical modeling study that provided some insight into the mechanics of multiple-seam mining.

A shortage of anthracite for home heating indicates the necessity of using other fuels for this purpose; low-volatile bituminous, or "soft" coal is the most feasible supplementary fuel, either burned alone or when mixed with anthracite. Comparison of Bituminous Coal and Anthracite Whereas anthracite is clean, burns without smoke, and requires little attention, bituminous coal is dusty, tends to burn with a smoky flame, and forms coke in the fire pot that must be broken up to maintain a continuous high output of heat. When properly fired, however, bituminous coal responds more quickly than anthracite to changes in damper settings and consequently can supply more heat in a short time. It is generally less expensive and usually contains less ash than anthracite.

"INTRODUCTION Coals vary so widely in their burning characteristics that all coals prepared for domestic stoker use cannot be burned efficiently on every type of stoker. The overfeed stoker, a large number of which are in use in the Pacific Northwest, operates satisfactorily when burning low- to high-ash, noncaking bituminous or subbituminous coals, whereas on the clinkering-type, underfeed, bituminous stoker both caking and noncaking bituminous and subbituminous coals are burned, generally with ash contents below 12 percent and ash-softening temperatures between 1,800º and about 2,600º F. Because fly ash continues to be one of the most troublesome factors in domestic underfeed stokers, noncaking coals especially must be chosen carefully with respect to size composition, particularly as regards the exclusion of excessive fines. Their formation as a result of degradation in storage handling or because of crushing in .the stoker worm will increase the fly-ash nuisence.Bituminous and subbituminous coals with higher ash-softening temperatures and, often, higher ash contents have not been able to enter the domestic stoker-coal market in the Pacific northwest because clinkers are not formed readily during clinker-type underfeed-stoker burning, especially in mild weather, and because of the labor and attendant inconvenience required in handling larger volumes of ash. The work described in this report was undertaken to enable mines producing coals of the kind described to enter the stoker-coal markets. The anthracite stoker selected was one that conveys the refuse from the ash pit of the furnace and deposits it into one of two covered, dust-tight disposal cans."
