In situ stresses, based on isotropic and anisotropic relations, were evaluated using computer techniques from overcoring data obtained in dimension stone quarries along the Appalachian Piedmont, the Ozark Uplift, and the Ouachita Tectonic Belt. Stresses in the horizontal plane near the surface are compressive and range from 100 to 4,500 psi. The direction of maximum compressive stress seems to be alined with the general tectonic structure for most of the determinations. The ratio of the maximum to minimum elastic parameters in the horizontal plane ranges from 1.05 to 2.46 for these competent rocks. Isotropic versus anisotropic stress determinations show differences only as great as 25 percent in stress magnitude and 25° in orientation.

This paper, describing the milling practice at tine lead-zinc concentrator of the International Smelting Co., is one of a series of papers on milling methods being prepared by the United States Bureau of nines. The concentrator is operated as a unit of the International Smelting Co. and is located about 40 miles southwest of Salt Lake City, at Tooele, Utah. The Tooele Valley Railroad, operating between the plant and Warner, Utah, a distance of 6.5 miles, makes connection with both the Union Pacific and Denver & Rio Grande Railroads.

World political events that occurred subsequent to yearend 1989 but that bear heavily on the global mineral industry have been of such significance that they cannot be disregarded, and certainly they contribute to any type of "outlook?. However, to write of them simply as "forecasts" in an "outlook" section of this study would be to unjustly pretend to status as prophets. Thus, this section covers events that have occurred not as predictions but rather as history. The section also includes an element with some broad statistical information, but this is included last rather than first for two reasons: the information is subject to considerable re- vision as additional data become available and as preliminary returns are corrected; and the authors view it as less important than the events that govern the statistics. The Near East and the Crisis There.- Of all 1990 political events influencing the world's mineral industry, the Iraqi invasion of Kuwait and the remarkable events that followed this aggression must head the list. The almost immediate imposition of economic sanctions, involving embargoes on shipment of virtually all goods into and out of Iraq, caused severe dislocations in the production and trade of mineral commodities, not only within the region itself, but with a ripple effect, into other world areas as well.

The mining industry of the United States has long been severely criti- cized because of its high rate of accident occurrence, not only as compared with other industries of the United States but also with the mining industries of other countries, particularly Europe. Statistics, often not strictly com- parable, indicate that the accident-frequency rate in all mining is currently about three times and the accident-severity rate is about seven times as great as the average for general industrial work in the United States. These fig- ures are by no means comforting to humanitarian mining men, irrespective of their status in the industry, and they constitute a challenge that certainly cannot continue to be ignored much longer. The picture becomes much darker when the above statistics are augmented with data indicating that on an exposure basis our mines (more particularly our coal mines) have accident rates two, three, or even more times as great as more or less similar mines in Europe, particularly England, Wales, Belgium, France, and Germany. The sting is alleviated to some extent by the knowledge that our coal mines produce about 4 to 5 times as much coal per man day as is produced in at least some European mines. However, all of these foreign acci- dent statistics should be analyzed carefully before we become very much con- cerned about them, because they are not strictly comparable, for several reasons, not the least of which is the fact that foreign methods of compiling or recording accident statistics often differ materially from ours. Moreover, foreign mining and other conditions are definitely dissimilar to ours in many phases, and numerous other factors affect the comparability of foreign mine- accident statistics with those of the United States. Unquestionably, it should also be taken into consideration that the accident rate of the 140,000,000 or more constituting the populace of the United States as a whole is much higher than that of any other major country in the world and is two, three, or more times the rate of the European countries that have more favor- able mine-accident rates than those of the United States (table 1). Moreover, it is significant that the mine-accident-severity rate of British mines is about six times the average accident-severity rate of the major industries of the British Isles, or but little more favorable than the comparable figures in the United States; namely, that mining has an accident severity rate about seven times the average of about 30 of the major industries of this country.

Bureau of Mines engineers examined the chemical and biological treatment of sewage water designed in one case for reuse and in another for subsurface injection. In the first case discussed, approximately 6 million gallons per day of sewage are treated by the activated sludge process followed by tertiary treatment that includes ion exchange. The renovated water is used in the industrial complex. Liquid industrial waste is sent to a waste disposal facility where it is treated for injection into a deep subsurface formation. In the second case, a community of 3,000 people is using a lagoon sewage treatment system followed by subsurface injection of t- treated effluent. Subsurface disposal is used to avoid growth of algae and weeds in a nearby lake to which the treated effluent was originally discharged. The renovation of municipal water for reuse provides a source of water for industries in a semiarid region and may also provide a source for domestic use in densely populated regions where domestic water requirements have priority over industry needs. In addition both waste treatment systems provide examples of the use of subsurface waste disposal to avoid pollution of surface streams.

These proceedings consist of an overview of the in situ mining research currently being carried out by the Bureau of Mines. The following papers emphasize two general aspects of the in situ mining method: the environment and productivity. Both areas are extremely important, particularly because in situ leach mining is a relatively new mining method from a commercial point of view. Topics covered include the restoration of ground water, the selection of lixiviants, in situ mining of commodities other than uranium, in situ mining costs, the application of resistance measurements to in situ mining, an acid leach mining case history, and the use of branched boreholes for in situ mining. A bibliography of Bureau of Mines publications on in situ mining is appended.

"The mechanism of bleomycin-induced pulmonary fibrosis is not ye: clear. Recent studies have shown that alveolar macrophages (AM) can be stimulated by bleomycin in vitro releasing inflammatory cytokines, suggesting that the interaction of bleomycin with AM is an important step in the drug-induced fibrotic process. Bleomycin is known to bind DNA and generate oxygen radicals through complexation with Fe2+ and oxygen. To provide,more insight into the cellular oxidative property of bleomycin, v.s have developed a fluoromicroscopic method using 2',7'-dichlorofluorescin diacetate (DCFHDA) as an oxidative fluorescence probe to study the deomycin-induced intracellular oxidation in rat AM and the inhibition of the oxida¬tion by taurine, a compound known to inhibit the bleomycin-induced fibrosis. Bleomycin at 5 to 20 ug/ml has a moderate stimulatory effect (1.87- to 2.66-fold) on the secretion of superoxide anion. A high concentration of bleomycin (20 ug/ml), however, inhibits cell response to zymosan-induced secretion of superoxide anion. At 4 ug/ml, bleomycin has no effect on cell membrane integrity or morphology but results in a significant increase in intracellular oxidation. This oxidative process is Fe2-,-dependent and is accompanied by an increase in intracellular calcium (35 nM). Both the intracellular oxidation and calcium rise induced by internalized bleomycin are inhibited by pretreatment of cells with varying concentrations of taurine (25, 125, and 187.5 uM). The inhibitory effect on intracellular oxidation .vas found to be 36, 57, and 60%, respectively. These results demonstrate a stimulation-inhibition relationship between bleomycin and taurine on re cellular oxidation at a subcytotoxic dose of bleomycin, suggesting that the oxidative effect of the intracellular bleomycin-Fe2 complex is important in the initiation of the fibrotic process. — Environ Health Perspect 102 (Suppl10):91-96 (1994) IntroductionThe pulmonary system is most susceptible to oxygen radical-induced diseases due to its constant exposure to the highest oxygen tension, and the potential encounters with oxidant gases such as ozone, nitrogen oxides, and toxic doses of dust particles. This report describes and discusses present-day leaching technology employed to recover copper from low-grade mine and dump materials derived from the exploitation of copper ore deposits in the Western United States. Illustrations of the integral parts of the leaching, precipitation, and recovery operations at several copper-producing companies are presented. Schematic drawings are included to present typical flowsheets of leaching and precipitation operations. Operational problems common to most copper leaching and precipitation plants are discussed. Areas of present and future research to improve leaching techniques are cited.

THE IMPORTANCE of infrared and ultraviolet-visible spectrometry in studies of the structure of coal and similar substances is described. Special experimental techniques have been developed for these studies. Thin sections of coal are preferred, but halide pellets are easier to prepare. Information obtained from infrared spectra on chemical functional groups has been discussed; the importance of both intensities and wavelengths of absorption bands has been emphasized. Functional groups assigned include aliphatic and aromatic CH, methylene and methyl groups, hydrogen-bonded hydroxyls, hydrogen-bonded and chelated carbonyls, phenolic structures, minerals, and aromatic structures that are benzenoid or polynuclear. Infrared studies of structures of coal extracts, distillates, and reaction products of various processes, both chemical and physical, are discussed. Coallike infrared spectra of chars of model compounds have been utilized extensively in studies of coal structure. Ultraviolet-visible absorption spectra of coals show a lack of fine structure and low spectral intensities. These results have been applied to the questions of the chemical and physical structure of coal, particularly the question of polynuclear aromaticity of coals. The color of coal is also treated. The physical-chemical origin of the color of coal may be due to free radicals, as interesting correlations of ultraviolet-visible spectra with electron paramagnetic resonance have been obtained. The optical color of coal has been explained and simulation of the color changes observed in thin sections has been carried out, The spectra and structure of coal derivatives and other carbonaceous materials are also discussed. Possible sources of error in absorption spectral measurements are pointed out. Limited measurements of the ultraviolet-visible reflectance spectra of coal are described.

The purpose of the work described in this publication was to determine, on a pilot-plant scale, the practicability of concentrating low-grade bauxite deposits to render them suitable for the extraction of alumina. In 1941, when it became apparent that the United States might soon be drawn into war, the government, through its various agencies and bureaus, began to stimulate and increase production from domestic reserves of bauxite, which is the principal raw material for the production of aluminum. This activity, which was centered in Arkansas, where 95 percent of the domestic reserve is situated, reached peak production when enemy submarine warfare greatly hindered imports from foreign sources. During this period the average domestic production in Arkansas rose from approximately 300,000 long wet tons to something over 6,000,000 tons in 1943.

This paper presents a review of published investigation dealing with the importance of sulfur compounds in the deterioration of materials or providing some basis for estimating the extent of loss shareable to such air pollution. Materials included are cement, stone, metals, paint, leather, paper, sand cloth. The investigations may be divided into two classes, one of the laboratory type in which the sulfur content and the humidity of the air were controlled and the other dealing with the exposure of materials to atmospheres not under control. The first type of work has shown that cement is subject to deterioration by the action of sulfur dioxide gas. The experiments with stone indicate that although limestone takes up sulfur dioxide, from the air, moist sulfur dioxide-air mixtures alone cannot be used for establishing- the comparative weathering- qualities of the different types of stone by accelerated test methods. Laboratory tests indicate that sulfur compounds in the air accelerate the corrosion of iron, steel, zinc, copper, and nickel at normal air temperatures and at certain relative humidities. It has also been indicated that certain types of paint are, affected by high sulfur dioxide concentrations, and that paper is attacked by sulfur dioxide in the atmosphere. The investigations of the second type show the amount or variation of corrosion in different localities and under different types of exposure. The investigations (10) (18)4/ during which sulfur determinations were made indicate that sulfur dioxide is a main controlling factor in the corrosion of iron and steel but according to Quick (18) may not be for some nonferrous metals. In general, the laboratory tests do not Jive definite data on the loss due to sulfur compounds at the concentrations normally found in the air. The data from atmospheric exposures are not complete from the standpoint of the exact effect of the sulfur compounds. Damage to materials so exposed is affected by factors such as other chemical contaminants, humidity, rainfall, solid deposits, and sunlight. This Bureau of Mines report describes the results of an investigation for developing and applying procedures for stabilizing excavations openings in highly yielding ground. The approach developed in this report involves nonlinear modeling of the progressive relaxation of the zones of rock mass around the excavations opening where Coulomb criterion of failure is exceeded. Stresses are calculated by using a computer code; Coulomb-failure condition is examined for both intact rock and joints (using strength parameters [~] and c). The rock mass in the failed zones is relaxed by reducing the Young's modulus of the rock based on an empirical formulation that is a function of the shape of the opening and the extent of the failed zone. In addition, the material in the failed zone is assigned reduced strength paramters 0' and c'. The limiting (or convergent) relaxed zone is obtained through an iterative process by manually changing the rock modulus and the strength parameters between iterations. Support pressures are computed by applying forces normal to the excavation surface. The approach is applied to the analysis of stability and support requirements for an entry in a longwall coal mine.

This Volume documents the use of the Cone Penetrometer data analysis computer programs VERT and HORZ. The programs are interactive in that they prompt the user for input data and allow correction and modification to be made. The programs read data from the results of cone penetrometer soundings and convert the data to values of tan ø. Mean, standard deviation, skew, kurtosis, linear trends and autocorralation are computed by the programs.

This paper describes a method and a computer program for calculating shape factors and areas of channels that turn more than 90° and conduct fluids into the backs of wells. The program represents an improvement over a previous Bureau of Mines investigation by using a 4-point Lagrange interpolation equation instead of a 3-point and by summing areas of trapezoids with either x altitudes or y altitudes. Some of the techniques reported in this paper can also be used to compute the areas between contours and the lengths of lines that turn more than 90°.

A commercial, battery-powered mine vehicle has been equipped for remote operation in coal mines. This vehicle is controlled by an operator from the remote station. Command signals originating at the remote station as well as video and data signals originating on board the vehicle are relayed between the remote station and vehicle using a single coaxial line. This coaxial line is normally 2,000 feet in length and is reeled in and out from a drum mounted aboard the vehicle The vehicle has a maximum speed of 6 ft/sec and a minimum speed of 4 ft/sec using 36-volt excitation of the traction motor. If this traction motor is excited by two of the three batteries, 24-volt excitation, the vehicle will travel at approximately 2 ft/sec. The speed can be reduced by the operator to 1 ft/sec. This vehicular system has been tested in coal mines. Presently, the major limitation of this system is associated with fatigue failure of the splices in the coaxial line and lack of mobility caused by its 3-wheel design.

One of the principal objectives of the Bureau of Mines program for developing super refractory materials is to obtain fundamental data on the physical properties of refractory oxides. This particular investigation obtained accurate thermal expansion coefficients for alpha alumina and evaluated, critically, those coefficients with other published values. High-temperature X-ray diffractometer measurements, by the Bureau, showed that alpha alumina expands anisotropically with expansion parallel to the c axis approximately 10 percent greater than parallel to the a axis. Thermal expansion characteristics of four different alumina samples were determined up to 1,200° C.; the results are presented in both tabular and graphical form. The combined random and systematic errors in the measurements are considered less than 3 percent above 500° C, and approximately 2 percent at 1,000° C. No differences in expansion were observed between the samples or between the heating or cooling cycles.

Sulphur Bank Syndicate, Clearlake, Calif., is one of a series of papers on the treatment of ores being prepared by the Bureau f Mines. The reduction plant and mine of the Sulphur Bank Syndicate are on the eastern shore of Clear Lake, in Lake County, Calif., 4 miles from the town of Clearlake and 125 miles north of San Francisco.
