This report summarizes the Bureau of Mines noise-control research program from 1972 to 1982. Each segment of the mining industry--under- ground coal, underground hardrock, surface mining, and processing plants--has different noise-control problems because of vast differences in working procedures, equipment, and workplace design. The Bureau has identified the most serious noise problems in each segment and has developed strategies for attacking these problems. This publication points out the need for noise control in the mining industry, discusses Federal regulations governing worker exposure to noise, and describes the Bureau's overall approach to mining noise- control research. It traces the history of noise overexposure in each segment of the mining industry and discusses the major noise sources. It provides detailed information on noise-control research efforts in the Bureau's major areas of emphasis, including the results of these efforts. Finally, the report discusses the Bureau's future role in research on mining noise control, emphasizing the need to expend more effort on long term in-house investigations into the noise problems that have been identified in past programs as the most serious ones.

The original flotation reagents were certain oils selected for a combination of properties that occurred fortuitously. It was recognized quite early in the study of flotation mechanism that, in order to function, an oil must have an active group-one that differs from the remainder of the molecule in its affinity for water or the mineral particle. Wark4 gives credit for recognition of this elementary chemical principle to the senior author of this report.5 However, it was soon found that simple hydrocarbons could not be used as flotation reagents and that two of the functions, which were combined in the early flotation oils such as pine and eucalyptus, could be obtained in separate compounds and their relative intensity controlled to advantage. These two functions were called collecting and frothing.

"INTRODUCTION In the course of Bureau of Mines investigations of iron ores near Scappoose, Columbia County, Oreg. during 1942, occurrences of laterite were noted in road cuts and outcrops at many localities in the county. In 1944, the State of Oregon Department of Geology and Mineral Industries completed a preliminary examination of alumina-iron-bearing laterite occurrences in Washington County north of Hillsboro, Oreg.3/ Their report suggested that the lateritic material might be amenable to treatment by the Pederson process for the commercial production of iron and alumina. In order to determine the extent and character of some of the reported lateritic occurrences, the Bureau conducted preliminary explorations in Columbia County near St. Helens, Oreg., from January through June 1945. Almost simultaneously the Alcoa Mining Co. began to explore nearby areas. Their work was continued and expanded after the Bureau's work had been discontinued. This report presents the data obtained from the exploratory work of the Bureau of Mines.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral re¬sources to the end that they make the greatest possible contribution to national security and economy. The project objective of this contract is to design, develop, and demonstrate a dust collecting system for auger head miners, used in coal seams 40 inches or less in height, which will reduce respirable dust below the limits established by the Federal Coal Mine Health and Safety Act of 1969. This system was to be incorporated into 3 Wilcox Mark 20 continuous miner. In order to accomplish this, the objective was divided in three main areas. First: To develop a dust control system which would remove by isolation, respirable dust from the face area and areas where miners work. Second: To develop a dust scrubbing system to remove and collect float dust before the air reaches the return airway. Third: To reduce the overall noise levels to which the miners are exposed.

This report covers the calendar year 1953 and has been prepared and submitted in accordance with the provisions of Sec. 106(a) and Sec. 212(c) of the Federal Coal Mine Safety Act (66 Stat. 692; 30 U.S.C. Secs. 451-483). During this first full calendar year of operations under the Federal Coal Mine Safety Act, the coal-mining industry of the United States attained the best injury records in its history - improving the former best records (made in 1952) by 91 fatal and 10,020 nonfatal injuries. Whereas, the mandatory provisions of the act were intended and designed to prevent major mine disasters, apparently the effects have reached beyond the scope thereof in reducing mine accidents generally.

This Bureau of Mines report is an expansion and update of Information Circular 8719 and comprises maps and tables listing the name, location, and other pertinent data concerning certain fuel-related projects. The maps show the locations of the planned or proposed facilities. The tables include information on projects involving the proposed or planned development of fuel resources, as well as the development of storage, transportation, and conversion facilities. The report covers the 24 States west of the Mississippi River including Alaska and Hawaii. Of the 808 projects for which information is provided, 219 concern coal mines, 246 concern electric generating plants, and 115 concern uranium mines; Energy Supply and Environmental Coordination Act coal conversion notices are also included. Because of the dynamic nature of the energy industry, many uncertainties exist and some of the listed projects may never become realities. Also, no attempt has been made to determine the degree of certainty or viability of each project.

"INTRODUCTION During the early 1920's world-wide attention was attracted to a group of oil fields (Mexia, Wortham, Currie, Richard, and Powell) later known as Mexia-Powell fault-line fields in Limestone, Freestonne, and Navarro Counties, Tex. Enormous yields of high-gravity oil from the wells in these fields resulted in drilling campaigns that quickly surpassed all previous records for rapid, intensive development of productive areas. The discovery of oil in the Mexia filed in September 1921 was followed quickly by the finding of oil in the Currie field in October. In January 1923 oil was discovered in the Powell field; in February 1924 the Richland field, midway between Currie and Powell fields, was brought in; and in November 1924 oil was discovered in the Wortham field, situated between Mexia and Currie fields. Each of the fileds was developed rapidly: wells were spaced closely and had high initial production; production peaks were reached early in the producing lives of the fields; subsequent decline was rapid, and there was early and rapid encroachment of edge water.In 1927 Bureau of Mines engineers, in their investigations a engineering conditions in oil,completed a preliminary study and published a mimeographed report 4/ on underground conditions in the Wortham field, and in 1928 they reported on production and development problems in the Powell Field. 5/ field."

During the investigation of the occurrence of manganese deposits in the western United States, examining engineers of the Bureau of Mines collected samples from four properties in Siskiyou and Mendocino Counties northern California. As the ores were too low-grade to be acceptable to manufacturers of ferromanganese, beneficiation studies were made between 1941 and 1945 to determine the amenability of the ores to concentration. The Johnson and Reynolds properties are near Fort Jones Siskiyou County. The ore occurs in a number of small lenses in that area. Samples were taken for testing for amenability to treatment in a small custom-gravity plant, tentatively planned. by the Waiter Johnson interests of San Francisco. A 2-ton representative sample was obtained from numerous exposed portions of an outcrop on the property of the Mayland Mining Co. The Mayland mine is about 8 miles from Sawyers Bar in Siskiyou County. The ore body consists of stringers and irregular masses of oxide, and. silicate ore scattered through quartz, which these minerals have replaced.

Published or available data on safety in quarries are few except those pertaining to blasting issued by manufacturers of explosives. During the past 25 years the quarrying industry (including various types of quarries producing many different materials) has had a markedly improved accident experience. The downward trend has not been phenomenal or has it been uniform from year to year, owing to occasional major disasters; but from the information at hand it appears that improvement during the 25-year period has been definite.

The studies previously made on Smelting in the Lead Blast Furnace have dealt with the custom smelter of the International Smelting Co. at Tooele, Utah, and on the smelter of the Bunker Hill & Sullivan Mining & Smelting Co. at Kellogg, Idaho. The International plant may be considered representative of the traditional custom smelter. The lead smelter of the future seemingly will have to treat increasingly richer lead charges. This feature was then stressed in describing the Bunker Hill plant.

The United States,-the largest nickel consumer in the world, produces virtually no nickel from domestic ores. Dependence upon outside nickel - sources and increasing strategic, importance of nickel focused the attention of the United States on deposits within its boundries. The most likely domestic sources of nickel are low-grade oxide and silicate deposits, such as the Cle Clum deposit, Kittitas County, Wash., and the Riddle deposit, Douglas County, Oreg. The Federal Bureau of Mines, Northwest Electrodevelopment Laboratory, Albany, Oreg. has been investigating electric smelting of low-grade oxide and silicate nickel ores. These smelting studies have been on selective reduction to produce low-carbon ferronickel. Selective reduction is based upon the relative reducibility of: nickel, iron, and chromium, in the order named, when the charge contains insufficient carbon or other reductants to reduce the entire quantity of these metals present in the ore.

The record of fatalities from mine explosions during the past 2 fiscal years has been anything but encouraging; more men were killed by explosions (379) than were killed from the ante cause during to' preceding 6 years combined (368). The reason for the large increase in the number of explosion fatalities during the past 2 years as compared with the previous 6 years is not entirely clear. In some instances, there has been laxity in the enforcement of State mining laws; in others, both workers and operating officials is have failed to observe recognized precautionary measures to prevent explosions. In many of the explosions that lave occurred within the asst few years in mechanized mines it has been evident that speed of operation and a demand for maximum tonnage at minimum cost resulted in neglect of ordinary safety measures.

Efforts to win an enriched manganiferous product from the Missouri Valley deposits of South Dakota have included an application of most known ore-dressing devices and have been largely unsuccessful. At least two methods showed some promise of success and were the subjects of detailed Investigation by the Bureau of Mines during the period from July 1945 to August 1947. A series of mining and beneficiation tests were undertaken to determine conditions under which the most feasible concentration methods could be employed and to define the limits of such applications in terms of the character of the final beneficiated product. In the absence of a significant current market for any conceivable product of beneficiation, the extent to which applied methods might be considered successful was measured in terms of ratios of recoveries to grade, regardless of the adaptability of such beneficiated products to further metallurgical or direct usage. The results of all investigations show that production of a shale-free, concretionary, manganese-bearing product by any known method requires great sacrifices in manganese recovery. Products of beneficiation, with specifications permitting some inclusion of shale, can probably be most effectively produced by methods employing specialized jigging equipment as the principal functional unit of a process.

"INTRODUCTION Interest in the possibility of using Diesel 6/ engines for haulage power in mining and tunneling is increasing in the United States, owing largely to the reported successful use of Diesel locomotives in European coal mines and to the comparatively recent development of automotive Diesel engines in this country. The extent of this interest has been evidenced to the Bureau of Mines by numerous requests for information as to the factors that must be considered if Diesel engines are to be used safely underground.Proponents of the application of the Diesel engine to underground haulage base their claims for its safety upon a comparison with the gasoline engine, assuming that (1) the carbon monoxide content of Diesel exhaust gas is always low and that (2) fire and explosion hazards from Diesel fuel are minimized because of its low volatility. In these respects the Diesel engine appears less hazardous than the gasoline engine, whose use underground has been discouraged by the Bureau of Mines and other organizations interested in safety in mining. However, such generalizations cannot be accepted as conclusive evidence that safety is inherent in Diesel engines in underground service, as European experience indicates that certain hazards may accompany their use. Such hazards were discussed in a previous publication 7/ that reviews developments in the use of Diesel locomotives in European coal mines.The Bureau of Mines has initiated a study of the hazards that may attend the use of Diesel engines underground to obtain first-hand information that may serve as a basis for recommending sale practices under conditions existing in the United States."

This report 3/gives the results of a reconnaissance of the mining districts in Lander County, Nev., made from March 29 to April 20 and from May 9 to May 21, 1938, during which virtually all of the mining districts n the county were visited. No attempt has been made to include in this report all the mines and prospects in the various mining districts, and it should be stated that whether or not a property is mentioned herein has no. bearing on its merits. The report rovers the situation of the various districts, types of ore deposits, ownership and description of mines and prospects, information on past and current activity, and other information of economic interest likely to be useful to those interested in the development of our mineral resources. The names of the various districts mentioned are those generally used when they were organized for purposes of record and regulation. When originally organized, the districts embraced large areas with no well-defined boundaries, so that the names have little geographical significance.

The objectives of the Continuous Shaft Lining (CSL) System are to reduce the costs, safety hazards, and time currently required in lining mine shafts with concrete. The CSL will line machine bored shafts downward from the shaft collar on a continuous basis using an inverted, pressurized slipforming technique. The technique for slip-forming downwards has been demonstrated and refined under this program. The approach taken involved laboratory scale testing of key features of the CSL concept. These feature tests included concrete distribution, concrete sealing, concrete slipforming and development of a reliable concrete mix. Based on these results, a full scale above-ground test facility and CSL were designed and fabricated. The objectives of these tests were to demonstrate the viability of the basic concept; to establish operating limits; and to provide input data and information for the design of a second generation shaft lining system. The results of the program have led to a CSL design and operational philosophy which will need to be tested in an underground environment before industry will accept the technology. However, the next generation CSL promises to meet all the original program technical objectives.

This report is the first substantial description of the carbonizing process and the details of experimental work conducted at the Denver laboratories under a coopeative agreement between the Bureau of Mines and the Texas Power & Light Co. It presents the results of tests on several Texas lignites and other typical western coals that have been processed in the first pilot plant operated at Denver. Investigations on drying fine coal in the entrained and fluidized state have been under way at Bureau of Mines Denver laboratories for several years. Reports on this work were published in 1949 and 19505/ describing the theory and practice of re-moving inherent moisture from the lower -rank coals. The investigation did not include a study of the removal of surface moisture from fine fuel. Private industry in Canada became interested in the possibilities of drying fine coal, employing the closed-circuit system and techniques recommended by the Bureau. Large, commercial-scale drying units were built by a Canadian company, which successfully demonstrated that surface moisture could be removed from fine coal at high efficiency and capacity ill drying units similar in design to those developed by the Bureau.

While coal occurs beneath about 18 percent of Utah, only 4 percent of the state has minable reserves. Utah's coal fields are mostly bituminous. Current coal production in Utah is largely by underground mining, making Utah unique among the coal-producing states. Most coal seams are more than 8 feet thick. Utah's coal resources are about 6.3 billion tons, 1.3 percent of the national reserve. Most of Utah's coal resources are held by the Federal Government and Indian tribes and are mined under lease. The climate of the Utah coal region is characterized by hot, dry summers and cold, relatively moist winters. Normal precipition varies from 6 inches in the lower valleys to more than 40 inches on some high plateaus. The growing season ranges from 5 months in some valleys to less than 3 months in mountainous regions. These extreme climatic conditions make reclamation difficult. Utah gained primacy when its regulatory program was conditionally approved January 21, 1981. Full program approval was obtained March 7, 1983. The Abandoned Mine Land Program was approved June 3,1983. A Federal Lands Cooperative Agreement was signed in March 1987; Utah performs all enforcement activities and some permitting activities on federal lands.

National Institute for Occupational Safety and Health method 7703 is a portable field procedure for the analysis of workplace air filter samples for hexavalent chromium (CrVI) content immediately after the samples are collected. The field method prescribes CrVI extraction from air filter samples with an ammonium sulfate/ammonium hydroxide extraction buffer using ultrasonic extraction (UE). Strong anion-exchange solidphase extraction (SAE-SPE) is then used to separate CrVI from trivalent chromium and other interferences. Portable spectrophotometric measurement of CrVI is then conducted using the 1,5-diphenylcarbazide (DPC) method. However, it has been found that the ammonium extraction buffer does not dequately bring insoluble CrVI compounds into solution during the UE process. Thus, it was deemed necessary to modify the field method so that it would provide acceptable recoveries for insoluble CrVI compounds. To this end, a more alkaline extraction solution—sodium carbonate/sodium bicarbonate buffer—was investigated. The modified procedure using the highly alkaline extraction solution was demonstrated to be compatible with SAE-SPE cartridges when determining insoluble CrVI in air filter samples. It was found that the carbonate/bicarbonate buffer was equally effective for complete dissolution of both insoluble and soluble forms of CrVI. Furthermore, the modified procedure met desired performance criteria established for air sampling and analytical methods. THE Bureau of Mines has received many requests for Information concerning the methods its laboratories use for analyzing coal and coke and determining their heating value. The fuel investigations now conducted by the Bureau of Mines are an outgrowth of the work undertaken at the Government coal-testing plant erected in 1904 at the Louisiana Purchase Exposition in St. Louis, and the methods for proximate and ultimate analysis of coal used by the Bureau of Mines are based on those originally adopted by the chemists of the coal-testing plant and followed in the subsequent chemical work of the Government fuel-testing plants at St. Louis, Mo., Norfolk, Va., and Pittsburgh, Pa. The many valuable suggestions and criticisms received from N. W. Lord, director of the School of Mines, and from E. E. Somermeier, professor of metallurgy, of Ohio State University, at that time, are greatly appreciated; development of many of the methods for the proximate and ultimate analysis of coal now used by the Bureau of Mines is chiefly clue to these men.
