The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 5/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

"SUMMARY AND CONCLUSIONSIn initial attempts to mine taconite by conventional open-pit methods, the material tended to break into tabular blocks that were too large to be handled by conventional shovel dippers and were unsatisfactory in an ordinary crusher feed. A great amount of secondary blasting was necessary, which added considerably to the cost of mining.The Bureau of Mines and others are engaged in studies designed to contribute to the solution of taconite-mining problems. These studies concern problems related to drilling techniques and patterns, types and methods of use of explosives, and other factors relative to effecting maximum fragmentation at minimum cost.This report is concerned with study of the application of shaped charges in drill holes, the effectiveness of shaped charges as compared to capped charges in secondary blasting, and the merits of different drilling patterns and methods of detonation of conventional-explosive charges.Fragmentation of taconite at or near the surface is controlled or strongly influenced by joint and bedding planes. Since all tests in this study were made in a jointed and bedded area, a definite conclusion as to the relative effect of a shaped charge in a drill hole, as compared to a conventional charge at greater depths and tighter ground, is precluded. However, application of shaped charges in primary blasting of taconite appears to be of no advantage.In secondary blasting of taconite, conventional, capped charges produced better breakage than shaped charges of the designs tested.Based on the results of conventional blasting practice in horizontal-, inclined-, and vertical-hole tests, no better fragmentation is obtained from blasting either horizontal or inclined holes, compared to vertical holes.Holes drilled in staggered parallel rows that intersect both series of joint planes at the greatest possible angle, give maximum breakage compared to rows parallel to one of the series of joint planes.Methods of detonation made little difference in breakage; but the millidelay caps produced the best conditions for moving the broken rocks."

The Bureau of Mines is engaged in a research program on the characterization of tars produced by low-temperature carbonization of coal and their economical upgrading to more valuable materials, Throughout the years, hydrogenation has played an important role in the treatment of these tars, mainly as a means of converting the whole crude tar or selected fractions to motor fuels; diesel oil, lubricating oil, or various solvents. In some instances, production of specialty chemicals has been the objective. The purpose of this report is to summarize, without critical review, the information of the past 25 years on the hydrogenation of low-temperature tars and related substances as presented in the literature or its English translation. Published articles and patents not abstracted in the main body of this report are included in a bibliography at the end. Changes in existing airway and fan-installation conditions offer the most common opportunities for effecting economical operation of mine ventilating systems, but the largest possibilities for securing this result lie in the original design of the main airways for efficient service. Formulas, and. charts for their graphical solution, are presented herewith for the determination of the elements of airways design when the conditions of service are known, or may be roughly approximated. Although the analyses are made with particular reference to metal-mine airways, there is no essential difference between metal and coal mine main airways, and the methods presented are equally applicable to both. Little attention is paid to designing airways for maximum economy in the ventilation of metal mines. Most of the openings used as main airways are originally designed and used for transportation and other operating purposes. Even where openings are made primarily for ventilation, the possibility of their future use for other operating purposes, or even custom alone, usually results in the selection of a size and shape similar to those of existing openings. Natural conditions, such as heavy ground, often seriously limit the size of opening that can be maintained without excessive expense; and various operating factors, such as velocity limitations on traveling roads, often dictate size requirements in excess of those required for economy in ventilation only. In metal mines the main airways are, as a rule, too small rather than too large for economic service, with the general result that the quantities in circulation are often less than the mine's proper requirements over long periods, even though excessive amounts of power are applied in an effort to remedy conditions.

This report describes methods of reclaiming abandoned or inactive tailings ponds and dams. The investigated sites were selected tailings deposits adjacent to metal mines in the southwestern United States and the Pacific Northwest. The basic data developed for each site consisted of the following: a review of existing literature: a site visit that included sampling of the tailings and surrounding materials; laboratory and engineering studies; and development of reclamation plans. Laboratory tests determined the gold and silver content of each tailings deposit and the chemistry of the tailings and surrounding materials. Reclamation plans that include approximate costs were developed for five tailings deposit sites. These ranged in size from 52,000 to 103,000,000 tons. Our conclusions on the remining potential of each site are based on the tailings assay and other technical data. This study concludes that remining as a reclamation tool is feasible at certain sites. Included in this report is a remining program as part of the overall reclamation plan for two sites. Our preliminary results indicate that remining as a reclamation tool is feasible for only one of them.

This report describes the results of a survey of current blast area guarding procedures at surface and underground metal/nonmetal mines. It features five case histories (two surface and three underground mines) of blast guarding methods considered to represent the best systems in use in the U.S. Mining Industry. Elements of an effective blast guarding system are presented along with recommendations for improvements in current blast guarding practices. Industrial and military surveillance and detection technology was reviewed to determine if parallel technology exists for immediate application to blasting site security. While it is concluded that immediate transfer of industrial security technology will be limited, a number of recommendations are advanced for new research to adapt some of that technology for application to the mining environment. Two research areas considered to offer the most potential for improved blast guarding are presented. They are, computerized personnel tracking and blast area intrusion detection using infrared, microwave or E-field type detection systems.

To define the technical competence and capabilities of a nonexplosive excavation concept, the Bureau of Mines conducted reduced-scale laboratory tests of a mechanical excavation tool called a rock splitter. Hydraulically actuated splitters, capable of generating both radial and axial loads on a predrilled hole, were designed and fabricated. Through paired variable testing and drifting simulation, reduced-scale splitter performance was evaluated in concrete. Testing proved that the rock splitter is capable of excavating within the highly confined drift set-ting and that it offers a distinct advantage over splitters that can generate radial loads only.

Numerous investigators have studied grinding. Each has contributed his bit to a literature that is difficult to correlate. Too many of the results have been transformed into curves with so many "inflection points" and "counterflexures" that they obscure the issue. Some of the investigators have neglected the very essence of the problem, namely the power and the amount of material to which a known amount of work was applied. The purpose of this paper is to show the ease with which results can be interpreted when these quantities are duly recognized. Some grinding tests will be given for illustration. Grinding studies are of two kinds: (1) Study of the character of the ore and (2) study of the performance of the machines. Several ores may be crushed by a given machine, or several machines may be used on a given ore. The illustrations given in this report cover both objectives.

One of the lithium minerals most widespread in the earth's surface is spodumene (Li20-A1203-4Si02), a lithium aluminium silicate. For some time, deposits of this mineral were known to exist in the Black Hills of South Dakota, but it was only quite recently that Hess4/ pointed out the great magnitude of the low-grade deposits in forth Carolina. The theoretical lithia (Li20) content of spodumene is 9.04 percent. The only other minerals with such high lithia content are the phosphates, but these occur only in pockets and are not in extensive deposits5/. Actually, however, the lithia content in spodumene is never found to be this high, being nearly always below 7 percent for the pure mineral, and part of the lithia is apparently replaced by other alkalies.

In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSWA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. metallic mining workforce from March through September 1986. Similar reports have been published for the stone, sand and gravel, and nonmetallic mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the coal mining sector.

ECONOMIC recovery, which began in 1958, carried through into 1959 but was somewhat retarded by the 116-day steel strike beginning in July 1959. Recovery and economic growth increased production and consumption of mineral fuels 3 percent above 1958. The increase was accomplished despite a drop of 26 percent in coal exports. Prices remained constant during the year so that the value of production and consumption also increased 3 percent over 1958. Stocks in the hands of producers at yearend were little changed from the supply at the beginning of the year. Employment in the field of mineral fuels decreased 6.4 percent from 1958. Average hourly earnings were up 7 percent, and average hours worked were up 5 percent, with the result that weekly earnings gained 11.8 percent. Internal freight rates were relatively constant, but ocean tanker rates declined both in 1958 and 1959 from the high rates charged during the Suez crisis. The index of major input expenses decreased for anthracite, held constant for bituminous coal, and increased for petroleum. The index of labor cost per dollar of product and per ton of product declined again in 1959 to a new low in anthracite and bituminous-coal mining industries.

A conventional trailing cable connection box on a continuous mining machine was modified by the addition of two innovative devices. These are a pressure vent to preclude buildup of high pressure due to an explosion in-side the enclosure, and a grommet-type cable entry to simplify and speedup cable entering procedures. The innovative devices were evaluated for eight and one-half months in a working section of an underground coal mine. Laboratory tests before and after the in-mine exposure show no measurable change in the devices. Following the favorable in-mine evaluation, technical performance criteria were defined to serve as the basis of approval for the use of the innovative devices. Additional tests to measure comparable gripping of the cable by asbestos rope, substitution rope materials and by the urethane grommet-type entry were included in this effort. Also, literature for the last 80 years was searched. Comments are provided as to how the innovative devices comply with 30 CFR Part 18.

A literature review concerning dredging hazards and dredge safety practices and an examination of MSHA accident and injury statistics on dredge mining in the United States provided the background for an analysis which was completed by visiting 31 dredge operations, dredge manufacturers, and dredging experts. The principal hazards are discussed and countermeasures are suggested in several areas. Drowning is the single largest fatal injury category. Special emphasis is given to the design, care and use requirements of personal flotation devices.

Although aluminum is easily leached from calcined clay with boiling mineral acids, the presence of fines and slimes in the leached residue has hindered the application of acid leaching processes. A feed preparation method was, therefore, devised that provided a dense, smooth-surfaced, fine-grained clay. The important factors affecting feed quality were determined to be (1) crushing the raw clay to the size desired for the leaching process, (2) moistening the crushed clay with a fine mist of water while tumbling on a rotating disk, (3) drying the misted clay, and (4) calcining the dried clay at 750° C in a fluidized bed. Clay treated by this method was leached with HCI, and its residue was washed by water displacement in 4-ft-deep beds. Bed permeabilities on the order of 47 darcys or 4.6 x 10-7 cm2 were obtained with the leached residues.

Burning coal-mine refuse banks were surveyed in 15 States. The following characteristics were tabulated for 495 hanks: County; name, population, and distance of nearest town; size and status of bank; status and stage of fire; and topography. Ways of controlling fires were reviewed, the compacting and sealing method proving most satisfactory. Means for preventing refuse-bank fires by proper construction of banks are described.

This volume summarizes mining and petroleum legislation in 22 jurisdictions of the Near East and South Asia. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes : First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

This report presents information developed during Bureau of Mines contract H0242016, "Mine Shaft Fire and Smoke Protection Systems" from May, 1974 through June, 1975. Purpose of the metal and nonmetal health and safety project was to evaluate mine shaft fire and smoke hazard problems, and to develop and demonstrate a low-cost, reliable mine shaft fire protection system that would protect against such hazards and would be applicable to a majority of metal and nonmetal mine shafts, including raises and winzes, especially in deep mines. Program effort proceeded through five phases, culminating in the successful in-mine fire demonstration of a prototype system. In addition to this final report, a film is available which depicts components of the system and its successful shaft fire testing at an underground mine.

"In 1912 bauxite was discovered in the Andersonville district, which lies in the 28th and 29th land districts of Georgia and comprises parts of Sumter, Macon, and Schley Counties. Mining was begun in May 1914 by the Republic Mining & Manufacturing Co. Considerable ore has been produced in this region since that time by individual interests and by the American Cyanamid & Chemical Corp., which acquired the property formerly owned by the Republic Co.The area was examined in the fall of 1941 by representatives of the Bureau of Mines and the Geological Survey, after which a prospecting program was begun by the Bureau. Drilling was started on December 26, 1941, and continued until November 18, 1943. A total of 1,192 holes was drilled in the district, and 3,679 samples were taken and analyzed.Mineral exploration agreements were signed by 146 property owners covering 42,128 acres. Holes were drilled on 121 of these properties, which have a total area of 38,778 acres.Drilling under this project disclosed several new deposits, of which four have been completely delimited. Previous prospecting in this area by mining companies did not find bauxite, as it lies under heavy overburden. Work by the Bureau indicates 14,412,000 long tons of ore containing 30 percent or more alumina. The total tonnage is divided as follows:Georgia State Highway Routes 26 and 4-9 traverse the district. The Central of Georgia Railroad passes through the center of the entire district (see fig. 1).The project was initiated by J. R. Thoenen, supervising engineer, Non-metals Mining Section, Mining Division, Bureau of Mines. It was under his general supervision until July 1942, after which it was under the general supervision of E. J. Lintner and Rowe McCrae, district engineers for Georgia, South Carolina, and Flordia, respectively.John C. Feeley, Jr., was project engineer from December 1941 to April 1942. Other engineers who assisted in the work on the project are R. E. Babcock, T. M. Romslo, Don M. Coulter, and Walter T. Lewiecki.Acknowledgment is due the metallurgical staffs at College Park, Md., and Tuscaloosa, Ala., for analyses of samples and beneficiation tests.Acknowledgment is also expressed to Alfred D. Zapp, M. W. Harris, Elmer Kneedler,and Parke D.
