The southern shoreline of Monterey Bay, extending from Moss Landing to the Monterey Peninsula, consists of sandy beaches backed by an extensive Flandrian and pre-Flandrian dune complex. This length of shoreline, proximal to areas of urban expansion, is currently being considered for development. For this reason, it is extremely important to understand the variability of beach and dune position along this stretch of coast through time. Previous studies of southern Monterey Bay have documented relatively high erosion rates of 2-8 ft/yr due to a net deficit in the sand budget. Although the sediment transport system in this region is not well understood, estimates for the sediment deficit in southern Monterey Bay range from 200,000 to 1,500,000 yd3/yr. A possible cause of the erosional regime in the southern bay is the removal of sediment by coastal sand mining operations. Based on agency reports and mining permit applications, approximate volumes of sand removed by mining range from 300,000 to 450,000 yd3/yr. These volumes are significant when compared with estimated values for the sediment budget deficit. The sand of southern Monterey Bay, a valuable commercial resource because of its hardness, roundness, amber color and range of usable grain sizes, has been removed from the surf zone, beaches and dunes of Marina and Sand City by four companies since 1906. Information regarding the cross-shore location of sand removal and the exact amounts of sand removal through time is proprietary and poorly documented. However, records documenting the time at which each company commenced and terminated mining do exist. This information suggests that the greatest amount of sand was removed between 1950 and 1968 when three mining companies were operating concurrently.

There are a number of likely impacts from mining operations, but a key issue is uncertainty about the environmental effects of sediment plumes created by disturbance to the seafloor and discharge of processed waters. The New Zealand National Institute of Water and Atmospheric Research (NIWA) is undertaking a research project to improve understanding of such impacts (relevant to both mining and trawl fisheries), by examining the extent and persistence of sediment plumes, the immediate impact and subsequent recovery of seafloor exposed to these plumes, and the effect on functioning of ecologically significant species. The project will use a combination of field survey experimentation with in situ observations and controlled laboratory-based experiments. The field work begins in May 2018 when an area of up to 1km2 at depths of 400-500 m on the Chatham Rise, 450 km east the New Zealand South Island will be subjected to disturbance by an upgraded former NOAA Benthic Disturber. The suspended sediment load created by the disturbance will be tracked and monitored, with the effects on seafloor animals examined by pre-and post-disturbance sampling. A wide range of seafloor sampling, benthic landers, towed cameras, oceanographic moorings and water column monitoring will be carried out over a three week period. Monitoring surveys will be repeated in 2019 and 2020 to determine the longer-term resilience and recovery of disturbed communities. The laboratory-based side of the programme, also starting in 2018, involves holding live deep-sea corals and sponges in tanks at NIWA, and exposing them to various levels and duration of particle loads in the water in order to reveal lethal thresholds as well as sub- lethal effects of settled and suspended sediment.

Deep sea mining of manganese nodules actually will have an environmental impact to the seafloor and to the water column. However, we are far from being able to predict the possible consequences. Therefore, in 1992 environmental studies were conducted with the R/V Sonne in a manganese nodule field of the Peru Basin. The bathymetry of the seafloor was mapped using the hydrosweep system and the distribution and type of sediments were investigated by the parasound system and by collecting surface samples and sediment cores. Deep towing of a side-scan sonar system revealed a Mn encrustation of sediments and a nodule coverage of variable density. Along the tracks of a photo sledge a great variability of bottom fauna and of bioturbation was observed. Bottom-mechanical investigations of surface-near sediments were completed on board. Additionally water samples were collected near the sea floor to determine character and amount of dissolved and suspended particles. Manganese nodules and crusts were collected at 80 locations. In many aspects the nodules differ from those of the Clarion-Clipperton Zone: Big cauliflower-shaped nodules with growth rates up to 160 mm/ Ma may reach a maximum size of 24 cm in diameter, maximum abundance may be 44 kg/m2, the mean size of buried nodules is greater than that of surface nodules. The reason for that difference is due to the relatively high bioproductivity in surface waters and to a Mn redox boundary in the sediment column 10 cm below the seafloor. Histograms of nodules showing the distribution of size and growth type clearly indicate that the growth history is different for basins, slopes and tops of seamounts and ridges. Nodules with diameters >7 cm show mainly diagenetic and to a minor degree hydrogenetic growth. Smaller nodules of the same assemblage are composed mainly of hydrogenetically grown Mn oxide. The optimum diagenetic growth occurs within the sediment immediately above the Mn redox boundary, a level which is not reached by the small nodules.

The chemical composition of the nodules varies with the type of manganese minerals and the size and characteristics of their nucleus but those who have an economic interest have nucleus, generally : Mn> Fe> 6> Si> Al> Ba> Ni> Cu > Co. The Pacific Rim is an area of abundant occurrence of polymetallic nodules and the Pacific sea floor of the Clarion-Clipperton Zone (CCZ) is one of the most interesting areas in regard to the genesis of polymetallic nodules. Their abundance in the ocean floor is very variable, as there are places where they cover more than 70% of the ocean floor. The nodules can be found at any depth, but the highest concentrations are between 4000 and 6000. Hydrothermal processes that occurs near the East Pacific Rise at 21° N, may inputs metallic elements to nodules and to pelagic sediments, especially in regions close to the dorsal, as a greater influence hydrogenetic processes are present westward Metals such as Cu, Co, Ni, Sn, Fe, Mg, Pb, Zn and Ba show a relationship with the East Pacific hydrothermal activity and sea currents carry these metals in solution to the Clarion-Clipperton fracture area, where there are hydrogenic metals sources (Al, Fe and Mn).

Ocean observatory technologies permit uninterrupted, real-time observation of dynamic seafloor environments such as gas hydrate deposits and hydrothermal vent fields that are of both scientific and economic interest. Such observations enable new discoveries of linkages between physical, chemical and biological processes and could permit continuous monitoring of environmental variables during mining operations. Ocean Networks Canada operates the NEPTUNE and VENUS cabled observatories in the Northeast Pacific Ocean. The offshore NEPTUNE observatory supports instruments at two gas hydrate sites on the continental margin off Vancouver Island, and in the hydrothermal vent fields of the Endeavour segment of the Juan de Fuca Ridge. The primary focus of the gas hydrate field observations is to understand the dynamics of the growth and stability of outcropping and sub-seafloor hydrate deposits. Outcropping hydrates at 840 m depth in Barkley Canyon have been monitored for the past 3 years with a mobile instrument platform known as Wally, which is operated over the Internet by a research group in Germany. This tracked vehicle carries standard oceanographic sensors, acoustic current metres, cameras and methane sensors. Data indicate a relationship between degassing of hydrates and tidal currents. In 2012-2013 two high-resolution sonar towers were added to the hydrate field to provide precision tracking of Wally and to monitor volume changes in the outcropping hydrate mounds. A large subsurface hydrate deposit occurs at the Clayoquot Slope site, where bottom depth is 1260 metres. Monitoring instrumentation is currently being established at this location. "The exploitation of marine resources has enjoyed renewed interest with a completely new sector, that of the Deep Sea Mining of mineral resources in the seabed, that is now gaining momentum. Nevertheless, the significant environmental constraints represent a challenge for initiating these new activities, whether this is in terms of the knowledge of the concerned ecosystems or in terms of monitoring and minimizing the impact of these new activities. This paper presents 2 technologies that aim to respond to the expectations of the stakeholders in this area. The first consists of the real-time monitoring of installations/operations and their impact on the environment using the most modern underwater technologies and especially long-term deployment AUV based on AUV docking station solution and autonomous long term observatories. The second consists of a membrane allowing the confinement of an area, the reduction of the emission of particles in suspension and noise reduction.IntroductionDeep ocean environments have been explored since the mid-1800s. Active development of the exploration and further exploitation of deep-sea minerals requires special emphasis on the protection of the marine environment. The complexity of this subject lies in the fact that potential impact and effects of future mining activity are not completely known. One of the main sources of potential impact near the seafloor, as it expected, would be a generation of sediment plumes, their dispersion and redeposition of sediment. Meanwhile, their dimensions, rates of dispersion and redeposition are a big issue. Other plumes are expected in the surface layer as a result of discharges of processing waters and particles after sorting on board of mining vessel, and their features are also not clear. At the same time, understanding of these aspects would be crucial for definition of environment impact area, delineation and designation of different types of protected areas (Areas of Particular Environmental Interest, Impact and Preservation Reference Zones) and future assessment of environmental impacts. Attempts to address these issues demonstrated wide variations between the data of field experiments on the one hand and the results of analytical and numerical models on the other. According to in situ measurements, plumes were detected at a distance vary from one to less than 20 km [e.g., Burns et al., 1980; Sharma et al., 2001; Nautilus Minerals, 2008 etc.], whilst some models show results up to 100 km [Rolinski S. et al., 2001] and more. It seemed that results of in-situ experiments are preferable, but they were not many indeed. However, these data were used in different investigations rather widely, but their focus, as far as we know, was not on the matters related directly with plumes.

In the quest of studying the assigned blocks of seafloor for deep water mining, each member country of the ISA is thirsty for accurate information as to the level of resources available. Manganese nodules represent a large portion of the resources and are as precious as they are hard to locate and harvest. Resolving such challenges is what drives the technology development and yields instruments and products capable of serving this field of research. This presentation will study how manufactures of oceanographic instruments have pushed the technology envelop to in order to transform a collection of sensors and instruments into a seamless and adapted assembly working to serve the researcher and prospector in the challenging field they operate. Deep water data collection is characterized by the following challenges: ? Deployment, recovery and handling of the vehicle ? Producing high resolution at great distances ? Positioning that data with accuracy to relocate Teledyne Marine will present the work performed in its engineering laboratories to produce sub systems and systems now capable of delivering key information necessary to the proper cataloguing and exploitation of deep water mineral mining. Understanding and controlling the alternative resources available to each country will allow better management of current traditional land based minerals.

The Government of India started its deep seabed exploration programme during 1982. This programme was started as one of national importance and several national laboratories were involved to realize the development of requisite technologies for deepsea mining and processing. After a concentrated effort on surveying, using its own as well as hired ships, India succeeded by mid 1980s in identifying a prospective site in the Indian Ocean as an exclusive claim for development. India was registered as a Pioneer Investor and became the first country to obtain this status on 17th August 1987. India has been allocated an exclusive mine site of 150,000 km2 in the Central Indian Ocean. Our country also developed considerable expertise in the metallurgical processing for extracting metals from these nodules. The Department of Ocean Development, Government of India, the organization which is designated as the nodal agency responsible for implementing the deep seabed mining programme has drawn up a long term plan which will enable it to fulfill its obligations as a Pioneer Investor. The work toward the design and development of a mining system has been entrusted to the Central Mechanical and Engineering Research Institute, Durgapur. As a part of this programme they have developed a nodule collector and a riser system which have been tested in very shallow waters only. Since this technology development for deep sea mining applications is highly time consuming and very expensive, this programme is also being used to develop components for intermediate applications. In view of the long timeframe required for perfecting a deepsea nodule mining technology, the Government of India is also keen on developing shallow water mining systems for utilizing the placer deposits. One of the richest heavy mineral deposits in the Indian Exclusive Economic Zone is available on the west coast of South India in the state of Kerala. The coastal stretch between Kanyakumari, on the southern tip of India, and Alleppey along the west coast at a distance from the tip of approximately 210 km, there is a good multimineral reserve. The initial survey indicates that the estimated reserves in the surveyed areas are approximately as follows: Ilmenite 1.4 million tonnes Rutile 0.14 million tomes Zircon 0.13 million tomes Sillimanite 0.53 million tonnes

Based on geochronological data it was confirmed that hydrothermal discharge has an episodic character: active and inactive periods of the seafloor massive sulfides (SMS) formation alternate (Cherkashov et al., 2017). There is an assumption of correlation of the periods of magmatic and hydrothermal activity with the stages of glaciation (Lund et al., 2016). During the cold periods, the level of the ocean was reduced from 70 to 150 m depending on the glaciation scale (Spratt, Lisiecki, 2016). As a result, the hydrospheric pressure on the upper mantle decreased and could provide increased magmatic and hydrothermal activity (Lund, Asimow, 2011). This assumption is confirmed by the correlation of warming and cooling stages with increasing of hydrothermal input to the bottom sediment near hydrothermal fields. According to data (Lund et al., 2014, 2016; Middleton et al., 2015) the peaks of hydrothermal activity, expressed in the layers of metalliferous sediments at the East Pacific Rise and the Mid-Atlantic Ridge, roughly correspond to the last two periods of cooling (20 and 60 ka). To test this hypothesis, we tried to compare the sequence of warm and cold periods in the Pleistocene with the dating of SMS reflecting the periods of hydrothermal activity. Results SMS samples were obtained from 12 sites within the Russian Exploration Area at the MAR segment 12-20°N. The results of dating 198 samples by the 230Th/U method demonstrated the absence of correlation between hydrothermal activity periods in different hydrothermal fields (Cherkashov et al., 2017). It was proposed that each field has its own evolutions scenario. Considering this point, only the oldest SMS dating for each field which fixed the beginning of hydrothermal activity was selected for comparison with the cold/warming periods.

INTRODUCTION High tellurium contents in the ancient volcanogenic massive sulfides (VMS) and modern seafloor massive sulfides (SMS) have been reported by V.Maslennikov (Maslennikov et al., 2013). However findings of tellurium minerals in SMS are rather rare. The only reported coloradoite and bi-melonite, have been found in massive sulfides from Rainbow hydrothermal field (Fouquet, 2010). Here we present data about Te - minerals in sulfide chimneys of different ages (up to 84.7 kyr - Cherkashov et al., 2010 ) from Semyenov-2 hydrothermal field. The obtained results The Semyenov hydrothermal cluster was discovered and studied in the course of cruises 30 and 32 of R/V Professor Logachev (2007 and 2009) at 13º31´ N, MAR. This area is associated with an oceanic core complex and associated with serpentinized gabbro- peridotites and basalts. Plagiogranites and tonalites have been dredged on seafloor in the Semyenov cluster area (Cherkashov et al., 2013; Pertsev et al., 2012). In total, 25 sulfides samples have been studied. The major and minor mineralogical phases were identified using reflected light microscope. Major element compositions of ore- forming minerals were analyzed on a Hitachi S3400N scanning electron microscope at the Geomodel Center, St. Petersburg State University (St. Petersburg, Russia) with an AzTec Energy 350 (EDX) detector and an INCA 500 (WDX) detector.

The source of ore metals for base and precious metal volcanogenic massive sulfide (vms) deposits has been debated for decades. Metals can be obtained from high-temperature sea water-rock reactions in subseafloor circulatory hydrothermal systems, or provided by the magmatic fluids that are degassed from magma. The magmatic signatures are largely erased in the hydrothermal system by the overwhelming, long-term circulation of seawater. Melt inclusions in phenocrysts (plagioclase, olivine, pyroxene) of volcanic rocks provide an effective means of understanding the potential for a magmatic contribution to the ore-forming fluids. We present results of a melt inclusion study on the volcanic rocks that host active seafloor hydrothermal fields in the eastern Manus immature back-arc pull-apart basin of Papua New Guinea and an Ordovician-age back arc in New Brunswick, Canada that hosts the ?giant? (330 mmt) Brunswick #12 vms ore deposit. A fluid phase is typically observed in cavities within melt inclusions, indicating that the magma was saturated with volatiles prior to its eruption. The fluid is CO2-dominated with lesser H2O and CH4 in melt inclusions of mafic volcanics and is H2O-rich in felsic volcanics. Tiny crystals and amorphous precipitates (recrystallized at Brunswick #12) of Fe, Ni, Zn, Cu and Mn chlorides, sulfides and oxides coat the walls of the vapor cavities. The crystals include magnetite, magnesite, calcite, anhydrite, gypsum, barite, pyrite, chalcopyrite, halite, silicates and apatite. At Manus, the compositions of the precipitates on the bubble walls of melt inclusions are similar to those found in the vesicles in the matrix glass of the same sample. The ore metals in the volatile phases changed from Ni+Zn+Cu+Fe ? Cu+Zn+Fe ?Fe+Zn (+Pb?) as the magma evolved from basalt, basaltic andesite ? andesite, dacite ? rhyodacite, rhyolite. Glass of the melt inclusions compared to that of the matrix of the rocks from Manus have significantly higher concentrations of H2O (av. 1.64 vs 0.7wt%), Cl (av. 2500 vs1300 ppm) and S (av. 900 vs 100 ppm) suggesting that these volatiles were extensively exsolved from the magma. A minimum of 1.0 to 1.7wt% of magmatic volatiles is estimated to have been degassed before and during the eruptions. The focused discharge of a magmatic fluid as a result of pre-eruptive degassing could be responsible for the metals in the sulfide deposits on the seafloor. If 1 km3 of magma were emplaced in a shallow chamber, then the associated magmatic fluid would be 35.1 million tonnes. If this fluid contained 2.3 wt% Zn and 7.2 wt% Cu (Yang and Scott, 1996, Nature), a total of 0.8 million tonnes of Zn and 2.5 million tonnes of Cu would be to the hydrothermal system.

The Offshore Technology Conference (OTC) was founded in 1969 when a group of scientific and technical societies organized an annual conference and exhibition dedicated to technologies used in the offshore oil, gas and mining industries. Currently, OTC is sponsored by 12 industry organizations and societies. These include: American Association of Petroleum Geologists (AAPG); American Institute of Chemical Engineers (AIChE); American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME); American Society of Civil Engineers (ASCE); ASME International Petroleum Technology Institute; Institute of Electrical and Electronics Engineers/Oceanic Society (IEEE-OES); Marine Technology Society (MTS); Society of Exploration Geophysicists (SEG); Society for Mining, Metallurgy, and Exploration (SME); Society of Naval Architects and Marine Engineers (SNAME); Society of Petroleum Engineers (SPE); and The Minerals, Metals, and Materials Society (TMS). OTC also has two endorsing organizations, the International Association of Drilling Contractors (IADC) and the Petroleum Equipment Suppliers Association (PESA), as well as 6 supporting organizations that include the American Petroleum Institute (API), the Independent Petroleum Association of America (IPAA), the Institute of Marine Engineering, Science, and Technology (IMEST), the International Association of Geophysical Contractors (IAGC), the National Ocean Industries Association (NOIA), and the United Kingdom Offshore Operators Association (UKOOA). From its earliest years, the OTC has been held during the first week of May in Houston, TX, initially at the Albert Thomas Convention Center where OTC?69 drew 4200 attendees and 200 exhibitors. As the conference grew and became established as the world?s foremost event for the development of offshore resources in the fields of drilling, exploration, production, and environmental protection, the venue was changed to the Astrodomain Complex, with technical paper sessions and most exhibits taking place in the Astro Hall. The numbers of attendees and exhibitors varied somewhat over the years, primarily in accordance with the fortunes of the international oil and gas industry. At its height in the early 1980s, OTC registered attendance exceeded 100,000 with more than 2500 exhibitors forcing expansion into the Astro Arena and even the Astrodome.

INTRODUCTION For the last decades, deep-sea marine resources such as seabed massive sulfides (SMS), polymetallic nodules and ferromanganese crusts (Fe-Mn crusts) have received an ever- increasing amount of attention worldwide for their abundance in critical metals and potential commercial value. This interest has mostly been driven by the growing world demand for raw materials, in particular for high- and green-technology applications (e.g., hybrid and electric cars, batteries, photovoltaic solar cells, cell phones, super magnets), as well as by industrialized countries governments other than BRICS states need to secure a more diversified supply of metals, resulting in a new deep ocean exploration boom. Since the oceans and its resources are increasingly seen as indispensable for humans needs and their challenges in the decades to come, this boom increments pressure on marine areas, either in international or within countries economic exclusive zone (EEZ). Since 2002, the International Seabed Authority (ISA) has signed up 29 contracts with several entities and national governments from multiple countries (e.g., Japan, China, Germany, France, Russia, India, Rep. of Korea, UK, Canada, Brazil) for exploration for deep-sea mineral resources in international waters, either for scientific or commercial proposes, which together cover over 1.3 million km2 [1]. In turn, over 300 exploration licenses, covering more than 650,000 km2, have been granted within the EEZ of Pacific countries such as Papua New Guinea, Tonga, Fiji, Solomon Islands and Vanuatu [2, 3]. This number is expected to increase very rapidly, as 77 countries have proposed to the United Nations the extension of their continental shelf in order to extend their EEZ and jurisdiction over potential deep-sea mineral resources [4]. Its estimated that 42% of the potential areas for SMS occurrences, 54% for cobalt-rich Fe-Mn crusts, and 19% for polymetallic nodules lie within the EEZ of coastal countries [5]. In addition, a huge amount of seafloor is yet to be explored and evaluated. Combined, the size of the granted exploration areas represents less than 10% of the overall area thought as most favorable for the occurrence of the 3 types of deep-sea mineral resources above mentioned. This means that today’s assessments on deep-sea mineral resources are only a rough approximation.

The southern Mid-Atlantic Ridge (SMAR) is one of the least-explored spreading centers in the world with respect to hydrothermal activity. In the past 8 years research focused mainly on the ridge segments close to Ascension Island, discovering hydrothermal fields as far south as 14°20?S (Haase et al., 2007; German et al., 2008; Tao et al., 2011). However, the vast majority of the SMAR ridge axis has never been thoroughly investigated for hydrothermal activity. In the spring of 2013 we used segment-scale AUV deployments as well as conventional CTD surveys to identify areas of hydrothermal activity along 16 mid-ocean ridge segments between 13° and 33°S, thereby covering close to 5 % of the global ridge axis in a single cruise. During cruise MSM25 of the German research vessel Maria S. Merian, we tested longrange (>100 km lines per dive) AUV deployments of GEOMAR?s AUV ABYSS (a Remus 6000 vehicle) along the spreading axis for their capability to locate active venting in a fast and efficient way on regional surveys. The most exciting frontier in Ocean Technology is represented by a new class of Marine Bioproducts, the source of which lies in marine microorganisms. The microorganisms include microalgae, bacteria and archaea. These organisms represent very diverse, adaptive life forms and in their metabolic processes use carotenoids, polyunsaturated fatty acids, ultraviolet blockers, as well as a wide range of enzymes that are pivotal in the production of new pharmaceuticals and nutraceutical products. These organisms cover a wide spectrum of ocean environments, from the shallow to the deep, from the normal to the extreme. The technological challenge is in the identification of candidate organisms, in the screening for valuable enzymes, and in the industrial production. A whole new range of collecting strategies involving submersibles, ROVs and in situ ocean floor instrumentation is emerging. New non-polluting industrial chemical processes involving the use of photobioreactors and extremophile bioreactors for breeding and monitoring these organisms in neo-farming technology is emerging. The commercial value of these candidate products is immense, as is the range of potential organisms. The dimension of this new industry is global. The Marine Bioproducts Engineering Center (MarBEC), funded by the National Science Foundation (NSF), has been established at the University of Hawaii. Fisheries make a significant regional contribution to the economy of Canada. In the Atlantic Region, over 70 thousand workers depend on the primary or secondary fishing industry. Fisheries are vulnerable to pre-emption of space by other marine industries and to contamination by chemical discharges. Markets may be affected even by the threat that products may be tainted. Fish may be killed by drags and dredges, and their physiology and behaviour affected by suspended sediments are stirred up by mechanical devices. Virtually no evidence exists of adverse impacts £ran ocean mining on fisheries, but projections from other marine activities such as fishing itself, dredging and other marine discharges give reason for caution. Department of Fisheries and Oceans policy calls for review of ocean mining proposals to ensure adequate protection of fish stocks, fishing activities and fish habitat, and compensation for losses attributable to any industrial project. Adverse impacts can be minimized by careful attention to details of location, technology and timing, and to close co-operation and information exchange between industry and the regulatory agencies.

The manned spheres and three ballast spheres are made of maraging steel; the electric power resource (100 kwh) and maximum underwater speed (5 knots) is two times more than of the analogous vehicles while the batteries are of NiFe type; the MIR submersibles have the seawater ballast (and trim) system which means practically unlimited vertical manoeuvrability ; and the weight in air is equal to "Nautilus" - 18,6 tons (in case of equal energy resource the weight of MIR-1 or MIR-2 would be 17 tons). In June 1996, the United Nations International Seabed Authority opened shop in Kingston, Jamaica as an autonomous international organization charged with the administration of seabed mineral developments in all areas beyond national jurisdictions. The Authority is a consequence of the 16 November, 1994 entry into force of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The total seabed area included within the Authority?s purview has yet to be assessed accurately, but clearly constitutes the largest single jurisdiction on the planet. The Authority is governed by legislative bodies called the Assembly and the Council and an administration called the Secretariat. The Assembly includes representatives of the 132 member states which are currently parties both to UNCLOS and to the 1994 Agreement. These member states directly fund the operations of the Secretariat. They include most of the world?s developed nations, island nations, and others among the 188 independent countries which are members of the United Nations. Notably absent are the United States and Canada, which are the only developed coastal states not represented. The Council is a 36-member subset of the Assembly representatives selected through a somewhat involved process designed to achieve a balanced representation of the specific interests of the members. Ultimate responsibility for the Authority?s actions resides in the Assembly, but most initiatives originate in the Council. Also included in the Authority are two subsidiary advisory bodies, the Finance Committee, which reviews the Secretariat?s budget, and the Legal and Technical Commission, which evaluates claims and drafts technical regulations. The Secretariat itself includes a staff of about 30, including 15 highly qualified and competent attorneys, accountants, engineers, and scientists.
