"One of the disadvantages of the federal government's idea of ""taxation by consultation"" is that it seems to take longer to enact new legislation. The proposed new rules for taxing automobile benefits is one example. Here is a ball which has been batted around between government and the public several times and still has not come down to earth. Fasten your seatbelts, there may be more to come. IntroductionThe draft legislation released on April 13 contains the details of the government's current proposals on car expenses and benefits. They differ significantly from the last announced position. Finance Minister Wilson has indicated that the release in draft form will provide an opportunity for the Commons Standing Committee on Finance and Economic Affairs (the Blenkarn committee) and other interested persons to comment before the legislation is introduced in Parliament. Accordingly, there may yet be revisions.Notwithstanding the prospect of further changes, the proposed rules generally come into force in 1988. While taxpayers may welcome some of these changes, particularly the increase in the tax-exempt allowance, many must be frustrated that, at this late date, the rules for the current taxation year are not yet finalized."

"An Expert System has been implemented to assist operators in applying knowledge about froth conditions in the control of the flotation circuit at Highland Valley Copper. For some time, the personnel at Highland Valley Copper have recognized that froth type is a useful indicator of good operating conditions. However, the operating strategy based on froth type recognition is an ad-hoc skill in which different operators use a variety of terms, features and procedures to identify and solve problems. The first phase of this project developed an on-line consultative system to advise and tutor so that the diffuse expertise could be rationalized and consolidated into a standardized format.The second phase has brought this knowledge into a real-time environment to advise the operators on the floor in identifying froth types and troubleshooting corrective action. This paper describes the steps taken to acquire the knowledge, to design the required system features and to implement the real-time version of this system.INTRODUCTIONThe use of expert systems in the mineral industry has been gaining popularity in recent years. Minnova Inc, Les Mines Selbaie, Wabush Mines, Potash Corporation of Saskatchewan are just a few examples of Canadian mining companies that use expert systems to monitor or control their plants. Applications in the field of flotation include Brenda Mines (Edwards, 1992), Mt Isa Mines Ltd (Lacouture et al, 1991), Outokumpu (Karhu, 1989) and Kidd Creek (Burrows et al., 1989).Expert systems are defined as ""computer systems that apply reasoning methodologies on knowledge in a specific domain in order to render advice or recommendations much like a human expert"" (Turban, 1988). The main areas of application are diagnosis, training, process monitoring and control, and design. There are basically two main types of expert systems: Consultative systems, which are off-line applications in diagnosis and design, and on-line realtime systems, used for supervisory process control and real-time advising."

"As explosives become more widely used in urban and other congested areas, governmental regulations pertaining to their use are becoming more pervasive and stringent. This is forcing the blasting industry to review its entire spectrum of operations. Greater attention is now being paid not only to the design and layout of blasts, but also to the monitoring and recording of their after-effects for both legal and business reasons.Current PracticesThe major users of explosives in urban areas are quarry operators and construction companies. A characteristic of both of these industries, at least in recent years, is a relatively low margin of profit. This, coupled with the fact that their use of explosives is relatively intermittent, prevents them from having the kind of professional consulting services that blasting operations really warrant in today's regulatory environment. When such services are obtained, they tend to be directed more at the design and execution of the blast than at the recordkeeping function. The records that are kept tend to be more in the form of a summary of the consultant's design data as opposed to the kind of after-effect detail that is necessary.The more experienced consultants and operators now realize that at least as much attention must be paid to the record-keeping as to the design work. Regulatory bodies at all levels of government are insisting on the availability of such records.Unfortunately, the instrumentation in use today for taking such measurements does not lend itself to the practice of intermittent consulting. Current monitoring and recording instruments are based on so-called analog technology of the type that has traditionally been applied to the monitoring of earthquakes. They require set-up and calibration procedures which must be repeated each time the instrument is moved, or the blasting parameters are changed, as well as complex total analysis of the recorded data. This can lend to confusion and a dilution of responsibility for anything other than the design work and possibly some summary reporting."

UrbanGold and its partners from Mettop and SMS group have developed a novel technology for the recovery of valuables from all non-ferrous metals’ fractions of WEEE (Waste Electrical and Electronic Equipment), with a special focus on low qualities which are commonly landfilled or incinerated. The technology is marketed under the brand name “UrbanGold Flex” to illustrate the high flexibility in respect of plant design and raw material portfolio, allowing also the processing of low grade material and materials with high caloric values. The process of the technology’s centrepiece, a modified and enhanced bath smelting furnace called “HENRI”, was investigated in numerous pyrometallurgical trials as basis for a scale-up towards a capacity of up to 100,000 tons of WEEE-concentrates per year. All relevant facility components have been evaluated in respect of references, fall-back options, as well as exit strategies (alternatives) to minimize risks when establishing a novel technology. A spin-off within the development is the “UrbanGold Compact” technology which can be seen as optimization of state-of-the-art smelters by using an optimized TBRC as primary processing unit. As an UrbanGold Compact plant will be the first industrial scale reference of UrbanGold’s technologies, it is also explained in the publication. As precious metals recovery is of major (economical) importance when recycling WEEE, major attention has been given to minimize the losses of these valuables. These measures, as well as a sophisticated way of utilizing waste heat as far as possible, result in interesting business cases with gross profits of up to 20% or even more. INTRODUCTION Over the past years, the demand of electrical and electronic equipment has increased dramatically with technological progress. Innovations on the technology of electronic devices led to a shorter usage and lifespan and thus boosted the generation of Waste Electrical and Electronic Equipment (WEEE). WEEE is one of the fastest growing waste streams, growing at 3 to 4% per year worldwide and is expected to reach more than 52 million tons per year by 2021. Currently, about 45 Mt of these wastes are estimated to arise worldwide, and the trend is rising (Baldé et al., 2017).

Mines today use various methods of mining to extract ore. Because of the dangerous nature of many of these processes, remotely controlled LHD machines are being used to extract the ore from the draw point. The remote control system, although being made safer all the time, has remained virtually unchanged for many years. The basic functionality is an operator switching the machine to remote control, getting out of the cab, walking up a stand, operating remotely, returning to the cab, switching to manual, driving manually, switching to remote, and switching to manual. It seems repetitive, and time consuming, does it not? Networking, convergence, video, voice, and data infrastructures, and other technologies are growing by leaps and bounds in virtually every industry and region, except for mining. From the comfort of the living room couch, a Canadian can play hockey online with full voice conversations over the Internet with someone in Russia in real time. Yet, a mine superintendent must jump through hoops to have a private conversation with the front line supervisor underground. "Is Joe around anywhere?" If Joe hears the message, he will respond. If not, who knows? Maybe he's hurt. Maybe he's not. Where is Joe? Nobody really knows, and that is scary. Today, surface knows that the workers disappeared into the cage at 7:00 a.m. They also know that the workers will probably and hopefully return at 3:00 p.m. Is there not a better way to handle this? With such a complex industry, it seems as if, for the most part, the introduction of new technology into mining has either been overlooked or has been met with some resistance. It is time to step back, look at the process, and see how it can be improved. Key areas of focus will be safety, productivity, dependability, and cost-effectiveness.

Mabounié is a polymetallic deposit in Gabon containing niobium (1.2 wt.%), tantalum (0.03 wt.%), rare earth elements (REE) (1.4 wt.%) and uranium (0.03 wt.%) that are mostly carried by pyrochlore minerals. The classical route for niobium recovery is a pyrometallurgical process that consists of pyrochlore flotation, dephosphorization of the niobium concentrate and aluminothermy to obtain ferro-niobium. Pyrochlore concentrates can also be treated by a hydrometallurgical process with a mixture of sulfuric and hydrofluoric acid leaching followed by solvent extraction to separate niobium and tantalum. However, the first process does not allow recovering REE and the second one is not environmentally friendly because of the use of HF. ERAMET is looking for new opportunities on strategic metals market and has recently developed a hydrometallurgical process for the recovery of all these metals based on a sulfuric acid treatment of the ore (Donati, Courtaud, & Weigel, 2014). As for most of the oxidized ore processes, the major impurity is iron (~30 wt.%). Thus, in this hydrometallurgical process, the question arises of the elimination and stabilization of the iron as residue. The iron in solution is ferrous; goethite precipitation seems the most adapted crystalline form. Lab and pilot tests have shown kinetics of precipitation of 6 g.L-1.h-1 at pH 4.5. To reduce the salt discharge, sodium-jarosite form is more adapted, but at pH 2, 95°C only 30% of iron is precipitated in 5 hours, compared to 100% in goethite form at the same time and pH 2, 80°C. Different ways of oxidation were tested, air, pure O2, activated carbon, without drastic effect. The more efficient was ozone use, at room temperature; the kinetics of oxidation is five time faster than the other ways with 30% of sodium removed from the solution.

Process control, mine-to-mill optimization, and other mining operations depend on having robust, comprehensive mineralogical and chemical characterization. However, current characterization methods rely primarily on analyzing samples from trenches, channels, blast holes, and drill holes and interpolating between them, and are not always sensitive to some minerals (such as clays) that cause major problems for mining and mineral processing. Continuous characterization is possible with techniques such as hyperspectral remote sensing, which measures reflectance or absorption of light in the visible to near infrared (VNIR) and short-wave infrared (SWIR) regions of the electromagnetic spectrum. Absorption and reflectance features are characteristic of different chemical bond types, so each spectrum corresponds to a different mineral or material. In remote sensing, each pixel in the scanned area has both a location and a spectrum. This makes hyperspectral remote sensing potentially useful for characterizing mine site materials. In this study, we tested a hyperspectral remote sensing system as a method of characterizing the mineralogy and material types at mine and metallurgical sites. Our test site was a small open-pit copper mine and leach operation in the southwestern U.S. We scanned mine highwalls, dump piles, leach pads, and nearby rock outcrops with drone- and tripod-mounted VNIR-SWIR spectrometers. We collected ground-truth data through geologic mapping, sampling, and spot analyses with a portable short-wave SWIR instrument. The results show that the hyperspectral remote sensing system that we tested is capable of distinguishing the types and distribution of spectrally active minerals and other materials in diverse mining settings, including showing wet and dry areas of leach pads; clay and carbonate type and distribution on mine highwalls, leach pads, dumps, and rock outcrops; plant type and distribution; fault zones, bedding planes, and other geological features; and qualitative spectral matches between dump piles and areas of the mine highwalls. Hyperspectral sensing proved particularly sensitive to the presence and type of clay and carbonate minerals, which cause geotechnical and metallurgical problems such as highwall failure, gangue acid consumption, and flotation sliming. Examples will be presented and discussed at the conference. Areas of continuing research include automating and streamlining the data reduction process, integrating hyperspectral data with block modeling and mine planning software, and testing the results of hyperspectral sensing in different geological environments.

"Abstract -Vanadium mineralization occurs in oxide-rich horizons within the layered gabbro zones of the upper parts of the Bell River Complex, Matagami, Québec and the Lac Doré Complex, Chibougamau, Québec. The vanadium-rich horizons are well defined on the ground and in aeromagnetic surveys by their high magnetic susceptibility; consequently, magnetic susceptibility can be an indicator of vanadium mineralization. The main oxide minerals are ilmenite and titanian magnetite, containing 20% to 70% of volume and the ratio of titanian magnetite to ilmenite is relatively constant, ranging from about 1:1 to 2:1. Their sizes are less than 5 µm to greater than 1 mm to 2 mm, occurring as coarse- to medium-grained subhedral crystals intergrown with cumulate silicate minerals (plagioclase, pyroxene, etc.). Electron microprobe analyses indicate that the ilmenite grains are mineralogically and compositionally homogeneous and have low V contents (average 0.18% equivalent V2O5). In contrast, the titanian magnetite grains are inhomogeneous, consisting of trellisworks of ilmenite lamellae in Ti-poor, V-rich magnetite [less than 2 wt% TiO2, and 1.41% equiv. V2O5 (1.16% V2O3) for 20 analyses]. Thus, the magnetite is the principal ore mineral of vanadium; it hosts vanadium in the form of V3+, not V5+, as is commonly and erroneously reported. We have also devised a flowchart for the beneficiation of vanadium-titanium ores. "Future Integrated Gasification Combined Cycle (IGCC) power plants will have superior environmental performance and unmatched efficiency.The Shell Coal Gasification Process (SCGP) is a clean coal technology, which can convert a wide range of coals into clean syngas for high efficiency electricity generation in an IGCC plant. SCGP flexibility has been demonstrated for feeds ranging from bituminous coals to lignites and petroleum coke, and the process is ideally suited for combined cycle power generation, resulting in efficiencies of 42% to 46% (LHV).In the Netherlands, a 250 MWe coal gasification combined cycle plant based on Shell technology is being built by Demkolec, a development partnership of the Dutch Electricity Generating Board (N. V. Sep). The plant is scheduled to start up in 1993. IntroductionBasic ConceptShell's experience with gasification dates back to the 1950s, when the first Shell Gasification Process was commissioned with oil as feedstock. There are now over 140 SGP gasifiers licensed. The experience gained on oil gasification provided a firm theoretical and practical base for the start of coal gasification process development in 1972.At that time, there were serious concerns about the future availability and price of crude oil. Coal gasification (making carbon monoxide and hydrogen by the partial oxidation of coal) was considered to be an important option for refinery applications, because the synthesis gas (syngas) produced can be used as:• a chemical feedstock for making transportation fuels and chemicals;• a source of hydrogen (making use of the water gas shift reaction) for upgrading petroleum products; and• a fuel for heating process streams and/or generating electricity."

"The historical transformations in fire -resistant conveyor belt compositions in the past 20 years have been influenced by factors of material cost, changing flame and burn test requirements, material replacements, adhesion and oil resistance considerations, increased responsibility and legal liability. Specifically, this has resulted in a swing from neoprene-cotton belts to S.B.R. blends and synthetic fibre carcasses, and tighter quality control and documentation of test data.Flame dynamics are discussed and the function and performance of the multiple types of flame-resistant additives in the flame front are presented. Specific flame and burn test requirements are described. The belt manufacturers' requirements and criteria in selecting the types of flame-resistant additives are presented.The author will describe the composition of the types of flame-resistant compounds used in a practical production, the belts that are available on today's mark et and future developments in requirements that may further transform the composition of fire-resistant belts.IntroductionThe historical transformations of conveyor belt compositions in the past two decades have been based on factors common to those leading to changes in man y organic compositional products. These factors are material cost, new materials, the customer' s changing requirements, government regulation s and increased manufacturer' s liability.As a basis for understanding the product, I will provide a brief breakdown of the conveyor belt composite. Figure 1 represents a cross section of a typical belt. A skim rubber coats each fabric ply of the belt carcass and is of a different rubber composition than the outside layer of rubber which forms the cover. This outside cover layer is designed to protect the belt from environmental factors such as heat, oil and abrasion, and other factors involved in the service condition s under which the belt will operate. In the case of fire-retardant belt s, both the skim coat encapsulating the fabric plies and the outer cover must contain sufficient fire retardancy to overcome the contribution to burning of the decomosition products of the fabric."

Introduction During the past few years emphasis has been placed on the importance of major faults, fault zones, and associated structures in localizing ore deposition. This interest has developed partly through experience in mining camps in other parts of the world, and partly by the discovery of such structures associated with ore deposits in the Abitibi region, northwestern Quebec. The recognition of these structures has been brought about chiefly by detailed mapping that has been gradually extended along most of the southern gold belt of Quebec and across adjacent parts of Ontario. In the Chibougamau region of northern Abitibi, progress has been made in the mapping of major faults by using aeroplane photographs with a scale of about 1,000 feet to one inch for field mapping. These studies have shown that many large faults occur in the Abitibi region; also that there is a relationship, direct or indirect, between faults and mineral deposition. The faults are, however, of more than one type and age, and this should be clearly appreciated in any planned programme for prospecting this great region adequately. The information regarding faults and structure is so widely scattered that it is difficult to obtain a clear picture of the essential features, either for planned prospecting or for analysis and development of ideas for further study. This paper, as originally conceived, was intended only to discuss and compare the regional structure of southern Abitibi county-where detail mapping and diamond drilling have been carried on intensively for the past ten years-and of the less well-known Chibougamau district, in order that the experience gained in the one area could be usefully applied in the other. However, a comparison of the two districts leads naturally to a consideration of their common relationship to certain major late-Precambrian structures that form an important northeast system across the southeastern part of the Canadian Shield.

"Continuous pressure filtration is a modern process for the mechanical dewatering of flotation concentrates of coal and similar coal slurries. This method will give a lower moisture content than classical vacuum filtration, the improvement lying in the range 5% to 15%. Eighteen coal slurries have been examined in this survey. They are representative of a wide spectrum of filtered slurries. IntroductionDuring the last five years, a number of coal slurries have been tested either in the laboratory or with a pilot plant. The test pressure ranged from one to six bar. The results have been evaluated by mean s of a computer. Determination of the filter capacity and the resulting moisture content and energy consumption has been made with respect to the continuous pressure filter, Amafilter construction-type KDF (Fig. I) . Standard sizes of these filters are 60 m2, 90 m2 and 120 m2.The continuous pressure filter is a horizontal filter with a level tank. Six filter axles are mounted on a rotating main shaft, each with a particular number of elements attached. The elements rotate on their axes and move along a circular trajectory. Periodically the elements submerge into and emerge out of the slurry. A constant air pressure is maintained above the suspension, thus providing the pressure gradient necessary for filtration. The filtrate together with the dewatering air flows through the elements into the hollow axle and out of the filter."

"The LaRonde mill was commissioned in 1988 and began treating ore from the Penna shaft in 2000. The mill has been expanded to accommodate 7,500 t/day, but ramped down to 6,000 t/day since the deep extension began. The process recovers gold, silver, and base metals. In 2008, the Goldex plant began trucking gold-pyrite concentrate to a treatment plant feeding pulp to the LaRonde mill, increasing gold output by 40,000 oz. In 2009, the high-grade Lapa ore processing facilities were annexed to the LaRonde plant, increasing gold output by 120,000 oz. This paper outlines the metallurgical considerations related to the treatment of different ore types.RÉSUMÉ Le concentrateur de la mine LaRonde a été mis en service en 1988 et a commencé à traiter le minerai du puits Penna en 2000. La capacité du concentrateur a augmenté afin de permettre le traitement de 7 500 tonnes de minerai par jour, capacité qui est retombée à 6 000 tonnes par jour (tpj) depuis le début de l’extension en profondeur de la mine. Ce procédé permet de récupérer de l’or, de l’argent et des métaux communs. En 2008, l’usine de traitement Goldex a commencé à transporter par camion du concentré de pyrite et d’or vers une usine de traitement alimentant en pulpe le concentrateur de LaRonde, augmentant ainsi la production d’or de 40 000 onces. "Grinding mills are the heart of the mineral processing plant, and are production-critical machines which are required to achieve high availability. Liner wear life and a liner design that promotes ease of installation are important variables to achieve a high level of mill availability. Increased mill size results in more mill internal surface to protect, and more liner components to install and remove. This drives designers toward an increase in liner size to minimize the number of components to be installed by the liner handler. The liner attachment method can also have a large impact on mill availability as well as safety during installation.This paper outlines the experience from the development, installation and follow-up of liners installed in two 38' x 45' AG Mills at Boliden Aitik in Sweden. A new Poly-Met shell liner concept has been developed to minimize the number of liner components. The new Poly-Met shell liner components are made much larger than conventional Poly-Met or steel liners. This reduces the number of components to be installed/removed by the liner handler and helps to minimize installation time and consequently down- time. A new attachment system has also been developed to eliminate the need for the installation crew to be in the “drop-zone” of the shell liners while installing the liner bolts.One interesting aspect of this project was the requirement to predict liner life for these new large format AG mills. The existing 22' diameter mills at Aitik provided a base-line reference for this purpose, and DEM studies were used in the project development stage to predict the wear life of shell liners for the new 38' diameter AG mills.
