Not even the complex Conciliation and Arbitration legislation in this country provides any helpful specifications, except in one peculiar particular. The Australian Conciliation and Arbitration Act provides an almost totally tautological definition, except in that one oddity referred to above. It is this : "An employer means any employer in any industry, and includes any person who is usually an employer in an industry, and also includes a Club." No doubt there is some perfectly justifiable reason for such specific and unique particularity in an otherwise meaning- less definition. That need not trouble us in this exercise.

The design of near-surface civil infrastructure requires detailed consideration of the geological/ geotechnical conditions, excavation geometry and sequence and ground support measures to ensure stability of the underground openings and minimal impact on overlying or adjacent infrastructure. Twin parallel road tunnels have been designed and built with connecting cross passages and a piggyback busway tunnel as part of a large infrastructure project in Australia. The tunnels were excavated in poor to fair quality rocks using road headers. Temporary ground support includes shotcrete, rock bolts and canopy tubes. Extensive numerical analyses have been performed to analyse the expected behaviour of the tunnels during excavation, including two-dimensional analyses using UDEC and three-dimensional analyses using FLAC3D. Structural defects in the rock are explicitly included in the 2D analyses to examine the potential for localised ground instability. The stress redistribution is captured by the 3D modelling with an accurate representation of the complex excavation geometry and the detailed excavation and support sequence. This paper presents the modelling methodology, numerical results and discussions on integrating both 2D and 3D analyses to achieve reasonable design.

"The financial valuation of mining assets has a number of fundamental differences to the valuation of many other asset groupings. One such difference is that typically, the greater proportion of both the cost and revenue sides of the cash flow are inherently governed by systemic market forces.As a result, the range of outcomes for the valuation of each mining asset is more unpredictable, with higher levels of risk and uncertainty. In contrast, the management function of many other non-mining businesses or industry groups can control at least a portion of the cash flow by maintaining the margin or controlling the sales price. The management teams of mining businesses and operations typically have limited options, and are thus price-takers for both costs and revenues. As mining is an inherently cyclical industry, large, long-life operations can exist through several price cycles, making valuation both subjective and challenging.The outcomes of both static- and stochastic-based valuations, as well as the internal probabilities of the associated cash flow statements, are significantly impacted when the correlations between the appropriate parameters are quantified, modelled and incorporated into the valuation framework. The appropriate parameters for correlation modelling primarily include those that are governed by systemic market forces. Applying this process results in a different risk profile for the asset by allowing the risks resulting from systemic market movements to be more accurately quantified and then objectively minimised. The objective of this paper is to examine the operation of high frequency screens in closed circuit grinding, where the outcomes achieved indicate favourable economic gains at the comminution stage and downstream processes, including flotation, dewatering, and filtration operations. The classification process in grinding circuits has been slowly evolving within the last century. The history of classification devices brings to mind rake classifiers and spiral classifiers, which although having higher efficiencies compared to hydrocyclones, were not able to keep pace with the evolution of concentrator equipment treating higher tonnages. This higher tonnage throughput has tended to drive the concept of utilising hydrocyclones as the classification stage in closed grinding circuits. The comminution process is commonly the most energy intensive stage of mineral processing. Researchers have determined that the classification stage in the comminution process has the greatest potential for improvement. This paper is intended to inform mineral process engineers of the benefits that high frequency screens offer over hydrocyclones. This will be done by reviewing the purpose for the evolution of classification in the comminution process, documenting past and recent studies, and explaining the modern technology that is currently available.

Adequate estimation of equipment costs is a key factor in a feasibility study and in evaluation of design alternatives for mining and mineral processing projects. Inaccurate early cost estimation could lead to the elimination of investment benefits. However, this estimation is complex and time consuming because of data accessibility problems and consequently access to a rapid, up-to-date and accurate tool is desirable for carrying out cost estimations.This paper describes the development of models for estimating capital and operating costs for a jaw crusher, which is used as the primary crusher for a wide variety of mineral beneficiation plants, applying single and multivariate regression analyses, together with the design of experiment approach, based on principal component analysis. Explanatory variables include gape size, length of feed opening and power as numeric (quantitative) variables and toggle type (single or double) and the existence of extra heavy duty construction as categorical (qualitative) variables. The performance of each model has been investigated and comparing the estimated R-squared (R2) of each model, the best was selected and its validity examined. The cost models include the capital and operating costs along with the operating cost components. The results indicate that the suggested best cost model is sufficiently accurate for use in feasibility studies.

Economic recovery of gold from complex gold ores, including poly-metallic deposits, is impacted by the presence of cyanide-soluble base metals. These base metals can create both a metallurgical challenge plus waste handling and disposal challenges. Base metals such as Cu and Zn compete for the cyanide reagent and often increase the total cyanide consumption to the point of making precious metals recovery uneconomic. In addition, the accumulation of base metals in cyanide solutions represent a challenge for cyanide detoxification and waste water treatment as these metals report to waste sludge. Such sludge requires safe handling and disposal, with possible long-term liabilities.Base metal interference can be removed with sulfidisation-acidification-recycling-thickening (SART) process technology. SART liberates the base metal from the cyanide complex and precipitates the metal as an insoluble sulfide product that can be recovered as a commercial grade concentrate. With the base metal precipitated, the cyanide can be regenerated as free cyanide and recycled to the gold extraction circuit.BioteQ completed laboratory testing for two projects, one employing cyanide leaching of copper-gold sulfide flotation concentrate and one employing a Merrill Crowe process, to determine the effectiveness of SART to remove and recover Cu and Zn in high-grade sulfide concentrates and to reduce the impact of cyanide-soluble metals on gold recovery and cyanide consumption. This paper describes in detail the controlled blasting adopted and the measurements undertaken for the successful excavation of large twin tunnels under a shallow cover for a six-lane highway project in India. The tunnels are D-shaped, each 15 m in diameter, and the cover between the tunnels and the existing railway track was about 14 m. These twin tunnel tubes were characterised by two separate three-lane carriageways for each direction of traffic, and were planned with about 25 m of reinforced cement concrete (RCC) portals at the entrance and exit of the tunnels. The major challenge of the project was the blasting of tunnels in rock below an operating railway line. As the tunnels approached the area below the railway line, the ground vibrations were monitored vertically above the blasting faces and on the railway track sleepers. Vibration intensities between those generated from tunnel blasting and those from the movement of the trains were compared, and it was found that the vibrations from blasting were lower than those from the moving trains. Though the permissible level of ground vibration based on the Indian Standard (IS) code happens to be 70 mm/s, the maximum charge per delay was calculated restricting this limit to 50 mm/s. This ensured that the vibrations in the vicinity of the railway tracks never exceeded the prescribed limit of 70 mm/s. The surface ground settlement before and after the blasts were also measured using an optical levelling instrument, which confirmed that there was no significant impact on the surface movements due to blasting. Extensometer readings inside the tunnels showed that there was no deformation in the tunnel. Whereas mine reconciliation is a well-established month-end process for most modern mining operations, the resource sector has yet to endorse uniform reporting factors against which model accuracy and metal recovery can be formally assessed. Logically, any comprehensive reconciliation framework should facilitate comparison between period reserve, mine and mill and production figures. Historically, Parker’s F Series ratios (Parker, 2012) are often used in some form by mine operators, although they are rarely shared externally, as formal definitions have yet to be accepted. This paper presents a structural extension to the reconciliation process, wherein resource ratios (R Series factors) are used to quantify the long-term impact of the information effect, together with dilution and ore loss. A case study from the El Limón Guajes (ELG) Mine Complex in Mexico is used to demonstrate how an R Factor Series can be implemented to facilitate operation optimisation, over and above conventional F Series reconciliation treatments. This approach is applicable to any mining operation.

The Alligator Rivers Region has been the scene of one of Australia's most intensive environmental monitoring efforts since the current generation of uranium mining was mooted in the 1970s. Prior to mining, the local environment and the nature of potential impacts were not well known. The initial monitoring programs therefore included large baseline characterisation and research components. After some 15 years, water, soil and sediment monitoring programs have been reduced to a fraction of their early size, as the mining and natural systems became better known and characterised, and the actual nature of the environmental impacts were established. Modem techniques allow much more rapid and thorough identification of chemical species and elements of concern, allowing much more focused monitoring programs to be designed. In the 1980s data collection was emphasised at the expense of interpretation, and monitoring programs were maintained at much higher levels than were in fact required. It is now clear that investigations are important and should be distinguished from monitoring programs, and that the timely interpretation of investigations and implementation of recommendations can greatly reduce the effort and expense that can be involved in a monitoring program. Monitoring programs based on a sound understanding of potential environmental impact may then be efficient and cost-effective, yet provide sufficient information to assess the environmental impact of mining, guide further environmental protection measures when problems are detected, and demonstrate compliance with regulatory requirements.

The results from metallurgical test programs are used in feasibility studies for design of new plants and brownfield expansions, in long term mine plans, and to make decisions in an operating plant. There are many elements which contribute to a well-constructed test work program. Ultimately, understanding the accuracy and precision of the test work results is critical to ensuring good decision-making at various phases of a project.Every resource drilling and associated assaying program will have a quality assurance / quality control (QA/QC) component, however this often seems to be overlooked in metallurgical testing programs. The principles of “international standard” or “certified reference material” samples and replicate/duplicate testing can be applied to metallurgical programs, although there are metallurgical-specific considerations in both generating and analysing the data.This paper will describe the QA/QC program carried out within the Olympic Dam geometallurgy program. It will present results in the form of case studies from ten years of testing of replicates and bulk reference samples for industry-standard comminution tests as well as laboratory flotation and leaching tests. Conventional processing of poly-metallic gold containing flotation concentrates are challenging for a number of reasons. One reason is that substantial copper and zinc in the cyanide leach solution compete with gold and silver for carbon adsorption sites. In this study, metal-cyanide adsorption kinetics and equilibrium are measured on three samples of coconut derived activated carbon and one sample of synthetic carbon. Loading selectivity was confirmed to be in the order gold>silver>copper>zinc for all carbon samples. "Base metal and precious metal deposits are well known for their significant geometallurgical variation throughout the volume of the proven resource. At the metallurgical level, the plant normally processes an upper oxidised layer, a transition zone and a sulfide zone, often leading to different processing techniques for the different zones. A novel processing approach is presented whereby alkaline leaching with glycine is used to leach base and precious metals, using a copper-gold ore deposit as a case study. Glycine is a cheap, non-toxic, non-volatile, highly water-soluble crystalline solid produced industrially in bulk quantities. As a chelating ligand it forms a number of stable glycinate complexes with Ni, Co, Cu, platinum group metals (PGMs), Au, Ag, Zn, Pb, Hg and Cd, with broad stability regions over an extended temperature-pH-Eh range, allowing dissolution of these metals in the neutral and alkaline regions (pH 7–13). It has been shown that this lixiviant system can leach the metals from their oxide, oxy-halide, basic sulfate, carbonate, native and various sulfide forms, including refractory sulfides such as chalcopyrite. Extraction of the metals from their soluble glycinates is easily achieved using a range of solvent extraction and precipitation processes, and the glycine remains stable in aqueous solution for recycle and reuse. Minerals bearing metals in Groups 1 to 8 of the periodic table are normally unaltered. This technology therefore provides a highly selective leaching environment for the extraction of numerous scarce metals of economic interest, with minimal interaction with gangue minerals, whilst using environmentally benign reagents. Problematic leach residues such as jarosites, elemental sulfur and silica gels are averted through this processing approach. State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

To assess the present-day functionality of large-scale sublevel caving at LKAB Kiruna a comprehensive measurement program was undertaken involving blast function, fragmentation and gravity flow. As part of this assessment, a fragmentation measurement trial was performed based on 3D imaging of the drawpoint and corresponding bucket load of the underground load-haul-dump (LHD) excavator. 3D image data from stereo photogrammetry was collected and an automated image analysis strategy developed. A number of data sets were collected for each of the drawpoint and LHD bucket, along with sieving results for four of the LHD bucket loads (totally about 70 t). Two of the sieving results were used to inform the automated image analysis strategy, and two were held back as a comparison. Large variations in the visible particles are apparent when comparing corresponding drawpoints and LHD buckets highlighting the impact of sampling location and the need to measure large quantities of data in order to avoid bias from small samples. The results show that 3D imaging and analysis can produce fully automated measurement and analysis of the visible particle size distribution. Although this is not the same as the sieve-size distribution it provides useful estimation of both the larger size classes and a bulk estimate of fine material below approximately 60 mm. The 3D stereo photogrammetry measurement system used produced very high 3D point density but this was achieved using a custom up-sampling technique which significantly smoothed the data, removing small particles, smoothing edges, and this negatively affected the particle delineation algorithms.CITATION:Thurley, M J, Wimmer, M and Nordqvist, A, 2015. The Rocklands copper project is a multilode, iron oxide copper gold (IOCG) + cobalt mineralised system located in the Eastern Fold Belt of the Mt Isa Inlier. Rocklands orebodies cover a range of oxidation zones from oxide, to supergene and primary. Each zone contains different economic minerals of interest. The supergene zones contain significant amounts of native copper and the primary zones are dominated by chalcopyrite. The juxtaposition of these oxidation zones and minerals make it an interesting mineralisation system.Current mine production sampling collects a nominal 3 kg drill chip sample from a 1 m composite, RC drilled interval. A site specific sampling procedure was needed to quantify introduced sampling error when taking grade control samples. Due to oxidation and mineralogical variation in ore zones we needed to develop a practically achievable sampling methodology that ensures minimum sample mass and sample error requirements are achieved to ensure ‘representative’ samples for all ore types.These issues are planned to be resolved using an experimentally derived method using principles from the Theory of Sampling. This method uses an experimental calibration of parameters K and a for Gy’s fundamental sampling error formula using a modified 32-piece sampling tree experiment to compile sampling nomograms for the primary and supergene ores. This paper demonstrates the process undertaken to improve the quality and standard of existing mine production sampling procedures at the Rocklands operation.Results indicate a sample mass of 5 kg for RC drill chips is appropriate for both the primary and supergene ores to achieve a fundamental error below 0.01 or 10 per cent relative error, which is slightly higher than the existing sampling protocol of 3 kg. An additional experiment is recommended to compile sampling nomograms using the exact laboratory comminution and mass reduction stage information to assess the use of a 3 kg sample. The results also indicate no changes are required to existing sampling protocols when sampling RC drill chips in primary and supergene ore at Rocklands.Sampling nomogram results also provide a useful ‘rule of thumb’ reference guide to other mining and exploration companies to help understand minimum sample mass requirements and sampling error during exploration drilling, resource evaluation and mining production stages when targeting similar IOCG mineralised systems. A sample mass of 5 kg is recommended when RC drilling similarly IOCG mineralised prospects and deposits in the Cloncurry area. The acid mine drainage (AMD) situation at three opencast collieries in the Witbank Coalfield, South Africa, was evaluated from different perspectives. Twenty-seven test pits were dug into the spoils of these collieries to characterise the in situ conditions of spoils of varying age. Detailed static testing was done on surrounding drill holes and additional samples were taken from the test pits. Selected samples were tested using different techniques, namely ABA, mineralogy and kinetic tests. Groundwater monitoring boreholes from the areas surrounding these spoils were also used for characterisation. The ABA results compared favourably with the in situ determinations; acidic test pits proved to be potentially acid-generating from ABA, even when the samples had neutral paste pH. Kinetic test results showed these samples to yield low pH leachate over the test period. In several of these results, the theoretical depletion of neutralising potential and the onset of acidity were well matched. NAG pH-values and final observed water chemistry corresponded for the cells predicted by ABA to acidify, but compared poorly in cells that did not acidify. Results from the non-acidic spoils were consistent with the in situ observations. Alternative kinetic test methodologies were also employed. Duplicate samples were tested in humidity cells and in aerated trays that were manually wetted on a regular basis. Results from these tests showed an excellent correlation. Detailed mineralogical determinations using XRD and XRF were used for comparison to the ABA and, in some cases, humidity cell results. These comparisons show that the ABA results are consistent with the results expected from the mineralogy. The conclusion from these assessments is that ABA, in most cases, provides information that can be correlated to the field, mineralogy and to humidity cells. The use of multiple techniques leads to a higher degree of confidence in the use of the data.

Data Metallogenica (DM) is unique as a global mineral sample collection and deposit database with over 70 000 rock samples and a wide range of descriptive, photographic and measurement data. Subscribers have access to approximately four gigabytes of on-line data with many examples included on the public pages. DM commenced its life on the Pacific rim in 1971 and much recent growth has focused on countries of the Pacific margin, particularly Australia, Fiji, Chile, Indonesia and Peru. Approximately 600 separate deposits and mineral occurrences in this region are represented in DM. The sets of rock samples have been photographed at high resolution and included on the web site, together with unpublished descriptions, deposit cross-sections, bibliographies, field and mine photographs, petrology and reflectance mineralogy. Figures and abstracts from PhD theses are a new addition and the donation of proprietary databases by companies and individuals is an encouraging trend. DM increasingly is being viewed as an acceptable and important repository for æfragileÆ and irreplaceable personal and company data, it is also being recognised in its true light as a high level information system, not solely a collection of rock samples. Data Metallogenica is a not-for-profit venture of AMIRA International that requires self-funding from December 2004. Growth and development must be funded entirely out of subscription and sponsorship revenues because no government subsidy is provided. The Pacific rim is in the mainstream of mining and exploration activities worldwide and those involved have much to gain from a dynamically sustaining DM. Gold rooms represent a high security area and preventing theft is a challenging task. Where gravity concentrates or high value unit intermediate products are present, particular and specific security procedures must be put in place. This paper describes the development and implementation which reflects best practice in gold room security. Procedures involving key holder systems, key locks, swipe cards and double locks preventing any one person having access to the gold room, including specific procedures for gravity gold concentrators, will be addressed. The use of monitoring and how to deal with alarms and potential hold ups will be reviewed. The use of cameras and archival DVD recorders is common in gold rooms. The use of electronic surveillance, movement detectors, seismic monitors and the two person policy and gold room entry procedures are described, including how to deal with visitors. The importance of confidentiality regarding smelting and gold pick-up days, plus strategies employed to minimise storing large quantities of gold on site will be presented. The role of metallurgical accounting in providing quality auditable information and the minimum standards of record keeping required is discussed. The role of the Gold Squad will be outlined. Regular auditing and risk analysis and several case studies are cited where security was deficient or improved.

The operation of flotation plants has been improved over the years by use of fundamentally based design techniques, a better understanding of reagent chemistry, online metal analysis and the use of digital control systems. However, optimal operation of flotation banks is not consistently achieved using manual operation. The reason for this is that the system is a highly interacting one, with changes in air addition, cell interface level and reagent dosages all being available, without it necessarily being clear as to which change should be made for a particular situation.This situation is made more complex by the fact that the feed to a flotation bank can vary in flowrate, composition and density over a fairly short period of time. It is not possible for a human operator to reject these disturbances, given the extent of the operation that is typically being monitored.Model predictive control (MPC) is a control and optimisation technique, developed in the oil refining industry, that aims to manage just such interacting multiple input multiple output (MIMO) systems. This technology makes use of linear dynamic models of the plant, that are experimentally derived. These models are then used in a receding horizon strategy to determine an optimal trajectory of the inputs to the system.MPC has been applied to four areas of the lead zinc flotation unit at Mount Isa mines. A total of 31 cells are being controlled by the system, which varies air to the cells, levels and reagent addition on a minute-by minute basis. The MPC controls concentrate and tail grades, reagent dosages, as well as recoveries to ranges set by the plant metallurgists.The development of the MPCs is discussed, together with the benefits realised. The Lanfranchi Nickel mine is located approximately 48 km south of Kambalda in Western Australia. Mining first commenced in the mid-1970s under the previous owner, Western Mining Corporation Ltd. After two years on care and maintenance, Panoramic Resources (previously known as Sally Malay Mining Ltd) purchased the operation in November 2004. The site currently produces approximately 10?000 tonnes of nickel metal annually from approximately 430?000 tonnes of ore. The Ore is mined from four main orebodies; Deacon, Helmut South, Lanfranchi and Schmitz. The Helmut South orebody is situated approximately 790 m below surface and extends to a resource depth of 940 m. Horizontal thickness of the orebody ranges from 10 m to 45 m in width, with the average being 30 m. Previous mining at the Lanfranchi operations specifically the Helmut orebody, had a history of seismic activity. When Panoramic Resources acquired the operation it was decided that seismicity was going to be an issue and therefore a mining method needed to be selected that could effectively manage this potential risk. The dip of the orebody is quite shallow at 45º, with a 30º plunge to the south . The hanging-wall comprises of very weak ultramafics. Due to these factors the orebody posed several mining challenges. To safely and effectively mine the Helmut South orebody in the Lanfranchi Nickel mine, underhand cut and fill mining was selected as the most appropriate mining method. Paste fill comprising of cemented gold tailings was the backfill of choice. This paper is intended to convey some of the key learnings from the use of a mining method that has not been commonly practiced in Australia.
