"Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. "The Cerro Corona mine consists of a Cu-Au porphyry deposit located in the Andes of northern Peru. The deposit comprises a typical Cu-Au multiphase porphyry mineralisation that has been overprinted by an epithermal event. This has generated a complex pattern of argillic alteration facies, which was accompanied by a locally structural-controlled Au-Cu mineralisation with the presence of gold and limited Cu sulfides and sulfosalts. These features, along with the porphyry-style mineralisation, produced a multifaceted occurrence of gold.Since the beginning of operations at Cerro Corona in 2008 there has been a continuous improvement of the geological and mineralogical knowledge. All mineralogical studies have mainly focused on host rock types and, to a lesser extent, alteration minerals, but little work has been done on the mineralisation itself. As a consequence, limited mineralogical information was available for use in the process optimisation initiatives.In the last two years, a series of mineralogical characterisation studies were undertaken with two main goals. First, to gain an understanding of the mineralisation genesis and second, to obtain a detailed characterisation of copper and gold minerals to support ongoing process optimisation. The first goal was achieved by conventional optical microscopy while the second required electronic microscopy and other microanalyses due to the necessity of quantifying several minerals of interest for the processing.The results were used to refine pre-existing geometallurgical domains, explain copper and gold losses in the flotation process and to some extent, improve copper and gold recoveries. The mineralogical characterisation is an ongoing work. Serious exploration for carbonate-hosted lead/zinc deposits in the Pillara district commenced in 1971 when Trend Exploration acquired exploration tenements covering stream sediment anomalies in the Limestone Billy Hills area. Shell Minerals managed the project from 1974 to 1976, and BHP Minerals Limited assumed management during 1976. Carbonate-hosted 'Mississippi-Valley- type' Pb-Zn deposits most commonly occur in Palaeozoic shallow marine carbonate complexes. At Pillara upper Devonian (Givetian/Frasnian) reef complexes are preserved on the flanks of Precambrian basement 'highs'. Within platform and atoll facies limestones sphalerite-galena- marcasite-calcite mineralisation occurs as disseminations, veins and breccia matrix, mostly associated with fractures and fault zones. Early exploration concentrated on detailed surface geochemistry and IP geophysical surveys, with geological mapping and shallow target percussion and diamond drilling. Results were discouraging and did not indicate potential for a shallow base metal resource. During 1976-77 BHP adopted a grid diamond drilling exploration technique and commenced testing an area of approximately 50 sq. km, initially using an 800 m square grid. In 1978 high grade mineralisation was intersected in an area subsequently named Blendevale. This was in the seventh diamond drill hole in the 800 m grid drilling programme, and to date more than 400 holes have been cored in the Pillara area. Detailed drilling at Blendevale has defined a number of mineralised breccia zones within an area of 2.4 km x 0.5 km, at depths of 100 m to 600 m below surface. The breccia bodies are associated with a series of north-south trending normal fault zones, forming a graben structure. Underground mining of the ore below the West Lyell open cut commenced in 1972 with the 10 Series stopes above rail haulage level. The third lift of stoping (30 Series) com- menced this year, and access to the 40 Series stopes is being developed. The method uses transverse open stopes with subsequent mass blasting of the rib and crown pillars and consequently there is sub- sidence and caving of the old open cut area above.

As part of the AMIRA P843 project Keeney and Walters (2008) describe how the principal components analysis (PCA) method can be used to identify classes of samples with similar metallurgical characteristics. However PCA does not take account of the location of each sample in 3D space. This paper describes a study to analyse the spatial distributions of the classes and determine appropriate modelling methods to control the estimation of the comminution parameters and mill performance indices into a 3D block model. This includes but is not restricted to geostatistical techniques that are used for grade modelling. The starting point for the study is the class definitions and the regression models for estimating the comminution parameters and performance indices. Each sample is assigned a class and the spatial distribution of each class has been analysed using different techniques including the calculation of variograms. This establishes whether the classes can be used as domain control for estimation into the block model – a procedure similar to using geological rock type domains for controlling the estimation of grades for a resource model. However, standard geostatistical estimation methods such as ordinary kriging assume that the variable being estimated is additive or linear. This assumption is valid for variables such as grade but this is not necessarily the case for the comminution parameters or the performance indices. Therefore the estimation procedure must either use variables that are definitely additive or the effect of potential non-additivity must be tested and accounted for where possible.The results of the study show how performance indices such as recovery, throughput and specific power can be estimated into the block model. This model is then combined with the geological model to provide a multi-parametric model that is used to optimise the mine planning and scheduling activities which can lead to significant improvements in NPV.

The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

The global mining industry is perceived to be a world leader in sustainability reporting û with a 2008 Ernst & Young survey placing four mining companies in their top five performers in sustainability reporting in South Africa. There is certainly good evidence to support this finding, but there remain many ongoing issues with respect to sustainability reporting and some important areas for improvement by mining companies globally. This paper begins with a broad (but brief) review of sustainability and the technical basis for reporting against a wide range of typical indicators or measures on the environmental aspects of mining. The various protocols, frameworks or systems are then reviewed, with a particular focus on the Global Reporting Initiative (GRI) and its associated mining sector supplement (including the evolution from environmental to sustainability reporting). A wide-ranging survey of reporting by mining companies is presented, including detailed analysis of 2007 and some commodity sectors over time. Examples of reported data are synthesised and analysed, focusing on their accuracy, consistency and utility for accurate assessment of the life cycle impacts for minerals and metals. A number of areas are identified for improved reporting by all mining companies, including water resources and consumption, energy consumption, process inputs (eg acids, solvents, etc), pollutant emissions, including greenhouse emissions, mine site data (not aggregate company totals) and finally rehabilitation and land status. Given the nature of mining, and considering parallels between æpeak oilÆ and the mining sector, it is critical that the state of sustainability reporting continue to evolve and improve û both in the number of companies using the GRI but also in the level and consistency of data being reported. Overall, the paper presents an important review of the present state of the art in sustainability reporting for mining, and provides a range of insights into ways to help improve reporting in the future for all mining companies.

The Proterozoic poly-metallic Trilogy deposit was discovered in 1997, and until recently, mining evaluation was stalled due to poor metallurgical performance. Unlocking the substantial economic value of the deposit required a coming together of geologists, mineralogists, metallurgists and mining engineers, who by working collaboratively, uncovered the detail necessary to allow the required metallurgical breakthroughs to occur. The deposit itself is described as a sedimentary exhalative (SEDEX), with an enriched lead-zinc-silver core surrounded by a broader envelope of copper-gold mineralisation. The geological domains were defined in broad terms based on the style of mineralisation, assay values and lithology. These domains, while adequate for the resource estimation process, failed to translate into representative metallurgical domains. Additional work with new techniques defined regions in the deposit with altered processing properties which could not be recognised by conventional geological logging. Such additional complexities could not be appreciated at the outset of the metallurgical test work program.These regions were defined by applying the EDTA analysis method for recognition of where the valuable sulfides, particularly galena, had been partially modified by oxidising conditions. Hence, the flotation response of the valuable sulfide minerals was diminished and the increased amount of heavy metal cations available in the system significantly reduced selectivity in the flotation process.Understanding the detail of this complexity was essential in determining representative metallurgical domains, which was the first step in the long road of development.

BHP Billiton Olympic Dam required a well-tested software product suitable for strategic optimisation and scheduling of options for a potential underground mining project. The company has a standard software package called Blasor® that is used for open pit optimisation of complex deposits such as iron ore, copper-gold-uranium and silver-lead-zinc. It applies a mixed integer programming formulation (MIP) to produce conceptual pushback designs and an optimised pushback sequence. Schedules can then be run on the resulting mine designs. Existing pushback designs can also be imported into the model and an optimum schedule generated. One of the key advantages of Blasor is that multiple strategic mine schedules can be quickly generated according to the various scenarios, options and constraints that are being investigated.It was realised that Blasor, if carefully configured, could be adapted for use in underground planning. The concept of using Blasor as an optimiser for underground strategic scenarios is to represent the underground stope and development data in the form and structure of an open pit mine. In simple terms, underground stoping areas are modelled in the form of pushbacks (phases) with vertical walls. The phase dependency tools in Blasor are used to link mine blocks and their access development drives. These underground phases are imported into the optimiser. Artificial block models are constructed using stope design tonnage and grade data at various fixed cut-offs. A variable cut-off grade model has also been developed using a method of parcels to represent each cut-off grade increment.So far, this approach has been successfully used to investigate the optimum stope design cut-off for various strategic options, the economic potential of a series of mining and processing configurations and to provide guidance on the optimum sequence for developing and mining the various stoping blocks in the resource. Traditionally, comminution and flotation have been surveyed, analysed and optimised separately. This often results in less than optimal outcomes because of the complex interactions between the two processes. Flotation recovery is a strong function of the valuable mineral particle size distribution with lower recovery of ultra-fines due to poor flotation kinetics, optimum recovery for the intermediate sized particles and lower recovery for the coarser particles due to poorer liberation. Thus, to optimise flotation recovery and grade it is usually best to grind to a fine size. This requirement needs to be balanced by the cost of grinding finer and the revenue that results from an increase in grinding throughput, which often results in a coarsening of the flotation feed.This paper demonstrates a technique which can be used to predict the effect of a change in feed grind size on flotation performance. It can be used to determine the optimum grind size for a particular operation which optimises total circuit profitability. Analysis is relatively easy to perform, as a minimum, requiring only size by assay data of the feed and product streams of the process. Case studies will be presented that demonstrate the usefulness of this technique in feed grind applications. Potential use of the technique for regrind evaluation is discussed. Underground mine planning is characterised by a series of designs, starting with prefeasibility and culminating in operational. Information on the mineralisation and geotechnical conditions is available in increasing levels of detail, as development occurs. In the recently completed AMIRA Planning and Rapid Integrated Mine Optimisation (PRIMO) project, a methodology for producing good strategic and then tactical designs using new optimisation tools, was developed. At the strategic level, fundamental decisions must be made such as those relating to cut-off grade, bench heights, mining methods, access and haulage systems, properties of the mill, etc. The inputs are the block and financial models, geotechnical data, infrastructure and production costs, etc. Stope definition for strategic designs includes bench RLs (relative levels), orebody envelopes, and design and placement of amalgamated or simplified stopes. If multiple mining methods are under consideration, then stopes need to be associated with these. Access design must take into account decisions such as declines versus shafts, a template for level layouts and the topology of the access network. Some of the geotechnical and physical constraints are relaxed for strategic design stages. Strategic scheduling is high level, from a month to a year at a time. In the PRIMO project, software tools have been developed enabling the mine planner to rapidly produce a large number of such strategic designs. After the designs have been evaluated, the highest value designs are chosen and a small number of these can then be further refined at a tactical level. For these designs, the first step is determination of all stopes meeting physical and geotechnical requirements and constraints, allowing for complex stope shapes. Next, detailed layout of the mine access network is obtained, satisfying all operational and geotechnical constraints. Finally, more detailed scheduling is performed, over shorter time periods. The Melbourne University group has focused on optimal access design. In particular, the access network is optimised for minimum cost, taking into account the cost of haulage and development over the lifetime of the mine. Costs vary over the different parts of the network depending on the quantity of haulage and so a weighted network optimisation problem has to be solved. We have developed two software tools for this task, decline optimisation tool (DOT) and planar underground network optimiser (PUNO). DOT produces an optimal network of declines and crosscuts connecting access points on the levels to a portal or break-out point from existing infrastructure. PUNO designs the level layout, including footwall and hanging wall drives, development drives and connections to vent raises. A survey will be given of the capabilities of DOT and PUNO when used on some recent case studies. Our current goals include incorporating some aspects of ventilation design and modelling the development costs when additional ground support is required. This is an abstract only. Flotation recovery in geometallurgical modelling is usually predicted based on relationships developed from batch flotation testing of different ore types. These batch flotation tests are usually performed at a constant set of operating conditions and at a fixed feed grind size P80. Usually the laboratory feed grind P80 is that which is expected to be produced in the full-scale flotation circuit for that particular ore type.Flotation recovery will be a strong function of the valuable mineral particle size distribution, with lower recovery of ultra-fines due to poor flotation kinetics, optimum recovery for the intermediate sized particles and lower recovery for the coarser particles due to poorer liberation of this fraction. This valuable mineral particle size distribution is not characterised by the solids P80 parameter alone. The proportion of material in each class will also be a function of the slope of the size distribution and the degree of preferential grinding of the valuable mineral in comparison to the total mass of the ore.This paper will demonstrate (through example) how these other size distribution parameters can change with a change in grinding technology, the size and operating conditions used in a grinding unit and the characteristics of the classification technology used in conjunction with the grinding unit. Case studies will be presented that demonstrate how this can result in these parameters being very different in laboratory testing to that produced in the full-scale comminution circuit. A rule of thumb that laboratory rod milling rather than ball milling produces a size distribution most similar to that of the full-scale grinding circuit will be challenged. These differences can result in a significant change in flotation recovery. It is therefore important to consider these parameters when developing a laboratory geometallurgical program, to enable more accurate prediction of the flotation recoveries that will be achieved in the full-scale process.CITATION:Runge, K C, Tabosa, E and Jankovic, A, 2013. A review and summary of the results of 120 coal sampling system bias tests is presented. This review supports new methodology using multivariate statistics currently being considered by ISO TC27 SC4. The current difficulties with ISO 13909-8 are explained and the logic behind the current new working draft is discussed in detail. Bias was detected in nearly 36 per cent of tests reviewed, suggesting that much improvement is needed in designing, maintaining and monitoring the performance of sampling systems in order to avoid sampling bias.CITATION:Rose, C D, 2012. VV Mineral (VVM) group of companies is the largest and the first private producer and exporter of beach sand mineral products in India. During 2010, the company produced and marketed around 750 000 tons of saleable products. Their operations are mainly in the state of Tamil Nadu and Andhra Pradesh, India. Almost all the wet pre-concentration plants use sea water as the concentration medium, since there is no fresh water source available near the deposits. The mines are located along the south-east coast of India in the states of Tamilnadu and Andhra Pradesh. The orebody varies in terms of mineral assemblage, slime content, grain size, and surface coating resulting in different behaviour of the minerals. Three different deposits containing ilmenite of different TiO2 content were studied. The study shows that there is no significant impact of using sea water for wet concentration prior to high tension separation of ilmenite. There is no significant variation in recovery and purity of ilmenite produced from these deposits when wet concentration of the deposits were carried out with sea water as the concentration medium and whether the concentrates were washed with fresh water or not before dry separation using High Tension Roll Separators (HTRS).

"The use of flotation columns has remained a contentious issue among mill operators. There are those who consider them an essential part of any mineral processing operation, while others consider them a necessary evil, which should only be installed if there is no alternative. Lastly, there are those who believe they should not be installed, no matter how great the perceived benefit.This paper provides an analysis of over 4000 installed flotation columns, contained in the Amec Foster Wheeler flotation database. Changing trends in column flotation use by type, commodity and geographical region are discussed. The effect of changing commodity prices and the China ‘phenomenon’ are reviewed. Special reference is made to the changing face of column flotation in Australia.Of note is the fact that after falling to a 20 year low in installed flotation column capacity in 2014, flotation columns during 2015 went through a resurgence in popularity. This resurgence was in direct contradiction to depressed metal prices and was driven by brownfield optimisations to reduce off-site costs, particularly in base metals. THE filter-press, which has done so much for the successful-treatment of the sulpho-telluride ores of Kalgoorlie, has a serious rival in the vacuum process, and this paper is written with a view to arousing more interest in the cheaper working of the press, it being doubtful whether its efficiency in extraction can be improved upon. The Mogalakwena Platinum Mine in the northern limb of the Bushveld Complex is Anglo American PlatinumÆs only open cast operation exploiting the Platreef. The Platreef, which extends along the basal contact of the Bushveld Complex, is geologically and mineralogically a much more complex orebody than the Merensky and UG-2 reefs. Changes in the footwall and the genesis of the Platreef translate into a number of rock types being present. These rock types vary in hardness and recovery potential and present challenges to metallurgical staff trying to optimise the concentrator. High intensity stirred milling using the IsaMill has been the enabling technology for many projects by transforming the economics of fine grinding and simplifying circuit design. IsaMill grinding technology was originally developed for large-scale grinding to P80 sizings of 7 ¦m. The IsaMill is a high throughput, high efficiency mill that produces sharp product size distributions in open circuit configuration. The ability to grind in an inert environment, using a wide variety of media types, can give further metallurgical and economic benefits. The high energy intensity results in a small footprint that enhances the ability to distribute grinding power throughout the circuit, applying grinding energy to the minerals that need it. Recent scale up developments in IsaMill technology have enabled the benefits to be extended to large-scale conventional grind sizes, until now the domain of ball and tower mills. This paper will examine the crossover of IsaMill technology from ultrafine applications into the more conventional grinding area (P80 20 - 150 ¦m). Scale-up developments in IsaMill technology that have enabled this are reviewed. The upcoming commissioning of a 3.0 MW M10,000 IsaMill, the most powerful to date, grinding to P80 55 ¦m at PPL in South Africa will be discussed, as will the recent commissioning of a 2.6 MW M10,000 IsaMill at Kumtor. Recent testwork at McArthur River, where an IsaMill is being considered as an addition to the primary grinding circuit to replace the current tower mill will be reviewed. The potential combination of HPGR and IsaMill to transform concentrator grinding economics will also be discussed. Large-scale IsaMill technology has the ability to transform circuit design and energy efficiency for both coarse and fine grinding.
