He was born at Montreal, Canada, in 1875. His earliest education was received in Montreal hut was continued from 1885 to 1892 at schools and academies in Brooklyn, Whitestone, and Flushing, L. I. For his technical education he returned to McGill University, where he graduated in 1897. His first professional occupation was as transitman enga.ged in the running of township lines in the Rainy River District of Ontario. In 1899, he was made assistant chemist at the Cuggenheim smelter at Aguascalientes, Mexico. From 1900 to 1903, he was chief chemist for La Compañia Minera de Peñoles, at Mapimi, Durango. We have no information as to his pursuits during the next eight years, but from 1911 until 1914, when he became a member of the Institute, he was chief engineer for the Bankhead mines in Alberta, Canada. Lieutenant-Colonel Alfred Winter Evans Lieutenant-Colonel Evans, who was in command of the Third Battalion of the New Zealand Rifle Brigade, and had been cited in Distinguished Service Orders and received the Distinguished Conduct Medal, was killed in action on Oct. 12, 1917. Alfred Winter Evans was born in Natal, South Africa, in 1881, and received his preliminary education in the Durban High School. For the next five years he attended St. George's School at Harpenden Heights, England, until 1898. Returning to South Africa, he worked . for three months of 1898 as underground sampler for the Crown Deep Gold Mining Co., at Johannesburg, and for six months of the following year he was shift-boss for the Crown Deep, Ltd. At the outbreak of the Boer War he took an active part and was engaged on military service from 1899 to 1902. At the close of the mar, he came to New York and attended the Columbia School of Mines, where he graduated with the degree of E. M. in 1906. A part of that year he spent as assayer to a mining company at Poland, Arizona. In 1907, he returned to South Africa and engaged as underground contractor in charge of mining and development at a number of the South African mines, notably the French-Rand, the ViIIage Main Reef, the City Deep, and others. In 1908, he acted as shift-boss for the Fer-rerra Gold Mining Co. at Johannesburg. In 1909, he was appointed acting general manager for the Consolidated Goldfields of New Zealand,

Although the 71 Minerals operation is now closed down and the operating data presented is almost five years old, it is well worth describing since it was the first heap leaching operation conducted on a primarily silver ore. Tombstone was discovered in 1877 by Ed Schieffelen; and it became one of the most famous mining towns in the West through the stories connected with Wyatt Earp, Doc Holliday, and the Clanton brothers. Like many silver deposits .in the western United States, the Tombstone ores were relatively shallow. Several million ounces of silver were recovered in the relatively few years the camp was active; but mining virtually ceased by the early 1900s and was only continued in a small way until the 19409, a history similar to that of Tuscarora. The 71 Minerals operation was started in May 1975 and continued until late 1978 within the city limits of Tombstone on waste dumps; one was the' Lucky Cuss, Schieffelen's discovery, which had accumulated from the old underground operations. This waste material was mostly less than 50 mm (2 in.) in size, although there was some larger lumps. The grade was about 34 g Ag and 0.5 g Au per mt (1.0 oz Ag and 0.015 oz Au per st). The Tombstone dumps contained approximately 1,000,000 tons. The dumps and patented claims were held by a single owner, Tombstone Development Company, thus sufficient leaching material could be acquired from one source rather than dealing with a number of individuals, as is usual in putting together leaching ventures in old mining camps. 71 Minerals Ltd. was formed and a lease of the properties obtained. A site was selected close to the major mine dumps not far from down- town Tombstone. Pads approximately 90 m (300 ft) wide and 180 m (600 ft) long with an 8-degree slope were prepared using compacted old mill tailings as a base sealant on the pads. Mining was done at a rate of about 2,000 tons per day with a dozer, two scrapers, a front-end loader, and 30 ton trucks. The ore was dumped by the scrapers as it came from the dumps with no screening or crushing in 460 mm (18 in. ) layers and trimmed with the loader. Based on bulk sampling and laboratory testing, the majority of thegold and silver values were recovered within 30 days of leaching.

Statistical data on the Polish producing business are available only for the first half of 1939. Because of the invasion of the country during September by Germany and Russia all sources of information have stopped, and it is impossible to get even an approximate picture of the status of the industry after that date. The long declining trend of Polish production, which was finally checked during 1938, kept a further upward tendency during the first half of 1939, and there is good reason to believe that the upward trend would have been maintained. It is true, there was little hope of reviving the slowly dying Boryslaw field, although there still remained a slight possibility for an extension in its southwestern direction. Repressuring plans were still discussed, but. could not be put into effect because of extremely complicated and split-up lease ownership. The Gorlice-Lipinki ficld continued to be the main factor in the increase of the country's production. During the first half of 1939 this field received a further important extension in a southern direction. The Schodnica field continued to use repressuring with success. At the end of June, 21 exploratory wells were drilling, 14 of which were within thc Carpathians and 7 in the Miocene geosyncline of the Carpathian Foreland. All of the wildcat wells drilled within the Carpathians were on the struct,ural cxtcnsion of old established fields, but part of the wildcats of the Foreland were on new geological and geophysical prospects. The Opary gas field of the Foreland discovered last year has been further developed. The Government-owned Polmin completed its third gasser. This well penetrated two sands; the upper one, 118 ft. thick, was found at 1312 ft., with an initial pressure of 570 lb. and capable of produeiring 10 million cu. ft. per day. The second sand, 91 ft. thick, was found at 1690 ft., yielding 20 million cu. ft., with a pressure of 760 lb. The well Mieczyslaw, drilled about 3 miles further north on the flank of the structurc, found the first sand watered. The Pioneer No. 5, at Chodonice near Przemysl, which reported somc gas last year, was 5696 ft. deep at the end of June, still drilling in Miocene. Anothe well in the same vicinity drilled by the Gasolina was 1708ft. deep.

Discussion of the paper of PHILIP W. HENRY, presented at the New York meeting, February, 1915, and printed in Bulletin No. 97, January, 1915, pp. 23 to 30. C. ,E. GRUNSKY, JR., San Francisco, Cal. (communication to the Secret ary*).-The difference of opinion of engineers on the subject of depreciation is justified, to some, extent, by the many viewpoints from which such a subject can be considered when applied to properties of widely differing physical characteristics. Mr. Henry takes up the subject of depreciation as applied alone to oil properties, and in doing so makes a clear distinction between amortization and the repair or renewal requirement. After carefully reading the paper the purpose of its author in suggesting a "depreciation" reserve or fund to keep the property at a constant value does not seem clear. As shown by Mr. Henry, the depreciation element as compared with the operating expense per gallon of oil is very large because of the comparatively short life of the oil properties, and it is also evident that such a "depreciation" fund would in a short time contain a very large amount of money. It seems desirable and permissible in income-tax matters to take into account the depreciation of property and to separate from the income such money as is necessary to amortize the invested capital to an extent warranted by the depreciation. However, it does not seem either necessary or desirable to create a large fund which will in time approximate the entire invested capital and which may he invested by the directors, as Mr. Henry suggests, "in the property itself or in outside securities." This method seems cumberome and liable to offer in the reinvestment of such a fund temptations to a directorate that might show more devotion to its own interests than that of the stockholders. A reserve fund is very frequently desirable in mining and oil operations, but to keep up a fund of this magnitude or to reinvest it in outside securities does not seem desirable from a stockholders' standpoint. The. money withdrawn from the receipts to be placed in the depreciation fund (not including replacements and the drilling of new wells necessary to keep up the productiveness) should he returned to the stockholders of the company, not as dividends, but as an amortization of the invested capital.

Discussion of the paper of L. C. MORGANROTH, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 475 to 481. DAVID B. REGER, Morgantown, W. Va.-I notice in the third paragraph of the first page of the paper, that in mentioning the clays of the Pottsville series, the author says: "The bed of clay found in the latter formation is unique in that flint clay is practically restricted to it. (A variety of flint clay is occasionally found in these upper deposits but this is in such small amounts as to be negligible."). If the author wishes to confine himself to the fire clays of Pennsylvania, as the title seems to indicate, I have nothing to say, but if he wishes to include a discussion on fire clays of the adjoining States which the. subsequent paragraphs of his paper seem to indicate, then I wish to call attention to the fact that there are large and extensive deposits of fire clay in the Allegheny series, immediately overlying the Pottsville in the northern counties of West Virginia. These fire clays have been studied carefully, and described in several reports of the West Virginia Geological Survey, first in the report on Ohio, Brooke, and Hancock Counties, in the northern part of the State; described later ,in the report on Monongalia, Marion, and Taylor Counties, and in the report on Preston County, which followed. In these latter counties (Monongalia, Marion, Taylor, and Preston) there are some beds of fine fire clay, varying in thickness from 6 to 10 or 12 ft., with a content of only 2 or 3 per cent. of fluxing ingredients, and these are of the typical Savage Mountain appearance and also have the typical Savage Mountain fracture. They have been prospected, but not mined a great deal. Several of them have been tested in blast furnaces and furnaces for other purposes, in glass-manufacturing plants, also for firebrick, arid have been found to be very good. They are simply awaiting development, and I merely want to call attention to the fact that there are plenty of them in the Allegheny series still above the Pottsville in West Virginia. There are two or three valuable seams which I have seen in person and have had analyzed in our laboratory.

The: volatility of a motor fuel is an index to its quality and to the satisfaction that will attend its use as an internal combustion engine fuel. Natural gasoline is concentrated volatility; threfore, it is quite natural that the most important market for natural gasoline should be for blending with less volatile refinery gasolines. Progress in the art of manufacturing natural gasoline, particularly in fractionation, which has made possible the elimination of the fixed gases and lighter hydrocarbons having a tendency to gasify at atmospheric pressure and temperature, has made it possible and desirable for refiners to utilize an ever-increasing percentage of natural gasoline in their finished product. This, in turn, has enabled the industry at large with each succeeding year to supply to the consuming public a better grade of gasoline. While cracking processes and improved fractionation in refinery operation have resulted in higher yields of gasoline per barrel of crude oil refined, natural gasoline has also played a large part in this respect because it has enabled the refiner to cut deeper into the crude and still maintain proper standards of volatility by blending natural gasoline with the product from his stills. There is, of course, with even the present improved grades of natural gasoline, a limit to the percentage that may properly be used. This percentage varies with different grades of crude oil, varies according to the facilities employed at the refinery and varies according to the grade of motor fuel manufactured; therefore it is not possible to say that for a certain predetermined amount of motor fuel to be manufactured in a given area, a certain definite amount of natural gasoline will be required. It is, however, generally conceded, and statistics bear out the statement, that the average gallon of motor fuel sold in this country contains approxi-matcly 11 per cent. of natural gasoline. Isolated cases may be found where in a very few refineries during certain seasons no natural gasoline is used, while in other plants as high as 35 per cent. and 40 per cent, natural gasoline is used in certain grades of motor fuels. IN the development of a new treatment for the prediction of deformation textures,'-' it was noted that for no metals are there experimentally determined tension textures with which the predictions may be compared. There is a considerable knowledge of drawing textures and previous workers have been content to consider these as equivalent to tension textures for the purposes of comparison. It is shown, however, in the new treatment that the tension and drawing textures are not necessarily identical, the radial compression exerted by the dies in the drawing operation producing some modification of the tension texture. In particular for the face-centered cubic metals it is predicted that for drawing the final texture should be [1ll] with a spread towards [211] (a more detailed derivation of this texture has been made by Calnan3). This has been amply confirmed by experiment, see Hibbard.6 For the pure tension case, however, the treatment predicts intermediate [1ll] and [loo] textures leading to a [211] end-point, while all previous treatments have predicted the final texture as [1ll] with in some cases an additional [loo] component. Thus evidence that the pure tension end-point is the [211], or at least that [1ll] and [l00] are not the final textures, should provide a valuable test of the new treatment. Accordingly some experiments were made on aluminum. Three aluminum specimens were examined in detail, one of cold-rolled high purity rod (99.99 pct), specimen A, and two of commercial extruded rod of purity 99.4 pct, specimens B and C. The initial annealing treatments were: A, 1½ hr at 400°C; B, 2 hr at 400°C; C, 1½ hr at 650°C. The principal difficulty is that of obtaining sufficient elongation before fracture occurs. This was overcome to some extent by giving a softening heat treatment, 1 hr at 300°C, after each 15 pct of extension. Vickers hardness measurements gave values before and after the softening treatment of about 30 and 28, respectively, in comparison with the initial value of about 19 corresponding to fully annealed material. From recent observations in this laboratory it is concluded that this small recovery corresponds to a polygonization process rather than recrystallization proper and consequently the preferred orientation is unaffected. Need for a standard of ualuration.—There should be an accepted method for evaluating the different kinds of bituminous coals based on their carbon just as that for iron ores is based on iron. Variation in the classes of coals and their desirability fol the different industrial uses is analagous to the case of iron ores. The iron people have developed a standard. In the past coals have not been intelligently distributed because the public has not been informed as to its uses. Many operators have known nothing about the final disposal of the coal shipped from their mines. Sales agents and retailers have had no means of evaluating coals except to make the price as high as the market will stand. Producers and distributors need to know how much more valuable the coals would be if prepared so as to contain less objectionable material. Mr. Swectser cnlletl on the Goal and Coke Committee of the Institnte to organize a study through producers and users to develop a method scientifically and comnereially sound E. A holbrook said that the information exists but the public is unwilling to investigate. He praised Ashley's1 nomenclature of the different kind of coal which has been accepted by the Coal Mining Institute of America and recommended to the American Enginecring Standards Commitee. G. S. Rice pointed out the wider variety and distribution of consumption of coal compared to Iron ore. C'. M. Young approved Mr. Sweetser's remarks and hoped lor a research institution, probably endowed, to study utilization of coal after it comes from the ground. Mr. Sweetser cited incidents to prove his former statements. He said that a reduction of 1 per cent. ash in the coal would cut down the cost of pig iron at a blast furnace 30 c. a ton, that the coal men should tell what the iron men would have to pay to get better coal. H. J. Prryn endorsed the need of blast-furnace operators to know the kind of coal from which their- coke is made and the latler's ash content, as this affects coke consumption. A. C. During the past year considerable progress was made in the exploitation of Iraq's resources, although no new fields were discovered. The principal development was the completion of the much heralded pipe line from Kirkuk to the Mediterranean, by the Iraq Petroleum Co., Ltd., and the beginning of crude exports to Europe on the second of August. Official ceremonies for the opening of the lines took place in January, 1935. The line in itself is sufficient achievement under the existing natural handicaps to deserve a moment's attention. It is 1151 miles long, composed of two independent lines made up mostly of 12-in. with some 10-in. and 8-in. pipe, and extends from Kirkuk westward 156 miles to beyond the Euphrates River as a double line. From that point, near the village of Haditha inside the Iraq border, it bifurcates, one leg going as a single line to Haifa through the British Mandated Territories of Trans-Jordania and Palestine, and the other to Tripoli through the French Mandates of Syria and the Leban(on)ese Republics. The total length of the Tripoli line is 532 miles, of the Haifa line 619 miles. The line leaves Kirkuk at an elevation of 1013 ft., drops to 350 ft. at the Tigris, to 200 ft. at Wadi Tharthar west of the Tigris and again to 300 ft. at the Euphrates, rises to more than 3150 ft. at mile 451 on the central Arabian steppe along the south line and to more than 2500 ft. at mile 466 along the north line. On crossing the rift valley of the Jordan River south of Galilee, it drops abruptly below 850 ft. below sea level, requiring the use of extra heavy 8-in. pipe and a relief station to reduce the pressure. A picked group of American welders, under H. S. Austin, of the Ajax Pipe Line Co., laid the line. It is coated, wrapped, and buried 30 in. beneath the surface in solid rock along much of the route. It crosses four large rivers and wide stretches of alkaline soils. Twelve pumping stations are employed, three of which are double east of the bifurcation. Each single station houses three 500-hp. crude-burning deisel engines flexible-coupled to reciproratirig pumps. The mining press, as well as certain federal and state bulletins, refer from time to time to the relative hazards that attach to loading bituminous coal by hand when compared with the so-called "mechanical loading" process. Much of the coal coming under the head of hand-loaded coal is won in part by the use of machinery; the coal-cutting machine is in general use, the electric power drill employed to a lesser extent. Therefore it may be said that the principal difference in the process employed, mechanical loading versus hand loading, lies in the fact that some type of loading machine is employed in the mechanical loading process to lift the coal from the face of the room, place or entry, after it is mined, placing it in the pit cars for transport to the tipple. It is a common practice to compute accident records on the basis of tons mined per fatal and per nonfatal accident, disregarding the fact that it is possible to produce by the aid of coal-loading machines the same daily, monthly and annual tonnage with a much smaller force than is required where the coal is all shoveled by hand. Inasmuch as the men who are released by the substitution of machinery for hand labor must find employment elsewhere, suffering some measure of hazard in their new occupation, we are of the opinion that the true relative hazard that attaches to the processes of mechanical loading and hand loading can be determined only by using as the basis of comparison "man shifts worked" or "hours of exposure" experienced per accident. The Union Pacific Coal-Co., beginning with the year 1929, undertook to maintain a true record of man shifts worked per compensable accident, giving equal weight to fatal and nonfatal accidents. Accidents lacking sufficient severity to come under the compensable terms of the Workmen's Compensation Act were not included in the compilation, the Act providing that "no compensation, except the expense of medical attention, shall be allowed for the first seven (7) days of disability, unless the incapacity runs beyond the period of twenty-one (21) days, in which case the compensation shall run from the time of the injury." AN ESSENTIAL mental equipment for planning exploration is the fullest possible. knowledge of the way in which the orebodies occur in the region to be explored, also the realization that in no mining district is this knowledge complete, and that new: facts of importance will he revealed to the explorer in every exploration if he is in the proper frame of mind to grasp them. The geology, of the ore deposits of the Gogebic Range for a long, time was thought to be relatively simple, but work in recent years, by several men, has proved that this is not the case. We now realize that we are far from knowing all the factors that have resulted in the localization of ore deposits. For example, we have long known that the intersections of the dikes and. the foot wall were favorable places to look for ore, but only within the last few years have we learned that there are several horizons' in the various members, well north of the foot wall, that are likely to carry ore. The influence of the numerous cross faults on orebodies is not known or appreciated beyond a general realization that they are important. Just how they may be favorable or unfavorable to the localization of ore is not known. Such elementary information as the positions of these faults is just beginning to appear on the mine maps. Such being the condition, one can hardly overestimate the importance to the various operators and fee owners of careful studies of conditions in their properties for the purpose of assuring themselves that they are not missing valuable ore-that they are doing all the exploration that their situation demands in order to secure maximum returns. Valuable ores have been missed in the past and will be missed in the future. Only with a complete knowledge of all the factors that have united to produce ore could anything else be expected. The purpose of this paper is to call attention to these facts briefly and to suggest a few of the principles that should guide effective exploration. The foremost principle is that the man who starts out with the idea that he knows all about the mine geology of the Gogebic Range is starting with a heavy handicap.

PREVIOUS studies have shown that if a supercooled liquid metal was perturbed by vibration the probability of nucleation is is During a recent investi- gation to determine quantitatively the amount of energy needed to cause nucleation in a given supercooled liquid specimen, it was found that at low-energy values in the megacycle range, below the threshold energy value for cavitation, the amount of dynamic supercooling was greater than the amount of static supercooling. That is, if a specimen had a given amount of thermal supercooling under static conditions, its thermal supercooling could be increased by the addition of low-energy sound waves. The material used in this investigation was high-purity bismuth. This material was chosen because of its low melting point and the high degree of supercooling which could be easily obtained. The sound gener- ator employed in this work was a commercially built Sperry ultrasonic testing unit. This unit was equipped with a barium titanate crystal as a piezoelectric transducer. These sound waves were transmitted to the supercooled melt by a Pyrex rod, as shown in Fig. 1. The transducer was coupled to this Pyrex rod wave carrier by motor oil. The Pyrex wave carrier was approximately 1.5 ft long to prevent damage to the transducer by heat. The diameter of the Pyrex wave carrier appears to be critical. In the initial tests a wave carrier of 0.5 in. in diam was employed. However, the sound waves had no effect on the amount of dynamic supercooling. When the diameter of the wave carrier was increased to approximately the inside diameter of the Pyrex crucible, the sound waves were more effective. Approximately 200 g of metal was melted under a stannous chloride flux in a 30-ml beaker by induction heating. The temperature was recorded by a Pyrex-encapsulated chromel-alumel thermocoule which was placed in the beaker after the bismuth melted. The Pyrex wave carrier was immersed slightly below the surface of the liquid bismuth and the specimen was reheated to about 500°C. It was observed that the amount of supercooling depends on the amount of superheating the specimen receives; therefore, for meaningful results the amount of superheating was the same for all heating cycles. The specimen was allowed to cool in air and the change in temperature was continuously monitored with a potentiometric strip-chart recorder.

Readjustment of the industrial world to a peace basis after more than 4 years of war will involve many fundamental and far-reaching changes that cannot as yet be clearly foreseen or definitely provided for. Such problems may be subdivided, in the vocabulary of war, into those involving material and those centering about personnel. Of the two, the latter group is the more difficult and obscure, as the factors involved are less clearly understood and the methods to be followed are not yet tested and standardized. When it is said that the market is weak, stocks large, and demand light, every business man understands clearly what is meant and what course he should adopt to adjust himself, so far as possible, to such conditions. But when it is said that the rapid spread of Bolshevism in Europe is a danger to industrial organization in this country, it is difficult to have any assured sense that all that the statement may mean is clearly understood or that the means to be followed to meet such a situation are definitely known. Since Bolshevism is primarily a mental phenomenon and since the rupture it brings about in industrial organization should be prevented, if possible, it is my purpose to restrict this discussion of the activities of the Committee on Industrial Organization to some of its mental aspects, as the chairmen of the sub-committees, from their special knowledge of their own fields, can best set forth recent progress in the lines with which they are especially concerned. The first requisites of success in industrial organization, as in the biological organism of which it is the social counterpart, are unity of purpose and coordinated activity. Typical good and bad examples of this' are the relative parts that the United States and Russia have played in the great war. These two factors are primarily mental, and it is not difficult to view the mental aspects of all problems of industrial organization as the most important ones. Unless we can attain unity of purpose and coordinated activity in industry, the provision of comfortable homes at reasonable rent, the assurance of steady work at good wages, the elimination of industrial accidents, and provision against want in old age or in case of disability will have brought us no nearer to our real goal.

TO obtain the best results from hammer drills, close attention must be paid to two factors in drill maintenance, which are of equal importance; one is lubrication, the other is the shank. With the exception of stoping drills, most modern rock drills require both oil and grease. The oil ports are in the lubricator, on or behind the hammer cylinder; the grease port for the lubrication of the chuck sleeve and rotating mechanism is on the chuck end. Ordinary machine oil is not adapted to rock drills; a heavier more gelatinous oil such as castor machine oil or liquid grease should be used. The lubricators should be filled once for every 12 or 14 ft. (3.5 to 4 m.) of hole drilled. Grease guns should be used to fill the port in the chuck end once a shift; a medium (No. 3) grease is well adapted to this purpose. Hard grease must not be put into the lubricators, as it will not flow through that part. Contrary to the popular belief, oiling a machine once or twice a shift does not provide sufficient lubrication; the drills should be oiled once for every 12 or 14 ft. of hole drilled. The rotating handle of a stoping drill is an oil reservoir and is provided with a port for oiling. The rotating handle is packed with wick-ing, or similar material, which causes the oil to feed slowly from the handle to the other parts of the machine. Stoping drills require oil at least twice a shift; lighter oils than castor, such as Arctic Ammonia, may be used. Drills used in shaft sinking can be oiled satisfactorily by placing a good-sized, drop, sight lubricator on the station above the sinking operations and connecting it with the air-line supplying the sinking drills. If this lubricator is properly filled and adjusted, a uniform oiling of the sinking machines will be effected without the necessity of oiling the drills individually. The grease end should be filled at the station or surface before each drilling period. The shift boss should see that the machines are greased and also that the lubricators at the station function properly. The life of the air-drill hose is somewhat shortened by this method, as oil attacks the inner tube; but as some oil is always present in the compressed air, this is not a serious objection to the method.

The elaborate analytical techniques for risk analysis used by the large mining companies in conjunction with the valuation of mineral reserve sites are totally inappropriate for the small miner. The small miner does not possess the financial and technical resources which are available to the large companies for such risk analysis. Even if these resources were available to him, the relatively small size of his investment would not justify a huge expenditure for risk analysis. What is required by the small miner is an improvement over the single point estimates provided by the valuation techniques that he currently uses. Such improvement should provide an indication of the extent to which the true value (known only after the fact) might differ from his estimated value of the mineral reserve site. In addition, a rough indication of the chance of occurrence of various differences between the true and estimated values would be helpful to him. These improvements must be obtained at low cost to be useful to the small miner. Such improvements would have to be based on a simple system requiring very few additional estimates by the miner. The small miner is not accustomed to dealing with sophisticated risk analysis techniques. Hence, any complex, time-consuming approach would be doomed to disuse or possible misuse. A simple, uncomplicated approach requiring a minimum of additional estimates by the miner can be based on a system devised by Frederick S. Hillier Although Hillier's method can be applied to various mineral reserve valuation methods used by the small miner, this note is specifically oriented to the discounted cash flow model. The basic discounted cash flow (DCF) approach provides a single point estimate of value and introduces the concept of risk (i.e. the possibility that the annual cash flows may differ from their estimated values and thus lead to an incorrect investment value) through the use of a risk-adjusted discount rate. This approach simply lowers the present value estimate with increases in the discount rate (i.e. increases in the risk assessment). The single point estimate still remains. Although the lower value estimate makes it less likely that the risky investment will be deemed profitable and undertaken, it provides no indication of risk that is suitable for examination and analysis. In many iron, coal and copper mines where large tonnages are known before starting operation and proper provisions can be made, the problems of electric traction by trolley locomotives are not very different from those of surface plants. In such installations the gauge of the track, the radius of curves, and the clearances, both vertical and horizontal, can be made to suit the conditions of the traffic. It is more difficult to install electric traction in mines which were started with hand tramming and where no consideration was given to the possibility of mechanical traction being used. The writer having had some experience in the installation of electric traction in copper mines, the following remarks apply more particularly to these mines. With the gauge of track usually 18 or 20 in., the weight limit of locomotives obtainable from manufacturers in this country varies from 3 to 6 tons. The full-load speed varies from 49 to 6 miles per hour. These locomotives, being made to run on very small radius curves, have a short wheel base and a long overhang from axle to coupling, which necessitates a coupling' with a good deal of lateral motion to avoid derailing the cars on sharp curves, especially if couplings are of the standard railroad automatic type. Although 3-ton locomotives will run on 12- or 16-lb. rails, it has been found more satisfactory to use 25-lb. rails, as the track keeps in much better shape, it is easier to maintain the bonding in good order, and fewer derailments from dirt on the track occur with the larger rails. Where 6-ton locomotives are used the 25-lb. rails are satisfactory, but 40-lb. rails have proved cheaper where the traffic is heavy and the ground is soft, as the track maintenance is considerably lower with the heavy rails. The locomotives will run on 15-ft. radius curves, but on through runs it is advisable not to go below 40-ft. radius. The voltage used should not exceed 250 to 275 volts, and the trolley wire should be protected, to prevent accidental contacts, in front of chutes and at all points where it is low. During the year, there were 570 oil wells completed for a total daily initial production of 365,352 bbl. The daily oil potential of the field, effective Jan. 1, 1935, as established by the Texas Railroad Commission, was 306,102 bbl. with a daily allowable of 58,800 bbl., whereas, on Dec. 31, 1935, the potential was 587,376 bbl. with a daily allowable of 57,800 bbl. Because of the limited market demand, the allowable decreased although the potential increased. In August, the five-day test for determining the potential production of a well was replaced by a 24-hr. test. The reason for this change was that some of the oil-pur-chasing companies contended that too much oil in excess of the limited market demand was produced during the five-day tests. Dry Gas.—During July, the Texas Railroad Commission supervised the first complete and accurate field-wide test of open flows that has been made in this area. The total open flow as determined at that time was 16,426,085,000 cu. ft, There were 79 gas wells drilled in '935, with a combined open flow of 2,408,000,000 cu. ft. and 50 depleted oil wells were plugged back for gas with a total open flow of 529,800,000 cu. ft. The total new gas production for the year was, therefore, 2,937,800,000 cu. ft. The 17 natural-gas pipe lines drawing on the Panhandle supply of fuel gas withdrew a daily average of 420,497,507 cu. ft., or a total of 153,481,-590,000 cu. ft. for the year. The 44th Texas Legislature passed a statute known as House Bill No. 266, which was designed to prohibit waste and protect correlative rights by compelling the ratable production of gas. The part of the law relative to withdrawal of sweet gas became effective Aug. 1, 1935, and the part referring to withdrawal of sour gas became effective Oct. 1, 1935. Three of the major pipe line companies attacked the validity of the ratable production feature of the new law and a preliminary injunction was granted by the Federal District Court. The final hearing on the incrits of the case is scheduled for the early part of January. A KNOWLEDGE of the water content of producing sands is becoming of increasing importance to the petroleum industry. It is now a generally accepted fact that practically all oil sands contain some free water. Recent experiments1 have shown that an appreciable fraction of the pore space of a sand may be filled with water while oil production from this sand is water-free. Crowther and Haines,2 in experiments on electro-endosmosis in soils, reported that there was no endosmotic flow of water when the moisture content of the soil was 14 per cent or less, indicating that the moisture content of the soil below 14 per cent was held by dif-ferent forces than the water content above this value. This result is confirmed qualitatively by Dunlap,1 who found that "as the volume of water in the voids exceeds approximately 15 per cent of the pore volume, the permeability of the core to kerosene is markedly reduced." The author3 has also found in other experiments that the gas flow through a water-saturated sand reaches essentially 100 per cent when the pores of the sand still contain from 10 to 15 per cent water. The velocities of the flowing fluid in the experiments cited were comparatively high, so that in practice one may expect, at lower fluid velocities, an even higher moisture content of the sands with water-free oil or gas production. Thus a knowledge of the water content of oil-field sands becomes of con-siderable importance in estimating petroleum and gas reserves, and effi-ciency of fluid recoveries from depleted reservoirs. Rapid and reasonably accurate methods of measuring the water content of sand cores have not been described so far in any literature that has come to our attention.4 The method described below is devel-oped from methods that have been used for some time to measure the water content of alcohols.5,6,7 It is an application of the fact that in the presence of certain organic liquids such as kerosene, carbon tetrachloride, xylol, etc., water and alcohol are only partly miscible. THE industrial relations between the Tennessee Copper Co. and its employees have developed a number of interesting things and have been most, profitable to the employees and to the company. It is noteworthy that considerable has been done without a formal organization of any kind built up through the efforts of the company. From time to time there have been discussions regarding the advisability of a formal organization and the decision has always been in favor of the present method. In the year 1919, the company was dealing with its employees through union committees and, after an understanding was reached, satisfactory results began to be obtained, but as time went on the committees did not function and it came to a question of how to reach the men. For the past two years, about once a month, but at no stated time, there has been a meeting with a committee of employees consisting of 40 or 50 men out of 700. This committee is secured by notify-ing the locals. In addition, the Service Department notifies a number of men not represented in the union, so as to have a large representative committee. The meetings are on company time and the men are rotated, so that in time every employee attends , at least one meeting. All department heads and a number of foremen also are present. The operating plans and policy of the company are set out at the meetings and the market outlook for products is discussed. Explana-tions are also given of anything that has come up since the last meeting which affects the employees, and an effort is made to inform them of what will probably happen in the next month or two. Once a week there is a meeting of department heads with the manager, for discussion of all operations as a whole and such depart-mental details as seem advisable. When the depression started, it was necessary to curtail operations and the reasons were carefully explained; before the men were laid off, the employees as a whole were advised of the coming layoffs through these meetings. They were also advised generally who would be retained and given an opportunity to express their agreement or their. disapproval. In fact, an effort was and is being made to keep the employees advised in advance of matters affecting them and to give them full opportunity to express themselves.

On the map of Europe the shield-shaped area included in the boundaries of Rumania appears too small to constitute a very important factor in the wold's oil production. The country has a total area of 122,000 square miles of territory, about one-fifth of 1 per cent. of the world's surface, from which about 21/2 per cent. of the world's oil was produced in 1929. This relatively small area also constitutes one of the known billion-barrel reserves of the world. Oil has been found in various localities in the foothills of the Carpathian Mountains, extending more than 100 miles in length at their base. It is rather unusual that, while the extent of prospective territory seems to be large, the area of the commercially productive pools is comparatively small. Oil accumulation in Rumania is closely associated with salt stocks. Shows of oil are encountered from the Pliocene down to the Cretaceous. Most of the production, however, comes from the Pliocene, the chief producing sands of which are the Dacic and the Meotic, although some oil is produced from the Levantic and the Pontic. The Meotic as a source of oil was known for many years, but the intensive output from this sand series is a comparatively recent development and accounts in a big measure for the steady increase in Rumanian production. In the early part of the summer of 1929 the Astra-Romano (Royal Dutch) completed a well at Moreni in what is thought by some to be a fourth Meotic sand (a new sand series) at a depth of 5200 ft. with an initial production of 2000 bbl. a day of 41" gravity oil. The development of this new horizon has been somewhat retarded by the disastrous fire which occurred at Romano-Americana's well No. 160 in Moreni, but its discovery adds materially to the future life of the Moreni area, one of the country's oldest fields. Rumania's production for 1929 is estimated at 35,556,000 bbl., a daily average of 97,400 bbl. This compares with the total of 31,542,000 bbl. for the previous year, a daily average of 86,180 bbl., or an increase of 12.73 per cent. Rumania now occupies seventh position in the world's oil picture, it having been replaced as the sixth in importance by the Dutch East Indies in 1929. Table 1 shows a comparison of production by districts and fields.
