WHEN a subject, such as the manufacture and service of chilled car wheels, as has been fruitlessly discussed for ten or fifteen years, it is difficult to revive interest and action by the mere repetition of statements and arguments that have been made before. And when a situation involves serious responsibilities for conditions that have grown up under circumstances beyond the control of any particular individuals or authority, it is even more difficult to deal with. But there is one phase of every subject that need not involve these particular points if presented in a, proper manner; and that is, " the future state." I will try to present the subject of this communication from the latter standpoint and with the hope that all of those interested will feel disposed to give the matter attention from the basis that it is a, vitally important one to all that travel on railroads, whether as employees or officials, or as dependent on those in charge of the operation, or in the matter of materials and equipment used. The conditions of chilled wheel service have been changed so radically in the past ten or fifteen years by the use of freight cars of 40 and 50 tons capacity, that it is fair to say in the interest of all concerned in the use and in the manufacture of such wheels, that the increased strains and loads have been quite sufficient to account for much of the service results that have transpired. That proper provision was not made for increased possibilities of strength and wear, in fact that previous factors of the kind were allowed to deteriorate, is no proof that such wheels cannot be made equal to heavy service conditions as shown in the data given herein.

The Committee, appointed early in May, met and organized in Washington, May 9, 1923, and were then advised that such data as they required would as far as obtainable be submitted to them in tabulations, and that they could not be allowed to see the individual reports nor know the identity of the operators on whose reports the figures submitted were based, therefore the Committee's valuation is based on data received from your statisticians, and on tonnages estimated by your staff and by the United States Geological Survey. Various methods of valuation for mining properties have been suggested, but all authorities seem to agree in accepting, as the fairest and most practicable and logical, a capitalization of the estimated future earnings, when such estimate can reasonably be made. Hoover and Finlay both emphasize this. The United States Supreme Court says in Cleveland, Cincinnati, Chicago & St. Louis Railway Co., v. Backus, 154 U. S. 439: But the value of the property results from the use to which it is put and varies with the profitableness of that use, present and prospective, actual and anticipated. There is no pecuniary value outside of that which results from such use. The amount and profitable character of such use determines the value. The Committee on Federal Taxation of the American Institute of Mining and Metallurgical Engineers, appointed in 1919, in its report states: A proper value of a mining property is the present value of the prospective net earnings, taking into account probable variations in output and value. Ingalls ("Wealth and Income of the American People," p. 97) says: The fundamental principle of mine valuation is the present worth of an annual dividend accruing during the period of years corresponding with the lie of the mine. It is a convention that the estimated period shall not be more than 30 years.

THE influence of various elements in retarding or accelerating the absorption of carbon during the process of carburization is fairly well known. In general those elements which forth carbides accelerate the absorption, while those which do not retard it. It has sometimes been wrongly stated that those elements which raise the temperature of the critical range increase the absorption, while those which lower this temperature decrease it. Silicon is a notable exception to this rule, for its influence is to raise the critical range but to lower the absorption of carbon. Some elements which do not form carbides have no apparent influence upon the absorption rate. Carbon itself retards the absorption rate. With a view to obtaining more exact data upon the subject the following experiments were undertaken : 208 steels of different chemical composition were selected to represent most of the types of modern constructional steels. Specimens 3 in. in diameter and in. in length were weighed to milligrams. They were then packed in the special carburizing box shown in Fig. 1, and kept in .the furnace for 10 hours at a temperature of 900° C. A duplicate experiment was conducted at 1,000° C. At equal' intervals of time the box was rotated in the furnace so that. two complete revolutions were made in the 10 hours. This precaution was taken to neutralize as much as possible any effect of unequal heating. At the end of the 10 hours the box was allowed to cool in the furnace with the doors open. The specimens were then weighed again and the increased weight (carbon) determined. In. the following table are given the analyses of the various steels, together with the. increased weight of .carbon expressed in milligrams.

Investigators in the field of temperature measurement have long sought a thermoelectric couple fulfilling the following requirements: 1. It should be useful up to and including high industrial temperatures; i. e., 1000 to 1800 C. 2. Its thermoelectric variation with temperature should be linear and be maintained after heating to high temperatures for long periods of time. 3. It should be reproducible; i. e., different couples of the same elements should have similar calibration curves. 4. Its thermoelectric power should be large so as to allow the industrial use of rugged recording instruments. 5. Chemical reactions with, and physical changes within the elements of the couple should not alter its calibration. No thermocouple proposed to date exhibits simultaneously all of these characteristics, whereas the couple about to be described fulfills all requirements to a satisfactory degree. New Thermoelectric Materials A thorough survey of the literature on thermoelectricity revealed that present-day thermocouples could not meet the specifications mentioned above because their thermoelements are metallic. Metals have a marked tendency to deteriorate chemically and their melting points limit their use to low temperatures. Refractory substances, however, are usually resistant to chemical attack and are quite stable at high temperatures. Hence a survey of refractory substances having thermoelectric possibilities was made. One class of thermocouples considered was that in which carbon and a carbide of some metal or nonmetal were the thermoelements. Previous investigators neglected to study this field but certain recommendations were made by them for the use of couples in which carbon served as one element. These proposals are listed in Table 1. The couples suggested are unsatisfactory because of their low thermoelectric powers, the low melting points of their metallic elements, etc. The

The importance of understanding the phenomena associated with rock fracture has long been fully appreciated in rock mechanics. This is clearly apparent from the special attention paid to rock fracture in the comprehensive papers published within the past four years.l-5 These papers present a picture of how the knowledge of brittle fracture of rock was gradually enriched and also show that what was often taken for granted three or four years ago is no longer considered as valid today. The Griffith hypothesis,6 thought in the past to predict the strength of rock, is now known to be applicable to fracture initiation only. The knowledge of a failure criterion for fracture initiation is not sufficient, however, as after fracture initiation the rock is still a useful material even possessing increasing load-bearing ability. The importance of the fracture propagation process, subsequent to fracture initiation, is thus obvious. Yet, relatively little attention has so far been paid to brittle fracture propagation in rock. As it is now realized that understanding of this process is a prerequisite for practical rock mechanics applications, studies of propagation of brittle fracture in rock constitute an important aspect of rock mechanics research. It has been pointed out 4 that it is essential that the failure mechanism is fully understood before a failure criterion is postulated. Many failure criteria have been propounded in the past on the basis of theoretical reasoning alone and could not be verified by experimental evidence. Recently, a hypothesis for the mechanism of brittle fracture of rock was propounded, 4 describing the events taking place in the rock from the initial application of gradually increased load to complete disintegration of the material.

A study of the structure of chemically deposited nickel by Goldenstein, Rostoker, Scpssberger, and Gutzeit has been reported recently. In this work it was shown that the nickel deposit produced by the catalytic nickel-reduction process was an amorphous solid. Crystallization occurred at elevated temperatures when the original powder pattern which showed only a diffuse ring with a d-spacing of 2.01A became sharp, revealing nickel and nickel-phosphide lines. The phosphide was indexed provision%lly on a tetragonal lattice of parameters a = 9.01A and c = 4.42A, which is in reasonable agreement with the structure of Ni3P proposed by No-wotny and Henglein.3 The transformation from the amorphous to the solid state occurs abruptly (e.g., after 7 min holding at 400°C) with the evolution of considerably more than 1000 cal per gm-mole. A more detailed analysis of these effects requires a knowledge of the solubility of phosphorus in nickel. Konstanti-now3 mapped out the phase diagram in 1908 but did not determine the solid solubility. The eutectic was placed at 11 pct P and 880°C. The purity of typical catalytic nickel deposits is very high.' Spectrographic analysis for heavier elements showed only trace amounts of aluminum, calcium, iron, magnesium, lead, and silicon. The term "strace" is a qualitative definition for less than 0.1 pct and probably less than 0.01 pct. Analysis for the interstitial elements yielded 0.04 pct C, 0.0023 pct 0, 0.0005 pct N, and 0.0016 pct H. Some of this material with 7.5 pct P was used in the present work. EXPERIMENTAL METHODS Alloys were prepared from carbonyl-nickel shot and a master composition containing 7.5 pct P. Cold-crucible, nonconsumable-arc melting was used.

The deformation characteristics of pearlite have been studied by light and electron microscopy.1,2 In the electron-microscopic work, deformation was found to take place by 1) ferrite slip which is parallel to the lamellae, 2) slip transverse to the lamellae with both cementite and ferrite deforming, and 3) ferrite-cementite interfacial slip. The transverse slip gives a step-like appearance to the lamellae in light microscopic work. It was thought that spheroidization of deformed pearlite would commence at the regions of maximum cementite deformation, the "stepped" areas. Although there is no possibility for seeing slip in the microstructure if the specimen is polished after deformation, the step-like appearance of the lamellae clearly indicates the transverse deformation. Thus, the areas of cementite deformation are apparent after polishing and the effect of deformed areas on spheroidization may be studied by the usual metallographic techniques. This note reports the result of a metallographic investigation which substantiates that spheroidization begins in the "stepped" areas. An AISI 1080 steel was normalized, re-austeni-tized at 1040°C, and isothermally transformed at 700 ± 4°C for 4 hr. Cubes, 5 mm to a side, were compressed between parallel plates to strains of 20, 40, and 50 pct. After deformation, specimens were heated to 600, 650, and 700°C; withdrawn at increasing time intervals and examined metallo-graphically for the percentage and distribution of spheroidite. The percentage of spheroidite was determined by lineal analysis. A micro structural region considered as spheroidized was one in which a lamellar skeleton was not distinguishable. Table I gives the times necessary for 95 pct spheroidization for each condition of strain and annealing temperature. ALUMINUM which has lost its original identity as to source may be considered as secondary. This would include scrap originating in the fabrication of aluminum, which is not consumed at the plant of fabrication, and all material resulting from fabrication, which has lost its original identity regardless of whether it be consumed at the plant of fabrication or not. In general, secondary aluminum may be divided into two classes, commercially pure and alloyed. The chief impurities found in commercially pure aluminum are copper, iron, titanium and silicon; while in aluminum alloys, copper, iron, titanium, silicon, zinc, manganese, magnesium, nickel, or tin, may be present in varying proportions. Occasionally lead and antimony are found in secondary aluminum alloys, especially if the alloy results from remelting vender's automotive scrap. Such alloyed elements as are found in the scrap cannot be removed on remelting. In this, the remelting of secondary aluminum differs from the smelting of secondary copper or most other secondary metals. The majority of secondary materials reach the consumer in the form of remelt ingot or remelt No. 12 ingot. This ingot varies greatly in quality, depending upon the source of the material, and the manner in which it is refined and blended. The principal differences between primary and secondary ingot are: 1. The composition of secondary ingot may be more or less indefinite. 2. Secondary ingot may contain more dross and oxide. Secondary ingot may, however, be used successfully in a great many products. RELATION OF PRIMARY PRODUCTION TO SECONDARY PRODUCTION Table 1, compiled from data published by The American Metal Market, gives an approximate idea of the relation of primary to secondary production. Information obtained from other sources leads the authors to believe that the figures for secondary production are somewhat low.

THE importance of ladle and teeming practice and its relationship to the yield and quality of the product has focused considerable attention on this phase of open-hearth operation. Inherently bad steel cannot be perfected by manipulation during teeming, but through the proper handling of "off heats" serious losses, which in many cases arise, can be greatly minimized. Conversely, good steel can be ruined as a result of poor workmanship in the -pit, and rendered unsuitable for application to orders where exacting surface and physical requirements are essential. Sufficient evidence has been secured to warrant careful investigation of pit operations when an abnormal number of basic defects develop in the semifinished product or are found on the inspection table. This paper is written from the standpoint .of the problems involved in making satisfactory ingots for sheet rolling. Furthermore, since rimming steel is almost universally used for manufacture of sheet, the data presented herein refer particularly to that type of steel. Going back some 30 years in open-hearth .history, the word "pit" properly described the hole into which the ladle was lowered to receive the metal tapped from the furnace. The working space was necessarily limited, and the disposal of slag and metal overflowing the ladle or lost because of breakouts presented a serious problem. The equipment, of course, was rather crude in the light of present-day development. Often no ladle stands were provided, the ladle being hung on the crane beneath the runner. When delayed taps occurred, the ladle was often held in position for many hours, thus tying up pit operations and causing delays to adjacent furnaces. Because of crowded conditions, slag thimbles were not used and a network of cast-steel triangles and old tapping bars, placed before the heat was tapped, was the means for removing slag from the hole. Magnesium, in its combined forms, is the sixth most abundant element and the third most abundant metal in the earth's crust, but it is so reactive that it is never found in nature in the elemental state. As part of the rock-forming minerals like magnesite, dolomite, olivine, and serpentine, it is combined in virtually insoluble forms. As part of soluble minerals like kainite (KC1 MgS04 - 3H20), leonite (K2S0, MgSO, 4H20), langbeinite (K,SO, 2MgS04), and carnallite (KC1 . MgCl? 6H20), it is found in evaporite deposits, generally of marine origin, deep within the earth's crust. Since these minerals are soluble, they are found only in deposits protected from the percolation and leaching action of ground waters by an insoluble and impermeable mantle. Usually this mantle is from several hundred to many thousands of feet thick. Finally, as a solute in marine-like brines, magnesium is common in surface and subterranean waters throughout the world. The oceans, which contain 0.13% Mg, illustrate the inexhaustible nature of the reserve. The recovery of magnesium from the rock-forming minerals, usually by thermal decomposition, and from dilute brines such as sea water by precipitation with lime, are frequent industrial practices. But the recovery of magnesium as magnesium chloride from evaporites or natural brines of concentration greater than sea water has been of little industrial significance for economic and technological reasons. The present US capacity is preponderantly based on the sea-water magnesia process with thermal reduction capacity in second place. No present magnesium capacity is dependent on recovery from the stronger natural brines. But projected capacity, although still weighted in favor of the sea-water magnesia process, is partly based on the recovery of magnesium chloride as a byproduct of potash operations.

It is recognized that in the early days of the petroleum industry oil was produced with practically no scientific or fundamental knowledge of the laws and principles governing its extraction from the ground. Only a few, if any, of those exploiting the oil resources made any effort to collect accurate scientific information. There was little need for it, for as is frequently the case where the supply of a natural resource appears inexhaustible and is greater than the demand, large profits were possible from merely skimming the surface with little regard to the efficiency or thoroughness with which the oil was obtained. With this policy in force, great quantities of gas were wasted and when the reservoirs ceased producing by natural means they still contained a large fraetion of the oil originally in them. The present tendency in the industry is toward conserving existing oil reserves. In order that greater percentages of the oil present in the ground may be recovered, efforts are being made to improve production methods and to rework depleted fields. If the production methods are to be improved intelligently it is essential that the fundamental laws be known and understood, consequently large amounts of money and effort are being spent in gathering data that will serve to define and interpret these laws. A great deal of attention is being focussed on the study of the motion of oil through an oil-bearing sand, the forces that cause it to move and the factors that affect its motion. It is recognized that one of the important factors is pressure, but its quantitative effect is not known. In a given field the rate of production declines with time and so does the rock pressure. Among engineers engaged in mining coal for river transportation, probably no other subject of equal importance has received so little attention as the methods of transferring into barges and other craft. The liability of all our streams to sodden freshets and their attendant drift and ice-gorges, seems to have had little effect upon the design and construction of what are commonly known as rivertipples, beyond the building of breakwaters, and other similar devices, to guard expensive structures from damage. The first method adopted for such transfer was a simple incline, with a movable cradle, which could be raised or lowered to suit the different stages of water. This system, though limited to a small capacity, and to cars not larger than those commonly used underground, possessed two advantages. The first cost was comparatively small; and, since the structure did not obstruct the channel, there was little risk from freshets, the utmost damage from which could be repaired at small expense. Its disadvantages, however, were many, the principal among them being the breakage of the coal by reason of the necessarily high dump; the damage to barges from the same cause; and the difficulties of screening and distributing the different sizes into separate barges. That system has been almost wholly abandoned of late, in favor of the basket-arrangement, lowering vertically into the barge, with the aid of counter-weights, which return the empty basket; while pipes or chutes convey the small coals into other barges, from a complete set of screens, which this method will readily accommodate. We should like to point out that a similar idea was put forward by Friedel8 in his book on the subject of lattice merohedrism "merihedrie réticulaire:"—When two crystals A and B are twinned with respect to a mirror plane, there exists a common superlattice, "réseau periode," which is independent of the contact surface between the two crystals. The volume V of this superlattice is a simple multiple of the volume v of the lattice of crystals A, or B, (Fig. 5). This "multiple cell" is defined by the twin plane (p q r) and a row of atoms [h k l] normal to this plane, the base being taken as the smallest unit (two-dimensional) of this plane. Two cases must be considered. First when the multiple cell, as defined, has no atom site at its center nor at the center of its faces other than (p q r), v the twinning index is defined by —. In the second v case, when one of the two above conditions does not v apply, then the twinning index is V 2v A more intuitive definition of the twinning index would be the proportion of atoms of C, which would coincide with those of C1 when the C, lattice is imagined to extend on the other side of the contact surface. Being much interested in efficiency-work in general, and an ardent reader of writings on this subject by Frederick W. Taylor and others, as applied to manufacturing-plants, and having served my apprenticeship from mucking to the engineering design of ore-dressing and underground plants, I hope that this paper will lead others to investigate the field more fully, to the improvement of general mine- and mill-operations, as well as the advancement, intellectually, physically, and financially, of the employee and his relations with the employer. If a man who is prepared to look closely and observe broadly starts in Canada and zig-zags from camp to camp to southern Mexico, taking time casually to inspect mines, mills, and smelters, he will be pitifully impressed by the great difference in customs, and the general waste of labor, time, and money throughout the country. He will so seldom observe a dollar's worth of results given in exchange for a dollar spent that he will form a poor opinion of operating-efficiency and management. This highly-scientific department, requiring an amount of skill and executive ability equaled in few, if any, of the professions, certainly falls short of the standard established in our greater manufacturing industries. It is easily said that this is due to the diversity of conditions in mining, milling, and smelting. But on second view it must be admitted that there is room for tremendous improvements in nearly every mining-organization. The proposal of such improvements is often met by the argument that any mine is but a temporary affair, yielding such profits as to make efficiency-work of no consequence; but any business which is profitable and worth doing at all is worth doing on a basis which gives the greatest return on the investment.

The coals mined in the area known as the anthracite fields of Pennsylvania have always been recognized commercially as anthracites. In the literature, however, some of these anthracites have been called semi-anthracites by various writers. The coals mined in Sullivan County, especially those from the Bernice field, have been recognized commercially both as anthracites and semi-anthracites. In the literature they have almost always been referred to as typical semianthracites, although Franklin Platt,1 in his report to the Pennsylvania Geological Survey, uses the terms semibituminous, semianthracite, and anthracite in describing them. The purpose of this paper is to endeavor to dispel the confusion of names used to describe these coals and to supply further information that will permit a logical and definite classification. Most of the confusion of the past has been due to the impossibility of securing enough fresh face samples from which to draw sound conclusions; some of it was due, no doubt, to lack of standard methods of analysis, and of course, to the ever-present lack of definition of boundaries from the standpoint of classification. Map Showing Lines of Equal Volatile Matter and Lines of Equal Specific Gravity As a foundation for this work the writer constructed a map showing lines of equal volatile matter and lines of equal specific gravity throughout the anthracite and semianthracite regions. The points on these lines were determined from a study of analyses of 214 face samples from 28 mines and composite analyses from 18 different breakers. These samples were collected through the joint efforts of the U. S. Bureau of Mines and the Anthracite Institute. The Bureau of Mines standard method of sampling was used in all cases. All analyses were made by the Bureau of Mines and are used here with its permission. The

The microseismic method of detecting instability and high-stress zones in underground mines was developed by the U.S. Bureau of Mines (USBM) in the early 1940's.l,2 For about 25 years this method has been used throughout the world by mining and construction companies in assessing the stability of underground and surface excavations. Rock noises are the release of small amounts of stored strain energy propagating outward from their source as a seismic wave that can be detected with special geophysical equipment. This release of strain energy is caused by a rock mass undergoing load changes resulting in small-scale displacement adjustments such as microcracking, shearing, sliding, and crushing of crystal grains, some even as small as the elastic displacements themselves. No detailed field studies of any of these mechanisms have been made, and knowledge about the origin of rock noises is relatively incomplete. Laboratory tests have shown that when rocks are stressed in a testing machine, the rock noise rate-the number of rock noises generated per unit of time increases with increasing applied stress.3 This increase is most pronounced as the ultimate strength of the rock is approached. The standard field procedure has been to monitor a rock structure at intervals and plot rock noise rates vs. time, thus gaining a semiquantitative estimate of the behavior and stability of the structure. The success of such monitoring, however, has depended almost entirely on the experience and knowledge of the operator, his interpretation of the data, and his equipment. Very little study has been devoted to the basic properties of the vibration record of a rock noise. USBM decided that the microseismic method was being used sufficiently by various mining and construction companies

PETROLEUM engineers are displaying considerable interest in those fundamental properties of matter and energy that control the phenomena of oil and gas production. The subject is a difficult one to investigate by laboratory experiments for two reasons: (1) it is impossible to reproduce in the laboratory the scale of forces and dimensions that exist in the underground reservoir; (2) if we attempt to scale down the dimensions we are unable to reduce all proportionally. It is as if we tried to construct a model blast furnace for the reduction of iron ore, and reduced all lineal dimensions. We should find that the interstices between the miniature chunks of ore would not .permit rapid transfer of gases, that combustion and heat transfer would not take place as in the full size furnace and that, in short, the contraption would not work. Just so, when we attempt to make a reduced scale oil field we find we must have, not only miniature reservoir and miniature wells, but "miniature" sand, oil, gas, etc. Much valuable work, however, has been done along these experimental lines and more will no doubt follow, but investigators should bear this point in mind and strive to attain dimensional homogeneity and dynamical similarity in order that their conclusions may be translated into terms applying to the oil reservoir. As Gibson says,1 "These conditions are attained when all terms of the physical equation have the same dimensions, . . . when all corresponding particles of the two systems trace out similar paths and when the velocities are such as to make all corresponding forces acting on two such particles in the same ratio. It is the purpose of this paper to discuss the mechanics of fluid movement as it pertains to the oil pool and to point out the complexity of the laws of fluid delivery under the conditions often found.

The following study of flue-dirt and the influences controlling it may be interesting to many. It is published because it represents observations at about thirty furnaces at different times. It may assist in giving an impetus to the making of similar observations elsewhere. Until ten years ago, the metallic waste in furnace-gases was not considered a problem of pressing urgency in iron metallurgy—certainly not in the blastfurnace end of it. Many plants at present ignore, or pay but little attention to, top-pressures. Prior to the introduction of Mesabi ore, the losses in escaping gases, if considered at all, were regarded as thermal losses, or losses of fuel (except by those interested in lead, zinc, silver, etc.). In a high-priced material like ferro-manganese, such losses were, indeed, considered important. But the behavior of the Mesabi ores, corning, as they did, in practically inexhaustible quantities, could not be disregarded by the furnaceman. These ores came to stay. The tables appended below have purposely been altered to disguise the plant, the company and the ores used. The comparative values are maintained. In these tables, the influencing elements and conditions which are constant, or practically so, namely, size of furnace, quantity of wind, fuel used, etc., are not mentioned. The figures represent observations consistently followed up for a long period. The weights of flue-dirt were obtained from cars on which no other dirt was thrown. The analyses and calculations are based on the best of sampling. The effects of slips are excluded. Slips should not occur at well-regulated or properly-constructed furnaces, excepting under unusual and rare conditions. Allowances are made for moisture, scrap charged and silicon in the metal. STATEMENT OF THE PROBLEM THE administration of industrial organization today embraces more than the cost of production and selling prices. Competition is deeper seated than mechanical devices, overhead charges, and a shrewd manipulation of the markets. Despite the "down-to-the-minute" equipment and the "last word in organization," it is quite evident that "capacity production" will be an unknown quantity until the workman is considered as a producer, in relation to his home, as he is now considered in relation to industry. Whether or not a man shall do an honest day's work is as much a psychological condition as it is a matter of physical strength or skill. His attitude toward his work each morning is determined, to a large degree, by the environment of his home. Whether this attitude, good or bad, obtains the day through will depend entirely upon the one fact as to whether the corporation which employs him does or does not differentiate between the mechanical factor and the human factor in industry. To be more specific, sociological work, under whatever name, should be of such a character as to influence the life of a workman in such a manner as to establish a cooperative interest in his work, foster within him a spirit of contentment in his home, lead him-so to employ his leisure time that he will not lower his efficiency as a workman, destroy his domestic happiness, or endanger his standing in the community as a citizen. While no fixed rules of procedure can well be formulated for the development of the work, yet definite lines of activities will readily present themselves as applicable to the individual needs of a community. This is especially true where community influences and agencies pertaining to general welfare are easily correlated.
