That calcium will activate quartz for flotation with anionic collectors such as soaps has been known for a number of years,1 2 3 and the method has been applied to the concentration of various iron ore 4 5 6 as well as to other materials. Clemmer gives the permissible pH range for the activation of quartz by calcium as between 9.5 and 12.5 with an optimum value of 11.0, and Hertzog7 has determined the calcium abstraction of iron ores and of Ottawa sand, but otherwise little quantitative data are available. The purpose of the present investigation was to determine those conditions under which dilute solutions of calcium chloride will activate quartz for anionic flotation and to determine the amount of calcium ion adsorbed by quartz. Those variables, the influence of which was primary, such as calcium, sodium, and hydrogen ion concentrations, were studied. Other factors which influenced the results are discussed in the description of the experiments. Three different experimental methods were used to determine the activation of the quartz. The first method was to treat a sample of ground, deslimed quartz with solutions of calcium chloride and sodium hydroxide, and to determine the calcium adsorbed by chemical analysis of the solution. TWENTY years or so ago I wrote an article on management which consisted mostly of a chart similar to thousands of others of that day showing line functions, staff functions, and the chain of command in a typical mining organization. Since hen we have been "bossing" from the faces to the swivel chair and we have made many errors of no little expense to our companies. We have kept the chart in mind but many times we have changed the functions to fit the people we have had to work with. Good management after all is getting results with the people, the equipment, the supplies, and the natural conditions of the coal seam or seams and adjacent strata present. We have made, with little effort, a good showing with average people and equipment in good natural conditions. We have made a miserable showing (although expending every personal effort) with better than aver- age people and equipment in bad natural conditions. In the latter case many of our stockholders felt that better management would have found some way to save their investment. Perhaps they were right.

THE Tuesday afternoon session", H. A. Bedworth chairman and T. S. Fuller, vice-chairman, was opened with D. J. McAdam, Jr.'s paper entitled "The Influence of Cyclic Stress on Corrosion." This paper dealt with the influence of cyclic stress on corrosion of alloy steels, corrosion-resisting steels, monel metal and aluminum alloys. The paper was discussed by T. S. Fuller, who pointed out that steels under stress corroded more than unstressed steels when subjected to steam.

WHEN we want to interpret some problem which faces us at the present, if that problem be a social or political movement, we turn to the pages of history for 'information. If the problem be one of science or of industry we turn to the library of the subject and endeavor to translate the present from the experience of the past. I wonder if you would bear with me for a few minutes as I look back to the time when I was going through mining school and looking forward with hope, it is true and with confidence also, but still with some trepidation and an occasional qualm, to the month of June when the class of 1897 would be hunting jobs. Those were the years 1893 to 1897. Those years saw the Treasury of the United States so empty of gold that the President had to appeal to financiers to accept the country's promises to pay in return for $100,000,000 in gold. And the invectives that were hurled at both their heads for such a betrayal of the people sound strangely similar to those you read today being daily written and screamed at another President for taking us into the League of Nations or for not issuing bonds in huge amounts for unemployment relief, or for not adopting somebody else's particular specific for the relief of hard times.

A PROPER consideration of this subject is not confined to the technical channels of production and metallurgy. It concerns an industry, and should cover economic aspects which are of material importance in any program of development. The discussion may logically be treated under three subdivisions, as follows: (1) manufacture, (2) characteristics related to quality of material; (3) adaptability and exploitation of product. MANUFACTURE OF WROUGHT IRON The manufacture of wrought iron is the most ancient art of the ferrous metal industry. The eighty years or less of existence of processes identified with our modern "Age of Steel" is a relatively brief interval compared with the several thousand years associated with the production of wrought iron by man. From the primitive early methods of production, manufacture for many centuries followed the line of direct reduction. There were developments as experience was gained through the years; but man's needs for a strong, ductile, forgeable product were met by reducing the ore to metallic iron in a single-stage operation. Following the development several centuries ago of what has become our modern blast-furnace operation, manufacture of wrought iron was gradually transformed into a two-stage method of first producing cast iron and then refining this to the desired degree of forgeability; the forerunner in principle of today's scheme of manufacture of steel. The product retained the essential characteristics of highly refined base metal with iron-silicate slag incorporation, which were associated with the material resulting from direct reduction methods. Cort's invention of the puddling process in 1784 is a landmark in wrought-iron manufacture. IN speaking of immaterial problems of industry I am using the word immaterial in its original sense, not consisting of matter; not in its derived sense, unimportant. There is nothing of a paradox in saying that immaterial problems are the most important in human life, for His a matter of everyday observation that much of the news in the daily papers, and most of the world's best literature and drama, deal with human conduct that has for its motive forces that are but little concerned with material things. The engineer's preoccupation with physical forces, in extending his control over them, has not blinded him to the impor-tance of forces that, for want of a better word, I call immaterial; but he has considered that dealing with the one is his job and the other is not. All the evidence of the past decade indicates that the latter are so in-extricably interwoven with the former in modern in-dustrial life that the engineer will have to concern himself with them whether he wants to or not. Some of the most important of the problems arising from the action of these forces relate to the mental hygiene of the workers in industry. Mental hygiene in industry was concisely defined, in terms of the best present knowledge, by Dr. C. Macfie Campbell, speaking last April before the executive com-mittee of the Associated Industries of Massachusetts, and as his statement can scarcely be bettered, I quote it below: "The term mental hygiene is apt to appear vague. FULLY 60 per cent of the serious and fatal accidents in Maryland coal mines are due to falls of roof and side. Usually, the victim of the fall sustains a broken back, sometimes not only the vertebrae being fractured but the spinal cord also being severed. When the spinal cord has not been severed and yet the vertebrae have been broken or injured, it is often possible to rehabilitate the victim of the broken back. - Such accidents are classed as Permanent Total and the victim receives a certain compensation from the State Industrial Accident Commission; sometimes the amount is awarded in a lump sum, but usually it is paid weekly. When the amount allotted to the victim of such an accident has been expended, either in a lump sum or weekly payments, the victim of the accident is dependent on public charity. Some efforts have been made to physically rehabilitate the victims and make them at least partly self-supporting before the expiration of their compensation payments. The State Industrial Accident Com-mission has done some of this rehabilitation. The Maryland Bureau of Mines, in cooperation with R. C. Thompson, Supervisor of Vocational Rehabilitation, State Department of Education, and his assistants, has, through an informal cooperative arrangement, placed several of the victims in hospitals in Baltimore for treatment. Six years ago, through the efforts of the Maryland Bureau of Mines, a dozen or more broken-back victims were examined by an orthopedic surgeon and report was made to the Bureau regarding such cases and the possibility of their rehabilitation. This paper details the result of such examinations.

SOONER or later intelligent exploration for uranium leads to these questions: Where did the metallic ions that formed the orebodies come from? What processes and geologic factors were involved in ore replacement? These matters, of course, make a big difference in how best to look for orebodies. Before these questions are discussed it might be well to point out other factors bearing on the subject. The whole business of uranium exploration is only a little over ten years old, participation by the public is only about six years old, and real interest and activity by more than a few large mining companies has arisen only in the past two or three years. Throughout this short period, uranium exploration has been affected by the unique influences of necessary security measures and by division of the over- all job into individual projects by a large number of specialists in diverse fields. This has meant that a normal interchange of information on the nature of uranium deposits has really only just begun. Com- pared to the vast amount of published studies on iron, copper, lead, zinc, and gold deposits over the past 50 to 75 years, current knowledge of uranium deposits is in its infancy and much of the pertinent information is still scattered about in a number of unpublished sources. The volume of reports on all phases of uranium exploration is now beginning to mount at a remarkable rate, and geologists with widely varying specialized backgrounds in uranium geology are engaging in spirited debates over the origin of uranium and the relative importance of geologic controls of various deposits.

The only essential difference among the three methods of collecting the precious metals from their low-grade ores by fusion is comprised in the nature of the vehicle in which those metals are concentrated. If lead- or coppper-ores are used, the processes are respectively lead- or copper-smelting; but when the sulphide of iron forms the matrix in which the gold and silver are collected, the process is known as pyritic smelting. The latter method presents rarely any advantages when lead- or copper-ores are available at rates which permit profitable treatment. Pyritic silver-smelting, defined by Percy as " the smelting of silver-ores, which are either free from lead or do not contain it in sufficient quantity to collect the silver, in conjunction with pyrites, in order to produce a regulus in which the silver may be concentrated," is not, as the name would imply, confined to ores of this metal alone, but embraces auriferous silver-ores, or even gold-ores simple. This method of collecting the precious metals from lowgrade dry ores, employed at Freiberg by Barthel Kohler in 1585, does not appear, up to the present, to have been introduced into this country on a working scale. And yet the possibility of getting rid in a single operation of all the earthy or siliceous gangue of a lowgrade ore and concentrating the precious metals in a matte without loss of lead (which includes gold and silver) by slagging, or volatilization, at the same time producing a highly siliceous slag, very nearly if not quite as clean as is usual in lead-smelting, certainly commends itself. EVE have studied the gold-aluminum system by X-ray diffraction and by the microscope over the entire range of composition for temperatures between 300° and 500° C. Results obtained are shown in Fig. 1, com-bined with the work of Heycock and Neville1 at higher temperatures. The diagram differs in important details from that given by Hansen2 in his critical compilation of the literature of binary alloy systems. This work was, undertaken both because of the intrinsic value of a knowledge of the phase diagram of this system and because of the need of theoretical metallurgy for precise and accurate data, particularly X-ray diffraction data. Systematic studies of equilibrium diagrams, particularly by Hume-Rothery,3 have shown regularities that yield a certain insight into the nature of alloying forces. It has been shown, for example, that solid solubility depends on the concentration of free electrons in the alloy, on the relative radii of solvent and solute atones, on the forces of attraction between atoms, and on the relative stability of intermediate phases. The well-known Hume-Rothery rule states that the crystal structures and compositions of many intermediate phases depend on the electron-to-atom ratio. This has been confirmed and extended by wave mechanical calculations.4 A knowledge of the forces between atoms in alloys, even an imperfectly developed empirical one, should be a valuable guide in the preparation of technological alloys of desirable properties. Furthermore, such informa-tion is basic in such problems as rate of diffusion, age-hardening, phase transformations, and others. FOR the past three years, the senior writer has carried out, with inter-ruptions, a series of investigations into the characteristics of prospecting seismographs of a wide variety of construction. Early in 1932, a com-plete equipment was developed for both refraction and reflection observa-tions; its first function being, however, the application in reflection shooting. The performance of the equipment proved to be highly satis-factory in a series of field tests' which were carried out by the junior writer, whose services were loaned to the Colorado School of Mines by courtesy of the Plains Exploration Co. in Denver. The various problems that were encountered in the construction of the equipment, in its application in the field, and in the interpretation of the results, are fully treated in Publication 47 of the Department of Geophysics of the Colorado School of Mines. Its first part deals with the various problems encountered in the design of the instruments, and presents a discussion of such topics as the free and forced oscillations of damped and undamped mechanical seismographs, the action of oscil-lographic recording instruments and amplifiers, the characteristics of electromagnetic seismographs, and the requirements of damping, natural frequencies and static magnification for the pickups, amplifiers and oscillographs used in refraction and reflection seismographs. Further-more, a detailed discussion of the various methods of static and dynamic tests of seismic receivers, and a description of the reflection equipment developed at the School of Mines is presented. Unfortunately, a delay has occurred in the publication of the first part of this investigation concerning the instrument problems. There-fore, the second part, dealing with the field problems, is herewith pre-sented first.

ComMercial steel sheet is prepared by a combination of hot and cold rolling and annealing. This treatment usually results in more or less pronounced anisotropy. The anisotropy may manifest itself both as preferred orientation and in the manner in which impurities, segregations, and the like, are aligned in the sheet. The type of preferred orientation and the organization of impurities or segregations may affect the elastic moduli, the yield strength, the tensile strength, and almost always the amount of ductility in different directions. In any case, the most important directions concerned in the anisotropy are along the rolling direction, along the width direction, and along the thickness direction. Considerable data exist on the anisot-ropy of sheet steel as demonstrated by conventional tensile tests; however, few attempts have been made to measure the constants of plastic anisotropy and use them to describe the flow of anisotropic sheet under combined stresses. In this paper, evidence is presented indicating that plastic flow in anisotropic sheet can be described by the shear-strain energy flow theory provided that the anisotropy is properly taken into account. Materials Used in the Investigation Table I lists the sheet materials used in this investigation and describes the condition in which materials were tested. Direction, of Tests and Test Methods Two types of tests were run—tensile tests and hydraulic-bulge tests. Characteristic parameters of anisotropy were determined from the tension tests by methods which will be described later. THE process of comminution by grinding is properly classified as an art, rather than as a science. Like most other operations concerned in ore dressing, or in the treat-ment of nonmetallic minerals, the mathe-matical relationships of rock breaking are still obscure, and much disputed. If some basic formula exists, comparable for in-stance to E = RI in electricity, it has not yet been placed in common use. The absence of such a comprehensive mathe-matical background undoubtedly is the cause of many inefficient designs and installations, as well as of much poorly oriented experimental work. On the other hand, the mathematical immaturity of the process constitutes an opportunity for a real contribution on the part of those who enjoy mental pioneering. Some of the statements made in any such exploratory work may be little more than opinions, and it is to be expected that some will later be proved untrue; but such an evolutionary development is necessary if we are ever to arrive at the fundamental laws, the discovery of which can change the empirical art into a mathematically exact science. The most significant principle of com-minution that we possess is probably Rittinger's law, which states that the work done in crushing or grinding is proportional to the area of the new surface produced. There is an alternative theory, known as Kick's law, which formerly was preferred to Rittinger's but which now is rather dis-credited. According to Kick, the work done in comminution is proportional to the volume, or weight, of the pieces broken, or to the cube of their diameters, while accord-ing to Rittinger it is proportional to the square of the diameters.

The three mines are located approximately twenty miles east of Carlsbad. The deposits have been found ideal for mechanized mining methods. This summary has been compiled from information made available by the three operating companies.

I HAVE been greatly honored as your unanimous choice for President of this. Institute, with which I have been associated during my entire professional life. It is customary for your new President, on these occasions, to make some observation on matters of general interest from the engineer's standpoint. The profession of engineering in the United States comprises not alone scientific advisers on industry but, in great majority, is comprised of the men in administrative positions. In such positions, they stand midway between capital and labor. The character of your training and experience leads you to exact and quantitative thought. This basis of training in a great group of Americans furnished a wonderful' recruiting ground for service in these last years of tribulation. Many thousands of engineers were called into the army, the navy, and civilian service for the Government. Thousands of high offices were discharged by them with credit to the profession and the nation. We have in. this country, probably, one hundred thousand professional engineers. The events of the past few years have greatly stirred their interest in national problems.' This has taken practical. form in the maintenance of joint committees for discussion of these problems and support to a free advisory bureau in ,Washington. The engineers want nothing for themselves from Congress.. They want efficiency in government, and you contribute to the maintenance of this bureau out of sheer idealism. This organization for consideration of national problems has had many subjects before it, and I propose to touch on some of them this evening.

There may be three kinds, viz.: (1) Specifications in general; (2) Standard Specifications; (3) Standard International Specifications. 1. A Specification is a document used in commerce which should clearly define the qualities of material to be supplied by the producer, the tests which shall be applied for their determination, and the methods which shall be applied for the purpose of determining that the entire product shall possess such qualities, properties and finish as are desired. The terms used in such document must be applied in accordance with their strict technical definitions as used by those most conversant with them, and the language should be of such accuracy that there can be but a single interpretation of each and every clause. EVER since the Phoenicians roamed the known world in quest of metals to harden their helmets and precious metals and gems to adorn their ladies, many other nations have sought metals in the far corners of the earth. During the past 75 years American engineers have been among the foremost in seeking for and developing ore deposits. They have been responsible for many of the principal discoveries and for the application of modern methods to mines in the far comers of the earth. American mining engineers with a zest for travel and an insatiable appetite for metals have also introduced throughout the world many articles made of metal which we consider essential to everyday life. Production and consumption of these metals in many foreign countries has brought to these countries an increased standard of living and added tax revenue to their governments. But unfortunately engineers from this country are no longer given ready access to all the countries of the world. This is not only unfortunate for American engineers but also for the countries that have adopted the exclusion policies and especially so since time has proved that in countries where the American engineers have gradually been excluded there has been a significant decline in the progress of the mining industry. Removal of these barriers to professional men would aid immensely in the world-wide development of the mineral industries. New areas brought into production under the guidance of American engineers with their exceptional know-how would provide more jobs for nationals of the countries involved and a better standard of living for the nations as a whole.

POTASH is an essential. It is necessary as an ingredient in fertilizers or as a plant food, and certainly one of the great problems, and one of increasing gravity, is the maintenance of agricultural fertility that we may have adequate food supplies. When one thinks of potash one thinks of Germany. The first and most important deposits of soluble potash salts were found in Germany, and it was through Ger- man research and the application of a highly developed knowledge of chemistry that the value of these deposits was recognized and appreciated in the field of agricultural fertilization. The Germans knew that they had something of great value in their potash resources, not only because of the advantage derived from the extensive use of it in their own intensive farming operations at home, but also because of the pressing need for it on the part of other countries. Appreciating the economic value of this in international trade, they fostered the industry to the fullest extent and devoted much attention to well organized propaganda designed to bring out the essential need for potash of German origin throughout the world. Thus every one came to believe that potash was an essential commodity of only German origin and as such it held an extraordinary position in world trade prior to 1914.
