Probably the newest thing in mining safety, or safety for mines, is the apparent dissatisfaction on the part of the mineral industries, as represented by both management and labor, and the general public of the Nation, with the safety record of the mining industry. This is reflected by published comments and papers in the technical press;1-8 in labor periodicals, 10 11 in popular journals and periodicals,12 13 and in the daily press; also by discussions of the Safety Committees sponsored by the National Safety Council, 9, 14-15 the American Mining Congress, 1, 16 the American Institute of Mining and Metallurgical Engineers, 2, 4 the Mine Inspectors' Institute of America,6,8,17,18 the Coal Mining Institute of America, 5, 19, the American Standards Association, and others.20,21

EDUCATIONAL trends as reflected in curricular changes are of interest and importance in engineering educa¬tion both as matters of record and as considerations for the future. The data on which the evidence of this report is based were obtained by sending questionnaires to all schools in the United States granting the undergraduate degree in mining engineering, metallurgy, or metallurgical engineering. The questionnaire had two parts, one inquiring as to the general nature of revisions made or planned, and the other asking for information on specific courses added to or dropped from the curriculum, or given more or less time than formerly. The frequency with which curricular changes are made, even in normal times, is notable. Although it was expected that the period since 1939-40 would show numerous revisions, it was somewhat surprising to find that of 62 mining or metallurgical curricula in existence in 1939-40 and reported in the present survey, 58 had been revised or are shortly to be revised, 52 having already been changed during this period. Moreover, approximately half of the mining schools that have already revised their curricula, and probably a similar proportion of the metallurgical schools, are about to make further important changes.

AN extensive recent trip throughout the mining districts of the Southwest, Central West, an Northwest,' reveals a numbes of interesting conditions that have influenced operators, in both large and small mills, to modify their flow sheets insofar as they pertain to crushing and grinding. The changes made and planned for the future should be of interest. It is interesting to note when traveling through the country, how ideas change and practice is modified, and it is rather amusing to see how milling methods seem to run, more or less, in cycles. New ideas and developments are brought about which run through the industry and are taken up by many of the best and most well informed operators. Some of them will change, sooner or later, back to their old practice; for, like everything .else, what will work well in one place will not necessarily be suited to another. On the other hand, it is often difficult to establish. other practices known to be of value, owing to the natural resistance to make a change, but on the whole, the western mill men seem to be more alive to possible benefits of various modifications than any other engineers with whom I have come in contact in all parts of the world. Mill men in other parts of the world always keep in con- tact with what is being done in the western part of the United States, but it does not necessarily follow that those in the western part of the United States are always right. Some of these changes that have been made and afterward abandoned will be referred to later.

BUTANE OPERATED drilling rigs are a recent innovation in the petroleum industry, so extensive data on their operation are not available. However, experience indicates that, within limitations, as much can he accomplished with butane as with steam, at a decided reduction .in expense of installation and cost of operation. Commercial butane is a liquid motor fuel similar to gasoline, but much more volatile, so that it has to be stored under pressure. At 10° F. it is liquid at atmospheric pressure, but at 100° it has a pressure of 70 lb. or more. As soon as the pressure is reduced, it turns to vapor and in that state is far more easily mixed with the air necessary for combustion. Butane occurs as a by-product in the absorption process of natural gasoline extraction from casing-head gas. The product has been used to some extent 10 raise the octane value of gasoline. However, because of its volatile nature, such admixture is stable only to a limited degree. Attempts also have been made to introduce the product in a gaseous form into oil- hearing formations in repressuring work. It has, however, until recently, for the most part been wasted.

THE iron and steel activities of this meeting opened on Monday morning with the steel melting session," with G. B. Waterhouse in the chair and A. L. Feild as vice-chairman. N. A. Zeigler's paper, on "Gases Extracted From Iron Carbon Alloys by Vacuum Melbing," created considerable interest and the discussion in general was most favorable. H. W. Gillett and Louis Jordan of the Bureau questioned the method of analysis for oxygen and C. H. Herty, Jr., and J. M. Gaines, Jr., I , expressed their surprise at the large amount of oxygen with the high ,carbon alloys. Whether the gases found existed as gas in blowholes or as oxide inclusions was also a moot point. A paper by C. D. King, on "Basic Open-Hearth Yields," was an extremely interesting and valuable contribution. It was discussed by C. E.Kinney and A. L. Feild and numerous questions were asked throughout the presentation. Mr. King then presented a critical analysis of the losses together with novel methods of calculating them. A paper by C. H. Herty, Jr., and J. M. Gaines, Jr., on "Unreduced Oxides in Pig Iron and Their Elimination in the Basic Open-Hearth Furnace," followed. The question of silicates and oxides in pig iron created much discussion, notably by Henry Hanson and W. J. MacKenzie, who gave figures on chipping cost as a function of blast-furnace practice.

Three magnesium alloys were processed in various ways to exhibit a wide variation in the ratios of yield strength and tensile strength in the rolling direction compared to the cross-rolling direction. Basal-plane pole figures were prepared from several specimens. A fair correlation was observed between the property ratios and the ratio of percent of poles oriented in the cross-direction quadrants compared to the percent oriented in the rolling-direction quadrants of the pole figures. THE modes by which magnesium crystals deform are such as to lead to marked preferred orientations in all forms of wrought products. The effect of the active modes at room temperature, coupled with these orientations, is often to produce a lower compressive yield stress compared to the tensile yield stress. The phenomenon is due to easy twinning in compression, and has been well-related to the preferred orientations as described by basal-plane pole figures of the hcp magnesium single crystal. The literature contains some information on the variation with test direction of the tensile properties of sheet, but no quantitative relationship to the observed pole figures has been established. These effects have been reviewed in the few com- prehensive treatises in English which have been written on magnesium technology and metallurgy.1°3 Roberts presents several pole figures, but no tensile-property data in the plane of the sheet. Raynor has no pole figures, but quotes Frommer's4 results. The information in Beck's compendium more or less parallels the results of Jones and powell.5 In both a Mg + 1.5 Mn alloy and a Mg + 4.6 A1 alloy, cold rolling was found not to change the general situation of higher properties in the cross-rolling direction,* than in the rolling direction. Thomas'6 X-ray studies of Jones and Powell's specimens did not permit correlation of properties and preferred orientation. Ansel and Betterton7 report tensile and compressive properties on three other alloys as a function of degree of cold rolling, plus a recrystallizing anneal. As rolled, there was a change in anisotropy with degree of reduction, but all alloys were reasonably isotropic in tension when annealed. X-ray diffraction photograms illustrated the kinds of orientations present, but were not correlated with the properties. Bakarian8 has described a method of determining quantitatively a preferred orientation, and illustrated the method by applying it to pure magnesium and two of its alloys. This method was used in the present work as a basis for correlating the strength properties with the texture.

THE practice of fine-grinding is now being so successfully - carried on in some fields, notably in West Australia, and its advisability has been so frequently pointed out' that the matter in this paper is not put forward as being new ; its chief object being to call attention to the importance of fine-grinding in the treatment of comparatively low-grade ores. I have been engaged during the last five years in the cyanide-treatment of ores in the Ohinemuri district (North Island), New Zealand, and I consider that, in the near future, extremely fine-grinding (almost sliming) will become a very important feature of the milling-methods in this field, since it seems absolutely necessary to reduce the most of ores to a very fine state of division if a high extraction is to be obtained; and, in most cases, the extra percentage of saving will leave a good margin above the increased cost of treatment due both to the fine-grinding and to the interest on the capital spent for the grinding-machinery. The average ore of the Ohinemuri field is composed of a quartz-gangue with some calcite, carrying the gold-value in the form of an alloy of gold and silver in about equal proportions, and the silver-value in the form of mixed sulphides of silver, usually associated with a considerable amount of iron pyrites. In the upper levels, the ores are decomposed and carry large quantities of black manganese oxide and some iron oxide, but, as. depth is reached, the decomposed ore gives place to sulphides and, in some mines, rhodonite, manganese silicate, is present in fairly large quantities. NORMALLY, the Britannia ore mixture contains chalcopyrite and pyrite as the chief sulfide minerals, together with minor amounts of gold and silver and a low zinc content. Reduction is accomplished by jaw crushers underground, followed at the concentrating plant by Symons cone crushers, rolls, and ball mills. The standard flotation practice, evolved during several years of experimentation, provided for bulk flotation of the two sulfides, after primary grinding to only approximately 35 mesh, followed by regrinding of the bulk concentrate, with subsequent separation of the chalcopyrite and pyrite to make a marketable concentrate of each mineral. This so-called standard milling practice has previously been described in detail in U. S. Bureau of Mines Information Circular 6619. A modification will he discussed here. In the face of a constantly increasing world surplus of copper and a steadily falling price during 1930 and 1931, it was obviously undesirable to continue unprofitable production of large quantities of this metal. Prior tests by Dorn, where the strain rate in a tensile test was suddenly changed, have shown a small, but definite rate-history effect to exist. If this effect is neglected in the calculation of creep behavior from tensile results, an error should occur. This paper shows that this error is smaller than experimental scattering, and may be neglected. DORN1 has found a small but definite rate-history effect in the aluminum alloy 250 at liquid-nitrogen temperature using tensile tests with an abrupt rate change. Greater progress than in any previous year was accomplished by the oil industry in New Mexico in 1936. The total number of completions in the state was 631, of which 549 were oil wells, 21 were hydrocarbon gas wells, three were carbon dioxide gas wells, and 58 were dry holes. The total oil production for the year was 26,804,446 bbl. Compared with the production for 1935 of 20,228,947 bbl., this represented a gain of 32.5 per cent. Of the total production, 25,337,382 bbl. came from Lea County. The average daily nonmarginal well allowable for that county was 115 bbl. the first of the year and 86 bbl. at the close. THE low-volatile, or smokeless, coal field of southern West Virginia is in Fayette, Raleigh, Wyoming, Mercer, Summers and McDowell counties, in the extreme southern portion of the state, and extends into the adjacent counties of Tazewell and Buchanan in Virginia. McDowell County is the largest producer, with Fayette and Raleigh counties next. The total area of the field (Fig. 1) is approximately 1600 square miles, or 1,024,000 acres. The percentage of volatile matter in the various seams ranges from 15 to 26 per cent. The upper limit of true low-volatile coal is usually considered to be 23 per cent volatile matter; above this point, the coal usually is classed as medium volatile. This limit will be used in this paper.

FLAME fusion growth of strontium titanate crystals was undertaken to obtain large transparent crystals on which physical data could be gathered. The fact that strontium titanate is a cubic crystal and probably has a high index of refraction indicated that it might be useful in optics. No large boules* of strontium titanate had been synthesized previously, and none have been found as natural occurrences. The flame fusion process, invented by Verneuil in 1904,1 was first applied to grow large crystals of ruby and has since been used extensively to grow crystals of corundum and spinel on a commercial scale. Only during the past nine years has this technique been applied to the growth of large single crystals of other high melting compounds such as rutile,2 mullite,3 and ferrites4 One of several significant advantages of the flame fusion technique over more conventional methods of growing crystals from a melt is that the crystals are grown without the use of melt containers. This fact alone excludes other methods of growing crystals from a melt whenever there are compounds with a melting point near 2000°C or above. Growth of the crystal, similar to that of a stalagmite, takes place inside a circular refractory furnace that does not contact the crystal, Fig. 1. This eliminates a serious source of impurities as well as the likelihood of multi-crystalline solidification along the container walls. The flame fusion technique is particularly advantageous for research because it produces large crystals quickly and at lower cost. A corundum crystal 25 mm long and 12 mm in diam can be grown in 2 to 3 hr. Operating conditions permit observation of the growing crystal during any stage of the process. The various flame patterns and a wide range of oxidation-reduction conditions can be investigated in a relatively short time. It should be pointed out that formation of the foot of the boule is the most critical step in growing an unfractured boule. When the tip of the sintered cone is fused to initiate crystal growth, the original area of fusion should be kept as small as possible so that one crystallite can assume dominance over all the others and propagate as a single crystal. If the boule start happens to consist of several crystals, usually the entire boule also contains several crystals. In many cases these tightly cohering crystals exhibit different crystallographic orientations. Although the basic technique of the original Verneuil process has been retained, refinements in method and burner design have been developed in recent years. For example, boule growth may be initiated on a seed crystal rather than by fusion of a sintered cone. The danger of multicrystalline or twinned boule starts is thus eliminated, and this procedure may also be used to grow boules of predetermined crystallographic orientation. Prior Art: Of the many attempts to produce artificial gem crystals, most early efforts% ere directed toward synthesis of .rubies and sapphires and diamonds. None of these efforts resulted in a process that was commercially practical. Without exception only tiny crystals of corundum were obtained, and those at excessive cost. Verneuil announced his process in 1904; Ravier6 in 1934 presented a detailed description of a commercial boule production plant. Descriptions of the German synthetic stone industry, the process details, and the equipment used have been published by Barnes7 and by Merker.'

THIS is a day of surpluses, some good and some not so good. One can hardly pick up a newspaper, magazine, review or economic treatise without confronting the fact that we have or are threatened with more .of certain goods than we have use for, whether it be corn, wheat, cotton, coal or oil, -lumber, 'leather, newsprint, automobiles, zinc, lead, copper or what not. How did this unprecedented state of affairs arise? Who is to blame? How shall we avoid smothering ourselves in our own production? The voice of the farmer is raised in appeal to the Government to relieve him from the dilemma of his own fertility. In answer the Government employs thousands of experts and spends millions of dollars to aid the farmer. But to what end? To make him still more efficient so that he may produce even greater surpluses? Not satisfied with the result, it spends other millions to prepare vast areas of the arid land of the West for more farmers to cultivate and insure yet larger surpluses. Then what? MODERN industry's incessant demands for increased operating efficiency and lower costs require that hazards attending all occupations be reduced to a minimum. Reduction of the inevitable losses that result from accidents and injury to the worker is one of the important economic problems confronting industry today and is the basis for the widespread safety movement. Dr. Charles E. Munroe, chief explosive chemist of the U. S. Bureau of Mines, is father of the statement, "The existence of a nuisance is evidence of an economic waste." This pointed expression of the internationally recognized scholar and explosives engineer has a direct relation to the prevention of accidents. Every injury and death in industry is a waste in human endeavor and a lessening of productive gain. Dr. Munroe has aptly paraphrased his previous summation with reference to wastes as follows: "A lost-time accident is evidence of an economic waste." That the economic waste entailed by occupational accidents is chargeable to industry is well substantiated by the fact that all but four states (Mississippi, South Carolina, Florida and Arkansas) now have workingmen's liability and compensation laws.
