SINCE the Saar started. the real progress in scrap-metal recover is in the change of point of view regarding secondary metals. The tendency had been to regard scrap as the normal outgrowth of obsolescence, fluctuating somewhat from periods of depression to periods of prosperity. but nevertheless an unwieldy economic factor more to be contended with than embraced. Now, metals above the ground are being looked upon as semi-permanent reserves or stock piles in various stages of repeated use or revolving life cycles. The change in point of view is due to the forced realization that domestic supplies of new metals are limited and many foreign sources are at least temporarily closed. The stock piles must be cultivated. The reserves must be made more nearly permanent. Steps are being taken : (1) develop methods for recovery of scrap metals heretofore not recovered, and (2) restrict strategic metals to uses ensuring a large percentage of re-use, which in turn means substitute materials in the dissipative uses.

Computer techniques now have been applied to the solution of a wide variety of scientific and engineering problems in the mining industry, but generally not in great depth in any one area. In mining, the area covered in greatest depth and with the greatest success has probably been mine planning and to a lesser degree production scheduling. A rather comprehensive review of the literature related to mine planning and production scheduling indicates that contributions in these areas have been geographically, as well as organizationally, widespread. Of twenty-six papers reviewed, eleven were from industry, eight from educational institutions, four from computer vendors, two from the Bureau of Mines, and one from a private consultant. The conclusions that can be derived from the literature are: First, the-state-of-the art has advanced to the point that computing ore reserves and developing mining plans with the aid of the computer is now a routine practice; second, the application of the computer to mine planning problems has markedly improved our ability to estimate ore reserves, more accurately define pit limits, and determine an optimum mining sequence. MINE PLANNING The papers in this section deal essentially with the problem of determining the final pit limits of an orebody and the ore reserves associated with a given pit limit. The problem is probably best described by Soderberg25 and more recently by Reibell. 23. There are two techniques currently being applied to this problem by several mining companies: 1) the multiple-cone technique and 2) the Lerch-Grossman algorithm. The multiple-cone technique is the older of the two techniques and has the advantage of being more flexible, allowing an engineer to easily vary pit slopes in different sectors of the design. The technique can also be used to define intermediate pit contours. The Lerch-Grossman algorithm is appealing in that the final solution is given in the form of a true mathematical optimum. The technique is limited, however, in that the size of the blocks in the orebody model are a function of the desired

I. INTRODUCTION. THIS cavern was discovered Oct. 22, 1904, by Mr. Charles H. Deutschman, in company with whom I made, May 29 to June 3, 1905, at the request of Mr. Howard Douglas, Superintendent of the Canadian National Parks, the first exploration of it for the Canadian government. The results were stated in a paper, orally presented, with lantern-views from my photographs, at the British Columbia Meeting of the Institute, Victoria,, B. C., July 5, 1905.* The present paper embodies also the results of a second examination, made Oct. 25 to 29, 1905. The accompanying map, Fig. 1, will serve as a guide to the following description. II. LOCATION. The cavern is situated at snow-line, at the head-waters of Cougar creek, on the west slopes of the Selkirks, about 2 miles north from Ross Peak water-tank, and 5.5 miles west from Glacier House, on the main line of the Canadian Pacific Railway. It was then reached by an arduous climb from the water-tank, up the ravine of Cougar creek, for 8,000 ft. (2,000 ft. of altitude) over rock- and snow-slides, and through a thick tangle of alders. But an easy and very picturesque trail has, during the past summer, been opened by the government from Glacier House. Figs. 2, 3 and 4 represent views, not heretofore published, of the grand scenery of this region, so rapidly becoming the-object of attraction to thousands of tourists from all parts of the world. THE problem of picking the best students for an engineering college can no longer, be considered as simply one of determining the amount of general ability, but rather of finding special aptitudes for scientific work, according to Carl C. Brigham~ a Princeton University professor, who has been conducting researches on methods of selecting engineering undergraduates at Cooper Union, an evening school in New York City. When we first began this investigation seven years ago," says Dr. Brigham, "we thought the whole job would be done a soon as we had found a good method of measuring general intelligence. Today we feel that we are still about five years away from a solution, but on somewhat firmer footing than when we were looking for general ability.

IT is a pleasure to realize even at that day the dignity of the engineer's calling was upheld. May I also add my firm belief that today there be many engineers who will qualify to the specifications of our interesting author. Since that time, the development of the world has been chiefly due to the engineer, and so far as human brain can foresee, the material tasks of the future will continue to follow the directions of his judgment. Popular opinion says this is the age of the engineer; literature, which in the long run, voices public sentiment, shows it in the number of engineers who figure as characters of fiction. The engineer has been doing the big things necessary to increase the comfort and efficiency of mankind, but while a certain amount of fame and repute falls to him, too often he figures as the hired man of the entrepreneur, using that term not in the offensive sense of a mere promoter, but to mean the great visioned master of enterprise who has seen ahead of other men, recognized the coming needs of the world, and through ability to inspire others and to hire capital for his use has also been able to hire engineers as needed. Justly enough, therefore, to such men comes the fame as well as the prize of the game.

WITH the great expansion currently being made in the aluminum output of the United States, not only by the company that has heretofore been the sole producer but by a now organization in the field it is only natural to wonder to what degree the; ore reserves of the United States can contribute to the growing consumption. For the three-year period 1937-'39 the U.S. Bureau of Mine's figures indicate that the annual domestic production of bauxite averaged about 370,000 long tons, compared with average, annual import of about 194,000 long tons. About 85 per cent of the imports came from Surinam, nearly all of which went into aluminum manufacture. Not all of the or -kipped from mines in the United States is used to make alumimun however as Bureau figures indicate that in these three years an average of only 48 per cent of the domestic ore shipment were so used the abrasive chemical and other industries taking respectively 27, 21, and 4 per cent of the output. Adolph Greiner, Seraing, Belgium:—I have nothing special to add to Professor Hubert's paper except to say that there are some little things that it would be well to have corrected when the paper comes to be published. In dealing with the thermal efficiency of the engine, you will find that the 29.84 per cent. was a very high one. Professor Hubert has forgotten those engines built under the Cockerill type, but he has referred to them in Appendix 11. At our works at Cockerill we have built 63 engines, giving 63,000 h.p., and the other companies who have received licenses have built 113 engines, making 103,000 h.p., and aggregating 176 engines and 166,000 h.p. Eight years ago I had the pleasure of giving to the Institute the results obtained up to that time. Since then a good many engines have been constructed. In 1898 I thought a blast-furnace producing 100 tons of pig iron would allow 3,000 h.p. Professor Witz and Professor Hubert show that with the same production of pig the new engines take 3,800 h.p. out of the gas. At present at Cockerill we make 700 to 800 tons of pig iron per day, and we hope to have 26,000 h.p. in a few years. At present we have only half of that in gas-engines, but we hope to have in five or six years all the gas out of these furnaces to the number of 25,000 or 26,000 h.p. INTRODUCTION. THE Park City mining-district is distinctively a camp of few properties, 5,000 acres, or one-third of the entire district, being under the management of but three companies. As a rule, the ore-bodies lie deep, with no outcrop, except where erosion has formed the deeper canyons and gulches. Ontario canyon exposed the famous Ontario ledge, and Woodside gulch showed the first ore of the Silver King Coalition mine. The Quincy ore-bodies were first brought to light in upper Empire canyon, and Thaynes canyon was instrumental in aiding the prospector during the early days of the camp. There are 22 shafts which have reached a depth of at least 500 ft., ten a depth of 1,000 ft., five a depth of 1,300 ft., and two a depth of 2,000 ft. The amount of lateral development has been proportionally extensive, including six long tunnels, four of which are in 3 miles, with a fifth now being driven. The Ontario lower drain-tunnel is now more than 4 miles long. The formations are sedimentary, dipping about 30° NW. and N., and traversed by many fissures, dikes, and faults. The principal ore-bodies are found associated either with the contact of the basal Ontario quartzite and the overlying limes, or on a quartzite stratum within the limes, or in the fissures, or along some of the porphyry dikes. The district covers the intersection of the Uintah and Wasatch ranges, which explains the existence of large folds and faults, and fissures of great length, width, and depth. In a general way, the geology of the district consists of a basal quartzite dome, which has been exposed by erosion at the Ontario property. The Ontario fissure lies entirely within this formation. THE proposal has been made in a bill introduced into Congress at the last session by Representative Jones of Michigan that an import duty of 6 c. per lb. shall be placed on copper. This action is urged after eighty years of prosperity for the industry in this country; during most of which copper has been on the free list, and during all of which a tariff would have been without real effect. To comprehend the general situation upon which this action would be imposed, we must refer to the past history of the industry and its trends at the present time. The following table supplies us with a picture of the physical growth of the industry in this country and its relation to that of the world as a whole down to Jan. 1, 1921:

MONDAY, Feb. 21, evokes memories of the Silver Corridor at the Waldorf to be recalled and reflected upon for time to come when thoughts drift to the Annual Meeting of 1944. Crowded though it was, on occasion there lurked in the mind's eye a vision of what might have been had the 2886 persons who put in an appearance at one time or another milled around in the lobby of 29 West 39th Street. Some confusion resulted from difficulty in locating meeting rooms, but for the most part everyone found what he wanted. The usual bulletin board of members registered was missing this year and rumor has it that tile Waldorf didn't approve. Registration broke all previous records with many a busy engineer realizing that the program had something to offer that would be of use in his particular job. It might be noted here that "Arpad" co-operated nicely, previewing spring days on Monday, Wednesday, and Thursday; Tuesday was a bit damp.

DURING the war the mineral industry, and metal mining in particular, extended itself more than any other to attain the limit of its productive capacity. Likewise, probably no other industry went quite so far toward jeop¬ardizing its own economic future through depletion of material reserves. Once we looked to Europe for most of the manufactured goods we needed. Our own limited mineral requirements were easily supplied from mines near the Eastern seaboard. With expansion and industrialization, our mineral needs increased in proportion, and the centers of mining activity moved westward to Michigan, Wisconsin, Minnesota, and the Tri-State district, where seemingly inexhaustible high-grade deposits of iron, copper, lead, and zinc ores were opened and rapidly developed.

(Wilkes-Barre Meeting, June, 1911.) I. INTRODUCTION. IT is now generally admitted by experts that at least so far as rapid progress is concerned the Alpine system of tunnel-driving is superior to any other. This is perhaps natural in view of the record of experience in driving tunnels through the Alps. These great mountain-chains cannot be treated in the ordinary way by shaft-sinking and driving headings, thus multiplying the points of attack. The work must be done from the ends only, hence speed in driving is of the utmost importance; and, as necessity is the mother of invention, the concentration of effort to make progress has resulted in an organization and in mechanical appliances that have produced results so much in excess of the usual practice, even in America, that a discussion of the subject in detail should be of much value to the engineer and contractor. The first Alpine tunnel was the Mont Cenis, length 7.5 miles, driven with a progress that averaged about 7.75 ft. per day. Next came the Saint Gothard, 9.5 miles long, 18 ft. per day; Arlberg, 6.5 miles long, 27.25 ft. per day; Simplon, 12.25 miles long, 36 ft. per day. The figures represent progress when driving from two headings, so that by dividing them in two we get the daily single-heading progress. The latest of the Alpine tunnels is the Loetschberg, now being driven. In this work the world's record has been beaten by a single day's record in one heading of 36 ft. and by an average daily record in. one heading of 29.5 feet. The Alpine range forms a natural barrier between a large section of northern and southern Europe. GEOGRAPHICAILY the industry of reducing and refining of copper continued to migrate from the .United States during 1931. While this country is losing the predominant position of its copper industry, our engineers still enjoy their pre-eminent position as leaders in the design and operation of the new plants being brought into production in the four quarters of the globe. Progress in the art, as indicated by the construction of the recently completed works, has not been revolutionary. Standard methods have been followed, augmented by novel features in flow-sheets demanded by the results of progress in the art of ore-dressing, and by reason of problems incidental to the peculiarities of the new ores being treated. Design and construction progress has likewise been orderly and without radical departure from less recent practice; new features in primary and secondary equipment being logical developments to provide for special conditions to keep abreast of improve¬ments in accessory apparatus. The new plants are being rapidly brought in without hazardous novelties and for the purpose of yielding the principal ingredient, copper, in as large a volume as it will he possible to market; the old United States procedure. In the meantime the domestic plants are shut down or operating at a very low capacity, threatened with untimely demise unless the metallurgist can extract and develop other valuable products from the ores. International agreements .and tariff protection may be a temporary reviving stimulant, but for many mines the days of profit will be numbered unless the ores can be made to yield as values the ingredients now being discarded. Invisible progress in this direction has been made during the past year, and it is to he hoped that time will prove that the outstanding progress of 1931 was in the development of processes for the ultimate recovery of by-products from copper ores, perhaps even relegating the value of the copper yield to secondary importance.

PRODUCING more steel without major capital investment in new plants is one of the most perplexing difficulties which confront the nation's postwar steel industry. The lack of scrap at a reasonable price results in an especially heavy pressure being brought to bear on the pig-iron production facilities which consist of 245 blast furnaces scattered throughout the country but concentrated most heavily in the Pittsburgh-Chicago area. Present demands exceed the total optimum output of these existing blast-furnace plants. Management hesitates to authorize erection of new plants on a scale sufficient to satisfy 'the demand for pig iron for two main reasons: first, extensive building under the present high costs of construction would greatly increase . the over-all capital investment per ton of iron capacity; and, second, the amount of steel necessary for a major construction program would upset the already tight supply-demand situation. The answer to the problem would then seem to be the development and application of a method which would increase the capacity of existing blast furnaces with a minimum of alterations and expense. Experiments consisting of operating a blast furnace at higher-than-normal top pressures, as proposed by Arthur D. Little, Inc., were carried out by the Republic Steel Corp. initially during World War II, and much more extensively during the past twenty months. The results of the Republics trials indicate that pressure blowing is a solution to the problem of increasing pig-iron capacity without necessitating major changes to existing equipment.

Martensitic transformations were observed by optical metallography and electrical-resistivity measurements during cooling at cryogenic temperatures of the bcc pr-phase Au-Zn alloys. The com-position dependence of the MS, MF, AS , and AF temperatures have been determined. It is concluded that the martensitic platelets which grow mainly in the lengthwise direction and which are associated with a very small temperature hysteresis are "thermoelastic" martensite. In some cases the observed structure seems to have no definite crys-tallographic habit or consists of a mixture of- plates and broad transformed areas. THE majority of the bcc /3-phase alloys in systems of copper, silver, and gold with zinc and cadmium are unstable at low temperatures and undergo a transformation upon further cooling into another structure. A large number of such transformations are martensitic. The composition dependence of the Ms temperatures has been determined and reported for CU-~n,' Ag-Cd,' and AU-C~~ alloys. The 50 at. pct ordered Au-Zn p' alloy has been reported by Jan and pearson4 to transform martensitically at 58°K in connection with their study of the de Haas-van Alphen effect The p' phase in the Au-Zn system has the ordered CsC1-type structure. The phase field is shown in Fig. 1: it has the typical V shape which is characteristic of all copper-, silver-, and gold-based binary /3-phase alloys. There appears to be no a priori reason why the transformation should be limited to the equiatomic composition and the availability of a cryogenic stage for optical metallography5 has permitted studies down to the liquid-helium temperature of a series of alloys in this system. EXPERIMENTAL PROCEDURE Predetermined weights of 99.999 pct pure gold and zinc were melted and cast under a partial atmosphere of helium in sealed quartz capsules. Thorough mixing of the molten metals was achieved by vigorous shaking, followed by a rapid quench into a brine solution. All ingots were homogenized at 640°C for 4 days. THE bases of the work by the committee whereof I am chairman were (1) the abolition of extra-lateral rights and (2) the preservation of the maximum of the existing laws. The matter of extra-lateral rights had been under prolonged discussion among mining men and up to the time when our com-mittee began its work (in 1917) the expression of opinion in every way whereby it could be made known -and those ways were extensive-was only a little short of being unanimous that extralateral rights ought to be abolished. I have not observed important evidence indicating a change of opinion on the subject since 1917. ABOLITION OF DISCOVERY LOGICAL Now, when it be decided that extralateral rights ought to be abolished, there can not be merely a simple change to that effect, but it is found that consequential changes are necessary all the way through the existing laws. Abolition of extralateral rights implies abolition of discovery as a prerequisite to location, for otherwise there would be no legal means for locating claims on the dip of a vein. Quite apart from this consideration, abolition of discovery as a prerequisite to location is supported by other good reasons. Among these are the occurrence of orebodies with no exposure on the surface and which often are hidden at great depth. A prospector who has reason to suspect the occurrence of such an orebody must have legal means for the location of a claim within which to explore, and obviously he may. not be able to make any discovery on the surface sufficient to locate and hold legally such a claim under the terms of the law as it stands at present. As a matter of fact, discovery as a prerequisite to location was abolished by common consent many years ago, not only for the reasons that I have given here-inbefore but also for others. It is highly desirable to revise the mining law in this respect, so that it will conform to the conditions of practice and not require people to perjure themselves in making locations, even if it be for praiseworthy purposes.

Mining of potash more than 3000 ft beneath the water-bearing sediments in Saskatchewan presented the unique challenge of designing stable mine workings and assuring protection from overhead water in a material that was believed to flow plastically, but whose behavior as a plastic material was not sufficiently known. Under the stress conditions ordinarily encountered in mining most rocks behave as elastic materials; that is, they compress slightly under pressure, and rebound when the pressure is released. Salt and potash, however, are different. Even under the relatively low pressures encountered at shallow depths, these materials become slightly plastic and yield to stress by flowing.* The plastic properties become more pronounced at greater depth and pressure, and the question arises as to whether or not the plastic flow will be rapid enough and exert enough pressure to destroy underground structures or interrupt the mining process.
