The Ministry of Commerce has been carrying out an evaluation of the resources of the Northwest Nelson region. In part this was to revisit the issues covered in the earlier proposal to close part of Northwest Nelson to mining under section 24 of the Mining Act (1971) initiated in 1990. In addition, the option of using GIS to integrate a variety of spatial data sets to aid policy formulation could be tested. The Northwest Nelson assessment would be a useful trial. The subsequent national park proposal provided a major impetus to the project and resulted in the scope of the study being broadened to include all energy and minerals resources.

"Kell is a hydrometallurgical treatment option for the recovery of platinum group metals (PGMs), gold, silver, and base metals from flotation concentrates to refined products on site. The process is cyanidefree, while eliminating emissions of sulphur dioxide, arsenic trioxide, and other toxic species often emitted by smelters and roasters. Kell has been tested on a range of concentrates, including PGMs (UG2, Merensky, Platreef, Great Dyke, Great Lakes, Lake Superior and others), refractory gold-silver, coppergold, and polymetallic concentrates. High extraction efficiencies (>95%) are achieved for value metals (Pt, Pd, Rh, Au, Ag, Ni, Cu, Co) and secondary metals (Sb, Zn, Pb, and others). Studies comparing Kell with smelter-refining show economic benefits: capex 18–33% of smelting; opex 51–66%; electricity consumption 13–46%; and environmental benefits: greenhouse gas emissions 57–61% of smelting, acidification 5–27%, human toxicity 37–62%, and freshwater ecotoxicity 43–55% of smelting. Synergies for Kell plants alongside smelter-refineries include utilization of recovered acid from sulphur abatement systems and excess capacity in precious metal refineries. Kell is unconstrained by concentrate grade and impurities, allowing the co-location of Kell plants for treatment of non-smeltable concentrates alongside existing smelters.Kell has been demonstrated in a nine-week integrated pilot campaign at 1:1000 scale, supporting a bankable feasibility study for a 110 000 t/a plant treating a UG2-Merensky concentrate at Pilanesberg Platinum Mine (PPM), owned by Sedibelo Platinum Ltd, which has along with South African Industrial Development Corporation (IDC), invested in Kell. Zimbabwean Mining Development Corporation (ZMDC) has signed a Memorandum of Agreement (MOA) with KellTech for a centralized PGM concentrate processing plant."

Dust emission from blast demolition and other construction activities can be a nuisance; it is widely recognized that fine particles less than 10 µm in equivalent diameter (called PM10) may cause health problems. Mist spray systems, such as rain guns, sprinklers, water/surfactant sprays (or foams) etc., are some of the most effective dust suppression methods. A large amount of research has showed that when water droplets are produced in an equal amount to that of dust particles, the airborne dust is suppressed by the agglomeration of dust and mist particles. A method for generating micro-sized mist from water, achieved by the detonation of explosives in the water tube, was suggested and is called the ‘detonationdriven water bag burst system’. There are many experimentally observed limitations of the explosioninduced water break-up process. The water bag explosion tests were simulated using the AUTODYN software, in order to investigate the aerosolization mechanisms of the detonation-driven water and water break-up process into micron-sized droplets. As a result of the numerical analyses, the diffusion direction of water when detonating in the central interior part of water tube was radioactive and significantly stronger than when detonating in the bottom exterior part; this is due to the compressive flow of the volume change inside of the water tube, which resulted from the blasting wave inside of the tube, as well as the reflected pressure on the ground. Blast tests of full-scaled reinforced concrete columns were conducted to verify the effectiveness of the suggested detonation-driven water bag burst system. The water breakdown and dispersion that occurred while blasting the reinforced concrete columns were observed using a high-speed camera, and dust generation was monitored using four density detectors. The suggested detonation-driven water bag burst system showed that the average dust density decreased by up to 7 mg/m3.

"Alumina is the main source of aluminium and it is extracted almost exclusively from bauxite ores found in the Southern hemisphere. Clays are abundant minerals that contain from 15 to 40% w/w of alumina from which it can be extracted by various processes. This paper reviews the processes used for the extraction of alumina from clays and discusses results obtained with a clay sample from the Murdochville area in the Quebec Province. The application of a conventional process to this clay did not yield an acceptable recovery although smelter grade alumina was produced. A modification to the process allows increasing alumina recovery from 85% to more than 92%. The application of the improved flow sheet to other alumina carriers failed to yield comparable recovery, showing that an optimum processing path for the recovery of alumina should be found for individual clay materials.INTRODUCTIONMost of the aluminium smelters are fed with alumina extracted from bauxite found in the Southern hemisphere. Bauxite is processed by the Bayer process that uses a caustic leach of the ore. In the middle of the century, the US Bureau of mines, motivated by the fear of an alumina delivery disruption, conducted several research projects aiming at producing alumina from non bauxitic ores. These projects led to the development of various acid leaching processes (Habashi, 1993). The sulphuric and hydrochloric acid leaching processes were brought to pilot plant evaluation (Bengtson, 1979), while nitric and other leach liquors were tested in the laboratory (Phillips and Wills, 1982; Habashi, 1983). Although clays are abundant and inexpensive minerals, the studied processes remained uncompetitive with the alumina extraction from bauxite (Hudson, 1987 page 42; Peters et al., 1962) for which reserves are estimated to support alumina production for the next 50 years (Oye et al., 1999). On the other hand, the local extraction of alumina from clays could significantly reduce the transportation costs of alumina to smelters and provide an alternative source of alumina supply from the Southern hemisphere countries. Also, the extraction of secondary products for some types of clay (Nasyrov et al., 1999) containing significant amounts of potassium and sodium could provide an additional return that may improve the economics of alumina production from clays."

Many different types of surface mining equipment use enclosed cabs to protect equipment operators from health and safety hazards. The overburden removal and mining process can be extremely dusty and can cause excessive dust exposure. To study this issue, a cooperative research effort was established between the National Institute for Occupational Safety and Health, U.S. Silica Co., Clean Air Filter Co., and Red Dot Corp. in an effort to lower respirable dust levels in an enclosed cab on an older surface drill at a silica sand operation. Throughout this research effort, a number of modifications were incorporated into the drill's filtration and pressurization system, as well as in other areas, to improve its design and performance. An average cab efficiency of 93.4% was determined with gravimetric sampling instruments when comparing the outside with the inside cab dust levels on the final design. Although this study considered just one operation, the goal was to identify cost-effective improvements that could be implemented on all types of enclosed cabs to lower respirable dust concentrations. Two critical components for an effective enclosed cab system are having a properly designed, installed, and maintained filtration and pressurization system, along with a method for maintaining structural cab integrity, which allows the cab to be positively pressurized. Another important component is maintaining cab cleanliness. Although this research was originally directed toward the mining industry, it is also applicable to agricultural or construction equipment.

The United States admits equality by her declaration that Chinese are eligible for American citizenship, and the reaction to this will be swift enmity to such peoples as may impose humiliating restrictions upon Chinese citizens.Finally, the decisions of the Moscow Conference and the recent meeting of National leaders in Cairo give partnership rights to this new State in post-war reconstruction, and open the way for a rapid realization of her destiny.It seems certain that China, if so she wills, can become, within a generation or so, one of the considerable forces of the world. The toad she wiII follow will be lighted by her own inherent and intrinsic genius. Her speed of progress can no longer be forcibly influenced by other nations and the attitude towards her of somewhat contemptuous patronage hitherto adopted by the European communities bordering the Pacific Ocean must be radically modified.It is doubtful whether the European will ever reach full understanding of Chinese mentality. The Chinese "way of life" since the dawn of her civilization has been totally divergent from that of the European, but the enormous potential strength, due to the simplicity of their requirements and their steadfast industry, is a function of that "way of life." On the other hand the trend of reorganization must obviously be towards Western standards; and a wide knowledge of the potential strength of the Chinese is possible and will be essential in our post-war world. The following, necessarily inadequate, notes are therefore offered, as an indication of the obstacles to be overcome and the capacity of the Chinese executives and operatives to overcome them.For 'thirteen centuries the political and social structure of China proper (ie, excluding Mongolia, Manchuria and Tibet) has been rigidly shaped by the philosophy of Lao Tze and the ethics' of Confucius. This Taoism, which is described as the "way of harmony" with its three jewels of character, gentleness, economy and humility, advocates the minimum of social, economic and political organization and still gives the key to the Chinese character.The Mongol and Manchu conquests of the 12th and 17th centuries, respectively, could hardly be dignified with the name of war, but the superior intelligence and harder mentality of the unwarlike Chinese finally absorbed...

Eramet and Tinfos are two producers of manganese alloys in Norway, which have worked hard for several decades to improve both the internal and external environment. Furnaces producing ferro- and silico- manganese alloys generate large amounts of off-gas that contains substantial amounts of dust, heavy metals and organic by-products. The dust is separated from the gas in venturi scrubbers by washing with water. The water is cleaned and recirculated, and the surplus water coming from moisture in the raw materials, is discharged to the adjacent fjords after further treatment. Emission figures show that the discharge of suspended solids, manganese, zinc and PAH (polycyclic aromatic hydrocarbons) have been reduced substantially over the last three decades as a result of process improvements and installation of state of the art environmental control measures. The two plants were the first world wide to install mercury cleaning of the off-gases from the furnaces. Mercury emission reduction has exceeded 90%. Concerning other environmental issues, such as utilisation of off-gases for energy recovery and chemical purposes, both plants have achieved good results. Major effort in the environmental work has come from the plants themselves, but other players like FFF, The Norwegian Ferroalloy Producers Research Association, and SFT, The Norwegian Pollution Control Authority, have contributed to the achieved results.

ThOUGH at present there is a wide range of possibilities for the quantitative determination of preferred orientations, pole figures of identical specimen material have not been determined by different methods as yet.''' In this paper a comparison of (Ill), (200), and (220) pole figures is presented which were obtained from a 95 pct cold-rolled high-purity cop- per sheet (99.9998 pct Cu), by three different methods. The world’s first active power demand stabilization system for a 3-electrode electric arc smelting furnace was commissioned at PT Vale Indonesia in December 2012 on Furnace No. 2 using an SPLC (Smart Predictive Line Controller). The SPLC technology in combination with the Furnace No. 2 rebuild and other upgrades has enabled PT Vale to increase the electrical input to the furnace by up to 20% on a stable and sustainable basis by eliminating peak powers that overload and trip out the electrical equipment, and by reducing power unbalances. The SPLC technology maintains smooth arc power using a continuously variable thyristor controlled series reactor. The SPLC compensates variations in the furnace arc with predictive changes in the circuit reactance at a speed of up to 60 times a second. The system started up quickly and has been shown to be easy to operate and maintain by PT Vale. PT Vale’s Operations Team has been testing the new system at set points of up to 90 MW on the newly re-built Furnace No. 2. Over the last 12 months, the throughput of Line 2 has increased by approximately 10% on an annual average; however, debottlenecking in other design areas of the operation is required in order to achieve 90MW operation on a sustainable basis. This outstanding success results from a combination of the furnace and other upgrades, the SPLC active power stabilization, and the skill of PT Vale in quickly adopting new technologies and maximizing the combined benefits of each technology in their operation.

MINING operations in the Waihi mine began, under the present proprietorship in the year 1889. Previous to this, and as far back as the year 1880, the presence of reefs in the Martha Hill had been known, and surface working on a small scale had beencarried out, without any great measure of success. The only method of treatment in use at this time was the old system of light stamps, amalgamating tables and berdans, and recovery by this method being low, little margin for profit was left, so thatthe property in these days was not considered of great importance and work on the area was only carried on spasmodically by different owners.On the transfer of the leases to the present company, calcining, dry crushing, and hot pan amalgamation was adopted as the method of treatment, and this system was continued till the more modern cyanide process was introduced and applied. As themethods of treatment and gold-saving became more efficient with the application of more modern and scientific processes, the importance and future prospects of the mine became more and more pronounced, and mining on a larger and more comprehensive scale was gradually established.As in the case of ore treatment, mining methods in the early stages were not as far adv.anced as the adopted practice of today, and numerous shafts, levels close together in vertical height.

"Explosives used in blasting operations, natural and anthropogenic sources such as septic systems,fertilizers, and decomposing vegetation can potentially contaminate groundwater with nitrate in thevicinity of construction sites and make identification of blasting impacts difficult. Blasting operationsfor a private construction project in Windham, New Hampshire were indicated as the source of water quality impacts to private drinking water wells prompting the New Hampshire Department ofTransportation (NHDOT) to implement a proactive approach to limit the potential for impacts fromblasting for ongoing NHDOT projects. NHDOT has developed a baseline drinking water monitoringprogram designed to detect potential impacts and to ensure alternative drinking water is providedthroughout the construction phase of projects. In 2013, the U.S. Geological Survey (USGS) andNHDOT began a study to determine the source and fate of nitrogen compounds near blasting sites using a combination of isotopic, time series, geochemical, hydrologic, and geologic data. Approximately 1.75 million cubic yards (1.33 cubic meters) of rock were removed by blasting in several locations for roadway construction at a major highway construction site in southern New Hampshire."

The advent of low-quality export coal demand has brought a new range of possibilities to the South African coal industry. Products that traditionally were only of value to the domestic or combustion industry sectors now have the potential to be exported, with only minor amounts of upgrading required through beneficiation. Comparatively high steam-coal export prices can be obtained for lowquality export coal, which enhances the economic feasibility of expanding low-quality thermal coal exports. There are, however, increasing concerns about the feasibility of lower quality thermal coal exports and the broader implications. These concerns relate to the environmental impact of low-quality thermal coal production for export and the inherent threat to the security of domestic thermal coal supply in South Africa. Against this background, this paper serves to explain the extended value chain in the production of export coal. The technical and economic advantages and disadvantages of low-grade exports versus coal production for domestic use are evaluated. The value chain estimation is calculated by the beneficiation modelling and characterization of two coals. Based on the value estimation, the lowgrade export production scenario, and finally the modelling of potential pollutant distribution, are described. This paper considers three aspects of cemented fill practice and research in Mount Isa. Firstly, an account is given of the use of Portland cemented hydraulic fill, considering mainly the role and specifications of the fill used but including û brief description of fill preparation and placement. Data resulting from a Portland cemented hydraulic fill sampling, curing and testing campaign covering about 18 months of operating practice are presented, analysed and discussed. These yield information indicating the mode of operation of a fully-automated fill preparation station, as well as a means of comparing field and laboratory strength results. A technique with potential for use as a fill quality control without actual strength testing is also described. Results of a fill research program conducted by the author in Mount Isa since early 1968 are presented, involving both Portland cemented hydraulic fill and alternative, cheaper, additives for cementing hydraulic fill.

llmenite from the west coast of the South Island, New Zealand, shows exceptional reactivity with dilute sulphuric acid. Based on this, a cyclic acid leaching process was developed for the production of material with more than 98% TiO2, suitable as a substitute for mineral rutile.Titanium hydrate is recovered from the leach liquor by hydrolysis, and is calcined to give the required product.Ferrous sulphate is crystallized from the hydrolysis filtrates, which after concentration are returned to the leaching stage. The need for further evaluation of the process on a larger scale is indicated.
