Thank you for this opportunity to address your conference on 'The role of coal in the New Zealand energy market'. New Zealand's energy market has, in common with much of New Zealand, undergone major change following the market reforms of the Labour Government. As far as the energy sector is concerned this change has been for the better, as it has created for the first time in a very long time a 'true economic market' for energy in New Zealand. This is in marked contrast to the previous regime where: ò Electricity was state operated, subsidised and cross subsidised. ò Oil was imported and subject to a raft of taxes and duties. ò Coal produced by state mines was priced by cabinet committee, based on other energy prices rather than on the costs of production and delivery of the energy product. Today, with the establishment of the SOE's we have a market of competitive supply, where the customer has the choice of energy with prices based on the true costs of production and delivery. This can only be good for the customer as the cost is now based on the real costs of production, not on political whim. So where does coal fit in this brave new world of free market energy supplies? Well, opportunity, they say, knocks but once.

A new dual-boom remotely controlled roof bolter was designed, fabricated, and then tested in an underground coal mine. Remote-control functions allowed complete bolting cycles to be performed on two booms with both operators located within protective cabs. Capabilities included 3-to 6-foot-long bolts in 5-to 8-foot seams, limited to bolts 20 inches shorter than seam height. Machine was in compliance with all regulations including dust collection, machine lighting, and permissibility.

Valley Camp No. 3 mine was the scene of an experimental shortwall introduced in 1973 in an attempt to improve the recovery from the Pittsburgh coalbed in the Ohio Valley area where adverse ground conditions have imposed partial extraction methods with only 40 to 55 percent recovery of the valuable resource. The Bureau of Mines, under a cooperative agreement with Valley Camp Coal Co., monitored ground pressures and caving in the shortwall section in an effort to determine whether the roof strata, notably the limestone main roof, will cave to the extent that roof pressures at the face are relieved and whether the powered roof supports can sustain the roof load. The Bureau's efforts included mapping of clay veins, instrumentation of chain pillars and shortwall panels with encapsulated pressure cells, recording hydraulic pressures in the legs of the shortwall chocks, and core drilling underground and from the :surface. The experimental shortwall was a qualified success. Recovery increased 5.4 percent compared with partial extraction. Pressures in chain pillars and the abutment zone were not excessive. Hydraulic pressures in the chock legs did not approach the yielding pressure. Apparently, the limestone strata caved and the roof pressure at the face was relieved.

Outburst of gas, coal and rock can be defined as sudden release of coal and rock accompanied by large quantities of gas into the working face or other mine workings. The outburst events appeared rarely in some metal mines has generally occurred in salt and coal mines especially bituminous coal mining. The most important factors that influence the occurrence of outbursts are gassiness of the coal seam, tectonics, properties of the coal and rock and vertical and lateral stresses occurring in the seam and or rock or part of the coal seam. This paper describes the problem of gas and coal outbursts in underground coal mines. The outburst events occurred in Zonguldak Coal Basin located on the Black Sea coast was investigated since 1969. Geological and gas conditions of Zonguldak Coal Basin are described. The incidents are analyzed statistically with the criteria such as amount of coal and gas outburst, depth of workings, effect of tectonism, thickness and inclination of coal seams.

Dissolved and suspended solids are present in the free water of tailings ponds. This Bureau of Mines study was designed to identify the influences of the slime zone in preventing these solids from reaching the environment outside the tailings pond. The finite-element method was used to determine the rate of discharge of subsurface water from the Van Stone tailings pond in northern Washington. The slime zone was sampled and tested for the first time, and results were interpreted and incorporated into the mathematical model. Computer results were verified by installing and monitoring piezometers in the field and by a simulated (16- by 1/2- by 3 foot) laboratory model. Output from the numerical model defined critical seepage zones and revealed that proper pond design and maintenance can reduce pond seepage losses to a minimum. Minimization of seepage requires maintaining the pond water level over the slime zone. Sufficient physical, chemical, and limnological data were collected and analyzed to conclude that the only realistic reflection of synergistic effects is obtained by study of the indigenous biota in combination with quantitative chemical and physical data. Proper planning and management of the milling and waste disposal operations are the key to minimal pollution.

Problem: Mining in the United States remains one of the most hazardous industries, despite significant reductions in fatal injury rates over the last century. Coal mine fatality rates, for example, have dropped almost a thousand fold since their peak in 1908. While incidence rates are very important indicators, lost worktime measures offer an alternative metric for evaluating job safety and health performance. The first objective of this study examined the distributions and summary statistics of all injuries reported to the Mine Safety and Health Administration from 1983 through 2004. Over the period studied (1983 2004), there were 31,515,368 lost workdays associated with mining injuries, for an equivalent of 5,700 person years lost annually. The second objective addressed the problem of comparing safety program performance in mines for situations where denominator data were lacking. By examining the consequences of injuries, comparisons can be made between disparate operations without the need for denominators. Total risk in the form of lost workday sums can help to distinguish between lower and higher risk operations or time periods. Method: Our method was to use a beta distribution to model the losses and to compare underground coal mining to underground metal/nonmetal mining from 2000 to 2004. Results: Our results showed the probability of an injury having 10 or more lost workdays was 0.52 for coal mine cases versus 0.35 for metal/nonmetal mine cases. In addition, a comparison of injuries involving continuous mining machines over 2001 2002 versus 2003 2004 showed that the ratio of average losses in the later period to those in the earlier period was approximately 1.08, suggesting increasing risks for such operations. Discussion: This denominator free safety measure will help the mining industry more effectively identify higher risk operations and more realistically evaluate their safety improvement programs. Impact on Industry: Attention to a variety of metrics concerning the performance of a job safety and health program will enhance industry's ability to manage these programs and reduce risk.

DETA exhibits a highly selective depressant action on pyrrhotite without adversely affecting the collectorless flotability of pentlandite and chalcopyrite in nickel-copper ores of the Sudbury region. A simplified Eh-pH diagram has been constructed to illustrate the extended stability of elemental sulphur and to explain the collectorless flotation of pentlandite and chalcopyrite. Cu and Ni ions, which are known to exist on the surface of pyrrhotite, promote the flotation of this mineral whether a collector is present or not. Thermodynamic calculations indicate that the action of DETA involves the sequestration of Cu and Ni ions from surfaces under a wide range of redox conditions; analysis of flotation test filtrate indicates as much as a 20-fold increase in the concentration of Ni and Cu ions. It appears that DETA may enhance the self-hydrophobicity of chalcopyrite and pentlandite by exposing more of the sulphur-rich surface sites for bubble contact in flotation. "The gas dispersion measurement sensors and methodology developed by the mineral processing group at McGill University have to-date been employed at a number of plants in Canada, Australia, the U.S., South Africa and South America. In some cases the measurements have been directly linked with metallurgical performance while in others the gas dispersion surveys on their own have proved very useful in understanding the behaviour of the flotation cells. In addition to reviewing the current state of the gas dispersion measurement technology, the paper will present a series of case studies from the various plants and will show how this technology brings a remarkable new level of understanding to flotation behaviour. The influence of the bubble size distribution on recovery and grade are emphasized in the paper.INTRODUCTIONBackgroundThe advent of new sensors to characterize gas dispersion parameters in flotation cells is a development that is long overdue. While the chemistry of flotation has been studied since the early 1900’s, it is only now that the significance of bubble size distribution, gas rate and gas holdup can be meaningfully measured in-plant with robust and precise sensors. Early researchers, like T.A. Rickard (1916) recognized the importance of understanding the role of air and bubbles in flotation when he wrote in 1916 “we know that the key to the flotation process is to be found not in the oil, the acid, or the apparatus, but in the bubbles. The man who understands the mystery of a soap bubble has mastered the chief mystery of flotation”. In his 1999 review paper on The Froth Flotation Century D.W. Fuerstenau laments the fact that due to their “inert nature”, bubbles have never received their due attention from researchers who tended to focus on the chemical, physical, surface and colloidal aspects, rather than the physics of the process. It is perhaps fitting that now, 100 years after the inception of industrial flotation practice at Broken Hill, Australia, researchers and industry have turned their attention toward the importance of truly understanding the role of bubbles in flotation."

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Also included are tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of Volume I and in the State chapters of Volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

"A number of silver producers have identified a need for a system to recover silver and gold from base metal flotation concentrates on site rather than sending the concentrate to third party smelters to improve mine economics. Historically intensive cyanidation has only been used for coarse gold gravity concentrates in batch machines but Gekko have applied the InLine Leach Reactor (ILR) to these difficult to leach concentrates.The ILR’s unique ability to operate at various solid to solution ratios, high mass capacity, the ability to handle fines, the use of peroxide to aid silver leach kinetics and simple operation has resulted in significant economic benefits to Hochschild PLC’s Selene and Arcata operations. This paper describes the commissioning phase of the ILR5000BA intensive cyanidation reactors on concentrates from the Selene mine at the Ares Concentrator.INTRODUCTIONIntensive leaching of high grade concentrates in gold ore treatment is now commonplace and is considered an essential feature of most gold circuits (Lane, Fountain and LeBrooy, 2008). The devices commonly used for intensive leaching (InLine Leach Reactor, Acacia Reactor, etc) are specifically designed for the typical coarse nature of the concentrate.In some of these intensive leach applications, significant amounts of silver are co-recovered with the gold. In fact, the intensive leaching conditions of 1 to 2% NaCN in solution and high dissolved oxygen levels, overcome the issue with silver’s slow dissolution rate in traditional CIL/CIP circuits and avoids the formation of insoluble silver sulphide minerals on the surface of the gold (Marsden, 2006).There are a significant number of mine operators producing silver in the form of mixed base metal sulphides flotation concentrates. Typically the mine operators are paid for the silver after processing of the concentrate by the base metal smelter whom recovers the silver during the refining process."

Shear tests were performed on several prepared samples of granular and powdery bulk materials to investigate the following parameters: Particle size and distribution, particle movement, moisture content, consolidation of material, bulk density, void ratio, porosity, volume change, and strain rate. A series of shear tests was performed with weight-percent-ratios of minus 0.185-inch tertiary sand and 1-1/2-by l/2-inch tertiary gravel mixtures, and weight-percent-ratios of minus 200-mesh limestone (rock dust) and minus 200-mesh bituminous float coal dust. A comparison was made for shear test results obtained with rectangular and circular shear cells utilizing the large and small direct shear testers. Specifically, the shear results obtained include the angle of internal friction or shear strength of the tested material under known consolidating pressures, and the kinematic angle of friction or coefficient of friction between the interface of a bulk material and a sample wall material. The experimental procedure, tests, and results are given for each parameter investigated.

Tests employing various ore-dressing methods were made on a manganese wad ore from the W. A. Chinn property in the Batesville-Cushman district of Arkansas in an effort to develop a practicable procedure for the production of ferromanganese-grade concentrates. The ore body occurs as a bed approximately 7 feet thick in the residual clay of the Ferndale limestone formation5/. The crude wad ores are soft aggregates of various oxides of manganese, which are loosely bonded together. Hard lumps of high-grade ore are disseminated throughout the wad. Hausmannite, pyrolusite, and psilomelane are the principal minerals. Some clay is present, but most of the gangue consists of leached fragments of the original siliceous and calcareous rocks in which the manganese occurred. In addition, hydrated oxides of iron, which axe present, also must be considered as gangue. Definite phosphate minerals have not been identified.

While the neurological and vascular aspects of Hand-Arm Vibration Syndrome (HAVS) has been generally accepted as a medical condition, the medical criteria and the clinical findings used to establish the diagnosis has been more difficult to bring to consensus. The criteria was first quantified by the Taylor-Palmear scale.1 This criteria was subsequently modified in 1986 at the 1st Stockholm Workshop2,3 to included more acceptance for the neurological effects that characterized the predominate findings in some workers. The relationship between hand-arm vibration and Carpal Tunnel Syndrome was defined in NIOSH 97-1414. While the aforementioned documents have defined the clinical entities associated with hand-arm vibration exposure, agreement on the clinical findings and test to confirm the diagnosis has be been more difficult to bring to consensus. Clinicians assessing HAVS has relied on a number of varied neurological and vascular tests. The neurological testing has focused on assessing damage to the sensory capability of the fingers for the neurological component including tests to measuring ability to sense vibration, cold or other end point finger sensor functions. However, the vascular testing has been traditionally focused on the ability to either measure vascular function or to reproduce the vascular blanching that occurs in HAVS with cold water provocation. Recent assessment of this testing in the United Kingdom Coal Miner’s study has questioned the value of this testing especially in reviews by McGeoch.5 In an attempt to provide some type of definitive testing to substantiate vascular damage from hand-arm vibration exposure, angiography is an alternative or adjunct to cold water provocation testing. The standards that have been established to predict the level, type and incidence of HAVS have been based on clinical studies and reports that have essentially been all male populations. However, the recent entry of women into more vibration intensive jobs has brought about the exposure of some women to high levels of vibration previously only previously experienced by men. However, there have been only few studies that look at HAVS in women6. Although exposed the same vibration levels, it has not been clear that the latency and type of pathology of HAVS in women will be the same as for men. The purpose of this study is to look at recent case studies of men and women exposed to jobs with high levels of hand-arm vibration with extensive clinical testing for both the neurological and vascular components of HAVS as well as other associated upper extremity conditions such as Carpal Tunnel Syndrome.

Montana sapphires were first discovered in alluvial deposits in the Helena area in 1865 and subsequently were discovered in other alluvial deposits in southwestern Montana and also in a lamprophyre dike at Yogo in central Montana. From about 1900 until the late 1930?s, when synthetic sapphire began to come into widespread industrial use, Montana sapphire mines produced large quantities mainly for watch bearings with lesser production for the gemstone market. The Yogo deposit is now mined for the gemstone market and two of the alluvial deposits are mined to produce sapphires for the fee-sieving of sapphire-bearing gravel and for the direct sale of gemstones. The generally pale-colored sapphires from the alluvial deposits in southwestern Montana are heated to enhance their colors whereas the generally blue sapphires from the Yogo deposit require no treatment. Markets for sapphires from both the alluvial deposits and the Yogo deposit are strong. In spite of reported historic production in excess of 70 tonnes, mineable resources appear to remain at most major deposits. Also abundant untested lamprophyre dikes in central Montana may host sapphires similar to those at the Yogo deposit.

The Embankment Place office development over the platforms of Charing Cross Railway Station in London has presented many interesting and unusual problems to the engineers involved with the project. The main structure is supported on widely-spaced columns which penetrate the station platforms and underlying vaults, calling for high capacity foundations built in severely restricted spaces. Hand-dug underreamed piles were chosen. Whilst a conventional design approach was taken to size the piles, a detailed appraisal of ground movements was made to explore the effects of the new building loads on the existing foundations, not only beyond the site perimeter but also those amongst the new foundations. Before construction of the pile proper could take place, it was necessary to sink a caisson through the upper unstable and water-bearing soils. This being identified as a high-risk item, a full-scale trial was carried out prior to embarking on the main works. The twenty-one hand-dug piles were 2.5m diameter, over 30m deep and belled out to between 4.5m and 6.6m.

A new lead refinery with a capacity of 230,000 tons per year commenced operation at Port Pirie in October, 1959. This plant superseded the refinery which had operated from 1933 with the advent of the continuous lead refining process. The incorporation of new equipment following local metallurgical developments, together with the overseas demand for lead of extremely low antimony content createddifficulties in operating the original plant. The new refinery project was undertaken to cover this disability and to gain the full advantage of the new processes.Desilverising and softening are carried out in units identical in size to those used previously. Metallic zinc is recovered from the entire output of desilverised bullion by vacuum distillation. Final refining is carried out by batch treatment with caustic soda yielding lead of purity previously unattainable at Port Pirie.These two processes replace continuous dezincing by oxidation, a high temperature process which caused large quantities of lead and antimony to be recirculated. The final stage is a batch process; therefore the product composition can be checked before casting. Individual batches can be adjusted to produce special alloys to consumer's specification.Improved casting equipment allows the quantity production of pigs of good physical characteristics either as 56 lb bars or 2000 lb pigs.This, together with the high purity of the lead, assures the Broken Hill Associated Smelters Pty. Ltd. (RH.A.S.) position in world markets.Automatic control systems are extensively employed, particularly on the vacuum dezincing unit.The anticipated financial benefits have been achieved mainly by a reduction in the tonnage of recirculated materials, a smaller labour force, and reduced maintenance requirements.INTRODUCTIONIn December 1956 a decision was made to build at Port Pirie a lead refinery on a completely new site, and in October 1959 the new refinery was brought into operation. Paper presented at Mineralisation in the Caledonides, the Mike Gallagher memorial meeting held in Edinburgh, 27-28 June 1996. Immobile-element lithogeochemistry is providing a detailed chemostratigraphy of the submarine Ordo-Silurian volcano-sedimentary sequence. Primary lithologies and magmatic affinities of the sericitised and silicified volcanics are determined from binary plots of Nb, Zr, Y, TiO2 and Al2O3, while mass-change calculations using immobile-element anchors can identify and quantify zones of significant hydrothermal alteration. Stratiform polymetallic mineralisation at the western margin of Parys Mountain, around the Penymynydd fault zone, has been shown to have a distinct hanging-wall and footwall stratigraphy. These ore zones are probably part of a homoclinal, north-younging volcano-sedimentary sequence. The apparent stratigraphic complexity results from primary lithofacies variations and pervasive alteration, with the modifying role of the Caledonian orogeny much less than previously suggested
