Award of the Design/Build Agreement for construction of Ontario Power Generation’s (OPG’s) Niagara Tunnel Project was made after an intensive 8-month international procurement process. The 14.4-m diameter × 10.4-km long rock tunnel will divert 500 m3/s of water from the Niagara River to the Sir Adam Beck hydroelectric generating complex. The procurement process and Design/Build Agreement included features to address the owner’s requirements regarding risk allocation and cost and schedule certainty, while encouraging innovative ideas from the industry, both technically and commercially. The process included an international expression of interest and prequalification, followed by an invitation for design/build proposals to qualified proponents, and comprehensive proposal evaluations and negotiations with several respondent proponents. An honorarium was provided to the unsuccessful participants in the proposal stage. The resultant negotiated Design/Build Agreement includes Owner’s Mandatory Requirements, negotiated contract terms and conditions, performanceincentive bonuses and liquidated damages for schedule and water delivery performance, a multistaged Geotechnical Baseline Report, joint risk management, references to preexisting community impact agreements and measures to reduce impact on tourism. It also addresses regulatory approvals and permits, an owner controlled insurance policy that required reference to the International Tunneling Insurance Group (ITIG) Code of Practice for Risk Management as a condition of coverage, site specific safety, security and environmental plans, formal team building, a dispute review board, and escrow documentation.

"Refiners are generally considered solely as fuel producers, but actually they also comprise a group one of the largest consumers of fuel. For example, during the year 1929 the refineries-burned 51,544,000 barrels of oil as fuel, or the equivalent of over 5 per cent of the crude oil processed in that year. In addition enough other fuels - coal, natural gas, refinery or still gas, and petroleum coke - were utilized to raise the total fuel consumption based on B. t. u. equivalent to more than 10 per cent of the heat value in the total crude oil run to stills. Refineries utilize fuel chiefly as the heat-forming element distillation, but also under-boilers in the formation of steam used in refining, for the heating of buildings, and in the generation of electricity.In the early days of refining, the problem of fuel utilization and fuel economy was of scant importance to the refiners. Margins of profit were comparatively high and the major portion of the operatros1 attention was directed toward increasing their throughput. However, the keen competition that has prevailed in the refining industry over the past five years or more has taught the refiners that their expenses, one of the largest items of which is the cost of fuel, must be curtailed. Thus in 1925 the refiners used an average of 829,000 B. t. u. to refine a barrel of crude oil, wheras by 1929 this average had been reduced to 639,000 B. t. u., a decline of 23 per cent (see fig. 1)Since 1925 oil has ranked first as a refinery fuel (see fig. 2). The use of natural gas increased during 1926 and 1927 but declined in 1928 and 1929. On the other hand, the use of refinery gas has grown rapidly in importance. Coal has shown a steady decline in use at refineries since 1925. Petroleum coke has never supplied more than a very small fraction of the total fuel requirements, although there has been a steady increase in its use."

The raw-coal feeding system and the upward medium current flow in a dense-medium vessel (DMV) are, in addition to the residence time of particles in the separator, important factors for efficient coarse particle separation. The feed material from a raw coal screen and/or pre-wet screen merge with the major volume of circulating medium as push medium, guided by an adjustable submergence baffle plate deep fed into the separator for effective separation. The remaining volume of the circulating medium enters from the purge and drain hoppers at the bottom of the DMV. This generates a gentle upward medium current flow in the separator, which prevents dense medium stratification/settling and merges as part of the push medium. A two-dimensional, two-phase model developed using computational fluid dynamics (CFD) is used to describe the flow pattern and evaluate the function of the dip plate for understanding the mechanisms of particle separation in the separator. The particle movement in the DMV is also tracked to investigate the major operating parameters affecting the separation performance of the DMV. The simulation results of the DMV separation performance are validated by in-plant test data.

The selection of Sydney and Port Kembla for the First Ordinary Meeting of the Institute for 1938 was, no doubt, a recognition of the celebrations marking the 150th Anniversary of the first settlement of this country. In selecting a theme for my Presidential Address, I propose to depart from the precedents of my distinguished predecessors, as I feel that this year of celebration is the natural year for a brief review of the history and progress of the Institute.In July, 1892, the Amalgamated Mining Managers' Association of Australasia held its Annual Conference in Ballarat, Victoria, when Mr. Uriah Dudley, who attended as a delegate from Broken Hill, brought forward the advisability of the formation of an Australasian Institute of Mining and Metallurgy. Mr. Dudley was authorised to take such action as he thought fit, and the result was the formation of a Provisional Committee in Broken Hill of men who were mostly members of the American Institute of Mining Engineers. For the first time in its history, the George A. Fox Conference let its focus venture away from the friendly confines of the East Coast of the United States to spend part of the one-day conference looking at projects from around the globe. With a record-setting attendance of 377 people, the conference, titled ?Tunneling: An international perspective,? opened with a keynote speech from special guest In-Mo Lee, professor, Korea University in Seoul, South Korea. He is also the president of the ITA-AITES. In a sweeping presentation, Lee walked the packed audience through some of the most fascinating and challenging projects in his home country. Among the projects he spoke about were Korea?s longest railway tunnel, the Solahn Tunnel and the Inje Tunnel, a freeway tunnel that is 11.94 km (7.4 miles) long.

Carbon nanotube (CNT) reinforced metallic composites have been recently generating significant scientific interest, due to their expected superior properties compared with other composites. Out of the metallic matrices investigated for reinforcement with CNTs, aluminum has received considerable attention. A major problem has been the dispersion of CNTs in metallic matrices. This paper discusses preliminary results on the mechanical dispersion of CNTs in aluminum powder, powder processing, stability and characterization of aluminum dispersed with CNTs at reinforcement levels equal to and below 5 wt.%.

The effects of hydrogen on the properties of binary Ti-A1 alloys containing 2.5, 5, and 7 pct aluminum and ternary alloys of the same compositions with added interstitial elements oxygen, nihrogen, and carbon were stzdied. Aluminum increases the apparent hydrogen solubility of the a-phase, resulting in a marked increase in resistance to impact embrittlement. In the Ti-5Al and Ti-7Al alloys, for example, the addition of 180 and 305 ppm hydrogen, respectively, did not cause embrittlement, while unalloyed titanium was embrittled by as little as 75 ppm. The role of aluminum in increasing hydrogen solubility of the a-phase probably accounts for the excellent hydrogen tolerance of a-ß alloys containing considerable amounts of aluminum. There is some evidence that aluminum retards the rate of hydride precipitation. If so, these alloys may be susceptible to slow-strain embrittlement. UNALLOYED a-titanium is extremely sensitive to small amounts of added hydrogen in that there is a marked decrease in notch properties. For example, as little as 100 ppm hydrogen is sufficient to lower the room-temperature notch-impact strength from over 100 to less than 20 in.-lb.' Dust surveys were conducted at six underground coal mines to determine if deep-cutting practices expose face workers to higher levels of respirable dust. The surveyed mines were able to successfully mine deep cuts without significantly increasing the dust exposures of face workers. For exhausting face ventilation, field data indicate that scrubber airflow is the most important factor for controlling dust. Data collected for this study indicate that 20-mesh screens should be cleaned for every 40 ft of advance because 22% of the deep cuts surveyed for this study experienced a 20% to 35% decrease in scrubber airflow over the course of the cut. For blowing face ventilation, field data and past research indicate that dust control is aided by maintaining a proper curtain-to-scrubber airflow ratio of 1.0 (measured before scrubber activation) as well as a curtain setback distance that allows the miner operator to stand at the mouth of the curtain for the entire cut. Dust levels on the bolting faces did not appear to be affected by the longer cycles associated with deep-cut mining when good ventilation practices were used.

The combined value of production of natural abrasives, which include tripoli, special silica stone, garnet, staurolite, and emery, increased in 1993. The increase in the value of tripoli production was the result of an increase in total production. Special silica stone experienced an increase in unit value but decrease in the quantity produced. Garnet showed a 19 % decrease in quantity and an 8 % decrease in value. Staurolite increased about 51 % in the quantity produced and 136 % in value compared with those of 1992. Staurolite's significant increase in value of production resulted from a 56 % increase in the unit value. The fused aluminum oxide industry showed an 8 % decrease in the quantity produced and a 13 % decrease in the value of production. The silicon carbide industry saw an 11 % decrease in the quantity produced and an 8 % decrease in the value of production. Combined, the industries decreased 9 % in quantity and 11 % in value compared with those of 1992.

Interlocking H sections with deep webs and high section modulus are being used for cofferdams and shore enclosures where pressures are excessive. The H sections can be as much as a meter deep; they can be used as continuous interlocked wall. A steel saving alternate is spacing the H and driving deep for stability then filling between with shorter interlocking sheet piles. Templates provide for exact positioning.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Shoshonite suite (absarokite-shoshonite-banakite) and adakite-hosted epithermal Au deposits are a feature of circum-Pacific magmatism. Fijian examples include Tavua (Emperor) and Tuvatu on Viti Levu. New discoveries of shoshonite suite and adakite-hosted epithermal Au mineralisation have been made in the southern Yasawa Islands and in central-northern and central-western Viti Levu. The Fijian shoshonites define four NE–SW trending suites. The oldest is the northern 7.9–5.0 Ma Yasawa suite, followed by the 4.7–3.5 Ma Sabeto–Tavua–Rakiraki suite in northern Viti Levu, the 4.7–4.2 Ma Yanuca–Vatulele suite approximately 20 km south of Viti Levu and the 3.4 Ma Astrolabe suite approximately 75 km further south. Shoshonite suite lithologies with 3.8–3.0 Ma ages also occur in the Lomaiviti islands between Vatu-Cake and Moala, to the east of Viti Levu, defining a trend oblique to the NE–SW shoshonite belts. Seatura, a 3.3–2.8 Ma ocean island basalt (OIB) volcano, sits at the northern end of the Lomaiviti trend shoshonites. Trace element/isotopic chemistries indicate that shoshonite arc magma genesis involved the melting of a hydrated supra-subduction zone mantle wedge and also a lower mantle-derived plume (OIB) component. The upwelling plume provided heat for melting and possibly Au enrichment. Accessing the melt generation zone associated with the plume required a slab conduit or window. Such slab windows form by tearing during subduction or occur at slab edges. Adakites form by plume-induced slab melting. The four NE–SW Fijian shoshonite suites are interpreted to occur in back-arc extensional zones above a slab window (tear) that migrated southward during rollback of the New Hebrides–Vanuatu subduction zone. The plume (Seatura OIB) that is interpreted to have caused mantle wedge melting and formation of the Lomaviti trend shoshonites was focused along the interface between the north-dipping Vanuatu–New Hebrides subduction zone and the west-dipping Tonga subduction zone, which we have seismically imaged at approximately 400 km depth. "The South American mining community leads the world in recognition and adoption of the latest grinding mill relining technologies. Clearly this region has recognised the benefits of improved relining performance.Six of the seven RUSSELL TWIN 8 Mill Relining Systems, ordered to date, are either operating or being manufactured for South American mine sites.This paradigm shift, towards very short relining times, aims at displacing mill relining activities from the critical path of concentrator maintenance shutdown schedules.The first uses of the RUSSELL TWIN 8 Mill Relining System have seen some of the highest SAG mill new liner placement rates ever observed by RME, as would be expected with two, independent Machines working simultaneously in the one mill.The liner-replacement-rate, averaged over the whole reline, is good (27% improvement over single Machine System in the same mill) but short of full potential. This modest result can be attributed to reline crews unfamiliarity with RUSSELL TWIN 8 System operation.This paper compares a sample of conventional (single machine) RME Mill Relining System performance data with one ‘double head’ mill liner handler by others. Early performance of Escondida’s new RUSSELL TWIN 8 System performance is then compared with recent single Machine data from Escondida, immediately prior to RUSSELL TWIN 8 commissioning. RME and Escondida look to constantly improving RUSSELL TWIN 8 System performance as full operational familiarity is achieved.Also, the preparation of this paper revealed a need to develop a global industry standard for mill relining data collection. A web based platform, to develop and then distribute standardised data collection templates, is discussed in Annexure 1."

The 12th and 14th Street Viaducts, which carry Route 139, are located west of the Holland Tunnel in Jersey City, New Jersey. The two viaducts, provide access to and from the Holland Tunnel (which connects New York City and New Jersey) and carry upwards of 50,0000 vehicles per day from Jersey City and New York City to points west. The New Jersey Department of Transportation (NJDOT) selected AECOM to perform design services including rehabilitation and seismic retrofit for the 12th Street and 14th Street Viaducts while maintaining traffic at all times. Building a new parallel bridge just north of the 14th Street Viaduct was essential in avoiding extremely costly traffic delays. Installation of the new foundation, in close proximity to the existing viaduct, required drilling through some of the existing timber piles supporting the bridge. As a result, the existing bridge was required to be reanalyzed for this new foundation configuration. This proposed structure consisted of 8 piers each supported on a single six (6) foot diameter drilled shaft. Currently this portion of the bridge structure has been constructed. The shafts were constructed with rock sockets that were five feet six inches (5?- 6??) in diameter and were extended 11.2 feet (3.4 meters) into rock. A 2300 ton Osterberg Load Test was performed on one production shaft to confirm the capacity of the shaft. The rock socket for the test shaft was in sandstone. This paper will present a description of the design methodology and construction methods adopted for the foundations. In addition, the paper will illustrate the Osterberg Load Test including: equipment used, number and locations of strain gages, and interpretation of results. Additionally, regarding the close proximity of the new foundation, the paper will present the type of equipment used to drill through the existing timber pile foundation while minimizing the impact on the integrity of the existing foundation. We will also present the method of analysis for analyzing the redistribution of load on the remaining piles. The results presented in this paper will assist the design engineer by providing a comparison between the geotechnical design assumptions and the actual measurements obtained by field measurements for this rock formation.

Mining has long been an important activity for the people of Australia . The Aboriginals used rocks and minerals in their culture many thousand years before European settlement. It was not until 1840 that silver-lead ore was discovered in the Mount Lofty Ranges , and developed as Australia's first metalliferous mine. The mining industry contributes significantly to all aspects of the Australian economy, generating substantial employment opportunities, investment and income, export earnings and royalties for Governments. While the mining industry in South Australia is small by comparison with Western Australia, Queensland and New South Wales, it is nevertheless a very important industry in the State.   With the discovery of the world's third largest Cu-Au-U-Ag resource at Olympic Dam in 1975, the State saw a period of intense exploration activity through the early to mid-1980s. However, failure to locate additional world class deposits saw a dramatic reduction in exploration activity during the late 1980s. A perceived lack of prospectivity was compounded by the recognition that exploration for such deposits was neither easy nor inexpensive in South Australia because more than 80% of the State is masked by surficial sand and silt.

"Over the years many differing approaches have been developed to clearly understand the nature, mode of occurrence, associations and deportment of both free-milling and refractory gold in a wide variety of differing geologic environments and plant products. Many approaches can be taken to characterize the ore which may occur as complex fine grained gold, ultra-fine grained gold, coarse nuggetty gold, complex Asrich refractory gold and double-refractory gold. The approach taken in assessing small drill core composites from Novo Resources Beaton Creek Paleoplacer gold project located in the Pilbara region of Australia was complicated by the nature of the ore, the small amount of sample available from current exploration work, and the gold grade and the grain size distribution. In this case the scope of the study was limited by sample availability although significant amounts of valuable information was also gained. This gold characterization study included the following elements:??Size fraction assays??Ore microscopy??Preparation of heavy mineral concentrates from sized fractions (screening) of crushed or milled head using heavy liquids and Superpan table.??Systematic scans of the heavy mineral concentrate, middling, and tailing fractions using TIMA Automated Scanning Electron Microscopy integrated with an Energy Dispersive Spectrometry to provide semi-quantitative elemental analysis of the individual grains found in the sample.The unique methodology employed to detail the gold deportment was the combination of the Tescan Integrated Mineral Analyser (TIMA) and the Oxford INCA GSR software. This technique not only allowed us to document the deportment of gold but recognize other associated minerals, which included gersdorffite, chalcopyrite, uraninite, coffinite, brannerite and several Rare Earth-bearing minerals.INTRODUCTIONGold deportment studies are commonly carried out on preliminary gold exploration projects in order to determine the various limitations, which may effect processing of the potential ore. This is often because it may be expected that there may be a refractory component to the gold, which may limit physical separation techniques and suggest more costly hydrometallurgical techniques. Often when carrying out gold deportment studies the mineralogical methods may be limited to assuming that the gold will be fine and easily found using standard techniques of optical microscopy or Scanning Electron Microscopy. This may not always be the case as various geological environments may pose their own individual problems to determining the deportment of the gold grains."

In 2001, at the CIM AGM in Quebec, a paper discussing poor ground conditions in a newly opened area at Agrium?s Vanscoy Potash Operation?s, suggested load transfer around old workings as a possible reason for the early room failure. High closure rates are expected in deeper regions however the rapid failure of walls immediately behind the face resulted in protective guards being mounted on and behind the borer. The high closure and early rib failure continued well past any reasonable distance to be explained by load transfer around old workings and investigations continued into possible reasons other than simply depth. Detailed investigations into the mineralogy and crystal fabric of the ore zone provided one possibility, which combined with a changed borer cutting profile are now believed to have contributed greatly to the poor conditions.

El presente trabajo describe el proceso de gestión de calidad en la administración de los derechos mineros a través de la automatización de procesos desarrollados por el Instituto Nacional de Concesiones y Catastro Minero (INACC) organismo público descentralizado del Sector Energía y Minas que administra el Procedimiento Ordinario Minero para el otorgamiento de Concesiones Mineras, el Catastro Minero Nacional y la distribución del Derecho de Vigencia a escala nacional. Entre otras funciones de dicha institución está la creación de una serie de base de datos numérica, que le han permitido optimizar dichos procesos en calidad. Así como en el aspecto de la administración del Derecho de Vigencia y Penalidad, se creó el software para automatizar sus procesos y efectuar el cobro respectivo en las entidades del sistema financiero nacionall. Finalmente en el aspecto catastral, se generalizó el uso de coordenadas UTM (PSAD56) para identificar los derechos mineros, asimismo, se crearon los parámetros de transformación de coordenadas WGS84 a UTM.

"Blasting and rock fragmentation is one the most important unit operations in mining. Since itsintroduction into the mine production cycle, mining has become more efficient in mineral production(Hartman, 2002). Widely used with the main objective of breaking rock mass in smaller fragments to be loaded and hauled at a minimum cost, blasting is optimized when stemming materials properly confine drillholes charged with explosives. Halim Cevizci (2013) performed a stemming application using Gypsum plaster, a kind of material that exhibits solid-like behavior when it is dry. Based on his theory, the present article reports an experiment using another type of material that shows similar behavior, non-Newtonian fluids. The primary goal of this study is to measure the confinement effectiveness provided by a non-Newtonian mixture as the stemming component. The study also analyzes the explosives’ energy propagation throughout the rock mass relating to the stemming materials applied. Currently, mining literature recommends the application of dry granular materials in stemming columns, because of its inertial and high frictional effects (Hagan, 1973). However, the test verified that the mixture added to the stemming column was able to reduce energy and gas losses to the atmosphere, because of the liquid’s property of filling voids in the material. The solid-like behavior of the non-Newtonian mixture was investigated for its capability to improve borehole confinement, since the mixture reacts like a solid when under shear stress. The results were compared to those from sand and air stemming applications, configured in different arrangements. It was concluded that the non-Newtonian mixture yielded high results due to its better confinement effectiveness, a reduction of air overpressure, and an increase of the strain propagation and ground vibration throughout the rock."
