Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. Every two years, industry leaders and practitioners of tunneling and underground construction gather at the Rapid Excavation and Tunneling Conference (RETC) to learn from their peers about the most recent advances and breakthroughs in this unique fleld. Industry experts from around the world highlight their most recent projects and share real-world experiences. They also share with their colleagues new technologies and methodologies that attendees can take home to their respective projects. The 2013 RETC was held June 23-26 in Washing-ton, D.C., itself home to several major tunneling and underground construction projects. The conference is sponsored by SME. Attendance was 1,384 professionals. The accompanying exhibit hosted 159 companies in 188 booths. A few of the topics covered in the technical sessions dealt with caverns and large spans, contracting practices, tunnel linings, design and planning, geotechnical considerations and instrumentation. The conference was preceded by four short courses, all well attended. They were ?Grouting in Underground Construction,? ?Tunnel Lining Design,? ?Microtunneling Application? and ?Risk, Uncertainty and Hard Decisions.? In addition, a sold-out field trip to D.C. Water?s Blue Plains Tunnel took place following the conference. The Blue Plains Tunnel is part of the agency?s Clean Rivers Project. Also during the meeting, three students each received $5,000 scholarships from the UCA of SME, while another three students each received $2,500 scholarships from RETC (See page 53).

According to the analysis of surface powered haulage accidents involving off-highway haul trucks in openpit mining, the U.S. Mine Safety and Health Administration (MSHA), reported 1,300 fatal accidents from 1990 to 2005. Of these, 163 were considered off-highway truck haulage accidents, and at least 23 involved collisions of an off-highway truck with a neighboring vehicle or a worker on foot (Nieto and Dagdelen, 2006). In general, an average of 18 nonfatal accidents and three fatal accidents occurred in openpit mining per year when equipment backed over the edge of an embankment, stockpile or dump point (Fessak, et al., 2003). The specific problems that need to be solved can be determined by carefully studying the accidents involving haulage trucks (Marrara, et al., 2004). Solutions to haulage truck safety must consider the human factors affecting each task even when engineering solutions seem most appropriate. In surface haulage, human performance becomes a critical issue because of the unusual demand the vehicle?s places on their human operators: ? Roadways and working areas change frequently in mining operations. ? The sheer mass of mining equipment such as trucks requires control inputs (e.g., braking) far in advance of the desired action. ? Rough roads, loading and unloading impacts can subject the driver to dangerous shocks and vibration. ? Visibility is sharply curtailed by the bulk of the vehicle generating large blind spots. All of the above issues can be attributed partially to the lack of visibility (Pyles et al., 2003). Driver visibility and communications are key issues to reduce mining truck accidents. Analysis of fatalities and injuries involving mining equipment demonstrates the need to develop new intervention and control strategies to mitigate the risks associated with mining equipment operation. Ongoing development of these and other new strategies is required to achieve a reduction of injury in the mining industry

This paper addresses the challenges experienced by the designer and three government agencies during implementation of major improvements for the Turkey Creek Tunnel in Kansas City, Kansas. The tunnel serves as a vital stormwater conveyance system for upstream flood control. Major structural deficiencies were identified within the tunnel including complete loss of sidewall and invert. Without immediate attention, complete loss of the tunnel arch could lead to blockage and extensive remedial repairs under difficult conditions. Considering that tunnel flows must be maintained during construction, a phased design and construction process has been implemented to expedite stabilization of the erosion cavities followed by tunnel liner repairs.

The authors are to be commended for finding a material for pellets binding that we were unable to uncover during the investigations that led to US Patent No. 3,748,116, “Method for producing metallic iron powder from iron ore concentrate, ” July 24, 1973, by G.G. Reed, Jr., J.M. Karpinski, and S.V. Fox. This patent concerns a method of processing “super’ ‘-concentrates prepared from magnetite or “blue dust” into molding-grade metallic iron powder for use as a bulk commodity, in contrast to current methods which produce small batches that are custom-blended with additives and/or alloye to customer specifications. The one thing we had not found at that time was an organic binder (mineral-matter-free ) that would allow induration to produce hardened pellets that would survive SL/RN Direct Reduction. Peridur appears to provide this missing link needed for large scale (200 t/a, or 220,460 stpy) single line plant capacity consistent with a low market price to ensure greatly broadened use of metallic iron powder. I hope that industry will adopt this combination so that metallic iron powder usage can fulfill its potential

Coal is currently cleaned with the minimum of size reduction, fine particle processing, recovery, and tailings disposal are major problems. Adequate water resources are not always available. For example, two thirds of China's coal is located in arid areas. Hence, dry separation provides an alternative approach. Of the dry coal separation methods available, air dense-medium fluidized beds have been used to separate 50~6mm coal efficiently. However, excessive bubbling and back mixing of the separated solids in the air-dense media fluidized bed causes the high lower size limit of 6mm for the feed material, this affecting the preparation efficiency. Based on prior study on air-fluidized dense media for 6~50mm coal preparation, this paper presents methods and test results on the fine coal dry classification, static electricity beneficiation of 0~0.5mm coal, and magnetically stabilized fluidized beds for separating 0.5~6mm coal.

The Canadian concept for nuclear fuel waste disposal is being assessed by AECL Research in a series of experiments at its Underground Research Laboratory (URL) near Lac du Bonnet. Manitoba, Canada. As pan of this research, the Mine-by Experiment has been designed to obtain information on rock mass behavior, the development of an excavation-induced damage zone and failure mechanisms around a circular bored tunnel. An iterative design approach was used to effectively reconcile the experiment objectives and construction logistics. This paper discusses the design considerations and construction methodology adopted on the project.

A novel impedance probe has been commissioned specifically for capturing fast dynamic information about filtration processes. It provides an attractive alternative to more complex measurement techniques in situations where the slurry system is primarily one-dimensional. The probe can monitor mud-line, slurry densification and drainage. Dynamic variations in cake permeability are obtained by combining dynamic mud-line information obtained with the probe and filtrate rate data derived from a leaf test apparatus. The measurements are re-viewed in relation to micro structural measurements obtained on iron ore filter cakes. The practical significance of these measurements for optimization of the filtration process is discussed.

Ventilation network modeling in mine planning dates back at least three decades, but it is not widely accepted and/or practiced until the last decade, thanks to the advent of modern computers with their increase d speed and storage space. There are at least half a dozen such modeling software packages available on the market each with different features and acceptance. This paper compares five popular software packages,?? VnetPC Pro, MineVent, VentSIM Visual, VentGraph and MFIRE 3.0. A case study using Missouri S&T?s Experimental Mine is conducted to compare the five software packages in features, interface, output display and user-friendliness.

Recognition of mineralogical and chemical zoning patterns associated with mineralization is an integral part of mineral exploration. Even though the origin of zoning may not always be known, zoning patterns as expressed by the systematic distribution of ore and gangue minerals, alteration or elemental assays (soil and rock geochemistry) have received much attention and are extremely useful in guiding exploration efforts toward locating economic mineralization. By contrast, the potential of using zoning information recorded in solid-solution minerals to address practical geological-engineering problems has received less attention. Solid-solution minerals can provide critical information for common problems faced in exploration, mine development and valuation. Mineral zoning information from solid-solution minerals can now be easily obtained because advances in electron microprobe instrumentation have made these instruments a most efficient, accurate, economical and practical tool for analysis of large numbers of samples. Now entire mines and districts can be studied in a timely and cost-effective manner as required by modern mineral exploration and mining practice. This article shows how knowledge of the composition of fahlore minerals can be used in addressing important problems in exploration, development and valuation. Situations are described in which drilling intersected "low grade zones" (Case one: Orcopampa, Peru, precious metal system) and where there was a need to determine the "lateral correlation of multiple ore intercepts" (Case two: Sheep Creek, Montana, sediment-hosted sulfide deposit).

Developing natural aggregate resources (sand, gravel, and stone) creates environmental impacts. A systems analysis method has been designed to characterize the components of the environmental system, identify potential impacts to those systems, and evaluate the extent of those impacts. The step-wise method consists of problem definition, data collection, preliminary conceptualization and characterization, additional data collection, data analysis, and refinement. The method requires analyzes of various systems making up the environment, including land surface, geomorphic, subsurface, and groundwater systems. After system characterization is complete, the method focuses on identifying and evaluating potential environmental impacts to determine acceptable mining strategies.

This paper investigates the effects of solids concentration and the addition of Dispersant S40 on the flowability of original and ground limestone slurries. A rotational viscometer with a concentric cylinder geometry and a controlled-stress rheometer with a cone-and-plate geometry were used to characterize the rheological behaviors of limestone slurries. The rheological behavior of original limestone slurries (<100 µm) is transformed through different types of flows with increasing solids concentration. The use of Dispersant S40 can improve the slurry flowability by decreasing viscosity and eliminating Casson yield stress. It is therefore used as a grinding aid for the wet ultrafine grinding of limestone. The rheological behaviors of ground limestone slurries vary with grinding from a starting dilatant flow-ability to a resulting pseudoplastic one with an evident Casson yield stress in combination with a thixotropic character. The appearance of pseudoplastic flowability combining thixotropy is related to the fineness of a ground product and its specific surface area, which are both correlated to solids concentration and the additive amount of Dispersant S40. In addition, the accurate rheological characterization of time-dependent fluids is dependent on the instruments used and operation conditions.

Were the legislators and politicians responsible for the closing of the U.S. Department of the Interior?s Bureau of Mines (Bureau) in March 1996 fully aware of what they were doing? Throughout the United States? history, the domestic mining and minerals industry has been largely responsible for the nation?s growth and prosperity that had made it a world leader. The mining and minerals industry made it possible for the young nation to catch up with Europe during the Industrial Revolution, played an essential role leading to victories in World Wars I and II and was a core ingredient for continued economic growth. For a number of decades, America?s import dependency on non-fuel mineral materials has continued to increase. (USGS Mineral Commodity Summaries). Developing domestic resources to meet current and future demands ? particularly those resources considered to be of strategic and critical value to national security ? is necessary. Federal involvement is required since many of these resources are located on public lands. Another reason for federal involvement is that the success of the industry depends on long-range research programs and advances that may take up to 25 years to become commercially available. This situation requires federal partnership to coordinate the programs necessary to collectively involve the industry, individual mining companies and colleges and universities. So, how was it possible to close a federal agency that had contributed so much to the nation?s welfare in a mandated 90-day period, with more than 1,200 employees losing their jobs?

Phelps Dodge’s Morenci copper mine has had six drills, six track-dozers, 16 shovels, two loaders, and 90 haul trucks equipped with either Caterpillar, Aquila, or Modular GPS systems for nearly three years. The Caterpillar Computer-Aided Earthmoving System is an open-architecture system, which allows for inputs to enhance orientation solutions and system functionality. This system has begun a new phase that leads to an intelligent mining system. Optimization techniques of the current system and inputs are reviewed. In addition, some practical issues of implementing new technology in a mining environment have been identified to aid in this new phase.

Coal production in the United States in 2007 totaled 1.03 Gt (1,145.6 million st), according to preliminary data from the Energy Information Administration (EIA) (Ta-ble 1). This is a decrease of 1.5 percent, or 15.6 Mt (17.2 million st) from the 2006 record level of 1.05 Gt (1,162.7 million st). Although coal production declined in 2007, U.S. total coal consumption increased for the year. Coal consumption in 2007 in the electric power sector was higher by 1.9 percent, while coking coal consumption decreased by 1.1 percent and the other industrial sector declined by 5 percent. (Note: all percentage change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2007, while coal imports remained at about the same level. Total coal stocks increased slightly during the year, as some consumers continued to rebuild their stockpiles that had been seriously depleted in 2005 due to transportation issues. The growth in coal consumption during the year was primarily a result of the weather-related increases in the demand for electricity in 2007. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers) in the United States grew in 2007. Coal-based generation also increased, resulting in a 17.9-Mt (19.8-million-st) increase in coal consumed in the electric power sector. Coal use in the nonelectricity sector decreased by 3.8 percent to 74.7 Mt (82.4 million st). In the international markets in 2007, U.S. coal exports increased to levels not seen in recent years while coal imports were mostly static. U.S. coal exports totaled 53.7 Mt (59.2 million st), an increase of 8.6 Mt (9.5 million st) above 2006. Coal imports in 2007 ended the year at 32.9 Mt (36.3 million st), 91 kt (100,000 st) higher than in 2006. Coal prices in 2007 were split, with most domestic prices higher for the year while the international prices were overall lower. A 16.5-kt/d underground molybdenum mine is being developed at Questa in northern New Mexico by Molycorp Inc., a wholly-owned subsidiary of Union Oil Company of California. The new $200-million underground project will revitalize mining and milling activity at Questa, where small scale underground mining first began in 1920. Large scale open-pit mining was initiated in 1965 but now, because of the high stripping ratio, surface mining is being phased out. Construction of the underground mine began in 1979, and first produc¬tion is scheduled for early 1983. The company expects full capacity-9 Gg of molybdenum per year-to be reached in 1984.

The condition-based monitoring system is an important innovation for reducing the downtime of costly, heavy earth- moving machinery (HEMM). Vibration severity measurements were made on the HEMM located at the Gevra Project, the largest coal opencast project in India. Whenever the vibration severity levels exceeded the permissible limits, necessary actions were taken to replace the defective parts of the ma- chine. The systematic vibration monitoring of 120-t (132-st) dumpers, followed by corrective measures led to a substantial increase in component life (8.18% for an 445E Dressor and 28.44% for an MK-30 Unit Rig). The associated costs (including spareparts) were reduced by 21.55% and 25.74%, respectively. Because of the reduced downtime, savings for these two dumpers over the period from March 26 to June 25,1998, were of the order of Rs.26.47 (US$0.649) million.

Phosphate fines (size ≤ 45 μm), from the Red Sea Region, Egypt, were subjected to beneficiation process to recover the phosphorite grains from such fines. The sample is characterized by low P2O5 content (18.78%) associated with gangue minerals such as silica (22.77% SiO2) and carbonate (2.01% MgO) indicating its low grade. Phosphate pre-concentrate was prepared by gravity separation, using Falcon, where 63.37% of the phosphate, with 24.94% P2O5, 1.46% MgO, and 10.54% SiO2, was firstly recovered reducing the mass flow to the subsequent beneficiation process. However, the gravity tailing was the feed for the reverse phosphate flotation using bench scale column flotation where oleic acid was used as a carbonate gangue collector and amylase enzyme as a phosphate depressant. Under the appropriate flotation conditions (0.1% amylase, 5·10−4 mol/dm3 oleic acid, and temp. 30 °C), phospho-concentrate assaying 0.61% MgO, 13.14% SiO2, and 27.85% P2O5 with a P2O5 recovery of 55.45%, was finally obtained without the use of expensive depressants, e.g., phosphoric acid or sodium silicate. A tentative flow sheet for the whole process was postulated.

[Slide 2] Today’s Topics In my presentation today, I would like to divide my topics into four parts. First of all, I would like to describe the current situation of Japanese non-ferrous metal mining and mineral processing industries in Japan. Secondly, the supply and demand of non-ferrous metals in Japan. Thirdly, I would like to spare some minutes on the overview of overseas development by Japanese mining companies. Finally, since some people may not be sure what the Metal Mining Agency is or what this Agency, I would like to briefly introduce the Metal Mining Agency of Japan.

In England, the provision of aggregate is determined by the historical relationship between construction and aggregate consumption. This approach does not necessarily lead to sustainable decision-making and can be seen as being driven by political expediency, rather than reasonable environmental consideration. The introduction of the statutory requirement for Strategic Environmental Assessment (SEA) in the UK has provided the opportunity to examine this issue on a more rational basis. This paper provides a practical application of a SEA based approach, to the provision of aggregates at a regional level. The process, underpinned by relevant information on resources and environmental assets, suggests that alternative supply scenarios for aggregate provision are tested in a transparent, consistent manner with increased genuine stakeholder consultation. It supports a move away from "predict and provide" approaches to one where aggregates are sourced with the best balance of environmental costs and benefits.
