When a large area of open gob collapses suddenly, a windblast is produced that can cause considerable damage throughout the infrastructure of a mine. In a few cases, the windblast has been accompanied by ignitions of methane and/or coal dust. This paper describes the conduct and results of laboratory tests involving the compression of mixtures of air, methane and coal dust under a falling weight and while allowing controlled escape of the mixture. The transient responses on pressure and temperature sensors were recorded. In addition to an analysis of those records, the paper highlights those conditions in which ignitions occurred.

Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research. Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May, 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

Caterpillar’s 797 327-t (360-st) mining truck is currently being tested at the company’s proving facilities. Mine evaluations began in the second quarter. The unit will be commerically available in North America in 2000 and worldwide in 2001. The new model is the largest of Caterpillar’s off high-way truck line. In addition, the company has replaced its 966F series II and 970 F wheel loaders with the966G and 972G models. 797 mining haul truck Caterpillar developed the 797 mining haul truck in response to mining companies seeking to reduce cost per ton in large-scale operations. The 797 is sized to work with loading shovels used in large mining operations. And Caterpillar will match the body design to the material being hauled, to optimize pay-loads.

Resource Engineering and Development, Inc. is desigining and building a portable 150 to 225 tpd, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, highgrade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on 18 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

Potash is an important natural mineral used largely as a fertilizer in the production of food and fiber. About 93 percent of all potash consumed globally is used in agriculture as fertilizer. The balance is used to manufacture potassium chemicals. Most potash is extracted by conventional underground mining methods. Solution mining is used when underground deposits are irregular and very deep. The other main production method involves the evaporation of brines in shallow salt lakes, followed by the harvesting of potassium minerals.

On June 25, 1999, BHP Billiton (BHPB) announced the suspension of operations at the BHP Copper Inc.(BHP) San Manuel copper mine in Pinal County, Arizona. Subsequent to this announcement, BHPB aggressively pursued a number of alternatives for the underground mine and open pit facilities, including continued curtailed operations, sale to a qualified mining operator and closure of the property. After consideration of these various alternatives over a 2.5-year period, BHPB announced final closure of the mine site on January 15, 2002.This paper describes how the BHPB charter and HSEC policy apply during the closure process.

I. INTRODUCTION West Virginia has a long history of coal production.1 The state at one time led the nation in total coal production, while at the same time coal from West Virginia constituted one quarter of total U.S. coal production.2 In more recent years, however, West Virginia’s level of coal production has been reduced in comparison to that of other states due to the high relative cost of producing coal in the state.3 Another blow to the producers of coal in West Virginia is the action known as Bragg v. Robertson.4 In 1998 various individual plaintiffs, as well as a conservation group known as the West Virginia Highlands Conservancy, filed a civil action under a provision of the Surface Mining Control and Reclamation Act of 1977, Pub. L. No. 95-87, §522, 91 Stat. 445 (codified at 30 U.S.C. §§1201-1328) ("SMCRA" or the "Act") that allows declaratory and injunctive relief against state and federal officials for non-compliance with the Act.5 The plaintiffs generally claimed that the Director of the West Virginia Department of Environmental Protection ("WVDEP") had exhibited a pattern of violating mandatory non-discretionary duties under SMCRA and the West Virginia state regulatory program.6 These non-discretionary duties involved many areas of regulation, including water quality standards, disturbance of wetlands, hydrologic reclamation plans, Approximate Original Contour ("AOC") requirements and AOC variances, post-mining land uses, contemporaneous reclamation, and as explained later, the "buffer zone rule."7 In addition to these claims against WVDEP, the plaintiffs also alleged that certain individual members of the Army Corps of Engineers (the "Corps") had failed to carry out statutory duties under the Clean Water Act (the "CWA") and the National Environmental Policy Act ("NEPA").8 Generally, the complaint stated that the Corps did not have statutory authority under the CWA to regulate valley fills created for the purpose of the disposal of waste material, i.e., the overburden associated with mountain top mining.9 Alternatively, the plaintiffs claimed that even if the Corps could regulate valley fills, the Corps violated NEPA by issuing nationwide permits without required analysis. Finally, the plaintiffs asserted that the issuance of a nationwide permit for surface mining valley fills is unlawful.10

For tunnels in horizontally bedded rock, geologic factors affect the selection and design of the initial supports, including the rock propensity toward parting along bedding and the resulting high potential for rock slabbing during excavation. To evaluate this ground behavior, numerical analyses and results with Mohr-Coulomb, Hoek-Brown, and Ubiquitous Joint constitutive models were used, using the Upper Rouge CSO tunnel in Detroit, Michigan as an example. The different rock models and other geologic considerations are shown to impact the selection of the tunnel initial support and design. This paper emphasizes the appropriate selection of an analytical model based on the site specific geology to achieve an optimum initial support design.

After the successful breakthrough at the end of 2006 of both TBMs into the multifunctional site Faido (MFS), in the middle of 2007 the two tunnel boring machines resumed the 12 km long section between Faido and Sedrun. In the roughly a 10 month interval both approximately 465 m long tunnel boring machines were partly dismantled, pushed through the 2.5 km long MFS, rebuilt for the new larger diameter of 9.5 m and reassembled to be ready for operation. In the rebuilding phase, improvements were made to the equipment, especially as a result of experience gained from the previous 14 km long drive in the section Bodio and taking into account the latest information regarding the upcoming 14 km section Faido. Both TBM drives are currently in the rock formations of the Lucomagno gneiss, which stretch over a section of 3.5 km from the MFS Faido to the predicted Piora Syncline. This section is divided into two fold axes of the Chièra Synform, where the Lucomagno gneiss pass from a sub-horizontal into vertical bedding. The drives, with current rock overburdens exceeding 1,500 m and, as known from the excavation phase of the MFS, in part highly disturbed rock formations, are characterized by the locally intense rock squeezing conditions with large convergences in the vicinity of the driving TBM as well as backwards due to the interaction of the two drives. High expenditure for the support measures, reduced driving performances together with extensive extra work associated with deadlines and increased costs are the result. In the paper the previous experience with the TBM drives in the section Faido and the challenges still awaiting us are presented and discussed.

Advances in inexpensive computer automation led to the development and use of a computerized ore control system at the Cyprus Copperstone Gold Mine near Parker, AZ. These new ore control practices improved accuracy, performance and productivity of the ore control effort. An automated system for data collection, including bar coding of blasthole samples, laboratory analysis, data management, grade estimation, cut delineation and ore zone stake out, plays a major role in ore control practices. This is of particular interest because of the large amount of blasthole information being processed, analyzed and reported daily. Copperstone Gold management has been progressive toward new, efficient methods regarding ore reserve estimation, long-term mine planning, short-term mine planning, ore control and surveying. Technological advances, including powerful personal computers, applicable mine planning software and surveying instrumentation, have become readily available and affordable. The computerized ore control procedures used at Copperstone include sample data collection, laboratory automation and computerized data management. These have reduced the time to complete ore control on a blast pattern by 50% to 75%. The final product - ore control - is generated in a more timely and accurate manner.

Although only used in a few U.S. longwall mines, bleeder-less ventilation systems can be an effective spontaneous combustion control method in mines having a demonstrated history of spontaneous combustion. To provide insights for the optimization of bleederless ventilation systems for U.S. underground coal mines, a computational fluid dynamics (CFD) study was conducted to model the spontaneous heating in longwall gob areas using a bleederless ventilation system. A single longwall panel with a bleederless ventilation system was simulated, and typical longwall mine ventilation data were used in the simulations. The permeability and porosity profiles for the longwall gob were estimated using a geotechnical model and were used as inputs for the CFD modeling. The effects of gob permeability and resistance of the collapsed entries on the spontaneous heating were studied. The effectiveness of using nitrogen injection to prevent spontaneous heating in the gob was also examined.1

Risk management is an established loss-control methodology that has been applied successfully in many industries. Recently, interest in this structured approach has grown in the mining industry. The main objective of this research was to develop a risk-assessment process, which is a part of risk management, that can be used by the U.S. mining industry to more thoroughly characterize risks associated with haul truck-related fatalities. The assessment is based on historical data obtained from the U.S. Mine Safety and Health Administration (MSHA) investigation reports, which includes 113 fatal incidents that occurred from 1995 through 2006. The risk-assessment process used in this research involves the following basic steps: identification of the risks, risk analysis and risk evaluation. The preliminary hazard assessment (PHA) method is used in identifying and quantifying risks. Risk levels are then developed using a pre-established risk matrix that ranks them according to probability and severity. The resulting assigned risk value can then be used to prioritize control strategies. This paper is a part of a detailed study on risk assessment for equipment-related fatalities in mining sponsored by the Western U.S. Mining Safety and Health Training and Translation Center.

In the UK, powered supports are normally salvaged from longwall faces on completion of production, for reuse on the next unit. Where a spare set of supports are held, the salvaged supports are often stored in underground roadways awaiting installation. One mine in the UK extracts a 5m section, and holds two sets of 2x950t powered supports, each weighing approx. 35t and having closed dimensions of 8m long, 2.5 high and 1.75m wide. As the first set would not be required for over 12 months, and because of space limitations below ground, it was decided that the supports would be left in situ, the district sealed, and reopened at a later date for support salvage. The paper described the decision making process, and the inertisation of the sealed district utilising nitrogen generated on the mine surface and piped to the point of use. The re-entry and re-ventilation of the district are also described. The paper then goes on to describe in more detail the discovery of a spontaneous combustion event that occurred in the waste behind the powered supports, and its treatment and control using extra nitrogen brought to the mine by tanker and introduced at strategic locations along the faceline via boreholes, leading to a successful salvage and re-sealing.

S. Budirsky J.B. Gwiazda's article deals with an interesting problem that has not been studied thoroughly up to now. Gwiazda has proposed a technical solution that eliminates horizontal load imposed by the supports on the roof. That load is due to a discrepancy between the trajectories of the canopy and the overlying strata. It is true that the improved lemniscate guidance system proposed by Gwiazda could eliminate the horizontal load but, on the other hand, it would represent a higher cost of the supports, and it would complicate the already complicated mechanism of powered supports. That is why we must be convinced that the proposed improvement is actually needed. From that point of view, the following questions should be elucidated. As shown in Fig. 1, the point 0 travels along the curve a, which produces horizontal load on the roof in the direction of the coal face. As stated by Gwiazda, "such a high load is capable of destroying the roof above the support, causing rock debris to be scattered around the face." The results of our measurements carried out in coal mines of the Czechoslovak part of the Upper Silesian Coal Basin show that the convergence in the modern type of powered supports does not exceed several millimeters (not more than 10) per hour. Similar conclusions were drawn from field measurements performed in the Polish part of the Upper Silesian Coal Basin (see S. Romanowicz and H. Szopka in Proceedings, Scientific and Technical Symposium Simmex'85, Katowice, Poland, pp. 73-83). The small vertical closure of the supports also induces a small horizontal displacement of the canopy. In addition to this, the transmission of forces between the roof and the canopy is influenced by the layer of debris on it, i.e., the canopy slides without imposing a greater horizontal load on the roof. This was deduced from field measurements of Voest-Alpine F 4/4500 powered supports equipped with rams instead of the common front lemniscate links (denoted as 1 in Fig. 5). In these supports, the pressurizing of the space of piston rod (1a in Fig. 5) causes the rams to close, which induces horizontal load on the roof in a direction toward the coal face. After the setting of a support unit, the pressure in the piston rod space was found to drop, frequently to zero, because the small horizontal sliding between the canopy and the debris or inside the debris caused the horizontal reaction from the roof to fall to zero, although the debris were pressurized by vertical setting load. As a consequence, there was no horizontal load imposed by the canopy on the roof. A rise of the horizontal load was recorded only after the passage of the shearer and during lowering of the adjacent units. Thorough information on the results of the aforementioned field measurement is given in the paper, "Analysis of the performance of shield powered supports installed in a thick seam," published in Mechanizacja i automatyzacja gornictwa, 1982, No. 12, pp. 38-46. An English translation of the paper is available from the author. We have deduced from our observations that horizontal load imposed by the canopy on the roof in the direction toward the coal face is useful for roof control because it limits the displacement of the immediate roof toward the gob particularly during the rise working. We came to the conclusion that horizontal load on the roof toward the coal face should be induced on purpose. Could Mr. Gwiazda prove with the results of field measurements his contrary opinion? Has the small horizontal displacement of the canopy toward the face actually had an adverse effect on the roof? As shown in Fig. 2, during the setting of a support unit, the canopy imposes a horizontal load on the roof in the direction of the gob. In this case, I share Gwiazda's opinion that the horizontal load could have an adverse effect on the roof. Nevertheless, two important circumstances were neglected - the horizontal compliance of the supports and the interaction of adjacent units. The question of the compliance was analyzed precisely by I. Krumnacker in Gluckauf-Forschungshefte, 1984, No. 5, pp. 219-223. Sources of sulfur have varied based on technology and societal needs. It has been mined in its elemental form for centuries. Twentieth century technology brought thermal mining (Frasch, 1894) to the forefront of sulfur extraction. Then, by the 1980s, petroleum processing generated almost 40 percent of the 50 Mt (55million st) of sulfur in all forms (SAF) produced in the world. Metals processing (the reclamation of effluent gas by various means as “sulfur in other forms,” or SOF) followed at 30 percent of all sulfur values produced and then Frasch at 22 percent. Petroleum and gas processing now generate most of the elemental sulfur produced in the world. Single Two Frasch mines remain, one each in Iraq and Poland. Conventional mining of small to insignificant volumes also survives in Russia, Latin America and Indonesia. The volume of “recovered” sulfur (the name commonly given by the industry to hydrocarbon-derived material) generated will increase faster than energy consumption as oil and gas with greater amounts of sulfur are used and environmental restrictions on the sulfur content of the fuel consumed become more stringent.

The following is extracted from a report by the author to the International Valuation Standards Committee (IVSC), with minor modifications for the purpose of publication. The author represented the IVSC at the annual session of the Ad Hoc Group of Experts on Harmonization of Fossil Energy and Mineral Resources Terminology. This is a body organized by the United Nations Economic Commission for Europe (UNECE). This second session, held in Geneva, Switzerland, achieved an important agreement for advancement toward uniform global standards for the classification of minerals and petroleum reserves and resources. Attendees discussed the possibility of enhancing the United Nations Framework Classification for Energy and Mineral Resources (UNFC) for implementation globally as the classification standard for use in financial reports under the International Financial Reporting Standards (IFRS). Presently, there are between 100 and 200 mineral and petroleum resource classification (or definition) systems throughout the world — a similar number to what there are countries.

The Río Agrio of northern Patagonia, Argentina, is highly acidic due to inputs of volcanic gases (SO2, HCl, HF) in its headwaters. The watershed includes a hyper-acidic (pH <0.5) volcanic crater lake, a larger glacially carved lake that is also strongly acidic (pH 2.6 to 2.7) and an acidic river that flows for more than 40 km (25 miles) before its pH is completely neutralized. This unique watershed has many geochemical and biological similarities to acid waters caused by mining. This paper describes the Río Agrio watershed and draws a comparison with some famous acid mine waters. Learning more about naturally acidic lakes and river systems could have important applications to the bioleaching of ores or biological treatment of mine waters. Therefore, it should be of interest to the general community of mining and metallurgical engineers.

U.S. mines are among the most efficient, productive and safest in the world. Much of that efficiency is due to the high-technology equipment and processes available to the industry. The U.S. mining industry can produce more material now with fewer people than it could a few decades ago. And that material can be produced more safely. However, the workforce is growing older and fewer young people are filling the holes created by retirements. Even though mining is one of the highest paid occupations in the United States, young people believe they can find jobs that pay almost as well without the risks and the often remote locations associated with mines.

The worldwide budget for non fuel mineral exploration was expected to increase by 27 percent in 2003 from the 2002 budget, according to the Metals Economics Group (MEG) of Halifax, Nova Scotia. The increase comes after five years of declining spending for mineral exploration. For the first time in several years, all regional exploration budget estimates for 2003 as defined by MEG would increase from similar 2002 estimates. However, MEG included 193 more companies in its 2003 survey than in 2002. As with previous MEG survey reports, estimates reflect anticipated expenditures rather than actual dollars spent. Caution, therefore, must be taken when comparing 2002 and2003 estimates or evaluating the magnitude of regional changes from year to year. Sample variations and currency exchange rates may influence year-to-year variations of MEG data. Even so, it is likely that the general climate of improved metal prices in 2003 encouraged companies that had previously left the mineral exploration sector or reduced their exploration activity to once again focus on minerals exploration or increase exploration activity and budgets.

The Buchans mining district is located roughly at the center of the island of Newfoundland and contains some 18 separate mineral deposits. The first of these deposits was discovered in 1905, the latest discovery having been made in 1979. To the present (1983), some 16 Mt (17.7 million st) grading 1.33% Cu, 7.5% Pb, 14.5% Zn, 115 g/ t (3.7 oz per ton) Ag, and 1.4 g/t (0.04 oz per ton) Au have been mined. Mining operations are now largely terminated, but a few hundred thousand tons of economically marginal reserves may be mined in a salvage operation. The Geological Association of Canada Special Paper No. 22, "The Buchans Orebodies, 50 years of Mining and Exploration," contains papers which describe the history, geology, and the application of evolving geological concepts in exploration. Papers by Neary, Swanson, and Thurlow and Swanson in that volume are topical to the present discussion. Successful exploration techniques at Buchans included physical prospecting, utilization of the state-of-the-art geophysical techniques, saturation diamond drilling which was made possible by the high gross value of the existing ore, and, since 1955, diamond drilling directed by fairly well understood geological parameters. The record of discovery started in 1905 when the Buchans River deposit was found by Matty Mitchell, a prospector employed by the Anglo- Newfoundland Development Co., a British company which owned mineral rights over a very large area in the Red Indian Lake-Exploits River drainage system.
