In recent years, market rates of interest have risen well above their historical long-term average. Also during this period, the short-term variability of interest rates has been greater than in prior years. Interest rates have a significant effect on the operation of our economy. They influence the extractive industries in a number of ways. Their major long- range impact is on investment decisions - specifically the valuation of mineral deposits. An understanding of the factors that influence interest rates is important to the engineer or businessman who makes the investment decisions for the mining company. The effect of changes in the market rate of interest on the value of mineral reserves is critical to the future financial success of the mining enterprise. The most common simplification of the factors determining the level of interest rates is that they are a function of the demand for and the supply of money. While this is an oversimplification, most businessmen would be hard- pressed to provide a better explanation. The purpose of this paper is to explore certain fundamental economic aspects of interest rates and to examine their effect on the analysis of investment in mineral deposits.

As far back as 1939 state laws have required reclamation of mined lands. Reclamation has been the topic of many discussions and presentations, especially since the late 1960's. In the past ten years many states have added legislation concerning the reclamation of coal-mined lands. In the near future, it seems certain that some federal regulations will be passed that will set minimum guidelines for the states to regulate. Besides the requirement of returning the land to the approximate original contour, future regulations will more than likely demand replacing topsoil from one to five feet thick. As regulations become more stringent, costs will rise accordingly. Since no one has developed a machine that can do all reclamation work by itself, it is necessary to review in detail the tools available and to select the most economical means.

Room-and-pillar mining is a mining method used in the United States to extract coal from underground, and pillar recovery is widely practiced for maximizing coal recovery and mining economics. Under certain conditions, room-and-pillar mining can create high stresses in coal pillars resulting in a coal outburst. These outbursts represent one of the more severe safety hazards in underground coal mines, potentially causing injuries and fatalities. Over the past ten years, coal outbursts have resulted in three fatalities in U.S. room-and-pillar mines. Though coal outbursts generally occur under deep cover, they are more likely to occur during pillar recovery and under multiple-seam mining conditions. Coal outbursts are generally associated with strong roof and floor and heavy loading of coal pillars, but it is difficult to predict whether, where, and when they will occur. In this respect, risk management provides a proactive tool to prevent coal outbursts in room-and-pillar mining by identifying mining areas with high risk of outburst and mitigating the risk accordingly.

"It has been more than 10 years since Montana Resources’ copper/molybdenum mine has had a lost-time injury at its site in Butte, MT. With more than 350 employees and an average production of about 15.5 Mt/a (17 million stpy), which includes 29.5 kt (65 million lbs) of copper and 4 kt (9 million lbs) of molybdenum, the mine’s journey to a decade of exemplary safety is an impressive feat that has required hard work, commitment and, most of all, leadership from every level of the operation.It has not always been an easy journey, nor has it been one without scrapes and bumps along the way, but it is one that has produced stellar results. Mike McGivern, vice president of human resources, and Pete Steilman, safety manager at the mine, spoke with Mining Engineering about how the operation transformed from a site that was accustomed to collecting citations for safety violations to one that is now collecting awards for its safety record.Simply put, Montana Resources has made safety a value and the people its top priority.The operations faced many predictable challenges in 2003, when the mine was being brought back online after three years of sitting in care-and-maintenance status. It had been shuttered in 2000 because of low commodity prices and high operating costs, and, in the three years that the mine was idled, the equipment became dilapidated, and some of it was no longer in compliance. Less than half of the workforce returned to the site for the restart, and the team was challenged with getting the gears turning again to produce copper and molybdenum. But the most daunting challenge of all of was keeping the workforce safe during the transition.In the first few years of operation the mine racked up citations from the U.S. Mine Safety and Health Administration (MSHA) at an alarming pace, so much so that in May 2006, Montana Resources received a letter from the MSHA District Office informing the company that the operation was being placed on the Potential Pattern of Violations list due to its excessive citation history and high rate of significant and substantial citations. It was clear that something significant had to be done to change the course of action at the mine."

A contained nuclear explosion is proposed to produce a chimney of broken ore well below the water table. After the chimney is filled with water and reaches hydrostatic equilibrium, oxygen, under pressure, is introduced near the bottom of the mass of broken rock. The increase in solubility of oxygen at high hydrostatic pressure is sufficient to initiate the oxidation of the primary sulfides: chalcopyrite and pyrite. The oxidation and dissolution of these sulfides produces enough heat to increase the temperature of the ore and water in the chimney as much as 1000 to 150°C. The rate of dissolution of chalcopyrite becomes so rapid under these conditions that the rate of recovery is no longer limited by the rate of chalcopyrite dissolution, but by the degree of exposure and other factors. Means of solution control and distribution of oxygen in the chimney have been examined in some detail. A calculational model utilizing experimentally determined solubility rates is utilized to estimate the temperature rise in the chimney and the rate of copper recovery as a function of initial temperature, sulfide content of ore, size of sulfide particles, and fraction of sulfide exposed to solution.

INTRODUCTION Chuquicamata mine is a large copper open pit located in the north of Chile. It has been in production for more than 80 years and now is in the later stages of its life with declining grades and increasing haul distances. As any old mine with long established organizations and procedures, it has faced one of the most difficult managerial problems: to conduct changes. Since 1994, the new management team has been devoted to a modernization pro- gram focused mainly in restructuring business operations. downsizing the labor force and introducing a mine planning pro- cess consistent with the company's goal. The explicit identification of the latter issue has been made because of the management’s conviction about the importance of it in the profitability of the business. The mine planning process at Chuquicamata mine has evolved from an old manual technique towards a modern computarized system, however the fundamental aspects and the procedures involved in this process have been the same. For in- stance, the cutoff grades policy has not changed during the last said 20 years, regardless of the changes to grade distribution, commodity prices, plant capacities, etc. To review and rethink this process, the strategy was to work with a small group of inside engineers and the management in order to interact with several mining consulting firms. The idea was to open a discussion about the fundamental principles used in the mine planning activities and, at the same time, to explore new ideas to improve the operating practices that have been followed for a long time. Thus, the goal of this paper is to present the mine planning approach that was the result of this work and the improvements that were obtained. THE CHUQUICAMATA MINE The Chuquicamata division is one of the five operations of Codelco and is currently devoted to operating the Chuquicamata mine; a copper open pit, concentrator, smelting and refining complex. It also operates Mina Sur which consists of an open pit mine, a leaching-solvent extraction and electrowinning process. There is also a dump leaching and a Sx-Ew plant for treating the low grade suifide ore (under the cutoff grade) from the Chuquicamata mine. Prior to reviewing the mine planning process, capacities for the Chuquicamata sulfide line were 640 000 tpd of run of mine material, 160 000 tpd of ore and 4 200 tpd of concentrate. This meant a total annual movement of around 230 Mt in the mine and a treatment of 57 Mt in the concentrator with a stripping ratio of approximately 3: 1. The old exploitation strategy consisted of an "open scheme", which means that all benches must have a berm with enough space to allow the traffic of large haulage trucks. This fact implied working with a great flexibility, but the consequences were flat slope angles. One of the reasons for using this operating practice in short term planning was that the grade consistency from the pit has always been a controversial variable. Schedules were designed to meet grade targets accurately and they were modified immediately when deviations become apparent. This reality led to working with a great deal of independent pushbacks and it required flexibility in the traffic system. The cutoff grade policy has been the same for a long time and the figure was 0.5 %CUT either for sulfide or oxide ore. This was the reason why a balance was produced between the mine and the concentrator. The mine is operated principally with benches of 26 m but in the upper part of the pit there are benches of 24 and 30 m. The main production equipment is shovels of 28 and 34 yd3 along with trucks of 200 and 240 st. Regarding the crushing facilities, there are two main systems located inside the pit and an old one in the periphery, close to a stockpile and near the concentrator. In the north part of the pit there is a crusher for waste material and in the north-east area is located the ore crusher facility. Both restrict a significant area of the pit and the mine sequence is considering to move the ore crusher again to the south-east sector where it used to be located. Relating to the waste crusher, the idea is to move it up to a bench near the surface in order to use the same conveyor belt and, at the same time, liberate an important sector. THE MINE PLANNING PROCESS The objective of the mine planning process is to develop a mine plan for the life of the deposit, in harmony and consistent with the company's goal. It includes the origin and destiny of tonnages and grades from the mine(s), along with the necessary resources to carry out this plan such as: fleet requirement, consumable goods, manpower, etc. From the financial point of view, it means to establish the cash flow for each time period of the mine life. That is. the revenue, capital investment and operating cost associated with each period of the plan. The fundamental principles involved in the mine planning pro- cess have been a controversial issue for a long time. One of the reasons for these divergent views could be produced by the difficulty of modeling a complete extraction policy for a geological re- source. This particular problem has to deal with several decision variables that are time dependent. So far, there is no mathematical formulation for managing such a problem, and the approach to solve it is based on a circular analysis combined with certain heuristic tools. So, a global model rather than a formula, requires a clear understanding of mine operations as well as economic theory and its application to a non-renewable resource. In order to manage this complex problem, the mine planning process can be conveniently split off in three stages which are conceptual, feasibility and operational planning. The characteristics of each stage are basically the timeliness in which they are developed and the kind and number of variables involved. How to connect an effluent conveyance tunnel to riser shaft and diffuser arms of an outfall system is dictated by the ground conditions, which ideally include rock or soil strata of low permeability. Where such favorable conditions are beyond reach, both the complexity of designing and the risk of constructing this crucial system connection increase disproportionally. This paper describes the considerations that went into the approach of connecting a 5-m-diameter TBM drive with the in-river riser shaft of the Annacis Island WWTP New Outfall System in the highly permeable Fraser River sands at hydrostatic pressures exceeding 3 bar.

Much progress has been made in the application of geostatistics to hard rock ore deposits.1,2,3 4,8 Progress in the application of geostatistics to coal deposits has developed over a period of time out of hard rock technology.5,7 Exploratory drilling in many hard rock deposits is frequently significantly more productive than exploratory drilling in coal deposits. For example, hundreds of feet of drilling and/or many drill setups are frequently necessary to obtain a few samples from a typical 4 to 6 foot thick coal seam. With hard rock deposits, which are frequently thick or volumetric, less drilling dead work is involved in sampling the deposit. To produce a variogram, which is the basic element needed for geostatistical analysis, a few well positioned holes drilled into a hard rock deposit where the core(s) can be divided into many sections can produce a detailed variogram. To produce a similar type variogram in coal, it is necessary to drill many dozens of holes with much of the core length consisting of overburden data which is frequently of only secondary importance. To apply geostatistics to coal, not only are many separate sample sites needed, but frequently a problem exists in that the interval distance between samples cannot be controlled with the ease that hard rock drilling intervals can be controlled where it is only necessary to cut core segments according to some preassigned interval of distance. Because the uses of existing coal deposit samples are frequently handicapped by irregular sample distances and lack of sampling density along certain directions needed for the development of variograms, the application of geostatistics to coal deposits frequently does not proceed with the same efficiency and rapidity as when these techniques are applied to ore deposits. Grid-fitting was developed by the writers, as a logical and evolutionary improvement over the long and successful application of geostatistics to coal seams.6,9 Grid-fitting combines the trending of variance as well as other aspects of probability theory to optimize informational yields from the commonly less productive data derived from coal exploratory programs. Grid-fitting is basically a technique where a hypothesis involving numerous grid patterns, where each pattern is of a given geometry, size and direction is repeatedly matched against actual sample data to determine which match results in the closest fit of the hypothesis to the data. To determine the closest fit, a special index known as a selectivity index was developed. The selectivity index is basically the product of the mean and variance of the variances contained within each of the grids. hence, if SI is the selectivity index then [SI = Xs E (S i - Xs) /N] where [X]s is the mean of individual grid variances Si2 for any pattern of given geometry, direction and size.

The use of the name "static" to describe this system is somewhat misleading since this term refers only to one of the many advantages of this very important advance in excavator control systems. The control system, originally intended only as a more modern electronic type of alternate to the tried and proven rotating amplifier control system then in use, has since proven to be much more.

The mining paradigm is changing on the continent of Africa. Jessica Kogel?s closing statement from her September 2013 President?s Page (ME, September 2013, pp. 6) has never been more appropriate, ?Africa is shaping up to be the next mining powerhouse, and there is huge opportunity for local communities, national governments and private industry to work together to create a win-win situation for all.? Supporting this notion, attendance at numerous industry conferences around the world demonstrates the shift toward a more sustainable, more environmentally conscious extractive model. But questions remain: How effectively is the industry making this transition, and how willing are companies to learn from the experiences of others? The international development community, as we like to call ourselves, is going through a parallel shift. We are experiencing our own funding crisis; governments are not as flush with resources as they were pre-economic meltdown. But more importantly, after a half century of implementing development programs, we must admit that while some of our programs have been fantastically successful, too many still fail to achieve the goal of poverty alleviation for the world?s poorest. Moving forward, we are forced to recognize that achieving success in scale and sustainability is not always accomplished from our work alone. As the director of international programs for Africare, a nonprofit with more than 40 years of experience implementing community-based development programs in Africa, I can report that our organization is changing the way we think about successful development partnerships. Africare recognizes that for too long the mining sector and nonprofits have been at odds, choosing noncommunication as a ?solution? to the problem. Both sides now recognize that this standoff is outdated, and Africare, specifically, is ready to cross the proverbial line. We see the potential benefits of mining for local communities and, when done responsibly, the opportunity to properly manage Africa?s resource boom as a benefit to all. There are challenges in this conversation. Many mining professionals view nonprofits as whistle-blowers, ready in a pinch to speak to news sources and complain about poor operational standards. Those are advocacy organizations, and while their role is important, they are not the only nonprofits interested in mining operations in developing countries. Organizations like Africare, with decades of experience implementing poverty reduction programs, approach this differently. We know we can work with mining companies to promote economic opportunity in the communities where mining operations are occurring. We recognize that the conversation is difficult, and we are open to discussions about how we can bring our unique experience to bear on the problems faced by mining companies in carrying out their investment programs.

This paper describes the development of a modified Goodman Jack method for determining the mechanical properties of rock masses in situ. The modified method consists of the basic borehole loading device and a friction-strain-gauge measuring module. The friction gauges, located in the central portion of the jack, are impressed on opposite quadrants of the borehole walls and the remaining quadrants are loaded by the borehole jack with a uniaxial self-equilibrating pair of forces. The tangential strains generated at the borehole walls are thus measured concurrently with the loading. For ideal elastic materials, the tangential stresses at any point on the borehole walls due to jack loading can be obtained from closed-form analytical solutions utilizing the complex variable method. Complete stress-strain curves for the rock material can then be directly obtained from the tangential strain measurements and the calculated tangential stresses at those points. The continuous data are considerably more significant and reliable than averaged or point data obtainable by other current in situ measuring techniques. Moreover, the advantages inherent to the original Goodman Jack method are also obtainable in the modified method. The suitability of the new method was demonstrated by carrying out a number of laboratory measurements in large specimens of reinforced concrete, aluminum and granite blocks. The results of actual field measurements carried out in sandstone and granite quarries were found comparable with those obtained in the laboratory.

Placing a detonating explosive inside a volume of rock is an efficient method of rock fragmentation. The explosion generates internal tensile stresses in the rock, and because rock is a brittle material, this brings about crack propagation and fragmentation far more efficiently than does application of explosive on the surface. To get the explosive inside, we drill a pattern of boreholes and charge the explosive into the holes. This is really the one and only purpose of making blastholes in mining: to give access for the explosive to the interior of the rock. No matter how big and expensive a drilling jumbo we stand up in front of a rock face, and no matter how many boreholes we let it drill, the rock does not fall apart by itself without blasting. It is the action of the explosive in the boreholes that does it. When we consider that we need a pound or two of explosive for every cubic yard of rock to be fragmented, and a pint of borehole volume for each pound of explosive, we see that the process of blasthole charging is an important element in the whole process of rock blasting.

Glass sands fall into that extremely select category of mineral deposits that requires a fantastic degree of natural concentration (95% +) of a single component before they can even be considered as ores suitable for further refinement. The combination of geological factors that has produced such an environment of "mineralogical single-mindedness" has appeared only rarely. Factors that require consideration in the economic evaluation of a potential glass-sand deposit can be grouped into three categories: 1) geological (e.g., size, shape, structure); 2) petrographic (e.g., grain size, accessory minerals, nature of iron contaminants); 3) geographic - political (e.g., proximity to consumer, size of market, zoning restrictions). Of particular con ern is the nature of the iron contamination. Iron-bearing species appear as 1) accessory mineral grains, either detrital or authigenic, 2) cements, 3) grain coatings, and 4) quartz-grain inclusions. Selection of the cheapest form of beneficiation requires precise information on the mineralogy of the iron species and their detailed petrography. Because of the antipathetic relationships, in many parts of the United States and Canada between the geographical locations of glass plants and the geological distribution of glass sands, the selection of ac suitable source for a particular glass plant may be dichotomous. One may seek either an exceedingly pure "classic" type glass sand that is relatively distant and whose cost includes a major transportation charge or a relatively proximate and somewhat "impure" source whose cost includes a substantial fee for beneficiation.

Andalusite is a member of the sillimanite group of minerals consisting of andalusite, kyanite, and sillimanite. These minerals are the structural polymorphs of Al,Si05 (the anhydrous silicate of aluminium) and although chemically similar, they differ in physical properties due to their different crystal structures. For further information on the sillimanite group, see the chapter on Kyanite and Related Minerals that follows. The minerals are generally the products of the metamorphism of alumina-rich sediments and are found in schists, gneisses, or hornfelses, which have undergone either regional or thermal metamorphism from their original form. Sedimentary deposits may also form since the minerals are chemically and physically resistant to breakdown. When heated to a sufficiently high temperature the sillimanite group minerals convert to mullite with a resultant volume expansion and the liberation of silica. Due to the stability of the mullite formed, its high hot strength and resistance to chemical and physical erosion, they are widely used in the manufacture of refractories and special ceramics (Table 1). The reaction can be represented as follows: [ ] The worldwide use of these minerals depends to a large degree on their availability (Fig. 1). Andalusite, with its lower conversion temperature and the lowest volume expansion on being heated is the natural choice as a raw material to produce energy-saving refractories without prior calcination. The Republic of South Africa holds by far the largest minable andalusite deposits of the world, estimated at some 70 Mt of known in situ reserves. The only other large commercial production of andalusite comes from France, with known reserves of about 5 Mt. Potential new deposits are known from China, Ireland, Australia, and South America. World consumption of andalusite in special performance refractories has risen from less than 10 ktpy in 1960 to nearly 300 ktpy in 1990, which is due to cost effectiveness in many industrial applications compared to other conventional refractory products. Andalusite-based refractories have traditionally been used in Europe, South Africa, and the Far East; usage in America was limited in the past due to relatively high delivery costs and availability of other local refractory minerals. However, there is a significant trend towards greater use of andalusite in North America, thus opening new markets and replacing other traditional refractory raw materials. GEOLOGY Andalusite occurs in metamorphosed rocks of clay-like com- position, as in the andalusite-hornfelses in thermal aureoles (contact metamorphism), formed under conditions of high temperatures and low stress, and in regional metamorphic rocks, such as the andalusite-schists. These schists are mostly unconnected with definite igneous intrusions but were presumably also formed at high temperatures and under low stress. Andalusite can also appear in alluvial deposits associated with the primary deposits. At depths of 10 to 20 km, temperatures of up to 450°C might be expected. Another result of increasing depth is an increase of pressure due to the load of the rock cover. The load stresses involved in metamorphism is generally believed to lie in the range 0 to 10 000 bars. During contact metamorphism the increase in temperature is brought about by the injection of magma. The temperature reached in the country rock at some distance from the igneous body will always be less than the initial temperature of the intrusion, which is presumably less than 1 200°C, and will vary with time and distance from the contact. A simple metamorphic reaction involving dehydration of an aluminous sediment can be: [ ] At higher temperatures sillimanite would form at the expense of andalusite, while kyanite would be the mineral formed at higher pressures, as can be seen in the phase diagram of A12Si05 (Fig. 2).

There are many factors affecting the stability of open-pit mine slopes, among which slopes with soft interlayers have become an important factor inducing deformation and instability due to their poor mechanical properties. In this paper, for the destabilization of a slope with soft interlayer under rainfall infiltration in an open-pit mine in Zhejiang Province of China during the rainy season, a sudden change of displacement at the monitoring point and the formation of a continuous plastic deformation of the slope are proposed as the criteria for slope destabilization through the establishment of a rainwater seepage-stress coupling model combined with the strength reduction method, and by using COMSOL Multiphysics finite element numerical simulation software to establish a three-dimensional numerical model based on the actual mining slope conditions. The safety principle is introduced through the strength reduction method to analyze the stability of the slope with soft interlayer under the coupling effect of seepage and stress. The safety coefficients of the slope with soft interlayer are calculated by using Numerical methods under the coupling effect of seepage and stress. The influence of rainfall intensity and duration on the stability or safety factor of the slope with soft interlayers was studied through analysis of stress, saturation, displacement, and pore pressure evolution. The mechanism of rainfall affecting slope stability was investigated, and the findings were validated using an engineering case study of a slope with a soft interlayer. The findings show that rainfall intensity is the main factor affecting slope stability in the open-pit mine slope with soft interlayer. The higher the rainfall intensity, the faster the shallow soil forms a saturation zone, whereas soft interlayers speed up the process and endanger slope stability. The slope prevention and control technology of the prestressed anchor cable (rod) framework was proposed based on the slope management construction conditions of the mine, and the effectiveness of the measure was verified through on-site industrial tests. Clay slurries are normally dewatered using flocculents like sulfuric acid or aluminum sulfate. This type of flocculation is based on the electrolytic mechanism. For certain clay dewatering applications, this method of flocculation is unsatisfactory. Flocculation, based on the bridging mechanism, using organic polymers has been utilized to overcome such problem situations. This method of flocculation offers solutions not possible by previous methods. Normally these flocculents are used to assist dewatering. In this case, not only is dewatering promoted, but also further processing is assisted by a change in the dilatant character of the filter cake that is formed. Discharge of filter cake is easier, extrusion of filter cake on to conveyor dryer is possible or improved, and heat transfer and drying rates of the extruded filter cake are substantially higher. Both natural and synthetic organic polymers have been utilized for this purpose. Selection, application techniques, and economics are described.

Fuller's earth and bentonite are two clay commodities that are interrelated either by mineral composition or use. Because of this interrelation and the sale of both for many different uses, some ambiguity in their classification has resulted. The term "fuller's earth" has no compositional or mineralogical meaning, and it is used more or less as a catchall for any clay or earthy material suitable for certain uses. Most, but not all, of these uses require absorbent properties. Bentonite by geologic definition must have formed from volcanic ash or tuff or the glassy material in volcanic rock; most bentonites consist chiefly of montmorillonite but other clay minerals may be present. In industrial usage the term "bentonite" is applied to any clay consisting chiefly of montmorillonite, irrespective of origin. Georgia and Florida have historically been the leading States in the production of fuller's earth; bentonite has been produced in Alabama on a small scale. The first major use of fuller's earth was in refining of oils. Other materials have replaced fuller's earth for this purpose to a major extent, but many new uses for fuller's earth have been found, and production has increased in recent years. The new uses include absorbent products, insecticide and pesticide carriers, drilling mud, and many others. The bentonite now produced in Alabama is of the "southern," "low selling," or "calcium" type and is used mainly as foundry-sand bond. Most of the fuller's earth mined now is in the Hawthorn Formation of Miocene age; a lesser amount is produced from the Twiggs Clay Member and other beds in the Barnwell Formation of Eocene age. Inactive pits from which fuller's-earth was produced from other formations occur at several localities. The bentonite now mined in Alabama is in beds of Cretaceous age; several years ago bentonite was produced from Eocene beds in this State.
