The Risk-Informed Decision Making (RIDM) working group is a group of industry professionals formed under the joint initiative undertaken by United States Society of Dams (USSD), Tailings Dam Safety Committee and Canadian Dam Associations (CDA) Mining Dam Safety Committee (MDC). The working group was organized to develop a guideline on implementation of a RIDM process relating to the design of mining water dams and Tailings Storage Facilities (TSF). Since its formation in 2022, the group has completed a literature review of more than one hundred (100) cross industry publications on applications of RIDM in mining water dams and TSFs, has held two industry workshops in Niagara Falls, Ontario in 2024 and Saskatoon, Saskatchewan in 2025 to capture industry input relating to the understanding and application of RIDM. The working group has subsequently formulated a process that constitutes good industry practice as it relates to application of RIDM in mining dams and TSFs. The authors, through their engagement and leadership in the working group and facilitating the two industry workshops in 2024 and 2025, are of the opinion that the successful application process of RIDM across Canada and United States (U.S.) is still not clear to many industry practitioners. There is confusion over terminology, good versus poor RIDM, and in some cases reluctance to use the RIDM terminology. This paper addresses critical knowledge gaps identified in the RIDM implementation for mining water dams and TSFs through three years of stakeholder engagement. It provides clarity of the process via a joint position statement and implementation roadmap, resolves terminology confusion, and documents contradicting industry opinions to promote adoption of good RIDM practices in Canada, U.S. and beyond.

The United States is the world's leading producer of phosphate rock. In 1975 according to the U. S. Bureau of Mines' statistics, 44.3 million tonnes (48.8 million short tons) of phosphate rock were produced in the United States', which is 40.6 percent of the world's production2. The major phosphate producing areas of the United States are located in Figure 1 and the production for 1975 is listed as follows: Million Million Short Tonnes Tons Florida and North Carolina 36.9 40.7 Western States 5.3 5.8 Tennessee 2.1 2.3 All of these areas produce phosphate from deposits which are sedimentary marine in origin. Occurrences of phosphate exist throughout the United States in numerous locations that are of both igneous and sedimentary origins. However, these other phosphate occurrences vary greatly in extent and economic significance. The Companhia Vale do Rio Doce in Brazil operates one of the most extensive systems in the world for the mining, transportation, processing, pelletizing and shipping of high grade hematite iron ore and pellets. Current shipping of unbeneficiated, sized, high grade ore from its ports at Tubarão and Vitória is now at the rate of 17,500,000 metric tons annually. An increase in this annual rate is now under study. Using the technology and facilities of Lurgi (1) and Arthur G. McKee company CVRD undertook a program to process and pelletize two types of fines - "Blue Dust" and ?Itabira Fines?. Blue Dust is a high grade fine ore which was bypassed while mining the direct shipping ores and which, also, exists as a very large ore body called the Conceição Mine. Itabira Fines is a lower grade of fine ore which is comprised of in-situ fines and, also fines which are generated in sizing the direct shipping ores for a rigid specification market.

Through the remainder of this century, world consumption of fluorine per ton of primary aluminum produced will continue to be substantially reduced. Growth of the primary industry will offset some of the unit consumption, but demand for new fluorine sources will decline sharply. Continued application of dry fume scrubbing systems will be the most significant factor in reducing demand.

It is estimated that the volume of low -level and intermediate level contaminants present in the soil at different DOE sites is of the order of several million cubic feet. The existing remediation scheme is containerization followed by burial in Land Disposal Facilities (LDF's) which is economically unattractive warranting the need to develop alternate remediation routes. One such route is the physical separation based volume reduction approach to removing a MINIMUM AMOUNT OF CLEAN SOIL with the radioactive particles, reducing the amount of material that requires disposal. The purpose of this study was to evaluate and test the feasibility of using physical beneficiation techniques for removal of contaminants from soil. The performance criterion was to recover at least 80% of the activity in 20% or less of the original contaminated soil volume. Four different radioactively contaminated (primarily uranium and plutonium) soils from DoE sites namely LANL, INEL, Fernald Plant 1 Storage Pad (ID-B) and Mound soils were tested using gravity, magnetic, gravo-magnetic, hydrocyclonic and flotation devices. The paper is divided into the two sections. The first section presents the overview of the Heavy Metals in Contaminated Soil Treatability Project conducted at the University of Nevada, Reno (UNR) describing the salient features of a state-of-the art Soil Washing Laboratory and the technology equipments used in the test program. The second section describes the soil characterization and typical volume reduction results obtained from the UNR tests. Among the physical separation processes, only flotation processes passed the performance criterion. For the LANL and INEL soils where the contamination was contained in coarse particle size, it was possible to recover more than 80% of the activity in less than 10-20% of the original volume of the soil thus rendering 80-90% of the soil "clean". For Fernald and Mound soils where contamination was of colloidal nature, flotation based processes showed encouraging results and are recommended for further studies.

Extensive testing in the past ten years has shown that where a uniform natural gamma background is present in the strata bordering the seam, the thickness of the boundary coal left in place after mining can be determined by measuring the attenuation of that radiation (Nelson and Bessinger, 1989). Measurements made by the authors in underground mines in Pennsylvania, West Virginia, Ohio, Illinois, and Kentucky, and by others in Wyoming and New Mexico, have shown the presence of such a gamma background (Nelson, 1989). Natural gamma coal thickness sensors of several configurations have been tested in mines owned and operated by the Consolidation Coal Company in Pennsylvania and west Virginia (Nelson and Bessinger, 1988).

This paper addresses the impact of declining world rutile resources upon the production of titanium products and their asso¬ciated costs. Titanium is used primarily for the production of pigments; in its metal form it is considered a strategic and critical material to the U.S. defense and aerospace industries. There are two major mineral sources for titanium: ilmenite and rutile. Both these mineral types can be used to produce titanium pigments. Only high grade titanium concentrates, such as rutile, high-grade ilmenite, and synthetic rutile (which is produced through further processing of ilmenite), can be used in the production of titanium metal. This paper draws upon the data and analyses of a recent Bureau of Mines Minerals Availability Program appraisal that evaluated the international availability of titanium from market economy countries. The paper will show that production from economic rutile mines will decline sometime after the turn of the century and that rutile shortages could be alleviated by production from other high-grade titanium resources such as higher cost rutile deposits and anatase deposits, or through an increase in world synthetic rutile capacity.

A unique freeze conditioning agent (FCA) which functions by forming structurally weak ice rather than suppressing the freezing point of water has been successful in alleviating frozen coal problems. Frozen coal treated with FCA has been quickly unloaded at temperatures below -17.SoC (O°F). Other areas where FCA has found utility has been de-icing conveyor belts, idler, idler arms and other moving parts that have been impeded by ice.

The Lithium Corporation of America's Hallman-Beam spodumene-pegmatite open pit mine is located in the Kings Mountain area of North Carolina. Figure 1. Presently this area of North Carolina is the lithium center of the U.S., if not of the whole world. The Lithium Corporation mine was started in 1968 and now covers 61,000m2 (15 acres) with projected are reserves in excess of 20 years. Lithium occurs at the Hallman-Beam property in a mineral known as spodumene (LiAlSi2O6), a lithium aluminum silicate. The run-of-mine are averages 1.43 Li2O. Figure 2 of the general Mining Division flow sheet follows the concentration of the Li2O to 5.5% and also lists the various by-products that are sold commercially. The unique properties of lithium have led to many commercial applications, some of these including lubricating greases, ceramics, glasses, glazes, welding fluxes, aluminum reduction cells, dehumidifying and air-conditioning equipment, sanitizers, polymerization catalysts, batteries, and pharmaceuticals. The Long Baseline Neutrino Facility Far Site at the Sanford Underground Research Facility in Lead, South Dakota will house four large detector tanks located in deep underground caverns. Construction of the supporting infrastructure required for this project is no complete including installation of a waste rock conveyance system and drill and blast excavation of several supporting drifts and chambers. This paper will discuss the design and construction of these pre-excavation and early works elements, and the overall project schedule as it closes in on commencement of cavern excavation activities.

Barium fluorphlogopites were synthesized in the laboratory in order to investigate the effects of composition and crystal parameters on surface properties and floatability. The negative surface charge of mica is determined by the barium content, the crystal cell volume, the distance between layer structure and the Ba-O bond length. The higher barium content, the larger the cell volume and distance between the layer structure and the longer the Ba-O bond, the more negatively charged the surface is and hence the more easily adsorbed to cationic collectors. When an anionic collector (sodium oleate) is used, barium oleate forms on the mica surface and hence chemical adsorption occurs.

Soluble sodium silicate materials have well known applications in flotation for desliming, selective depression and corrosion control. Recent advances in the understanding of the complex polymeric nature of silicate solutions using NMR spectroscopy, combined with our studies of the effects of polymeric silicate anions on metal ion activities in solution, oxide mineral surface charges and surfactant adsorption on clays are related to beneficiation processes. The results of these studies indicate the sodium silicates can be used to cause a solution chemistry and particle surface charge characteristics favorable to enhanced effectiveness in typical ore beneficiation systems.

Events of the mid-1970's have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in "deregulation" activity. Those two events have produced considerable Litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

Potential users must evaluate the combustion properties of these fuels to determine equipment and operating changes required for their use. Most work to date has been done with boiler applications. However, many potential non-boiler applications exist in the metals and minerals industry. These applications require specific evaluations appropriate for the processes involved.

Gold Fields Operating Co.-Chimney Creek has conducted numerous ore reserve modeling studies In order to optimize the estimates of the gold grades and tonnage distributions. Improved models continue to be produced for the major pits which Increase confidence levels required by Gold Fields management and provide the basis for more accurate long and intermediate term mine planning. Various kriging and non-kriging estimation techniques are used at Gold Fields -Chimney Creek Mine. This paper reviews the modeling histories and, current procedures used to construct these models with particular emphasis on the North Pit deposit.

Economic, environmental and operational disadvantages of the traditional blast furnace process has led to the development of direct smelting reduction processes, including those that utilize self reducing/ fluxing dried greenballs as iron oxide feed materials. This is mainly due to improved carbothermic reduction, carburization and reaction kinetics. In this paper, the morphological changes of the greenballs as they transform to pig iron nuggets are examined over time at a constant temperature of 1,400° C. The products produced after each treatment were characterized using optical microscopy, scanning electron microscopy/energy dispersive spectroscopy and point counting/image analysis. The changes in the percent metallized area, wustite dendrite and slag matrix content of the structures were calculated. It was determined that the transformations were initially controlled by dissolving and containment of iron oxides in the molten slag and their consequent reduction to iron, followed by coalescence of the metallized areas. The final transformations were controlled by the carburization of the metallized areas.

The Office of Mine Safety and Health Research, Spokane Mining Research Division, is continuing its high-energy, high-displacement testing of field-scale shotcrete panels. A test program was developed to determine the relationship between applied force, displacement and energy for both unreinforced and reinforced shotcrete panels. Reinforcement options consisted of synthetic macro-fibers, sprayed polyurea liners, chain-link mesh, welded-wire mesh and combinations of them. During testing, photogrammetry was used to measure the geometric changes of the panels, including volume changes and panel cracking. These measurements were correlated with the load and displacement data, allowing visual observation to be related to the applied force and displacement. The test results provide a comparison of the mechanical performance of the various panel types and can assist in interpreting the condition of installed surface support. Visual assessment of the loading cycle and strength capacity of shotcrete in underground excavations will improve mine safety by providing a means to better quantify the stability of installed shotcrete support.

Coal is the most abundant and most economical source of energy in the United States, however, combustion of coal results in release of pollutants to the environment. The release of sulfur dioxide and oxides of nitrogen during combustion of coal contributes to the deterioration of the environment. Energy independence in the United States must include the increased use of coal reserves. Increased reliance on coal for energy will dictate the necessity for making coal a cleaner fuel. New technologies employing a variety of techniques from harsh chemical treatment to mild physical separations to clean coal are rapidly becoming available. Success for any coal cleaning process is in economics which translate into efficient removal of sulfur with high recovery of combustibles as well as low capital and operating costs for the process. Conventional coal cleaning processes remove water soluble sulfates and a portion of the pyritic sulfur and ash from coals. Removal of additional sulfur from coals requires more advanced coal cleaning techniques. Coal contains many organic sulfur forms which are the most difficult of the sulfur types to remove from coal. The heteroaromatic sulfur species, such as the comlex thiophenes, are the most commonly found organic sulfur forms. These sulfur forms are resistant to chemical attack and are considered to be refractory compounds. Atlantic Research Corporation has developed an "unique" microorganism, CB1 (Coal Bug 1), capable of oxidizing thiophenic sulfur in coal to form water soluble sulfates.
