Operational excellence is generally known as a management system integrated across critical functions that is geared towards continually improving operational performance. Functional areas such as health, environment and safety, quality and human resources are the focus of many corporate-wide operational excellence programs. Operational excellence also focuses on improving areas such as customer orientation, employee empowerment as well as process, and systems optimization. It is widely viewed as critical to sustaining business performance improvement. Although it is difficult to find a universally accepted definition, or even common foundation in many respects, operational excellence remains a popular term in the business world. Many organizations have developed their own version of organization excellence, influenced by such individual factors, other similar institutions or even third-party service providers. A mining organization is no different from other organizations in that adopting and implementing effective operational excellence programs can dramatically improve business execution and performance across regional or global interests. This paper brings together various perspectives of operational excellence and reconciles them for a useful composite for the mining industry. While most agree that operational excellence should include normal functions in a manufacturing operation such as production, maintenance and engineering and processes such as quality, environmental and continuous improvement, many other factors for operational excellence seem to vary from perspective to perspective. Thus, programs that manufacturers engage in may seem the same, but may, in fact, be different in key areas. This may affect organizational performance in tangible ways. Management must buy into the company?s definition of operational excellence and be dedicated to achieving it. A review of many of the existing definitions of operational excellence, explicit or embedded as part of a program, seems to yield the following common factors: ? It should help organizations better execute their processes and services. ? It should be geared towards improving quality ? It requires that the various operations should be aligned with the overall enterprise strategy. ? It should be geared towards continuous improvement. A composite of operational excellence definitions suggest that it is: ? Geared towards helping the organization achieve sustained profitability; ? tied to strategic alignment and business objectives; ? tied to solid investment strategies; ? integrated as part of the culture, process, time plan and performance; ? a relevant performance measurement system; ? extended to include all aspects of the supply chain (including external suppliers); ? integrated with health, safety and environmental (HSE) aspects. And, while the pursuit of operational excellence intuitively suggests that businesses should improve, it is very difficult to achieve given the difficult challenges facing companies today. Mining businesses face numerous pressures to perform in a global marketplace such as demand, energy cost, variable cost and pricing fluctuations as well as infrastructure challenges to further confound the environment. The University of Kentucky conducted inerting tests and angle of ejection tests on three types of rock dust. A newly developed hydrophobic dust was compared against typical dry and wet dust applications. This new product is designed to alleviate respirable dust concerns for dry dusting and caking issues with wet dusting. Samples for both test types were prepared in a laboratory and subjected to temperature and humidity cycles that are typical of an underground coal mine. Inerting tests were conducted in a 38-L chamber with a 5-kJ Sobbe igniter. Angle of ejection testing was conducted at the University of Kentucky Explosives Research Team’s laboratory in Georgetown, KY. The results of these tests indicate that the newly developed dust has improved results for flame suppression and ejection compared with typical wet dust applications. The significance of these results is discussed with regard to existing respirable dust regulations and the issues associated with caking.

The intent of this paper is to provide overview context to allow broader understanding of conventional tailings dam failure mechanisms. The research leverages global knowledge, experience, and data collection and interpretation for the safe and controlled management of the geotechnical stability of a tailings storage facility. The motivation for this review is to facilitate transparent access to tailings dam background and understanding. This paper addresses the core understanding of geotechnical failure mechanisms, and how these eventuate to instability and failure of tailings dam structures. This research focuses on foundation failure, internal erosion and piping, overtopping, seepage, seismicity, and slope instability and provides insight into what factors contribute to failure, how failure progresses due to such failure, anticipating and monitoring for the aforementioned failure modes, and designing to mitigate their risk.

Chemical and physical properties of thiol collectors are reexamined to compare the prospects of heavy metal-thiolate or disulphide surface reaction products acting as actual collector species. Recent evidences for the existence and importance of each of these types of adsorbed species on sulphide minerals are also discussed. A conclusion is reached that partial coverage by chemisorbed heavy metal thiolate is often sufficient to confer practical levels of hydrophobicity and floatability. Only on a few highly conducting and "noble" sulphides does adsorbed disulphide-type collector oxidation product appear to be significant.

"Discrete event simulation (DES) is an appropriate framework for the plant-wide analysis of copper smelters. These smelters apply a common set of chemical reactions: copper-iron sulfides are blasted with oxygen-enriched air, sending the iron into a slag phase and the sulfur into the offgas. Moreover, conventional copper smelters exhibit similar operational dynamics: a smelting furnace operates continually, feeding into an alternating set of converters that produce batches of blister copper. The thermochemical and operational commonalities of copper smelters are integrated within the DES framework. This serves as a common basis to begin evaluating the system dynamics of individual smelters. For complex problems, the simulation framework should be developed in phases, incorporating feedback from different personnel who have complementary perspectives. Sample computations are provided in this paper based on the Hernán Videla Lira smelter, whose production is constrained by meteorological conditions. IntroductionWorld copper production is approximately 18.5 million t/y (Brininstool, 2015), worth $80 billion a year. Out of this total, 75 percent comes from the pyrometallurgical processing of sulfide minerals (Fig. 1), which occurs in copper smelters. The remaining 25 percent is from the hydrometallurgical treatment of oxides and complex ores (Rotuska and Chmielewski, 2008), which uses solvent extraction and electrowinning.The current paper describes the pyrometallurgical processing, recognizing that the underlying thermodynamics and kinetics are well known (Degterov and Pelton, 1999), with the notable exception of minor element transport, such as arsenic (As), antimony (Sb), bismuth (Bi), silver (Ag), gold (Au). The latter is an ongoing area of research, as smelters are faced with increasingly complex ores (Devia, Wilkomirsky and Parra, 2012; Swinbourne and Kho, 2012). This paper focuses on the system dynamics of copper smelter operations, which has received considerably less attention than the chemical thermodynamics and kinetics.Smelter engineers and managers may contribute to the sustainability of their plant by improving their understanding of operational system dynamics. Indeed, we have prompted smelter improvement projects (Navarra, 2016; Navarra et al., 2016; Navarra and Mendoza, 2013) simply by adapting methodologies that are commonly used in other sectors. These previous works incorporate principles from computer-integrated manufacturing (Groover, 2000) and theory of constraints (Dettmer, 2007), featuring the use of discrete event simulation (DES)."

Careful financial analysis of capital investments has always been a vital task in mining which is one of the most capital intensive sectors of the economy. Furthermore, mining costs have leapt ahead at an astonishing rate in recent years not just due to accelerated inflation, which affects everyone, but also due to the imposition of enormous costs of enviromental regulation and the continuing decline in ore tenor. Not only have unit costs risen, but the amount of effort expended to recover a pound of metal has increased due to the inexorable decrease in ore grades. New low-margin, high-volume mining investments place increasing importance on sound financial planning. Owing to the enormous investments involved, a greater share of individual corporate resources is committed to these projects than is normally the case in other industries. Thus, the consequences of failure are extremely grave, and a close examination of all inputs to the evaluation equation is clearly indicated.

"Bastnaesite is one of the important mineral resources for the production of rare earth materials, and it is typically associated with calcite and quartz as gangue minerals. Fatty acid or hydroxamic acid are recommended collectors for bastnaesite flotation. In this research, potassium lauryl phosphate was expected to provide a stronger flotation response for bastnaesite than for the calcite and quartz gangue minerals. Using potassium lauryl phosphate as collector, the results of captive bubble contact angle measurements, zeta potential determinations and microflotation experiments for bastnaesite, calcite and quartz are reported. Greater selectivity for bastnaesite was achieved using potassium lauryl phosphate than using octyl hydroxamate as collector. These results indicate that potassium lauryl phosphate might be a promising collector in the flotation of bastnaesite ores. The computation results of universal force field (UFF) interaction energies for the mineral-reagent interactions are also reported and were found to correlate well with the experimental microflotation results.IntroductionBastnaesite ((Ce,La)FCO3) belongs to the mineral class of semisoluble salt minerals, whose characteristics include ionic bonding and limited solubility in water. Bastnaesite, for the most part, contains the cerium subgroup or the lighter rare earth elements (Zhou et al., 2014). The Mountain Pass deposit in California in the United States and the Bayan Obo deposit in Mongolia in China are the two major deposits of bastnaesite (Azizi et al., 2016; Satur et al., 2016). Calcite and/ or quartz are common gangue minerals in these and many other rare earth deposits (Jordens et al., 2014)"

At the request of the Mine Safety and Health Administration, a quantitative assessment of the risk of lung cancer associated with occupational exposures to diesel exhaust was performed. This assessment was primarily based upon the results from a study of the effects of chronic inhalation exposure to diesel exhaust in Fischer-344 rats (previously reported by Mauderly et al., 1987). An adaptation of the Armitage-Doll multistage model, which allows for an age-dependent effect of exposure, was used to model the tumor response data. This model was fitted to all tumors (benign and malignant), and to malignant neoplasms alone. Estimates of unit risk (potency) were derived based upon a linear approximation to the results from the multistage model. A biologically equivalent dose was developed to scale the results from airborne exposure in rats to humans, which was adjusted for differences in weight, ventilation rate, deposition fraction, and the percentage of time actually exposed. Comparisons are made with risk estimates derived from modeling other rat inhalation bioassays and from applying different models to the study by Mauderly et al. (1987). We emphasize that our risk estimates are based upon a series of assumptions and carry a great deal of uncertainty. In particular, uncertainties regarding the effects of exposure on lung clearance mechanisms, the deposition rates in humans, and the relevance of our exposure index limit our confidence in these risk estimates. The level of steel consumption per capita is one of the principal indicators of a country's standard of living. It is no coincidence that the materially advanced nations possess viable iron and steel industries to provide a reliable and economic source of steal for the manufacturing industries. No other metal is as dominantly important in manufacturing as steel. The blast furnace - steel furnace complex based on coking coal, ferrous scrap and iron ore - continues to be the principal steel-producing method. Less important is the electric furnace method based on scrap, In recent years, there has been considerable interest in the many direct reduction processes that are not dependent on coking coal but usually produce a product for further refining in steel furnaces. No matter which series of processes are used, iron ore is essentially the only source of virgin iron units. Thus, to such a vital and capital-intense industry as steel, access to a relatively inexpensive, long- term supply of iron ore is essential.

Coal has in general a wide range of density from minus 1.3 to plus 2.0 g/cm3 because of its variations in purity, rank, and porosity, etc. The coal density has great impact on froth flotation performance, but much less attention has been paid to particle density than particle size. Our previous research results demonstrated that cavitation-generated nanobubbles around 700 nm in diameter can significantly improve coal and phosphate flotation performance over a wide particle size range. In this study, the effect of nanobubble on the flotation performances of different density fractions (minus 1.3, 1.3-1.4, 1.4-1.5, 1.5-1.6, 1.6-1.8, 1.8-2.0, 2.2-2.2, and plus 2.2 g/cm3) of coal was investigated using a bank of 10-liter flotation cells, a specially designed 50-mm-inside-diameter column, and a 152-mm-inside-diameter column. It was found that nanobubble has the biggest impact on the flotation performance of 1.4-1.8 g/cm3 medium-density coal particles.

This paper presents the results of a study conducted on a slope failure that occurred in the Q7 mining cut at Rio Tinto's Bingham Canyon Mine. The slope failure occurred in a weak rock mass with an estimated rock mass rating of 25%. The failure mechanism was of the circular type, involving ten 15-m (50-ft) benches and covered a total width of 152 m (500 ft). The analysis used Adam Technology's photogrammetric method with a two-dimensional rock fall simulation program (RocFall software) to design a 3-m- (1 0-ft-) high berm located 7 m (24 ft) from the toe of the failed mass. Back and predictive analyses were performed on a cross-section through the slide using Slope/W software, resulting in flattening the interramp angle (IRA) from 44° to 38°. This design modification produced a factor of safety (FOS) of 1.14. Sensitivity analysis involving FOS vs. pore water pressure showed that FOS is sensitive to water saturation. A dewatering system using a series of horizontal holes drilled below the slide and dewatering holes drilled from a drainage gallery has since been established to improve the stability of the slope. Throughout the one-year period since this investigation, no significant slope movement has been detected by the slope stability radar, and mining is in progress below the failure.

Despite the recent pullback in metal and mineral prices, and the associated market adjustments, the mining industry is still facing a serious issue with the declining availability of graduate expertise. This is due to a combination of an aging workforce, retirements and retrenchments, coupled with a lack of suitably qualified graduates entering the workforce. The issue has certainly improved since 2004 when the industry picked up the rates of hiring graduate engineers and mining/mineral school enrollments picked up in response. This hiring effort has helped to cover the ?gap? years from about 1985-2000, when industry demand for graduates was particularly poor. However, the recent market pullback is likely to set back this progress, as recruitment and hiring wavers as a result of cost cutting measures and economic uncertainty. A key issue for the mining industry is how to ensure the survival and growth of relevant ?core? degree programs. Such programs include mining, metallurgical, mineral processing and geological engineering. The mining industry needs a healthy, high-level education program to ensure an adequate supply of appropriately qualified graduates for the mining industry. Two-thirds of the professionals entering the minerals industry who graduated within the past 40 years graduated prior to 1985. Since 1985, we have been living off the legacy of graduation classes from the mid-1970s and early 1980s. It is estimated that we have been producing graduates at approximately 40 to 50 percent of the sustaining rate since about 1985. Further growth in the domestic industry would increase graduate requirements significantly, and the export of U.S.-graduates to other parts of the world (as is currently occurring) also impacts the total graduate requirements.

The Allegheny County Sanitary Authority (ALCOSAN) adopted its Clean Water Plan (CWP) in May 2020, as part of a federal consent decree to comply with the USEPA’s Combined Sewer Overflow (CSO) Control Policy. Planned improvements include constructing a new regional storage/conveyance tunnel system, promoting green infrastructure/ source control, and expanding the treatment plant. Preliminary planning for the tunnel system was completed in October 2020. The Ohio River Tunnel (ORT) project is the first of three tunnel projects that make up the regional tunnel system. The ORT project began final design in 2021. This paper discusses the advancements made to the ORT preliminary planning concepts considering property availability, alignment optimization, tunnel boring machine evaluation, contract packaging and delivery schedules.

A detailed kinetic study of the flotation installation at the Metcalf Concentrator revealed a rougher flotation circuit operating under less than optimal conditions. Based on these results, a project was initiated to approximately double the rougher flotation capacity by increasing the installed volume from 780 cubic meters to 1,560 cubic meters. This project, which was completed in early 1991, replaced the existing cells with larger capacity cells. A comprehensive analysis of results demonstrates significant metallurgical benefits. INTRODUCTION/BACKGROUND The Metcalf Concentrator is located in Morenci, Arizona and is part of Phelps Dodge Morenci, Incorporated. Sumitomo Metal Mining of Arizona is a minority partner in the operation with 15% interest. The Metcalf Concentrator is the newer and smaller concentrator and operates in conjunction with the Morenci Concentrator. Operating capacity at Metcalf is currently 48,000 TPD of ore on a 365 days per year basis. The Metcalf Concentrator was commissioned in 1974 at a 30,000 TPD operating rate for the purpose of treating ores originating in the Metcalf Mine. The mine takes its name from the former town of Metcalf which was named for Robert Metcalf who was credited with discovery of the mineral district. The predominant ore mineral is chalcocite which occurs as a secondary enrichment closely associated with iron pyrite. The host rock is largely granodiorite and quartz monzonite. The original rougher flotation circuit consisted of a total of six rows of Wemco 8.5 cu. meter (300 cu.ft.) flotation machines treating pulp from the two grinding sections (Sections A and B). Each row was configured in a 4-4-4 arrangement. Shortly after startup the throughput rate was increased significantly without sustaining a recovery loss. This increase was achieved by raising the target value for the particle size of the cyclone overflow which is the rougher flotation feed. Shortly thereafter, the capacity of the pump and cyclone began to restrict further increases in throughput. After testing, two 66 cm. (26-in.) cyclones and a 12-in. X 12-in. centrifugal pump replaced the original classification equipment. As a result of these modifications, the grinding section could routinely process in excess of 42,000 TPD. Due to the increased tonnage rates, limitations in the rougher flotation circuit performance were observed. In an effort to improve the performance of rougher flotation with this higher throughput, the speed of the flotation mechanisms was increased from 230 RPM to 250 RPM. This change improved the suspension of the coarser feed and induced additional air into the pulp. It did, however, apply additional strain to the motors, shortening their life. At these elevated processing rates, it was found that the dart valves operated almost entirely at the top end of the control range and could not efficiently handle upsets from the grinding section. This was remedied by lowering the end overflow weir and allowing some of the tailings to overflow the end weir. However, in order to obtain acceptable recovery levels, the flotation pulp was maintained at a high level, adversely influencing the rougher concentrate grade.

Waste clay ponds are a necessary part of phosphate rock beneficiation. They are large, averaging 2.6 km2 (1 sq mile). They are unsightly in that they protrude 6 to 15 m (20 to 50 ft) above natural grade. Stabilization and reclamation is slow and they have had a history of catastrophic failure. Florida has never published a specific rule regarding the configuration or height of these ponds. But it has enforced several policies along these lines. The phosphate industry has been forced to make major monetary decisions that affect mine economics for decades. The Florida Bureau of Mine Reclamation believes that the direction of regulation has been solidified but changes are still anticipated. Phosphate rock has been mined in Florida since 1890 (Fig. 1). Three notable technological changes occurred in the industry that led to major shifts in mining technique and volume. By about 1915, hydraulic mining had been replaced by centralized washers. Hydraulic mines usually started at an outcrop in or adjacent to a stream of the pebble zone. Water was pumped out of the stream through high-pressure monitors and sand and clay were washed away from the pebble. Mobile grizzlies and screens were used in conjunction with animal and human labor to concentrate the pebble and haul it away. Populations were sparse and the clays washed into the stream were considered an acceptable price for the commerce. The clays were not voluminous because the pebble zone typically contained relatively small amounts of them. Machines largely replaced animals by 1910 and provided greater efficiency of production. Centralized washers replaced mobile trommels. They allowed greater ease of access to shipping routes by rail. Some clays were placed in mine cuts from 1915 to 1930. Some were dammed off to increase the capacity of a given site. Some of these also failed, leading to clay plumes that were visible all the way to the Gulf of Mexico. By concentrating the waste clays (slimes) in impoundments, the solids concentration had increased, making plumes persistent for long distances. There were complaints. But there was no litigation against the companies during that time. In 1930, flotation technology allowed the recovery of the phosphate from deeper zones. This was because the "concentrate" size phosphate rock was in the sand-size range and could not be screened out. Centralized beneficiation plants grew into a three-step process - washing and screening, feed preparation and flotation (Fig. 2). Reagent storage, safety and the flotation cell complex made the plants into large capital installations. Larger draglines were required to dig deeper into the matrix. These had dramatically larger production capacities, which were then figured into the overall material balance for a given plant. The number of operators shrank and the production per operator grew. Larger areas were being bermed off for waste clay storage. An economic incentive became apparent for storing as much waste clay as possible in each settling area. At the same time, the population was steadily growing and more eyes were watching the activities of the phosphate mines. The abstract highlights the importance of determining the optimum line of extraction in continuous miner workings for improved safety and productivity. The study investigates three extraction techniques (diagonal, straight line along strike, and straight line along dip-rise) using 3D numerical modeling. The dip-rise extraction technique is found to be optimal due to lower stress and displacement, leading to a higher safety factor. The research also develops a continuous miner stability index (CMSI) to predict working face stability based on mining depth and pillar width-to-height ratio.

After 30 years of successfully mining gold, Newmont Gold has temporarily ceased production from the original Carlin Pit. In late 1993, the Carlin East decline was driven and an extensive underground exploration program was started. Today, Newmont Gold produces refractory ore from the Carlin East Underground at the rate of 864 t/d (950 stpd). Annual production is more than 3.1 t (100,000 02). More than 70 underground miners will be employed during Carlin East's estimated six-year mine life. About 70% of the ore at Carlin East is mined by mechanized longhole stoping with delayed, cemented backfill. The remaining ore is mined by underhand drift and cemented fill methods.

"The Cerro Verde copper-molybdenum mining complex is located near Arequipa, Peru. A 108,000 t/d copper concentrator (C1 concentrator) commenced operation in late 2006 and was debottlenecked to a 120,000 t/d capacity in 2011. A feasibility study, initiated in May 2010, assessed the potential for expanding the processing rate of the large Cerro Verde sulfide reserve via the installation of a second, stand-alone, concentrator (C2 concentrator) capable of processing a nominal 240,000 t/d ore. The feasibility study was successful and the project advanced through engineering, permitting and construction. Ramp up to nameplate capacity was ahead of schedule. The overall project was completed on schedule and within budget. The details of the project and supporting components are described. The design philosophy and design basis of the concentrator facilities are discussed as are factors that influenced the concentrator layout. Risk mitigation features included in the design are reviewed. The factors that drove the successful and rapid ramp up to nameplate capacity are discussed. Operational experiences in the first year of plant operation and project lessons learned are described. INTRODUCTION/BACKGROUND Sociedad Minera Cerro Verde S.A.A. (SMCV) operates a copper mine near Arequipa in southern Peru. Small scale operations operated intermittently until 1970 when the deposit reverted to the ownership of Minero Perú S.A (Peruvian government). Minero Perú S.A. commenced mining and processing of oxide reserves in 1972 and placed an SX-EW plant into production in 1976. The ownership of the property has changed hands several times over the years. Minero Perú sold Cerro Verde to Cyprus Climax Metals in 1994. Cyprus was acquired by Phelps Dodge in 1999. Freeport-McMoRan (FCX) acquired Phelps Dodge in 2007. Several studies were undertaken during the 1990’s that tried to establish the economic justification to process the large primary sulfide resource that underlies the surface oxide deposit. None of these studies produced an economic conclusion until a feasibility study was completed by Phelps Dodge and SMCV in 2004. This study provided the economic justification for the construction of a 108,000 t/d concentrator during 2005 and 2006. The key to the success of this study was identifying a water source that was sufficient to support processing economies of scale. Concentrator operations commenced in late 2006. The original design production rate of 108,000 t/d was achieved on a 30 day moving average basis on the 266th day after ore was first introduced. During 2009, studies and evaluations were performed that had the objective of addressing observed concentrator bottlenecks to allow a production rate of 120,000 t/d to be achieved. The 120,000 t/d figure represents the sustainable production limits associated with the installed primary crusher and tailing thickeners which would have been prohibitively expensive to upgrade. Debottlenecking activities were implemented during 2010 allowing sustained production rates of 120,000 t/d to be achieved."

As directed by the MINER act of 2006, the NIOSH Office of Mine Health & Safety Research (OMSHR) has annually awarded contracts to enhance mine safety and health. OMSHR has a history of research that focuses on both respirable coal mine dust and respirable crystalline silica (or quartz) dust, and contracts have been awarded since 2010 in support of our intramural research efforts. In 2018, a National Academies of Science consensus study report recommended expansion of respirable dust research. As a result, beginning in 2018 through 2021, eighteen contracts were awarded focusing on this area. These contracts can be grouped in three topic areas: characterization of coal/dust, development of real time monitors, and improvement of respirable dust controls. This paper summarizes the outcomes of completed contracts and the progress of current contracts.

The beneficiation characteristics of low grade Birmingham red iron ores of the Big Seam and Ferruginous Sandstone seams were investigated using flotation and magnetic separation after reduction roasting. Samples of Bib Seam Ore responded more readily to concentration than the Ferruginous Sandstone ores. The impurities inherent with the iron oxide minerals limit the grade of concentrates recoverable from these ores to a maximum of about 61% Fe if reasonable iron recoveries are sought. Flotation concentrates assaying 60-61% Fe and about 0.1% P with attendant iron recoveries of about 63% were achieved from Big Seam ore charges while those obtained from the low phosphorus Ferruginous Sandstone samples analyzed 54-56% Fe. Reductive roasting and magnetic separation of ground charges of the two ore samples yielded concentrates assaying 60-61% Fe. Iron recoveries were better than those achieved by flotation, but the magnetic products of Big Seam ore were high in phosphorus (0.2-0.3% P).
