Organized efforts toward the prevention of injuries and occupational diseases have been of comparatively recent origin in the mining industry, dating generally from the beginning of this century. Mining-and particularly underground mining- is more hazardous in many respects than most other major industries, and continual and increasing attention has been given to its health and safety aspects. The importance of the physical well-being of those engaged in mining was recognized by Agricola, who, after describing the hazards encountered in 16th century mining operations, stated that "Some of these evils, as well as certain other things, are the reason why pits are occasionally abandoned." In the past 50 yr particularly, mine managements and labor organizations, separately or collectively, have mounted productive efforts toward the prevention of accidents and industry-associated diseases and illnesses. A statistical study of this period indicates that increasing awareness coupled with the endeavors of all concerned agencies has resulted in decreasing frequency of occurrences of injuries and illnesses. In recent years particularly the mining industry has used the services of safety engineers, industrial hygienists, inspectors, ventilation engineers and other specializing in locating and correcting deficiencies affecting the welfare of employees. Concurrently, the labor movement has incorporated into its organization individuals working in the fields of health and safety, many devoting full time to these responsibilities. Others serve in behalf of their fellow workmen as on-the-job safety representatives. Most authorities agree that accidents are caused by (1) unsafe acts, (2) unsafe conditions and, exceptionally, (3) Acts of God. The "unsafe act" often is cited as the prime cause. but many accidents, and attendant injuries, are the result of a blend of "unsafe acts" and "unsafe conditions," with each chargeable in varying proportions. It therefore is necessary to consider both the physical elements of the mine plant and the training, mental attributes and actions of all personnel involved. Analysis of an accident, if based on hasty reconnaissance and unduly hurried questioning, seldom will disclose more than surface causes and consequently will result in inadequate measures to prevent repetition. Mining involves unavoidable and calculated risks, as in all facets of life. It is most important then that men employed in mining be schooled in the hazards and develop fully the ability to evaluate and minimize risks. The environment, of underground mining often is harsh and strange compared to the more natural surface conditions man has learned to cope with as a part of established life patterns. The present study examines the use of two vs. one stage of hydrocyclones in a pilot scale ball mill circuit. The approach used for doing this is based on computer simulation with mathematical models that explicitly account for the grinding mill/classification system interaction. Parameters for the ball mill model are obtained using a short-lived radioactive tracer method in open circuit tests of the study mill. The hydrocyclone model, based on the size selectivity concept, is developed and validated in standalone testing of the study hydrocyclones. Simulation procedures are validated through actual tests of the closed circuit grinding configurations of interest. Results of the evaluation indicate that two stages of hydrocyclones in the study circuit would improve classification, increase productivity and lead to more closely sized circuit products when compared to the conventional one stage hydrocyclone circuit. A computer simulation approach for comparing these circuit configurations in larger scale grinding circuits is also suggested.

The reliability of a set of flotation results is key to minimizing project risk, either at the commissioning of a concentrator or at the point of implementing an improvement to an existing concentrator operation. High-confidence flotation testing (HCFT) was developed for this purpose and is part of the list of technologies at various scales used by Xstrata Process Support (XPS) in addressing these projects. The methodology is based on two principles: one, to ensure that the ore sample is representative and has been well-blended and subsampled; two, to perform the flotation tests in sufficient numbers of replicates with appropriate quality controls, so as to improve the reproducibility of the test data. Across ten years of research on this methodology at Xstrata Process Support, Sudbury, several improvements to the HCFT method and complementary connections between sampling and quantitative mineralogy have been developed. Two case studies are reviewed. These show the capability of this system in both optimizing an existing concentrator operation and in serving a new mine scenario. Adsorption experiments were conducted at two different solids loadings, to investigate the mechanism of oleate adsorption on apatite. Adsorption density at pH 10 was found to be dependent on solids loading in an oleate concentration region where surface precipitation could occur. Analysis of adsorption isotherms indicated three distinct regions of adsorption. In the region I (below the region of calcium oleate precipitation), molecular adsorption was observed. Simultaneous molecular adsorption and surface precipitation occurred in region II, while surface precipitation was predominant in region III along with some bulk precipitation. Correlation between flotation of apatite with sodium oleate and the mode of oleate interaction with the surface is established.

Physical separation of bitumen from low-grade Utah tar sand deposits containing a relatively high viscosity bitumen phase (Sunnyside and Tar Sand Triangle deposits) has been accomplished by traditional size reduction and froth flotation techniques. At appropriate experimental conditions more than 90 percent of the bitumen can be recovered in a concentrate, containing more than 20 weight percent bitumen, which should be a suitable feed material for subsequent hot water or thermal processing. The efficiency of bitumen recovery depends on the extent of size reduction, promoter and dispersant addition. Rejection of greater than 60 percent of the sand at ambient temperature and ease of water removal from the concentrate make such a process strategy both energy and cost effective. The energy required to achieve effective separation by the ambient temperature process is significantly less than the energy required for the recently developed hot water process. The flotation behavior of the tar sand has been analysed with respect to flotation pH, contact angle measurements and the apparent iso- electric point of the bitumen. The best flotation response at pH 7.8 to 9.0 can be correlated with the maximum in contact angle developed between the air bubble and bitumen surface and with the apparent iso-electric point of the bitumen (-pH 8.0).

CURD started producing pellets in 1969, with one two-million ton straight grate plant. In the beginning of April '73, the second unit came on stream with an additional capacity of 3 million TPY of pellets. In January '77, the third unit started, bringing the annual capacity to 8 million TPY. For the present year 3 more units, 3 million each, are expected to begin production. CVRD's experience is given about the use of different binders and additives. Over the years several kinds of pellets have been produced to satisfy the market requirements. General quality information is given regarding each.

In reviewing available vacuum filtration equipment in this paper, several types of filters have been included which are probably not familiar to operators in the mining industry. However, it was felt that these units might be of interest in the event that an application should arise for the filtration of a product in the future that does not exist today. In addition, exposure of our industry to equipment used in other industries might have a tendency to be thought provoking and perhaps lead to the development of equipment and/or applications in our industry which do not necessarily exist at this time. Most innovations in filtration equipment have been confined to the improvement or design change of components and accessories, particularly reflecting the availability of materials of construction that have been developed. Recent developments in the application of horizontal belt filters have been innovative. The application of this unit as a substitute for or an adjunct to thickeners in a CO circuit can certainly be innovative and perhaps provide a basis for reduction in capital and operating costs in this area. For example, mill tails are generally pumped at the highest possible density that will adequately flow. Tailings ponds and dams with their attendant design requirements are based upon this estimated water volume. Availability of a much dryer, non-flowing filter cake opens up several new options for disposal. Considerable cost savings could result in the design and planning of disposal areas for containing dryer material. . No attempt has been made in this paper to provide a manual for the operation of all of the many types of equipment that are available. Rather, the paper tries to present an overview.

The history of the Australian coal industry is almost as old as the history of Australia after new settlement. The first cargo of coal was exported from Newcastle to India in 1799. Although coal has been mined in Australia for almost two centuries, there are indications that the first coal was processed in 1877 in the New-castle area, nearly a half-century after the first coal processing in Europe. Processing on any significant scale began only in 1944 at the Newcastle Steel Works. In Queensland, however, coal processing did not begin until the second quarter of this century. The well-known dramatic growth of mining and processing of Australian coal since the mid-sixties has primarily been due to the expansion of the export market in Japan and other Asian and European countries. Black coal occurs in most of the major sedimentary basins in Australia. The better known deposits of commercial importance are in Sydney, Bowen, Oakland and Gailiee Basins (Figure 1). Apart from Collie Basin in Western Australia, other coal deposits of the Arckinga Basin in South Australia, the Bonaparte Basin in Northern Territory and Tasmania Basin, Tasmania, are basically unexploited. Sydney Basin of New South Wales and Bowen Basin of Queensland remain the major producers of black coal in Australia.

Analytical models for transient groundwater phenomena, such as those of Theis, Cooper, and Jacob, are important but often limited tools for aquifer evaluation and drawdown prediction. Most were developed using simplifying assumptions which compromise their treatment of complex boundaries and most also contain functions that are mathematically complex and difficult to solve explicitly. Examples of such functions are the Bessel functions, the exponential integral, and similar well functions for leaky confined and water table aquifers. This paper describes the joint use of simple numerical techniques and numerical approximations of these functions to extend many analytical models beyond their conventional applications. The enhanced analytical methods represent many hydrologic problems more easily and realistically, permit a wider range of application, and often provide insight into the response of pumped groundwater systems without the need to resort to more complex numerical flow models. Use of the enhanced analytical methods usually requires the use of microcomputers due to the large number of computations. Examples presented here are the development and extension of type curves and the determination of drawdown distributions.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. As part of the British Steel Corporation?s development plan during the 1970?s, it was decided to concentrate its bulk steelmaking processes based on the BOS at 4 major Works with access to deepwater ore terminals, for the supply of high-grade imported ores. These 4 sites were at: - 1. Rarenscraig Works in Scotland where the ore terminal would be hilt at Hunterston on the west coast some 50 miles away. Bavenscraig was already an integrated Works but suffered from having to discharge ore 27 Glasgow tenxinus on the River Clyde, which could only accommodate vessels up to 25,000 tonnes. In the future, ore was to be unloaded at Runterston and shipped by a rail-link into Ravenscraig, The new ore terminal would have the potential to unload vessels up to 300,000 tonnes. - 2. Port Talbot Works in south Vales where the existing harbour was developed to discharge large ore carriers. This again was an existing Integrated Works and the benefits of the new harbour also applied to Llanwern Works which was another integrated Works some 50 dies to the east, which would now receive ore from Port Talbot.

Seamounts, submarine banks, volcanoes and undercurrent channels are prominent geomorphic features that have become an important target for minerals research and exploration with the goal of future exploitation. Polymetallic ferromanganese deposits are common types of mineralization on these settings. Co-rich ferromanganese crusts are important as potential resources of Mn and Co, but also Ti, Ni, Tl, REEs, PGEs, and other metals. Many seamounts and channels along the Atlantic Spanish continental margin are known to hold mineral deposits but are poorly studied. This work presents and briefly describes the most recent activities of the Spanish Geological Survey (IGME) on exploration and investigation of ferromanganese deposits along the Atlantic Spanish continental margin. Different submarine areas from the northwestern margin of the Iberian Peninsula to the west off Canary Islands have been surveyed by geophysical, sampling and underwater observations from 89 to 4000 m water depth. The mineral deposits cover a large diversity of submarine geological and geomorphical features: mud volcanoes and diapirs related to hydrocarbon seeps, seamounts associated with hot spot volcanism, hydrothermal vents in active magmatic volcanoes, structural basement highs and banks or contourite channels. Considering the collected dataset, we present the preliminary results of the study of these mineral deposits, including ferromanganese nodules and crusts and phosphate pavements and nodules, which can be considered as potential sources of raw materials.

The Automatic Extraction System (AES) was designed and built under a U.S. Department of Energy Contract by the National Mine Service Company in cooperation with the Lee Engineering Division of Consolidation Coal Company. The Pennsylvania State University, Mining Engineering Section, was contracted as an independent auditor of the AES performance. The AES had a rotating cutter drum like a continuous mining machine; but two hydraulically powered roof supports, four roof-bolting drills, a dust scrubber, a ventilation fan and ducting in the roof supports, semi-automatic control, an extensible chain conveyor, and other innovations led to the distinction "extraction system" as opposed to "miner-bolter" or "continuous mining" machine. After design and assembly, the AES was field tested experimentally in an underground coal mine. The in-mine performance audit was preceded by a computer simulation of the potential production for a later comparison with the actual tonnage mined by the AES. This paper describes the results of an in-mine trial and assesses the production potential of the AES.

Horsepower requirement is recognized as a most important equipment characteristic. Other critical equipment characteristics will be isolated and analyzed by traditional operations research techniques, using off-highway trucks as an archetype. A computer search technique has been developed, employing various production and cost analyses. With this model, the optimum combination of horsepower, capacity, and velocity can be found, minimizing handling cost per ton. An example of the program's use and interpretation of its results will conclude the paper.

Ladies and Gentlemen, There have been no less than ten major coal project financings in the last eighteen months. Each of these has been in the order of $100 million to $1 billion for the development of a coal property and its associated infrastructure. It is appropriate at this time to review the nature of these past financings. Why has there been so much activity? There are primarily two reasons. The first is due to the large number of contracts which were signed as a result of OPEC oil shocks. High projections were made for increased coal consumption particularly in world trade. This is distinct from domestic coal mine/power plant projects which often tap a government source of funds. Second is the high cost of coal development in the 1980's compared with a typical company's corporate borrowing capacity.

"Analysis of Longwall Pillar Stability (ALPS) and Analysis of Retreat Mine Pillar Stability (ARMPS) treat the pillar as a passive structure that is designed to carry overburden dead-weight. This dead-weight is calculated by simple rules based on the geometry of the mining, such as “tributary area theory,” “pressure arch theory,” and “abutment angle theory.” Although the pressure arch loading approach indirectly accounts for the generally stiffer overburden response of narrow and deep panels, it does not include the effect of specific geology of the overburden in load calculations. The relationship between successful pillar layouts and overburden geology can be incorporated into the load calculation by using the Ground Response Curve (GRC) approach.This paper introduces the GRC modeling methodology to investigate the effect of overburden geology and excavation geometry on load transfer mechanisms using seven field measurement case studies from four U.S. mines. It was also shown that the modeling methodology used to derive GRC in this study approximates mining-induced stresses and deformations within 5% of the values measured in the field.INTRODUCTIONFrith and Reed (2017) stated that current state-of-the-art pillar design methods ignore the overburden mechanics and use estimated dead-weight of overburden to compute pillar sizes. In the United States and around the world, overburden loading is typically estimated by simple geometric rules, generally with the tributary area theory (TAT). The specific overburden mechanics, structural competence of the overburden strata, geology, in situ stresses, and overburden/pillar interactions are typically ignored. However, these important mechanical responses affect the stability of the mine pillars and openings; therefore, they also affect the safety of the mine workers.Research conducted by the National Institute for Occupational Safety and Health (NIOSH) after the Crandall Canyon mine disaster (Esterhuizen, Mark, and Murphy, 2010) showed that small panel width-to-depth ratios and stiff-strong overburden result in a reduction of the observed pillar loads, much smaller than the TAT estimate. In fact, as a response to the Crandall Canyon disaster, Mark (2010) implemented a pressure arch loading approach into the latest ARMPS program to recognize the inherently greater stability of narrow panels at depth. The pressure arch approach is a first logical step to introducing non-tributary area loading into the practical ARMPS program. Although the pressure arch loading indirectly accounts for the generally stiffer overburden response of narrow and deep panels, it does not include the effect of specific geology and mechanical response of overburden in the load calculations."

A combined heavy medium-flotation process which incorporates the advantages of two widely employed cleaning methods, namely, heavy medium separation and flotation was used to achieve improved separation of coal from ash at fine sizes and to recover the heavy medium as a substantially recyclable product. The investigation was carried out in two successive phases. In the first phase, tests were performed to deter-mine the effect of different variables such as the medium density, flotation time, magnetite type, etc. on the efficiency of the process using in-plant samples from Homer City Coal Preparation Plant. In the second phase, the optimum conditions determined in the first phase were employed to determine the applicability of the process to a few Central Pennsylvania coals. It was observed that the process was very effective in recovering the magnetite. In most of the cases investigated, the magnetite was separated from the non-magnetic material at approximate-1 to 99 % recovery with a grade ranging from 95 to 99 %. The grade of magnetite decreased with increase in ash content of coal and with decrease in size of magnetite.

Observations made from laboratory analysis of samples of fine-grained argillaceous materials (shales) subjected to various changes in moisture content have been correlated to loss of strength in the rock material. This reaction to a change in in-situ conditions (subsequent to mining) at a mine site combined with the observed relationships of surface-disturbing subsidence features at locations where the predominant overburden material is fine-grained, provides a predictive tool for the subsidence engineer.

Evaluation of the stability of a structure under given boundary conditions requires accurate knowledge of the state of stress as well as the mechanism of failure at the critical state of stress. This paper represents a part of the research done by N. K. Bohidar during 1965-1968 for his Ph. D. research in Mining Engineering at the University of Utah. It summarizes the determination of internal stress and failure phenomena around cylindrical openings in viscoelastic media subjected to lateral restraint and vertical uniaxial load. The conditions of lateral restraint and viscoelastic nature of the media represent conditions associated with subsurface openings in rocks. The financial assistance provided to the project from the University of Utah Research (Uniform School Fund), W. C. Browning Scholarship Fund, Earth Science Research Fund, and D. C. Calcium carbonate and talc fillers both find use in a multitude of Industries. Each filler has many commendable properties, and often compete for the same market. Quality controls for various grades are exacting and complicated. A detailed comparison of the physical and chemical properties of these two fillers is tabulated and the mining and processing of the ores is described.
