Most Newfoundland. mineral deposits can be clearly classified as within rocks formed either as accreting plate margins (ophiolitic pyrite-chalcopyrite massive sulfides such as Betts Cove, Whalesback, York Harbour, chromite at Lewis Hills, and asbestos at Baie Verte), at consuming plate margins (Kuroko-type polymetallic massive sulfides such as Buchans and Pilleys Island, porphyry-type Mo-Cu at Rencontre, fluorite at St. Lawrence), or within plates (zinc deposits at Daniels Harbour, sedimentary iron ores at Wabana, manganese in Conception Bay.) As these metallogenic patterns can be convincingly extrapolated southward into the Appalachians and northward to the Caledonides, they provide an important means of eliminating and selecting areas for particular exploration targets. Sonic criteria are described for the recognition of these environments of differing economic potential.

Accurate, repeatable density measurements of a coal-magnetite-water slurry are difficult to achieve using a nuclear density gauge. Changes in the coal-to-magnetite solids ratio cause fluctuations in the readings of nuclear gauges. To investigate this problem the Electric Power Research Institute's Coal Cleaning Test Facility compared the performance of a nuclear density gauge on a coal-magnetite-water slurry with the performance of a differential pressure gauge modified with a new pressure sensor. A second aim of these preliminary tests was to determine if the differential pressure gauge is also sensitive to the type of solids in the slurry. This paper explains current slurry density measurement practices, describes the nuclear and differential pressure gauges used in the CCTF tests, and presents test methods and results.

I am Alfred E. Michon, Vice President- International for Burlington Northern Inc. I work for BN's holding company and my responsibilities include co-ordinating the activities of our eight subsidiary companies as they relate to international commerce--an increasingly important aspect of the overall business of our company. Until last April, I was President of the Fort Worth and Denver and Colorado and Southern railroads, subsidiaries of BN. Prior to that, I headed the marketing and pricing area of BN's coal transportation business. Based on my experience in the energy industry, both domestic and international, I would like to discuss the world-wide trend towards the reliance on low-sulfur coal in lieu of natural gas and oil for the generation of electricity. Since pontification on the energy scene world- wide is best left to consultants with scenario-spitting computers, let me in- stead emphasize this trend through two examples. First I will describe the regulatory and economic factors which have encouraged the replacement of natural gas by low sulfur coal as a boiler fuel in the US. BN's investments in track and equipment were instrumental in this conversion. Secondly, I will show how this same combination of factors has created a large demand for steam coal in the Far East. Again, our company's strategy is to facilitate conversion to coal overseas through timely and sufficient investments.

The Surface Mining Control and Reclamation Act of 1977 (SMCRA) and the regulations promulgated for that "Act" have resulted in changes to surface mining operations in order to comply with the stringent federally enforced reclamation requirements for prime farmland. In many instances the operator has modified surface mining operations to meet the prime farmland requirements through changes to mining equipment operation, addition of new equipment targeted for reclamation or the use of totally different mining techniques. The major challenge to mine operators has been how to use existing mining equipment to meet the requirements of the "Act." Freeman United Coal Mining Company opened the first new large surface coal mine in Illinois following passage of the "Act." The Industry Mine, located near Macomb, Illinois started mining operations during March of 1982 and was required therefore, to meet all of the requirements of the "Act" including prime farmland restoration. At the Industry Mine a shovel and a cross-pit bucket wheel excavator (wheel) are used for overburden removal and the wheel is addition- ally utilized to assist in reclamation operations. The wheel mines the subsoil thereby elliminating scraper placement of that subsoil and the attendant compaction problems with scraper placed subsoil. The wheel is used to convey topsoil stock- piles from the highwall to the mined overburden in order to lessen scraper traffic and possible compaction on the graded overburden during top- soil removal and replacement. Close control of the operation of the wheel yields more uniform wheel spoil ridges which then require less grading prior to topsoil replacement.

Underground mining alters ground condition, producing a disturbance in the ground water regime. The level of disturbance is dependent on the local hydrology, geology, and type of mining. Serious damage is sometimes caused by ground water- when mine roofs collapse, causing subsidence. Subsidence is either unplanned, where pillars are inadequate to provide support; or planned, where total extraction occurs over a large area. The primary objective of this study is to investigate the effects of mine subsidence on the ground water hydrology in the Warrior Coal Basin. Underground openings resulting from coal mining activities have been the most significant cause of subsidence problems in the Warrior Coal Basin, the main source of coal in Alabama. This problem will be even more serious in the future because 19 of Alabama's 24 billion tons of coal reserves are classified as an underground source (Tolson, 1982).

Lime and limestone-based SO2 scrubbing processes have demonstrated reasonably good success in removing low concentrations of SO2 from flue gases. While most of the operating problems experienced in the early days of scrubbing have been worked out, problems usually increase and removal efficiency drops with increased amounts of SO2 present in the gas stream. In order to overcome these difficulties, yet still taking advantage of lime and limestone as the lowest cost neutralizing agents, a host of so-called double- alkali systems were developed. These processes take advantage of cations such as Na+ and NH4+ capable of forming highly water soluble bases or basic salts, such as hydroxide, carbonate or sulfite, which having been neutralized or acidified by the absorbed SO2 can be regenerated with a lower cost base such as lime.

A 0.5 m (20 in) diameter high pressure natural gas pipeline crosses over a coal mine located in Central Utah. Ground movement induced by the mining operation could possibly place excessive strain on the pipeline causing it to rupture. The mining operation extracts coal from two seams using the room and pillar method. The seams are situated one on top of the other and both lie directly under the pipeline. At present, only the upper seam is being mined beneath the pipeline. However, in the future, the mining operation of the lower seam will also affect the pipeline. As would be expected, mining of both coal seams causes surface subsidence. This is especially true when the pillars are extracted during retreat.

The national Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health, Ground Control Engineering Branch is investigating the use of shotcrete in weak rock mass mines with the objective of reducing fatalities and injuries resulting from rock fall accidents. When shotcrete is used as part of a multi-element ground support system, it is necessary to know when the material has developed a compressive strength of approximately 1 MPa (145 psi), the early threshold for safe re-entry of miner and machine into shotcreted mine workings at this value, the material has developed enough strength to be self-supporting and to allow for installation of other ground support components that require drilling of the shotcrete layer without degradation. NIOSH researchers have developed methods and portable test equipment to measure shotcrete strength on site in the first six hours after application using a partial beam test standard, a STM C 116-90 (1990). These advances were demonstrated in tests with five commercially available shotcrete mixes, sprayed as dry shotcrete using field expedient methods and equipment. The strength values from these tests allowed for real-time identification of the early strength threshold and were consistent with strengths reported using laboratory-type equipment. Measuring the early strength properties of shotcrete directly at the mine site can improve mine safety by identifying appropriate re-entry times and providing a convenient means of conducting on site quality control during shotcrete applications.

The filtration and dewatering results of -32 mesh Pittsburgh seam coal are discussed with reference to the microscopic structure parameters, i.e., particle segregation in the cake and particle and pore size distributions at different layers. At low solid concentration of 0.33 kg coal/kg water, a non-uniform cake structure is observed in which the particle and pore sizes increase from the top to bottom layers in the filter cake. An increase in the solid concentration in slurry produces more uniform cake structure and higher filtration and dewatering rates. Air bubble entrapment in the coal filter cakes is also discussed.

The Goldstrike Mine is in Eureka County, Nevada, U.S.A., approximately 23 miles northwest of the town of Carlin. The mine is at the north end of the Tuscarora Spur of the Tuscarora Mountains at elevations of 5,300 feet to 5,950 feet. It is part of the Bluestar/Goldstrike sub-district of the Carlin Trend, a northwest alignment of sediment hosted, disseminated gold deposits. The Carlin Trend includes over 15 major gold deposits with production, reserves and geological resources of approximately 65 million ounces of gold (Figure 1). In the Bluestar/Goldstrike sub-district, there are seven major deposits: Betze, Lower Post, Post, Genesis, Bluestar, Purple Vein and Deep Star, plus numerous smaller deposits (Figure 2). Production, reserves and resources for the sub-district are approximately 40 million ounces. Betze and Purple Vein are located on property controlled by Barrick Goldstrike Mines and Bluestar and Genesis on Newmont Gold property. Post, Lower Post and Deep Star occur both on Barrick and Newmont property.

Detailed description of the development of the FIOR process1 and, subsequently, other technical papers relating to the operation and start up of the FIOR plant2,3 are available in the technical literature. The Fluidized Iron Ore Reduction (FIOR) process plant constructed in the Matanzas region of Venezuela represents the first commercial application of this technology. The FIOR process was developed by Exxon Company during the 1950's and 1960's; and the facility in Venezuela was designed and constructed by Davy McKee with the plant start up in 1976. While there is a minority government ownership in the company, FIOR de Venezuela operates as a private sector company with the majority of the ownership being private capital.

Organized efforts toward the prevention of injuries and occupational diseases have been of comparatively recent origin in the mining industry, dating generally from the beginning of this century. Mining-and particularly underground mining- is more hazardous in many respects than most other major industries, and continual and increasing attention has been given to its health and safety aspects. The importance of the physical well-being of those engaged in mining was recognized by Agricola, who, after describing the hazards encountered in 16th century mining operations, stated that "Some of these evils, as well as certain other things, are the reason why pits are occasionally abandoned." In the past 50 yr particularly, mine managements and labor organizations, separately or collectively, have mounted productive efforts toward the prevention of accidents and industry-associated diseases and illnesses. A statistical study of this period indicates that increasing awareness coupled with the endeavors of all concerned agencies has resulted in decreasing frequency of occurrences of injuries and illnesses. In recent years particularly the mining industry has used the services of safety engineers, industrial hygienists, inspectors, ventilation engineers and other specializing in locating and correcting deficiencies affecting the welfare of employees. Concurrently, the labor movement has incorporated into its organization individuals working in the fields of health and safety, many devoting full time to these responsibilities. Others serve in behalf of their fellow workmen as on-the-job safety representatives. Most authorities agree that accidents are caused by (1) unsafe acts, (2) unsafe conditions and, exceptionally, (3) Acts of God. The "unsafe act" often is cited as the prime cause. but many accidents, and attendant injuries, are the result of a blend of "unsafe acts" and "unsafe conditions," with each chargeable in varying proportions. It therefore is necessary to consider both the physical elements of the mine plant and the training, mental attributes and actions of all personnel involved. Analysis of an accident, if based on hasty reconnaissance and unduly hurried questioning, seldom will disclose more than surface causes and consequently will result in inadequate measures to prevent repetition. Mining involves unavoidable and calculated risks, as in all facets of life. It is most important then that men employed in mining be schooled in the hazards and develop fully the ability to evaluate and minimize risks. The environment, of underground mining often is harsh and strange compared to the more natural surface conditions man has learned to cope with as a part of established life patterns. The miner. therefore, must adapt to unusual situations and conditions and must develop a mental attitude permitting acceptance of change. 3.1-INDUSTRY-AFFILIATED SAFETY AGENCIES L. S. Estimating groundwater inflows in rock deep tunnels is critical to the safety of personnel constructing the tunnel and the cost of construction. This paper presents two case studies for estimating steady-state groundwater inflows into deep rock tunnels. The case studies included the Chattahoochee and Nancy Creek tunnels. In this paper, statistical methods were applied to packer test data obtained from exploratory borings during geotechnical site investigations. A semi-empirical procedure was utilized for estimating groundwater inflows into these deep rock tunnels. The Chattahoochee and Nancy Creek tunnels are deep rock tunnels which exhibit radial flow conditions. For the radial flow condition, a statistical analysis presented in this paper indicates that the semi-empirical procedure works well; however, variations in the procedure and/or an insufficient amount of testing could lead to underestimations of the inflow quantities. Packer test data plotted in histograms were observed in all cases to be log-normally distributed for the radial flow condition. Modeling using Monte Carlo simulations was observed to be an effective tool for removing irregularities in the distribution of the data and incorporating high-end permeability data to derive reasonable groundwater inflow estimates.

The present study examines the use of two vs. one stage of hydrocyclones in a pilot scale ball mill circuit. The approach used for doing this is based on computer simulation with mathematical models that explicitly account for the grinding mill/classification system interaction. Parameters for the ball mill model are obtained using a short-lived radioactive tracer method in open circuit tests of the study mill. The hydrocyclone model, based on the size selectivity concept, is developed and validated in standalone testing of the study hydrocyclones. Simulation procedures are validated through actual tests of the closed circuit grinding configurations of interest. Results of the evaluation indicate that two stages of hydrocyclones in the study circuit would improve classification, increase productivity and lead to more closely sized circuit products when compared to the conventional one stage hydrocyclone circuit. A computer simulation approach for comparing these circuit configurations in larger scale grinding circuits is also suggested.

The reliability of a set of flotation results is key to minimizing project risk, either at the commissioning of a concentrator or at the point of implementing an improvement to an existing concentrator operation. High-confidence flotation testing (HCFT) was developed for this purpose and is part of the list of technologies at various scales used by Xstrata Process Support (XPS) in addressing these projects. The methodology is based on two principles: one, to ensure that the ore sample is representative and has been well-blended and subsampled; two, to perform the flotation tests in sufficient numbers of replicates with appropriate quality controls, so as to improve the reproducibility of the test data. Across ten years of research on this methodology at Xstrata Process Support, Sudbury, several improvements to the HCFT method and complementary connections between sampling and quantitative mineralogy have been developed. Two case studies are reviewed. These show the capability of this system in both optimizing an existing concentrator operation and in serving a new mine scenario. "Researchers at the National Institute for Occupational Safety and Health (NIOSH) have advocated the use of instrumentation in underground mine ground control studies to aid in understanding failure mechanisms and to calibrate numerical models. The purpose of these efforts is to reduce accidents and fatalities in underground mines resulting from inadequate design of mining layout or supports. A recent examination of some results of stress change measurement raised some questions about the validity of elastic solutions in ground, such as coal. Particularly under deep cover as is prevalent in the western United States, the coal around a borehole would likely have yielded so that post-yield behavior would govern the response of the instrument.A numerical experiment was conducted by NIOSH researchers using the FLAC software (Itasca Consulting Group, 2016) to investigate the response of the borehole pressure cell (BPC) and the biaxial stressmeter to varying degrees of plastic behavior. The pre-encapsulated BPC cell pressure exhibits increasing departure from the elastic case with decreasing post-peak-strength slope of the stress-strain curve. On the other hand, because the BSM usually provides much more confinement to the surrounding rock than does the BPC, the measurements obtained from the BSM do not depart significantly from the changes in secondary principal stresses and directions as calculated by the elastic solution.INTRODUCTIONSeveral years ago, Larson et al. (2000) described several instruments that NIOSH had used in underground field studies and how to monitor them with dataloggers. This information is still relevant because of the need to understand how excavation affects the stability of mines and thus, the safety of mining personnel. One class of instruments described in that paper includes those instruments that measure change in rock stress. Although several such instruments might be used to measure stress change, the focus of this paper is on two instruments with which NIOSH has had more recent experience—the borehole pressure cell (BPC) (Geokon, 2018a; RST Instruments, 2018) and the biaxial stressmeter (BSM) (Geokon, 2018b). Other instruments, such as the CSIRO hollow inclusion stress cell (HICell) (Earth Sciences, 2019; Worotnicki and Walton, 1976) may be included in future studies.Early studies in the development of the BPC were those of Panek and Stock (USBM, 1964), Sellers (1970), Lu (1984), and Babcock (1986). Babcock’s work is particularly useful, but his setting and testing range was far below what we experienced in the NIOSH study, and it was Babcock’s data reduction scheme from his laboratory experiments that was used to calculate stress change in the NIOSH study (NIOSH, 2019a)."

Section 516 of Public Law (PL) 95-87, commonly known as the Surface Mining Control and Reclamation Act of 1977 (SMCRA), requires that underground coal mine operators must "adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." Implied in the constraints of Section 516(b)(1) of SMCRA is a determination of what constitutes "material damage" to surface structures, renewable resource lands, and the capacity for sequential land use following underground mining. The authors have already briefly addressed the subject of damage criteria in relation to surface structures (Bhattacharya et al, 1984). In this paper, an attempt is made to provide quantitative guidelines to ascertain material damage to renewable resource lands, although the data available to establish these criteria are considerably more limited than is the case for surface structures. Besides, many more variables influence the severity of the impact at a given site, making the task of assigning stringent ground movement limits even more complex. This often necessitated use of professional judgement and occasional reverting to a qualitative approach. Hence the reader is cautioned at the very outset that the quantitative limits presented herein are approximate and are primarily intended to serve as rough guides for ascertaining the extent of damage to the renewable resource lands under consideration, and that depending on site-specific conditions the actual damage incurred may differ significantly from that predicted by the proposed criteria. The authors, however, feel that the criteria suggested are somewhat conservative, but realistic. The actual damage observed should generally be less severe than predicted by these criteria. It may also be clarified here that the term "subsidence", as used in this paper, implies the total phenomenon of surface and subsurface effects associated with the mining of minerals and not only the vertical displacement of the surface as is sometimes inferred in the literature.

At the Sierrita mine, 40 km (25 miles) south of Tucson, Arizona, Duval Corporation is rapidly gaining operating experience with its new Portable Crushing and Conveying System, (PCCS). As of November 23, 1983, over 4.5 million tons (5.0 million st) of ore have passed through the system. Mining cost per ton for the months of July, August and September was 83% below the average for the first five months of 1983. Although all the cost reductions experienced cannot be attributed to the Portable Crusher, it was a major contributing factor. The Sierrita ore deposit has several natural topographic and geologic conditions which are not favorable to mining. It is not a sidehill deposit and therefore no low-level exit points exist to facilitate truck haulage. The ore is very hard. Quartz diorite, hardest of the three major rock types, averages 172-207 MPa (25-30 000 psi) unconfined compressive strength and may run as high as 345 MPa (50 000 psi). Blasting in this rock produces oversize material which runs approximately 20% 51 centimeters (20 inches). The ore is low grade, averaging slightly better than .30% contained copper and .035% contained molybdenum, with small amounts of silver. These conditions, plus high design production tonnages, make the Portable Crushing and Conveying System (PCCS) practical for Sierrita. Without crushing and conveying, truck haulage would be prohibitively expensive. A typical, October, 1983, ore haul from the bottom of the pit would involve a vertical lift of 260 meters (850 ft) and a horizontal distance of 3 860 meters (12 200 ft) were not in-pit crushing and conveying available. The corresponding cycle time would be nearly 32 minutes.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. Adsorption experiments were conducted at two different solids loadings, to investigate the mechanism of oleate adsorption on apatite. Adsorption density at pH 10 was found to be dependent on solids loading in an oleate concentration region where surface precipitation could occur. Analysis of adsorption isotherms indicated three distinct regions of adsorption. In the region I (below the region of calcium oleate precipitation), molecular adsorption was observed. Simultaneous molecular adsorption and surface precipitation occurred in region II, while surface precipitation was predominant in region III along with some bulk precipitation. Correlation between flotation of apatite with sodium oleate and the mode of oleate interaction with the surface is established.
