On April 21, 1980 the Oil, Chemical and Atomic Workers Union (OCAW) submitted a petition urging the revision of the Mine Safety and Health Administration (MSHA) permissible exposure limit to radon daughters in underground mines. This petition asks for: 1. Annual worker exposure to be lowered from the current 4 WLM/year to 0.7 WLM/year; 2. Full economic protection for workers whose exposure exceeds the proposed 0.7 WLM/ year; and 3. The primary means of lowering workers' radiation exposures shall be environmental controls. I will present the scientific rationale for the lower standard requested in our petition to the Department of Labor. [1. Radiation Exposures to Uranium Miners] Two types of radiation exposures are present in the environment of uranium mines: A. [External Exposure] to gamma sources which until 1978 was considered as negligible compared with internal alpha radiation. R. E. Utting (1), in an investigation of three Canadian uranium mines, found levels of exposures adding to an annual dose equivalent of 3 rems (30 mSv)/year. He concluded that gamma dosages may be a major fraction of the maximum permissible dose for many individual miners. The U.S. experience has shown that there is significant gamma exposure in U.S. uranium mines and, therefore, it could contribute to the total radiation exposure to the lungs in combination with internal alpha radiation. Before ventilation improvements in uranium mines, the contribution of external radiation to total lung dosage was relatively small. After improvements in ventilation, the reduction in internal radiation exposure appears to be in 1980 as low as 1/10 of the 1950 dosages. However, ventilation improvements do not affect external gamma radiation. Gamma radiation remains at the same 1950's level, and it represents today a higher proportion of the total radiation burden to the miner's lungs. MSHA regulations (57.5-47) state that if gamma exposure is below 2.0 milliroentgens per hour, then workers are not required to wear gamma dosimeters and cummulative gamma radiation records need not be kept. Assuming an exposure of 1.9 milliroentgens per hour per 173 hours/month for 12 months,a miner would accumulate a dose from external radiation of 3.9 rems/ year. This dosage would, of course, go unrecorded. MSHA, therefore, should consider a downward revision of the external radiation permissible exposure limit of 2.0 milliroentgens/hour. MSHA should make clear that this exposure level, when added to the internal exposure, does not make for sound health physics -even though the measured current levels do not approach 2.0 milliroentgens/hour. B. [Internal Exposure] to alpha radiation is still the larger contributor to lung irradiation in uranium miners. The target organ is still the lung. The parameters to be considered in determining the biological radiation load appear in Table I for radon daughters present in the upper respiratory tract (URT). Little did I know, in 1977, that when the A. P. Green Refractories Raw Material Manager showed me 5-6 burlap bags with samples of calcined high alumina bauxite in their testing lab that this was the start of China moving to be the number one user and producer of calcined refractory bauxite. According to Ted Dickson in his August 2008 Industrial Minerals article China produced about 4 million tons of calcined bauxite in 2007 using 2 million tons themselves. They imposed an export limitation of 970,000 tons in 2007 and 940,000 tons in 2008. A 10% growth will take up the difference between exports and production in 4 years. Two of these years are gone. It will take only 4 more years to eliminate the export quota in home use. Then they will be importing unless they increase production. Guyana was exporting over a half million tons in 1975 and sold less than 70,000 tons in 2002. Basai Metals Group bought Guyana?s deposits and is rose to 250,000 tons in 2007 and expects to produce 280,000 tons in 2008. PRICES According to the USGS Prices dropped from $172/per ton for Guyana calcines in 1980 just after the start of Chinese production to $122 in 1985. Guyana prices averaged around $120/ton from 1985 to 2005. China?s price dropped as low as $45/ton in 1995 undercutting Guyana and making it virtually impossible for anyone to get into the market. The price suddenly escalated to $550/ton FOB China in the summer of 2008 when China actually cut its exports in half. The price dropped in the fall as orders dropped. This is a four to five fold price increase. Is this a shortage of bauxite or a monopoly? Australia dropped out of the market in 2008 and Surinam, controlled by Alcoa, is not participating right now. Will these two come back in to make up the difference? Will the price hold up so they can make a profit? [ ] The low prices have undoubtedly affected the prices of the 60 and 79% alumina bauxite which can hold down the quantity of 80% plus calcined refractory needed in the world market. China is starting to upgrade lower quality bauxite up to 90% alumina. With high prices kaolin alteration to high alumina comes into play. The calcined bauxite is also used for proponents, Brown fused alumina, and abrasive grades which compete with Refractories. These and the tightness of supplies needed for metallurgical will hold prices up. TONNAGE China is the number one supplier and consumer of high alumina calcined bauxite in the world. Basai Metals Group Guyana (BMGG) is owned and controlled by Basai Minerals Group of China. This appears to be the second largest supplier. Australia has dropped production and Brazil is just starting to expand. It appears China is going to replace some of exports caused by the Export License 940,000 ton maximum in 2008 by raising Guyana?s (BMGG) production of calcined refractory grade bauxite. Companies exceeded restriction in 2007. Fines have been imposed for 2008. In August 2008 they appear on line to meet the 2008 quota. After August prices have dropped off as orders dropped due to the recession. Guyana was the largest producer in 1975 with 769,000 tons which decreased to less than 79,000 tons in 2002. The U. S. is a small part of the world production. I have used the United States charts to represent world imports because I have little data on what other countries import and pay FOB for their bauxite. China started exporting calcined 80% plus refractory bauxite to the United States in 1979 with 24,000 tons. By 1985 they were the number one importer with 169,000 tons. Guyana who had been number one in shipments to the United States gradually decreased to 36,000 tons in 2006. Guyana has been purchased by China BMGG and will increase there production to over 200,000 tons in 2009. Australia shut down production in 2008 and Surinam has elected to not send any Calcined bauxite to the United States. The focus of this research was to evaluate the synergistic effect of bis(2,4,4-trimethylpentyl) phosphinic acid (CYANEX 272) and di-(2-ethylhexyl) phosphoric acid (D2EHPA), diluted in kerosene, on the extraction and separation of Co(II) and Li(I) from synthetic sulfate solution. The results indicated that using a mixture of CYANEX 272 and D2EHPA was efficient in extracting and separating Co(II) from Li(I). The optimum ratio of CYANEX 272/D2EHPA was found to be 5:1, in which the highest separation factor was obtained (5973.23), and ΔpH0.5 was 4.10. Adding tributyl phosphate (TBP) as a modifier and increasing the temperature improved the metals’ separation rate and extraction efficiency. Thermodynamic studies were also carried out, and ΔH, ΔS, and ΔG values were computed, revealing the endothermic nature of Co(II) and Li(I) extraction by CYANEX 272/D2EHPA mixture. The conducted experiments for the McCabe–Thiele diagram showed the possibility of using two stages to extract over 99% of Co(II) and Li(I). Slope analysis and Fourier transform infrared spectroscopy (FT-IR) were employed to comprehend the Co(II) and Li(I) extraction mechanism using a mixture of CYANEX 272 and D2EHPA.

"Tunneling and Underground works are unequivocally subject to a diversity of inherent uncertainties associated with the geotechnical, hydro-geological and environmental regime that surrounds them. On many occasions, these uncertainties can provoke loss events of considerable consequences. The present contribution elaborates on losses that the insurance market has suffered in the recent years, following a construction failure event. These losses are being considered and analysed on a quantitative basis through evaluation of cost related data, with explicit discretization of the applied construction methodology and of the subsequent developed failure type since both of which are considered of major importance. Given the identified persistence and regularity of some loss-contributing factors, recommendations are provided on the basis of a proactive risk engineering management approach that are envisaged to reinforce the understanding of project risks and alleviate the incurred insurance cost. 1 INTRODUCTION The underground construction sector has always been a very challenging area for all involved parties, including the insurance market. Main reason for that remains the uniqueness of the uncertainties sources and the subsequent inherent risks that the tunneling and underground projects are exposed to. In many instances, these risks materialize, leading to loss events with substantially high impact on reinstatement cost and incurred delays, which depending among others on the insurance coverage will have to be bared by the Insurance market. In the recent decades and as the tunneling industry boomed and expanded with many major and significant projects undertaken around the world, the insurance market was faced with additional challenges. Increased competition during tender coupled with the scale and complexity of the projects and politically driven decision making exerted pressure on the project timelines, completion dates and budget. The pressure for on-time or even early project completion- to avoid liquidated damages or achieve bonus payments, respectively- along with cost reduction efforts and the incentive for innovative failure events. That, in turn, put additional pressure on the Insurance market which had experienced a significant amount of losses with substantial cost. One of the triggered mitigation actions was the introduction of the Code of Practice for Risk Management of Tunnel Works (ITIG, 2006 & 2012; MunichRe 2006, Wannick, 2007, Spencer, 2008, Adeyemo, 2011)."

The study upon which this paper is based was completed by Battelle's Columbus Laboratories for the U.S. Army Corps of Engineers in 1974. It is but part of an overall effort by the Corps to evaluate the costs and benefits to the nation of waterway improvements. In-situ uranium solution mining involves the injection of a lixiviant (leach solution) through appropriately placed wells into the underground ore zone. Upon contacting the uranium minerals, this solution will dissolve the uranium. The uranium containing solution is then pumped out of the wells into a processing plant where the uranium values are removed, typically in ion exchange columns, and the stripped liquor is recycled back into the field. The lixiviants may be acidic or basic. Where the ore zone mineralization contains appreciable carbonate, as in the South Texas fields, acid consumption would be excessive and the typical solution is ammonium carbonate bicarbonate at about 5-10 g/l and a pH of 7-9. Because the usual uranium minerals, uraninite or coffinite, contain uranium in the insoluble tetravalent state, it is necessary to add an oxidant to increase the valence to the hexavalent state where the uranium is soluble. Oxygen dissolved in the lixiviant has been shown to be quite effective for this purpose. It is also much more economical than other oxidants. Of concern is the possibility that (1) its solubility may or may not provide concentration levels adequate to give an economically attractive uranium level in the extracted liquor, and (2) the addition of oxygen in excess of the saturation level so as to increase the uranium grade in the lixiviant may cause gas blockage of the typical fine-pored ore formations.

"Mining plays a key role in the development of modern civilization as a source of essential raw materials and provider of essential fuels, producer of jobs and a factor in support of the international balance of monetary payment (Camm, 2014). Professionals in mining locate, develop, design and manage ore deposits in an environmentally safe and profitable manner. As mineral deposits become increasingly scarce, new challenges face the industry. A current trend is to an increased emphasis on underground mining techniques for deeper deposits. Operations are safer now than before as companies understand better their work environment and the importance of mining responsibly.A continual challenge for the industry is accurately reflecting the costs and selling price of ore. An enduring characteristic of mining is the situation where the market typically determines the price of a commodity; the main control a company has on the bottom line is to control the cost of production.An attempt to bring light and clarity to the cost of their business will give a better idea to investors on the true profitability of the mining business. Gold producers face this struggle to accurately reflect the cost of production while also seeking to attract the interest of the investment community (Hill, 2013). In order to have a consistent format to report on their production costs, leading gold producers, through their alliance inside the World Gold Council (WGC), worked on the adoption of a new cost framework: the all-in sustaining cost (AISC) and all-in cost (AIC).Since 1996, the traditional cash cost reporting has focused only on the mining and processing costs incurred in mining an ounce of gold, which included the costs of goods sold (labor, energy, and consumables costs) and royalties (Table 1). But cash cost reporting ignores many important aspects, like sustaining capital, general and administrative expenses and site rehabilitation at the end of the mine life (Whelan, 2013). The cash cost was used to attract many investors into the business. In fact, the high gross margin (sales minus cash costs) has been promoted in past decades by the industry instead of the net or operating margin. As a result, even when the gold price was high, nearly $61/g ($1,900/oz) in August 2011, gold producers were not reporting excessive profits in their cash flow/income statements, to the disappointment and incomprehension of investors (Milstead, 2014). The truth was simply that the other costs omitted in the traditional cash cost were reducing the apparent profits.The disconnect led to a need for more accurate cost reporting in order to win back investor confidence and provide better understanding of gold mining economics. In 2012, the senior gold mining companies, including Gold Fields, Barrick Gold Corp. and Newmont Mining Corp., worked with the WGC to develop a new measure. This resulted in the June 2013 publication of the new framework AISC and AIC, which has been widely embraced by the sector since Jan. 1, 2014 (WGC, 2013).The adoption of the new cost template would have the dilemma of showing the real profitability of gold mine properties, which might alleviate taxes from governments and legislators, but it might also scare off investors toward more lucrative industries if not winning back their confidence."

Mining is a very important economical activity in Peru which has been recently developed without considering environmental aspects. Here, we show an experience at the Milpo mine, situated 4,200 meters above sea level; a mining company that has the value of being one of few from the last decade that is engaged in consolidating a model of environmental protection. The model includes aspects of contamination prevention and control, with bioindicators such as pasture cultivation, vegetables, forests, and hydrobiological species breeding. Socially, through means of development programs in natural areas, forestation and support to rural agriculture, together with environmental education, it is being demonstrated that it is possible to ensure tangible results in environmental conservation and the well-being of the populations around the mine.

What is meant by "Minimizing Risk"? This paper explores some of the factors encountered in plant design which can affect the success of a mineral processing plant in terms of its planned output, quality of product and recovery. Any deficiency in either one of these objectives means lost revenue at the start of a project and reduced present value for the mine life. Time is money. Related factors such as project conception, feasibility studies, capital cost and operating cost estimation and mining studies have been covered in a recent paper (1) from which material for this paper has been drawn. What follows is a discussion of the principal factors which can influence the success of a project with particular emphasis placed on processing concepts.

St. Joe Minerals Corp., a subsidiary of Fluor Corp., treats high-grade gold, silver, and copper ore at its El Indio plant at an altitude of 4 km in the Chilean Andes. The ore is complex, being a mixture of massive pyrite-enargite and quartz, both containing very fine gold and silver. Treatment produces a copper flotation concentrate containing high levels of gold, silver, and arsenic, and also dore bullion. Part of the flotation concentrate is roasted to remove the arsenic content, and arsenic trioxide is collected as a by-product.

A jet slurry apparatus has been constructed to test corrosive/erosive wear properties of grinding ball metal. Plain high carbon steel heat treated to a hardness of about 60 RC was used. Slurries of quartz and chalcopyrite ore concentrate were used as the jetting media. Weight loss due to pure corrosion was determined by the linear polarization technique and weight loss due to pure erosion was determined by jetting while cathodically protecting the sample. By comparing the total weight loss with the sum of the weight losses from pure corrosion and pure errosion it was found that there was a synergistic effect between corrosion and erosive wear. Erosive wear rates are given as a function of pH and mineral type.

This chrysotile asbestos orebody is located near the northern tip of the Province of Quebec, Canada. It is some 1818 km (1130 mi) north of Montreal; 480 km (300 mi) north of the tree line and is situated within the zone of continuous permafrost. The open pit ore zone is approximately 0.4 km (1/4 mi) in length some 61 m (200 ft) in width and plunges at 25-30 below surface to a vertical depth of at least 610 m (2000 ft). The orebody was originally evaluated by programs of surface mapping, diamond drilling and bulk sampling. The fibre is semi-crude, possesses excellent strength, and good fibre length distribution.

This contribution presents the first multi-scale geophysical investigation conducted in the Abakaliki and Obubra mining districts (AOMD), southeastern Nigeria, for the exploration of shallowly emplaced (< 50 m) massive sulfide and barite mineral deposits. Raw airborne magnetic data covering the AOMD was acquired and subjected to diverse enhancement routines to facilitate the identification of areas of subtle magnetic anomalies for subsequent ground truthing. The mineralization is mainly made up of galena, sphalerite, and barite. The contrasting physical properties between these minerals and their host rocks make resistivity, induced polarization (IP), spontaneous potential (SP), and magnetic methods ideal to study and delineate the mineralization and possibly locate the ore bodies. Wenner DC resistivity and IP data acquired along the same parallel traverses are inverted using Res2dinv to produce 2D tomography models of resistivity and chargeability. The resistivity and IP models were successful in delineating zones of sulfide and barite mineralization. The ground SP data collected along the same traverses as the resistivity and IP data were interpreted as line graphs. The 1D SP models show a number of central negative anomalies that could be related to sulfide mineralization. These anomalies show fair-to-good spatial continuity and are in close agreement with the result obtained in the resistivity and chargeability model. This study suggests the presence of exploitable mineral deposits in the AOMD and demonstrates the superior interpretative ability of combined geophysical methods over a single geophysical approach.

"Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the US. More accurately, those explosions were methane ignitions that propagated through the mines due to coal dust involvement; despite current explosion prevention standards. There are 4 basic strategies employed to manage the risk of coal dust explosions in many other coal mining countries around the world: removal of the coal dust, wetting of the coal dust to prevent it from becoming airborne, mixing of the coal dust with stone dust to increase the total incombustible content, and explosion activated barriers which make the entire roadway inert. However, American standards only mandate the first 3 of these 4 methods. It is possible that US coal mine safety measures could benefit from the implementation of the 4th method, the use of explosion barriers. This paper will discuss differences/similarities in barrier regulations used in other countries, as well as some potential difficulties with adapting a stone dust bag barrier system to US underground coal mines. Also, details and feedback gathered from two operating mine site trial barrier installations will be shared.INTRODUCTION Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the United States (US); 29 miners were killed at the Upper Big Branch mine in 2010, 5 at the Darby Mine No. 1 in 2006, 12 at the Sago Mine also in 2006, and 13 at the Jim Walter No. 5 Mine in 2001.[14] To be more accurate, the explosions that killed those miners were methane ignitions that propagated through the mines due to coal dust involvement.[18, 19, 20, 21] These deaths occurred despite current explosion prevention strategies, standards, and regulatory oversight. This poses the question, can more be done in the US to prevent coal dust explosions and their widespread damage. In review of current practices and regulations from several large coal mining countries, a disparity in prevention strategies arose. The main difference between the US and other countries was that the US does not encourage, mandate, or regulate the use of explosion barrier systems as an additional coal dust explosion mitigation measure. This raised many questions. First and foremost was whether or not the US coal mining industry and its miners could benefit, in terms of safety and fatality prevention, from the implementation of the explosion barrier systems that are used in other countries. Furthermore, are there significant differences between the coal mines in countries where explosion barriers are used and US coal mines, which would preclude the system from being adapted and implemented in the US? Also, what are the similarities and differences in explosion barrier systems, use, and regulations between other countries that use them?"

The Summitville Au-Ag-Cu district in the southeastern part of the San Juan volcanic field has been a major gold producer in Colorado. Mineralization is hosted by the composite South Mountain quartz latite porphyry volcanic dome, which is believed to have been localized by the intersection of the northwest margin of the Platoro-Summitville caldera complex and the northwest-trending Platoro fracture zone. K-Ar age dates indicate that alteration and mineralization were nearly contemporaneous with emplacement of the dome at 23-20 m.y. ago, 6-7 m.y. after collapse of the Platoroo-Summitville caldera complex. The dome consists of at least four major phases including strongly altered quartz latite porphyry; a late-mineral, coarse-grained sanidine quartz latite porphyry; and postmineral quartz latite dikes. The dome was emplaced into intracaldera rhyodacite and andesite. Gold-silver-copper mineralization is concentrated near the top of the dome and is associated with pods, pipes and steeply dipping tabular zones of silicification and advanced argillic alteration. Alteration is zoned outwards from the center of mineralization through argillically and propylitically altered rocks, and is largely confined to the area of the dome. Trace element geochemical patterns for the deposit indicate a central zone of anomalous As-Au-Pb-Ag and low Mn within an exterior zone of anomalous Ag-Au-Pb-Hg and high Mn. The chief ore mineral is native gold which is associated with goethitic iron oxide in the oxide zone. In the sulfide zone, native gold is associated with copper sulfide-sulfosalt mineralization. A genetic model for the Summitville deposit is based on recent models of modern geothermal systems, with which it shows similarities in alteration, ore mineralogy, zoning, and structural patterns.

The understanding of the influence of the different types of apatite on the performance of mineral processing of igneous phosphate ores is still a challenge due to the difficulty to explain why some types of apatite floats in the froth flotation cell and others do not under the same conditions. Three types of apatite were identified by means of cathodoluminescence (CL) images in flotation concentrate and tailing samples from the Catalão mine: predominantly blue apatite, followed by green apatite and less frequently yellow apatite. The chemical composition of these types of apatite was determined by electron microprobe analysis (EPMA) and LA-ICP-MS. Blue and green apatite respond well to the process, thus remaining in the concentrate, while yellow apatite remained in the tailings. Yellow apatite is the one bearing the lowest P2O5 content and the largest anionic and cationic sites substitution, followed by green apatite, whereas blue apatite is the most homogeneous, with highest P and Ca grades and lowest substitution level. A negative correlation of the amount of phosphorus with fluorine was observed. Furthermore, impregnation of iron oxide-hydroxides in the yellow apatite was also observed. Therefore, the low flotation behaviour is due to low crystallinity coupled with impregnation onto its surface.

At this point in time, approximately 800 M tonnes (880 M tons) of coal are mined each year in the United States. Forty percent of this coal or approximately 320 M tonnes (350 M tons) is taken from underground coal mines, and from this subtotal 16% or 50 M tonnes (55 M tons) is from longwall panels (1). If, for the sake of argument, an aver- age extraction thickness of 1.5 m (5 ft), an aver- age extraction ratio of 50 percent and an in situ density of 1360 kg/ms (85 lb/ft3) for this coal are assumed, then the 320 M tonnes (350 M tons) of underground coal translates to over 310 km2 (76,000 acres) that is undermined each year. Con- sidering that the total U.S. production of under- ground longwall coal to date is approximately 345 M tonnes (380 M tons), then a total of approximately 165 km2 (41,000 acres) (considering 100% extraction) has been directly undermined by longwall coal production in the United States. If the angle-of- draw is considered, the total area affected by longwall subsidence in the United States is probably twice the above value or 330 km2 (82,000 acres) . In the future, a number of other miscellaneous factors seem likely to multiply the number of potentially damaging situations that occur due to longwall coal mining. First, the overall production of coal in the United States is expected to gradually increase. This factor is further com- pounded by both the fact that the percentage of the overall production due to underground mining is bound to increase, since the vast majority of U.S. reserves (68%) are only recoverable by underground methods, and the fact that the percentage of the underground production of coal that is recovered by longwall mining is drastically increasing (1). Finally, as the nicest underground reserves are depleted, the remaining reserves will tend to be deeper, which increases the affected surface area, and under denser population concentrations, which increases the likelihood and severity of possible damages. Overall, considering the number of factor which are biased towards increasing the amount of undermined acreage, it appears that there must certainly be a corresponding increase in the number of possible damaging situations due to longwall-induced, ground subsidence.

In a recently completed research project for the U.S. Bureau of Mines - Twin Cities Research Center, a computerized costing procedure for uranium in situ leach mining was developed by the NUS Corporation. This costing procedure, termed a cost model, employs a process engineering approach for estimating total project costs as well as equipment and manpower requirements for uranium in situ leaching operations in either Texas or Wyoming. 80th capital and operating costs are generated by the model along with the overall production cost/pound U3O8 subject to a known rate of return. Conversely, rate of return on equity can be solved for, subject to a given price of yellowcake. During the course of the research effort, this cost model was applied 50 typical site conditions in Texas and Wyoming. Sensitivity rests were conducted for numerous key parameters to determine the cost influence attributable to incremental changes In parameter values. The results of these sensitivity tests along with a description of the in situ leaching cost model have been documented as Bureau of Mines, Mineral Research Contract Report No. J019912, "Cost and Sensitivities Analysis for Uranium In Situ Leach Mining," dated March 1981.

Abstract The consumption of barytes in certain paints polyurethane foams, seamless, flooring, glass, brake linings, plastisol caskets for food containers and in fluids used for gastrointestinal X-ray examinations rely on tie unique properties of barium sulfate, There are no readily available mineral substitutes. Barytes are also the essential raw material for the manufacture of industrially important barium chemicals. High quality barite ore has become scarce throughout the world. Processing ore into quality end products is both capital and energy intensive. These factors have tended to limit availability and increase prices which have encouraged the use of alternates and restricted market growth.
