Surface mining applies to extraction of mineral resources from water and sediments of rivers, lakes, seas, and oceans; from solutions circulating through broken rock and soil; and from rock and soil excavated from the earth. Surface mining is responsible for the majority of mineral production in the United States and a substantial portion of the world?s total production. This section deals specifically with extraction methods which employ mechanical processes in a relatively dry environment to free minerals from the earth. The following section, Section 15, deals exclusively with aqueous methods. With recognition of the importance of reclamation in all activities which temporarily disturb the earth?s ecosystems, it is appropriate to classify mechanical extraction methods as either deferred reclamation or concurrent reclamation. Deferred reclamation is necessary when the shape and logistics of the excavation require that it remain open throughout the productive life of he project. Upon exhaustion of economic reserves, the opening is then reclaimed in a manner consistent with public safety, environmental acceptability, and land use policy. Methods employing deferred reclamation are commonly referred to as open pit or quarry mining. Metallic ores, industrial minerals, and coal are all extracted using open pit methods. Typical examples are provided in Chapter 14.1.

At mine sites, the operational and required storage volumes of solution and water storage ponds and reservoirs are usually calculated based upon a water-balance approach. Many climatological variables including precipitation, air temperature, solar radiation, pan evaporation and relative humidity along with operating parameters, are used in the water-balance model. The water-balance model often seeks to find a “critical period” of wet or dry climatological sequences which result in a “maximum” pond storage volume or water demand. The problem with this approach is that the designer usually does not know when the project will come on line in relation to the historical record. To avoid this pitfall, we use a more robust approach. In the more robust method, the water-balance calculations begin in each year of the historic climatological record. This method results in the same number of water-balance runs (or realizations) as the number of years of climatological record. Results of this type of analysis guarantee that the critical period or maximum required pond volume will be found if it is assumed that the historical climatological record repeats itself or if a synthetic time series is used. In addition, this method permits calculation of the likelihood (probability) that a given pond volume will be equaled or exceeded in any given month of the operational life of the facility. In this paper, the results of the sizing of a heap leach pad solution pond are presented along with the probabilities of a given solution pond size being equaled or exceeded based on the robust water-balance approach.

The residues produced during the incineration of leather scraps contain significant amount of chromium which can be recovered and reused in the tanning industry. The objective of this study is to develop a cost effective method for chromium recovery from leather ashes produced during the incineration of leather scraps using a fluidized bed incinerator. The entire process investigated involves fusion of leather ash with sodium carbonate in air to oxidise chromium to sodium chromate, leaching with distilled water to dissolve chromates, and chromium reduction from the hexavalent to trivalent state by sodium thiosulphate solution. The main factors affecting chromium extraction, such as temperature, reaction time, and sodium carbonate to leather ash ratio, were investigated. Based on the results obtained, almost 100% Cr extraction can be obtained at 700°C fusion temperature, sodium carbonate to ash weight ratio equal to 3 and retention time longer than 50 min.

Saudi Arabia’s mineral potential offers development target that compliment the national effort to diversify the income of this oil and gas economic based nation. Ma’aden, a joint stock company with paid-up capital of US$1 billion, has from its inception in 1997, actively developed in-house engineering and management skills to transform the Arabian shield’s mineral potential into such real projects. Gold mine operating facilities of 100,000 oz/yr underground and 50,000 oz/yr open pit are de-scribed, as well as 3 targets, two of which are underdevelopment; Al Hajar (3,000 tpd at 2.5 gpt Au)and Al Amar (5,000 tpd at 20 gpt Au). Emphasis is also on exploitation of phosphate rock and down-stream fertilizer products, based on the Kingdom’s107,000 sq. km. northern basin geological reserve. Al Jalamid, the prime target, represents 216 million tonnes of these P2O5 reserves. Saudis and expatriates, together, lead international engineering companies and contractors operating and developing these facilities.

Environmental conflict management approaches and procedures have been used to successfully address and resolve a variety of issues, problems, and conflicts related to the extraction of natural resources. Companies in the mining industry have been involved in a range of controversies over planning, siting, permitting, environmental, and enforcement issues. Through the use of conflict resolution case studies, this paper will present approaches and procedures that can help companies and other involved parties to successfully manage and resolve differences in a mutually acceptable manner.

Chemical grouting has been successfully used for over forty years to control the movement of groundwater in a wide variety of applications including tunnels, subway systems, sanitary sewers, mines and construction projects. This paper illustrates the versatility of chemical grouts by reviewing three projects where chemical grout was utilized to address some very difficult water control challenges. The featured product is acrylamide which can be used alone or in conjunction with other types of grout such as cementitious products. Acrylamide grout is injected as a two component product that will react and form an impermeable gel when the components combine. There are notable differences between the acrylamide based products and cementitious products. The most notable and significant difference is that acrylamide is a true solution grout that contains no particulates and has a viscosity of 1-2cps. This feature enables the acrylamide grout to penetrate very small geological features that other grouts could not penetrate and to seal small cracks and fissures where groundwater seepage is occurring. The product also has an adjustable gel set time from a few seconds to several hours which enables the operator to determine the product travel before it forms a gel. When properly applied the product has a half-life in the soil of 362 years (per testing by the US Department of Energy).

A statistically designed pot grate- kiln test program was conducted to determine the agglomeration process variables necessary for increasing the low temperature disintegration resistance (LTD) and reducibility (R40) of magnetite-based Empire acid pellets. The ASTM tumble index and compression strength were to be maintained at an acceptable level. Six process variables, bentonite addition level, preheat time and temperature, firing time and temperature, and cooling rate, were investigated within the constraints of the Empire plant. The bentonite addition level and firing temperature had the largest effect on pellet properties. The results of this program were verified during a pl ant trial. The target firing temperature at the Empire Plant has been decreased for increasing the LTD and R40 of commercially produced Empire pellets

Common clay is a natural, fine-grained material composed of hydrous aluminum silicates. Shale is a laminated sedimentary rock that is formed by the consolidation of clay, mud or silt. Production About 160 companies produced common clay and shale in 41 states. In states not reporting production, common clay and shale probably was mined and sold for construction applications by companies not participating in the U.S. Geological Survey’s canvass of producers.

Acid ferric sulfate solution has been used for heap and dump leaching of low-grade chalcopyrite ores and is being considered as a possible lixiviant for the hydrometallurgical processing of copper sulfide concentrates. For many years, researchers have attempted to explain the leaching behavior of chalcopyrite, since the reaction rate kinetics are extremely slow and seem to be significantly influenced by the nature of the reaction product. A summary of conclusions drawn from reported literature on chalcopyrite leaching is found in the paper by Munoz, Miller, and Wadsworth(1) and more recently by Dutrizac.(2) Lowe(3) and Jones and Peters (4) attributed rate control to a surface reaction. Linge,(5) Dutrizac,(6) Bauer,(7) and researchers at the University of Utah(1,8) reported that the reaction rate is limited by transport in the chalcopyrite lattice or through the elemental sulfur reaction product layer. Munoz et al.(1) presented a model, derived from the Wagner theory of oxidation, which is based on the formation of a protective sulfur layer with rate control by electron transport through the insulating sulfur layer. Competition among OEM and aftermarket vendors increases dramatically each year as a result of mergers and acquisitions, and especially technology advancements in the mining industry. Adding value to mine operations by delivering technical value and differentiation is becoming more subtle and more difficult to accomplish. Because of this, identifying and protecting intellectual property has become more important to the product development, engineering and marketing/sales continuum than it had been in the past. How companies protect intellectual property and determine the value of those assets is critical to the sustainability and differentiation of technology providers in the mining industry.

Barrick Goldstrike Mines, Inc. Betze-Post open pit operations, located in northeastern Nevada, have experienced slope instability attributed to the presence of generally weak rock mass conditions, local adverse structural geology and perched groundwater. Ground movements are monitored with acombination of optical survey, extensometers, inclinometers, and time domain reflectometry (TDR).The slope monitoring system at Goldstrike includes two robotics theodolites, which provide real-time coverage for all highwall areas. Survey instruments are housed in specially designed climate controlled shelters in locations where all slopes can be observed. A “remote” computer housed with each theodolite collects data. The “base” computer, located in the mine offices, is used to access data from the remote computers via radio modem.

Thallium is not significantly removed from mining influenced water (MIW) through conventional treatment in hydroxide precipitation plants. We experimentally investigated modifications to hydroxide precipitation schemes to concurrently remove thallium. Our goal was to determine cost effective and efficient hydroxide precipitation process modifications for thallium removal. Strategies for removal targeted multiple mechanisms including sorption, co-precipitation and/or oxidation of monovalent thallium. Modifications were tested in batch and included oxidant evaluation and the role of manganese. Removal of thallium was enhanced by the addition of permanganate as well as oxygen by aeration. In addition, contact with retained solids and the initial manganese concentration played an important role in the extent of thallium removal observed. This paper reports on our findings and discusses the implications in the removal of thallium with minor modifications to the hydroxide precipitation process.

The National Coal Resource Assessment – 2000 project was a multi-year effort by the U.S. Geological Survey to identify, characterize, and assess the coal resources that will supply a major part of the Nation’s energy needs during the 21st century. The purpose of the USGS National Coal Resource Assessment (NCRA) was to (1) digitally assess selected coal beds and zones that will be the most important in the next few decades, (2) create publically available stratigraphic, geochemical, and geographic information system (GIS) databases to answer a variety of questions of importance to government, industry and public decision makers, and (3) provide interpretive geologic and geochemical information for the primary coal resources of the Nation. Five priority regions were assessed: the Appalachian Basin, Illinois Basin, Gulf Coast, Illinois Basin, and Northern Rocky Mountains and Great Plains. The NCRA was a cooperative effort between the USGS and a number of State geological surveys in these coal-bearing regions. A study of coal resources on Federal lands was also conducted. Adequate energy supplies and the efficient use of those supplies are critical to the economic well being of a country. Affordable and reliable coal supplies are essential to the interests of our national and local policymakers. Policy makers require a range of information on the energy supply, as well as the economic and environmental issues associated with that energy source and its use. Formulation of an effective national energy policy and development of energy resources requires that we understand the geology, distribution, quality, and size of the national energy endowment.

On April 30, 2003, representatives of the Society for Mining, Metallurgy and Exploration, Inc.(SME) met with the staff of the Division of Corporation Finance of the U.S. Securities and Exchange Commission (SEC). The meeting was held to discuss issues related to the estimation and publication of mineral resources and ore reserves. It took place in the Washington, D.C. offices of the SEC. SEC staff members included Roger Schwall, assistant director, Division of Corporation Finance; Jill Davis, senior accountant; Roger Baer, senior mining engineer; Carl Chavez, chief mining engineer; Ron Winfrey, senior petroleum engineer; and John Murphy, senior petroleum engineer. SME committee members included JM Rendu, independent consultant and chairman of the SME Committee on Resources and Reserves; Ian Douglas, manager of deposit modeling and reserve estimation with Newmont Mining; Art Graham, director and mining engineer with Deutsche Bank Trust Company Americas; Larry Smith, chief geologist with AMEC Mining and Metals Consulting; and George MacDonald, vice president of exploration with Freeport-McMoRan Copper and Gold.

Due to safety-imposed constraints on clearances for mobile bulk handling equipment, it is necessary to optimally select a unit based on speed and size. The unit cannot be both large and fast. Since output is proportional to both size (or capacity) and speed, the combination must be carefully examined to maximize output. A simple graphical procedure and a calculus-based solution are presented to accomplish this. While the procedure applies to all mobile bulk handlers, as an example of the solution technique, attention is focused on shuttle cars. Background Major variables To fully define a bulk handling problem, the conditions, equipment, and activities must be characterized. The conditions and activities, when lumped together, are termed "encumbered space," since they "act to impede motion, as with a burden" (Lineberry, 1979). The insertion of mobile bulk handling equipment into what is already a difficult set of conditions and activities compounds the state of encumbrance, as limited space is competed for by many normal and life support systems. Long (1972) recognized the effects of design criteria, including road width, on haulage vehicle speed and, therefore, on production. Velocity -clearance curves Velocity-clearance curves are either available or can be constructed in the field. A preliminary set of curves for average conditions and activities is shown in Fig. 1, where clearances are only for the side of the vehicle (Lineberry and Adler, 1984). These curves set the safe speed limits for a vehicle operating at given clearances, under given conditions and activities. When feasible, velocity-clearance curves should be constructed through field measurement and observation. Curve construction should also consider haulway roughness, distances, and operator skill, as well as loading and dumping characteristics. It should be noted that haulage capacity determination is a total systems problem, not one just dependent on velocity and clearances. Production requirements and company capabilities also influence capacity determination.

Introduction During the last decade, the metallic minerals segment of the industry could be categorized as a "feast-or-famine" business. It is no secret that metallic minerals are cyclical. Employment opportunities greatly depend on the supply and demand for its mineral products. It is also not unusual for there to be a lag between the industry's manpower requirements and academia's ability to produce new graduates. Due to this lag, there will be years with manpower shortages, as in the mid-1970s. At other times, supply will exceed demand. The question is where will the jobs be in the years to come? This presentation will review reasons why employment opportunities have declined within the metallic minerals industry. It will also predict future demand for mineral engineering graduates. And it will outline strategies for obtaining an employment offer. Historical Review - Employment From 1977 through 1983, about 75% of all metal mining employees were directly engaged in production activities, down from 83% in 1965. This decline reflects increased use of labor saving equipment, and more government regulation and foreign competition. Metal mining's employment decreased from 74,000 jobs in 1982 to fewer than 68,000 in 1983 - an 8% decline. The overall industry is having these problems because of the general downturn in the economy. For example, at the beginning of this decade, US automobile and steel industries were in trouble. Interest rates were too high and volatile. This adversely affected construction, housing starts, and manufacturing. All these industries, being large users of base metals, drastically affected the metals industry. US copper companies are still having problems. Reports indicate that many copper employers have cut production, laid-off workers, and permanently closed mines, refineries, and smelters. A decline in the demand for US produced metal products, such as copper, obviously affects some mineral engineering employment opportunities. Other factors to consider when looking at employment opportunities and why it has become difficult for US metal producers to compete in the world market include: • The grades of ore bodies of many US minerals are considerably lower than the grades of ores being mined elsewhere in the world. • The grades of ore bodies currently being mined in the US are steadily declining. • Foreign producers are largely government controlled and are not necessarily subject to the realities of supply and demand. • US environmental regulations have considerably added to production costs. Foreign producers in most countries do not have to worry about these additional costs. • US mines are getting deeper. This adds to the cost of production because of the increasing distance the ore has to be transported. • Plants and equipment are outdated. Many companies find themselves operating with equipment and plants that need modernizing or replacing. This obviously hinders competitive productivity. • Labor and management have had problems. Work stoppages in certain mining businesses and high wage and benefit costs in relation to foreign producers place US producers at a disadvantage. • Much land is unavailable. The US government owns most of the land considered to have the best potential for minerals development. Most of this land is unavailable for mining or exploration. Therefore, it appears that finding employment with a company whose primary business is mining and processing most metals, such as copper, in the US will be quite restricted and competitive. Future Demand It is difficult to anticipate what key employment opportunities within the next few years will be available to mineral engineering graduates. The Engineering Manpower Commission estimated that US engineering schools awarded 72,471 undergraduate degrees in 1983 vs. 66,990 in 1982. This was the eighth consecutive year in which the number of baccalaureates awarded has increased. On a brighter note, the US government's Occupational Outlook Quarterly stated that the growth rate through 1995 for all engineers is an encouraging 49% over present levels. Stillwater Mining Company’s, Nye Operation has been producing PGM concentrate since 1987.Several expansions have allowed for increasing capacity from the initial rate of 500 tons per day, to its present capacity of 3,000 tons per day. The expansions were performed with minimal impact upon production and maximum utilization of the existing equipment. The latest expansion incorporates a 6’ X 18’ SAG mill, 13’ X 20’ Ball mill, pebble crusher, rougher flotation cells, 1250 Hp tertiary grinding mill, middling and scavenger flotation cells, and cleaner column flotation cells. This paper will describe the concentrator flow sheet, and controls for improved concentrator performance.

Despite a present, short-term economic recession, a remarkable enthusiasm exists in Hong Kong for building infrastructure including major tunnel projects. This paper provides details of current and recent bored tunnel works together with an insight into the impressive list of future underground projects planned by the MTRC,KCRC, Highways Department and Drainage Services Department for the next decade. Risks for each of these works including pipejacking, mixed face and rock tunnelling generally in Hong Kong are also identified. From this is evident that the scale and difficulty of such works continues to increase, requiring the use of more sophisticated methods of construction, the need for better methods of assessing and managing risks and for Government to utilize improved, more equitable Conditions of Contract for such major tunnelling projects.

An ore zoning technique developed by Climax geologists during the past forty years has been used to contour drill-hole assay values on cross-sections for fourteen porphyry molybdenum deposits in western North America, including the Climax and Henderson orebodies. Detailed geological studies of these large, complex deposits are essential in determining ore controls, which are the factors most critical to the zoning of MoS2 assays and to conceptualizing geologic models. The technique provides a detailed representation of the size, shape, grade distribution, and geologic continuity of the individual deposits. It demands a disciplined approach and adheres to rigorous rules while maintaining flexibility for adaptation to widely varying geologic conditions. By defining the limits that guide and control manual, computer-assisted conventional, and geostatistical reserve estimates, it exerts a strong geologic influence on the estimation process. A combination of ore zoning and geostatistical analysis of molybdenum deposits produces a significantly more accurate, precise, and defendable geologic reserve estimate than other methods.
