Many appraisers/valuers believe that the only valuation method available within the Cost Approach category for Real Property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves, and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties.

The WMC Olympic Dam Operation in South Australia is an integrated site, involving brown fields exploration through to production of copper cathode, uranium oxide, gold and silver bullion. The Geology and Analytical Services (GAS) Department reflects this totality and, therefore, is perhaps a unique construct in the industry. It comprises Geology, the Metallurgical Laboratory and the Analytical Laboratory, offering a single point of contact in matters of metal discovery and tracking through mine design, production, beneficiation and final product certification. This structure promotes value adding by removing traditional barriers between groups that can deliver more, collectively, than as individual units. This approach to value adding by bringing disparate groups together is echoed in each of the three sections where enhancements in the traditional value adding activities have been delivered by multi-skilling and encouraging overlapping involvement.

Currently, there are several techniques and technologies available which are used by mining industry in its attempts to remotely monitor the ground movements both at surface and underground mines. The currently available remote distance meters and distance change monitors mainly use phase change and time-of-flight techniques. The described monitor uses triangulation technique to track position of an optical spot projection and then image processing to measure mine wall movements. The system can be easily automated and poses no obstruction to mine traffic. The position of an off-normal laser spot will shift as the target wall moves. The described ground movement monitoring system has potential for superior accuracy and target monitoring can be made through air (gaseous) or other transparent media. The theoretical accuracy and range of this system depends solely on the resolution and focal length of the camera being used. The remote capabilities of the system make it uniquely suited to applications where monitoring is required in high-traffic, inaccessible, or unstable and dangerous areas of a mine.

Ground engaging tools are used to prevent damage to the main components of earth-moving equipment. These tools consist of everything from shovel teeth to replaceable drill bits to dozer wear plates. The costs of these ?consumable? items are increasing with the costs of raw materials. This project developed a tool to be used by Newmont Mining Corporation to predict the consumption of excavator teeth. This paper presents the results of a Montana Tech research project in which an equation was developed to predict excavator teeth consumption based on production rates and rock properties.

Pre-combustion coal cleaning and post-combustion flue gas desulfurization (FGD) using lime or limestone are the primary methods employed to reduce sulfur dioxide (SO2) emission from coal combustion. These processes generate voluminous pyrite and gypsum solid wastes that are usually landfilled, occupying thousands of acres of land and creating serious land and water pollution problems due to the release of acids and toxic substances. An integrated process has been developed for the combined utilization of gypsum and pyrite wastes by converting them into useful products including lime, sulfur, and direct reduced iron (DRI). The process includes four major steps. The first step is to concentrate pyrite from coal preparation tailings using flotation or gravity separation. The second is the thermal decomposition of pyrite into pyrrhotite and sulfur. This is followed by the reduction of pyrrhotite with carbon in the presence of lime to produce iron and calcium sulfide. The fourth step involves the reaction of calcium sulfide with gypsum to produce lime. The chemical reactions involved in the process were studied using thermogravimetric analysis (TGA) and X-ray diffraction (XRD)techniques. Process variables studied included reaction temperature, time, reactant composition, and purity of reactants.

The Blair Athol Coal Mine (BAC) is a large open cut operation in the Bowen Basin of Queensland, Australia. Current mine capacity is about 11 million tonnes per annum(Mtpa) of export coal. On-line analysis at BAC consists of two Coalscan 9500s installed directly on the output of the crusher plant and immediately before the product stockpiles, while a third Coalscan 9500 is installed on the transfer conveyor feeding the train loading bin. The two product Coalscans have a dual purpose. The first is to provide real time coal quality data directly back to the mining operations. The second is that of modeling the product stockpile with accurate on-line information. This modeling enables both production and coal quality personnel to accurately examine the coal quality of each stockpile with a degree of resolution which previously had never been achieved.

Among the methods of mineral processing, gravity concentration methods are, probably, those which have lower costs, higher capacities and lower operational complexity. In order to be really effective, these methods require a feed size distribution in which the particles are liberated. Further, there must be a significant difference (usually higher than 1-1.5) among the real densities of the particles. However, in most cases, the traditional gravity concentrators (jigs, shaking tables, spirals and dense medium hydrocyclones) lose efficiency (sharpness of cut and recovery) when the mean diameter of particles are lower than 0.05mm and the difference among densities are smaller than 1. Most gravity concentrators developed in the last 20 years are based on the use of centrifugal forces that create large "apparent gravitational gradient" seeking to overcome the limitations of particles size distribution. This paper presents the experience of the CVRD Research Center in evaluation and development of new process based on using this new generation of gravity concentrators.

Although salmonid fishes (including Pacific salmon and trout) have only intermediate sensitivity to copper (Cu) for traditional toxicity endpoints (survival, growth, and reproduction) and thus do not ?drive? the freshwater Cu criteria (e.g., see species-sensitivity ranking in US EPA 2007), Cu concentrations as low as 1 to 2 µg/L have been reported to impair olfaction (the sense of smell) in salmonids in laboratory experiments using dilute fresh water (see references in Meyer and Adams 2010 and DeForest et al. 2011). Olfaction is crucial to predator avoidance, recognition of kin, and reproductive synchronization (Baldwin et al. 2003); and Cu is of general ecotoxicological concern because it can be present in acid/mine rock drainage, industrial and municipal effluents, agricultural runoff, and urban stormwater runoff (Meyer et al. 2007). Therefore, there is public concern that the current regulation of Cu in surface waters is not stringent enough to protect salmonid fishes against olfactory impairment (e.g., OSU 2007; Pearson 2007). Because the toxicity of metals to aquatic organisms is a function of water chemistry [e.g., acute toxicity of Cu generally decreases as pH, water hardness (Ca2+ + Mg2+), alkalinity, and dissolved organic carbon (DOC) concentrations increase; Meyer et al. 2007], hardness-based freshwater criteria for metals are lower at lower water hardness. The recently-developed biotic ligand model (BLM) explicitly takes into account all four of those water chemistry parameters and the concentrations of other major inorganic cations (Na+, K+) and anions (Cl-, SO42-) to predict the acute toxicity of cationic metals (e.g., Ag, Cd, Cu, Ni, Pb, Zn) to aquatic organisms; and the BLM has been adopted by the U.S. Environmental Protection Agency (US EPA) to calculate acute and chronic national freshwater criteria for Cu (US EPA 2007). Consistent with observations of Cu toxicity to aquatic organisms, BLM-based Cu criteria generally are lower at lower pH, water hardness, alkalinity, and DOC concentrations. Therefore, although threshold concentrations for olfactory impairment by Cu can be low in dilute fresh waters, the corresponding hardness-based and BLM-based Cu criteria for the same waters also tend to be low. This leads to a logical question: Are Cu criteria already protective against impairment of olfaction in salmonid fishes, thus obviating the need to decrease those criteria even lower to protect against adverse effects to this physiological/ecotoxicological endpoint? Herein, we demonstrate that in all studies conducted to date, the US EPA?s BLM-based freshwater Cu criteria would have been protective against olfactory impairment in salmonid fishes, but the US EPA?s hardness-based criteria would not always have been protective. This distinction is important because all 50 States in the USA still use hardness-based Cu criteria in their water quality standards, and only some of the States allow use of the BLM to calculate site-specific Cu criteria. Additionally, in the absence of empirical results for calibration of a saltwater Cu-olfactory model, we demonstrate that a proposed unified freshwater-saltwater Cu-olfactory BLM predicts the US EPA?s current saltwater Cu criteria would be protective against olfactory impairment caused by Cu in sea water.

Safety departments have traditionally been held responsible for the safety performance of their division or company. This approach leads to a lack of ownership of safety issues by the larger organization. An alternative paradigm is significantly more effective: the members of the work force (managers as well as workers) are fully responsible and accountable for safe production. The safety department is not extinct, however. Its role has changed, to focus on training, litigation, and external relationships such as community relations. This approach was implemented at BHP Copper's Superior mine and mill in Arizona. By obtaining the genuine commitment of the work force to accident-free production, the mill's MSHA incident rate immediately dropped from 7.4 to zero. The mill also ran one year with no MSHA citations. When this philosophy was implemented at the divisional level, the division's incident rate decreased from 9.5 to 1.1,an 88-percent reduction in six months.

A continuous pilot-scale test of the GranuFlow Process was conducted using a screen- bowl centrifuge for the dewatering and reconstitution of column flotation concentrate at a coal preparation plant in Virginia. In this test, a slipstream of the fine-clean-coal slurry from the column flotation concentrate was treated with a bitumen emulsion before dewatering. The treated products from the screen-bowl centrifuge appeared to be dry and in a free-flowing granular form, while the untreated products were wet, sticky, and difficult to handle. Specifically, test results indicated that the average moisture contents of the dewatered coal were 35.7, 35.5, 32.6, 29.9, and 26.5 wt% with Orimulsion additions of 0,0.7,3.2,4.8, and 6.4 wt%, respectively. The handleability and dust reduction of the dewatered coal product were also vastly improved.

Estimating the residual metal inventory of large heap leaching operations is desirable for many reasons. Several methods have been tried with limited success. Drilling data from the Valley Leach Facility at AngloGold Ashanti's Cripple Creek and Victor Gold Mine has been used to develop a robust inventory estimation technique. The technique is presented along with discussion of the particular inventory components and evaluation methodologies.

A 9-meter-long drift was constructed in the unsaturated-fractured tuff at Yucca Mountain to evaluate the potential for water seeping into an underground opening. Forty seepage tests were performed by releasing a finite volume of water at a constant rate into short test intervals located in boreholes positioned above the drift. The seepage threshold flux, defined as the liquid-release flux at and below which water will not drip into the opening, was determined for 10 test intervals. The seepage data, observations, and model results indicate that a seepage threshold exists because a capillary barrier diverts water around the opening.

Many investigators measured surface forces between hydrophobic macroscopic surfaces using atomic force microscope (AFM). Some investigators observed long-range attractions and attributed them to the presence of hydrophobic forces, while others suggested that they are artifacts of the nano-bubbles and cavities associated with the hydrophobic surfaces. Still others suggested that the long-range attractions are due to the electrostatic interactions between charged patches present on opposing surfaces and hence are unrelated to surface hydrophobicity. In the present work, we have measured long-range attractions between gold- (or silver-) coated surfaces hydrophobized in potassium ethyl xanthate (KEX) solutions at pH 9.2 under controlled potential conditions. The results of our AFM force measurements are consistent with those of the contact angle and voltammetry experiments, indicating that the long-range attractions are hydrophobic forces.

Silver ore was discovered at Aspen in 1879, but the district did not reach full production until 1888 after lawsuits were settled and railroads furnished less expensive transportation to the outside world. The boom years were 1888-92; production declined thereafter. From the middle 1920's until 1950, the Midnight mine in the Richmond Hill district furnished most of the output in the Aspen quadrangle. Since 1950, little mining has been done at Aspen. The metals produced were silver, lead and zinc. Native silver dissolved from the sulfide ores was redeposited by waters circulating as deep as 300 m below the land surface, resulting in great secondary enrichment of many of the deposits. Over 100 million ounces of silver were produced in the Aspen quadrangle. Low-grade lead-zinc deposits remain between the old workings locally, and data available suggest that primary ore below levels mined is also of low grade. The ore occurs in the Mississippian Leadville Limestone and the lower part of the Pennsylvanian Belden Formation in sites that were made favorable for deposition by a number of stratigraphic and structural factors.

Technical innovation in electrical and electronic equipment with new functions and design, stimulate consumer?s purchasing desire towards the latest equipments and this leads the rapid increase in the production of increased amount of waste materials Treason et al (2006) have reviewed the data on electronic waste generation in different parts of the world. Studies by Bertram et al (2002) have also affirmed that waste electrical and electronic components are the fastest growing waste category; this emphasizes the need for efficient recycling strategies. Recycling of electronic waste is an important subject not only from the point of waste treatment but also from the recovery aspect of valuable materials. However, recycling of electronic scrap is still quite limited due to the heterogeneity of the materials present in the products (Veit et al. 2005). A bioleaching based process offers a number of advantages compared to the conventional pyro or hydrometallurgical methods (Lee et al. 2007; Lee and Pandey, 2012). The advantages include simple, inexpensive (in some cases) and eco-friendly approach besides, generation of less active leach residue then other metallurgical processes. Though, biohydrometallurgical process has been successfully applied for the leaching of metals from ores (Olson et al. 2003; Rawling 2000), data pertaining to its application for the extraction of electronic scrap is still scanty. Recently, a few studies have been undertaken for extraction of metals from electronic scrap/printed circuit boards (Brandl et al. 2001; Faramarzi et al. 2004; Choi et al. 2004, Ilyas et al. 2007; Ilyas et al. 2010). These studies were conducted with mesophilic chemolithotrophic (Acidithiobacillus ferooxidans and Acidithiobacillus thiooxidans) or cyanogenic bacteria (Chromobacterium violaceum) or moderate thermophilic bacteria (Sulfobacillus thermosulfidooxidans). However, compared to bacterial leaching, fungal leaching has the following advantages: (i) ability to grow under higher pH, and thus is more suitable in bioleaching of alkaline solid waste (ii) a generally faster leaching process with shorter lag phase (iii) Chelation of excreted metabolites (e.g. organic acids) with metal ion, thus reduce its toxicity to the biomass (Burgstaller et al. 1993; Aung and Ting 2005). Contributions made by mining have played a much more significant role in the development of civilization than is generally conceded by historians or recognized by ordinary citizens. In modern society, mined products pervade all industry and the lives of all civilized people. Early man relied largely on stone and ceramics, and eventually metals, to fashion tools and weapons. Civilization was advanced by discoveries such as abundant supplies of high-quality flint in northern France and southern England and firesetting to break rock. Middle Eastern cultures flourished not only because of agriculture and trade, but also because of mineral-rich deposits nearby. The earliest miners date back perhaps to 300,000 BC; their quest was for nonmetallic minerals (chert, flint, obsidian) suitable for utensils and eventually for weapons. Other rocks and minerals (ceramics, clay, salt, meteoric iron) attracted the miners for jewelry, cosmetics, construction materials, food seasoning, and coinage. At first, their excavations were confined to the surface, either pits or placers. But by about 40,000 BC, mine workings had been extended underground as short adits or shafts, and by 8000 BC as elaborate interconnected openings 300 ft (90 m) in depth. The results of unpublished investigations into surface subsidence from coal mining in the Northern Appalachian Coalfield are summarized. These investigations were carried out by various coal companies and the State of Pennsylvania in the sixties and seventies. Subsidence data were collected and analyzed from 10 room-and-pillar panels in 5 mines in the Pittsburgh coal seam. Results show that angle of draw ranges from 26° to 33° and subsidence factor from 0.42 to 0.72; surface heating generally occurs beyond the edges of the panel, the amount and extent of which vary; waviness occurs in the subsidence profile if a substantial number of pillar stumps are left in irregular patterns; interpanel effect is significant; time-dependent subsidence exists, but varies for different panels; and surface slope does not seem to affect the amount of subsidence.
