The general standard of engineering in South Africa will, it is believed, reach new heights after the establishment of the S.A. Council for Professional Engineers (SACPE) in February, 1969. The Council is being created to establish standards for professional engineers in this country and ensure that the quality of engineering is maintained at a high level. In terms of the Act of Parliament under which the new Council will operate, all consulting engineers will have to be registered if they wish to remain in private practice. While engineers who are not in private practice cannot be compelled to register, it will be in their interests to do so, according to a statement issued by Mr M. R. Gericke, chairman of a Shadow Council which is at present preparing for registration and drafting the requirements for registration. Registration is seen as an important move towards maintaining the quality of engineering in South Africa. Engineers will be encouraged to strive for professional status by gaining the necessary qualifications and the varied range of experience required by the Council before registration. All work done by registered professional engineers will have to conform to certain minimum standards. A spokesman for the Council has urged all engineers to ensure that they apply for registration when the Act comes into force in February. The Council is also anxious to gain the co-operation of employers in ensuring that the holders of professional engineering posts will be registered. Full information regarding registration will be sent to engineers throughout South Africa early this year, and announcements will appear in the press.

An evaluation was made of the wear and performance characteristics of liter bars, and the cost-life effectiveness of backing materials for rotary-mil liners. In a large run-of-mine mil in which the liter bars were mounted on grid liners of austenitic manganese steel (AMS), the liners had an average life that was five to six times that of equivalent unprotected liners. For a single mil, this is equivalent to annual savings in the cost of materials of up to R320 000, and to a downtime of 100 hours. Of the five materials tested in a large pebble mil grinding quartzitic ore, AMS grids and 'white iron' blocks performed best on a cost-life basis, with possibly improved performance from a real white cast iron. (The 'white iron' was shown by microstructural analysis to contain flake raphite and pearlite, being in reality a grey cast iron.) The high-chromium white iron had by far the longest predicted life, with mild steel a surprising second. Rubber was shown to last well in this type of mil. The wear rates of liners change during their lifetimes. The protective effect of liter bars was clearly illustrated by the reduction of over 40 per cent in the wear rates of the liners when the lifter bars were renewed to a height of 80 mm from a fully worn height of 35 mm.

Occupational illnesses and diseases tend to be chronic and are generally characterized by temporary or permanent physical dysfunction. With the exception of some symptoms, they are not generally visible. Therefore, safety overrides health in mining because occupational ailments take years to develop and management observes less physical trauma, if they witness anything at all. Occupational health issues need to be addressed systematically, encompassing all aspects of the interaction of employees within the work environment. Risk assessment is central to the management of occupational health. This should not be seen as a complex process and may involve little more than simply considering the consequences of one?s actions before starting work. Competent risk assessment provides the starting point and defines the scope of further action. The objectives and final use of an occupational health risk assessment determine the process and the method by which it is carried out. The occupational health risk assessment is therefore a systematic procedure to identify potential health hazards, evaluate the extent of exposure subjectively and/or objectively, and to establish the need for, and effectiveness of existing control measures. Furthermore, it facilitates the drafting of occupational exposure monitoring, medical surveillance and occupational health education programmes. Various models for conducting occupational health risk assessment provide step-by-step guidance for the identification and assessment of significant occupational health hazards and assist in producing suitable and significant occupational health risk assessments. The paper gives an overview of an occupational health risk assessment model based on the basic principles of occupational health and the legislative requirements, which will simplify the occupational health risk assessment process and ensure a sound base for the development of all other occupational health systems.

Weld pool metallurgy A high level of current interest in welding characteristics and behaviour and in the properties of welds was amply demonstrated by the large attendance at The Welding Institute's 1978 Conference on 'Trends in Steels and Consumables for Welding' and by the overwhelming number of papers offered for the International Conference on 'Arc Physics and Weld Pool Behaviour' in May 1979. Mine ventilation The First International Mine Ventilation Congress was held in September, 1975, in Johannesburg, South Africa, at the University of the Witwatersrand. It was organized by the Mine Ventilation Society of South Africa. The organization and mechanized colliery management of a large by G. C. THOMPSON, B.Sc. (Min. Eng.) (Witwatersrand), M.B.L. (Member), and P. G. HENDERSON, B.Sc. (Min. Eng.) (Pretoria), M.B.A. (Member). Usutu Collieries Limited, at present the largest single producer of coal in South Africa, supplies Cam den power station. and produces 435 000 tonnes per month by conventional mechanized methods from bord-and-pillar workings in three mines. The thickness of the seams averages 2 metres, and the depth below surface varies from 15 to 150 metres. Each mine depends to a different extent on certain common facilities and services. Two of the mines are located on the same coalfield, and their rationalization would possibly be advantageous. Production policy is one of productivity with flexibility. The double-loader system is widely used, and one section at each mine is worked on single shift. Pillar extraction is practised where possible. In addition to lubrication and inspections, planned maintenance of mining equipment consists of sub-assembly replacements and overhauls. Conveyor and tractor/trailer transport is used underground. but trolley-wire locomotive haulage is being considered. The organization is such that co-ordination is relatively difficult, and certain changes could possibly improve the functioning of the engineering and mining departments. Technical and management training is carried out. Long-term planning will make use of a computer programme and will involve the investigation of other mining methods. Five-year and twelve-month plans are prepared, the planning of coal quality being based on the view that the mine and the power station together constitute a system. Control information systems make use of a remote computer terminal located at the mine. An improved integrated system is being investigated.

The rate of reaction between different carbonaceous reducing agents and silicon monoxide gas was studied by the use of a technique developed in Norway by Tuset and Raaness. Argon carrier gas was used to pass a known fixed concentration of silicon monoxide gas through an I1 cm3 sample of precalcined reducing agent at 1650°c. Silicon monoxide gas was generated by the heating of a mixture of silica and silicon carbide, and the progress of the reaction was followed by monitoring the carbon monoxide in the off-gas with an infrared spectrometer. The reactivity of silicon monoxide gas towards a number of carbonaceous reducing agents (charcoal, Iscor coke, Lurgi char, and petroleum coke) was shown to be similar to results obtained with the carbon dioxide reactivity test. The silicon monoxide reactivity test was able to indicate the extent to which fines were generated when the reducing agent was converted to silicon carbide. Of the reducing agents studied, Lurgi char appeared to be the most suitable for the production of ferrosilicon because it has a high reactivity towards silicon monoxide gas and high strength when converted to silicon carbide. So that industry could be given some indication of the suitability of certain reducing agents for the production of ferrosilicon and silicon metal, a reactivity scale similar to that of Tuset and Raaness was constructed that compares the volume of silicon monoxide gas required by a reducing agent to reach a carbon monoxide content of 10 per cent in the off-gas during the conversion of the reducing agent to silicon carbide. This scale assists in the selection of those reducing agents that require less silicon monoxide gas for conversion to silicon carbide, and that give savings in material and power costs because less silicon monoxide gas need be generated in the furnace.

The importance of the minerals industry in the economy of the country is discussed, and the tremendous changes that have taken place over the past two decades, including the widespread application of computers and the use of mechanization, are outlined. A discussion of the future of the minerals industry points out that, with the rise in the price of gold, the life of the gold-mining industry can be expected to extend beyond that previously predicted, and that the demand for uranium, which has been depressed, is uncertain. As a result of the oil crisis, the demand for coal has increased and large expansion programmes are planned. These involve coal exports and the use of coal for the generation of electric power, for the production of liquid fuels, and for the smelting of metals. Technical challenges face engineers in every avenue of the minerals industry: in deep gold mines, underground coal mines, strip coal mines, and open-pit mines. Studies indicate that only one-third of the demand for trained mining and metallurgical engineers is being met and that the position is worsening. However, there are indications that the industry is succeeding in attracting more engineering students, and the supply is expected to improve. These efforts should be co-ordinated, expanded, and intensified. There is a need to ensure that sufficient teaching staff of the right calibre and experience are attracted to universities and technikons. The first degree course is comprehensive and basic, and specialization through post-graduate study should be encouraged. The influence of national service on the education and training of engineers is discussed.

In any mining enterprise, the extraction of the ore from the orebody is of vital importance. This activity is stoping. The gold mines of the Witwatersrand and its extensions in the Klerksdorp, Welkom, and Evander areas form the most extensive goldfield in the world. This address reviews stoping technology and improvements in this technology since the end of the Second World War. Although the reefs that make up the Witwatersrand orebody are uniquely extensive, they are not suited to mechanized mining. This is due to a number of factors such as the depth of the orebody, its narrowness, and the hardness and abrasiveness of the quartzite forming the orebody. The most notable improvements in stoping technology have been brought about because of our beter understanding of rock-engineering problems. This has resulted in beter layouts, stoping geometry, systems of aleviating rock stresses, and support systems. It has enabled the industry, at ever-greater mining depths, to maintain and even increase productivity. These improvements, based on rock engineering, have significantly reduced the accidents due to rockbursts. There are many diferences between today's stoping and that practised forty years ago. Panels are shorter, concentrated mining has superseded bench mining, and the support systems are certainly better. Yet the face scraper is still used extensively, as are pneumatic rock drills. Some innovative stoping systems that have given rise to improved productivity are discussed. Explosives technology has shown spectacular advances during the period under review. Sadly, our local industry has had little to do with this research and development, but has been most adaptive in using the new products on offer.

In surface mining operations, ultra-heavy trucks operate on haul road networks which are typically from 10–40 km in length. Road networks for these vehicles have historically been designed and maintained empirically, relying heavily on local experience. Whilst it is possible to construct amine haul road that requires no maintenance over its service life, this would be prohibitively expensive, as would the converse but rather in terms of vehicle operating and maintenance costs. An optimal functional design will include a certain amount and frequency of road maintenance which can be planned, scheduled and optimized within the limits of required road performance and minimum vehicle operating and road maintenance costs. For existing mine haul road networks, which may not be optimally designed and maintained, the problem of identifying existing deficiencies, quantifying their impact and assigning priorities within the constraints imposed by limited capital equipment and manpower is problematic. This is reflected in the fact that most surface mine operators agree good roads are desirable, but find it difficult to translate this into an effective road maintenance system. The aim of this paper is to present a road maintenance management system which utilizes on-board truck diagnostic data in conjunction with computer-based truck dispatch systems. Through a comparative analysis of the various haul road maintenance systems available to a mine, a condition-triggered road maintenance system is introduced. System architecture, evaluation of real-time data, event trigger level determination, specific condition signatures and real-time rolling resistance calculation are discussed. Finally the event, activity, transaction and notification system is portrayed in conjunction with the determination of key productivity indicators and benchmarked road and truck performance. Unplanned stope panel collapses occur on most near-surface and shallow mines in South Africa. Although these incidents often occur during blasting, they pose a major threat to the safety of underground workers and the economic extraction of orebodies. Most stope panel collapses occur due to excessive panel lengths that are not designed according to a systematic design procedure or methodology. Instead, panel lengths are often dictated by the equipment in use and by previous experience under similar conditions. Hence, a rock engineering design methodology for the design of stable stope panels between pillars is of vital importance for optimum safety and production in shallow mining operations. Using the proposed design methodology described in this paper, rock mechanics practitioners and mine planners should be able to identify and quantify the critical factors influencing the stability of stope panels. The critical factors should then be used as input to the design of stable stope panels that will provide the necessary safe environment for underground personnel working in stopes. The proposed design methodology is an iterative process, which includes aspects such as rock mass characterization, estimation of rock mass properties, identification of potential failure modes, consideration of appropriate stability analyses and other elements of the rock engineering design process. This process continues after implementation. During monitoring, new data should be included in the database and the design process repeated on a regular basis. Design approaches included in the proposed design methodology include empirical methods such as different rock mass classification methods, analytical methods such as elastic and Voussoir beam analyses, kinematic analyses, probabilistic analyses, and numerical analyses. An existing 1 800 m long pipeline, which carried waste mica slurry from kaolin processing, is to be recommissioned. The mica solids throughput is to be substantially increased from 5.2 t/h up to a maximum of9.53 t/h, but with a typical throughput of around 7.5 t/h. Because of this throughput increase, it was unclear whether the existing 80 mm diameter pipe would be adequate. In addition, the pipe route is to be extended by 250 m to 2 050m, and its elevation at discharge to settling lagoons increased from 66.2 m to 80 m. The pipeline hydraulics of waste mica slurry were investigated for the 80 mm diameter pipe using the Saskatchewan Research Council?s (SRC) Two-Layer Flow Model, for the maximum mica solids throughput of 9.53t/h. The pipe operating velocity was compared with the predicted deposit velocity for several mica concentrations, ranging from 20% to 50% by weight. Estimates were made of the total differential pressure across the proposed2 050 m long pipeline, as well as the power imparted to the slurry by the pump, and the specific energy consumption (SEC). Two pipe diameters were assumed: 80 mm when no mica wall deposit is present, and 70 mm when there is a 5mm mica wall deposit. This parameter has a significant effect on the determination of the appropriate pipe operating conditions. For the pipe operating velocity to remain adequately above the deposit velocity (and therefore for the heterogeneous flow pattern to prevail in either horizontal or inclined pipe), it was concluded that if the newly commissioned pipeline contains no mica wall deposit, the pipe should initially be operated at a mica concentration of between 20% and 25% by weight, probably with a target mica concentration of about 23%. Premier Mine (a part of De Beers Consolidated Mines Ltd) which is situated 38 km to the east of Pretoria, has the largest known diamond pipe in South Africa. The mine started operations in1903. The Premier Mine kimberlite pipe is unique in that it is intersected by a 75 m thick gabbro sill at a depth of 400 m below surface. The current mining method used is mechanized panel retreat caving, which has been successfully used to extract ore from the different mining blocks. All caving at Premier Mine is below the sill and failure to exercise good draw control could cause the early ingress of gabbro waste. Draw control at Premier Mine is crucial as it aids in preventing conditions of isolated draw, which results in the early ingress of waste, compaction of the kimberlite and the loss of ore reserves. To assist, an underground vehicle monitoring and control (VMAC) system was installed to enable the effective management of the draw control function. The system has evolved graduallyin collaboration with a local developer. The data accumulated is used to decide the most effectivedraw point loading pattern in order to achieve sound draw control principles. This is achieved as each load can be related back to the draw point of origin. The VMAC data recorded also relates back to specific load-haul-dumps (LHDs), tunnels, ore passes, as well as indications of dates, times and payloads recorded. An interface exists between the VMAC and a draw control linear program. Premier Mine’s VMAC system is not a ‘dispatch’ system but rather a draw control system that caters for Premier Mine’s specific block cave requirements. Premier Mine has realized that successful automation is not dependent on technology alone but rather on the successful implementation thereof.

Ausmelt is supplying commercial quantities of an alkyl hydroxamate flotation collector AM28 for flotation of oxide and supergene base metal ores and tailings. AM28 is a non-hazardous product used as a ten per cent to 50 per cent solution in dilute potassium hydroxide. It is a selective flotation collector for oxide or oxidised base metal minerals and replaces conventional sulfidisation for oxide mineral flotation. At Radio Hill, the AM28 is used in conjunction with traditional sulfide collectors, which allows simultaneous flotation of oxide and sulfide copper minerals. The Fox Resources Radio Hill copper concentrator near Karratha, Western Australia, is currently configured to treat supergene copper ore sourced from the West Whundo open pit. This Archean VMS type copper deposit has been deformed and remobilised with uplift, erosion and weathering to form a significant supergene zone. The sulfide copper minerals present in the upper zone are digenite and chalcocite with lesser chalcopyrite and covellite. Oxide copper minerals present include cuprite, with lesser malachite and azurite. Gangue minerals include quartz, talc and chlorite. Plant trials at Radio Hill are reported for supergene West Whundo ore, where the AM28 was stage added into the circuit at nominally 80 g/t. Plant data over three months shows the copper recovery increased consistently from around 50 - 60 per cent to above 70 per cent when AM28 was added. This has been proven statistically. The grade of the concentrate was consistent with and without AM28, at nominally 22 - 24 per cent copper.

The development of an accounting code for the metallurgical industry has been debated for many years. Following the series of tumultuous economic events in the nineties and earlier this century that have affected business, there was much need for legislation to be passed to minimize potential risk. One of the consequences to affect the mining industry was the enhancement of existing geological codes for reporting. In parallel the sponsors of AMIRA have taken the brave step to develop a generic code for metal accounting that embraces the full gamut of industry. In this paper the code will be reviewed in the context of metallurgical accounting as it applies to coal preparation. This paper provides the background for this development and an insight into the mechanism for the debate for the generation of this code. The key elements of the code as it applies to the coal industry are explained but most importantly the key opportunities are highlighted.
