To ensure the stability ofa tailings pond embankment, the height of the phreatic surface must be kept at or below a safe level. In this investigation, the Bureau of Mines analyzed various horizontal drain designs for tailings embankments to determine their effects on location of the phreatic surface. This report describes the investigation, and it includes 21 dimensionless graphs that can be used to estimate the drain spacing and length dimensions necessary to ensure the stability of embankments of various configurations. Analyses were based on the use of two computer codes, a three-dimensional finite-element code and a two-dimensional finite-difference code. The computer-generated results were compared with results obtained from a laboratory embankment model, other laboratory test results, and piezomet-ric data from two actual tailings embankments. Nearly the same phreatic surface locations were predicted using either of the computer codes. For one of the actual embankments studied, the predicted phreatic surface location was slightly higher than the measured location; for the other, the predicted location closely followed the actual surface trend. Phreatic surfaces of the laboratory model were slightly higher than the code-gener-ated locations, and the differences grew larger as drain length increased or drain spacing decreased.

Endless lines at service station gasoline pumps, limited travel at reduced speeds, thermostats set at an uncozy sixty-eight degrees in the dead of winter-these are but a few of the inconveniences and discomforts that awakened Americans to a realization that our domestic minerals resources, traditionally taken for granted, are not boundless. We begin to accept and practice principles of conservation, yet we are aware that this alone cannot appreciably forestall the inevitable depletion of our minerals, metals, and fossil fuels-resources critical to our Nation's economy. The key to warding off shortages is the development of technology that will insure a continuing, adequate supply of minerals and energy from reliable sources at the lowest possible costs to society and the environment. The mission of the Bureau of Mines is to develop this improved technology. Established in 1910, the Bureau of Mines of the Department of the Interior is the Federal Government's primary research arm in the minerals and fossil fuels fields. In addition to its research role, the Bureau keeps the Government informed of the Nation's mineral posture. The Bureau also seeks to stimulate private industry, through the awarding of grants and contracts, to produce minerals and fuels at a rate compatible with the country's increasing demands.

Several significant problems associated with employee turnover among underground miners are described in this Bureau of Mines report. Although a vast amount of research has been conducted on turnover among employees in nonmining industries, there has never been an attempt to empirically investigate the causes of turnover among underground miners. This report presents the results of empirical research on employee turnover in other industries and describes and critiques the research methods that have been used to investigate turnover. Using the findings on employee turnover in other industries and known data about miners and the mining industry, a conceptual model of the factors that cause turnover among miners was generated. This model, which is expected to provide a basis for later empirical studies, is presented. Several recommendations for controlling miner turnover are also presented.

The Bureau of Mines has devised and demonstrated an ammoniacal sulfate leach process for recovering nickel and cobalt from low-grade domestic laterites. Solvent extraction of cobalt, one of the process steps, requires the reduction of hexammine complexes of C03+ to C02+ in an ammo-niacal leach solution. Previously, reduction was accomplished using cobalt metal shot in a column. This report presents experimental results and an economic evaluation comparing two alternate techniques with the shot column: (1) an electrolytic reduction cell with an extended surface area cathode and (2) direct electrowinning from purified leach solution using a cell with a fluid bed cathode. The second alternative eliminates the conventional solvent extraction-electrowinning steps. The costs of the three methods, based on the requirements of a pro-posed commercial-sized plant, including all unit operations, were deter-mined by the Bureau's process evaluation group. The operating costs for the shot column, $1.19/kg Co, and for electrolytic reduction, $1.20/kg, are essentially the same, but the cost of direct electrowinning, $3.77/ kg Co, would eliminate this method as a practical alternative. The cap-ital cost of approximately $14.4 million for reduction in a shot column is much higher than the approximately $4.4 million for electroreduction.

"INTRODUCTION The San Antonio Canyon prospect was examined by engineers 3/ of the Bureau of Mines in March 1943 and again in October 1944. In July 1944, the United States Geological Survey mapped the prospect and submitted a report 4/ recommending core drilling by the Bureau of Mines. The drilling project, which was supervised by the author, was started on January 10 and completed on May 10, 1946.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Bench-scale and continuous testing were performed to adapt the anionic process for flotation of calcium activated silica to the fine-grained hematitic-goethitic jaspers from the Marquette range, Michigan. These ores typically contain about 35 percent Fe and require grinding to about 80 to 100 percent minus 400 mesh to insure an adequate liberation of gangue from the iron oxides. A method for removal of troublesome slime fractions without excessive iron loss, by first dispersing the quartz and then selectively flocculating the iron oxides, was evolved in the laboratory and successfully accommodated to pilot plant practice. The efficiency of the flotation process was improved with respect to both reagent usage and concentrate grade and recovery by using the selective flocculation-desliming technique as a pretreatment. The benefits of the combined desliming-flotation procedure were most evident in pilot plant processing. The best tests on two ores yielded recoveries of about 84 percent in concentrates containing 65.1 percent Fe and 4.8 percent SiO2 and 66.2 percent Fe and 3.9 percent SiO2, respectively. These results are in comparison to recoveries about 10 percent lower than the above to concentrates containing 63.9 percent Fe and 6.6 percent SiO2 in the one instance, and 63.6 percent Fe and 7.2 percent SiO2 in the other, obtained by flotation without the prior desliming treatment.

The Federal Bureau of Mines evaluated the prospects for using geothermal energy to generate electricity for mines in remote areas. Given the development of a geothermal resource for this purpose, the subsidiary uses of space heating and agriculture were then examined to see if other industries might be viable given a cheap source of heat energy. Sites investigated were located in three areas of Alaska: Kobuk in the northwest, Unalaska in the southwest, and Stikine River in the southeast. Each site was relatively close to mineral deposits whose prospects for development would be enhanced with cheap power.

Tunnel driving is recognized as one of the most hazardous of occupations; this is a reflection of the high accident severity rates and resultant high compensation and similar costs in this industry. Most tunnels are driven by contractors who bid for the jobs, taking into consideration the prevailing industrial insurance rates at the time the bids are placed. After the bid is secured the contractor then attempts to complete the job at the minimum cost to himself. In a sense the accident-cost item is fixed for at least one year when a policy is secured. Time is generally an important factor not only for the contractor, but also for the insurance carrier and the assured. If the assured represents a private interest, the cost burden usually is ultimately placed on the general public which avails itself of the service contemplated; if the project is a governmental enterprise the cost burden unquestionably falls upon the general public involved and on the general tax payer. For these reasons it is of vital interest to the public that accidents not only be kept at a minimum as a humanitarian objective, but also because the accident-cost burden, too frequently not even realized and considered to the degree that it should be, can assume proportions that materially affect the cost of the enterprise. The basic industrial insurance rate for tunneling in California in 1932 contemplated an earned premium of 12.12 percent of the labor pay roll. The State has been particularly engaged in large construction enterprises, some of which involve high accident cost rates, notably structural-steel bridge building, which contemplates an earned premium of 19.65 percent of the labor pay roll. When this figure is compared with the much lower rates that apply to other industries it is apparent that a heavy toll in human wreckage is taken by such engineering projects, which must be viewed as monuments to human suffering as veil as to human achievement.

The Coeur d'Alene Mining District of northern Idaho is remarkable for its number of large ore bodies and for the amount of its historical production of lead, zinc and silver (Fig. 1). Since veins were first discovered in 1884, more than 127 Mt (140 million st) of ore have been produced from narrow, high-grade veins. Mining continues at the Lucky Friday, Galena and Sunshine mines (Fig. 2). All have been in production for decades. At these mines, more efficient mining and exploration techniques have reduced costs while adding significant new reserves. Even the old Bunker Hill Mine, where ore was first found in 1875, continues operation on a limited basis, partly involving production of world-class pyromorphite specimens. Until recently, the Coeur Mine was also a profitable silver producer. Other large producers have included the Star-Morning, Hecla, Page, Standard-Mammoth, Hercules and Gold Hunter mines (Fig. 2). The first deposits were discovered by prospectors who spilled over from the Murray gold mining district, 24 km (15 miles) to the north. The Bunker Hill Mine was founded the year after the first veins were discovered. Bunker Hill has now operated for more than 100 years. Production includes 2.3 Mt (2.6 million st) of lead, 1.1 Mt (1.2 million st) of zinc and 4.1 kt (132 million oz) of silver. Total district production through 1996 (Springer, 1997) amounted to 7.3 Mt (8.1 million st) of lead, 3 Mt (3.3 million st) of zinc, and 34.5 kt (1.109 billion oz) of silver. This record establishes the district as the largest recorded producer of silver in the world, while also yielding major quantities of lead and zinc. Only Potosi, Bolivia, may have produced more silver, although records are unclear. Despite the district's longevity, historic production and current activity, the published literature on the district lags behind with regard to recent concepts of district geology. The most recent comprehensive US Geological Survey (USGS) bulletins (Hobbs et al., 1965; Fryklund, 1964) are dated. Much research in the last half century has been short-lived or geographically restricted because the district is large and its geology is complex - and even this research tends to remain unpublished. The report provides guidance for determining those environmental impacts associated with the surface mining of steeply pitching coal seams. In addition to the environmental impacts, four additional issues are addressed, namely (1) Time and motion studies of those coal mining systems employed in mining seams which pitch in excess of 25°, (2) Assessment of those mining techniques, (3) Development of rationale for the mining methods employed, (4) Identification of the reclamation practices and determine whether these practices were in compliance with appropriate Federal and State regulations. Five surface mines located in three geologically distinct basins of the United States were analyzed during the period of August through November 1979. The three basins include the Hanna Basin of Wyoming, the North Park Basin of Colorado and the Southern Anthracite Field of Pennsylvania.

The details of a three-phase study (total time period of 12 months) entitled ?Fire Alert Systems for Metal and Non-Metal Mines,? are presented. Phase 1 consists of a state of the art survey on fire detection devices and gas sensing techniques. Phases 2 and 3 include laboratory screening and systems concepts testing on various detectors classified as products of combustion, optical view-field and contact (or thermal) types under incipient and flaming combustion conditions. Recommendations for a mine fire detection system to protect shaft, sealed off or mined out (from spontaneous combustion of sulfide containing ores and cellulosic materials), and fuel storage areas are also included. me principal problem area noted during Phase 1 study is the high expected occurrence of false alarming of products of combustion detectors (POC") subjected to normal mining operations---diesel vehicles and equipment and shot firing or blasting operations. Simultaneous gas sensing of either the ratio of CO/NOx or CO2/NOx with detection of one or more fire signatures (smoke, radiant energy, or heat sensing) is the recommended approach to discriminate against these operations.

The use of extended workdays (regular shift lengths of 10 or 12 h (hour), while still maintaining a 4O-h workweek) in mining operations is attracting growing interest in the United States. There is very little doubt that extended workdays is a very popular alternative among the work force because of the significant increase in days off, including weekends, especially when compared with traditional rotation schedules of working seven straight shifts or having only one weekend off every 4 to 6 weeks. However, there are some serious concerns by management, workers, unions, and various governmental policymakers that working 10-or 12-h days may create an added risk of accidents and health problems. The U.S. Bureau of Mines reviewed the literature studies related to the safety and performance issues of extended workdays. This report presents a summary of those findings. The studies examined in this review are divided into three sections: (1) laboratory, (2) field, and (3) accident and injury analysis. In general, results are inconclusive. Studies have shown both positive and negative effects. It is concluded, therefore, that in industries such as mining where accidents are a serious concern, special measures and evaluation in the use of extended workdays be considered.

The Bureau of Mines investigated northern New Jersey as a potential future source of yttrium and the rare-earth elements. The studies, consisting of geophysical surveying, sampling, and exploratory drilling, began in the spring of 1959. A total of three and one-half months were spent in the field collecting data. Thirty-three deposits were investigated, of which five demonstrated some potential resources of yttrium and rare-earth minerals. Results indicate that the deposits examined do not contain quantities of yttrium and the rare-earth elements recoverable under present economic conditions. Detailed studies conducted at the Scrub Oaks mine, near Dover, N. J., delineated a yttrium and rare-earth-bearing zone within the magnetite-hematite ore body that represents a potential low-grade deposit. Beneficiation studies on this deposit indicate that a final product, averaging 31.3 percent rare-earth oxides including yttrium, could be produced through amine and fatty acid flotation procedures with 77 percent recovery. Two hundred and eighty-five feet of diamond drill core was obtained from exploration studies conducted at the Bemco prospect in Sussex County. The deposit averages 2.30 percent rare-earth oxides (including yttrium), 0.45 percent uranium and 0.24 percent thorium. Low-grade deposits were identified at the Canfield phosphat2 mine and the Tanners Brook Monazite placers in Morris County, and the Marble Mountain prospect in Warren County.

The solubility and the activity of aluminum chloride hexahydrate, A1C13?6H2O, in aqueous solutions were determined as a part of the Bureau of Mines, U.S. Department of the Interior, research to improve mineral processing technology for recovering alumina from low-grade domestic resources. The solubility of A1C13 in pure water was found to be 31.09 and 31.77 wt-pct at 25° and 85° C, respectively, and decreased drastically to 10 and 0.1 wt-pct when the respective amounts of 20.3 and 37 wt-pct hydrochloric acid (HCI) were added in solution. The equilibrium constant for the solubility of hexahydrate, activities, and activity coefficients of A1C13 and H2O were calculated and compared with the results from the available methods of estimation. The results were shown to be useful in leaching nonbauxitic ores for extraction of alumina by changing the solubilities of component salts upon addition of HC1. Simultaneous solubilities of A1C13, FeC13, KC1, and NaC1 in solutions of HC1-H2O were also determined and their effects on the purity of A1C13?6H20 crystallized from mixed salt solutions are briefly discussed.

Spontaneous firing of coal during storage end even during shipment has long been a serious problem, especially in some regions and with some coals, and methods for preventing such firing have been investigated at intervals for more than 70 years. Spontaneous or other firing of coal waste, either outside or inside mines, has also been a problem probably for as long as mining has been practiced extensively. Much trouble has been caused by such fires, and much money has been spent in attempts to extinguish them. It is known generally that surface waste banks in bituminous-coal fields are very likely to take fire sooner or later, but it is not known so generally that anthracite refuse-bark fires also are common and that at least some of them are more serious in their effect and results than being regarded merely as a nuisance. There surface refuse fires probably would have attracted much more than local attention long ago had it not been that they usually cause no more serious trouble than air pollution. A few supposedly effective methods of preventing or extinguishing spontaneous fires have been reported rather recently. Unless one or more of these prove to be widely applicable, methods of solving these problems are no more certain today than they have been for many years.

"INTRODUCTION The orienting phases of the current investigation of cushioned blasting in the Explosives Division of the Bureau of Mines were indicated in a previous publication (5) 3/. Pertinent literature reviewed therein indicated a highly controversial field. This emphasized the need for experimental studies of many factors that affect the health and safety of miners and the efficiency of mining operations. Results of some orienting tests showed marked effects on practical hazards. Further, they emphasized the necessity and importance of the contemplated investigation. The scope and general plan of these practical inquiries into the safety of cushioned blasting were indicated.This investigation of cushioned blasting relates to the various means employed to reduce the intensity of application of energy from explosive actions in boreholes. It has been suggested (from p. 19 of reference that the divisions of this work would correspond to the salient hazards affected by cushioned blasting. These include the ignition hazard, hazards from poisonous gases, and other practical hazards in the blasting technique. The ignition hazard was resolved into two components of approximately equal weight. These include studies of effects upon (1) the incendivity of blown-out shots and upon (2) the occurrence of such shots. Experimental studies of effects on the incendivity of blown-out shots were first undertaken. Questions of the best procedure for making these evaluations have been adduced, and the interpre-tation and utilization of the results of gallery testing seemed to require detailed attention; some preliminary general considerations of such testing were therefore necessary."
