This report is a proceedings of a briefing recently sponsored by the Bureau of Mines at which Bureau personnel presented findings from their research efforts to improve steelmaking techology currently used in the United States. The papers contained in this report address many areas of concern to the iron and steelmaking industry. Among these are improving arc stability in electric arc furnaces, preheating ferrous scrap to reduce energy consumption, fluorspar substitutes in steel-making, basic steelmaking refractories, corrosion of iron-based materials, improvements in stainless steel acid pickling processes, recycling of stainless steel dusts and other wastes, and use of wastes as a source of zinc for electro/galvanizing.

This summary of State laws or explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful In determining whether relevant statutes exist, and In locating them quickly,-with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

(Measurements of stable isotopic variations (sulfur, carbon, and oxygen), supplemented by chemical, mineralogical, and petrographic analyses have been used to investigate the processes responsible for : (1) the incorporation of sulfur in coal, and (2) the (development of permineralized peat zones ("coal balls"). Sulfur isotopic results indicate that there are two principal sources of sulfur in the Pennsylvanian coals from the Illinois Basin: (1) "primary" sulfur assimilated by plants (low-sulfur coals), and (2) "secondary" sulfur produced by reactions involving H2S that was produced by the anaerobic reduction of sulfate in seawater which permeated the peat during post-depositional marine transgressions (the dominant source of sulfur in high-sulfur coals). Sulfur isotopic compositions of low-sulfur coals in Several Tertiary basins of Wyoming are consistent with a plant sulfur source. However, the inverse correlation between content and isotopic composition of sulfur observed in coals from the Powder River Basin suggest some "secondary" additions to these low-sulfur coals. Seveeral Quaternary (freshwater pears which were submerged by sea-Level rises during deglaciation over the past 30 ka have sulfur contents and isotopic compositions similar to high-sulfur coals. Carbon and oxygen isotopic compositions of calcareous coal balls from North America and Europe suggest that (1) the carbonate was derived from variable proportions of oxidized plant matter (typically predominant) and inorganic carbonate, and (2) the carbonate minerals were precipitated from fresh-to-brackish waters. Local geochemical and hydrological conditions were apparently more important than regional depositional environments in controlling the source of carbonate and the development of coal balls.

This paper describes research at the Bureau of Mines experimental oil-shale mine at Rifle, Colo., to improve blasting techniques and reduce breaking costs. Many of the conclusions are applicable to any mining operation. Experiments Were conducted on many phases of blasting. The effectiveness of various grades of explosives was compared, and several different drill-hole patterns were tried in heading rounds. An experiment was conducted to determine the maximum effective burden for various diameter blast holes. High-speed motion-picture studies were made of blasts, and the time for initial movement of rock after detonation of the explosive was measured. Experiments with millisecond-delay detonators in heading rounds proved that, when used properly, these detonators result in improved fragmentation, economical use of explosive, and compact, easily loaded muck piles.

"Magnetic surveys made by the Missouri Bureau of Geology and Mines in 931 and 1932 disclosed a large positive anomaly about a mile south of Bourbon, Mo. 3/ Electrical resistivity measurements made by the Division of Geophysical Exploration of the Bureau of Mines in the winter of 1942-43 indicated that the source of this anomaly was in the pre-Cambrian rhyolite at a depth of more than 1,400 feet. 4/In order to determine the character of the material that caused the magnetic anomaly, which might be either a body of magnetite or a large intrusive of basic rock, the Bureau of Mines drilled four holes to depths of 1,800 to 2,300 feet. Magnetite in rhyolite porphyry was encountered at 1,600 to 2,000 feet, and this is doubtless the main source of the magnetic anomaly, although it is possible that additional iron ore exists at greater depth.Hole 1 was apparently located southeast of the source of the anomaly and encountered only small stringers of magnetite. Hole 2 penetrated four mineralized zones having a total thickness of 125.7 feet and an average weighted content of 43.52 percent iron and 31.62 percent silica. These zones were tested again by a deflection hole, 2A, which gave nearly identical indications. Hole 3, 500 feet north of hole 2, penetrated 58 foot of mineralized rhyolito containing an average 43.4 percent iron.Metallurgical tests showed that the silica in the ore is tightly locked with the magnetite. After grinding to minus 100 mesh, a 66 percent iron con¬centrate with 7 percent silica was obtained by flotation."

The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

"The increased costs of exploration and drilling of new oil fields and the continued success of water flooding in nearly depleted oil fields have created a demand for information on the results obtained from individual projects. The Bureau of Mines has published several reports concerning water-flood activity in the Midcontinent area and at the request of the industry has continued to collect and disseminate this information. This report was written in response to these requests. It describes in detail the water-flooding projects in Anderson, Franklin, Linn, and Miami Counties, Kans., and includes methods of water treating and the results obtained. The production histories of each county and many water-flood projects are shown graphically from the date of the first development. Maps of most of the major projects, showing their status as of January 1, 1953 are presented also.The practice of injecting water to stimulate oil production was legalized in Kansas in 1935, and the first water-flooding project authorized in this four-county area was initiated by the Texas Co. in December 1935 in Linn County. Forty-nine projects2/ initiated in the area to January 1953 are estimated to have recovered approximately 10 million barrels of oil that would not have been produced by methods used previously. About 7,900 productive acres had been, or are, flooded by these projects, and approximately 136 million barrels of water had been injected.These four counties in the eastern Kansas shallow production area3/ were an important factor in the early history of the Kansas oil and gas industry. This position has been maintained from the very beginning through the early period of vacuum and air injection and into the era of water flooding. The location of the area and the relative position of the four counties and water-flooding areas in each are shown in figure 1.The first drilling for oil in this area in 1860 resulted from investigations of the existence, and use by the Indians, of so-called tar or oil springs. The first wells drilled were nonproductive, and the impending Civil War caused the search for oil to be discontinued. In 1884 a few shallow oil wells were drilled near Paola, and completion of several gas wells near that city led to subsequent drilling of an oil well, which was completed in June 1885, having an initial flow of 10 barrels of oil daily.In 1904 the original Paola gas field became a good oil-producing field. In 1905 the Rantoul field in Franklin and Miami Counties was opened; and drilling activity spread throughout the adjoining area, resulting in development of several shallow oil pools in Linn and Anderson Counties. The first ""shoestring"" pool in eastern Kansas to produce oil was probably the Paola or Pressonville shoestring, which was discovered in 1917. The rate of oil production from the area declined until 1919, when the Centerville shoestring pool was discovered. Discovery of the Colony gas field in 1921 was followed within a few months by drilling of the Garnett and Garnett and bush City shoestring pools. The Schermerhorn pool (now part of the Centerville field) s discovered in 1927, and the Kincaid shoestring pool was first drilled in 1931. Available statistics show that the demands of the American chemical industry for sodium sulphate have been increasing slightly in recent years. The supply from domestic sources, particularly in the form of byproduct salt cake from the acid manufacturers, has been tending to decrease this to the growing manufacture of synthetic acid. Both hydrochloric and nitric acids are being synthesized from their elements. The natural result has been that a smaller amount of salt cake is available. Simultaneously, the expansion of the kraft-paper industry, especially in the South, has brought about greater demand for sodium sulphate in that section. This demand is being met by domestic byproduct salt cake, by imported German sodium sulphate made from potash waste liquors, and by favorably situated domestic deposits of Glauber salts and the anhydrous salt, thenardite. No shortage of natural sodium sulphate exists in the United States, but usually such deposits occur in semiarid regions far removed from transportation facilities and from markets. Moreover, the major portion of the natural deposits is Glauber salt or mirabilite (Na2 504 • 10H20), which must be dried or dehydrated in order to meet consumer requirements. The water of hydration represents, roughly, 55 percent of the total weight of the crude salts and therefore has a very important influence on transportation costs, in many instances the cost of getting even the dehydrated product to market is the deciding economic factor. Therefore, the recovery of production of anhydrous sodium sulphate from plant-waste liquors or from natural brines of suitable composition might be economically feasible.

The West Tintic mining district is located at the southern end of the Sheeprock Range in Juab County, Utah (fig. 1). Scheelite was discovered in the area during 1940, and the Desert Tungsten Co. began mining in May 1942. The ore was shipped to the Metals Reserve Co. chemical treatment plant at Salt Lake City during the war. A Bureau of Mines development project was established on property controlled by the Desert Tungsten Co. Work was started during September 1942 and completed in February 1943. The program included removal of overburden in the mine area to facilitate geologic napping, followed by surface trenching, diamond drilling, and sampling (figs. 2,. 3, 4, and 5). Eleven diamond-drill holes totaling 1,480 feet were drilled from the surface. Sixty-one samples from the surface trenches and diamond drill holes were assayed. The logs of the holes are given in table 2. Assay results of samples from the surface trenches and diamond drill holes are listed in tables 1 and 3. Geologists of the U.S. Geological Survey mapped the mineralized area during the project period. The scheelite deposits occur in limestone areas adjacent to intrusive m9.sses, which are principally monzonite. The ore bodies are pyrometasomatic in origin, but consist of two somewhat different types: (1) a series of veins occupying fault zones in limestone and (2) tactite bodies immediately adjacent to the limestone. The veins in the limestone have been the most productive of the two types.

METHODS for measuring relative permeability as a valid function of saturation were compared by the. Bureau of Mines, using core samples from representative oil-productive California formations, from the Bartlesville sand in Oklahoma, and from synthetic samples. Measurements for gas-oil systems were made by steady-state dynamic, unsteady-state displacement and two stationary-phase methods. Measurements for water-oil systems were made by the unsteady-state displacement method. As the ratio rather than individual relative permeabilities is measured by the last method, three methods for calculating individual relative permeabilites from their measured ratio were compared for gas-oil systems and two methods for water-oil systems. Errors arising from capillary discontinuities, such as the end effect and stabilized-zone flow, are discussed and evaluated; possible errors rocs arising from turbulant flow are also examined. The inapplicability of non-steady-state methods for water-oil systems that are not definitely oil-wet is discussed in detail. Measurements of relative permeability to both gas and oil can be made quickly and accurately by the steady-state dynamic method when rates of flow of the two phases are sufficient to minimize the capillary discontinuity at the outflow end of the sample. At such rates relative permeability-saturation measurements are essentially independent of the rate of flow. The steady-state method wits modified by a dispersion section at the inflow end of the sample acid designated tie dispersed-feed method.

This publication contains routine analyses and related source data for 374 natural gas samples from 24 States and 5 foreign countries. These samples were collected during calendar year 1966 as a part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses of foreign samples contained in this publication represent the first samples received as a result of this expanded program. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Eight previous publications have been made to present the results of 7,244 gas analyses made? by the Bureau of Mines Helium Activity prior to 1966. This study was made to show the growth of petroleum coking and to determine trends and characteristics of marketing and utilization of coke on the West Coast, comparing these data with those of the United States as a whole. An earlier Bureau of Mines economic survey of petroleum coke was made in 1930 before the widespread use of coking processes. Data, derived from published and unpublished literature as well as from interviews with industry representatives, show a marked increase in the production of petroleum coke since the end of World War II. This increase resulted from the need of refiners to upgrade heavy residuums for which the demand was diminishing. Increasing coke production as well as significant market shifts away from California-produced coke have created excessive stocks of petroleum coke on the West Coast. The causes of these market shifts were based mainly on (1) economic factors and (2) certain undesirable qualities of some of the petroleum coke produced in California.

This Bureau of Mines report presents the results of a study and statistical analysis of part of the initial exploration churn-drill sampling and some of the subsequent underground diamond-drill-core sampling in the North are body at the San Manuel copper mine, Arizona. These data were derived from regular exploration and mine sampling, not from special samples obtained solely for statistical analysis. The study was conducted as part of the Bureau's continuing program on sampling-methods research. The major objective of the study was to investigate the feasibility of using the techniques of statistical analysis in evaluating sample and assay data and computing grade and tonnage of Ore from porphyry-type copper deposits. It was recognized that using existing data acquired over a period of several years by different methods would introduce problems and limitations for precise comparisons. However, it was expected that the study would provide some general conclusions and certainly a number of preliminary conclusions on the nature of the mineral characteristics and their effect on sampling procedures, the requirements for sampling deposits of this type, and the comparative results of churn-and diamond-drill sampling in the same area of the deposit. All of this information would be essential for future sampling-methods research for computing grade and tonnage of ore.

This Bureau of Mines research study found gas emission rates from an advancing face, and flows and pressure of gas from an exploration drill hole were dependent upon the geology of salt encountered in a domal salt mine. Normal production-grade "pure" salt adjacent to an anomalous' zone was found to have a methane emission rate of less than 5 ft3/ ton (0.1 m3/t) of mined salt from a room advanced by a continuous miner. Extremely low gas flows [less the 4 ft3/h (0.1 m3/h)] and lack of pressure buildup were also observed from this normal salt in a 154-ft (47-m) exploration drill hole. These data indicate that methane emissions should not be a problem when mining in this type of salt. In the adjacent anomalous zone, methane emission rates ranged from 15 to 70 ft3/ton (0.4 to 1.8 m3/t) of mined salt from an advancing face. Gas flows of approximately 42 ft3/h (1.2 m3/h), and pressures in excess of 900 psig (6,200 kPa) were observed in an exploration drill hole when the anomalous zone was encountered. This information suggests a greater methane emission hazard from the anomalous zone than from the associated normal salt. If this trend of increasing emissions problems associated with anomalous zones of salt is common with similar anomalous zones encountered or observed in other domal salt mines, then special control strategies should be employed to minimize this potential mining hazard.

The Federal Bureau of Mines investigated combustion of lignite in domes-tic heating equipment to obtain information on equipment performance and to evaluate testing procedures. Three types of domestic heating equipment were tested, ranging from a hand-tilled, magazine-type space heater to a ram-type overfeed stoker. Lignite was readily burned in each of the three units under various test conditions. Burnoff rates determined by adding weighed charges to the magazine were found to be in error because of shrinkage of the lignite when only a portion of the magazine capacity was consumed during a test. More reliable burnoff rates could be determined by carbon-nitrogen balances. A hand-fired magazine-type space heater (Booker heater) was operated without the furnace attachment at efficiencies to 75 pct. One test series was run with minimum supervision under conditions encountered in actual household operation. No mechanical trouble was encountered.

PART A. ELECTRICAL EQUIPMENT – GENERAL Paragraph 1. Electrical Equipment; Examination. All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Disconnecting devices shall be locked out and prominently tagged by the persons who perform such work, except that in cases where locking out is not possible, such devices shall be opened and prominently tagged by such persons. THE UTILIZATION by the Bureau of Mines of infrared and ultraviolet-visible spectrometry in connection with coal research has led to some basic improvements in methods, including a calibration method, a quantitative assessment of infrared spectral energy sources, and the development and perfection of infrared filters and cells. The adoption of a micropipet method to flush organic samples into absorption cells permits the investigation of vapors from organic liquids and the identification of volatile organic compounds. The spectral method has been used to investigate the infrared spectra of metal chelates, the charge-transfer complexing properties of aniline and nitrobenzene, an infrared method for determining the presence of methane in coal-mine air that has been adopted for use in enforcing the regulations of the National Coal Mine Safety Act, and atmospheric pollution including smog and odor-causing oxidation and decomposition of organic materials. Correlation of spectra and structure of organic compounds, particularly aromatics, was studied.

Study and development of sensing techniques and sensors were performed to aid shuttle car drivers in detecting obstacles and in guiding the car along the face haulage route. Microwave, acoustic, and optical sensing techniques were considered as part of the feasibility study for obstacle detection. Various guidance techniques, including wire-following and rib-ranging were investigated. Active optical sensing was selected for obstacle detection to obtain the beam coverage and sharp angular cutoff characteristics required within the packaging limitations defined by the shuttle car configuration. Rib-ranging guidance was selected to achieve a completely self-contained shuttle car system which responds to the existing mine geometry without need for wires, stripes, or other path defining devices. Extensive hybrid computer simulation runs were performed to evaluate various guidance techniques during the feasibility study. Subsequent simulation runs were performed to establish parameter values for the rib-ranging guidance system. The obstacle detection and guidance system was designed, fabricated and installed on a standard shuttle car. The system satisfied all applicable permissibility requirements of Schedule 2G. An experimental permit was issued to Bendix for operation in an underground coal mine. System evaluation tests were performed first above ground at the Bendix Research Laboratories. The simulation model was validated by these runs. Final testing was performed underground in an operating mine with an experienced shuttle car driver. All sensors successfully demonstrated the predicted performance capability during underground face haulage tests. Dust did not impair system performance and lens cleaning was not required during working shifts. Further development is required to achieve the desired obstacle detection performance. Closed loop steering control with manual override is recommended for the lateral guidance system. The guidance system should be an invaluable aid to low-coal shuttle car drivers where continuous mining machines are utilized.
