Maori economic development still remains an enigma to many people some 157 years after the signing of the Treaty of Waitangi. It has only been in the last decade as a result of increasing pressures from Maori to recognize and settle grievances arising from the Treaty and the resulting compensation issues that "mainstream" has begun to sit up and take notice. While Treaty settlements such as the Tainui, Ngai Tahu and Fisheries settlements have gained prominence as a source of economic potential for Maori, there are significant existing assets owned by Maori worth an estimated $4.6 billion that add an exciting new dimension to Maori contribution to New Zealand's enterprise economy.   Despite the fact that many claims have yet to be resolved, Maori are clearly shifting from grievance to development mode as evidenced by their focus on capacity building through education, strategic alliances nationally and internationally and the significant growth of nett asset worth of Maori interests in a number of industry sectors.   In essence, Maori provide a large un-tapped economic potential in New Zealand. The years of relative economic obscurity appear to have wetted their appetite for positive growth and economic independence. Given current trends, it would not be unrealistic to expect the asset base of Maori to double in value over the next decade and to see the emergence of Maori owned Corporates not only within the New Zealand economy but also trading actively in the global market place.

An attempt has been made to investigate the performance of green pellet formation of the Daye magnetite concentrate from the weak-magnetic separation plant. The optimum conditions for the commercial production of green pellets was found through experimental research. The satisfactory size range for balling is 75 ¦ 3 per cent -200 mesh. The suitable moisture content is between 8.7 and 9.1 per cent and the optimum amount of bentonite added is between 1.5 and 2.5 per cent. The emphasis is on the size of the feed materials since the grinding fineness, which can be obtained at the plant, at most is 78 per cent -200 mesh. If the optimum fineness for the pellet formation is above this value, this means that the concentrate must be re-ground before balling. The results from experiments showed that a good quality green pellet can be attained by using materials below 78 per cent -200 mesh, which provides a strong foundation for the commercial production of green pellets.

The past decade has seen revolutionary advances in communications and information-handling techniques which have been stimulated by "cold war" military requirements and by current programmes for probing into outer space. The tools used in exploration for petroleum and minerals have been improved significantly as a result of this new space age technology and even greater improvements are on the way.Two areas of technical activity have been particularly fruitful in enhancing the effectiveness of exploration methods. These are1. the development of new approaches, based on information theory,for extracting signal from noise more efficiently than before, and2. the use of high-speed digital computers for storing and processing all kinds of exploration information, not only geophysical but geological as well.In seismic prospecting, use of information theory has led to new techniques such as time-domain filtering, wave-number filtering and correlation methods which have made it possible to obtain usable reflection data from areas which were previously considered non reflective. Complex playback and other data processing facilities have been developed to apply these approaches.Digitization of geophysical data for handling by high-speed electronic computers facilitates many of these techniques for signal-to-noise improvement. Direct digital recording of seismic data in the field is now being d'one on an experimental basis in the United States, and this should become a standard procedure, at least for problem areas.The increased dynamic range, flexibility of filtering and other data processing, and convenience of information storage and retrieval make digital recording attractive in spite of its high cost compared to conventional analogue methods. Digital computers are being programmed to carry out many operations in data reduction and interpretation with substantial savings in time and cost over conventional procedures.INTROPUCTIONIn the years that have passed since the end of the Second World War, the western world has witnessed a technological revolution which may be as far reaching in its ultimate impqct as the Industrial Revolution of the last century.

Comparison of Grinding and Liberation Processes for Stalky Biomass Materials as a Prerequisite for Production of Energy Pellets with High Calorific Value Pelletising biomass, especially straw and stalky materials, requires a product specific size reduction and liberation. However, moisture content plays an important role in palletising and also affects the energetic properties of the biomass. The paper illustrates the characteristics of the mentioned type of biomass and specifies the necessities for production of energy pellets. Defined requirements for biomass energy pellets will be shown based on relevant standards. The work focuses on a comparative investigation of the straw fibres after grinding with hammer/impact mill and after the liberation of the straw fibres with twin-screw extruder (two different communition units). A traditional hammer mill as well as an hydrothermal process taking place in a twin-screw extruder were utilised. Results of the grinding and liberation of rye and wheat straw fibres are discussed based on a detailed particle characterisation (particle size and shape distribution). Besides high calorific value the main pellet quality parameters are mechanical stability, abrasion resistance and further combustion technical characteristics. The particle size distribution displayed optimum characteristics for the combustion processes to be carried out in a furnace. The durability of the pellets produced from straw fibres liberated with twin-screw extruder was comparatively better then that prepared with the straw fibres after grinding with impact mill. Particle size distribution, abrasion values and the strength characteristics showed a good correlation with each. The high presence of N and S would result in high NOx and SOx emissions, where as the high concentrations of Cl would corrode the furnace. These chemical properties of the straw would restrict its usage in small scale furnaces.

Engineering education has become a matter of national concern, at last, so I would like to talk about the links between the mining industry, the universities and technological developments. The Australasian mining industry and the mining schools have collaborated closely since the first school was established in 1871 and during those years there were a series of remarkable technological developments. For example:In the late 1880s George AndersoIl Richard developed chloride leaching of gold at Mt Morgan. This made a large difference to the wealth of Mt Morgan Mining Ltd.In the mid 1890s Robert Sticht demonstrated that pyrite smelting was an economically feasible process at Mt Lyell and the wealth which came to Mt Lyell Mining Co from his outstanding work made it one of the great companies in the country.During the first 15 years of this century flotation was developed at Broken Hill and it has proved to be one of the great technological inventions of this century.In the 1920s G K Williams started his outstanding work on lead smelting and refining at Port Pirie, this was work which ultimately re-wrote the text book on lead metallurgy and established Port Pirie as the mecca for lead metallurgists.In the 1920s also Frank Stillwell, later joined by Austin Edwards, established the new science of mineragraphy at the University of Melbourne. They were both great geologists, both were superb scientists and oddly enough both were outstanding athletes.In the 1930s Dr Ian Wark, a man in the front rank of Australian scientists of any period, started his outstanding work on flotation, work which resulted in a text book which remains a leader in its field today.In the 1930s also Arnold Black at Broken Hill South Ltd picked up the work which had been done at Mt Lyell many years previously and eventually wrote the papers on hydraulic fill which demonstrated that he led the world in fill technology. What a remarkable story of achievement it was, it laid the groundwork for the great industry we have today. It was possible because the industry was well supported by outstanding university schools and I would like to talk about some of these.

In this study, 23 samples of leached ash (LA) were collected from an ash pond at Loy Yang Power Station and geotechnically characterised. The samples were collected at various depths and locations within the ash pond on two separate occasions in order to account for the full variability. The LA within the ash pond at Loy Yang Power Station (LYPS) was found to vary in texture from silt to sand, depending on the location from where the sample was collected. Samples collected near the ash pond inlet discharge point, for instance, contained more than 50 per cent sand sized particles and were subsequently classified under the Unified Soil Classification System (USCS) as silty sand (SM). Further downstream of the inlet discharge, the LA became progressively finer and was classified accordingly as elastic silt (MH) when the sand content became less than 50 per cent. Basic geotechnical testing revealed that the LA from Loy Yang Power Station was generally acceptable as a landfill cover material. The permeability of LA, however, was generally too high for prescriptive covers, (ie resistive covers that generally rely on the impervious nature of the material to control percolation). Alternative covers, generally rely on the store/release function of a capillary or monolithic barrier to prevent percolation into the landfill. Subsequently, a material that can maintain a high water storage capacity while at the same time, readily allow infiltration and evapotranspiration is required for an alternative cover. Sandy silt and silty sand are optimal soils for alternative covers, as they do not yield water to gravity forces, but do give up most of the water in their pores when subjected to high-matric suction (Kavazanjian, 2001). The effectiveness of alternative covers is ultimately assessed using computer models, such as UNSAT-H and HYDRUS-2D, to rigorously perform water balance calculations. Prior to using a computer model to determine the highest possible percolation in the worst climatic conditions, it is necessary to select the most appropriate materials. This paper suggests a method to screen available materials for use as an alternative cover material on the basis of the soil water characteristic curve (SWCC).

THE choice of a pumping plant for the drainage of a mine is a matter of such importance that it is obvious that in a short paper it is impossible to go fully into the reasons governing the adoption of any particular type. The author, therefore, proposes to briefly discuss the methods.in vogue, and, as far as possible, to point out the advantages and disadvantages of the numerous systems. The probiem is of extreme importance to the mining engineer, and it appears that in the past sufficient thought has not been given to this branch, as shown by the numerous failures which are encountered.When water is met with in large quantities, the development of the mine depends upon the pumping plant to such a great extent that the most careful consideration should be given before deciding on any particular scheme for drainage. The pumpingplant in a mine should be looked. upon in the light of an insurance policy, and should be treated as such, care being taken that the premium is as low as possibl~, and to ensure this it is necessary that the most efficient plant be secured. Local conditions play such an important part ill the design of a plant that no hard and fast rules can be laid down. Gold placers in the Nokomai and Nevis valleys are dominantly Quaternary in age. They occur mainly in western tributaries of the upper Nevis, eastern tributaries of the middle and upper Nokomai, and in the trunk valleys themselves. Placer gold in both valleys is dominantly a-phase Au-Ag-Hg alloy. Au-Ag alloy is absent or rare in most of the deposits, except in the lower Nokomai. Alpha-Au-Ag-Hg alloy is typically coarse-grained (up to 2 cm), angular, and rarely flattened or folded. Crystalline texture, quartz intergrowths, and psuedo-hexagonal crystal-pluck cavities are common. Fluvial transport distance predicted from the maximum Flatness Index ofAu-Ag-Hg alloy particles is typically less than 10-20 km. Coarse (up to 2 cm) cinnabar is commonly associated with the Au-Ag-Hg alloy, and both were probably derived from hydrothermal sources in western tributaries ofthe upper Nevis and eastern tributaries of the upper Nokomai. Minor secondary Au-Ag-Hg alloy occurs locally in the lower Nokomai, where it coats or cements detrital a-phase Au-Ag-Hg and Au-Ag alloy particles. Au-Ag alloy dominates over Au-Ag-Hg alloy in the lower half of the lower Nokomai alluvial plain and gravel of a raised channel incised into semischist basement adjacent to the plain. The Au-Ag alloy is rounded and commonly flattened and folded. Crystalline texture, quartz intergrowths, and pluck cavities are rare, and a fluvial transport distance of 25-40 km is estimated from maximum Flatness Index ofAu-Ag alloy particles. The Au-Ag alloy, three types of gamet, magnetite, clinozoisite and well foliated schist boulders in the abandoned channel are not found in the pumpellyite-actinolite facies bedrock in the Nokomai. These components were derived from greenschist facies schist and sedimentary sources in Otago, many tens of kilometers north of the Nokomai catchment. They were transported to the Nokomai either in Wakatipu Glacier till or fluvio-glacial outwash that entered the valley via Nokomai Saddle, the confluence with the Mataura, or both.

This modern plant consists of a battery of 72 Otto Wilputte Compound Under-jet Ovens with extensive plant for the recovery by-products. The ovens produce 9000 tons of furnace coke per week together with some 17,000,000 cub. ft. of coke oven gas, which is used for heating purposes throughout the works and for heating the ovens.Coal is supplied from the, company's colliel'ies and is stored under a Coal Handling Bridge of 264 ft. span and 365 ft. overall, capable of handling 250 tons per hour. The coal storage space of 1600 ft. can. be extended to a maximum of 2800 ft.Preparation of the coal for coking involves fine grinding which is carried out as follows:-Coal is dumped from rail waggons on to a conveyer belt which delivers it to a 12 ft. x 22 ft. Bradford Breaker, with a capacity of 400 tons per hour. The coal, then approximately 4 in. in size, passes, to the mixing bins; and after careful blending is reduced in the,hammer mills to a fineness suitable for the ovens.The fire coal is elevated to the main storage bin over the battery for subsequent charging by electric larry car. The average cokingtime is 15 hrs. 36 mins. At the end of ,this period the doors, are removed and the coke pushed from the oven by a mm. The coke, is, then quenched with fresh, water and sent to the Blast Furnace in 50-ton Copper Waggons.The gas is exhausted from the ovens by Brown Boveri turbine, exhausters of 23,000. cub, ft, per min. capacity. Exhaust steam from these is used for various. purposes in the By-Product plant. After removing the last traces of tar by Electrostatic Precipitators', the gas is bubbled through sulphuric acid, the ammonia forming ammonium sulphate, which is subsequently washed, dried and bagged for sa,le as a fertilizer. The gas then goes to the Benzol Scrubber Towers, where benzol and other derivatives are recovered and later redistilled and purified. The cleaned gas is then piped to the main works for heating purposes, being used with tar to fire the steel furnaces, and also the soaking pits and reheating furnaces.BLAST FURNACES.The company is at present operating two Blast Furnaces of 800, and 1000 tons nominal daily capacity respectively. A detailed examination of carbonic acid leaching of crude iron-containing magnesia derived from Savage River magnesite shows that the rate and extent of magnesium and iron dissolution are affected by the slake time, leaching temperature, carbon dioxide pressure, pulp density and rate of agitation. In order to produce high-purity magnesia from the leachate by precipitation and calcination, the optimum leaching conditions, which are those that yield maximum magnesium and minimum iron dissolution, have to be a compromise in terms of the above parameters. For example, iron dissolution can be limited by leaching at an elevated temperature (-45°C), but because the maximum concentration of magnesium biearbonate decreases rapidly with an increase in temperature, it is necessary to use a low pulp density (-2 per cent solids) in order to achieve an acceptable degree of magnesium dissolution.Evidence is obtained that iron dissolution involves the formation of a soluble ferric bicarbonate complex that decomposes at elevated temperatures. The extent of iron dissolution is much higher than might be expected and it is probably because the original magnesite contains siderite in solid solution with the magnesite; on calcination, the hematite whieh is formed is in a very finely divided condition and hence more reactive.

Operating well designed and maintained surface mine haul roads is the key to minimising truck haulage costs - in itself a significant component of the total cost per tonne mined. Existing and proposed mining operations are subject to scrutiny, both from the economic and environmental perspectives. In the long run, this scrutiny returns improved efficiencies and leaner, 'greener' operations. The focus of this evolving evaluation process should and will certainly fall on haulage operations - simply by virtue of their contribution to overall cost of operations and sustainability impacts. Whilst the end result - improved efficiency and contributions to resource sustainability - is not in itself problematic, it is the route, or process followed to achieve these improvements that needs to be carefully managed. We can be guided on this journey by our understanding of how a road is designed, and, critically, the technological solutions that can contribute to a company's sustainability initiatives. This paper examines the current state of mine road design and operation, together with the economic and environmental issues associated with under-performance. The paper serves as a basis for evaluating the economic and environmental contributions that technology in road design and management can deliver to sustainable operations. Utilising innovation is the key to long-term sustainability and as a means of positioning the industry for the imminent structural changes to the economy and environment, changes which are now within the operating life of many mines, haul roads and haul trucks.

The use of walk-through inspections, approvals and ad hoc investigations to ensure risk is kept within acceptable levels is reaching its limits of effectiveness. Further improvement in occupational health and safety requires a systems approach, and the use of Quality Management principles is an obvious basis for this. SafeGuard, a æbest practiceÆ model health and safety management system and audit criteria based on AS/NZS ISO 9001:1994, has been produced by the Department of Mines and Energy. Quality style audits of mine and quarry health and safety systems are now being carried out by the Inspectorate.

Stope back conditions in the cut-and-fill stopes at New Broken Hill Consolidated Limited often deteriorate to such an extent that, because conventional rockbolts are not able to maintain safe working conditions, square-set timber is installed. An attempt to eliminate this costly procedure has involved the use of long grouted rockbolts using high tensile prestressing wire. These bolts were developed in conjunction with the prestressing engineers of BBR (Aust.). This form of support has improved the back conditions, maintained safe working conditions, and delayed the introduction of timber in a number of stopes.Production from these stopes has been maintained at its previous level (at a rate approximately double that of a comparable timber stope).

In 1961, West Australian Petroleum's Eneabba No. 1 bore encountered 22 seams of coal totalling 40 ft in thickness between the depths of 6373 ft and 6441 ft. On analysis, this coal had a similar calorific value (8000-HOOO B.T.U./lb, assuming 20 per cent water) to the coal from the Collie Coalfield, Western Australia's only known area of commercially exploitable coal. Being buried to depths in excess of 6000 ft, the coal at Eneabba had developed weakly-coking properties, and thus, although much younger than the Permian coals of Collie, gave promise of being a major potential source of power for Western Australia.West Australian Petroleum undertook a programme of stratigraphic drilling and shallow test drilling to determine whether this coalhorizon persisted into the outcrop of the Lower Jurassic sediments in the Hill River district, 140 miles NNW. of Perth, and, if it was present, if the quality and quantity of the coal would warrant development of the deposits by open cutting. The coal horizon was identified in the near surface, but the poor quality of the coal and the complexity of the structure made development (in the area examined) uneconomic at the time.A strong seismic reflection in the Eneabba area occurs at the same depth as the Jurassic coals. This event originates within the upper beds of the Lower Jurassic and it is probable that the velocity contrast between the higher velocity siltstones and the very low velocity coals enhances this very strong, distinctive seismic reflection.This event can be followed on continuous seismic data over a large area of the northern Perth Basin, from 13 miles SE. of Dongara to 20 miles SW. of Coorow. It can be followed from a depth of 4000 ftnear Dongara to over 17,000 ft to the SE., so development of thisvast potential source of power will depend on the economics ofprocesses being developed for the production of power from theburning of coal seams in situ.INTRODUCTIONThe discovery of 22 seams of economically useable coaltotalling 40 ft in thickness in the Lower J urassic sedimentsof the Eneabba No. 1 bore (Fig. 1) led to the search forthese seams at economically workable depths. The history of zinc production in Australia is outlined including attempts to make zinc electrolytically at Cockle Creek, N.S.W. in the last century, the use of horizontal retorts at Cockle Creek and Port Pirie, South Australia, production by electrolysis at Risdon, Tasmania and at Port Pirie using zinc oxide fumed from lead blast furnace slag and production by the Imperial Smelting process at Cockle Creek. Developments in the electrolytic process are described including those in roasting, acid manufacture, leaching, purification, electrolysis, melting and casting. The Imperial Smelting process technology is also outlined. In both processes global technology is reviewed, including important Australian contributions.

Gold, silver and palladium may be separated from the other base metals and sulphur contained in copper sulphide precipitates derived from the Sherritt-Gordon nickel process using a process involving an oxidation roast, a reduction roast and a Cu(II)/acetonitrile leach. Sulphur is removed as SO, in an oxidation roast and the hot calcine is reduced with carbon, or with carbon plus cuprous chloride. The resulting product contains metallic copper which is readily dissolved with cupric ions in aqueous acetonitrile solution. Copper powder is recovered by thermal disproportionation. The residue contains the bulk of the iron and precious metals and may be treated by a number of methods, including direct cyanidation or melting with suitable fluxes. Melting the residue will produce a copper alloy containing the precious metals and remove the iron as a slag. The alloy can be recycled to the copper leaching stage or sent for toll refining depending on the precious metal content. Impurities from the leaching circuit are controlled by a bleed circuit which in one approach utilizes the SO, from the calciner to produce Chevreul's salt and separates copper from the soluble cobalt and nickel. Alternatively, the bleed may be directed back to the main refinery copper boil stage or oxydrolysis stage.

The use of scrapers in mining and earthmoving operations is not new, in fact they are one of the earliest methods of bulk earthmoving. A single machine which can load, haul, and dump material with a minimum of ancilliary support is a highly productive and cost-efficient method of earthmoving. In recent times scrapers have been unpopular due to perceived problems and operational limitations, but the last couple of years have seen a resurgence in the use of scrapers in the Bowen Basin as a primary prestripping tool. The main operational limitation of scrapers is the economic operating range. maximum productivity and lowest cost per bcm is achieved on short leads, as the lead distance increases the cost per bcm quickly reaches and then overtakes that of an truck-excavator fleet. The geometry of a ætraditionalÆ coal mine does not readily allow short leads for prestrip fleets due to the nature of dragline stripping operations. The strip arrangement means that material has to be taken around the end of the pit, meaning a longer haul distance than the actual point-to-point distance between load and dump. This can be alleviated by using pit bridges, however these can cause spoil problems for draglines if not properly planned and have been avoided by many mines. Due to the economic haul distance limitation of scrapers, truck-excavator fleets have become the normal method utilised. Currently more geologically complex mines are opening up, which do not allow traditional down-dip strip mining to occur. Cross-dip mining methods allow for short leads between prestrip loading and dumping areas, hence scrapers and bulk doze are realistic alternatives to a truck-excavator fleet in the prestrip environment. Keeping the lead distance to a minimum a fleet of 657Æs can move material at a very low cost. The other main operational limitation of scrapers is the type of material that can be economically excavated. Hard material can lead to damage to the bowl, free-flowing sand will not readily stay in the bowl leading to reduced load factors. Ripping the material with a dozer prior to excavating can lead to improved loading time, and greatly reduced GET consumption. When considering scrapers for prestrip operations a number of things must be considered: is the lead distance within the economic haul distance? should twin power (push-pull) or single power (dozer pushed) scrapers be used? do I need to rip, what should I rip with? what ancilliary support is required? is there another system already available on-site which is currently under utilised? This paper considers the parameters under which large twin power scrapers are the most effective way of undertaking prestrip operations.

The Rosia Montana gold deposit is located within the æGolden QuadrilateralÆ area in the Apuseni Mountains of Transylvania, Romania. The deposit is situated approximately 85 kilometres north of the regional centre of Deva, within the province of Alba, at elevations of up to 1100 metres above sea level. The Rosia Montana deposit contains a current resource of 344.07 million tonnes at an average grade of 1.3 grams per tonne (g/t) gold (Au) and 6.0 g/t silver (Ag) for a total (measured, indicated and inferred) contained resource of 14.29 million ounces of gold and 67.00 million ounces of silver. The resource was calculated using a 0.6g/t Au cut-off, a 10 x 10 x 10 metre block size and multiple indicator kriging. The low sulfidation style epithermal mineralisation at Rosia Montana is hosted within Tertiary age dacite intrusions and related vent breccias. Mineralisation is generally disseminated and associated with silica, adularia, illite, pyrite and carbonate alteration of host rocks, with minor late carbonate-base metal veins. Precipitation of precious metals is generally considered to have occurred as a result of over-pressurization, boiling and subsequent brecciation. The dacite intrusions are hosted in Cretaceous shallow marine and deltaic shales and slates, which overlie older Paleozoic sedimentary and metamorphic rocks within uplifted sections of oceanic sea floor.

The Australian glass sand industry produces some 2.8 million tonnes per annum of silica sand, of which about 2.0 million tonnes are exported and the rest is for the domestic market. Approximate production rates for each Australian state are listed. The variety of processing methods used in the currently exploited deposits reflects the size, location, and characteristics of the various deposits and the requirement of the end market/s. The industry uses to a large extent equipment developed for the separation of mineral sands, particularly as it applies to low grade heavy mineral deposits, where low cost, high capacity and metallurgically efficient equipment has proved eminently suitable for the production of the low value glass sands. The requirements of the domestic market, as well as those of the present and potential export markets are discussed covering quality requirements, distribution channels and other factors critical to success.
