Sustainable handling of municipal waste and sewage sludge has an important goal to recycle resources without supply of harmful substances to humans or the environment. The gasification mechanism of phosphorus from municipal waste and sewage sludge during the incineration process has been investigated to develop a phosphorus recovery system. Quadrupole mass spectrometer coupled to an electric furnace is applied to study the vaporisation behaviour of phosphorous gas phases from municipal solid waste (MSW) incinerator ash of sludge during solid-state reduction by carbon. Measurements are carried out in vacuum conditions of 2 x 10-6 Torrs and furnace temperature range 573 - 1773 K, at a heating rate of 7.22 K/minute. It has been found that most of the phosphorus is vaporised as PO2, P2 and P4, in agreement with thermodynamic estimation despite a shift in the temperature regimes.

The Project Financing Industry is currently being expanded en- compassing greater competition due to the improved worldwide economy. This has meant that money is in greater supply than demand for both loan and equity investment and is available for larger and higher risk ventures. The consequence of this is that the Project Financing Industry should be better able to provide more innovative forms of financing to meet the needs of mining and petroleum companies, regardless of size. Large mining and petroleum companies in Papua New Guinea should therefore be looking for ways to raise equity funds for exploration in greenfield areas, diversifying their risks through acquisition, and seeking to reduce their costs of borrowings. The small to medium sized mining sector should be looking to raise equity for increased ex- ploration on tenements and, where possible, to raise borrowings to fund expansion and further development of their projects. In summary, it is a period during which companies should take ad- vantage of available funding to augment their strategic plans and increase their long term returns to shareholders.

As world demand for various minerals increases the mining industry in its endeavour to satisfy this demand will, eventually,look to the extraction of orebodies which previously may have been uneconomical to mine. These orebodies may be of two types. Firstly, new low grade orebodies and secondly, remnant sections of previously mined orebodies. Some of the factors relative to remnant mining operations are discussed and the potent- ial of remnant mining in providing an important contribution to future world metal production is considered.

The attachment of a spherical particle to a bubble is theoretically investigated under the condition of a mixed sorption coating of a collector. It is shown that the attachment is determined primarily by the hydrodynamic factor involving the displacement of liquid from the gap between a bubble and a particle. The dependence of the attachment on the state of the surface of particle (sorption coating) is due to a change in the boundary conditions on the interface with water both in the case of surfactant chemical sorption and in that of the physical adsorption of oil. It is demonstrated that at large distances the thinning of a interlayer is facilitated by a physically sorbed collector, while near the bubble this is done by a chemically sorbed one.

In recent years, wide consideration has had to be given to methods of improving the condition of the mine environment in many coal mines, and significant developments and changes have evolved. Thus even after substantial increases inòair flow rates at the working place (they have increased over three fold in the last generation), environmental conditions have arisen for which it has been necessary to introduce or consider: i) additional ameliorative measures, such as good housekeeping; ii) layout changes: such as Y or Z layouts; iii) homotropal ventilation; and iv) air conditioning. In certain countries, consideration has been given also to: v) additional payments reduced working times; vi) heat acclimatisation programmes; and vii) the use of cold or cooling suits At many hot and humid mines, the principal benefits from adopting (i), (ii) and (iii) have already been realised. For various reasons, the maintenance of shaft structures is becoming an increasingly important factor in the operation of underground mines. Deterioration mechanisms related to operation of the shaft are identified as corrosion, mechanical damage, fatigue damage and wear. Deterioration mechanisms related to rock movements are identified as vertical strain, ride vertical closure and squeezing. Analytical procedures for assessing this deterioration are discussed, and it is shown how acceptance criteria are developed and implemented. In order to track the deterioration of shaft structures, shaft inspections are undertaken, but the information is often not well documented. Formalised procedures for capturing and recording information, and then processing the information are presented. Finally, two case studies are briefly described to illustrate how these procedures have been implemented in practice, and what benefit has accrued to the mines concerned.

A philosophy is presented that new graduates in mining and metallurgy should be equipped to use computers during their under- graduate courses, should be aware of the capabilities and costs of a wide range of computing equipment, and should receive sufficient stimulus to become involved in applying computers for the benefit of the mineral industry. A program is presented in which computer applications and "hands on" involvement with computers are integrated into the progressive stages of the undergraduate courses in Mining and Metallurgy. In this respect, the role of the computer is to assist the student by performing time consuming tasks, to demonstrate the industrial applications of computing, to extend the scope and complexity of the tutorial, assignment and project work which can be undertaken by the student, and to provide the essential first stepping stones toward continued useful involvement with computers during the graduate's working life.

The physical properties of an orebody require determination for virtually all mining projects, new and existing. The extent and regularity of such determinations being subject to the size and homogeneity of the orebody. Such properties have an impact at the design stage of new plants, with respect to equipment specification, and thus effects capital costs; and also impacts on the operating costs of new and existing plants, with respect to power consumption, production levels and part replacements. All of these can severely alter the bottom line and can be the determining factor in the economic viability of many projects.This paper examines some of the most common properties that are measured, the procedures utilised in determining these properties, and their variability under conditions of reproducibility, and to a lesser extent repeatability.

There is little doubt that the vision (Spectre) of Voisey's Bay has completely spooked the Northern Hemisphere view on nickel to the exclusion of considering any other future nickel project. Voisey's Bay orebody is of world-class and will influence world nickel and cobalt supply for a very long time - but - has the world yet started to consider the enormous cost of acquisition and development of this find or the nickel price it will need to attract to cover these costs and its operating costs and keep its bankers and shareholders happy. That price will be the critical factor in determining Voisey's effect on world nickel and will be critical in ranking other new projects aimed at making up the nickel short fall created by the on-going demand for austenitic stainless steel. In my view, there is little doubt that some if not most of these `other' new projects will be developed in the South West Pacific from lateritic Resources.

Willemite (Zn2SiO4) is one of the main zinc carriers in several Neoproterozoic carbonate-hosted non-sulfide deposits ofNamibia and Zambia. Willemite commonly replaces sphalerite, but it may also replace the carbonate host rocks. Fluid inclusions, cathodoluminescence petrography and trace element geochemistry are crucial to distinguish between hypogene, high temperature and low temperature (possibly) supergene willemites. A global period of willemite mineralisation, extending from Cambrian to Lower Ordovician has been proposed for the southern hemisphere. An EXTENDED ABSTRACT is available for download. As the gold price, and consequently ore reserves, improved in the late 1970's, a programme of upgrading the gold recovery circuit at the Phoenix treatment plant at Central Norseman was initiated. The introduction of oxidised ore with a high clay content from the North Royal open cut caused a reduction in thickening and filtering capacities, which in turn restricted plant throughput and increased gold losses in the residue solutions. Test work into alternative washing facilities showed that the installation of a five stage counter current decantation system would restore throughput and reduce soluble gold losses. Installation of the system achieved the objectives of increased plant tonnage, increased proportions of the high grade oxidised ore in the mill feed and decreased gold losses in the residue waters.

The Professional Standards Act responds to the growing problem of professional liability by introducing a mechanism whereby professional associations can have schemes approved. Those schemes include a cap on liability; a requirement for compulsory insurance; the development of risk management strategies; and the establishment of a complaints and disciplinary system. The Act is also designed to support and develop the concept of self-regulation by the members of occupational associations who provide services to the community by providing them with those tools. It implicitly accepts that self-regulation is preferable to statutory regulation and that self-regulation serves the interest of the community and of the providers of services. The Act arose from a review of professional liability commenced in 1988. The Attorney General's Department produced an Issues Paper, released in September 1989, which outlined in detail the extent of the problem. This was widely circulated and an extensive number of comment were received.

Process control applications to the unit operations in both the Lead and Copper Smelters are reviewed. The basic aim of this control is to smooth plant inputs to produce an output of consistent quality in terms of chemical composition, temperature and physical properties. Most effort has been put into the process bottlenecks, namely in the process baghouse of the Lead Smelter and in the Copper Smelter reverberatory furnaces. The method of approach is discussed, firstly extensive plant measurement and data logging plus identification of factors which most affect the unit operation and secondly control of these factors to smooth out variations. This has been possible due to the development in-house of on-line instruments to measure the critical variables and the external use of computers for plant control. Some of these instrument developments are also briefly discussed.

Regional problems, such as political risk and debt reschedulings, in Pacific Rim nations coupled with the price volatility of gold mean that multi-faceted financing packages are needed to offset the many risks inherent in a new gold mine development. The cross-border risks of getting money back out of a producing mine may require the involvement of export credit agencies, multilateral government banks, or political risk insurance. Variations on forward gold sales, gold loans, or offset structures can also enhance the flexibility and safety for the providers of both the debt and equity. The region will become as large a gold producer as South Africa by 1990. The large dollar amounts for both investment and revenues realised are of great significance to the economies of many of the Pacific Rim countries especially as a means to increase foreign exchange earnings.

Froth flotation is applied to mineral sand concentrates in order to produce commercially viable xenotime concentrates. Experiments indicate that a xenotime product containing 38% Y203 at 47% recovery or 34% Y203 at 83% recovery can be obtained from a 27% Y203 feed. The process involves a primary stage of reverse flotation at which oxide and silicate gangue is floated, and secondary stage of direct flotation at which xenotime is floated. Of the various collectors screened an amphoteric compound was found to be effective at both stages. This was made possible by the addition of sodium silicate at the second stage, which acted as depressant for the remainder of the gangue. Similar studies on a low grade feed material were somewhat unsatisfactory as the grade achieved fell short of what was targeted.

Running a successful reagent plant trial is not an easy task, especially when trying to achieve an incremental improvement in a highly variable process, such as flotation. Cytec aims to achieve one per cent recovery improvement with 90 per cent statistical confidence. Most concentrators experience large fluctuations in recovery and so the æmagicalÆ one per cent is difficult to detect. With the aid of statistical software, including REFDISTR (proprietary) and ECHIPR, Cytec have developed a unique approach to differentiate between daily operational variation and actual process improvement. This paper describes how Cytec runs a plant trial based on extensive laboratory investigation and detailed analysis of historical plant data using statistical techniques.
