State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

This work investigates some suggested methods for blast vibration monitoring on a hard surface based on 53 tests on a vibration exciter. Errors in the measurement attributable to coupling have been described as function of frequency by the rock-to-mount (or coupling) transmissibility, ie ratio of the velocity of the vibration sensor mount to the velocity of the rock motion. Transmissibility has been measured from 2 to 200 Hz, at two vibration levels (5 and 20 mm/s), in four seismographs. Attachment methods with an anchor, thermal adhesive and gypsum plaster allow stiff rock-to-mount coupling. They ensure accurate measurements (errors below 0.3 dB) for frequencies commonly found in blasting (below 100 Hz) irrespective of the mount characteristics and the vibration level. Free laid mounts and sandbagged vibration sensors lead generally to a poor, weak coupling. Errors are non-linear errors with the input velocity, ie the operating frequency window narrows as the velocity of the ground increases. Free mounts follow ground motion acceptably well (error up to 0.4 dB) at both vibration levels and frequencies below 15 Hz. At higher frequencies, free mounts lead to the largest distortions with expected errors ranging from 0.8 to 6.6 dB. Sandbagging limits the expected errors below 1.3 dB, but it does not prevent large errors that can be up to 4.5 dB. In heavy minerals separation, the titanium and iron oxide phases are separated from silicates in the coarser particle size range (80 - 150 mm) using magnetic and electrostatic separators. With the ongoing challenge of heavy mineral ore deposits getting increasingly finer in particle size, conventional separation equipment suffers from the ability to process this material at the same throughput rate as coarser particles. A variety of magnetic separation technologies were developed to perform at a much finer particle size range, down to 2 mm in the clay industries mainly to remove titaniferrous oxide particles. Complementing the developments made on the physical aspects of magnetic separation, Cytec Industries has recently developed a ‘bolt-on’ chemical enhancement technology for magnetic separation (CEMS). This is to enable separation of finer particles, and weakly paramagnetic titanium phases from diamagnetic silicates that are not amenable to magnetic separation. This paper will provide an outline of the technology, illustrate its ability to process a wide variety of ores, and also discuss plant limitations. The major advantages of chemical enhancement technology to magnetic separation includes: simple dosing equipment extension to existing magnetic separation technology; ability to produce product of comparable quality with improved cost effectiveness, when compared to incumbent flotation; removal of impurity minerals over wider size range; enhanced removal of non-magnetic impurities; and improving the process robustness. Furthermore, chemical enhancement technology for magnetic separation has also emerged as a platform for removing impurities at lower levels in other mineral systems as well.

In many cases mine design is the most important driver of the profitability of a mining project, however to reach an æoptimumÆ mine plan many compromises have to be made. Some of the fundamental profit (and loss) drivers relate to stoping methods and stope design parameters. Inevitably trade-offs have to be made between the stability of underground openings, ground support costs and production efficiency. This paper looks at the role of geomechanics in the mine planning and design process. The concepts of æcontrollable lossesÆ and æuncontrollable lossesÆ are developed as a means of partitioning ground control costs. A stope design example is given which provides a method of examining mining costs, and includes a decision making element in order to quantify geotechnical impacts and select stope dimensions. The method also provides a general framework as a means of balancing ground control costs against maximising returns from an underground mining project.

Located 350 km west of Sydney and 20 km outside Orange, NSW, lies the Ridgeway Gold Mine û NewcrestÆs flagship Underground Gold Mine. Key to success at Ridgeway has been the fast tracked development of the 3.8 km, 1 in 5.3 conveyor decline which houses the 850 t/hr conveying system feeding the dedicated Ridgeway Concentrator, built adjacent to the existing Cadia Hill Concentrator. Eroc was contracted to develop the steep conveyor decline, drawing on its personnel and experience from past metalliferous, tunnelling and coal mining projects to complete the ambitious schedule within 12 months. This paper deals with the complexities and experiences in safely delivering what is understood to be one of AustraliaÆs steepest declines of any substantial length in a metalliferous mine.

Deposit-10/11A is situated in the iron rich Bailadila region of India comprising haematite ore of average grade 65 per cent Fe. The deposit production line was commissioned in the year 2002 having a capacity of 5 Mt/a. The plant has the state of the art mineral processing equipments.The ore is transported from mines to crushing plant by means of dumpers. The ore is comminuted in two stages to get 150 mm top size product and this product is transported through conveyor system and is stored in silos as feed stock for beneficiation plant. In the beneficiation plant this crushed product is wet screened in two stages to produce a product of lump (-150 + 10 mm) and fines (-10 + 3.15 mm). The product of -3.15 mm top size is fed to primary classifier for a size separation at 150 µm. The resultant product (-3.15 mm + 150 µm) is dewatered and transported to fi ne ore product stock yard through conveyor system. The minus 150 µm material from classifier overflow is fed to cyclones (508 mm cyclone battery with an apex of 65 mm) for desliming at 45 µm and to recover ultrafi nes (-150 + 45 µm). The cyclone overfl ow slimes (-45 µm) along with water is treated in lamella thickeners to recover process water. The thickener underflow material is transported to tailing pond (discharge rate is 300 m3/h at a specific gravity of 1.4) by pumping through HDPE (high density poly ethylene) pipeline and the over flow water is being recirculated. The water requirement for beneficiation is approx 1.5 m3 per ton of ore.This paper aims at identifying and quantifying the factors that affect the overall plant performance (grade and recovery) during the different seasonal variations especially in the rainy season (mid-June to end October). The effect of seasonal variations on unit operations such as milling, classification, thickening and filtration are discussed. Specific cases are presented as examples and recommendations are formulated.

Rio Tinto Iron Ore (RTIO) manages eleven mines in the Pilbara region, Western Australia. Three of these mines have previously or are currently mining black shale that contains varying amounts of pyrite. Several new deposits currently being evaluated and existing mines that may progress below water table in the future, will also encounter this waste material. The black shale presents not just an acid rock drainage risk but also a spontaneous combustion risk. This paper presents the black shale management strategy and provides an overview of the relevant activities undertaken by RTIO. The strategy can be divided into two components which firstly involve defining the risk and secondly involve managing the risk. The mineral waste management plan is used to identify specific mineral waste hazards by:geochemical characterisation of waste material,undertaking mine site specific risk assessments,characterising the receiving environment,identifying sulfidic boundaries in geological and mining models,quantifying the amount of sulfidic material in medium and long-term mine plans, anddesigning and sequencing black shale waste dumps. Once a mine exposes black shale the Spontaneous Combustion and Acid Rock Drainage management plan is used and the major activities are: regular site meetings with a representative from every group that works with black shale;compliance with safe working procedures for site specific and detailed activities;regular training;the use of specific explosives to prevent premature detonation;ongoing geochemical characterisation;acid water management, monitoring and analysis;regular internal and external auditing of procedures and practices; andclosure planning assessments and preparations (ie cover trials, geochemical void modelling, geochemical waste dump modelling). The success of this holistic strategy is evident by the awareness of personnel within the business, thorough understanding of the geochemistry and by undertaking proactive management of black shale during mining. The strategy and management plans adopted by Rio Tinto Iron Ore have activities that other mine sites with potentially acid forming material may like to consider implementing.

"This paper outlines a simple methodology for iron ore characterisation. Iron ores commonly contain a range of iron oxides with varying iron content along with generally minor quantities of lighter silicate gangue phases, giving rise to density variations. Companies tend to rely on heavy liquid separation (HLS) in the evaluation of samples arising from exploration, mining or metallurgical processes. Heavy suspension separation (HSS), a simple laboratory technique of density fractionation, employing suspensions of fine tungsten carbide (WC) particles in lithium heteropolytungstate (LST) solutions, can be used in the evaluation of iron ore.As part of Arrium Mining’s program to improve its knowledge of ore types being processed in two hematite ore beneficiation plants (OBP), metallurgical evaluation of hematite feed and geometallurgical evaluation for the OBPs has become a major focus.Metallurgical evaluation of the hematite ore ultra-fine size fraction, formally treated as waste but now upgraded by HSS, is a part of Arrium’s program to improve recovery.The HLS method for iron ore characterisation is not generally used as part of routine iron ore feed metallurgical evaluation due to the expense, toxicity and time-consuming nature of the technique. Results show that the HSS method for iron ore characterisation can achieve low-cost, low-toxic separation and can be used on-site to improve turnaround time of results (Begelhole, Jasper and Koroznikova, 2013).Arrium have applied this technique successfully for the past three years to progress process improvement for the two OBP as well as to assist Arrium’s on-site laboratory services, Bureau Veritas in Whyalla.The main objective of this program has been to further develop the HSS procedures using a low-toxicity, high specific gravity (SG) suspension; LST and WC as the dense medium for metallurgical evaluation of ultra-fines.A suspension of a particular density will separate iron ore into two products: a sink fraction (denser iron oxide – hydroxide particles) and float fraction (silicate – iron ore composite particles). A theoretical grade and mass recovery can be calculated, and a grade – mass recovery curve can be constructed for iron.Metallurgical evaluation of the plant feed ultra-fine size fractions are used to improve efficiency of an upgrading plant process. During the commissioning phase of Prominent Hill, periods of reduced recovery were experienced with higher-grade ore blends. This was unexpected and as part of the process to identify the cause, surveys were conducted in May 2009, with two different ore blends (copper grades: 1.94 per cent Cu (blend 1) and 2.49 per cent Cu (blend 2)). Metallurgical performance was assessed in terms of rougher recovery and grade with consideration of both pulp and froth effects. In addition, hydrodynamic measurements (gas hold up, bubble size, superficial gas velocity) as well as measurements of bubble load and top-of-froth grade were taken during the surveys and full mineralogical assessment of selected streams completed to characterise the nature of the differences. The metallurgical results showed that the lower performance was obtained with blend 2 which contained the higher amount of chalcocite and was higher-grade. Analysis of the survey data showed that for both ore blends more than half of the copper loss occurred in the +38 ¦m size fractions. Almost 30 per cent of the copper in the +38 ¦m fractions that reported to the rougher tails during processing of blend 2 was liberated compared to less than five per cent for blend 1. Additionally almost 60 per cent of the copper in the +38 ¦m fraction of blend 2 was chalcocite compared with approximately 20 per cent in blend 1. This paper discusses the sensitivity of the chalcocite-to-surface chemistry effects causing marked reductions in recovery either through reduced pulp recovery or froth phase (detachment) effects. The reagent suite and operating conditions were subsequently changed and the recoveries increased substantially and the sensitivity to ore changes eliminated. The JK Drop Weight test was developed at the Julius Kruttschnitt Mineral Research Centre (JKMRC) in the early 1990s as a means of characterising ore for the purposes of AG/SAG mill and crusher modelling. It has since been used extensively worldwide in the minerals industry as a key ore characterisation test which produces parameters which are used in comminution circuit design and optimisation. The test generates three parameters which are used in the AG/SAG mill model of the JKSimMet software. The resistance of the ore to high energy (impact) breakage is quantified with the A and b parameters. The oreÆs resistance to low energy (abrasion) breakage is measured using the ta parameter. The accuracy and precision of the results of the JK drop weight test are of great importance given that the parameters are key inputs in the design of such capital intensive items as SAG mills. Plant optimisation exercises also rely on the accuracy of the parameters to assist with improving the performance of an existing circuit. A thorough analysis of the accuracy and precision of the parameters generated by the JK drop weight test has now been undertaken by JKTech Pty Ltd (JKTech). An experimental program was designed using statistical methods to plan a hierarchical set of 24 drop weight tests on homogeneous material. Each stage of the test was identified and incorporated into the experimental design so that the contribution to the overall error of each stage could be quantified, including the effect of operator. The data were analysed by nested analysis of variance. An overall analysis of the A, b and ta parameters generated from the test program has now quantified the variance of these parameters more thoroughly than ever before. Using the results for the impact parameters, an analysis has been carried out to investigate the effect of these variances on final SAG mill comminution circuit design. The results will also be used to refine the comparative testing procedures currently in use by licensees worldwide.

Dissolution of non-metallic inclusions in the metallurgical slag is of vital importance for cleanliness control of the steel manufacturing. With the development of high temperature confocal laser scanning microscope (HT-CLSM), new insights have been obtained due to its in situ observation characteristics, higher resolution and precise control. However, HT-CLSM measurement has the limitation, eg the slag composition cannot include high amount of transition metal oxides. In addition, it is time consuming for the experimental procedure and not so simple to succeed for every measurement. It is known that digitalisation has made a significant progress in recent years. Machine learning (ML), a sub-domain of artificial intelligence (AI), is the key enabling technology for the digitalisation of the material science and industry. The database for ML model is collected using almost all available HT-CLSM experimental data and subsequently the established database is trained by different ML methods. Unseen data is used as the benchmark of the ML model. Al2O3 dissolution is the main process to be predicted in the current study. A good agreement between the HT-CLSM data and the ML model prediction results show the possibility to apply ML in process metallurgy.

The optimisation of a metallurgical plant requires two kinds of sampling systems. The first provides samples to follow process changes, so in due time actions to maintain key parameters within pre-established specifications can be applied. The second provides composite samples at the end of a working shift to demonstrate that valuable constituents sent to the plant went to either a final concentrate or to the tailings in a logical, expected proportion. Contrary to what many experts may claim, these two kinds of sampling requirements are incompatible and cannot be fulfilled using the same sampling systems; this is because the required samples have completely different objectives. A process control sample is an instantaneous sample with increments taken at short intervals, and the objective is to know where the process is at any given time. Excellent accuracy is not a must, however good precision is recommended since a possible process correction may need to be made. Online analysers fed with in-stream stationary cutters or other kinds of in-stream or by-stream probes can do well for such a mission. A composite sample for metallurgical accounting with increments collected over a long period of time, for which excellent accuracy and good precision are both required, must be generated by sophisticated and extremely well-maintained cross-stream sampling stations. The use of process control sampling systems to achieve good metallurgical accounting has been promoted by several manufacturers of sampling equipment around the world; it is a grave mistake that is misleading top management and a practice that should be scrutinised and preferably eliminated. Cliffs Natural Resources Pty Ltd (CNR) operates iron ore mines in the Koolyanobbing region of Western Australia, about 50 km north of the town of Southern Cross. Ore is trucked from three geographically isolated sources to the crusher at Koolyanobbing, where it is blended before and during crushing. Lump and fines products are produced and railed to Esperance for ship loading and export to Asian customers. CNR is examining alternative processing paths, from mining to ship loading, with the aim of improving efficiency and reducing costs. Modifications to the system must be consistent with potential future expansions and maintain the low inter-shipment grade variability on which CNR prides itself and has built a strong relationship with its customers. In searching for the optimum process design, many options from mine face to ship loading must be evaluated and compared. Pilot plant studies are infeasible, while complex mineralogical interactions, competing goals and numerous possible system configurations limit the applicability of theoretical analysis. It was therefore concluded that simulation modeling would provide the confidence to take the next step into production trials. This paper describes techniques applied at CNR to simulate grade variability resulting from potential process design changes. The simulation models are easily run Excel-based modules, with each module representing a different part of the process. The modules use extensive Visual Basic macros driven by Excel's user-friendly interfaces. Presentation of the results is enhanced by Excel's excellent graphical capabilities. The simulation software stores and graphically presents time-stamped data from a run, enabling detailed analysis of different process configurations. Final success of a simulation run is measured by inter-shipment variability (standard deviation and process capability) and in-process ore tonnages. Meaningful results from the simulations require the initial input data contain the same correlations present in the real production environment, between the mineral components, production linkages and across time. The data also have to allow simulation of potential changes to mining method and introduction of new pits into the blend. Mining data from the real operations under study are therefore used, with average grades and variability adjusted to match potential future development proposals. It is also necessary to filter out medium and long-term variations from the production data as this variability is best controlled through the conventional medium to long-term mine planning process, not by the process design being studied. The filtering was carried out using a Fourier transform technique, which is described.

This paper reports on an industry and Australian Research Council funded research project, TAILLIQ, that is a joint initiative between four Australian Universities. The paper discusses the accuracy with which the critical void ratio can be determined for a given tailings; it does this by presenting the results from a ‘round robin’ study in which 18 geotechnical laboratories around the world participated, testing the same tailings (sampled from a gold mine in Western Australia). The results were variable, although a reasonable number were very similar, as described in the paper. The paper provides additional test data for sandy silt gold tailings recovered from a sponsor’s site in Australia, including preliminary calibration chamber test data, results from direct simple shear tests and characterisation tests to determine unsaturated geotechnical properties.

Since early-2001, Kalgoorlie Consolidated Gold Mines (KCGM) has successfully operated an ultra fine grinding (UFG) circuit to supplement its roaster capacity for the treatment of the refractory gold flotation concentrate. A second UFG mill was installed in 2002 taking the total UFG capacity to over 20 tph while grinding to 11 to 12 microns and achieving over 90 per cent gold recovery. A development program in 2002/3 involving plant trials, pilot plants and laboratory testwork resulted in process improvements and a better understanding of the milling and gold leach processes that assisted in narrowing the gap between UFG and roasting. This paper details the operation of the ultra fine grinding process at KCGM as a non oxidative treatment for the extraction of gold from a refractory ores.

In the mine of this study, cemented hydraulic backfill is placed under the form of a slurry at a percentage of solid by weight varying from 50 to 65 per cent. This slurry settles and cures in the stope. During this process an important amount of water must be drained from the scope. Field observations in the case studied here show that the geometry of the drains system has a significant impact on the drainage of the stopes. The mode of filling produces a backfill showing an evident stratification typical of a sedimentation process. In situ observations on this material show that this stratification translates into a very strong heterogeneity in the physical properties of the cemented backfill. This heterogeneity should affect the hydraulic conductivity of the backfill in the scope. In order to study this aspect, finite element simulations were performed. This paper presents the results of these simulations, where the impact of this stratification on hydraulic conductivity is related to the performance of the backfill drainage system for various geometry. This preliminary study is aimed at providing a better understanding of the role of the drains in the dewatering process of the backfilled stope in the case of this Mine.

In recent years, the use of steel fibre-reinforced concrete (SFRC) for segmental tunnel linings has become increasingly popular due to numerous advantages including durability, resistance to spalling, reduced cracking at corners and edges and significant cost-saving potential. One of the key parameters for measuring the performance of SFRC is the residual (post crack) flexural strength. A problem often faced in design and quality control of SFRC is the high variability of results obtained by standard beam test methods, with reported coefficients of variability (CoV) in the order of 25 per cent. The high test variability results in a relatively low permissible design strength relative to the average flexural strength of the material and commonly leads to non-conformances with respect to residual flexural strength during production testing.This paper presents the implementation of an alternative testing method using large round determinate panels (RDPs) for quality control testing of the SFRC used in the segmental lining of the City East Cable Tunnel (CECT) in Sydney. The alternative RDP test method was found to correlate well with standard beam tests and significantly reduce the variability of test results, minimising the risk of outlying residual flexural strength results, with zero non-compliant test results reported during the production period.This successful implementation of an alternative test for post-crack flexural strength with lower variability in results constitutes a relevant precedent to demonstrate the feasibility of this approach which contributes to the development of more cost-effective concrete mixes and minimises the risk for non-compliant results and the contractual disputes that commonly arise from these.CITATION:Cortes, F, Nievergelt, R and Kost, S, 2014. G-ResourcesÆ Martabe Mine in North Sumatra, Indonesia, is a US$700 M world-class and world-scale operation in a country which, with a few notable smaller scale exceptions, has had no significant hard rock mining development in more than ten years.The mine was commissioned in the middle part of 2012 and poured first gold on 24 July. At full production Martabe will produce 250 000 oz/a of gold and 2 - 3 Moz/a of silver at cash costs in the lowest quartile. The mine location is on the west coast of North Sumatra, which experiences annual rainfall of 4 m with no notable dry season, adjacent to seismically active fault zones, and relatively close to a rural community of 31 000 people with no significant industrial experience.The management team has successfully forged strong links with the various government departments and levels in Jakarta, North Sumatra Province and the local Regencies; developed long-term relationships with the various community groups within the local district of Batangtoru to build a sustainable social licence; has dealt with the physical and environmental challenges presented by the project location, and has successfully raised more than US$900 M over a period of three years for the original acquisition then the development of the project.Whilst in its infancy of operation, the mine is set up to deliver a long-term sustainable future for the company, the shareholders, and the people of Batangtoru and all stakeholders generally. The occurrence of airblasts is one of the principal mining hazards in caving operations between the time of cave establishment and breakthrough of the cave to surface. As such, it needs to be managed continuously and risk assessments need to be reviewed on a regular basis for applicability to changing conditions. The likelihood of an airblast occurring is based on a range of geotechnical factors over some of which engineers on-site only have limited control. However, the impact of an airblast to the underground mine, if it does occur, can be managed by following established safety guidelines for the production from the cave.This paper outlines how the Caving Airblast Simulation Tool in Ventsim was used to determine a risk management strategy for a sublevel and a block cave at a mining operation in Australia. The block cave has a footprint of 14 500 m2 with the extraction level located 1250 m below surface while the sublevel cave currently has a footprint of around 18 000 m2 operating between 660 m and 800 m below surface. Both caves are currently in their early operational periods. The risk analysis provided valuable information for the production planning of the caves including confirmation of extraction ratios for the block cave undercut, locations of airblast walls and maximum allowable air gaps for different muck pile heights to ensure safe operation is achieved.

The Wonawinta silver project near Cobar in NSW is under development by Cobar Consolidated Resources Limited (CCR). RMDSTEM Limited is part of the owner’s team for feasibility, design, engineering, construction and commissioning.With a 51Moz resource CCR is one of the largest pure silver players in Australia. A probable reserve of 14.3Moz has been defined for a mine life of approximately five years. The silver mineralization is contained in host rock composed of clays and oxidized limestone. The ore also contains on average 1.3% lead as cerussite, and other minerals. A simple circuit consisting of slurrying of the ore, gravity treatment of the coarse fraction to recover lead, silver extraction using CIL, elution and the Merrill Crowe silver recovery process, has been developed.The “value engineering” approach to this development pioneered over the past decade by RMDSTEM has meant that RMDSTEM has delivered the bankable feasibility study at a cost of $0.07 per resource ounce. It is highly cost effective making efficient use of shareholders funds as well as being very time efficient. This paper describes the application of the value engineering approach to the development of the Wonawinta project.
