Enterprise Optimisation is a methodology for increasing the value of mining and mineral processing operations through better long-term planning decisions. It involves a combination of ten mechanisms which deal with decisions at different stages of the value chain. A decision made at any point in the chain potentially affects the decision for all other points in the chain. The key, therefore, is to optimise them simultaneously. The Enterprise Optimisation approach can be shown to produce increases of five per cent to 35 per cent or more in net present value (NPV), even when several optimisation methods have already been applied. This paper steps through an example case study, illustrating the effect of each mechanism and how they can work together to develop greatly improved results. This example results in a series of counter-intuitive outcomes, which challenges conventional management practices and typical organisational objectives based on organisational silos.

Land disturbed by alluvial gold mining should be restored to a capability or productivity as good as that which existed prior to disturbance.   Effective rehabilitation requires detailed planning prior to mining and must also be closely integrated with the mining operations.   The main constituents of a rehabilitation plan: description of existing site conditions, choice of final land use, establishment of final landform, water management and erosion control, soil reconstruction, revegetation and management of rehabilitated land are briefly described.

Mining deep orebodies is increasingly becoming the norm as the ‘easy’ orebodies are depleted. Deep ore mining requires significant ventilation and cooling infrastructure to not only meet regulatory requirements for air quality but also to achieve acceptable workplace temperatures with the higher strata rock temperatures and increased auto-compression. At the same time, advances in battery equipment technology are turning the possibility of a battery powered fleet into reality. The switch from a diesel fleet to a battery powered fleet offers several positive opportunities for the design and operation of a deep mine.The potential to reduce ventilation and cooling requirements due to battery powered equipment results in significant cost savings for mine development and infrastructure. Battery powered fleets are not subject to the same dilution requirements associated with diesel fleets thus allowing lower ventilation rates. At the low ventilation volumes possible with a battery powered fleet, surface refrigeration plants are limited with respect to the amount of cooling that can be delivered to the workface. Considerations for calculating the optimum air flow and cooling requirements are presented. Considerations for locating the refrigeration plant are also discussed. Loy Yang Power (LYP) owns and operates a 2160 MW brown coal fired, base load power station in the Latrobe Valley, Victoria, Australia (Loy Yang A). It also owns and operates a brown coal mine that supplies fuel to its own power station and a nearby 1000 MW power station owned by International Power (LoyYang B). The mine supplies 32 Mt of coal per annum from an open pit, which is currently about 4 km long by 2 km wide and 180 m deep. LYP has 500 employees and a substantial amount of work is also carried out by contractors and consultants. GHD Pty Ltd(GHD) has been contracted to provide mine planning and earth sciences expertise. GHD is an international professional services company that operates globally in many market sectors including mining, industry and the environment. The company has major offices in Melbourne and also within the Latrobe Valley. This paper sets out the experiences that GHD and LYP have gained in establishing a unique alliance arrangement for GHD to provide a range of mine planning, earth science, dam surveillance and environmental services to LYP. The underlying philosophy of the alliance is to closely align the objectives of the two companies such that GHDÆs recompense for service delivery is proportional to the benefit achieved by LYPÆs business. Quality of service, whole of life costs and risk management are important aspects and are reflected in key performance indicators against which GHDÆs performance is measured. Currently GHD provide 20 000 hours of labour to LYP per annum, which are delivered by up to 120 staff who possess the required diversity of skills. The paper explains how the contract was initially let as a conventional service agreement and explains why the contract was transformed into an alliance. It then illustrates the operation of the alliance with reference to the 2006 work program. The paper concludes with thoughts on how the arrangement can be further developed for the future to the benefit of both parties.

Successful development of coal seam gas (CSG) resources in low-rank coalfields such as the Powder River Basin has raised interest in CSG from low rank coal in New Zealand. Kenham Holdings Limited holds 12 Petroleum Exploration Permits (PEP) covering some of New ZealandÆs low-rank coal and lignite resources and has engaged CRL Energy Limited to assist in the systematic evaluation of the CSG potential of the permits. To date, exploration results from seven New Zealand coalfields reflect differences in coal type, rank, depositional environment and depth of burial between coalfields. Several of the explored coalfields are considered prospective for CSG. One of the most advanced Kenham exploration programmes is in the Hawkdun Coalfield, Central Otago.   The Hawkdun Coalfield contains a single, thick lignite seam with properties that are similar to the Powder River Basin. Preliminary results indicate the Hawkdun Coalfield is prospective for CSG with the potential to contain between 25 and 60 PJ of gas; enough to supply a 30MW power station for ten to 25 years. Further drilling is planned to investigate the economic viability of the Hawkdun Coalfield. The in situ permeability of the lignite, the amount and availability of free gas, gas saturation at depth and market opportunities will determine its economic viability. If initial pumping and production results in the planned exploration programme are promising, the Hawkdun Coalfield will be further developed with additional production drillholes to form a trial production pod.

With the advent of the resources boom in the late 1960s most of the larger scale resources projects in Australasia were commissioned on an æowner miningÆ basis, where the mine owners owned and operated the primary mining equipment. Then, in the 1980s with the arrival of the gold mining boom in Western Australia and elsewhere, a change occurred û most of the mining activities were carried out on a contract mining basis. Over recent years, however, there has been a marked trend amongst larger Australasian open pit mining operations back towards owner-controlled and operated mining operations. The reasons for this are many and are addressed in the paper, but centre on the concept of the owner being prepared to assume more of the mining risk in exchange for the advantage of not having to pay a contractorÆs profit margin. Where mining contracts are entered into, the older æschedule of ratesÆ format is being replaced with less adversarial and more entrepreneurial contract alternatives involving operating cost and risk sharing in a spirit of æfair dealingÆ. Leasing and maintenance issues have also been influenced in recent years by the advent of more flexible contract arrangements with equipment suppliers. Group purchasing has also had some influence for project operators. For many mine owners, the optimal risk management profile involves a practical offsetting of the assumption of mining risk on the one hand, against the removal of litigation risk and potentially reduced operating costs on the other. Potential pitfalls may arise where equipment size and type requirements vary with time or where manpower management, mining flexibility, job skills or safety exposure factors are relevant. These issues are commented on in the context of some well known examples, and an update is provided on contract mining versus owner operation in large scale Australasian open pit mining generally.

Many policy issues facing the mining industry and affected communities are at a level of complexity that they can be called ‘wicked’ problems. The term ‘wicked’ in this context is used, not in the sense of iniquity, but rather as social and economic issues highly resistant to resolution. For the resource extraction sector and affected communities there are an array of challenges embedded in the industry’s production and profit paradigm, the remoteness of mineral reserves and affected communities’ expectations of economic benefit and a positive legacy. The mining industry as a whole is dominated by economic, political, legislative and market structures that influence and constrain interactions between mine operations and local communities. For communities, with particular reference to regional Western Australia, intractable problems include the uncertainty of, yet increasing dependence on, a mining economy. Questionable outcomes for local communities include the limited realisation of local employment and business development benefits, and low overall outcomes or low multiplier effects. ‘Wicked’ problems, according to the literature, are best addressed via collaboration. In the mid-west region of WA, with mining and infrastructure construction underway, alliances have formed between mining companies, the major port and rail infrastructure project (Oakajee Port and Rail) and regional and local governance stakeholders. The major impetus for these affiliations is to expedite planning and associated infrastructure development taking into account the lessons from other mineral-led regions. What has resulted is an array of innovative approaches to stubborn problems including planning well in advance of full-scale mining; regionally coordinated procurement; ‘mine ready’ local businesses; and strategic investments in social infrastructure; including community trust funds paid in advance of project delivery. This paper examines these innovative approaches/alliances and assesses their effectiveness in addressing long standing mining/community dilemmas.

X-ray diffraction (XRD) is a well-recognised, invaluable tool to provide detailed mineralogical analysis on a wide range of applications. However, despite the wide use of XRD in many industries, there are currently few recognised standard methods for quantitative XRD analysis and none for the analysis of iron ore materials. An initial step towards preparing a standard method for XRD analysis of iron ores was to assess the current level of precision achievable by practitioners of the technique by organising an international round robin. Six Australian chemically certified iron ore reference materials were distributed to over 100 international participants. A summary of over 120 data sets from more than 80 participants is presented. Results show that a bewildering array of techniques for sample preparation, data collection, phase identification and quantification were used. The reported values for the main components (ie hematite, goethite, quartz and amorphous content) show not only extensive variability between participants but also within participants’ results for those who submitted multiple data sets. The disappointing low level of precision exhibited for a relatively simple mineral phase system indicates a strong requirement for development of a standardised procedure.CITATION:Raven, M D and Birch, S L, 2017. Water rights and availability are extremely contentious issues in many mining regions around the world, in some instances leading to violent confrontation. This situation has the potential to only get worse because competition for 'scarce' water resources will increase with population growth. In this environment the dilemma facing the mining industry is how to generate confidence in developing a responsible, sustainable and transparent water management strategy that is recognised as such by all stakeholders. Whilst the water needs of the mining industry are minor compared to those of agriculture, an operating mine requires a relatively large quantity of water on a daily basis to carry out operations. Another contentious aspects of new mine development is the debate between all stakeholders on the amount and quality of water that a mine is able to discharge into the environment should this be required. There are a multitude of water resources available to the mining industry for operational needs however much of this water is saline and over the last two decades there has been a continual decline in water quality (ie salinity has increased). In today's world there are enormous internal and external pressures to reduce water consumption at a mine and/or alternatively use water not considered a resource by the local community (ie sewage, saline or salt water, desalinated water). Strategies to meet these objectives can be achieved by implementing good water management practices, by recycling process water, reducing water losses by evaporation and seepage (ie by increasing and improving dewatering practices) and employing new technologies such as dry stacking and dry processing. Recycled water, acid mine drainage water and water collected in the mining area have the potential to impact mineral processing performance, unless they are treated, because of the build up of mineral salts and decomposed chemical products in these types of waters. Besides this the regulatory requirements of any water discharged from a mine site (quantity and quality) have also become more stringent. For these reasons there is now some form of water treatment practiced at most mining operations around the world. This paper provides an overview of water stewardship undertaken in the mining industry over the last two decades and provides examples of water treatment practices that have recently been installed at mining operations that may be of interest to the reader.

The Mt Lyell copper mine in western Tasmania has discharged acid drainage (AD) into the Queen and King Rivers and Macquarie Harbour for over a century. Presently, dissolved copper loads of about 1000 tonnes per annum and dissolved aluminium loads of >2000 tonnes per annum are contained in the AD, which is derived from underground workings (~60 per cent) and historic waste rock dumps (~40 per cent). Flows vary from about 100 L/s during dry periods, to >400 L/s during the wet winter. The site is presently operated by Copper Mines of Tasmania (CMT) who are not responsible for the acid drainage generated from the mine site. Although western Tasmania is famous for its mining history, tourism and aquaculture have emerged as the new industries on the West Coast, with a major tourism railway (the Abt) recently opened along the banks of the Queen and King Rivers. The emergence of these industries in a æclean greenÆ Tasmania has resulted in a strong community and government push to remediate the acid drainage. Remediation investigations and efforts at Mt Lyell were initiated by the Department of Primary Industries, Water and Environment (DPIWE), previously known as DELM, in 1995, and have included the quantification of environmental impacts arising from the AD, and the investigation and costing of potential remediation options. A primary focus of the work has been to identify cost-neutral options which recover metals from the AD in a saleable form to help defray on going treatment costs. This paper summarises these activities in generally a chronological order, highlighting findings of the program that are potentially applicable to other acid drainage sites.

Large volumes of tailings are produced annually by the goldmining industry of Western Australia. This material ishydraulically discharged into large storage facilities usingsub-aerial deposition methods. Much of the gold comes fromhighly weathered rock, resulting in tailings with significant claycontents. Consolidation of these materials can be very slow,particularly if occurring under the effects of self-weight alone.To optimise the consolidation behaviour of the tailings, disposalstrategies can take advantage of the effects of evaporation byallowing each tailings layer to dry before the next layer isdeposited. In the last 20 years, much of the gold processing inWestern Australia has utilised saline groundwater. As the salinetailings dry, the surface will develop a thin salt crust. Laboratorytests have shown that these crusts can drastically reduce thesurface evaporation, adversely affecting the behaviour of thestorage. This problem has been the focus of an extensive researchprogramme, with the objective of obtaining a fullerunderstanding of the mechanisms controlling the coupledconsolidation and evaporation behaviour of saline gold tailings.Part of this study involved site investigations of a wide range ofstorages to ascertain their current states. Methods of gainingaccess to the tailings following deposition were developed.In situ testing and high quality sampling were conducted on each storage and samples returned to the laboratory for analysis. These investigations have enabled full characterisation of the storages to be accomplished. Examples of data are shown herein and the implications of the results are discussed.

Geological Parameters Controlling the Improvement of Manufactured Sand Using Vertical Shaft Impact Crushers Instead of Cone Crushers Natural sand is a limited resource. In Sweden the total use of natural sand and gravel is around 20 million tonnes per year and the goal is to halve the use of this resource in the near future. Most of this natural sand is used for concrete production, so the consequence of this goal is that more and more concrete must be produced with manufactured sand. The bedrock of Sweden consists mainly of granites and gneisses, rock types mainly composed of various amounts of quartz, feldspar and mica. Manufactured sand from these materials generally contains rather flaky and elongated grains, and there are few types of granite that can be used as manufactured sand in concrete without increasing the amount of cement by eight to ten per cent. A Vertical Shaft Impact crusher (VSI) is commonly used to improve the shape of coarse aggregate particles. Research has shown that it is even possible to improve the shape in aggregate fractions less than 1 mm for some rock types. The aim of this project was to investigate which geological parameters control the improvement of manufactured sand when using VSI-crushers instead of the traditionally used cone crusher. In order to do this eight rock types of granitic composition were investigated. The selection of rock materials for the tests was based on grain size and mica content. A 4 - 8 mm fraction of each material was used for the tests. The characterisation of the shape of the material was performed using image analysis applied on microscopic images. The results showed that the VSI-crusher had improved the shape of all materials down to 0.036 mm, except for one rock sample. According to these results granites with low mica content and relatively high content of feldspars have the best prerequisites to produce manufactured sand for concrete with suitable geometric characteristics, and if these materials are crushed with a VSI crusher they almost show the same characteristics as natural sand.

Determining ventilation system model inputs from the field test work has been produced in the working oil shale mine which has been in production since the early 1970s. At this mine room-and-pillar with drill-and-blast methods are used. The mine has a complicated ventilation system to supply fresh air for the eight mining production areas on the radius of about 12 km. The main purpose of the experimental test works was to obtain data for estimation of an optimum cross-section area for a new ventilation shaft. Experimental test works included measurements of air volume and fan pressure using five different modes of intake air through the ventilation shafts system. Measurements of airway friction factors were obtained during the ventilation surveys to determine characteristic friction factors for the intake airway. The results of the measurements will be used for further air flow simulation processes required for design of new additional ventilation shafts in the oil shale mine. Results of the study can be useful in estimation of frictional pressure drop in oil shale mine conditions.CITATION:Sabanov, S, 2017. This paper is intended as a review from a planner's viewpoint, of the relationship between town and country planning, a primarily government activity, and the minerals industry, which, with the exception of coal, is a largely private enterprise activity. The paper first considers the nature of the system of planning in New Zealand, and the objectives sought by planners in relation to minerals are discussed. The reasons why these objectives are not generally being achieved are investigated. A final section deals with the gap between objectives and achievement, and suggests a number of ways in which this gap may be narrowed.

The Waihi Region is host to many low sulphidation epithermal Au-Ag deposits. The Golden Cross mine located at the head of the Waitekauri River, eight kilometres NW of Waihi, was a gold mining operation that placed significant emphasis on environmental management. An assessment of the influence of this mining project on stream sediment geochemistry (Fe, Mn, As, Cu, Pb, Zn, Cr, Cd, Ni, Ag and Se) in the Waitekauri Catchment has been made. Effective waste management during the mine operation appears to have prevented contamination of stream sediment. Trace metal concentrations in the Waitekauri Catchment sediment have generally decreased since 1987, and are currently mainly below the ANZECC (2000) sediment quality guidelines. However, elevated As levels were recorded in the Upper Waitekauri River and Battery Stream, exceeding guideline values. Elevated levels of Cu, Pb, Zn and Cd were found in the Huanui Stream, a tributary of the lower Waitekauri River. This reflects the influence of past mining operations in the valley, as well as natural weathering of hydrothermally altered Coromandel Group andesite. At a number of sites, Mn concentrations also exceeded sediment quality guidelines, and this may be derived from the remediated Golden Cross mine site.

Gold mining in Australia and globally has a long and variable history. In recent years, due to ongoing public concern over long-term environmental impacts, the mining industry globally has been moving towards a more sustainable framework, presented as the æMining, Minerals and Sustainable DevelopmentÆ (MMSD) framework at the Johannesburg Earth Summit in 2002. There are a number of fundamental issues and concerns with assessing the sustainability of mining. Firstly, long-term trends show that ore grades for almost all metals and minerals will continue to decline (some rapidly so), increasing waste rock is being produced due to the trend towards large-scale open cut mining and more complex ores are now commonly being developed. The impact of these trends on the resource intensity, or unit cost, of gold production is of major concern as it could lead to an increase in energy, water and reagent consumption and greenhouse emissions per unit gold produced. A detailed compilation of these fundamental sustainability indices for gold mining has been undertaken, and is presented with respect to indices over time, ore grade and ore throughput. A clear observation is that the resource intensity of gold mining is extremely sensitive to the ore grade, with energy, water and cyanide consumption and greenhouse emissions rising significantly as ore grade decreases. Based on the gold ore resources at operating mines and other known gold deposits, it is most likely that the average gold ore grade will continue to decline, leading to increased resource intensity and consequent environmental impacts (assuming no breakthrough new technologies occur). These findings are of major importance to understanding the sustainability of gold mining. The final judgement of the sustainability of gold mining therefore must take into account the sensitivity of the ore grade in the resource intensity of gold production.
