THE ever increasing array of information concerning the measurement of the effect of the welding process on the properties of a steel is an indication of the tremendous effort that is being expended in this field. The methods that have been considered may be divided into two groups: first, those that measure directly the effect of welding on the ductility of a steel, and, second, those that observe the change in some property, such as the hardness of the heat-affected zone, and assume a direct correlation between this change and the resultant ductility. The nick-bend test is a direct method designed for studying the effect of welding on the ductility of a steel. The test specimen (Fig. I) consists of a bar cut from a plate with a bead weld on the surface. The specimen is prepared with a saw-notch placed so as to restrict deformation to the heat-affected zone under the bead weld when tested as a static bend. Failure is caused by rupture of the low-ductility metal in the heat-affected zone. The angle at maximum load is used as an index of the effect of the welding process on the material. In the development of the nick-bend test considerable scatter was noted in some of the results, although the agreement of duplicate specimens welded at the same time and tested consecutively was excellent. Upon further investigation it was found that the change in ductility was dependent upon the interval of time between the welding operation and the testing of the specimen. For the six steels of Fig. a, the angle at maximum load in four cases was doubled and in one case was tripled. All steels that have been studied show an improvement in the angle of bend for longer intervals between welding and testing. THE past 20 years has seen a revolutionary change in the testing of materials at elevated temperatures. This has largely been brought about by the practical importance of the creep problem in the design of equipment for operation at high temperatures. The short-time tension test carried out at elevated temperatures has consequently assumed in many cases only a secondary role compared to the long-time creep test. In many problems, however, a knowledge of the short-time high-temperature properties of a metal is essential. To mention a few cases in which this is so, we might include all hot-forming operations such as rolling,' forging, etc., the welding problem if residual stresses are to be computed, the development of new alloys for high-temperature service where, in the initial stages, time does not permit of long duration creep tests, and others. Usually a knowledge of the short-time properties is desired, if only to serve as a background against which to compare creep behavior. In conducting short-time high-temperature tests, it has been almost the universal practice to determine stresses based on the original area and strains referred to the original gauge length which is usually chosen as 2 in. It has. been pointed out 1,2 that one of the reasons that the true significance of certain tensile properties is not understood, which perhaps curtails their usefulness, especially when the material is applied [ ] under conditions differing considerably from the test conditions, is that true physical stresses and strains are not determined. It is essential to have a knowledge of true stresses, and strains in order to correlate the values present in the tension test with those existing, for example, in hot metal-forming operations and in the general problem of the yielding and failure of metals under combined stress conditions. Stress and strain values based on the original dimensions of the test piece do not exist physically except in the early stages of the test. Since at the present time there is very little information in the literature on true stress-strain relations in the short-time high-temperature tension test it is proposed in the following pages to describe a

AN elaborate discussion under this heading formed a chapter in one of the reports made by Professor Raymond as Commissioner of Mining Statistics.* In a subsequent report- was printed a paper, by Mr. William Main, Jr., of Columbia, South Carolina, containing a theoretical investigation into the effect of the velocity of impact on the effective ditty of stamps. A visit to the Lake Superior copper region last summer suggested an inquiry into the relative efficiency and economy of the enormous steam stamps of the copper-mills, as compared with the results obtained with the cant and tappet stamps commonly used in the West. The atmospheric stamp used at the Phoenix Mill promised to add interest to the inquiry, as giving an example of unusually high speed, this stamp making 160 drops per minute. In introducing his subject Dr. Raymond makes the following remarks, which are quite apropos of the present investigation : "In considering the economical application of stamping machinery, we meet, at- the beginning, with serious difficulties in obtaining accurate data for comparison. The weight and fall of stamps vary as the shoes and dies wear out; and this may lead to a change of speed also. Moreover, defects in engines, boilers, or machinery for the transmission of power, may occasion serious losses, which cannot fairly be charged to the arrangements of the stamps proper. Again, the capacity of stamp-mills is directly dependent, in some degree, upon the nature and extent of discharge, fineness of screens, and other peculiarities of the battery. Finally the hardness and tenacity of the rock crushed varies so much that comparisons between different localities cannot be implicitly trusted. Fifteen years ago, in his presidential address before the Washington Academy of Sciences,' Alfred H. Brooks said: "Applied geology can only maintain its present high position by continuing the researches which advance the knowledge of basic principles. Future progress in applied geology depends on progress in pure geology. Early in 1927, Dr. David White, then chairman of the Division of Geology and Geography of the National Research Council, appointed a committee "On the Processes of Ore Deposition," which was the first recognition by the Council of this branch of applied geology. This committee will not be able to solve the many complex problems involved; it can only clear the way, survey the field, state the problems and encourage systematic research. This short paper aims to outline and to analyze the present status of this kind of geological research, to ascertain the quality of the work and to suggest lines that might profitably be followed. Increasing Demand for Geologists Economic geology, or the art of geology, could develop only after the principles of geology and mineralogy had been established. Before that time it was merely a collection of trade rules accompanied by more or less wild speculations. Thus we observe the beginnings of economic geology in the period 1770-1820. Soon afterwards, the State Surveys were established in this country, with the realization that the natural resources should be investigated and described. Geology was hardly yet equal to the task of scientific research in relationships and genesis, however, and there followed a period of discouragement and stagnation. In the meanwhile, pure geology had again registered progress, and, based on its principles and also on the rapid mining development in the Cordilleran region, the present phase of the study of ore deposits began to take form. Raphael Pumpelly, S. F. Emmons and G. F. Becker were among the pioneers in this movement. The United States Geological Survey was organized. Ore deposits were scientifically described and studied along lines of structure and mineralogy; theories of genesis were advanced, not always permanent but based on sound induction.

The only known direct method of discovering oil deposits is by the drilling of test wells. Such exploration is always hazardous and generally very costly. The problem of the prospector, therefore, is to select test sites that are favorably located and so to reduce the odds against his venture. Early in the history of the oil industry, it was realized that oil and gas deposits, other conditions being favorable, were usually found in anticlinal types of structure. This very undestandable and rational habit of occurrence furnished the first substantial clue to the prospector. Oil occurs in sedimentary rocks, and beds of such rocks are deposited originally in approximately parallel layers. An anticline at the surface, therefore, could be accepted as an indication of an anticline in lower beds. Structural geology became the tool of the prospector, and by its use in the past two decades the majority of the known important oil deposits of the world have been discovered. This is but a partial, and the simplest, statement of the problem, Nine-tenths and more of the important oil pools of the world belong to the great class of accumulations controlled by structural traps—anti-clines, faulted structures, salt domes, etc.—but by no means all of these structures are clearly or adequately expressed at the surface. As the more obvious anticlines were explored and the search for new deposits led to the testing of progressively deeper beds, it became more and more apparent that marked favorable structures involving petroliferous rocks can, and do, exist without any marked surface expression. There are great areas where the surface, covered by some masking material such as water, alluvium, glacial deposits, or sand dunes, affords no clue to structural conditions in the subsurface, and there are also regions where the surface formations are unconformable with the oil-bearing formations. The structure in which the prospector is fundamentally interested is that of the oil-bearing formation itself, together with roof and floor beds. No other geologic information is of interest or importance to him except as it affords clues to the stratigraphy and structure of the supposed oil-bearing formations.

The Societâ Anonima di Miniere e di Alti Fòrni, familiarly known as the " Elba Company," works the rich ore-deposits of the Island of Elba under a long-term contract with the Italian Government. The ore-deposits are scattered over the eastern and southeastern coast; but as these parts of the island are not well provided with ports, the blast-furnaces were built at Porto-ferraio, the principal town of the island, situated on the northern shore, and possessing a magnificent natural harbor where vessels even as large as the battleships of the Italian navy can comfortably anchor. In the selection of Portoferraio the cost of transporting the iron-ore from the different mines to the blast-furnaces has been reduced to a minimum, and shelter has been provided for the company's flotilla of tugs and barges, as well as for the steamers carrjing coal and pig-iron. The whole plant, of which a general view is given in Fig. 1, comprises: 1. A discharging-pier with unloading-cranes. The ore and coal are transported from this pier by means of an aerial cable-railway to the coal- and ore-storage yards. This cable-railway is supported by an iron bridge extending from the pier to the shore and by a wooden trestle extending from the shore to the yards. 2. Blast-furnaces, two in number, with all the accessory apparatus, such as blowing-engines, dry purifiers, Cowper hot-blast stoves, hoists, etc. 3. Coke-ovens, two batteries, with coal-bin, crushers and boilers. 4. Engine-house containing the blast-engines and the electric generating-station. 5. Pumping-plant. 6. Narrow-gauge railways.

The Umgal a section of the We1gedacht Exploration Company Ltd., a member of the Rand Mines Group, is situated near Utrecht in the province of Natal, South Africa. Two coal seams, the Alfred and Gus, are mined to fulfill commitments to both inland and export markets. To increase extraction in the high quality Alfred Seam, pillar extraction, known locally as stooping, was introduced to the mine in September, 1980. Mining is a conventional cut-drill -blast operation and takes place under a unique set of geological conditions viz. moderately thick seam at 3.5 m; rapidly varying cover from 25m to 120 m; an overburden containing competent sandstone and dolerite horizons. In order to improve the understanding of the manner in which the pillar and overburden interact during pillar extraction, a largely visual system of monitoring backed up by roof-floor convergence measurements was employed. Preliminary analysis of the observations suggests that roof collapse or goafing occurs in three phases but is only initiated once a critical amount of convergence has taken place.

"The obscurity which still veils from us the true nature of veins will become more acid more cleared up when they can be considered in connection with the geological structure of the regions in which they occur." 1 THESE words, according to Lossen, the biographer of the late Dr. A. von Groddeck, of Clausthal, were the last received by him from that eminent man, perhaps the most far-sighted and carefully progressive of recent writers on ore-deposits. They seem to me to form a fitting text for what I am about to say ; since I find that many of the conclusions at which I have arrived by my own study of the structural relations of ore-deposits,or, in other words, of the structural and dynamic geology of the regions in which they occur in this country, have been similarly determined by hint within recent years in Europe, and especially in his home field of work, the Harz. I shall not enter upon a detailed account of how far other workers may have arrived at similar conclusions with myself, since these questions of priority are of little interest, except to those immediately concerned; but will briefly present the methods by which, in my work in this country, I have arrived at certain generalizations, and will point out the practical bearing which they may have upon the work of mining engineers. An intelligent discussion of the oil situation and its needs, whether from the standpoint of the prospector, the operator, the engineer, or the public administrative officer, must be founded upon a knowledge of the law under which oil lands are obtained. A consideration of new legislation must be prefaced by an understanding of the present law and its results. This paper undertakes to present no new remedy for the ills of the present situation, no new solution of the problems the oil business is facing. It attempts merely to summarize the present law, its provisions, its origin, its development, and its effects. The discussion does not pretend to be exhaustive from a legal standpoint. It aims to avoid legal intricacies which tend to. confuse rather than clarify. It seeks but to present the essentials of the existing situation. The title to government lands known to contain valuable deposits of petroleum may be acquired only under the terms of the placer law as embodied in Section 2329 et seq. of the Revised Statutes. As a preliminary to considering the desirability of this situation it is profitable to examine into its origin. Origin of the Law Congress has left no room for doubt as to the legal applicability of the placer law to oil lands. The Act of Feb.11, 1897(29 Stat., 526), provides: "that any person authorized to enter lands under the mining laws of the United States may enter and obtain patent to land containing petroleum or other mineral oils, and chiefly valuable therefor, under the provisions of the laws relating to placer mineral claims.' . The immediate cause for the passage of this Act was stated in a brief report in the, House of Representatives (there was no debate in the Senate) to be a decision of the Department rendered Aug. 27, 1896 (Union Oil Co., 23 L. D., 223), directing the cancellation of an oil placer entry on the ground that land containing petroleum cannot be located and entered as a placer mine. In 1888 the United States Geological Survey began a systematic examination of the water-resources of the West, comparable in character and scope to the study of the deposits of ores or coal. As experience was acquired, the surveys were extended to the East, until now they embrace representative localities in all parts of the United States. The object to be attained is to note and record the distribution of water-supply, and to learn, as far as practicable, the laws governing its fluctuations.

This case study compares the actual production figures for the No. I and No. 2 copper orebodies of the Société Miniére Louvem, Val d'Or, Quebec, with the preproduction estimates and a postmortem geostatistical estimation using kriging techniques. The deposits considered are small subvertical sulphide orebodies which were mined from August 1970 to April 1973, producing 648,000 tons at 2.04% Cu versus the 1968 computed reserves of 671,000 tons at 2.51% Cu (with 20% dilution), thus showing a 25% overestimation of the copper contained. The postmortem geostatistical estimation based on the same 44 D.D.H. intersections available in 1968, shows 2.24% Cu (no dilution), compared to 3.23% Cu (no dilution) given by the conventional section method. Block by block kriging techniques were used, but within the ore contours as determined by the geologist. In this case, Characterized like many sulphide deposits by highly dispersed sample values, geostatistical kriging techniques permit a more realistic estimation of the metal contained within a given volume, than the conventional methods which overestimate it. This study has been conducted by the Mineral Exploration Research institute (IREM-MERI) for SOQUEM, and is one of the few case studies released with all pertinent data. More postmortem of this kind are required for geologists and geostatisticians to improve their methods and their "batting average".

Cutter roof failure is a specific type of ground control problem which frequently results in massive roof failure. It is a common occurrence in coal mines of the Northern Appalachian Coal Basin, causing delays in production and posing a safety hazard to mine personnel. The Bureau of Mines is conducting research on the causes of cutter roof failure to gain a basis from which to prevent its occurrence and to support such roof when failure does occur. Research conducted in a coal mine of central Pennsylvania has revealed a correlation between the occurrence of clastic dikes and formation of cutter roof failure. In-mine mapping of ground conditions showed an increase in roof failure in areas of high frequencies of clastic dikes. Rock pressure monitoring around clastic dikes registered the greatest amount of roof loading near the intersection of dikes with the rib. Load cells measuring horizontal pressure changes in the roof indicated that the greatest pressure changes were occurring perpendicular to entry headings when clastic dikes were present. Analysis of rock pressure monitoring shows that the roof behaved as two cantilever beams when severed by a clastic dike. Additional roof supports such as trusses and cribbing were found to effectively support the roof in areas of clastic dikes and prevent cutter roof failure. However, these methods were only successful when employed shortly after mining.

During the summer of 1930 the average daily oil production of Rumania registered a new peak at 128,000 bbl. per day. The estimated potential production as of September, 1930, was as high as 235,000 bbl. per day. During the latter part of the year, by mutual agreement, the operators decided to curtail their output to about 100,000 bbl., which brought the average for the year to 116,600 bbl. The total production for 1930 was 41,572,000 bbl. (last month estimated) as compared with 35,757,000 bbl. for 1929, or an increase of 16.3 per cent. over last year's production. The production for the last 10 years is given in Table 1. The curtailment of production was prorated per company, based on its total estimated potential production as of September, 1930, and not per field. As a consequence, at present there is little development of protected or slightly productive areas; viz., Arbanasi, with an average production of 1750 bbl. per day, dropped to less than one-third after curtailment came into effect. Moreni, with an average production of 92,000 bbl. per day, while producing 58 per cent. of the country's total output in 1929, went to 67 per cent. at the beginning of 1930 and to 75.2 per cent, towards the end of the year. The modified Mining Law of 1929 is still in effect. This law withdraws the restrictions set on foreign capital by the law of 1924. As a consequence a large percentage of proven state land was alloted through competitive bidding to foreign companies. In our study of the mechanism of and the prevention of corrosion in stainless steels, it was considered of fundamental importance to obtain knowledge of the surface structure of such alloys. If corrosion resistance is due to a self-healing oxide layer, which like a paint film protects the underlying metal, it would be obviously relevant were the effort made to make the film less permeable and more adherent; for example, the surface might be expected to respond to an anodizing process, which is found successful in increasing the film thickness and corrosion resistance of aluminum. However, if passivity and corrosion resistance of stainless steels are due to another cause, the attack of the problem would follow another path. One of the most effective techniques for studying passivity and corrosion tendency is the measurement of the electrochemical potential. Not only can one determine by potential measurements whether a metal is active or passive, but also one can determine the degree of passivity and rate of transformation of passivity with time. Chemical media that build up or destroy passivity when in contact with the steel can also be classified by potential measurements. Something can be learned, too, of the effect of alloy additions such as molybdenum to 18-8, known to decrease corrosion of the alloy in chloride solutions. A study of alloys in previous investigations has sometimes included data on the electrochemical potentials. Tammann and Sotterl measured the electrochenlical potentials of alloys of iron-molybdenum and iron-chromium and reperted the critical concentration of molybdenum or chromium at which passivity initiates. Strauss2 made similar measurements for the iron-chromium system. The electrochemical potential3 has also been used to indicate carbide precipitated 18-8. In 18-8, heat-treated to precipitate carbide, active metal exists at the region of the grain boundaries, contrasted with passive metal within the grains, the active metal accounting for a resultant active potential. IN approaching the problems of sampling coal, a brief statement of certain facts that are more or less taken for granted may he helpful: 1. The coal-mine operator needs reliable data as to the physical and chemical characteristics of his coal in order to plan and control intelligently its mining, preparation, and marketing. The consumer needs such data in order to select the equipment and the coal best suited to meet his requirements, to check the quality of fuel delivered, and the efficiency of its use. Various government control agencies require such data as a basis for classifications and establishment of limits, for use in carrying out the requirements of federal, state or municipal laws. 2. All such data must be obtained by analyses, measurements, or tests made on samples, which are taken to represent the coal tested. It is now becoming generally recognized that, in accordance with statistical laws, test results from samples are not expected to represent the exact qualities of the lot or lots from which they are taken, except within statistical, or "expected" limits. Such limits are definitely specified by some present standards of the American Society for Testing Materials and the British Standards Institution. 3. Samples that give ash within satisfactory limits are usually assumed to be sufficiently accurate for other analyses, except under special conditions such as meeting close specifications for coals showing wide variability in sulphur, fusibility of ash, or other quality. 4: In. modern coal sampling the increment is recognized as the basis for taking samples. For a given accuracy the number and weight of increments specified are increased with: (a) the expected ash, and (b) the top size designation of the lot to be sampled. 5. It is extremely important that every sampler recognize that: the specified number and weight of increments are minimums, and that. the precautions to be used in order to take them properly are also minimums; that in the reduction of the gross sample the sizes specified for the coal after each stage of the crushing are maximum; that the quantities specified to be taken after each crushing stage are minimum; that any short cuts or failures to meet the requirements specified will reduce the statistical accuracy of the results, although it is possible that one or two checks on a few results may seem to show otherwise.

The province of Otago consists, roughly speaking, of the southern half of the South Island* of New Zealand. On three sides it is washed by the Pacific Ocean and on the north it abuts against Westland and Canterbury. It covers an area of over 20,000 square miles, and for the most part has an extremely broken surface; the narrow plains of the sea-board are bounded by the rounded foothills which in turn are overlooked by range after range of the snowy summits whose varied beauty has made the island known as the Switzerland of the southern hemisphere. The gold-fields are confined to the quartzose schists which, in a broad band, 70 to 75 miles wide, cross the district, extending in a northwesterly direction from the shore of the western ocean into the northern provinces. These quartzose schists are the characteristic rocks of Otago, and to their curious structure are due the interesting differences exhibited by the mining districts in the modes of occurrence of the gold. These rocks, which are almost unbroken over their full extent, have been divided by the Provincial Geologist, F. W. Hutton, into two series of beds, named respectively the Wanaka and Kakanui formations. The only reason given for this division is the desire " to divide such an enormous thickness of rocks in order that the map might display somewhat of the geological structure of the district." As Hutton and others have pointed out, there is in fact no dividing line. The changes noticeable in the ascending series of schists are very gradual, and are due to the slowly decreasing effects of metamorphism.
