Large Zircaloy-2 hammer or press forged bars did not exhibit the uniform excellent corrosion resistance to steam normally expected of the alloy in wrought form. Weight gains of coupons cut from forged bars were 40 to 60 mg per sq dm compared to the 28 mg per sq dm obtained on hot rolled sheet and strip. The mechanism of this corrosion and its relation to microstructure is discussed. After these observations, a solution heat treatment followed by rapid cooling was tried on coupons from eight heats of forged bars. The basket-weave structure resulting from the quench did not show agglomeration of intermetallic compounds. These coupons showed uniformly good corrosion resistance with weight gains very close to the 28 mg per sq dm expected of Zircaloy-2 after the 14-day steam test. A large forging was solution heat-treated and tested for structure, mechanical properties, and corrosion resistance. Corrosion resistance was excellent and uniform throughout the section. The normally anisotropic mechanical properties were changed to completely iso-tropic. Strength levels were raised while there was a small loss in ductility at the service temperature. Tempering of the quenched structure below the ß transus did not improve the ductility at the test temperature of 600°F. ZIRCALOY-2 end caps for nuclear fuel elements Zircaloy-2 is an alloy of 1.5 pct Sn, 0.1 pct Fe, 0.1 pct Cr, and 0.05 pct Ni, balance hafnium-free zirconium patented by Westing-house Electric Co. used in pressurized water reactors are machined from large hammer-finished forged bars. The bars forged for this application range from 3 1/2 in. to 7 1/2 in. squares. One of the tests used to evaluate Zircaloy-2 for this service is a 14-day exposure to very high-purity steam at 75oF and 1500 psi pressure. Normally wrought products will exhibit a black lustrous film of zirconium oxide after the test and show a weight gain of approximately 28 mg per sq dm. Coupons representing the forged bars exhibited a wide variety of corrosion results ranging from acceptable black coupons to some covered with white crystals of zirconium oxide that had weight gains of nearly 100 mg per sq dm. One of the most common effects was a white corrosion product that looked like a stain to some observers and the outline of massive metal grains to others. Very careful specimen preparation prior to the corrosion test did not affect the result and metallographic examination did not reveal a structural feature of a size and shape that would correlate with the corrosion product. In addition to the relatively poor corrosion resistance, the forged product was not as ductile as desired. The problem of obtaining uniform and more acceptable properties in these heavy-forged sections seemed to be a function of the microstructure of the metal and, in particular, the distribution of the intermetallic compounds. None of the four alloying elements however are appreciably soluble in a zirconium and are present as compounds which usually appear scattered randomly throughout the structure. Moudryl showed that the distribution of these intermetallic compounds in Zircaloy could be related to a ostringero corrosion failure. Grozier et al. discussed another structural defect that causes a similar corrosion effect. In this case, an elongated gas-void was determined to be the cause. M. L. Picklesimer held in his discussion of the Grozier paper that at least a part of the observed =stringersn were caused by the distribution of the intermetallic compounds. He proposed a

THE convention which met in Washington at the call of the Joint Conference Committee was called to order at ten o'clock on Thursday morning; June 3, by Richard L. Humphrey, temporary chairman, member of the American Society of Civil Engineers, who made a brief statement of the reason for the meeting. Lieut. Col. Charles W. Kutz, Corps of Engineers, U. S. A., and Engineer Commissioner of the District of Columbia, then welcomed .the engineers composing the convention on behalf of the District of Columbia and, the Washington engineers. Although an elaborate program had been prepared on which were many well-known speakers on interesting and important topics, , it was voted to intersperse this to fill in the usual and unavoidable hiatuses in the business program of such a convention[ Calvert Townley, president of the American Institute of Electrical Engineers, was elected permanent chairman, and J. C. Hoyt, of Washington, was elected secretary of the convention. The following committees were appointed: Consti¬tution and by-laws, Richard L. Humphrey, chairman; resolutions, Philip N. Moore, chairman; and program, F. H. Newell, chairman. Then, Gardner S. Williams, member of the, A. S. C. E. and the Grand Rapids Engineering Society of. On the 27th day of March last, the day on which the Florida sessions of the last meeting of the Institute began in Ocala, occurred the death of one of its most distinguished honorary members, Bergrath Franz Posepny, of Vienna, formerly professor of the science of ore-deposits in the mining school at Przibram, Bohemia. Prof. Posepny had greatly increased his fame among American mining engineers, besides laying the Institute under special obligations of gratitude, by the elaborate, brilliant and suggestive treatise on " The Genesis of OreDeposits," which he contributed to the International meeting, held at Chicago, in 1893. This essay, constituting the first complete publication of the substance of his course of lectures at Przibram, enriched and perfected by the matured results of his investigation and reflection down to the date of its cornpletion, was a free gift of almost unprecedentecl value to the society which had distinguished him by honorary membership. In estimating the generosity of the author, it must be borne in mind that the copyright of such a work, the fruit of years of study and of practice as an instructor, is of no little value to a European professor, and constitutes one of the legitimate rewards of his (otherwise not highly-paid) labor. The Cominco smelter, located at Trail, British Columbia, Canada, produces 180 000 metric tons of lead bullion annually in conventional blast furnaces. The resulting slag from these furnaces, 210 000 metric tons annually, containing 18 per cent zinc and 2.5 per cent lead, is treated directly in the slag fuming plant for the recovery of these metals and other valuable metals present in smaller quantities. Slag fuming is carried out on a 55 metric ton batch process in completely water-jacketed furnaces where the slag is blown with a mixture of powdered coal and air. The coal-to-air ratio is con- trolled to maintain strongly reducing conditions, thus, fuming the metals from the slag. The metal vapours are subsequently re-oxidized with air above the bath. The mixture of oxides is carried from the furnace by the gases through waste heat boilers and cooling flues to a baghouse where they are collected. The slag fuming plant, under normal conditions, will treat 700 metric tons of slag daily. The throughput in the plant is dependent on the fuming rate of zinc, which is a function of the composition of the slag, and on the economics, which dictate the extent to which zinc is fumed from the slag. Zinc and lead collected daily as fume average 113 metric tons and 17 metric tons, respectively, corresponding to recoveries of 89 per cent zinc and 98 per cent lead from the slag. The waste heat boilers produce 61 metric tons steam per hour, which is distributed to other processing plants.

SOME time ago the Detroit Copper Mining Co. had to decide the question whether it would pay to re-treat slime-tailings, and several machines were tested in order to ascertain the type of construction which would give the greatest saving. In previous tests on the ore of this company, several tables proved far inferior to the Frue vanner, and for this reason they did not receive any serious consideration. In the late tests, however, one table was found to surpass the vanner in the percentage of saving made. The Frue vanner used in these tests had been adjusted approximately to the slope which the slime-vanuers in the concentrator of the Detroit Copper Co. had at that time, about 2 in. between the inside of the wooden posts, or 0.272 in. per ft. It had not been determined, however, if this slope was the most economical one for treating the slime-feed in the mill, or for re-treating the tailings from the slime-vanners, and I was instructed to ascertain by test-runs, under different conditions, the best adjustments for the work to. be done. In order to determine if a change in the adjustments of the machines would improve the results, it seemed sufficient to continue running the tests between the vanner and the table before mentioned, keeping the feed and all other conditions the same, but. varying the adjustments of the vanner .from run to run. I employed a vanner-man of long experience to operate these machines, who expressed the opinion that a slope between 2 3/8 and 2.5 in. between the posts (0.323 and 0.340 in. per ft.) would give the best results. Some runs made this way gave a considerable improvement. While for a slope of 2 in. (0.272 in. per ft.) the saving had been only 40.5 per cent. of that of the table, it .was 49.2 per cent. for 2.5 in. (0.340 in. per ft.) slope. A decrease of

THE death of Sir Lowthian Bell removes almost the last of the group of heroic leaders who made their age and ours the Age of Steel-a group which his luster and the luster of his peers, Bessemer, Siemens and Tunner, made one of the most brilliant, perhaps even the most brilliant, in the annals of industry. Born on February 15th, 1816, in Newcastle-on-Tyne, he was the eldest son of Thomas Bell, an alderman of Newcastle, and of his wife Catherine Lowthian of Newbiggin, near Carlisle, in Cumberland, and was christened Isaac Lowthian, the name of his maternal grandfather. His father was born about 1788, and came in 1808 from Newbiggin to Newcastle, where he entered the office of the Cumbrian firm of Losh and Company, manufacturers of alkali and wrought-iron, at the Walker Iron and Alkali Works, at Walker, Dear Newcastle. Young Isaac Lowthian Bell was educated at Dr. Bruce's school in Newcastle, whence he went to Germany and Denmark, learning there German and Danish. On his return he studied at Edinburgh University, and then at the Sorboune in Paris. As a student he already showed the remarkable character and application which later gained him such distinction. After studying the manufacture of alkali near Marseilles, he returned, and when about twenty years old (A.D. 1836) was employed in his father's firm, then called Losh, Wilson, and Bell. After spending a year in their Newcastle offices, and after visiting the important iron-making districts of France, Germany, Poland, and Austria, he took charge of their rolling-mills at Walker, and profited so well by his opportunities, and especially by the teachings of his father and of Mr. John Vaughan (later one of the founders of the great firm of Bolckow, Vaughan & Co.), that he was made manager of the Walker works in or about

THE progress in lead smelting practice in the United States during 1930 has been along previously defined lines. Since most of the material treated is high-grade concentrate relatively high in zinc, practically all the plants have been forced to adopt double sintering. This generally results in there being' no matte fall, and most of the copper in the charge is recovered in the furnace dross. The furnace dross is . smelted with. scrap iron and flux .in small reverberatories, giving a shipping matte or speiss high in copper and low in lead. Details of this reverberatory. furnace practice vary at the different plants. There is a decided tendency toward moreintensive filtration of blast- furnace and sinter fume. Bag capacity has been in- creased by using higher pressures and more frequent shaking.

NOW that real progress is being made in building airplanes that can stand up under adverse conditions in isolated parts of the world, utilization of aviation by mining and petroleum companies is proceeding rapidly. This isolation, offering such handicaps to ordinary methods of transportation, also was the thorn in the flesh of aviation until the recent advances in plane and englue design. The accompanying illustration shows one of the six new planes just delivered to the U. S. Government for map making. The planes will be used in Department of Commerce, Coast and Geodetic Survey, Navy Hydrographic, and Insular work. There is a trap door in the bottom of the hull for a Fairchild camera which takes five pictures-vertical, N60°, E60°, S60°, and W60°-at regular intervals. DURING the past year, as in the preceding ones, prices continued to fall, production to decrease, and more mines were closed. Much attention is being given by the industry to suggested plans for betterment of its position, and if the scheme recently brought out for consolidation of sales agencies into district agencies is loyally carried out, it cannot but help to improve conditions. The progress in the anthracite industry is shown in the report of its chairman, E. H. Suender; changes in coal preparation are outlined in the report of J. B. Morrow, chairman of Committee on Coal Preparation, while increased mechanization of the western mines is described by Eugene McAuliffe, chairman of the Committee on Machine and Strip Mining. In spite of the depression, interest in the Coal Division has been increasing, its meetings have been well attended, and its committees are active and have been doing excellent work.

A simplified method is described for the prepauatior~ of comnposite samples for determination of one quadrant of an X-ray pole figure of a sheet material by the Schulz reflection method. Other special conzposite sampling methods were used to investigate specific areas of the pole figures. Plotting nets for these sampling plans were drawn by a computer. Step-scanning techniques were used to obtain detailed information about specific regions of a pole figure. Satisfactory pole figures were obtained for large-grained (0.5 to 1 in. diam) sheet materials. COMPOSITE sampling techniques for preparing one quadrant of an X-ray pole figure have been reported by a number of authors.'-5 All of these methods are similar in that they use a composite sample prepared by stacking and holding together coupons cut from a sheet material. The schulze reflection technique is applicable to the composite sample so that only minor corrections are needed for defocusing and absorption effects. Also, a relatively large area of a sheet is sampled through the use of multiple cross sectional pieces. In general, sampling methods necessary to obtain a composite-type specimen have been formidable enough to discourage their use in routine pole figure determinations. This paper presents a versatile sampling technique which is simpler than those previously described along with an accurate method for obtaining stereographic plotting nets for any orientation of a composite specimen surface. A step-scanning technique is used to obtain more quantitative determinations of specific regions in pole figures, and the composite technique is satisfactorily applied to determine pole figures of very large grained sheet materials. REVIEW OF PREVIOUS TECHNIQUES Mueller and ~nott' first proposed a technique for obtaining one complete quadrant of an X-ray pole figure by using a sheet sample and six different composite samples in which the individual coupons were aligned and held together by two types of jigs. Data from the seven different samples were overlapped to obtain a single quadrant. ~eieran~ and Lopata and ~ula~ obtained a complete quadrant of a pole figure from a single sample prepared by forming a cube from coupons cut from a sheet. These coupons were bonded together using an epoxy cement, and a cut was made at 54.7 deg to the normal, transverse, and rolling directions of the sheet, Fig. I. The normal direction of the cut face projects into one quadrant of a stereographic projection at equal angles to the three principal orthogonal reference directions mentioned above. X-ray reflection data obtained along a spiral path in physical space could then be plotted on a stereographic net offset 54.7 deg from the normal, as shown in Fig. 2. A rotation about an axis representing the surface normal is designated as a, and a rotation about an axis lying in the plane of the surface is 4. From Fig. 2 it is apparent that a tilting angle of no more than 55 deg @ is necessary to obtain the complete quadrant. ~eber~ devised an improved sampling technique by cutting coupons 45 deg to the rolling direction of a sheet, stacking and bonding these with an epoxy cement at an angle of 54.7 deg to a reference plane, and finally grinding and lapping a flat specimen surface parallel to this plane. An important consideration of this technique and that of Lopata and ~ula~ is variation in the diffracting power of the specimen surface due to the bonding medium. While any composite-type sample will have some such variation due to boundaries between coupons, the problem can be minimized by elimination of the bonding medium and by avoiding prolonged etching times which could lead to significant inter lame llar attack of the coupon faces. Different parts of the world in which mineral separation by flotation is practiced experience vastly different natural temperatures, and in some districts there is a big difference between summer and winter temperatures. It will be shown in this paper that the temperature is of considerable importance where it is desired to separate pyrite or arsenopyrite from other minerals. It is probable that some of the differences obtained in the flotation of these minerals at plants working under otherwise similar conditions are due to temperature variations. The influence of temperature on the flotation of galena, chalcopyrite and sphalerite by xanthates is less marked than its influence on pyrite flotation. Experimental Method The methods used have been described previously.l-4 In each test the clean mineral specimen was immersed in a solution prepared by adding the reagents in the following order: (1) sodium carbonate and hydrochloric acid as necessary to buffer the solution and to give approximately the pH value desired, (2) sodium cyanide, (3) copper sulphate, (4) ethyl xanthate, followed by (5) a final adjustment of pH value. After ½ hr. the mineral was tested for a xanthate film by bringing a bubble of air into apparent contact with the submerged polished surface. If true contact (spreading) was not obtained within ½ min. and after cleaning the surface by wiping with a small linen pad, it was concluded that the adsorption of a xanthate film had been prevented. Following the method already described (ref. 2), curves have been constructed such that for a solution composition corresponding to any point below the curve, contact between mineral and air is possible, whereas for a solution composition corresponding to any point above the curve, contact is impossible.

To gain some idea of the progress recently made in the measurement of high temperatures, we must review the temperature-measuring devices of the past. As far back as 1782, Wedgewood, a famous potter in England, attempted to measure his, kiln temperatures by means of clay trials, or test pieces, that indicated the expansion or contraction that occurred with certain changes in temperature. He also produced cones off clay, formed of various mixes, to form a whole series for the range of temperature met with, in firing clay products. These cones are still extensively used to measure kiln temperatures in the pottery industry. Cones are affected not only by time but by temperature and the rate, of firing, consequently, they are not an accurate measure of temperature. In addition it has been common practice for years to attempt to measure temperatures with fusible salts. Capsules of these are inserted in the furnace and indicate, by melting; when a certain temperature, has been attained. While' such salts cannot be considered a precision form of temperature-measuring device, they have proved reasonably accurate in checking temperature.

A NEW LINE of specialists has arisen as a result of the trend toward labor socialization and collectivism in all branches of industry. These men are the ones who will govern the destiny of many companies and the labor policy of our government in coming years. They must be men of integrity and of rather exceptional qualifications; men who can foresee the trend of labor relations with business, and who are willing to sacrifice the immediate fruits of technical training for manual labor and study. They must take their place in industry, not with the idea of following the orthodox line of advancement, but knowing that they must stay at the bottom until they have learned to understand the viewpoints, the work, the advantages and the disadvantages of each classification of labor. They must not be of a radical nature or become easily biased, and they must study. You will say I am looking for a superman and in one sense that is true, but the business man and our government are both in the market even now for this type of man, and with the proper training and background, many of our young technicians can readily enter this field of work.

This study outlines the history of metal mining in Japan and the characteristics of the industry as they existed from 1925 to 1945. Mining and milling operations are described together with the role of the Japanese Government. A description of post-hostilities conditions and the present state of the industry is included. MANY of Japan's larger and better known mines date back to the early centuries of the Christian Era. The first stimulus to mining in Japan came through the growth of Buddhism, A. D. 600 to 700, and the attendant need for copper and other metals for temple ornaments and statues. During the Feudal period, 1333 to 1568, mine operations were expanded to meet the demand for ornament metal and for financing of campaigns. After removal of the seat of government from Kyoto to Tokyo, about 1600, the Tokugawa Shogunate placed great emphasis on mining, and many new mines were opened, some of which are still operating. Toward the end of the Tokugawa period, mining had declined sharply from its earlier peak. The easily worked, high grade portions of the orebodies had been exhausted, and the mining techniques then available could not exploit the deeper, lower grade ores. Similarly, extraction of metal from the sulphide ores presented a major problem. With the Meiji Restoration in 1868 and the rapid opening of the country to western ideas came a rejuvenation of the mining industry. Mining, milling, and smelting processes were greatly improved, resulting in the extension of development work into hitherto inaccessible portions of orebodies. The demand for metal during World War I stimulated activity throughout the industry; copper mining, particularly, expanded to a point where Japan ranked second among world producers.* During the depression following the war, mining underwent a severe contraction in activity, recovering slowly during the late 1920's only to undergo a further setback in the worldwide depression which started in 1929. Mineral output declined in 1930, but the beginning of Japanese expansion, 1931 to 1932, brought about an increase in the output of mine products starting between 1932 to 1934. Production continued to rise, the peak output being attained 1939 to 1943 in virtually all commodities. The greatest production of iron ore, chromite, and manganese was not experienced until 1944 when blocked imports, coupled with strong demands for steel, provided the needed incentive. Through necessity, Japan produced much of her mineral needs from her own mines at high cost during World War 11. Taking the 1932 to 1936 period as an average, however, Japanese mines produced only 16 pct of the iron available to industry, 8 pct of the lead, 33 pct of the zinc, and 68 pct of the copper. Nearly all of Japan's output of gold, silver, copper, lead, and zinc between 1925 and 1945 came from 30 to 49 pct of the mines for which production data are available; for example, 66 of 174 gold-silver mines accounted for 98 pct of the output of this group. Further analysis of mine output indicates that a large part of Japan's metal output was derived from a few large mines; about 10 gold-silver, 15 copper, 3 lead-zinc, 5 manganese, and 2 iron mines account for most of the production. Dubbed "Freeport's Mission Impossible" by the trade press, the company's Ertsberg mine in West Irian nevertheless shipped its first concentrates in December 1972, ahead of schedule. This is a new and great chapter in the history of Freeport Minerals Co. and its contractors. Exploration and construction were only possible by moving equipment and supplies by helicopters. This work was carried out by Petroleum Helicopters, Inc., of Lafayette, La. At the peak of operations six machines were in service manned by 11 pilots and supported by 10 mechanics. During the month of August, with work in full swing 1,604 tons were moved, including 3 DC-6 tractors requiring 18 trips each; flying hours for the month were 636.

INTEREST in developing White Pine, considered since 1942, was renewed by the Korean conflict and its shortage of domestic sources of copper. In view of this Morris F. La Croix, president of Copper Range Co. of Boston, and of its wholly owned subsidiary, White Pine Copper Co., worked an agreement out with Government officials. Essentially the contract called for a construction loan of $57,185,000 at 5 pct interest, with $13 million additional supplied by Copper Range. Defense Materials Procurement Agency contracted for 243,750 tons of copper from the first 275,000 tons produced, at a base price of 25.5& per lb, the contract to expire Dec. 31, 1961.
