SOME 2,000 years ago Pliny is supposed to have said, "Out of Africa always something new." It may perhaps even now be news to a great many that the Belgian Congo has in recent years been producing approximately a quarter of a ton of diamonds annually. For that is what the 1 1/4 million carats, the recovery from 40-odd operating mines, and about 20 or 25 per cent of the world's normal consumption, amounts to. In 1915, first exploitation operations produced less than 50,000 carats from two mines. The rapid expansion of operations following the Euro¬pean war meant a most rapid development of a virgin land. The interior is now reached by air in one day from the mouth of the Congo River, where steamers unload mail and passengers from Antwerp. This trip formerly consumed 4 to 6 weeks by a narrow-gage, wood-burning, railroad around the rapids of the lower Congo and Livingston Falls; by river boat to the heads of navigation, Djoko Punda on the Kasai or Luebo on the Lulua; and thence by caravan of native porters over narrow-trails to head¬quarters on the Tshikapa. Hundreds of miles of automobile roads have been constructed over veldt and through forest, bridging streams and ferrying rivers. The railway from Capetown to the Katanga copper district to the East, once two months away by trail is now reached in 2 or 3 days over fair automobile highway. Native "boys" who a few short years ago wore little more than a smile and a string of beads and to whom a wheelbarrow was a complicated piece of machinery, are today driving Fords, tending boilers and engines and operating electrical equipment, or are capable mine workmen, machinists and artisans, and dressed in all manner of cast-off white man's clothing. Even as late as 1920, due to difficulties of securing and transporting machinery during and just after the war, the crudest hand operations were the rule for the excavation, sizing, and concentration of the diamondiferous gravel. All washing and concentration is now mechanized, using steam or electric power, and where operations are sufficiently large to permit competition with native labor costs, excavation and transportation are also accomplished by machinery.

NO thought had been given to deep level mining at the Alaska Juneau mine prior to 1930, but in that year a prospect winze was started and continued for 1000 ft. vertically below the main haulage or adit level. The point at which this winze was started was selected entirely by the prevailing physical conditions, such as proximity to established workings, convenience, and the presence overhead of a substantial pillar of dimensions sufficient to lo¬cate the sheave wheel and loading pocket. It was, therefore, with some surprise that the unusually high-grade ore found just below the collar of the winze persisted, with certain vari¬ations, to a full depth of 1000 ft. vertically. Likewise this unusually high-grade ore was found to persist on the various crosscuts driven on levels at 200-ft. vertical intervals. To be brief, this deep level work found richer ore than any yet found in the mine over like areas, and inasmuch as the area was sufficient to plan for extensive deep level mining, plans for such work were given extended consideration.

It is both an honor and a pleasure for me to be the keynote speaker for the Paul F. Kerr's Symposium on Applied Mineralogy. Professor Kerr was a man for all seasons to his students, and he treated all students as distinct individuals. Philip Bethke in his memorial to Dr. Kerr summed up our remembrance best by stating that "We have lost our most successful educator-administrator-scholar, who was our steadfast teacher-counselor-mentor-friend." His unique trait was the ability to bring out the best in a variety of individuals In order that their performance was at the peak of quality.

Kermac Potash Co., the newest American entry in a rapidly expanding industry, has come on the scene with notable variations in conventional shaft-sinking and mining techniques. Located in the famed potash producing district east of Carlsbad, N. Mex., Kermac started up its mine in November, 1965, to supply ore to the company's 500,000-tpy potash crystallization refinery. In so doing, the company (1) drilled the first large diameter mine shaft in the potash industry and (2) has employed new continuous miners especially adapted for use in thin potash beds. REACHING THE ORE ZONE In its initial mine planning, Kermac, a partnership owned jointly by Kerr-McGee Corp. and the National Farmers Union Development Corp., considered it imperative that the shafts be sunk and equipped as soon as possible and that the mine be developed sufficiently to insure a constant ore feed to the mill when the unit was placed on stream. After examining the alternative sinking techniques available to it, the company decided to accept a proposal by Big Hole Drillers, Inc., to drill the shaft from the surface through various formations of sandstones, siltstone, shales, anhydrite, limestones, dolomite and salts to the potash ore zone.

ABOUT twenty-five years ago the copper industry had outgrown the Lake Superior production. The electrolytic copper producers had- their process well in hand and the industry was well started in the use of electrolytic copper, both for working into wire and sheet, and for the making of alloys. The trade knew that some brands of copper made good material and that other brands did not. There came together a group of men-a refiner, a rolling-mill man, and a manufacturer of electrical machinery-each of them desiring to know why there was a difference and what .it was. Much investigation was done with wire bars and cakes which involved ' chemical analysis, metallographic examination, physical tests and electrical tests. To find the influence of different kinds of copper in making brass 200 carloads of ingots were made into ,eyelet brass under careful observation; each carload was carefully analyzed and tested before used. The alloy was made and rolled under standard conditions and the results recorded.

MY ANCESTRAL connection with the manufacture of boiler plate runs back through four generations, and my personal acquaintance with the practice reaches back to the time, in my ,boy- .hood days, when iron plates' were made in a mill operated entirely by water power. -The mill originally was driven by an old-fashioned "'breast" water wheel 20 ft. in diameter and with a20-ft. face, geared direct to the roll train. When the mill slowed up and there was danger of its stalling, the men would jump upon the rim and help the wheel around with their weight, to prevent a "sticker." Later, as large plates were called for, a flywheel was set out of line so that it could' be speeded up by gears from the water wheel and connected back again,. by reducing- gears, to the roll train. The flywheel, with its cast-iron rim and wooden spokes, made 90 r.p.m. and the roll train 45 r.p.m. In 1870, our company installed our first steam-driven plate mill two-high rolls, 84 in. long. In these early mills the hot metal was manipulated by hand.

ON the afternoon of Feb. 20 of this year a new volcano was born in the center of the State of Michoacan, Mexico, about 100 miles inland from the Pacific Coast. Creation of this new mountain - forming crater began on an almost flat cultivated field at the south margin of a small basin about a mile in diameter and having an altitude of approximately 6800 ft. above sea level. This basin is connected to a gently inclined plain that forms the Parangaricutiro valley, the chief town of this municipality, bearing the same name as the valley, being situated three miles from the site of the new crater. The village of Paracutin, from which the new volcano received its name, is about one mile to the northwest of the crater. From the City of Mexico to the volcano is a distance of 330 miles. The paved highway running from Mexico City to Guadalajara, by way of Toluca and Morelia, is left at Carapan; from here another paved branch highway goes to Uruapan. The town of Paracutin is reached by a narrow dirt road 18 miles from Uruapan and connects with a road leading to Parangaricutiro where horses may be hired for a 40-minute trip to a place where visitors can enjoy a magnificent view of the volcano. It is possible to get within half a mile of the point of eruption in this manner.

MEXICO embraces one of the great metal and petroleum producing provinces of the world. In this respect its history dates back to the overthrow of the Aztec empire by a Spanish force under Hernando Cortes between 1519 and 1.521. Even before then, its richness in silver and other minerals was not unknown. But it was a treasure house for the Spanish conquerors until the country became independent in 1821. It has been computed that in the 400 years following 1521, Mexico yielded 1.55,000 metric tons of silver, worth $3,000,000,000, two-thirds of the entire world production. In 1935 the country accounted for 36 per cent of the world's silver output, 14 per cent of its antimony (in 1934), 13 per cent of its lead, 3 per cent of its zinc and copper, and 21/2 per cent of its petroleum. Contrary to the impression of some, its gold output is now comparatively small, though important in the past. Its oil, as well, formerly hulked much larger than now, in 1921 being one-fourth of the world output.

MINERAL production of the United States is valued at over five billion dollars a year at present and the industry employs close to a million workmen, yet such maps as are available that might indicate the geographical distribution of this industry show only the location of coal and oil fields and of other mineral deposits. No recent map is available that shows this distribution in a quantitative way. The purpose of the maps and graphs here presented is twofold: (1) to give the mining engineer a clear conception of the relative value and the pattern of distribution of minerals in the United States; (2) to test the so-called block-pile (or grouped pillar) system of statistical mapping, which makes this presentation possible. (I discussed this method of mapping in an article which appeared in Economic Geology in 1939, Vol. 15, p. 185-188.)

The area for which oil and gas developments in South Texas are reported for 1940 in this paper covers the same counties that were included in the reports for 1938 and 1939, with the addition of LaSalle County. LaSalle County is includcd in the Laredo district of South Texas, which totals seven counties for that district. The Corpus Christi district remains the same, with nine counties. The two districts together comprise what is known as the South Texas area for this report. Continued exploration along established trends and beyond proven field limits during 1940 provided South Texas with new fields and new producing levels at a rate of discovery fairly comparable with the high records set during recent years. The wells drilled in the counties within this district (including LaSalle) numbered 1656, approximately 8 per cent below the 1801 figure of last year. However, rank wildcats totaIed 336, an increase of 17.5 per cent compared to the 286 drilled in 1939. Therefore, since new field discoveries numbered 25 in 1940 against 29 in 1939, the rate of new field discoveries in 1940, based upon rank wildcats drilled, was I/I3.4 while that of 1939 was I/9.86, which shows a decrease of about 25 per cent in the rate of new fields. The rank wildcat tests in 1940 gave the following results: 18 produced oil, 4 produced distillate with gas, 3 produced. only gas, and 3r1 were dry holes (Table 5). Of the 1320 tests drilled in already proven fields or as extensions to pro+en areas (representing a decline of 12.8 per cent from last year's total of 1515 tests), 1048 produced oil or distillate, 60 produced gas and 212 were dry holes (Table 4). Of the producers, 50 found new sands or crude-in-distillate-sands in existing fields. Among the several fields subjected to extensive development were: Colorado, Jim Hogg County; East White Point, San Patricio and Nueces County; Rincon and Sun, Starr County; Glen, Webb and Zapata Counties; Wade City and Orange Grove, Jim Wells County; Stratton and South Clara Driscoll, Nueces County, and Aransas Pass, San Patricio and Aransas Counties. The development of important crude reserves on structures formerly considered primarily distillate fields has probably been the most important phase of the year's operations in South Texas. The Rincon, Stratton, Agua Dulce, Wade City, Odem and Robston fields provided the new crude sand discoveries. At some places crude production was opened by exploratory wells that found new sand horizons; in others by flank wells that found already discovered distillate sands sufficiently low to provide crude production. Rincon, Starr County, with its multiple sands, is now believed to be one of South Texas' largest crude-oil reserves. Offshore drilling showed important results during the year, including the discovery of two new submerged fields and the extension of the East White Point field into offshore Nueces County. WHEN during the war the Navy Department decided to build an armor-plate and gun-forging plant of its own at South Charleston, W. Va., one of the most important units of the equipment proposed was a 14,000 gross ton forging-press to be used for forging, bending, and rectifying battleship armor-plate and making hol¬low forgings for large caliber guns. A press suitable for doing this kind of work was put into operation in the fall of 1921 and was operated successfully on armor-plate and large forgings until the closing down of the ordnance plant following the Limitation of Armament Conference held in Washington, February, 1922. PURPOSE OF THE PRESS There are three methods by which armor-plate can be made, namely, hammering, forging, and rolling the ingot. Each method produces a different result in the mechanical working of the steel. The hammer was eliminated as impractical from an operating standpoint. The first armor-plate made in this country was worked under a hammer at the Bethlehem Steel Co., between the years 1891 and 1893, but was superseded by forging when the large press was completed in 1893. Harry T. Morris of the Bethlehem Steel Co. informs me that the 1.25-ton steam hammer began operations in 1891 and was in operation for about two years. The Carnegie Steel Co. and the Midvale Steel and Ordnance Steel Co. also forged armor-plate. Certain European manufacturers rolled the plates from large slab ingots, after removing the sink-head and giving the body of the ingot a light pass under a hydraulic press. While rolling accomplished more mechanical work on the surface of an armor plate, forging, on the other hand, resulted in a greater amount of work in the interior of the plate. Either type of equipment involved an enormous expendi¬ture, so it was deemed advisable to adopt the method which would make it possible to use the equipment for more than one purpose. Since g large rolling-mill could be used only for the single operation of rolling armor-plate, a press was decided on, for the reason that it might be designed so as to forge armor, as well as bend and rectify it, and also be used in the forging of ingots for large caliber guns, both in the form of hollow forgings and also solid shafts.

WASTE of coal, or perhaps more properly the percentage of its recovery in mining, has keenly interested me during an experience of over a half century in coal mining. In the early part of that time and until a few ears after World War I the use of better mining plans and supervision resulted in an increased recovery. Since then, and particularly since controlled prices have been effective and mechanized mining has been extensively practiced, the tendency has all been toward lesser recovery in mining. The purpose of this paper is not to criticize the methods being used, which after all are the result of economic forces, nor to point to any particular mining method or to any locality where the best recovery is obtained. but to call attention to the tremendous waste of our national coal resources that is constantly continuing. A possible method of reducing this loss will be suggested. but without any illusions that it will be followed or that much attention will be paid to it.

IF the tendency toward extending the scope of the workmen's compensation system to include life, health, accident, old age, and unemployment insurance for workers is not promptly altered, I believe there will be a complete breakdown of that system. This is not because of any objections, there may he to requiring industries to provide these additional forms of protection in whole or in part to their employees. It is rather because our workmen's compensation laws, their scale of benefits, and the administrative procedure under them are not adapted or suited to such situations. If the compensation principle is limited to its own proper sphere and is not enlarged so as to include all the ills that the flesh is heir to, it is practical, "workable, and beneficent. If it invades foreign realms, it is bound to grow into a veritable Frankenstein' which will harm principally those it 'is supposed to aid, and, at the same time, will promote waste, fraud, and Industrial demoralization. Compensation risks will become almost uninsurable; the cost to business will be intolerable; and the development of sound relief measures which will give to labor the protection now sought by the uneconomic device of enlarging the compensation law territory will be retarded.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. ECONOMISTS have predicted that the present business depression ultimately may pay big dividends to industry through the cumulative savings resulting from technical improvements and merchandising advances that might never have been developed under normal conditions. Waste prevention is a sound medicine for economic ills. In theory, this prescription may be applied not' only to raw materials, but also to labor, fuel, over- head, and other phases of production. Actually, how- ever, regardless of the efficiency of operating practices, waste is inevitable in the production of many commodities. The problem then becomes one of profitable utilization of waste rather than prevention.

Recent experimental evidence has shown that it is often incorrect to neglect the reactions occurring at an interface with respect to the diffusion reactions. By introducing reaction-rate constants and k for the transfer of components 1 and 2 between the a and b phases, a phenomenological description has been devised for the coupled processes of diffusion and in-terfacial reaction. An illustrative example has been analyzed with the aid of a suitable computer program. The results indicate that for kab values on the order of 10'1 cm per sec and Ð values of about 10¯10 sq cm per sec, the interfacial reactions are significant during the first 10 2 to l0 6 sec of a diffusion experiment. Among the observable effects of the interfacial reactions in this case appear to be the burying Kirkendall markers and an anomaly in the initial shifting of these markers. THE study of diffusion between two phases is especially important because of its direct connection to phase transformations. For example, the transformation of austenite to ferrite involves diffusion in the a and ý phases and also an interfacial reaction (trans formation) at the a/? interface. If ferrite and aus-tenite are the two members in a diffusion couple, the same two reactions occur during the diffusion process. The numerical values obtained for the diffusion coefficients and interfacial-reaction constants from diffusion experiments can then be employed to predict phase-transformation behavior. Refinement of the calculations of phase transformation is also suggested by the present method for treating two-phase diffusion. In the recent paper by Nolfi et al.' only the solute com ponent is considered in the interfacial reaction accompanying a phase transformation. The present analysis demonstrates that both components must be considered. It is generally recognized that reactions of some kind must occur at the interface in a two-phase diffusion couple, but usually it is assumed that the interface reaction occurs so rapidly that its effect on the overall process is unobservable because the slower diffusion process determines the kinetics of the process. However, Seith and Heumann 2 pointed out that effects of the interfacial reaction should always occur in the early stages of diffusion, and recently Eifert et al. 3 have shown that interfacial reactions influence the composition and motion of the interface in a/ß Al-Cu diffusion couples during the entire course of prolonged, high-temperature treatments. A general procedure for handling the combined processes of interfacial reaction and diffusion in a binary, two-phase system is to introduce kinetic coefficients for the interface reactions and to develop the system of equations governing the interlinked processes of diffusion and interface reaction. The resulting equations, although not amenable to solution in closed form, can be usefully manipulated by a digital computer. ON the morning of Monday, Nov. 9, 1936, two motorcycles, with sirens screeching, - escorted a procession of 70 automobiles from the Colonia Railway Station in Mexico City to the Hotel Geneve. Riding in' the cars were just over 200 visitors- members of the A.I.M.E. and their guests. They had come, via St. Louis, in two special trains from 24 different states for the 146th General Meeting of the Institute. During the morning they and 200 others, who had come from the United States by automobile or from various cities and mining camps in Mexico, duly registered with !efficient Mme. Irma Ordoiiez de Obregon and her assistants. Then started a week of strenuous but delightful activity that will never be forgotten by the participants. Ground support at the Thompson Mine emphasizes scaling, rock bolting and wire mesh screening on the backs and walls of all underground stoping and development areas and also full column grouted cable bolting in the bulk mining areas. This paper describes the equipment for the point anchored rock bolts as well as the full column cable bolts. Modifications in design and testing of all components and procedures has ensured a safe and efficient method of ground support for the mining conditions existing at the Thompson Mine.

Among the names which won a world-wide fame during the golden age of the early fifties, Bendigo and Ballarat were to Australia, what the Yuba and Grass Valley were to California. The map of Victoria did not for a long time show the name of old Bendigo;* for this first and more distinctive name was replaced with the more English Sandhurst, just as the alluvial diggings gave place to quartz mining. Towards the close of last pear, steps were taken to give back the old name, as associated with the early days of rich alluvium, and more suggestive than the application taken secondhand from an English military academy. History. The first discovery of gold? in this district, was made in the autumn of 1851 ; but there has never been any certainty as to the day or the man. At that time the country around Bendigo Creek was a part of the Ravenswootl sheep-run, and its resemblance to the Forest Creek district (now Castlemaine), induced the first prospecting. It was late in November when the "rush" broke out; the shepherds left their flocks; the sylvan solitudes were disturbed by * The name of Bendigo is said to have been derived from a hut-keeper on the Ravenswood sheep-run, who on account of his fondness for " fisticuffs " was nicknamed Bendigo, after the prize-fighter of that name. It is not aboriginal, as is often supposed, but Spanish ; and equivalent to our Benedict. There must always be some confusion between the two names of Sandhurst and Bendigo; the town, and with it the gold-field, having been three tinies named. Several other old familiar names have been likewise unfortunately replaced by second-hand English ones; so that an old digger talks of Forest Creek when he means the modern Castlemaine, Mt. Ida for Heathcote, Growler's Creek for Bright, etc. I shall use the names Sandhurst and Bendigo interchangeably. The first discovery of gold in Australia, was made by E. H.Hargraves, February 12, 1851, near Bathurst in New South Wales. In August of the same year the discovery at Buninyong, near Ballarat, inaugurated the first of a series of rushes to the Victoria gold-fields.
