This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

The purpose of this work was to investigate the rate at which coal is delivered from the underground working face by gathering arm type loaders as employed on continuous mining machines, to identify the factors -- geometrical, geological, mechanical, or procedural which affect the delivery rate, and to develop quantitative rate descriptive equations for the loading function. The mathematical techniques employed were factor analysis and multiple linear regression. It was determined that the coal-cutting function of the continuous mining machine is the factor that primarily influences the loading function. The geometrical factors -- the dimensions of the work area in relation to the dimensions of the mining machine - were the factors of secondary influence. Fifty-five percent of the experimental variation in the loading function was explained in terms of the six most prominent independent variables. It is expected that this work will be useful in operations-research studies as applied to underground coal mining, and with refinement will enable mine planners to select equipment based on the operating characteristics of the equipment and the mining conditions.

This report assesses the economic, legal, institutional and technical factors that affect the current and future status of implementation of mine monitoring systems in the United States. It begins with a description of a poll of the Mining Production Research Committee and the Mine Monitoring and Communications Committee of Bituminous Coal Research that was conducted to establish industry monitoring needs and constraints. Existing systems in the United States and foreign countries are then reviewed and compared with the requirements set forth by the industry committees. At the same time, state and federal mining laws are reviewed, and equipment currently available from suppliers of mine monitoring systems and components is discussed. A framework for cost/benefit analysis is established and a series of case examples for various monitoring functions are presented. The total values of the market for mine monitoring systems in 1980 and 1990 are estimated on the basis of industry statistics and system cost estimates.

This report describes methods of reclaiming abandoned or inactive tailings ponds and dams. The investigated sites were selected tailings deposits adjacent to metal mines in the southwestern United States and the Pacific Northwest. The basic data developed for each site consisted of the following: a review of existing literature: a site visit that included sampling of the tailings and surrounding materials; laboratory and engineering studies; and development of reclamation plans. Laboratory tests determined the gold and silver content of each tailings deposit and the chemistry of the tailings and surrounding materials. Reclamation plans that include approximate costs were developed for five tailings deposit sites. These ranged in size from 52,000 to 103,000,000 tons. Our conclusions on the remining potential of each site are based on the tailings assay and other technical data. This study concludes that remining as a reclamation tool is feasible at certain sites. Included in this report is a remining program as part of the overall reclamation plan for two sites. Our preliminary results indicate that remining as a reclamation tool is feasible for only one of them.

Conventionally low carbon ferromanganese is manufactured globally by refining high carbon ferromanganese in liquid state. This process is an expensive and lengthy technique. Hence, the present work was undertaken with the objective of understanding the feasibility and kinetics of the solid state refining of ferromanganese. The process involved transformation of carbon rich carbides viz. Mn3C2, Mn7C3 into metal rich carbide i.e. Mn15C4, Mn23C6 by subjecting the alloy powder to a flowing stream of carbon dioxide. Effect of the process governing parameters such as time, temperature, particle size, pressure on the extent of decarburization was studied. Without any loss of manganese in the form of fumes or slag, it was observed that, there was substantial reduction, viz. 65 per cent in the total carbon content, by this technique. Subsequently, the process was investigated to find out the mechanism of carbon removal. Depending upon the temperature and the particle size, it was found that the rate controlling mechanism changes from chemical reaction control to product layer (ash) diffusion control. The activation energy for each of the aforesaid mechanism was computed. The values thus obtained substantiated the aforesaid mechanisms.

Fay's glossary3/ of terms contains the following definition of "black sand": Heavy grains of various minerals which have a dark color and. are usually found accompanying gold in alluvial deposits, for example, magnetite, chromite, ilmenite, cassiterite, tourmaline, and others. The Bureau of Mines is issuing this report in answer to the many inquiries from individuals and firms as to how they may treat or sell the heavy black sands that accumulate in the sluice boxes of beach and river placering and to warn such individuals and firms against becoming too enthusiastic over the chances of striking it rich. For a half century or longer much money, energy, and time have been wasted in devising, building, and trying numerous machines to recover gold and platinum, also gem stones, from sand that generally has not been worth the effort. Volumes have been written on the subject, and thousands of letters of inquiry have been received by agencies of the State and Federal Governments. The demand for information has been so great that all of the Bureau's publications dealing wholly or partly with black sands are out of print. They are listed at the end of this report.

Magnetite pellets were simultaneously reduced and indurated on a laboratory scale in order to determine the effects of temperature, induration time, degree of metallization, and sulfur content upon the physical and chemical properties of prereduced pellets. The reductants were commercially-pure tank gases. Among the findings were these: 1,100° C is the minimum temperature that will produce acceptably hard pellets using carbon monoxide as the reduc-ing gas. Prolonged treatment time improves the pellets' crushing strength, but the rate of improvement falls off sharply after 2 hours' induration. At 1,120° C, 75-percent metallization produces the maximum crushing strength; there was no corresponding peak at 900° or 1,050° C. Sulfur in the furnace atmosphere lowers the required induration temperature. A few tenths of 1 percent sulfur in the pellet increases the sintering rate of metallic iron in pellets by forming a liquid FeS phase that facilitates iron transfer.

The Bureau of Mines evaluated the properties of zinc alloys containing 25 to 40 wt pet Al and 0 to 0.7 pet Mg. Microstructures, hardness, and tensile properties were evaluated for material as extruded at 285° C, solution treated at 300° to 400° C, and subsequently aged at 100° to 200° C. The alloys without magnesium are characterized by low hardness and strength with high tensile elongation and reduction in area. It was verified that magnesium effectively retards the Zn-Al eutectoid transformation below 275° C and markedly increases hardness and strength with decreases in ductility. Solution treating at 350° C results in large grain sizes and gross embrittlement. Subsequent aging of the Zn-Al-Mg alloys at 200° C restores ductility substantially and stabilizes the structures, but strengths are considerably reduced. Combined strength and ductility properties are better for the as-extruded condition than for any heat-treated condition. There is usually little advantage in overall tensile properties from increasing magnesium above 0.1 pct.

Keywords: Synergistic effect, Solvent extraction, Nickel ion, extractant mixture Waste solution from the Ni non-electric plating process contains 4.0 kg/m3 Ni (II), 0.1 kg/m3 Fe (III), 0.01 kg/m3 Zn (II), 48 kg/m3 SO42-, 98 kg/m3 HPO32- and 31 kg/m3 lactic acid as a typical composition. Solvent extraction, cementation, ion exchange resin and precipitation methods may be used for the treatment of this kind of solution. In this study, solvent extraction of Ni (II) is investigated by using two kinds of extractants in order to clarify the relationship between extraction equilibrium (static synergistic effect) and extraction rate (dynamic synergistic effect) for several extractant mixtures. The static synergistic effect does not take place significantly for the extractant mixtures of acidic extractants and neutral organphosphorous compounds, while a large static synergistic effect is confirmed when the extractant mixtures of acidic extractants and nitrogen-containing compounds are used. Nickel ions can be extracted in the wide pH range of 3.0-8.0 without any pH adjustment by using the several extractant mixtures. At the same time, the extraction rate remarkably increases by using the extractant mixtures of acidic extractants and nitrogen-containing compounds.

The overwhelming weight of scientific opinion indicates that human activity is having a discernible and negative influence on the earthÆs climate system. The Australian Government, together with about 100 other nations, has accepted the findings of the Intergovernmental Panel on Climate Change third assessment report, released in 2001. This report was prepared by several hundred eminent scientists from all over the world, from various scientific disciplines and with differing opinions on global warming. The IPCC third assessment report contains a series of relevant, significant conclusions; for example, it finds that there is an increasing body of observations that gives a collective picture of a warming world and other changes in the climate system. Global average surface temperature increased over the past 100 years by about 0.6¦C. This may not seem much, but in the 900 years beforehand, the EarthÆs temperature remained relatively stable. The 20th century was the warmest of the past 1000 years in the northern hemisphere (there is much better information available from the northern hemisphere than the southern hemisphere). The 1990s were the warmest decade of the millennium in the northern hemisphere and 1998 was the warmest year. Although many factors influenced the EarthÆs climate, scientists are confident that greenhouse gas increases were the main factor contributing to global warming in the last 50 years of the 20th century. Increases in carbon dioxide, methane, troposhperic (lower atmosphere) ozone, halocarbons and nitrous oxide have all contributed to global warming. Combating climate change cannot be done without the cooperation of industry and the community at large. It is important that Government and industry work together to achieve greenhouse gas abatement while ensuring continued economic growth. The cause of the problem û the generation of greenhouse gas emissions û lies at the heart of the structure and size of modern economic activity. Greenhouse gas emissions are embedded in our way of life from our energy consumption patterns to the basic production of food. Moreover, the costs of the impacts of climate change to the earth will be potentially revolutionary, not merely evolutionary. It is in this light, acknowledging both the seriousness and nature of the problem before us that I want to reflect on the key drivers in the international climate change negotiations. A consideration of the past, present and future from what I see as the mid-way point in the process. In 1997, Parties agreed to adopt the Kyoto Protocol, which sets out mandatory targets for greenhouse gas emissions for developed countries.

Coal has been mined in the Kailuan mining area for more than 130 years. The remaining reserves consist of, in large part, coals that would have been considered economically unminable or technically not feasible by the previous generations. Some of the current operations have to resort to overmining because the lower seams had been extracted in the past. This paper deals with the feasibility and proper layout of mining roadways of overmining carried out in the No. 5 seam of Qianjiaying coal mine of Kailuan mining area using numerical and physical simulation. FLAC2D was used to investigate the characteristics of stress and displacement in the overburden after extraction of the lower seams. It also analyzed the proper layouts of gateroads in the upper seams, i.e. locating them in the stress-relief zone of the gob so that their stability can be easily maintained. In addition, a two-dimensional physical model was constructed for investigation of damages to the upper seams due to mining of the lower seams. Finally, based on the results of investigations, proper gateroads layout was designed and successful extraction was implemented for panel 1357 in the No.5 seam.

"From the perspective of metallurgical processing, gold ores can be classified into free-milling and refractory ores. Their extractive metallurgy are largely driven by mineralogical factors such as: gold particle size, association with other minerals, coatings and rimmings, presence of cyanicides, oxygen consumers and preg-robbers, presence of refractory gold minerals and locking of submicroscopic gold in sulfide mineral structure etc. Gold process mineralogy helps address issues and problems related to gold ore processing. It provides useful information on process selection, flowsheet development, recovery improvement and reagent consumption optimization. By combining classic mineralogical techniques, modern instrumental analysis and diagnostic metallurgy, the mineralogist is able to balance the various types of gold occurrence in an ore. This paper will provide a broad review of gold process mineralogy and the techniques available, and use case studies to describe how they can be used together, to provide the complete picture of gold process mineralogy in an ore. Examples will be used where applicable.INTRODUCTIONSince the early 1980’s, a great deal of work has been done in the characterization of gold ores, particularly refractory ores (Gasparrini, 1983; Wang, 1984; Hausen, 1985; Haines, 1986; Henley, 1989; Chryssoulis et al., 1990; Wang et al., 1992, 1994; Kojonen, 1999; Simon et al., 1999; Hong et al., 2000; Pals et al, 2003). Process mineralogy has come into its own as a respected inter-discipline in the fields of mineralogy and metallurgy – a subject that occupies an important place in both research and industry. As the free-milling gold ores are being depleted and more refractory ores are being discovered and processed, gold process mineralogy receives more and more attention from both the mineralogist and metallurgist as it helps to solve various problems encountered during gold ore processing. Steadily rising gold prices are also stimulating the need for gold process mineralogy due to the increasing demand for and production of the yellow metal. At SGS Lakefield Research, gold process mineralogy studies are conducted routinely on all types of gold ores and mill products to assist in a wide variety of metallurgical projects. With the introduction of Cast Blasting techniques, field controls of Drilling & Blasting operations became more important. New drills were purchased which were equipped with sophisticated instrumentation and more accurate drilling plans were required. Concurrently a decision had to be made on the replacement of borehole logging equipment owned by the mine. The use of a contractor to log blast boreholes was eventually decided upon, the information gained from this operation is used in the short-term drill and blast planning and may also be used to assist in the coaling operation if density I quality correlations prove acceptable.

Sand, which is used widely under the wheels of mine locomotives to prevent slipping, is an important source of silica dust breathed by some employees of certain mines, such as those having appreciable grades on haulageways. The sand, as received, contains dust, and other dust is produced by passage of wheels of the train over the sand. Dust is disseminated into the air by such means as handling during unloading, drying, transporting, underground, sprinkling on the rails, passage of trains over Sections where sand is being or has been used, and walking over deposits of sand (or the dust thereof) on the haulageway. The disseminated dust is inhaled not only by persons in the immediate vicinity but also by others to whom the contaminated air travels. The inhalation of this must should be prevented to eliminate any possibility of the material causing silicosis (sometimes referred to as miners' consumption, miners' asthma, miners' phthiris, or miners' lung) and defined by the American Public Health Association4/ as: A disease due to breathing air containing silica (Si02), characterized anatomically by generalized fibrotic changes and the development of miliary nodulation in both lungs, and clinically by shortness of breath, decreased chest expansion, lessened capacity for worm, absence of fever, increased susceptibility to tuberculosis (some or all of which symptoms may be present), and by characteristic X-ray finding.

Magnetic separation of iron ores is one of the fastest-growing segments of the minerals beneficiation industry. The tonnage of taconite ores processed annually by magnetic separation will, in a few years, reach 100 million. Magnetic separation occupies an attractive position in the field of ore beneficiation. It is a simple yet effective method, used for some 150 years and steadily growing more important. This type of beneficiation orginated in 1792, when William Ful-larton was issued a British patent covering the separation of iron ore by magnetic attraction. What is magnetism, and why are some materials capable of being magnetized and others not The study involves many unknowns, and even a partial answer to these questions would be a dissertation in solid state physics and perhaps other fields of science. But the last two decades have revealed basic facts as to why certain materials are magnetic and what happens to them when they are magnetized. Some of the newer studies in solid state physics have developed a theory that can be applied to studies of magnetism. It is claimed that magnetism stems fundamentally from the spin of electrons in atoms that tend to go in pairs, spinning in opposite directions. The atom as a whole can act as a magnet only when there is an imbalance of electronic spin. Whenever an atom has an odd number of electrons, therefore, this imbalance exists. This neutralizing effect explains why a piece of material that contains atomic magnets is not necessarily magnetic. The physicists tell us that iron is composed of many small magnetized regions called domains, which consist individually of millions of atoms. The piece of iron becomes magnetized when an external force lines up these domains in the same direction. Fundamental data developed by physicists working in fields far removed from minerals beneficiation are now available for developing better magnetic separators for ore processing. More Data Needed on Magnetic Properties of Minerals: There is less information on magnetic properties of minerals than there is for certain aspects of magnetic separator design. When the data on magnetic properties is available, it is often directed toward the study of powders for tape recorders and other highly scientific endeavors that are of little use to the beneficiation engineer. W. R. Crane's table of tractive forces, published in 1902, is still a guide in the study of magnetic minerals. Bits of other information regarding electrostatic conductivity, dielectric constant values, and permeability of various minerals have also appeared but are of small practical value in magnetic separation of ore. It is extremely important to obtain pure mineral specimens for making investigations and to record results that may be of use in studies of magnetic processes. Reference to the large volume of data developed by those concerned with analysis and design of permanent magnets soon reveals that these people have extensively evaluated the effect of various impurities on magnetic properties. Much of the science of the ferrite industry is based upon spinel-type structures which are varied by substitution of selected elements or even subtraction of elements, leaving vacant sites in the space lattice. Magnetic separators are used to beneficiate a wide variety of industrial minerals. In this application the relatively large volumes of nonmagnetics are usually the commercial products. The U.S. Bureau of Mines, in cooperation with a southwestern Pennsylvania coal mining company, BethEnergy Inc., Mine No. 60, Eighty-Four, PA, recently assessed the feasibility of using pre driven recovery rooms (open entry recovery) when longwall mining to increase the productivity of the coal extraction process. Two recovery entries, one 200 ft long and another 600 ft long, were supplementally supported with bolts, channels, and wire mesh, and either fly ash-cement piers or fiber cribs, then mined into by the longwall face. The recovery entries showed little deterioration as the supports provided adequate resistance to the front abutment loading. Compared with conventional recovery methods, the fullface recovery room allowed for panel extraction to be completed nearly 17 days faster and to reduce face equipment move time by 1-1/2 days. The potential productivity increase accompanying recovery rooms is greater than the cost of supporting a fullface recovery room. The fullface recovery room provided over 18 additional production days and the opportunity to mine nearly 68,400 st of coal per year per panel mined.

One of the areas of blasting that has never been fully exploited, due to a lack of a control and reliability, is the initiation of explosives.
