"The Central Mukur deposit was discovered by the Semipalatinsk Geological Exploration Expedition (GEE) during detailed searches from 1977 to 1980. Andas Altyn Ltd., a Kazakhstanian gold mining company acquired the property and commenced mining in 1995. In 1998, Andas-Altyn Ltd. became a wholly owned subsidiary of Eurasia Gold Corporation.The Central Mukur gold project covers a linear series of parallel, discontinuous zones of near surface oxide gold mineralization that covers a distance of 7 kilometers and extends past the property boundaries. The oxide gold mineralization is a result of the regional oxidization of a primary sulfide gold mineralization emplaced in a series of shallow dipping thrust faults. Resources as calculated by the GEE are 3.45 mt at an average grade of 1.84 gmt Au in the C1 +C2 category and 7.52 mt at an average grade of 1.80 gmt Au in the P1 category. The Central Mukur Gold Heap Leach Mine consists of an open pit, heap leach pads, and an ion exchange resin gold recovery plant. Limited gold production (<2,500 ounces/year) has been achieved over the past three years leaching run of mine oxide gold mineralization. Gold recovery utiling cyanide to dissolve the Au and ionic resin technology to recover the Au for the leachate is approximately 60%. Loaded resin is shipped to a treatment plant at Almaty where the gold is stripped from the resin, refined and sold.This paper will describe the geology, mining, and processing of the Central Mukur ore. In addition, it will describe what it is like doing business in Kazakhstan and the transition from a Soviet style operation to a more western style operation.INTRODUCTIONThe Central Mukur Mine is owned and operated by Andas-Altyn Ltd. a Kazakhstanian gold mining company located in northeast Kazakhstan. Andas-Altyn is a wholly owned subsidiary of Eurasia Gold Corp., a Canadian public company listed on the Alberta Stock Exchange. The Central Mukur mine consists of a small open pit, and a heap leach operation that utilizes ion exchange resin to recover gold from pregnant solutions. In addition to the Central Mukur mine, Eurasia also owns the Myaly heap leach gold project which is also operated by Andas- Altyn Ltd."

The modern Golden Cross mine entered the production phase in January 1992. The project is designed to produce over 100 000 oz/yr of gold and over 300 000 oz/yr of silver during a mine life of eight years. An open pit and an underground mine are operated producing around 850 000 t/yr of ore, to feed a conventional carbon-in-leach processing plant. Golden Cross is owned in joint venture by Coeur Gold New Zealand Limited (80%) and Viking Mining Company Limited (20 %). &nbsp; Since the start of production several major aspects of the design have altered. The underground mine began as a mechanised cut and fill operation. The cut and fill stoping progresses in 3.3 m flatback lifts with maximum stoping width of 6 m. Where the ore zone is wider than 6 m a post pillar cut and fill method is used. In 1993 a new bench mining plan was introduced between the 270 and 260 levels. Flatbacking continued in the footwall drives in anticipation of variability of the ore width and orientation. The development of levels below the main service 200 level has indicated a possibility of bulk mining the ore block rather than flatbacks. This could lower mining costs but also introduce higher dilution rates. Development is in the advanced stages for trialing this method.

This paper relates the story of 100 years of mining in the Harbour Seam at the Princess Colliery, Sydney Mines, Nova Scotia. Several interesting anecdotes are included along with the discussion of the evolution of coal mining methods in the area. Finally, some of the recently introduced equipment at Princess Colliery is described, and prospects for the future of the industry are outlined.

The amount of airborne respirable dust generated from break- age of different coals varies widely. This research was conducted to identify the facets of airborne respirable dust liberation from the coal product. Laboratory crushing experiments were conducted on a range of low to high volatile bituminous coals to investigate the various factors influencing airborne respirable dust generation. Bituminous coal samples from 8 mines (5 U.S. and 3 Polish) were uniformly prepared and processed through a double roll crusher located in a low air velocity wind tunnel. Experimental factors studied included inherent coal seam constituents, specific energy of crushing, product size characteristics, dust cloud electrostatic field, and specific quantity of airborne respirable dust generated. The results of this investigation build upon previously published results, which indicated that a combination of several factors are associated with the generation of airborne respirable dust. One factor involved is the effect of coal rank, described by the inherent moist fuel ratio, on the product size characteristics, defined by Schuhmann size function parameters. However, since coals of high moist fuel ratio (high rank) are generally more extensively cleated, it is suggested in the present work that the degree of cleating is directly responsible for the quantity of respirable-sized particles produced in the crushed product material for eastern U.S. coals. This is implied by the relationship of ash content and at least one mineral constituent (pyrite, determined from pyritic sulfur analysis) to the percentage of airborne respirable dust. To validate this hypothesis, a description is offered that is based on known coal petrography. Another key factor is the effect of air dry loss moisture in the coal seam on the breakage-induced electrostatic field of airborne dust. The air dry loss moisture factor appears to control the amount of airborne respirable dust that is liberated from the product. The resultant effect of these factors is that different percentages of coal particles smaller than 10 µm are dispersed as airborne respirable dust with a well-defined peak in the normalized airborne respirable dust for a narrow range of air dry loss moisture - ash ratios. A clear delineation of coals, based on well-known proximate analysis characteristics, that generate the most respirable dust appears to be possible. The commonly used Stopes-Heerlen coal petrographic classification and nomenclature has over the years been subject to variable interpretations. This paper discusses the problem with specific reference to the inertinite maceral group. The effect of various interpretations of the Stopes-Heerlen system on maceral analysis is discussed and illustrated by means of comparative analyses conducted by a number of laboratories in Australia.An attempt is made to define the reflectance thresholds used by the authors to subdivide the inertinite group; the genetic and technological significance of these thresholds are compared.The difficulties of distinguishing structured and nonstructured macerals of the inertinite group are discussed in terms of possible improvements to the present StopesHeerlen system by extending the classification to include transitional maceral types.

Three stages are involved in the complete design and evaluation of an open cut mine. These are:1. design of the optimu,m ultimate pit, and selectionof the optimum mill capacity,2. development of production schedules, with intermediate pit designs, and3. evaluation of the project, based on factors from stages 1 and 2, by means of discounted cash flow analysis.Stage 1 requires relatively complete information on metal distribution, metallurgical performance, and cost factors, which is used to design a series of pits, corresponding to a range of milling rates.For each milling rate considered there is a unique pit design which maximizes operating profitability. The computer outlines this design (in terms of size, shape, and location; tons and grade of ore; and tons of waste), by considering the effect on profitability of mining each block in the mineralized inventory in relation to every other block which would be affected by its removal.The computer selects only those blocks for mining which result in an overall increase in profitability, maintaining pre-determined wall slope conditions throughout.Both operating profitabilities and capital costs increase with throughput, and the two curves will combine to produce a flat peak in net profitabilities at a certain rate, with its associated pit design.Stage 2 can maximize head grades early in the life of the operation. This increases the projected present value, but there are good arguments for maintaining steady head grades throughout the life of the mine.A modification of the programme used in Stage 1 is used here.Stage 3 is a conventional discounted cash flow analysis, using factors obtained in stages 1 and 2. It can be computerised, but a manual treatment is probably just as fast overall.

The objective of the ? 200 million ($280 million) project Parma Railways Station-Urban Transformation was the reconnection of the North and South parts of the town by constructing an 80 m (250 ft) wide sunken artery passing under the four double railway tracks of the station without any impact on train traffic. The site of the project, adjacent to the Parma River, presented water seepage problems at any excavation depth. The use of conventional large diameter bored pile machinery was not allowed by the Railway Authority because equipment dimension and construction phases do not comply with train traffic safety regulations. Foundations for the bypass were thus constructed by minipiles nested into jet-grouted soil using machinery operating within the existing head room and at a safe distance from the tracks. Jet-grouting treatment reached depths of 25 to 28 m (80 to 90 ft) from tracks? grade and embedded minipile-heads were terminated at 2 to 3 m (6.6 to 10 ft) below grade. Load tests on minipiles were pushed to failure. Failure occurred at a 240 t (265 t) load without breakage of the bond between the jet grouted soil and the minipiles. A 0.93 MPa (135 psi) shear resistance ??? between minipile steel casing and the jet grouted soil was measured prior to the failure of the steel casings. Overall measured foundation settlements were well within expected values and were considered insignificant.

"The traditional metallurgical scale-up techniques for flotation plants are based on lumped flotation rate constants, dimensionless hydrodynamic numbers and the use of safety factors. Once the plant has been designed, the flotation principles that govern scale-up play almost no role in the optimisation of the circuit to meet its metallurgical targets. This deficiency can potentially lead to a plant design incapable of meeting its targets, especially when circuits incorporate large flotation cells. This paper demonstrates the application of the k = PSbRf model in providing a suitable framework for flotation modelling, scale-up and circuit optimisation, thus presenting an integrated approach to the problem. Studies were conducted at Teck Cominco’s Red Dog concentrator to characterise cell hydrodynamics, gas dispersion properties, fioth flow behaviour, entrainment and ore floatability to obtain the key data necessary to develop a model for the flotation circuit. The findings of these studies are presented in this paper, which provide valuable insights into the modelling and optimisation of the Red Dog flotation circuit.INTRODUCTIONThe traditional methodology for flotation scale-up and plant design is based on the rule-of-thumb with safety factors, dimensionless hydrodynamic group similitude considerations, etc. With the recent trend towards larger flotation cells with volumes of 150 m3 and greater in concentrators, the problem of scale-up has become even more acute. The scale-up factors that may have been tolerated on smaller cells are not applicable to larger cells. The transportation of froth in these large cells adds further complexity to the problem. Arbiter et al. (1980) foresaw this problem and pointed out that if scale-up were attempted by rule-of-thumb and trial-and-error, then the probability of failure would increase with scale. This problem is confounded by the fact that the design and scale-up considerations used for a new flotation circuit play almost no role in optimisation of the circuit to meet its metallurgical target. This results in a plant design incapable of meeting its metallurgical targets. There have been several instances where new concentrators have required significant circuit modifications and additional capacity to achieve design targets."

A survey of pillar conditions was carried out at 21 operating limestone mines that use the room-and-pillar method. The surveyed pillars were all located in rock that was classified as ?Good? to ?Very Good? using the RMR rock mass classification system. The average pillar width was 14.5m and the width to height ratio varied between 0.53 and 3.52. Pillar conditions were rated using a visual rating system that accounts for the effect of geological structures as well as stress related fracturing. Nine cases of pillar instability were recorded. Pillar instabilities were typically limited to individual pillars or small groups of pillars within an otherwise stable layout. Local geological structures such as inclined discontinuities or weak bedding planes contributed to instability in seven of nine cases that were observed. Elevated pillar stresses contributed to instability in the two remaining cases. All the unstable pillars observed had width-to-height ratios of less than 1.5. It is concluded that pillar instability is most likely to be caused by unfavorable geological structures in pillars with width to height ratios of less than 1.5. Stress related instability such as rib spalling becomes more prevalent when the average pillar stress approaches approximately 20 MPa.

A201 aluminium alloy is a high strength casting alloy with a nominal composition of Al-4.6Cu-0.3Mg-0.6Ag. It is strengthened by the O(Al2Cu) phase and the ??(Al2Cu) phase during heat treatment. Further strengthening of this alloy system can be obtained through the addition of transition elements, but care must be taken as other elements might have adverse effects on the mechanical properties. The objective of this study is to determine the influence of Mn on the tensile properties of rheo-processed Al-Cu-Mg-Ag alloy A201. ThermoCalc software was used to predict the different phases that can be expected in the alloys, and scanning electron microscopy(SEM) with energy dispersive spectroscopy (EDS) was used to investigate the actual phases that formed. The influence of these phases on tensile properties is quantified. SEM and ThermoCalc revealed that there is an increased amount of the Al20Cu2Mn3 with increasing Mn. The tensile properties showed that high amounts of Mn do have adverse effects on the tensile properties of alloy A201, especially the ductility. "Anaconda Mining Inc. is investigating potential improvements and expansions to their operating plant located on the Baie Verte Peninsula in Newfoundland. An extensive batch and continuous bench scale testing program was launched to investigate the efficiency of cyanide destruction under different conditions in order to improve tailings handling. The primary objective of the cyanide destruction study was to apply new technologies to develop a novel cyanide destruction system.Effluent and slurry from Anaconda Mining Inc.’s Point Rousse Project was received at RPC where test work was conducted. Various sodium metabisulfite (MBS) dosages were evaluated and the use of utilizing ozone and ultra violet (UV) light to oxidize cyanide was investigated. All the data was evaluated and mass balances were compiled to develop several flowsheets. Overall encouraging results were found using a combination of ozone and MBS.IntroductionAnaconda Mining Inc.’s Point Rousse project includes an operating gold processing plant located on the Baie Verte Peninsula in Newfoundland which is in the process of improving and expanding. This plant comprises of milling and flotation followed by cyanide leaching in order to extract the gold. The residue from cyanide leaching is filtered by drum filters prior to being clarified for the Merrill-Crowe process. Once the gold has been recovered by the Merrill-Crowe process the effluent is filtered by filter presses and the resulting filtrate as well as the solids from the drum filters are detoxified prior to being pumped to the tailings pond along with the flotation tailings.The entire process is very dependent upon the efficient destruction of cyanide in the effluents and successful tailings handling. Substantial amounts of effluent are delivered to tailings ponds after gold extraction which could create environmental problems if the regulations are not met. Environmental regulations stipulate that final effluents contain no more than 1 mg/L Total CN.The detoxified tailings of the Point Rousse project are produced by the INCO SO2-Air circuit depicted in Figure 1. These detox tailings contain 10 mg/L Total CN at that point of the circuit and this was selected as the target to be matched while reducing overall MBS consumption rates from 3.2 g/L per minute. Prior to detoxification, the filter press tailings contain 520 mg/L Total CN while the drum tailings contain 29 mg/L Total CN."

Maori economic development still remains an enigma to many people some 157 years after the signing of the Treaty of Waitangi. It has only been in the last decade as a result of increasing pressures from Maori to recognize and settle grievances arising from the Treaty and the resulting compensation issues that "mainstream" has begun to sit up and take notice. While Treaty settlements such as the Tainui, Ngai Tahu and Fisheries settlements have gained prominence as a source of economic potential for Maori, there are significant existing assets owned by Maori worth an estimated $4.6 billion that add an exciting new dimension to Maori contribution to New Zealand&apos;s enterprise economy. &nbsp; Despite the fact that many claims have yet to be resolved, Maori are clearly shifting from grievance to development mode as evidenced by their focus on capacity building through education, strategic alliances nationally and internationally and the significant growth of nett asset worth of Maori interests in a number of industry sectors. &nbsp; In essence, Maori provide a large un-tapped economic potential in New Zealand. The years of relative economic obscurity appear to have wetted their appetite for positive growth and economic independence. Given current trends, it would not be unrealistic to expect the asset base of Maori to double in value over the next decade and to see the emergence of Maori owned Corporates not only within the New Zealand economy but also trading actively in the global market place.

The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall&apos;s July 10, 1974 Congressional Record statement: "The House bill contemplates rules &apos;to prevent subsidence to the extent technologically and economically feasible.&apos; The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill&apos;s sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

THE study of earthquakes long ago developed the fact that by studying the travel times of the various groups of waves from the same earthquake, as received on seismographs at varying distances, major discontinuities in the earth&apos;s crust could be reasonably well defined. Using this original discovery, and adapting the mathematical methods originally devised in seismology for determining the depth below the surface at which such discontinuities occur, other investigators were able to develop a new branch of seismology which promises to be extremely useful in extending the boundaries of our information on local conditions below the earth&apos;s surface. As an outstanding example of the applications of this work, we have the so-called "seismograph" exploration of the Gulf Coastal region, which has resulted in the discovery of a large number of salt domes, from many of which oil fields may be developed. The original seismological investigations, from which different major discontinuities in the earth&apos;s crust were deduced, as well as these later successful experiments in locating salt-dome structures, involve relatively simple problems. In each case we are dealing with surface materials in which elastic waves will be propagated with a fairly definite velocity. Under this material we have something quite different, in which the elastic waves will be propagated with a much higher velocity. The transition from one medium to the other is likewise relatively abrupt. For example, in the Gulf Coastal region the sedimentary formations have a velocity of 6000 or 7000 ft. per sec., while the velocity of elastic waves in the cap rock of a salt dome may exceed 15,000 ft. per sec. Under such conditions, delineation of the formation is a relatively simple matter, and, furthermore, there is very little opportunity for ambiguous results.

In this work, preheating and roasting tests of pellets made from blends of Western Australia ultra-fine (WAU) magnetite concentrate and Chinese domestic magnetite concentrate or Brazilian hematite concentrate were carried out. The results showed that pellets made from 100 per cent WAU magnetite concentrate possesses inferior preheating and roasting performance when preheating at 1050&#176;C for 20 minutes and roasting at 1300&#176;C for 40 minutes, the compressive strength of preheated and fired pellets is 502 N/pellet and 2313 N/pellet, respectively. When 40 per cent Chinese domestic magnetite concentrate or 20 per cent Brazilian hematite concentrate was blended with 60 per cent or 80 per cent WAU magnetite concentrate, the appropriate preheating temperature of the pellets are reduced from 1050&#176;C to 950&#176;C and 975&#176;C, and also the firing temperature of two types pellets are decreased from 1300&#176;C to 1250&#176;C and 1280&#176;C respectively. Moreover, the compressive strength of fired pellets is obviously improved up to 2746 N/pellet and 2630 N/pellet respectively. Microstructure analysis of the fired pellets made from 100 per cent WAU shows its poor growth of Fe2O3 grains, low interlinkage degree of hematite grains, small size of crystallised grains and high porosity of pellet; however, the fired pellets that blended with domestic magnetite concentrate or with Brazilian hematite concentrate have fully growth of Fe2O3 grains, closer interlinkage of hematite grains, lower porosity and stronger consolidation. The California Department of Transportation (CALTRANS) evaluated several pile foundation schemes for supporting the structures along the realignment of Interstate 880. The project replaces the double-decked (Cypress) viaduct collapsed in Oakland, California during the 1989 Loma Prieta Earthquake. Structural support demands led to the selection of steel pipe piles (16-, 24-, and 42-inch-(406-, 610- and 1067-mm-)diameter), filled with concrete and steel reinforcement. Deep penetrations required through layers of very dense/cemented sands in some locations, caused serious drivability and pile integrity concerns. The need for large pile driving hammers and large diameter steel pipe piles pushed the engineers well beyond local experience. Such questions as the feasibility of driving the pipes closed-ended through dense upper strata and quantifying the effects of installation on the long-term capacities of the piles led Caltrans to develop a comprehensive pile test program to address the design and construction issues effectively. The results were furnished to prospective bidders on the production stages of the ensuing contracts.

"Rare earth elements (REEs) have numerous key applications in both traditional and advanced technologies. A shortage of some critical REEs is expected due to the discrepancy between the REE abundance in REE deposits and the REE demand from the market. For example, Neodymium, Europium, Terbium, Dysprosium, Erbium and Yttrium are expected to be in short supply. REE recovery and separation from secondary resources such as uranium wastes, heavy mineral sands, and recycled materials can balance the shortfall in a cost effective way.The Saskatchewan Research Council (SRC) is engaged in the development and commercialization of complete REE recovery and separation technologies in Canada. One of SRC’s newest developments is the design and commissioning of a heavy rare earth (HREE) separation pilot plant. The pilot plant uses hundreds of stages of solvent extraction (SX) to produce high purity individual HREEs from both primary and secondary resources.This paper presents the design of an HREE recovery process for the particular case of uranium processing wastes. The separation results of a group separation are reported and discussed, as well as the issues and the challenges of the development, commissioning and operation of the continuous SX pilot plant.IntroductionSignificant amounts of strategic specialty heavy rare earth elements (HREEs) are found in uranium wastes in Saskatchewan. It estimated that about 47 tonne/a of heavy rare earth element oxides (HREO) including 27 tonne/a of Y2O3, plus 6 tonne/a of Sc2O3 are in the raffinate of every uranium mill for potential recovery. Since the HREEs are already in the raffinate, cost effective HREE production is promising in Saskatchewan.Selective precipitation including nutraulization, oxalate and double-salts precipitation, as well as sulfide precipitation, ion exchange (IX) and SX are commonly used technologies for the recovery and purification of REE solution. REE oxalate precipitation is an effective technology to remove Fe, Al, Ca, Si and other impurities by taking the advantages of the solubility difference between oxalates of REEs and impurities in acidic solution (Xu, 2005)."

Understanding the impulse transferred into a structure by the coupled two-phase loading produced by an explosive charge buried in soil is of interest for various applications. The most common impulse measurement technique involves a buried explosive charge and a steel plate/test structure suspended above the charge. Upon detonation of the charge, the soil and overpressure heave the plate into the air. The plate’s trajectory and velocity provide the necessary information to calculate the total impulse transferred from the charge configuration.

To extend the life of the Merchants Railroad Bridge crossing the Mississippi River in St. Louis, MO, the owner implemented a rehabilitation and reconstruction project. The Merchants Bridge provides a key link in the transcontinental railroad system. The bridge is of local importance to the Terminal Railroad Association ? providing a link between St Louis and a rail switching yard in Venice, IL. The intent of the bridge rehabilitation is to keep the Merchants Bridge in service, even though the bridge was originally constructed in the 1890?s. The project involved replacing the East and West approach deck truss spans with new deck girder spans. The rehabilitation program required construction of new concrete piers to support the new spans. In order to reduce the track down time to two, ten day single track shutdowns, the specifications required that all foundation and substructure work be completed while leaving the existing spans in place. The preliminary bridge design specified rock-socketed drilled shaft foundations. Drilled shafts proved to be challenging due to working from beneath the existing bridge, a high water table, utilities, a flood wall, and existing rail way lines. The micropile alternative was technically appropriate given the access limitations, shortened the foundation rehabilitation schedule by several weeks, and realized a significant cost savings to the Owner.
