In the last several decades, techniques of data collection have been rapidly evolving. Automated spectroscopic techniques in the chemical analysis of rocks for example have advanced to the point that we can analyze samples faster than we can grind them. Remote sensors of LANDSAT give us intensity measurements in four color bands of every acre of the U.S. every 19 days. Common depth point seismic instrumentation systems used at sea for surveying and networks of seismometers arrayed around the country for earthquake studies likewise are generating vast amounts of data. These along with many other earth science data generating systems have caused a veritable data explosion. How do we deal with these enormous amounts of geologic data presently being produced as well as those produced in the past, and to be produced in the future? There is an immediate need to acquire and utilize past and present basic data in order to address today's national earth science problems. Also data being collected and stored now must be compatible with future data in order for us to be able to undertake the wide spectrum of analysis that must be made in the future. This is a big order! In order to organize and to be able to analyze these data, the USGS has embarked on a wide ranging program of compatible data base construction and the development of computer technology, based on interactive computing, to facilitate resource assessments and analyses. These activities are analogous to two sides of a coin. One side deals with the logic, philosophy, and mechanics of information storage and retrieval; and the other side deals with the sensible application of computer technology to the treatment of data. Information technology (IT) initiatives in the past have tended to be sold on their ability to maximize resource output and return on capital by allowing assets to be used more effectively and efficiently. Many IT projects fail, not delivering return on their investment. This is known in the IT industry as the “productivity paradox,” where increasing investments in IT do not result in comparable increases in productivity. Experiences and studies of most business sectors reveal that this paradox is rooted in the false assumption that more IT spending automatically results in financial benefit, whereas the benefits are in how effectively IT is used. Most business sectors have accepted that re-engineering of processes is required to gain the full benefits promised of IT. A mining operation has organizational processes similar to most business sectors, but unique operational processes. The lessons of changing business practice in more common business processes, such as inventory control and customer-supplier relationships, can be adequately transposed into a mine setting. The unique operational processes in mines, in turn, require unique redesign efforts. Several enabling information technology opportunities have recently become available, such as more integrated mine production management systems and tactical manager training simulators. This paper reviews some of the latest IT products and outlines the processes and kinds of change that will be required in order to benefit from these new investment options.

The term "operational research" was probably first used to describe work started under E. C. Williams, now Director, SHAPE Air Defense Technical Center, late in 1937 or 1938, at the Bawdsey Research Station of the British Air Ministry, a laboratory center concerned with the development of radar equipment. After the practicability of the early techniques had been demonstrated, a large (for those days) program of development and installation was authorized. It was very soon realized, both by the Royal Air Force and by the scientists that almost as important as the gear itself was the way in which it should be used. Accordingly, it was decided that some scientists should cooperate to study the way in which the equipment should be deployed and operated in conjunction with the Royal Air Force. To distinguish this work from the normal work of a research and development establishment, the term "operational research" was coined. It merely meant at this time that this particular section of scientists was to be concerned with the use of the gear rather than with its technical development and it seemed natural to those concerned to adopt the word "operations" which has a specific connotation in the armed forces.' This method was later extended to peacetime business enterprise, government operations and other human activities. Operations research appears to have penetrated the extractive industries more slowly and less completely than other industries, the military, or the government. This may be due (1) to a difference in the attitude of management towards operations research, or towards research of any kind, for that matter; (2) to unsuitability of the extractive industries for application of the operations research method; (3) to inaccessibility of the data; (4) or to a lack of trained personnel who are interested in applying operations research to the mineral industries.

The December 16, 1987 measures tabled by Finance Minister Michael Wilson represent one more step toward the objective of total reform of Canada's income and sales taxes. While the income tax changes are taking shape, much work still needs to be done on the sales tax side of the coin.IntroductionOn December 16, 1987 Finance Minister Michael Wilson tabled measures to implement the changes to Canada's income tax system that were proposed in the June 18, 1987 White Paper on Tax Reform. The measures were set out in a Notice of Ways and Means Motion; draft legislation relating to preferred shares, research and development expenditures; and draft regulations regarding capital cost allowance, certified films, flow-through shares, and the resource sector. The reaction of the government to the recommendations made by the Finance and Economic Affairs Committee Report on Tax Reform (the Blenkarn Committee), the Report of the Standing Senate Committee on Banking, Trade and Commerce and through consultations with interested groups and organizations, business, labour and individual Canadians is set out in a booklet of supplementary information.The basic features of the reformed income tax system set out in the White Paper remain. However, a number of significant changes have been incorporated in the Notice of Ways and Means Motion and other material. The following comments address those area s where changes have been made to the original White Paper proposals."

Deep-level underground mining costs in South Africa are continuously rising due to the increased depth at which gold is being mined, resulting in a rise in virgin rock temperature and an increase in cooling requirements. Therefore, mines must evaluate various ventilation and cooling optimisation projects required to be implemented throughout their life of mine (LOM). This study develops a method to identify and prioritise large capital expenditure (CAPEX) underground environmental improvement projects, to improve thermal comfort underground. The solution presents a ‘multi-criteria decision-making’ (MCDM) process, incorporating the ‘analytic hierarchy process’ (AHP) and the ‘technique for order performance by similarity to ideal solution’ (TOPSIS) into the method to provide for scientific decision-making. These projects are evaluated based on four criteria, namely project risk, the impact on the underground thermal comfort, cost, and implementation time. This study’s solution uses ventilation simulations to determine the impact of the projects on the underground environment. The identification and evaluation of an environmental improvement project to best suit the current economic climate, while improving underground conditions and decreasing the safety risk is an essential aspect of the solution developed in this study. The method was implemented on a mechanised deep-level underground mine and showed that surface refrigeration is the most suitable alternative, which was implemented at the case study mine as validation of the developed solution. The study proves that the MCDM method is an adequate solution to incorporate subjective criteria into the decision-making process, resulting in a scientific and structured approach to making significant and complex decisions.

HISTORY of the Porcupine area has been pub-lished in detail by the Ontario Bureau. of Mines in several issues of its annual reports. An. interesting volume could be written on: this topic; especially if personalities were introduced, such as the. transaction whereby the original title to the Hollinger group of claims was settled between Ben Hollinger and Alex Gillies by the toss of a coin. The early history of the McIntyre mine also had its thrilling events, such as its manager, R. J. Ennis, dodging the sheriff and deposit-ing red-hot gold bricks in the bank to meet his pay-roll. The occurrence of quartz veins containing low gold values was reported in 1896 by E. M. Burwash and again in 1899 by W. A. Parks. The first application for a mining claim appears to have been applied for on Dec. 30, 1906, by W. 0. Taylor, of Toronto, one of the old employees of the Hudson Bay Co. On the recom-mendation of Mr. Taylor, early prospecting was done on the shores of Porcupine Lake. It. was not until the spectacular discovery of the surface croppings at the Dome mine, by J. S. Wilson in 1909, that a rush to the district took place. Exploration was carried on during 1910 and 1911. The big boom was on in 1911, when claims sold on the evidence of mere rock croppings, owing to the prevailing heavy overburden. Rock croppings with specks of gold brought big prices. The country was heavily timbered and most difficult to prospect. My first trip was made during the summer of 1911, while the railroad was under construction from Porquis Junction to South Porcupine. I published my observations in the Canadian Mining Journal, Dec. 15, 1911, discussing in particular the character of the ore deposits and the future prospects of the camp. The first mills were erected in 1911, only to be destroyed by the disastrous fire in July of that year. They were rebuilt and the first important shipments are recorded in 1912. The history of the camp from the discovery of the Dome to the present consists of alternate chapters of great optimism and those of a more non-committal nature. For the engineer unfamiliar with the character of the deposits of this area, and the north country in general, it is at times most difficult to draw conclusions and submit definite recommendations. When valuable orebodies apex at depth, with no surface showings other than slightly mineralized veins of quartz or quartz containing a little visible gold; when at depth valuable veins and ore deposits, paralleling the one being explored, are developed by cross-cutting, such as Nos. 85-58 on the Hollinger, which have been its largest producers, the engineer assumes responsibilities rarely called for in other mining districts. This fluctuating aspect is exemplified in the three large producers, and may be duplicated with some of the old producers now being explored.

Discussion of the paper of Robert H. Richards, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 81, September, 1913, pp. 2299 to 2303. C. D. DEMOND, Anaconda, Mont. (communication to the Secretary*) :-Any one who has observed the increased efficiency of the Wilfley tables in a mill when fed from a reasonably good hydraulic classifier, as compared with tables fed from a spitzkasten., which is a very poor classifier, will agree to the advantage of ? better classification." It must be gratifying to Dr. Richards to know that, directly or indirectly, maim mill men are responding to his persistent advocacy of correct principles of ore dressing and are accepting the results of his investigations. As he says, these principles mean much for both the conservation of resources and the profit of operators. When Dr. Richards gives us accurate figures as to the maximum size of free mineral grains in the tailings of the Wilfley table and of the vanner, they will be of a good deal of practical value in delimiting the proper fields for the Wilfley, the vanner, and the round table. He has coined the terms ? free settling" and "hindered settling."' The series may be completed by adding "crowded settling," the main principle of action on both the vanner and the Wilfley table, which is the principle of separation in a mass of grains crowded as closely together as they can be and yet continue free to move between one another; and the occurrence of larger mineral particles in the Wilfley tailing than in that from the vanner is apparently caused by the more violent agitation, due chiefly to the purposely sudden reversal of the stroke. It seems likely that the agitation caused by the wash water dropping directly upon the concentrate on the vanner is more harmful than that due to the shake. For the very finest material that can be concentrated by usual methods, the round table is superior to the vanner because it does not, have even, the gentle agitation of the latter. The action on round tables is, not crowded settling," but "film sizing," 2 but agitation is harmful in the latter action. George Gates proved this harm 20 years ago : in slaking the first successful large-scale application of canvas tables in California gold mills he abandoned all shaking motion, although he had patented canvas tables to which such motion was applied.

THE solid nonmetallic inclusions present to some extent in all commercial steels have been variously designated. In early references they were usually called slag inclusions, and this terminology is still retained to some extent. On the premise that all nonmetallic matter produced in a metallurgical process is slag, this can be justified. We have come to think of slag, however, in a more restricted sense, and calling these particles slag inclusions is further objectionable because it fosters the erroneous concept that they are actually incorporated portions of furnace slag. Rarely is this true. The term sonims (coined from solid nonmetallic impurities) was proposed many years ago but never came into common use. In general, the term non-metallic inclusions seems to be satisfactory and adequate. NATURE AND CONS1lTUTION OF NONMETALLIC INCLUSIONS From the standpoint of origin, inclusions fall naturally into two classes: (1) those occurring as a result of reactions taking place in the body of molten or solidifying metal and (2) those resulting from mechanical incorporation of refractories or other materials with which molten steel comes in contact. The former are by far the more numerous and have been called indigenous, natural, or native inclusions. The latter are by their very nature sporadic in occurrence and have been called exogenous, accidental, adventitious, or foreign inclusions. They are often referred to as the "slag-stringer" type, though here also the material is not likely to be furnace slag. Substances Found in Inclusions. Nonmetallic inclusions are composed principally of oxides and sulfides but carbides and nitrides sometimes play an important role. In the case of indigenous inclusions the reactions by which these particles are precipitated from molten or solidifying steel may be caused by: (1) oxidation such as may occur during refining or during tapping and teeming, (2) deoxidation by added alloys, (3) change

The effect of four different second-phase additions on the strength of composite alloys with a common matrix was investigated. The four compositions each consisted of 85 pct by volume of silver with additions of 15 pct of either tungsten, molybdenum, tungsten carbide, or nickel. These particular additives were chosen because of their low mutual solid solubilities with silver at room temperature, the alloys consisting essentially of a dispersion strengthened silver matrix in which the second phase is distributed randomly. Test specimens were prepared by a powder metallurgy procedure consisting of ball milling the mixed powders, compacting, and sintering at 920°C for 1 hr in hydrogen. The constituent powders were of CP quality and of particle size between 2 and 10 ?. The compacts were subsequently hot pressed at 1000 psi and 1400° in an Inconel die, coined at room temperature at 60,000 psi and finally annealed and outgassed in vacuum at 800°F. The microstructures of the alloys are shown in Fig. 1, and the microscopically observed porosity grade was A-2 or better as evaluated by ASTM Recommended Practice B 276-54. The properties of the sintered compacts are listed in Table I, and the load-deformation curves in bending are shown in Fig. 2. The samples, of rectangular cross section, were loaded at the center of 58 in. span, and the reported stress was calculated on the basis of linearly elastic behavior in order to allow the comparison of specimens of slightly different dimensions. It is apparent that the tungsten, molybdenum, and tungsten carbide alloys exhibit very similar deformation curves. The moduli of elasticity were determined from the slopes of the stress-deflection curves at small loads. The measured values agree quite well with those calculated by the strength of materials approximation proposed by Paul1 for the elastic constants of mixtures, the calculated values being 15.0, 15.0, 17.4, and 13.4 million psi, respectively, for the tungsten, molybdenum, tungsten carbide, and nickel combinations with silver. The strength of the Ag-Ni composition is appreciably lower than that of the other three alloys. The discrepancy between the two groups is accounted for by the following characteristics of deformation and failure which were observed microscopically during the tests: A) The deformation of the W, Mo, and WC alloys did not involve the second phase particles to any appreciable extent. Slip and fracture took place in the silver-rich matrix alone, although the fracture path generally skirted the particles by favoring the phase boundaries. The deformation proceeded according to the following sequence: 1) formation of small, discontinuous microcracks in areas of the matrix adjacent to a particle, 2) general slip in the matrix and extension of cracks, 3) failure of specimens by propagation of cracks through matrix. The near coincidence of the 3 load-deflection curves suggests that the nature of the second phase particles does not decisively influence the plastic behavior of composite alloys of this composition as long as the particles do not undergo any considerable deformation themselves. B) A markedly different behavior was exhibited by the Ag-Ni composition where the relatively low flow strength is associated with the low yield strength of the nickel grains. Slip in the nickel grains was first observed at a stress of approximately 10,000 psi, although failure, at a later stage, took place by the propagation of cracks through the matrix. The ductility of this aggregate, in which both components deform plastically, is appreciably greater than that of the elastic-plastic composites. In summary: 1) The measured values of the moduli of elasticity of the composite alloys under discussion are in good agreement with the "strength of materials" approximation proposed by Paul.' 2) The overall plastic behavior of these particle-strengthened alloys is unaffected by the nature of the second phase particles, if the latter remain elastic. This report is the result of information obtained from a review of related literature, personal inquiry and on-site examination of active surface coal mining operations. Four improved surface coal mine systems are described in detail and evaluated for feasibility, implementation requirements, environmental benefit and costs. Engineering feasibility emphasizes equipment availability, compliance to design requirements, practicality and industry rating. Implementation potential emphasizes immediacy, ease, acceptability and constraints. Special attention was given to environmental responsiveness, both with regard to the solutions to mined-land reclamation problems and to the concurrency of reclamation. Each system description includes a hypothetical model mine with a depreciation schedule, capital summary, estimated annual production costs, sales price computation, production and operating cost summary, and a sensitivity analysis of mine price to stripping ratio. A program plan and time schedule for demonstrating a selected mining system covers site selection criteria, mine data collection, criteria for controlling and budgeting costs and reporting findings. Ten additional mining methods and techniques are briefly described and evaluated. Common reclamation problems are listed and described. Sixteen state reclamation laws and regulations are abstracted. Sixty-nine references are listed in the bibliography.

During the extensive research which has been conducted in the Metallurgy Department of the University of Melbourne, into the properties of lead and its dilute alloys, the Brinell test has been used for the determination of hardness.The work described herein represents part of an investigation into the influence of various factors on such determinations, particularly when carried out on different qualities of "pure" lead. It is intended to publish the more theoretical and controversial aspects of this research elsewhere.MATERIALS USED AND THEIR PREPARATION FOR TESTINGThe tests to be reported have been conducted on a specially pure electrolytic lead, and several brands of commercially "pure" lead. The analyses of the samples upon which most of the work has been carried out are given in Table 1.Note: Oxygen was not determined, but from the work of H. W. Worner, in the Rosenhain Memorial Laboratory, it appears probable that it was approximately 0-0003% in all samples.

Experimental studies for quantification of force and brittleness indices relevant to rock cutting performance are presented. A simple interpretation method is developed, which quantifies the force-penetration response obtained from indentation tests. Basic parameters of the quantification are force increment and decrementrates, force increment and decrement periods, and number of increment and decrement data points. Blocks of eleven different rock samples were collected from different operating mines in Turkey and subjected to indentation tests to calculate the indices. The samples included harzburgite, serpentinite, trona, limestone, claystone, two different sandstone samples, siltstone and three different chromite ore samples. The concept was validated by a set of full-scale linear cutting tests using a conical cutter for measuring the cutting performance in relieved and unrelieved conditions, i.e. cutter forces, specific energy, size distribution of rock cuttings. The rock cuttings were sieved to determine coarseness index, indicates coarse chip generation characteristics, and size distribution. The force index is moderately correlated with the cutting performance and mechanical properties of the rocks, and poorly correlated with the coarseness index and size distribution of cuttings. A general and moderate trend is observed between the brittleness index and the coarseness index, cutting performance for unrelieved cutting conditions and mechanical properties of the rocks. However, additional data is required to fill the data gaps and to potentially establish relationship between the brittleness index and all other parameters.

Three drilled foundations for an elevated water-tank were instrumented, tested and monitored during construction and the first two years in service. One shaft was load tested by the Osterberg method. A void was detected in one shaft by cross-hole sonic logging, pulse-echo logging and concrete coring. The void was instrumented, hydrostatically tested and pressure grouted. The shaft was ?abandoned? and replaced by two smaller shafts with a straddle beam cap. One of the replacement shafts and the cap were instrumented. The strain that appeared in the abandoned shaft, the replacement shaft and the cap were monitored during the remainder of the construction, through the commissioning test and the first two years of service. The results demonstrate the precision and sensitivity of the vibrating wire strain gage.

CHINA can he roughly divided into three metallogenetic province: North China, the Yangtze Valley, and South China. In North China the old Pre-Cambrian schists and gneisses are represented by the abundance of quartz mines in which sporadic occurrences of copper, lead, zinc, gold, and silver are sometimes found in subordinate quantities. Along the Yangtze Valley and in Central China, extending eastward as far as Shantung, are found here and there intrusions of dioritic rocks, in which occur the famous contact deposits of iron ore, besides which minor quantities of copper. lead, and zinc are also found. In South China the igneous intrunsions are of granitoid type in which, or in the vicinity of which, occur in certain regions immense deposits of antimony, tungsten, tin, and mercury. Broadly speaking. most of the famous coal mines are now situated in regions north of the Yangtze River, in which occur also the sedimentary deposits of iron in contradistinction to the contact deposits of iron along the Yangtze Valley.

A system of steel sheeting and multiple levels of high capacity double corrosion protected soil anchors were used to restrain a major slope failure that occurred at the base of the Watchung Mountains mid-way through construction of a 650,000 SF retail center along Route 22 in Watchung, New Jersey. The implementation of a design-build earth retaining structure was necessary to stabilize and repair the disturbed mountainside in a timely fashion to permit completion of the retail center on a fast track schedule. The tied back steel sheetpile wall was approximately 2,000 feet long and varied in height from 12 to 25 feet. The hillside extended approximately 350 feet above and 600 feet beyond the wall with the main failure scarp extending 50 feet above and 90 feet beyond. The wall was constructed in a top-down manner and required the installation of 475 anchors to resist loads of up to 70 kips/ft produced by the creeping hillside and groundwater flows from both a series of springs and steady state seepage through an inclined zone of fine sand. Incorporation of a unique tie point connection eliminated the need for a waler, facilitating and simplifying modifications to anchor locations based on anchor load test results and conditions encountered during construction. Post grouting also proved to be an essential element in the successful construction. This paper presents the design and the construction methods used to restrain the significant earth lateral loads produced by a slope failure using steel sheeting tied back with high capacity soil anchors with anchor loads distributed to the sheeting through a unique tie point connection on a fast track schedule. Installation techniques, testing programs, and construction quality control are also discussed.

Oxidation of mixed lanthanide solutions with ozone at pH 4.5 and at ambient temperature resulted in precipitation of 98 percent of the original cerium present. Corresponding cerium purity was increased from 50 to 98 percent. A second ozone oxidation-precipitation step produced cerium of 99.9 percent purity in high yield from the 98-percent-pure material. Alternately, ozonation at pH 6.5 and 85° C differentially precipitated cerium and rare-earth elements heavier than cerium and left 89 percent of the original lanthanum in solution at a purity of 95 percent. Subsequent recovery of cerium from the heavier rare-earth elements in the precipitate was accomplished by dissolving the precipitate in dilute mineral acid and reoxidizing the cerium with ozone at pH 4.5 and at ambient temperature. The filtrate contained an enriched praseodymium-neodymium-samarium-europium mixture that is amenable to separation by ion exchange or solvent extraction.

Cr-Ni-Cu¦PGE deposits are known to occur in early Archaean mafic-ultramafic rocks. Early Archaean mafic-ultramafic (MUMF) rocks occur in the western Dharwar craton and range in size from small pods to schist belts. These MUMF pods consist mainly of meta-peridotites, tremolite-actinolite schists, serpentinites, amphibolites and metabasalts. Spinifex, nodular and ocelli textures are also present. The rocks have been subjected to greenschist and amphibolite facies metamorphism. Geochemical studies were undertaken to evaluate the possible occurrence of economically important elements in the mafic-ultramafic enclaves around the major Arsikere-Tavarkere lineament and surrounding gneissic terrain adjoining local shear zones that occur as discontinuous pods between Arsikere and Chennagiri. Talc-serpentine and tremolite- actinolite schists contain chromite which is rimmed by ferrit-chromite. A notable feature of these MUMF rocks is that they exhibit high MgO (22 - 40 per cent), total iron (8.34 - 10.01 per cent), Ni and Cr (~3000, 2800 ppm) contents, with some samples showing komatiitic affinity. The rare earth elements (REE) data show slightly fractionated patterns with enriched LREE (LREE/HREE ~5.0) and negative europium anomalies. The Pt and Pd values reach 6500 and 191 ppb. Research has shown that an ergonomics process that identifies risk factors, devises solutions to reduce musculoskeletal disorders (MSDs), and evaluates the effectiveness of the solutions can lower worker exposure to risk factors and MSDs and improve productivity. A review of the Mine Safety and Health Administration (MSHA) injury/illness database indicated that 46% of illnesses in 2004 were associated with repetitive trauma and 35% of nonfatal lost days involved material handling during 2001? 2004. Even though these statistics show that MSDs significantly contribute to occupational illnesses and injuries in the U.S. mining industry, few mining companies have implemented an ergonomics process. Despite the many unique challenges in the mining environment, three mining companies partnered with the MSD Prevention Team at the National Institute for Occupational Safety and Health?s Pittsburgh Research Laboratory to demonstrate that an ergonomics process could be systematically implemented and effectively integrated with existing safety and health programs. Because these three mining companies were very different in organization, culture, and size, the ergonomics processes had to be modified to meet the needs of each company. A description of how these three companies applied ergonomics and the tools and training used to implement their processes is given. Prior to discussing the case studies, general information on the elements of an ergonomics process is provided.

To design a blast, one must give consideration to safety, economics, geometry, geology, production needs, and a variety of other requirements. To compare designs requires the time to develop alternatives, analyze, and then improve on them. A number of tools are available to assist with the first set of requirements, however they are poorly integrated. SHOTPlus is a program to improve the efficiency of blasting operations, by combining measurement and blast design tools, and offers the user the time and means to modify designs and explore alternatives.
