THE work performed by the Royal Commission on Mining Subsidence is likely to prove of permanent value, less perhaps for the conclusions it has reached and for the recommendations it has based upon these than for the admirable exposition which it affords of the law concerning mining subsidence and of the legal status of the person who has suffered damage by reason of such subsidence, as also of him whose working has caused the damage. The Commission was appointed by Royal Warrant in the middle of 1925 and delivered its final report in the middle of 1927. The terms of reference to the Commission were as follows: "To consider the operation of the law relating to the support of the surface of the land, and of buildings or works on or under the surface, by underlying or adjacent minerals; to enquire into the extent and gravity of the damage caused by subsidence owing to the extraction of minerals and the incidence of the resulting liability; and to report what steps should be taken, by legislation or otherwise, to remedy, equitably to all persons concerned, any defects or hardships that may be found to arise in existing conditions."

This paper is an attempt to outline the emergence of Augered Cast-ln-Place piles as one of the more economical types of foundation for supporting high-rise buildings and heavily loaded structures recently constructed in the flood plains in and around the Greater Pittsburgh area. To understand the process of selecting foundation types, it is important to understand the general geology of the area and past construction activities that have taken place in the flood plains, especially along the riverbanks, during the last century. The first part of this paper presents a brief description of the general geology of the area; the second part of the paper concentrates on the historical evolution of the use of deep foundations and selected case histories; and the last part presents the results of load tests on large diameter Augered Tremie Concrete (ATC) Piles placed in sandy alluvium which suggests a much larger load-carrying capacity of these piles and also provides an insight into their future application. 2.0 GENERAL GEOLOGY 2.1 Soil Overburden Most of the high rise buildings in the Central Business District as well as along the North Shore and South Side of Pittsburgh are situated in the flood plain at the confluence of the Allegheny River and the Monongahela River where their combined flow forms the Ohio River. The flood plain consists of unconsolidated deposits of Quaternary age that overlie the bedrock of Pennsylvanian age. These deposits are called alluvium or valley fill, and include moderately to poorly sorted clay, silt, sand, gravel and some boulders. Their thickness varies from zero at the edges of the valley to about 80 feet towards the rivers (Figure 1).

An analysis method for modeling compensation grouting based on the finite element method is presented. By this method the design parameters of compensation grouting, grouting pressure and grouting volume, can be evaluated. Also the subsidence of a building due to tunnel driving as well as the lifting of the building by compensation grouting can be simulated. The stress changes in the tunnel lining and in the foundation of the building are computed as well. The application of the analysis method is demonstrated on two examples for compensation grouting in combination with construction of tunnels.

Independent natural resource Valuers are an essential link between miners and mineral explorers on the one hand and the finance industry on the other. Investors (and regulators) expect the mining and financial industries to be vigilant against the use of inappropriate methodology or use of illogical steps within the chosen valuation method. The Australian Corporations Law generally requires an Independent Expert Report to support mergers and takeovers (as well as for capital raising activities). The introduction of the VALMIN Code (1998) by The Australasian Institute of Mining as Metallurgy, has meant that such Reports, when prepared in compliance with it, are now much more comprehensible and reliable than before. This is because the key requirements of the Code are for transparency and materiality in the Technical Assessment and Valuation Reports prepared in connection with the transaction involved. Transparency is particularly important because it allows the reader to identify and understand the assumptions made to derive a value and to then form a view as to the reasonableness of the result. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Where the reasoning is patently illogical or the inputs are chosen to achieve a particular result, the estimated value must be viewed as virtually worthless. Experience, qualifications, competence and repute are the hallmarks of a professional technical auditor and valuer.

This paper summarises the lessons learned during a recent carbon reactivation kiln upgrade project at the Sukari Gold Mine in Egypt. The kiln is being replaced to ensure that the plant achieves full value from the current throughput expansion from 5 to 10 Mt/a.The suitability of the original engineering design criteria for kiln selection and the adequacy of the original kiln are reviewed in the light of the carbon chemistry, operating experience and a site inspection of the kiln. Particular aspects of the reactivation facility are discussed including: predrying, preheating, feeding, gas seals, kiln heat transfer, steam injection, counter-current sweep gas flow, carbon cooling, fines minimisation and removal.Design criteria for a carbon predryer, reactivation kiln and cooler combination for carbon heavily fouled by high molecular weight frothers and collectors are discussed and the abridged Ausenco datasheet for the combination is presented.Responses to a request for a budget price sent to most of the worldÆs suppliers of carbon regeneration kilns are summarised.CITATION:Claflin, J K, La Brooy, S R J and Preedy, D, 2013. "Exploration and development of mineral resources in developing countries by Canadian-based multinational mining companies is becoming increasingly common. One problem being encountered is that the objectives of the governments of developing countries can differ from those of developed countries. These objectives are not always consistent with maximizing returns from the projects, which can create conflicts between the mining company's responsibility to its shareholders and the desire to be a good corporate citizen. This article discusses how a mining tax regime can be designed to make the social goals of a government consistent with the economic goals of the company.IntroductionAt the recent International Seminar on Mining Taxation organized by CIM and the United Nations there was considerable discussion about the role of international mining companies operating in developing countries. Not surprisingly, given the diversity of backgrounds of individuals attending the Seminar, there were different opinions about what this role should be.Government PositionRepresentatives of governments pointed out the strong desires of their countries for technology, high-level technical training of their workforce, increased employment, and development of social infrastructure. They pointed out that, to a large extent, these objectives could be more efficiently met by mining companies operating in the country than by the governments themselves. For example, a multinational mining company (""MMC"") would have extensive knowledge of the various technologies available, and would have performed a detailed evaluation of the mineral resources before choosing the most cost-efficient technology for that project. They would, therefore be in an ideal position to assist the country in importing and developing such technology. Similarly, the company could provide opportunities for hands-on training, both at the technical and managerial levels, which would otherwise be unavailable to the government."

One of the most important parameters in mine ventilation planning is the friction factor (K). Accurate values of friction factors are critical especially when carrying out mine ventilation simulations. No computer simulation of a mine ventilation network is meaningful if the airway resistances are not accurately estimated (when planning a new mine) or measured (for an existing mine). However, in the first case not many reliable values of friction factors exist in the international literature. This paper presents the results of a research project carried out in the province of Quebec where ventilation friction factors were measured in all underground metal mines. These friction factors are statistically analyzed and tabulated. A friction factor database was created that also includes the friction factors measured in the past by other people. This database can help the mine engineer to accurately estimate ventilation friction factors according to the specific conditions. This database offers several values of friction factors typical for hard rock mine conditions typical of modern underground metal mines.

This paper presents tunnel design considerations for the SR75/282 Transportation Corridor Project in Coronado, California. The project is managed by the City of Coronado in cooperation with Caltrans and the US Navy and may include a one-mile long twin-tunnel section with two options: a 36.5 foot diameter twin-bored tunnel or a twin cut-and-cover box. The alignment crosses the Coronado Fault, and design provisions were needed at the fault crossing to maintain life safety and prevent rapid inundation of the tunnel in the event of fault rupture. These provisions are discussed along with considerations related to liquefaction and ground shaking. The project is currently in the planning stage with construction to start around 2012.

The personal dust monitor (PDM) is a new coal mine respirable dust sampling instrument that has the ability to provide accurate end-of-shift and real-time respirable dust exposure data. A hypothetical cost comparison analysis of the PDM with the current MSHA-required coal mine dust personal sampling unit (CMDPSU) was conducted. Some simplifying assumptions were made to create hypothetical cases for analysis. This analysis was limited to respirable dust sampling of one designated operator (DO) and one designated area (DA) for one mechanized mining unit (MMU) which operated one shift per day. Only sampling intervals of the minimum sampling as required by federal regulations and continuous sampling were analyzed. This cost analysis from the company perspective is only one part of an overall cost/benefit analysis that should be conducted at a later date. In this analysis, company-associated costs were examined for both sampling systems. Results show that the PDM, while it has high initial costs of approximately $12,600, may be a cost-effective sampling system for measuring coal mine respirable dust. The estimated present worth cost of conducting the minimum required dust sampling over a five-year life ranges from $5,850 to $19,000 for the CMDPSU, with the higher present worth cost including costs of potential violations incurred. For the PDM, the comparable present worth cost is $14,900 to $19,300, with the lower present worth cost representing a lower capital cost of $8,150 per unit if more than 850 units are produced per year, while the higher present worth cost reflects the result with the higher $12,600 capital cost.

A study was made of the coal resources of an area in Jackson County, Ala., forming a part of the Flat Rock, Henegar, and Stevenson quadrangles. The area studied is a portion of the Plateau coalfield on Sand Mountain and is near the Tennessee Valley Authority's Widows Creek steamplant. Since no detailed geological study of this area had been published, some reconnaissance work was done. The coalbeds and adjacent strata such as sandstones, conglomeratic sandstones, and conglomerates were studied. Available drill logs, together with the areal geology, provided sufficient information to permit correlation of the coalbeds and an estimation of coal reserves. For all categories of reserves, computed on a regional basis, a total of 72,920,000 tons of coal more than 14 inches thick is estimated for the areas studied in Stevenson. Flat Rock, and Henegar quadrangles. Of this tonnage, 40,001.000 tons is estimated to have less than 60 feet of overburden. The total measured coal reserves for the above three quadrangles are 16,359,000 tons, with 12,471,000 tons under less than 60 feet of cover.

There is a rapid expansion of world’s infrastructure and simultaneously existing infrastructure is aging. The maintenance of infrastructures has been of particular concern to the engineering community. Monitoring and evaluating the structures have become more significant than ever. Ground anchor is an important part of the structure where it is installed. Unfortunately there are limited testing methods available to assess the force in the pre-stressing steel. High cost, complicated equipment and limitation of space often prevent these methods from being implemented. DYNA Force sensors have been developed to measure the force in the pre-stressing steel during construction and at any time during the lifetime of the structure. These sensors make use of the magneto-elastic properties of ferrous materials. A readout unit is designed to magnetically energize the steel through the sensor and measure the response of the steel to the process. The readout unit then converts the response into a direct force reading. They can be used for bare, epoxy- coated, galvanized and greased-sheathed steel in the bonded, un-bonded, grouted or un-grouted length of the tendon. It measures the force of the steel element at the location where it is installed and can be recorded manually, automatically, or remotely. The sensor is robust, requires no maintenance and it is expected to have a similar service life to that of the surrounding structure. Sensors have received attention in terms of accuracy, performance, ease in installation, durability, and cost effectiveness. Sensor readings provide a second measurement, in conjunction with the jack pressure gauge, of the post tensioning force during initial testing procedure for ground anchors. This paper describes its application in tie-back and tie-down anchors and force monitoring of retaining walls, bridge abutment and dams where the data were collected manually, automated and remotely. INTRODUCTION Our infrastructure is expanding and the existing infrastructure is aging. Some structures are expensive to maintain and some occasionally fail. There is a large demand for implementing health monitoring of structures. Many tie-backs, retaining walls, dams and other geotechnical structures are post-tensioned and many of them need repair using a post-tensioned system. On many occasions during construction and service life of the structure, it is useful to know the force in the post-tensioning and anchor system. Many piles and drilled shafts are designed using reinforcing steel and the compressive forces in reinforcement are unknown. Although there are many methods to measure the tendon force, most of them are cumbersome, expensive, and the accuracy varies depending on the method used.

To obtain the combustion process of a coal fire, a high-temperature programmed system is used to simulate the spontaneous combustion process of fresh and weathered coals. Both fresh coal and weathered coals from Liulingou, Inner Mongolia, China, were used to examine the gas releases from constant temperature to 650°C. Moreover, gas release rate was used to calculate the characteristic temperatures. The results showed the coal samples lasted to oxidise under high temperatures, and released plenty of heat to assist self-heating. The humic acid contained inside the weathered coal went through thermal decomposition as temperature rising and generated gases. This resulted in increasing concentrations of CO, CO2, CH4, C2H4, and C2H6. Changes of CH4, C2H4, and C2H6 gases were also similar. For weathered coal, concentrations of three gases were kept in balance under low temperatures, increased rapidly with the temperature rising. After the ignition temperature, the concentration of hydrocarbon was reduced. In addition, particle size affected coal spontaneous combustion. Coal samples with less than 0.9 mm in size produced much more CO than others. The Stawell Goldfield, the westernmost of the main Victorian fields, has produced over a million and a quarter ounces of gold from one and three-quarter million tons of ore. The lodes are quartz reefs and sulphide bodies occurring in sediments of lower Ordovician or upper Cambrian age. The lodes are confined to a relatively narrow suite of weak rocks lying between stronger ones above and below and there is a definite relationship between fold structure, pitch and strength of folding and ore.LOCATION HISTORY AND PAST PRODUCTIONThe town of Stawell, situated 150 miles north-westerly from Melbourne on the main railway and road to Adelaide, is the most westerly of the main gold areas of Victoria. Alluvial gold was found at Pleasant Creek (now Stawell West) in 1853 and the usual "rush" followed. Numerous alluvial leads, some surface, others buried under up to 100 ft. of Tertiary sediments were worked. The alluvial gold was soon exhausted, but in 1857 gold-bearing reefs were found on the slopes of a prominent ridge on the northern edgeof the present town. Early reef mining was by small working parties mining to shallow depths only and treating their ore at public crushing plants. Some of the early returns were very high grade. The next stage was the amalgamation of claims and the formation of companies, with their own treatment plants. This stage continued till the last mine closed in 1921. These companies had, by present standards, small holdings and far too many shafts were sunk, resulting in less efficient prospecting and operation.Since 1921 there have been one or two small scale attempts to revive mining but without success. This paper describes a newly developed Surface Remote Blasting System (SURBS) for electronic detonators, which is currently being introduced into surface blasting applications. The rationale for developing the SURBS was to meet key needs of mine operations, such as minimizing the shutdown time and the capability to conveniently initiate blasts in difficult terrain from a safe distance. Increased distance from the blast site, combined with a good overview of the site enables maximum safety during blasting. The system also removes the inconvenience of running long firing cables. The SURBS consists of the field-proven detonator and equipment technology of an existing electronic detonator system, a Surface Remote Blasting Box and a Surface Remote Blaster. The Surface Remote Blaster is the Master unit and controls the Remote Blasting Box via encrypted radio communication using a sophisticated safety technology, which guarantees that the highest safety standards are maintained.

Keywords: Wire Drawing, OFHC Copper, Recrystallization, Orientation imaging Microscopy (OIM), Texture inhomogeneity Textural inhomogeneities have been investigated in oxygen free high conducting (OFHC) copper wire drawn at room temperature to a true strain of 2.31, and isothermally annealed at 250°C and 750°C for annealing times ranging from 10 s to 1 hr. Local orientations were mapped by means of orientation imaging microscopy (OIM). The microtexture of the drawn wires showed a strong <111> + weak <100> duplex fiber texture at the inner core, whereas the mid and surface regions had a comparatively weak texture. Annealing at 250°C resulted into a recrystallization which originated from the mid section, proceed towards the surface regions and ends in the inner core. Recrystallization resulted into a strong<100>+weak<111> duplex fiber texture. A similar textural inhomogeneity was observed during short annealing at 750°C. However, prolonged annealing gave rise to abnormal grain-growth that proceed from the inner core to the outer surfaces with a dominant <111> fiber component at the inner region and mixed components of <111>, <100>, and <112> at the outer surfaces.

The Porgera gold deposit is an epithermal gold base-metal deposit located in the Enga Province of Papua New Guinea. Gold-silver-sphalerite-galena-pyrite mineralisation is related to stocks and dykes of dioritic composition which have intruded a series of folded marine sediments, mainly shales and siltstones, often with calcareous and carbonaceous horizons, of middle Jurassic to middle Eocene age. The most intensely mineralised zone is at Waruwari Hill, where the mineralisation occurs predominantly as massive mixed sulphide veins, and less frequently as quartz-chlorite veins and as disseminations. Mineralisation occurs in all rock types and several phases of mineralisation have been recognised.

WHEN I came out of Stanford University in 1922, the out-look for men trained in geology, petroleum engineering, and mining was indeed dismal; in fact, so much so that most of us looked upon our future in those fields as pretty hopeless. Neither our professors nor those men in industry with whom we came in contact gave us any enthusiastic encouragement as to the future of ourselves or the fields we had chosen for our labors. I believe that the attitude of pessimism which saturates everyone about graduation time is lament able and short-sighted, and may often start a young man on his way with an attitude of defeatism. Instead, he should be starting out knowing that he can expect hard work and keen competition, but that the fields of his labours are expanding at an accelerated rate, and that strong, energetic efforts will as always accomplish highly satisfactory results.

New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

The Clogau St DavidÆs gold mine has a recorded production of around 81 000 oz Au and it is the largest mine in the Dolgellau gold-belt and BritainÆs most prolific historical producer. The original mine was first worked for copper, however; in 1854, gold was found in waste material from the St DavidÆs section. In recent times the mine has operated intermittently between 1983 - 2007. The principal black shale-hosted gold-bearing reef (Main Reef) can be traced for about 3 km, striking approximately NE-SW and dipping steeply between 60¦ - 90¦ SE. The reef system pinches and swells, changes strike and splits into a number of smaller branches. Reef width is variable, ranging from over 6 m to a few cm and in places reducing to small irregular blobs. The reef is internally complex and composed of swarms of narrow (1 - 300 mm) subparallel veins separated by country rock sheets. The gold-bearing veins within the reef package are discontinuous; though generally possess bonanza grades running 10s - 100s oz/t Au. It has historically been shown that some gold-rich vein segments can grade up to 300 oz/t Au. The predictability of the gold-rich segments is poor, but has been shown to be related to presence of the Clogau (black shale) Formation, and/or the mechanical interactions of the reef with greenstone sills, reef branching and splitting and/or cross-fractures to form ore shoots.
