"The argument has long raged across the oceans as to what the best AG/SAG mill aspect ratio is. The North American practice of a high aspect ratio of two, diameter twice length, through to the South African and Scandinavian practice of an aspect ratio of as low as a 0.5. Within the collaborative P9 AMIRA project the MPRU of the University of Cape Town and the JKMRC of the University of Queensland have been collecting plant data pertinent to this issue over the past four years.The JK SAG mill model developed by the JKMRC is based upon data collected from mills having a range of aspect ratios from 1 up to 2. The maximum mill speed, mill load, and ball filling in the fitted data base were all below the operating range common in South Afr-ica. The extension of the P9 project into South Africa therefore lent an ideal opportunity to collect data in a whole new window of operation that would allow the range of applicability of the semi-empirical SAG model to be greatly extended.At the heart of the differences in aspect ratio is the completely different operating practice for high- and low- aspect mills. The mill filling, mill speed, and recirculating loads of closed-circuit single-stage operation have more influence on the differences in operation than the pure aspect ratio relationship. Relationships for load have been extended to 45% filling, with the modified model showing the measured peak in throughput as the mill filling increases. The ball load relationship now covers fillings of over 30% balls (of total mill volume), thus including so-called SAG-ball mills. The influence of closed circuit operation has been measured. It has been found that a key issue of the high slurry flows associated with closed circuit operation, especially when closed with a cyclone, is the pulp discharge limitation of the traditional grate and radial lifter configuration. It has also been observed that absolute mill length is more of an issue than aspect ratio. Slurry flow along the mill and charge segregation within the load are being investigated on pilot and full-scale mills to provide data for potentially modifylng the perfect mixing model that is used for the SAG mill.Improved understanding of these aspects of SAG mill operation and extension of the JK SAG model to better cover the entire range is allowing serious direct comparison of high- and low aspect mills for the first time. It is the conclusion of the researchers working in this area that there is no one best practice, that in fact mills across the range have their application based on ore type, desired product, available capital and on operating costs. Developing robust designs allows direct comparison of two-stage circuits using high-aspect primary SAG mills, with single-stage closed circuit low-aspect SAG mills. The new operations within South Africa are now considering both circuit types, and data is presented on selections that cover the full range of aspect ratio and operating practice."

Commodity price down cycles are a fact of life in the mining industry. And companies pre-pare for them as best they can. Evenso, operations are still curtailed or closed during those cycles, profits shrink, layoffs are inevitable and many companies do not survive. However, one of the few good things that occurs during down cycles is the new, innovative exploration, mining and processing technologies that come about during hard times. To survive the lean times, the mining industry turns to improved technology to decrease costs and hold the bottom line. And, because mining is a cyclical business, each down cycle brings about technology improvements that carry over into the good times.

Reconnaissance studies of beach deposits along approximately 220 miles of the shoreline of Bristol Bay, Alaska, were made to determine if more detailed investigations were warranted. In addition to preliminary mapping of the deposits, samples were obtained from auger borings spaced at 1-mile intervals in key areas; shovel samples were collected to supplement the borings. Most samples were roughly concentrated in the field; magnetic separation tests, petrographic analyses, and determinations for radiometric equivalent uranium, gold, platinum, iron, and titanium were made in the Bureau of Mines laboratory at Juneau, Alaska. Spot samples from some beaches along the shores of the Alaska Peninsula indicate small deposits containing up to 10 percent recoverable titaniferous magnetite; some larger deposits were indicated to contain from 1 to 2 percent total heavy metal, principally as titaniferous magnetite. Significant amounts of other commercial minerals were not detected.

"A Demag CC1800 crawler crane was partially erected on crane mats adjacent to a seawall when settlements near a corner of the crane mat area were observed to be slightly larger than previously assessed. A ground improvement program including installation of dry soil cement mix (DSM) piers was implemented to improve soil bearing capacity. Due to near-surface obstructions, only 75 percent of the DSM piers were installed to the design depth. Because of the partial installation of the DSM piers, an evaluation of the crane pad stability and the effect of the crane loading on the stability of an adjacent 10-ft high concrete seawall, which was believed to have limited (if any) reserve capacity, was required. A two-dimensional finite element model was developed to evaluate the responses of the partially improved ground and the sea wall to the loads imposed by the crane. Geotechnical site investigation and laboratory testing programs were performed to better define the subsurface conditions near the area where settlements occurred and to provide the required mechanical parameters for the soil constitutive model. Analysis results indicate that total and differential settlements of the crane pad and the increase in load on the seawall were tolerable provided limited excavation and replacement of weak dredged soils outside the DSM area would be implemented.INTRODUCTION & BACKGROUNDA Demag CC1800 was erected on 8 ft × 16 ft crane lattice mats at about 12 ft from an existing seawall. Approximately 3.5 in. of subsidence was observed at one corner of the crane mats, while the crane was partially erected and stationary. The approximate location of the crane mats with respect to the existing seawall when the subsidence occurred is shown on Fig. 1.The seawall consists of a reinforced concrete wall connected by reinforced concrete bents to a composite section of sheet pile wall; the total depth of the seawall is about 29 ft. The bents are spaced at about 20’4” and supported by five piles at each bent location. The composite sheet pile consists of concrete and a sheet pile section with a reinforced concrete wale section. The retaining wall is about 10 ft in height and is supported at three levels. The first support level comprises a 2-½” diameter steel rod near the top of the wall spaced at 40’8” the second and third level supports comprise 1-½” diameter steel rods spaced at about 5’6”. The second level support is inclined at about 10 degrees below horizontal and the third level support is oriented horizontally through the wall footing. A schematic of the seawall section is shown on Fig. 2.A geotechnical site investigation was implemented soon after the subsidence was observed. The program included advancing four borings to a depth ranging from 16 ft below ground surface (bgs) to about 30 ft bgs. In general, the investigation showed sandy material (likely fill that was used behind the retaining wall) from the ground surface in two borings located immediately behind the retaining wall. The other two borings furthest from the retaining wall showed very soft to soft clay (possibly dredged material) from the ground surface to a depth of about 10 ft bgs. Based on this information, the ultimate bearing capacity of the subsoils was estimated to range from 1,200 to 2,000 pounds per square feet (psf). From the anticipated crane loading (weight of the crane and loading lifts), a minimum allowable bearing capacity of about 1,500 psf would be required for safe operation. To achieve the required bearing capacity a ground improvement program was selected and implemented."

The effect of polyelectrolyte flocculants on the de-watering of a tailing suspension of very fine clay was investigated.Sedimentation and filtration experiments were carried out in the labqratory to characterise the de-watering properties of the tailing. The results were used to calculate the effect of flocculant additions on the drainage and vaporation components of the de-watering of a clay suspension ponded on to a sand drainage bed.A flocculant increased the drainage rate, but decreased the volume of water that could be removed by drainage leaving more water to be lost by evaporation.The sorptivity values measured in the laboratory were used in the de-watering equation previously established for the tailing to estimate the effect of flocculant additions on the time required to de-water the suspension from 18.2 to 60 per cent solids w/w. The calculated de-watering times were found to increase or decrease depending on the volume of water removed by drainage and the prevailing evaporation rate.

This paper deals with the design characteristics of cutting tools and the operating parameters these tools are usually subjected to. Eight types of cutting tools/bits with different geometrical shapes and sizes were tested in a linear cutting apparatus, utilizing concrete blocks. The objectives of these experiments were to study the performance of each type of bit, make qualitative assessment of each bit geometry and size and establish cutting parameters for efficient utilization of the tools. During the experiment required forces Fx, Fy, and Fz, cutting, penetrating and lateral forces respectively and audible and sub-audible noises were measured. In these experiments, the depth of cut was kept constant to 1.5 inch while the bit spacing was varied 1.5,2.25 and 3.0 inch (3.75,5.6 and 7.5cm respectively). The results of these experiments indicated that by optimum ratio of depth of cut to bit spacing, the cutting face will be cleaned with the least ridge/land remains between the bit groves, resulting in least specific energy consumption, more large and less fine product particles and substantial reduction of audible noise. The results of these experiments also showed that proper bit design not only decreased cutting energy consumption but also reduced audible noise.

Material handling in open pit mining accounts for about 50% of production costs. The selection and deployment of efficient, safe, and economic loading and haulage systems is thus critical to the production process. The problems of truck and shovel selection and sizing include determination of the optimal number and capacities of haulage and loading units, as well as their allocation and operational strategies. Critical survey and analysis of the literature has shown that deterministic, stochastic, and experimental approaches to these problems result in considerably different outputs. This paper presents a comprehensive simulation framework for the problem of truck and shovel selection and sizing based on the random processes underlying the network-continuous-discrete event nature of the mining operation. The framework builds on previous research in this field and attempts to address limitations of available methodologies in the form of a comprehensive algorithm. To test the validity of the framework a large open pit mine was evaluated. The stochastic processes governing the uncertainties underlying the material loading and haulage input variables were defined and built into the stochastic model. Discrete event simulation was used to simulate the stochastic model. The proposed model resulted in several modifications to the case study.

This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

This report aims to discuss, from the viewpoint of the mining geologist, the bearing of topographic and geologic conditions on cer- tain problems that arose in the construction of the Panama Canal. T+ is published by the Bureau of Mines as a contribution to engineer- ing liters ure because it presents information that shows how geology and topography must be considered by the mining engineer in plan- ning excavations and in removing loose material and solid rock in the safest and most efficient manner. The printing of this bulletin has been approved by the governor of the Panama Canal, as it was impracticable for the Panama Canal to give this information to the general public in any of its publications. The "sword cut" of Goethals and his men did not sever the Isth- mian barrier; it merely clove the hills to a depth of 40 feet above sea level. This cut and the great areas of low valleys at both ends of it have been covered with fresh water to the 85-foot level. This high-level lake held by dams at either end, the 85-foot locks, by which ships enter it, and the dredged approaches from the two oceans constitute the Panama Canal. In the preparation of accurate estimates concerning the cost of large excavations information regarding the geologic conditions, as obtained by a study of natural features, is necessary. Drill holes and test pits will furnish supplementary geologic information, but without a gen- eral knowledge of the geologic conditions it will not be possible for the constructing engineer to answer such questions as the following: (1) What rock units will be encountered in the excavation and in what proportion? (2) What will be the cost of drilling each for blasting (3) How far apart and how deep must the drill holes be to efficiently break the rock of each to the proper size-not too fine nor yet too coarse? In this connection jointing, fissuring, bedding, toughness, and other physical characteristics must be considered (4) How steep will the slopes of the excavation stand, and to what extent will they wash and trench on exposure to the atmosphere? (5) What proportion of the material to be excavated is of such physical character that it may be utilized in any other part of the project, such as in concrete construction, road making, wharves, breakwaters, riprap work, etc.

Between the early 20th Century and the present, the production of mined copper ore has increased from tens of millions of tonnes per annum to several billion tonnes per annum, an unprecedented increase. Contemporaneously, the average grade of mined copper ore has declined from over 2% to approximately 0.5%. Again, in parallel, the price of copper has increased dramatically to reflect the increasing cost of extracting and beneficiating such large amounts of low-grade ore. Within the period the copper price however exhibited several periods of intense volatility, driven by interrelationships between demand and supply, themselves strongly driven by periodic industry developments in the fields of exploration, ore extraction, mineral processing and extractive metallurgy. It is notable that these periods of intense innovation exhibit a strong correlation to preceding periods of price, demand or production volatility. This paper examines key trends in each theme between 1900 and 2018 and draws strong conclusions as to the interrelationship between them. INTRODUCTION The production of copper metal has increased from around half a million tonnes per annum to over fifteen million tonnes per annum over the course of the 20th Century. Contemporaneously, the average grade of copper ore mined has declined from over 2% to approximately 0.5% copper by weight. As a result, the volume of Run-of-Mine (ROM) copper ore required has increased from around ten million tonnes per annum to over a five billion tonnes per annum over the period, an unprecedented increase. The adage is that demand drives supply, that prices rise in times of high demand and/or short supply, and that prices fall when supply catches up with demand. The market sellers in biblical times knew this well; mediaeval market sellers equally. Dutch tulip sellers in the 1600’s experienced both in extremis — much to their dismay — and the great industrialists and early capitalists of the industrial revolution knew this also. Mining recently went through a cycle where investors and producers both believed that the “old” rules did not apply any more and that the industry was in a “supercycle” where prices would continue to rise on the back of increasing demand. However, as the GFC of 2008–2011 showed, this was not to be. Another adage says that we constantly innovate to lower costs of production. Is this true? Do we only innovate to lower cost? Has the true cost of producing copper actually gone down over the century? Or are there other balancing forces at play? Herb Kellogg, in his Centenary address to the American Institute of Mining Engineers (now SME), categorized two types of innovation: ‘Bigger and Better’, and ‘New Process’ (Kellogg, 1970). ‘Bigger and Better’ allows increased production at presumably lower cost; ‘New Process’ supports the same result at presumably the same scale, but at significantly enhanced efficiencies and (therefore) lower cost. It is suggested that both types of innovation are constantly and interchangeably required to achieve the kind of scale-up, at achievable operating and capital cost that the industry has achieved over the period. What can be shown, over this last Century and a bit, is that supply and demand are indeed inextricably linked, price and demand are linked, but so are price and cost of production. And the innovation required to sustain that weaves in between them all, cost-effectively increasing production capacity or lowering the cost of production at the same throughput, and sometimes both.

Magnetic anomalies in the Southern Coalfields have been subdivided into two characteristic types. Each type is attributed to a separate cause, one being basement structure, and the other near-surface igneous intrusions.Detailed geological mapping of the area and the ability to sample throughout the coalmines greatly assisted in this subdivision.The Triassic sequence contributes no magnetic effect of its own except to diminish the effect of sources within the underlying formations by raising the level of observation.Detecting the presence of igneous intrusions ahead of colliery working faces by magnetic observations within the coal mines may be of value in preventing accidents caused by gas outbursts and in planning the workings so as to avoid loss of production time.

For purposes of coal classification it is desirable to know the composition and calorific value of the pure coal substance; that is, of the coal free from its ash-forming minerals. Two methods suggest themselves: (1) To free the coal from most of the ash-forming material previous to the analysis; and (2) to analyze the coal as received and calculate the analysis, with certain more or less arbitrary corrections, to the pure-coal basis. Calculation methods are obviously more apt to give correct results with low-ash than high-ash coals. With coals of unusually high ash it would appear preferable to remove, previous to the analysis, as much of the inorganic matter as possible, by float-and-sink or acid-treating methods. Effect of Ignition on Inorganic Constituents of Coal The need of corrections in calculating analysis to the pure-coal basis is due to the fact that the ash, as determined by ignition, is not the same, in either weight or composition, as the inorganic mineral matter in the coal. On ignition a number of changes occur in the coal such as loss of water of hydration of the shaly material, conversion of pyrite (FeS2) to ferric oxide (Fe203) with evolution of the sulfur as sulfur dioxide or possible fixation of more or less of the sulfur in the ash as calcium sulfate (CaSO4), and decomposition of calcite (CaC03) to calcium oxide (CaO). The amount of sulfur from pyrite which remains in the ash as calcium sulfate depends on the amount of calcite and pyrite in the coal. Certain coals high in both calcite and pyrite show relatively large amounts of sulfate sulfur in the coal ash. The determination of total carbon and hydrogen in coal includes, besides the organic carbon and hydrogen, the carbon of inorganic carbonates such as calcite, and the hydrogen of the water of composition of some of the ash-forming minerals. Heat and humidity buildup within refuge alternatives (RAs) may expose occupants to physiological hazards such as heat stress. The Mine Safety and Health Administration (MSHA) regulations require RAs in underground coal mines to provide a life-sustaining environment for miners trapped underground when escape is impossible. RAs are required to sustain life for 96 h while maintaining an apparent temperature (AT) below 95 °F (35 °C). The National Institute for Occupational Safety and Health (NIOSH) tested a 10-person tent-type RA, a 23-person tent-type RA, and a 6-person metal-type RA in its underground coal mine facilities to investigate the thermal environment over a 96-h period. The test results showed that mine air and mine strata temperatures surrounding an RA occupied by simulated miners (SMs) increased over the 96-h test period. The test results suggest that RA manufacturers should consider this increase in temperatures when calculating and evaluating RA components during surface and laboratory tests. The findings can equip stakeholders with additional considerations for calculating the interior heat and humidity temperature profiles for occupied RAs not tested in situ

Multidisciplinary investigations were completed to prove the availability of water resources for the proposed San Cristóbal silver-lead-zinc mine in the arid Altiplano of Bolivia. Surface water resources are scarce, of poor quality, and unsuitable for development. Therefore, hydrogeological reconnaissance targeted alluvial aquifers for development. Follow-up resistivity, refraction, and water quality assessments were used to prioritize areas with prolific production potential. Pumping tests and regional water balance analysis indicate an alluvial aquifer can sustain the required approximately 40 000 m3 per day production for the life of the mine and predict no significant negative environmental effects on local groundwater users and the environment.

Cerchar Abrasivity Index (CAI) is one of the commonly used tests to evaluate rock abrasiveness for cutter life/cost estimations of TBM projects. There are at least 3 style machines, 2 different pin hardness, and the test could be run on fresh rock surface VS a sawn surface. Each of these parameters has a meaningful effect on the results, but its impacts were not fully understood nor its implications well explored. This paper reviews the current practice of Cerchar testing and its implications on geotechnical investigations related to TBM tunnels and provide a set of guidelines on testing and reporting of the test results for future projects.

In preparing this paper, the writer hopes to achieve two main objects. Firstly, an indication of the desirable features of coke from the viewpoint of a blast furnace operator should be of assistance and value to those connected with coal and coke research, coal mining, the manufacture of coke and the production of iron. Secondly, it is hoped that the conclusions and opinions expressed herein, which are known to be of a controversial nature, will promote some discussion and thought. In this way, other workers may see fit to contribute and enlarge our general knowledge of Australian coke and its behaviour in blast furnaces.Those properties of coke that are considered to be of importance to blast furnace operation will be examined. Although broadly speaking, the composition and characteristics of coke are inherent in the coals used, any special features of coal preparation and carbonization that affect the resultant coke will be discussed. An attempt will also be made to indicate the effect on blast furnace operation of significant irregularities in these properties.THE FUNCTION OF COKE IN A BLAST FURNACECoke has four important functions in a blast furnace:1. To reduce the oxides of iron and other elements to metal and to provide the carbon absorbed by the iron.2. To supply the necessary heat for the process.3. To provide an open supporting structure in which the descending ore and limestone lie exposed to the action of the ascending gas.4. To provide voidage in the bottom of the furnace, so that iron and slag can accumulate in the hearth.

Development on the North Kalgurli mine has established a major penetration of ore into calc schist. This is controlled by a system of east-dipping strike faults. Previously, most calc schist ore bodies were regarded as being confined to the quartz dolerite greenstonecak schist contact environment.INTRODUCTIONOne of the most interesting and economically important developments which has taken place in the Kalgoorlie Field over the past 20 years is the proved penetration of ore into calc schist on the North Kalgurli Mine. This is quite extensive, both laterally and in depth, and has occasioned some modification of geological thought in the search for additional ore sources.Ore has been mined in calc schist almost since the first major gold discoveries were made and the principal features of the various types of deposit are well covered in the literature of the field. However, occurrences in calc schist have not been characterised by the same degree of continuity or frequency as the innumerable lode formations in the more favourable quartz dolerite, and there has been a tendency to regard them as isolated and discontinuous ore bearing structures, occurring only under very special conditions.It is not intended to describe the whole range of calc schist ore occurrences but only major controlling structures, whose penetration therein has been definitely established and in which an appreciable amount of ore has been and is still being found. It is considered that similar structures may present a major objective for future exploratory work in other parts of the field.

"Over the last 15 years, there has been a number of plant scale sulfide mineral flotation tests organized by this author specifically aimed at understanding how flotation rate varies with reagent type and dosage. With regard to the Interaction of collector dosage, particle size, and frother type, the eight specific trends listed in the paper (Illustrated with data from two specific case studies) are qualitatively the same for almost all plants studied in some depth. The Interaction of flotation rate K and equilibrium (Infinite time) recovery R in the plant has been denoted as the R/K trade-off. The effect of collector dosage on the rate of flotation of specific particle size intervals is particularly interesting and once understood, is quite useful In understanding how industrial flotation plants respond to changing reagent type and dosage. The location and magnitude of the R/K trade-off can be different for various ores and various plant configurations, but the RIK trade-off is almost always present. The purpose of this paper is to clearly describe and illustrate the nature of this very Important flotation system Interaction so that operating engineers have a starting reference point for beginning successful plant Improvement studiesIntroductionIt is well recognized by industrial froth flotation plant operators that improving existing sulfide circuit performance is often difficult due to the self-compensating systems nature of the froth flotation system, e.g. Klimpel (1988, 1989, 1995). Extensive plant testing with existing and new reagents by this author throughout the world has clearly shown that one of the more important self-compensating mechanisms is the Interaction between collector dosage, frother type, and particle size. The term self-compensation in flotation simply means that as the plant operator consistently changes one parameter in the same direction, the nature of the froth flotation system Is such that the circuit will eventually begin to resist this controlled parameter change by automatic (uncontrolled) changes In other parameters and the overall circuit performance will go through a maximum or minimum (hence causing the operator to stop the parameter change)."

"Collaboration among Ventilation Engineers, Mine Inspectors, worker representatives, health and safety officers and management is key to an effective operational mine ventilation management. Mine ventilation training, ventilation survey reports for mine stakeholders and interaction with mine frontline workers and management concerning safety, energy saving, assets management and maintenance are effective tools in implementing best industry practices and significant reduction of ventilation operating costs without compromising safety. These approaches may not be new to well established mining companies but the real dilemma is how to implement them effectively and this is what this paper will address.INTRODUCTIONManaging an effective mine ventilation system is becoming increasingly challenging, especially during tough economic times in the mining industry. Management strives for more production while frontline miners work hard to surpass the production targets, thus improving their incentives and above all aiming to enhance the prospects of their job security when the mining industry is facing challenging times. Taking shortcuts by not fully following the safety regulations or industry best practices are often notable, resulting in the rise of Workers Compensation Board claims and temporary shutdowns of active workings, compromising productivity and increasing the operating costs.In accordance with the Mines regulations in various jurisdictions in Canada and the US, it is evident that companies adhere to establishing basic ventilation management systems through the provision of the code of practice, procedures, work practices and standards/guidelines. This is aimed at ensuring the health and safety of underground workers (de Souza, 2017). However, the challenge to many operations is the improper implementation of the mine ventilation regulations including some managers showing reckless disregard for workers safety by focusing on production and not worrying to address ventilation problems (Steven & O'Keefe, 2010). Other challenges facing effective ventilation management include inadequate training of frontline workers on ventilation system and hazards associated with poor ventilation systems such as toxic gases, dust, heat, and underground explosions (Mufson et al., 2010; Suvar et al., 2017); friction between mine managers and the mine inspectors (Mufson et al., 2010), improper maintenance of ventilation system and inventory management, among others."

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. The largest proportion of injuries overall occurred during powered haulage (28.5%). The
