Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

This final report documents the work done by Arthur D. Little, Inc. (ADL) on behalf of the U.S. Bureau of Mines, Pittsburgh Mining and Safety Research Center (PMSRC), on Contract R0122026 (which began in August of 1971). Under this contract ADI provided technical assistance to the Bureau on a task basis on virtually all aspects of the Bureau's programs related to present and planned emergency and operational communications and miner location systems for underground coal mines. The work consisted of independent investigations, analyses, experiments, breadboard and prototype hardware development, workshops and technology transfer seminars on mine communications, and on-going evaluations and guidance related to the Bureau's contracted programs on electromagnetic noise, mine communications systems, and trapped miner location. This final report documents the work in two volumes, Volume I, "Emergency and Operational Mine Communications," and Volume II, "Seismic Detection and Location of Isolated Miners." The Tables of Contents of both Volumes are included in each Volume. Phase I of the contract was devoted to performing an in-depth assessment of electromagnetic noise measurements taken by several contractors and other investigators, and then defining a new noise measurement program and instrumentation system tailored to obtain the necessary but missing noise data. These data are required for use in the design of new emergency and operational communication systems. This work, and the follow-on coordination and guidance activities of ADL on this noise measurement program in subsequent phases of the contract, are treated in Part One of Volume I.

Nuclear gauging is used world-wide in almost every industry. From mining and ore-grading to finished product, the metallurgical industry is one of the biggest users of nuclear sensors for inventory, process control, and quality assurance. This paper will discuss the basic theory of gamma transmission gauging techniques found useful in mining, milling and metal production. Techniques to be discussed are gamma transmission for level and density. A major new technique will also be discussed. This technique is called gamma backscatter. The uniqueness of this technology, how to apply and the differences between transmission and backscatter will be accentuated.

And, Mars One is planning a one-way trip to establish a settlement of humans on Mars.How and why are the Moon and asteroids and their resources of interest to private space industry companies? Why are the Moon and asteroids viewed as a potential business venue?Geology of the Moon and asteroids — Why do we want to mine there?Space enterprises are actively working toward establishing and operating lunar and asteroid mining locations for resource extraction, resource processing, conversion to salable products and distribution of the products and services in space and to Earth and beyond2.Forty-five years ago, the Apollo manned missions to the Moon returned rocks and regolith to Earth, which were studied and analyzed. What they found was that the Moon contains valuable minerals and resources. These minerals are largely due to meteor and asteroid impacts, which have, over eons, created this mineral-rich regolith. These impacts have occurred on Earth as well, for billions of years, particularly early on in the history of the solar system. However, on Earth, wind, water and vegetation have erased most of these impacts. On the Moon, in contrast, the only weathering is caused by subsequent impacts and the solar wind."

The abundances and abundance relationships of lead, zinc, copper and silver in the major sulphide lenses at Broken Hill are examined, and their possible geochemical significance discussed.When expressed as atoms per cent, zinc is the most abundant base metal throughout the whole .group of orebodies, the highest average lead: zinc ratio (No. 2 lens) being about 0·45, the lowest (No. 1 lensZinc Lode group) being in the 0·12-0 ·14 range. Lead and silver are clearly higher in the lower two orebodies, but the abundance of zinc shows no apparent relationship with stratigraphical position. Among the base metals copper is conspicuously low and remarkably uniform, a feature noted in other conformable orebodies.Although, as has been recognised for many years, abundances of silver and lead, and lead and zinc, are sympathetically related, correlation within the pairs is variable and generally of low degree. Silver and lead show distinctly the better correlation, particularly in No. 3 lens. On the basis of lead: zinc ratios, No. 2' and No. 3· lenses, on the one hand, and the No. 1 lenses, Rhodonitic and Siliceous Zinc Lodes on the other, constitute two groups. However on the basis of silver : lead ratios, No. 3 lens stands alone, No. 2 lens showing clear affinities with the higher layers. Ternary relationships between copper-zinc-Iead and silver-zinc-Iead emphasize the very close constitutional relationship between the No. 1 lenses and the two "zinc lodes".The possible implications of these relationships are then discussed in the light of the' two principal theories-hydrothermal replacement or chemical sedimentation-held for the formation of the Broken Hill ores. It is pointed out that the ratios of the four metals in the ores are rather different from those found in most igneous and sedimentary rocks, and in seawater. For 'example, whereas copper and zinc are present in almost equal amounts in most terrestrial materials, copper in the ores is only about one-hundredth of the amount of zinc. Lead has increased somewhat, but the ratio of silver to lead has fallen; in spite of its recognition as a source of silver, the Broken Hill lode is impoverished in silver with respect to lead as compared with most common terrestrial materials.No solutions are offered to these prob'lems of abundance. A method for the detection and analysis of tin in cassiterite ores is discussed. An empirical relationship was established between the tin content of an ore sample and the percentage absorption that this sample produced in a Mossbauer experiment. The time taken to complete an assay with this method is much less than with any of the methods currently in use. The equipment can be adapted readily for use in the field.

Heavy mineral deposits have been known from Liberia since the1950s from both river and beach placers. The heavy mineral content of beach sands ranges between 28?62% and the suite includes ilmenite, rutile, zircon and magnetite. These occur together with kyanite, sillimanite, staurolite and garnet. The average ilmenite content is 82% with minor zircon (11%), rutile (6%) and monazite (1%). The ilmenite is, however, of poor quality with haematite intergrowths and a titanium content ranging from10?42.4% (average ±25% TiO2). The amounts of rutile and zircon, while of suitable quality, have also previously been deemed too low for economic exploitation.

The production and dispersion of metal nanoclusters onto inorganic supports and amorphous carbon rest on well consolidated technologies belonging to the realm of industrial catalysis and of basic catalysis research (1). In spite of the existence of a variety of specific synthetic strategies, their very rationale relies on three main approaches i. e.: A: precursors of both the metal nanoparticles and of the relevant supports (or the support itself) are intimately mixed (even let to react) at ambient conditions and then thermo-reduced according to very controlled protocols (2); B: precursors of metal nanoclusters are let to be adsorbed onto suitable supports from the gas or liquid phase and subsequently thermally decomposed (3); C: metastable size-controlled metal nanoclusters are previously generated in a liquid medium and subsequently transferred onto pre-formed support particles (4). The production and dispersion of metal nanoclusters onto organic soluble supports is also a rather well documented academic praxis (5, 6, 7, 8) able to provide e.g. size-controlled Au0 nanoclusters of 4.4±1.7 nm (5). Our group started in 1997 developing (9) an innovative approach to the synthesis of metal nanoclusters dispersed inside insoluble, albeit accessible (see below) mechanically robust gel-type resins (10), which procedure was tested so far on palladium metal. Metal ions are previously dispersed upon ion-exchange inside of the polymer framework, followed by chemical reduction and by the aggregation of born metal atoms into nanoclusters, the size of which is templated (11, 12) by the three-dimensional intercommunicating meshes that build up the overall polymer framework (Figure 1).

The paper describes the two foundation techniques - mini piles and postgrouted bored piles. The mini pile system is presented with its design and installation parameters, especially the drilling technique. Two case histories demonstrate the application under extremely limited space and traffic conditions and the required modifications of the equipment. After the description of the postgrouted bored piles and its grouting technique, the paper gives a comparison of postgrouted piles and standard piles on a large basic test in Germany. The Brooklyn Queen's Expressway, N.Y., case history shows the application of this technique after redesign of the original proposal. 1. "In January 1985, Equity Silver Mines Limited began operation of a cyanidation circuit to scavenge precious metals from the flotation tailings. At present, this process is treating 270,000 tonnes of tailings per month and is recovering in excess of 0.20 grams of gold per tonne. To obtain these results Equity is operating a carbon-in-leach circuit that utilizes pressure stripping, zinc precipitation acid washing and thermal reactivation. A cyanide destruction circuit is also required to minimize the deleterious effects on reclaim water in the flotation stage. This paper describes the existing scavenger plant, and details the start-up problems encountered and the modifications made to correct these problems.INTRODUCTIONEquity Silver Mines Limited , a 68% owned subsidiary of Placer Development Limited , is located 38 km southeast of Houston in north central British Columbia. The geographic location of Equity Silver Mines is shown in figure #1. In September 1980, production first began with the ore being supplied from the Southern Tail open pit. In March 1984, the Southern Tail deposit had reached its economic pit depth, and since then ore has been supplied by the Main Zone pit the gold mineralization in the Main Zone is less refractory than the Southern Tail and cyanidation of the flotation tailing appeared to be a viable alternative.An extensive test program was undertaken and the results confirmed that considerable gold and silver values were amenable to cyanide leaching. A feasibility study showed that these values could be economically recovered and the detailed engineering work began."

The alternating direction explicit procedure (ADEP) makes use of the boundary conditions to reduce multi-dimensional problems to a series of one-dimensional problems. The method, previously applied to reservoirs containing only an under-saturated oil, has now been extended to cover the case of natural gas reservoirs. l his involves solving a non-linear partial differential equation, application of the procedure is straightforward and no calcuIational problems were encountered. INTRODUCTION There has been a growing interest in formulating mathematical models of petroleum and natural gas reservoirs — models which permit the engineer to examine and evaluate the physical and economic consequences of various alternative production policies. The tremendous reduction in the cost of solving such models in recent years has made possible their use as an almost routine management tool. This reduction is the result not only of improved computer hardware but also of the development of more efficient mathematical techniques. The present paper is concerned with the application of a recently proposed numerical method (ADEP) to two-dimensional gas reservoirs. "ABSTRACTThe US Army Corps of Engineers (USACE) has 704 dams in their inventory and over 100,000 miles of levees with a capital value of over $150 billion. Currently, there are 319 dams that are classified as high hazard and have actionable failure modes that will require structural modifications. The most frequent actionable failure mode associated with the inventory is seepage and piping. One of the most effective engineering solutions is the installation of a cutoff to limit seepage. Currently, USACE has over $1.5 Billion of cutoff wall projects under construction and/or design. Given the magnitude of the dam and levee safety issues, USACE is developing a new Engineering Manual (EM) titled “Seepage Control Cutoffs for Dams and Levees.” This EM covers all of the methods to construct cutoff walls. USACE has partnered with the Deep Foundation Institute (DFI) in preparation of the EM to ensure that it is comprehensive and draws from the expertise of the specialty foundation engineering companies that design, manufacture, and construct seepage control cutoffs around the world. The EM contains case histories as well as a comprehensive project statistical summary and guide specification paragraphs. The goal of USACE was to make the EM a state of the art document for use by Districts.HISTORYSlurry wall construction techniques were developed in the late 1940’s in Italy by ICOS. The first use of the slurry trench method of construction in the United States was by the USACE Memphis District in September 1945, to form a partial cutoff along the Mississippi River levee on the Arkansas side of the river just below Memphis, Tennessee. The idea for the project probably evolved from the use at that time of puddle clay trench cutoffs combined with the use of drilling mud for advancing borings. A paddle wheel mixing device was constructed for making slurry from native clays. Trenches were dug to a 20-ft depth using a trenching machine and to a 35-ft depth using a dragline with a 100-ft boom and 2-cu-yd bucket. Backfill was mixed in windrows at the site from hauled-in clay gravel and native materials and pushed into the trench by a bulldozer when the length of the trench was equal to about twice the trench depth. It is amazing that after almost 70 years, the technique is still about the same as it was when first developed by the Memphis District. A soilbentonite cutoff was constructed under the Kennewick Levee adjacent to the Columbia River as part of the McNary Dam Project in Washington by the Walla Walla District in 1952 The first application of a soil-bentonite slurry trench cutoff for control of underseepage at a major earth dam was at Wanapum Dam on the Columbia River in Washington in 1959.The first cement- bentonite cutoff in the United States was constructed at the Tilden Tailings Project to store tailings from the Tilden Mine in Michigan in 1976. The first cement-bentonite cutoff constructed at a dam on a river retaining a reservoir in the United States was completed in 1978 at the Elgo Dam (formerly the San Carlos Dam) in Arizona.The USACE has designed and constructed some of the deepest and most complex cutoff walls for dams since the 1970’s. The first major concrete panel cutoff wall constructed in a dam in the United States was at Wolf Creek Dam (Nashville District) by the ICOS Corporation between 1974-77. The dam has a long history of seepage issues associated with the karst geology that comprises the foundation. In 1968, about 17 years after first being impounded, wet areas, muddy flows in the tailrace and sinkholes in the downstream toe adjacent to the switchyard occurred."

Trueman: I am not aware of any definite evidence of the temperature of formation of these minerals, but am of the opinion that high temperatures would not be present during crystallization.No evidence from the qUl'trtz, magnetite and hematite of formation temperatures is indicated and, as the carbonate is later than the other minerals it does not supply any data either.According to Miyashiro and other workers who have studied the composition and stability of the glaucophaneriebeckite series, minerals of riebeckite composition are stable over a wide range of P, T conditions. Recent work by W. G. Ernst, of the University of California, indicate that, in the presence of an Fe203/Fe304 buffer, riebeckite and crocidolite are more likely to form at low temperatures. The occurrence of riebeckite-crocidolite as authigenic minerals has been reported from several localities.Dr. MacLeod (Geol. Surv. of W. A.): Recent regional mapping by the Geological Survey of Western Australia has revealed a total thickness of at least 30,000 ft for the Proterozoic sediments in the Hamersley Basin. In this succession the asbestos-bearing beds of the Brockman Iron Formation at Wittenoom are overlain by some 20,000 ft of younger sediments and volcanics. The primary object of the drive is to provide sites for gaining information regarding the behaviour of the ore-bodies well beyond the limits of the present exposures.Due to thermal conditions, the major portion of the work was done on a six-hour shift basis, in contrast to the normal one of seven hours, with a five-day week.

This study was done to evaluate the costs of various dumping operations at waste and spoil piles. It has been theorized that accidents associated with dumping operations might be reduced by short-dumping rather than edge-dumping, but many operators have been reluctant to use short-dumping because they believe it is not as cost effective as edge-dumping. To evaluate this perception, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health reviewed the costs of various dumping methods at waste and spoil piles. The study found that overall cost differences between the two methods were not significant in most cases. However, while overall cost differences between the two methods appear small, capital costs could be more significant when short-dumping if numerous dump sites are used concurrently. The choice of which method to use should be based on considerations of the safety of dozer and truck operators.

"Geochemical characterisation is done based upon the geology and metallurgical batch testing prior to commencement of the operation of the plant.  Tailings repository design is based upon geochemical assessment of the waste material, as well as the geomechanical issues associated with storing the waste. The resultant conceptual and detailed design is incorporated into the environmental impact statement (EIS), upon which mine approval is based. The entire environmental monitoring and harm mitigation program, which is usually a condition of the Mine Lease approval, is based upon the applicability of the original characterisation.Tacit to this process is that there is no change in the geochemistry of the tailings, i.e. no change in the implications for acid & metalliferous or saline/neutral mine drainage (AMD/SNMD) generation. But any changes in milling and processing can have a substantive impact on the geochemical behaviour of the tailings metallurgy, and potentially render an operation non-compliant within the conditions of the mine license.Environmental and statutory approval implications for continuous improvements of metallurgy need to be understood because unintended consequences could cost more than the benefits of the improvement, and in some cases cost more than all the profit made from the mine.  Examples uncovered during audit and consultant practice will be presented together with a process to ensure implications for adverse environmental harm and license conditions are fully considered.*This paper is only available for individual download. Geostatistics was initially developed in the mining sector, but has been extended to other geoscience applications, including forestry, environmental science, soil science, and petroleum science and engineering. This paper presents methods, workflows, and pitfalls in using geostatistics for hydrocarbon resource modelling and evaluation. Examples are presented of indicator variogram analysis of categorical variables, lithofacies modelling by sequential indicator simulation and hierarchical workflow, porosity modelling by kriging and stochastic simulation, collocated cokriging for integrating seismic data, and collocated cosimulation for modelling porosity and permeability relationships. These methods together form a systematic approach that can be effectively used for modelling natural resources.
